Commons ChamberAs a former Exeter University student myself, I know how brilliant it is, and it also has a huge and incredibly successful programme of degree apprenticeships. I am very supportive of international students; they bring a lot of income to our country. Visa matters are always matters for the Home Office but I am sure there will be discussions about the issues raised by the hon. Gentleman.
Support staff play a vital role in our schools. We have given schools the freedom to recruit the staff they require to meet their own needs; although we do not collect central data on vacancies as a result, I can tell the hon. Lady that the number of support staff working in schools has increased for the past three years.
We have already heard in this Question Time about delays in getting the education, health and care plans in Lancashire. As a consequence, rural schools like Quernmore, which I had the privilege of visiting on Friday, are left with more children with special educational needs in mainstream but without the financial support package that should come with that. These small rural schools are therefore having to support children with additional needs and do not always have the right number of staff to be able to do so in the way they would like. Is support available to rural and small schools, especially in Lancashire, to meet the needs of all children?
We must meet the needs of all children; and at some level, every teacher is a teacher of special educational needs and disabilities. I recognise that there can be particular difficulties for smaller schools in rural areas, as the hon. Member mentions. We have the wider EHCP system, which is better than the previous system. On places available in special schools, where children are in mainstream schools, I recognise the central role played by teaching assistants. That is why we have set out in the SEND and alternative provision improvement plan how we will look to consolidate that position and give further advice on the best deployment of TAs.

Friend that that information will be contained in what is published this week—which is more likely to be about the schools and the mitigations that are in place—but we will then put together the information on pupils who are learning face to face and those who are learning remotely, and we will update that regularly.
The Secretary of State will know that people go into teaching because they have a passion for educating young people and giving them a brighter future. They do not go into teaching to become building managers, and given that over the past 13 years lots of caretakers and school building managers have been cut because of school budget cuts, what confidence does she have that the information she is getting from these questionnaires is accurate?
It is the responsible body, not the schools, that is responding to the questionnaires. As the hon. Lady says, the schoolteachers are there to teach the children, but the responsible body will be responsible for filling in the questionnaires.

Commons ChamberThe hon. Member will have seen that, in recent international surveys, standards are rising in our schools. We increased school funding by £4 billion last year, and this year it has increased by £3.5 billion. Taken over those two years, that is a 15% increase in school funding. Those of us on the Government side of the House want to have a well rewarded, well motivated teaching profession, because that is how we will ensure that standards continue to rise in our schools.
Teachers are the ultimate opportunity creators, giving all of us the tools we need to reach our potential. I am delighted that new data shows a record number of teachers joining the profession, so today we have over 468,000 teachers in our schools. That is a year-on-year increase of 2,800, meaning that there are over 27,000 more teachers in classrooms since we took office.
The difference that teachers make is almost impossible to measure, but there is no doubt about their commitment to delivering results. The number of schools rated good or outstanding has risen from 68% to 88% since 2010. We have climbed the international league tables in science, maths and English, most recently coming fourth in the world for reading at primary school age in the progress in international reading literacy study. It would be remiss of me not to pay tribute to the Minister for Schools, my right hon. Friend the Member for Bognor Regis and Littlehampton (Nick Gibb) for his relentless championing of phonics, helping our fantastic teachers to drive up standards. Ahead of Thank a Teacher Day, I want to say a massive thank you to teachers, early years professionals, teaching assistants and all who play their role in helping the next generation reach their potential.
The decision to make it harder for those on postgraduate courses to bring dependants will once again mean that Britain’s universities will be looking to China for international students. At a time of growing tension and concern about Chinese foreign policy, not least on the Secretary of State’s own Benches, is she confident that this is going to end well?
I thank the hon. Lady for her question. We discussed this a little earlier. There is a large and growing desire for the education that our top universities provide and there are many countries in the world where the middle class is developing, so there is a lot of opportunity for our universities as long as they keep on delivering their world-class fantastic quality.

Commons ChamberFor over a year now, Ministers have known that school buildings posed “a risk to life”, and it has been more than a year since the Department for Education escalated the risk of building collapse to “very likely”, yet the Government will still not tell parents, teachers or pupils where those dangerous school buildings are. That is why this motion, which I support today, seeks to answer this question: where are our school buildings that are in dangerous condition and how severe is the disrepair of those buildings? Ministers know that buildings are at risk of collapse, yet they are still hiding the reality of this Conservative-made crisis from the public they supposedly serve.
