I thank the right hon. Gentleman for that very fair question. My colleague in the House of Lords, Lord Coaker, is the Minister leading on the national conversation. The right hon. Gentleman will have seen that Lord Coaker recently published the defence diplomacy strategy. Although it deals with more traditional diplomacy, it also deals with the necessity of speaking to our own people and to the wider population about how to respond to the threats we face. We are still in the early stages of forming the proposal for that formal national conversation, but, again, it must be a cross-Government effort that includes the Cabinet Office and Departments beyond the Ministry of Defence. The way we defend our nation in the 21st century is not just about the brilliant men and women in uniform; it is a whole-of-Government and whole-of-nation effort. That is why we are trying to kick-start that conversation. A debate about defence spending certainly contributes to that.

Have the Government considered issuing defence bonds, as proposed by the Liberal Democrats, to ringfence capital for defence spending? If not, why not?

I thank the hon. Gentleman for that Lib Dem proposal. I would be interested to see the detail on who ultimately pays for it. He will know we have made a commitment that, following the publication of the defence investment plan, we will publish the defence finance and investment strategy, which will set out how we can support businesses large and small and bring further investment into the sector. It will deal with everything from preventing small defence businesses from being debanked—a real scandal and problem for small businesses as they seek to grow—to leveraging patient and venture capital with a potential interest in defence, in order to expand UK businesses and support the development of capabilities. That will renew our own capabilities and provide export opportunities. We are doing more work in that regard.

Since being elected, it has been my honour to represent my constituency at remembrance events, parades, ceremonies and services. Last weekend, I laid a wreath in Devizes. For me, it was an opportunity not just to remember those who made the ultimate sacrifice, but to appreciate the community’s patriotic spirit. So many have given so much.

Everyone from the Brownies and the cadets to servicemen and women, town councillors and veterans on motorbikes came out on Sunday. It was not just good to see it, but humbling to be a part of it. As a member of the Royal British Legion, it has been a privilege to campaign alongside veterans and fellow members and to meet service families. A few years ago, I had the chance with friends and fellow RBL members to take part in “Pedal to Ypres”, a fundraising cycle ride that takes participants along the frontline of the first world war as far as Vimy ridge. As we cycled back to Dunkirk with the sea wind in our faces and the situation in Ukraine very much on our minds, the curtain between the events of 1940 and the present day seemed poignantly thin.

Walking around these last few weeks, it has been good to see the poppies on people’s coats and jackets and to see poppy sellers outside shops and at railway stations. Indeed, the short ceremony in Westminster Hall this morning to mark the 11th hour of the 11th day was particularly striking. At a time when the country has felt divided, it is important to remember those family and community members who served and, in doing so, to unite people across the country.

It is vital that we value the Royal Fleet Auxiliary, and we have done so by settling the pay dispute and making it very clear that there is a bright future for seafarers in the RFA. Its work with RFA Proteus in relation to the Yantar has been exceptional, but each and every day those seafarers are supporting our Royal Navy on global operations. They have the support of our ministerial team, and I am sure that they have the support of Members on both sides of the House.

With the Russians using drones to drop CS gas into the trenches of the Donbas, and Avon Protection in my constituency ready to manufacture the residue of the 300,000 gas masks that Ukraine requested, will the Government put in an order as soon as possible, please?

We have taken many steps to try to improve the capabilities of the Ukrainians when it comes to drone technology, and I am perfectly happy to look at the point that the hon. Gentleman has raised.