After the upheaval of the pandemic, crumbling school buildings neglected by the Conservatives could see even more disruption to our children’s learning and education. Education is one of the most precious gifts we give our children. At the very least, parents expect it to be delivered in a safe school building, and I think most would expect to see it delivered in buildings fit for the 21st century. How can we tell our children and young people that we value their education, when we offer them education in substandard buildings? I heard from one Lancaster primary school headteacher this week who told me:
“We have, and continue to, really struggle to access any funding to refurbish our toilets, which are in a very poor state. It is really frustrating as we are not asking for luxury items—access to toilets which are fit for purpose is a basic need!”
It is not just the roofs at risk of collapse, buckets in corridors and peeling paint that are the outward display of the lack of value the Government place on our children’s education. It is, frankly, even the state of the toilets, with all the health implications of that. The Secretary of State must publish detailed school-level data from the latest condition of school buildings survey.
The challenge faced by small rural schools is exacerbated. A rural primary school headteacher from a school in Wyre told me today:
“We can’t afford to employ a site supervisor for our federation of two small village schools. This means that we pay massively over the odds when we need repairs doing. Recently, we have appealed to parents who are plumbers/electricians/carpenters to make repairs for us to save money.”
That is certainly a big step up from most parent teacher associations.
Many schools are not fit for the future. Teachers cannot focus on education if they are having to manage inadequate facilities. Labour’s Building Schools for the Future programme, which ramped up capital funding in the late 2000s, was scrapped by this Government in 2010. Thirteen years later, we now have an entire generation of children who have seen nothing but decline in our school buildings. Does the Minister agree that it is impossible to give children a first-class education in second-class school buildings? Does he agree with the shadow Secretary of State, my hon. Friend the Member for Houghton and Sunderland South (Bridget Phillipson), that parents worried about the state of their children’s school buildings have a right to know the scale of the problem?
If Conservative MPs vote today to keep parents in the dark about the condition of school buildings, that means that in Lancashire, despite 236 buildings being categorised as bad and in urgent need of repair, those parents are being let down. Their children’s future is being let down. One of the greatest privileges of being a Member of Parliament is the opportunity to visit schools and see the amazing work that our teachers do. Often, it is also an opportunity to see the state of the buildings that teachers are working in, children are learning in and, as my hon. Friend the Member for Sheffield, Hallam (Olivia Blake) pointed out, parents are accessing—putting their health at risk, too.

Commons ChamberI would like to clarify that the figures that I used—160,000 pupils times £6,970—are our figures, so £1.1 billion is our calculation. The Baines Cutler report was commissioned by the independent schools sector. Of course, everybody in the sector, as in many other sectors, commissions research, but I hope that the hon. Lady is not suggesting that, because the report was commissioned, it did not have to be validated—of course, it would be. [Interruption.] If she wants to understand, it would cost £1.1 billion at the current average cost per pupil £6,970. I do believe that that is why previous Labour Governments did not implement the policy, because it would greatly undermine the benefit of any additional funding to the state sector, and it could result in Labour’s proposed financial benefit in fact being a net cost to the Exchequer.
I remind right hon. and hon. Members that two thirds of Independent Schools Council members—almost 1,000 of them—are engaged in mutually beneficial cross-sector partnerships with state-funded schools. Those schools share expertise, best practice and facilities to the benefit of children in all the schools involved. I thank my noble friend Baroness Barran, who is in the Gallery, for her work with independent schools to emphasise and grow those partnerships.
To give one example, Warwick School and King’s High School have worked together to support students to prepare for assessments and interviews to highly selective universities. An increasing number of independent schools also provide subsidised places for disadvantaged children through the Royal National Children’s SpringBoard Foundation’s broadening educational partnerships programme.
I am sure that the shadow schools Minister, the hon. Member for Portsmouth South, will be interested in my final example, which benefits teachers in his constituency—he does not appear to be that interested, but I will try. The Hampshire Physics CPD Partnership provides fully funded professional development workshops targeted at specialist and non-specialist physics teachers to support teaching at key stage 3 and 4. The partnership includes many schools and colleges in Hampshire, including UTC Portsmouth.
The proposals do not make financial sense; they do not make sense to parents and they certainly do not make sense to children in the sector. The Labour party’s policy is the politics of envy. In this Government, we do not have to level down to level up; I am not somebody who resents other people’s opportunity. As many hon. Members understand, I went to a comprehensive school in Knowsley that I could not boast about in the same way that the hon. Member for Houghton and Sunderland South does, because it sadly failed generations of children.
It is a pleasure to be called so early in this debate. Since we are in the business of declaring where we went to school, let me say that I went to a comprehensive school in Barrow-in-Furness. The Secretary of State said that she went to a comprehensive school in Knowsley, but I invite her to explain what her Government are doing for more than half of the children in Knowsley who are failing their maths and English GCSEs. She is very welcome to intervene on me and explain what her Government are doing for those children in Knowsley, if she wishes. Would she like to do so?
I am happy to intervene. The hon. Lady may have heard me say that, when I was at school, 92% failed to get the minimum of four or five GCSEs. I look at those schools very regularly and, yes, that has improved massively since then, but it is still nowhere near good enough. We are very much focused on supporting those schools, on maths hubs and on introducing maths, free phonics and lots of things that will help in the early years, as well as the teaching support and the development of teachers. She is absolutely right that many in my family, including my cousins and my cousins’ kids, have been to schools in Knowsley, so like her, it is a very personal issue for me.
I am really glad to hear that the Secretary of State takes such an interest in schools in Knowsley, but in Knowsley, as in many parts of England, we have schools where children are failing to reach their potential, and that is not because of a lack of will from the teachers.
This debate is a good opportunity to pay tribute to our teachers, our teaching assistants and the parents supporting children at home, who make sure that our kids get the best education possible, as well as—if I may stray a little bit beyond the debate—the youth workers. Where we still have them, youth workers also support children’s education in an informal environment. It is an environment post covid in which, frankly, it is truly remarkable the lengths that our teachers and teaching assistants have to go to make sure that our children can access such an education.
I want to put on record my personal thanks to the headteachers cluster in the Lancaster and Morecambe area, who consistently and persistently meet me and my constituency neighbour, the hon. Member for Morecambe and Lunesdale (David Morris)—we are meeting them again in a few weeks’ time—to ensure that, as Members of Parliament, we are aware of the challenges that schools face in the Lancaster and Morecambe area.
However, these teachers cannot continue to shoulder the burden for the Government’s failure. I would say that the education sector is in crisis, but we have now been saying that for many years, with no active response from the Government. The Government cannot continue to pretend that they are serious about investing in schools while the vast majority of schools are facing huge cuts, in spite of growing pupil numbers and costs. In Lancashire, 520 out of 564 schools face cuts this year, with £24.3 million needed to restore real-terms per pupil funding to its level last year. The staff who work in those schools desperately want to improve schools and provide better for their pupils, but they need the Government to meet them halfway and to help them do so.
This debate is not just about one type of school, and I want to talk about rural schools. I have some small rural schools in my constituency, and I recently met Rebecca Scholz, who is the headteacher at Scorton Primary School in my constituency and Calder Vale St John Primary School. She is already struggling to make her small rural school budgets meet the needs of her pupils. Those schools do not have school halls, so they have the additional costs of hiring village halls for PE lessons. They do not have school kitchens, so they have to get school meals taxied in from schools further afield that do have kitchens. All of this puts additional costs on these small rural school budgets, and it is making it very difficult for Rebecca to ensure that these schools are sustainable.
I entirely agree with the point the hon. Lady is making about small rural schools. For many years in this House I led the cross-party campaign on fairer funding—the f40 campaign—which pushed for the needs of rural schools. Does she not agree that key to meeting that challenge is reform of the funding formula for schools, which, sadly, is not mentioned in the Opposition motion?
I am very well aware of the hon. Gentleman’s campaign, and I think there was a huge amount of sympathy for it, but his party has been in government for 13 years, so reform of the schools funding formula really does fall on his party’s shoulders. I would like to see that come from his own party.
This debate is not just about small rural schools. I have a three-form entry primary school in Lancaster that is facing cuts next year of £197 per pupil. Many such schools are obviously dealing with huge social issues as well as providing education. Schools in more deprived areas, where education can make a huge difference, are suffering an even bigger financial hit. Many of my constituents contacted me recently about the campaign to extend free school meals. There are around 800,000 children living in poverty who are deemed ineligible for free school meals. The Prime Minister was warned that pupils face a “bleak, hungry winter”, but as yet he has refused to extend free school meals.
I am equally concerned about the growth in the attainment gap, which was mentioned by the shadow Secretary of State, between the most disadvantaged and the most affluent. These are not just numbers; these are children who are being left completely behind by the system, and communities will feel these costs for decades to come. Policy choices in all areas have an impact on schools. When the health sector fails, young people come to school unwell, and more often than not their mental health needs are being left unmet. When a young person’s needs are not met in any sector, schools are left to pick up the pieces and they pay the price. In these incredibly difficult contexts, teachers are understandably exhausted, and now we are seeing what is in effect a real-terms pay cut for the vast majority of teachers. Frankly, I think that is an insult after the heroic work they have done for our children.
The thing is that people know this, so the persistent problems we are seeing with the recruitment and retention of teachers should come as no shock to the Conservative party, which has made teaching an increasingly undesirable and unsustainable profession. Thirty six thousand, two hundred and sixty two—that is the number of people who left the teaching profession in 2020-21. That is 36,262 people who were overworked and underpaid to such an extent that they felt that they were not able to continue. How many teachers must leave before the Government take drastic action? We need a Government who are on the same side as teachers. To invest in teachers is to invest in students, and to invest in students is to invest in the future.

Commons ChamberMy Department continues to work with the Office for Students to ensure that universities support students in hardship by drawing on the £261 million student premium.
I have been hearing from students from the University of Lancaster and the University of Cumbria, and I share the concerns of the organisation MillionPlus, whose report “Learning with the lights off” highlights the difficulties that around 300,000 students are facing. Has the Secretary of State seen the report, and will he meet me and representatives of MillionPlus to discuss how the report’s recommendations on bringing immediate grant support to students could be implemented by his Government?
I am afraid that I have not yet seen the report, but I will ask my team to dig it out and give it a look over. If the hon. Lady has specific issues that she wants to raise, I will be more than happy to meet her. Alongside the significant funding that we are putting into the student premium to deal with hardship in the student body, many students who are not living in halls of residence or other tied accommodation will benefit from the wider cost of living package that the Government have put together.

Commons ChamberWe will publish an ambitious implementation strategy later this year following three important pieces of work: first, the independent review of social care—the MacAlister review—and then the Competition and Markets Authority study on the children’s social care market, and the national panel review of the deaths of Arthur Labinjo-Hughes and Star Hobson.
As the hon. Lady will know—and as she probably remembers from when I was Children and Families Minister—we launched the care leaver covenant, which has made a significant difference to many of our young people in care as they transition out of care. There is also the work we are doing to support those 300,000 families who need that additional support. The work of MacAlister will make a huge difference. The hon. Lady knows that we have “staying put” and “staying close” to help those young people as they transition through, but I give her a pledge that we are serious about implementing the MacAlister review.
This weekend, as the Secretary of State will have seen, the Swedish Government announced a review into the profit motive in children’s education. Can he confirm, perhaps with yes or no, that the profit motive must be taken out of the care of our most vulnerable children?
I am grateful for the hon. Lady’s question. Part of why I mentioned the Competition and Markets Authority review to make sure that the system is working properly is that it is something I am concerned about. I would focus on profiteering rather than profit, because I think people will want to go into this sector to help children, and I do not have a problem with their making a profit. It is excessive profiteering that I am certainly concerned about.

Commons ChamberWhen I was thinking about what to say in a debate on making Britain the best place to grow up and grow old, the first two constituents who came to mind were Lee and Philip, who were both born with foetal valproate syndrome. They will have a lifelong need for care and support, and for their parents it is a worry to think about them growing up. They have already had their childhood—they are adults—but they are living with lifelong disabilities. As the Minister for Health is on the Treasury Bench, I am going to take the opportunity to make the case that for victims of sodium valproate we need a redress scheme, similar to that for victims of thalidomide, to ensure that that lifelong care is in place and so that we can somewhat ease the worry that parents of these children—and young adults now—are living with.
Last week, I visited Beaumont College in Lancaster, as well Lancaster & Morecambe College and the new youth hub in Fleetwood. It was great to hear from those young people, but it strikes me that there is something missing from the Queen’s Speech: any mention of youth work and the way in which it can support our children in education and support our young people growing up. At a recent question and answer session with pupils at Cardinal Allen Catholic High School in Fleetwood, the message was clear; they wanted better access to mental health support, and their teachers agreed. They told me what we all already know: the child and adolescent mental health services waiting list is unacceptably long and the thresholds to meet their care are unacceptably high.
The Queen’s Speech confirmed that the Government plan to introduce a Schools Bill. These reforms come at a crucial time for our education system, but I have met many local headteachers and they tell me that the Bill fails to deliver on the key challenges that our schools are facing. It is indifferent to the issues of mental health and wellbeing. It doubles down on the failures of the past; setting a new target for standard assessment test performance that will not raise the quality of education. It singles out student attendance for attention, while overlooking the problems of mental health and the exam factory culture that contribute to poor attendance.
Lancaster and Fleetwood is a great place to grow up because it is a great place to learn. I am fortunate enough to have two brilliant universities in my constituency: Lancaster University and the University of Cumbria. I have had the pleasure of meeting students and researchers at Lancaster University who are pioneering research across diverse areas, from flood defences to gaining a better understanding of Alzheimer’s. Given that some 18,000 people are living with dementia in Lancashire, it is something that helps to bridge what can sometimes be a gap between the town and the gown in our community. But with the higher education Bill, we would see restrictions on who has access to this brilliant education on the basis of people’s GCSEs. To those who say that too many young people are going to university nowadays, I ask, “How can it be a bad thing that people are getting more education?”. Education enriches not only the lives of the individuals who receive it, but the communities they live in, and it changes lives for the better.
Lancaster and Fleetwood is a great place to grow up because it is a great place to work. My constituency is full of brilliant local businesses, ranging from small independent retailers to international businesses such as Fisherman’s Friend. But the reality for many in rural communities is that they feel disconnected from work opportunities. The Queen’s Speech promises a transport Bill that will “take control” of the railway system. My question on railways is simple: we have been campaigning hard to get our railway reopened in Fleetwood and it was promised to us about two years ago, but what is happening? Where is it? Will this Bill reconnect Fleetwood to the rail network or is this something else that has become derailed by this Government? We should not lose sight of the importance of local bus networks too. For many of my constituents it might be a question of travelling from Dolphinholme into Lancaster or Glasson Dock into Galgate, and those rural bus networks have suffered huge cuts. My constituents feel disconnected from access to jobs and access to social and family events.
Lancaster and Fleetwood is a great place to grow old, because people of every age and stage are embraced as part of the community; we see this in everything from the parent and toddler group at Lancaster Methodist church to the Wyre Wheels project that takes place every Friday in Memorial park in Fleetwood and supports anyone of any ability, even me, to get active on bikes and cycle. It is a resourceful community and it is certainly a compassionate one. Sadly, in the past few weeks I have received so many emails from constituents who are concerned about the rising cost of their bills and the fact that their pensions are not keeping up with these costs. My rural constituents, especially those with oil-powered heating, have been left out of Government support.
I implore those on the Treasury Bench to bear in mind the importance of remembering everyone in every community in Britain, and to ensure that Britain really is the best place in which to grow up and grow old.
Of course it is not. I will come on to that in a moment. The hon. Lady knows full well why the NHS is facing its most challenging time in history.
Being the best place in which to grow up and grow old relies on keeping people safe, including from disease. We rose to the challenges of the pandemic. Brexit gave us the mindset to license and deploy a vaccine against covid-19 quicker than any other country. The phenomenal NHS got jabs into every part of the UK, and it is the wisdom of the British people that has meant that we have one of the highest vaccination rates anywhere in the world. We created a juggernaut of a testing and surveillance system. We bought more antivirals per head than any other country in Europe, and we got it right on omicron, with the most successful booster programme in Europe. As a result of all that, we were the first country in Europe to remove all restrictions. Had we listened to the Labour party, we would have been shackled to the EU on vaccines, and our schools would have been shuttered for even longer, contrary to what the hon. Member for Houghton and Sunderland South (Bridget Phillipson) said. Instead, because this Government got the big calls right, we are leading the world when it comes to living with covid.
From clinics to classrooms, the pandemic showed the wealth of our skills. The skills mission is a job for the whole of Government. In his opening speech, my right hon. Friend the Secretary of State for Education outlined our ambitions for the new Schools Bill to deliver a stronger schools system that works for every child, as talked about today by my hon. Friend the Member for Ruislip, Northwood and Pinner (David Simmonds) when he spoke about academy trusts, and by my hon. Friend the Member for Truro and Falmouth (Cherilyn Mackrory) when she talked about the importance of early years.
We are also delivering a Higher Education (Freedom of Speech) Bill, which will reverse the chilling effect of no platforming in our world-class institutions, while our higher education reform Bill promises to bring about a fairer and more sustainable future. I listened carefully when my hon. Friend the Member for North West Leicestershire (Andrew Bridgen) talked passionately about putting our children and our young people first.
A skills-rich economy is about more than just the elite institutions. I am the product of Filton Technical College. It ignited my desire to go to university and helped me get to where I am today. This is a Government who treat further education colleges with the seriousness that they deserve. When I was Chancellor I was proud to put an additional £400 million into further education in this country. This is a great country in which to grow up and grow old, and a great country in which to stay skilled, as my right hon. Friend the Member for Bexleyheath and Crayford (Sir David Evennett) said earlier in the debate.
On healthcare, this Government passionately believe in the NHS and its founding principles, in a world-class healthcare system that is free at the point of access for everyone. Funding from the levy, which the Labour party voted against, on top of the historic long-term NHS settlement that was announced in 2018, means that the NHS resource budget in England will increase to £162.6 billion by 2024-25. That is the highest budget that the NHS has ever had, and it includes an additional £8 billion over the next three years to tackle those covid backlogs. In a fast-changing world, with an ageing population, we need to embrace new ways of thinking. A number of my hon. Friends referred to the investment that we are making, including my hon. Friend the Member for Bosworth (Dr Evans). I also listened carefully, when my hon. Friend the Member for North West Norfolk (James Wild) was talking about NHS investment. He made a powerful case for it.
We have set out our plans to tackle the covid-19 backlogs, we have legislated for a new Health and Care Act, and we have published an integration White Paper. We have an upcoming digital and data strategy, and we are setting out a new 10-year cancer plan. I cannot see him in the Chamber now, but the hon. Member for Westmorland and Lonsdale (Tim Farron) talked about the importance of cancer care. We are also setting out a new 10-year plan to improve mental health.
A number of Members rightly spoke of the importance of mental health, including my hon. Friend the Member for Aylesbury (Rob Butler), who speaks with passion on this subject, especially when it comes to the mental health of children. We will soon publish a health disparities White Paper, which I hope will be welcomed by the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), who rightly spoke of the importance of levelling up, and we will also soon publish the outcome of the Messenger review of health and social care leadership. We are bringing the Mental Health Act 1983 into the 21st century—the Queen’s Speech referred to draft legislation for that purpose—ensuring that those experiencing a mental health crisis are treated as people, not patients.
As I have said, a number of Members spoke passionately about mental health—notably the hon. Member for Birmingham, Erdington (Mrs Hamilton), whom I welcome to her place in the Chamber. I agreed with one thing that the hon. Member for Ilford North said earlier: all Members, on both sides of the House, miss her predecessor, Jack Dromey, very much, but I know that had he listened to the hon. Lady’s speech he would have been very proud of what she said. She spoke with passion and pride about her community, and I know that she served for many years—for over two decades—In the NHS. When she speaks about mental health, she speaks with experience, and I know that she will have much of value to say in the House in the years ahead.
Many other colleagues made important contributions about the NHS. My hon. Friend the Member for Sleaford and North Hykeham (Dr Johnson) talked about the investment in community diagnostic centres. The hon. Member for Bradford South (Judith Cummins) and my hon. Friend the Member for North Devon (Selaine Saxby) talked about the importance of dentistry and the need to maintain investment.
At the heart of our strategy for the NHS are prevention, personalisation, performance and people. Prevention means focusing much more on the biggest killers: tobacco, obesity and alcohol. My hon. Friend the Member for Stoke-on-Trent Central (Jo Gideon) spoke of the importance of continuing to tackle obesity. Personalisation means making use, where we can, of community services, something that I know my hon. Friend the Member for Devizes (Danny Kruger) would welcome; and when it comes to people, there are more doctors and nurses working in the NHS today than ever before. We are on track to deliver 50,000 more nurses by the end of this Parliament, and we have a record number of medical students in England. The fact is that the Opposition have no plans for the NHS. They voted against our plan to secure resources for the NHS, and they have no idea how to meet the challenges of the future.
We are also transforming the provision of adult social care. We are investing an additional £5.4 billion over the next three years; we are introducing a more generous means-testing system by more than quadrupling the upper savings threshold to £100,000; we are protecting more people from the lottery of catastrophic care costs; and we are putting half a billion pounds behind our social care workforce. I hope the hon. Member for St Helens South and Whiston (Ms Rimmer) will welcome that. She talked about adult social care, and I hope that she and others will recognise that this is record investment. These changes matter, because whether we are growing old or a working-age adult, social care is there for all of us. My hon. Friend the Member for High Peak (Robert Largan) talked about that as well.
The Under-Secretary, my hon. Friend the Member for Lewes (Maria Caulfield), met some of the victims of that today. There are plans that we are closely looking at and when we are ready we will come to this House with them.
My hon. Friends the Members for Redcar (Jacob Young) and for Ynys Môn (Virginia Crosbie) praised the energy security Bill, and they were right to do so—it is a very important piece of legislation that this country has long needed. My hon. Friend the Member for Bishop Auckland (Dehenna Davison) rightly welcomed the investment in increased police numbers. I listened carefully to what the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) said about the importance of happiness. I agree, but I assure her that the Government Benches are full of happy Ministers, so I do not think we need any more.
Her Majesty’s most noble speech sets out a positive vision of freedom, security, opportunity and prosperity. It matches the ideals that brought my family to this country: that this is, and will continue to be, the best country in the world to grow up and grow old in. Unlike Labour, we are optimists about Britain’s future. The choice for the country is clear: between a Government with an ambitious vision for the country and an Opposition without a plan. We will provide the leadership that this country needs. I commend this Queen’s Speech to the House.

Commons ChamberI thank my hon. Friend for her excellent question; I touched on the answer a bit earlier. She is absolutely right—I have seen really good evidence of high-performing children’s services when the chief executive and the lead member work to support the director of children’s services and the frontline, and really understand how the system works in their locality. I can reassure her that I and the Minister responsible for children and families, my hon. Friend the Member for Colchester (Will Quince), will leave no stone unturned in the work we do on this with local government.
I agree with the Secretary of State that our experienced social workers need to spend more time working with families and not be stuck behind a desk doing paperwork, but a direct consequence of more than a decade of cuts to local government is that experienced social workers have left the profession because of feeling overburdened by rising caseloads. It is also directly because of those cuts that they have to do more paperwork, and we can see that pattern emerging in 10 years of research by the British Association of Social Workers. I invite the Secretary of State to make time for a meeting with me, as an officer of the all-party group on social work, and the BASW to discuss the things that we can do to encourage the retention and recruitment of social workers, so that we can have experienced social workers working directly with families.
I am grateful for the hon. Lady’s question. I will certainly make time for that, as will the Minister responsible for children and families, my hon. Friend the Member for Colchester. She raises a really important point. When I held that portfolio, I remember that we had What Works in children’s social care, which was an evidence-led approach to the issue. I am very happy to look at the evidence that she and the APPG can provide, as well as to bring the team that is leading on What Works in children’s social care.

Commons ChamberYes; we share the hon. Gentleman’s ambition. Outdoor education centres are wonderful places, and none are more wonderful, of course, than those in the Lake district, which the hon. Gentleman represents. I would be happy to discuss those issues with him further. He will know that residential courses are now available for schoolchildren as a result of our moving to step 3 of the road map.
In February this year we announced £700 million of funding to extend the tutoring programme, to provide extra funding to schools through the recovery premium, and to fund a summer school programme aimed at year 6 pupils who are about to start secondary school.
But of all the catch-up and education recovery initiatives and funding that we have announced and provided this year and last year, the most important catch-up is happening every day in tens of thousands of classrooms throughout the country. Eight million pupils are back in school—back to the routines and disciplines of study and to being taught by 450,000 highly qualified and committed teachers. That is why the Government have been so determined to reopen schools to all pupils at the earliest, safest moment, and it is why the £400 million of funding for continuing professional development and teacher training is probably the most important element of the package of measures that we announced last week. We are supporting teachers with 500,000 courses over the next three years, helping the profession to be the best that it can be, and supporting the professional development of early years practitioners, with all the benefits that great teaching will bring for pupils and for catch-up.
If having pupils back at school and benefiting from great teaching is key to catch-up, why would not a proposal to extend the time that children spend at school be a highly effective measure to increase attainment and help children to catch up what has been lost during the pandemic? That is why we are reviewing the evidence of the benefits of a longer school day and consulting with parents, teachers and pupils about how and whether to introduce such measures. It would be a big change and would require significant funding and more teachers, which is why we are right to take a short period of time to review the evidence and consult. The review will be ready in time for the spending review later this year.
The Minister has been on his feet for over 10 minutes now. Does he share my concern and that of the Disabled Children’s Partnership that disabled children and parent carers have been completely missed out of the Government’s plans for education catch-up? What message does he send to parents of disabled children?
I do not accept the hon. Member’s views. We have put disabled children and children with special educational needs absolutely at the core of our decision making. We have enabled vulnerable children to remain in school—in special schools or in mainstream schools—throughout the pandemic. As for all the funding that we have allocated to schools, particularly through the £650 million catch-up premium, three times as much funding per pupil was allocated to children with special educational needs and disabilities through that programme, demonstrating our understanding and concern about those children, in particular, in our school system.
I put on record my appreciation for the teachers, support staff, parents and pupils of the schools in my Lancaster and Fleetwood constituency, who have faced a torrid 16 months of interrupted education. Parents have faced the unexpected opportunity—some might say—of home tutoring while trying to hold down their own jobs.
I particularly thank two primary schools that I visited a couple of weeks ago. Carter’s Charity Primary School in Preesall is a beach school. It was already very focused on outdoor education, but throughout the past year it has had a school allotment, engaging children in learning through doing, being outdoors and growing things, which is so important for their mental wellbeing after the time that they have had. Fleetwood’s Charity Primary School, also in Preesall, has turned its playing fields into a community orchard to bring the community together and create a space where we can take what we have done over the past 16 months of creating community and have a lasting legacy. Many of the children have planted trees that will be a reminder in years to come of the resilience that they have shown through what has been such a difficult time.
There is no doubt that the impact of covid-19 on young people and children has been profound. Their education has been interrupted, the employment opportunities have gone for our older young people, and their mental health is in crisis. It is on those topics that I wish to address my remarks.
From speaking to headteachers across schools, it has been really clear that children and young people are not able to learn while their mental wellbeing suffers. Given the importance of play for young children and of youth work for older young people, we cannot see education through a narrow prism of just academic learning. Labour’s children’s recovery plan includes funding for schools to deliver new extracurricular activities, boost wellbeing and target support for children who have missed out, and an extension of free school meals for pupils this summer.
On mental health, recent data from NHS Digital suggests that one young person in six now has a probable mental health disorder. We must not underestimate the impact that the pandemic has had on those young people, because experiencing mental health difficulties can have far-reaching impacts, including on young people’s educational outcomes, their future earnings and their relationships. We know that the earlier a young person gets support for their mental health, the more effective that support will be, yet just over a third of young people with a diagnosable mental health condition are currently able to access NHS care and treatment.
I draw the Minister’s attention to a new joint campaign called Fund the Hubs, which is run by the Children and Young People’s Mental Health Coalition in partnership with YoungMinds, the Centre for Mental Health, the Children’s Society, Youth Access and Mind. The charities are calling for a systematic approach to supporting young people’s mental health so that young people can have a one-stop shop to access mental health support. They are calling for hubs across the country to be able to provide early support for young people’s mental health, with no need for appointment or referral, so that they can address their mental health issues sooner and get support faster.
Finally, youth work is phenomenal. It can support and bolster academic and educational learning outside the classroom. Given the crisis that our young people are currently living through, it is appalling—I find it unacceptable—that the sector is on its knees. In the 2019 Conservative party manifesto, the Government promised a £500 million youth investment fund. That has been promised, but not a single penny has materialised in the youth sector and we have had just £30 million announced for next year. From that announcement to today, not a penny has gone into supporting our young people through delivering youth work and youth services.
Will the Minister at least confirm that the piggy bank has not been raided and that the money will be forthcoming? Can she give an indication to those who work in the youth sector—those delivering youth work through local councils, but also those in the voluntary sector such as the Sea Cadets, the Guides and the Scouts—that the money will be forthcoming? Our young people need academic support and tutoring catch-up, and they need food in their bellies, but they also need youth work to provide the mental wellbeing and resilience that allow them to achieve academically, go out into the workplace, contribute to our economy and build those relationships. After all, after the year we have all had and the crisis we have all lived through, if young people are to be the future, we need to put our money where our mouth is—£500 million was promised; when will it be delivered?
