Commons ChamberIt was incredibly moving to speak to Mark King and listen to his tragic experience of losing his son, Oliver—he was joined by Jamie Carragher as well. It really does focus us on the need to do as much as possible to encourage schools to have defibrillators. That is why we will look at changing the regulations, which are underpinned by secondary legislation, to ensure that all schools have defibrillators in the future and hopefully prevent such a tragedy visiting more families.

I thank the hon. Gentleman for his thoughts. We have already outlined, if he had listened to my answer to my right hon. Friend the Member for Harlow (Robert Halfon), that we are looking towards lifting the restrictions, especially bubbles, as part of the next step of the road map. As the hon. Gentleman will be aware, the Government will, in the very near future, announce the next step of the road map, and lifting the restrictions will very much be part of that. It is important that all our actions, right across Government, are properly co-ordinated as part of a process of easing restrictions right across the country.
I am delighted that the Government prioritised the reopening of schools as we eased lockdown; I congratulate my right hon. Friend on all his efforts to make sure that children return to schools and get in-person education as much as possible. Does he agree that rolling out regular testing as we do so will ensure that we not only stop the spread of the virus, but prevent children from being unnecessarily sent home and missing out on their education? At the same time, we must make sure that the tests are carried out properly and appropriately.
I absolutely agree. My hon. Friend will probably have seen the figures: more than 50 million tests have already been conducted across schools and colleges. We are very much aware that testing has been an important part of getting schools reopened, and we continue to work with colleagues in the Department for Health and Social Care and in track and trace to ensure that testing is available to all pupils and their families.

Commons ChamberWe always look at the latest evidence and take the very best guidance. We are very proud of our building programme in schools, in new build and refurbishments, but we always look very closely. As the hon. Lady will be aware, there is some debate as to whether deluge systems or mist systems are best, but we are always guided by the best advice and the best evidence in our school building programme.
I am aware of how important this is. We look at all legislative opportunities to see how this can best be done, and we are committed at the earliest opportunity to making it happen. We want to see Catholic sixth-forms in a position to be able to academise, because we have seen the benefits that that can bring to so many schools. I will happily work with my hon. Friend and others to ensure that it happens at the earliest moment.

Commons ChamberThe hon. Gentleman makes an important point. The measures that we are taking are very much to reduce stress and pressure on students. Many pupils in Northern Ireland sit papers from English exam boards, and the measures that we are taking will obviously be replicated in Northern Ireland for them. Only yesterday, I spoke to Peter Weir, the Education Minister for Northern Ireland. At every stage, we are considering implications that may arise for Northern Irish students as a result of these changes. We are doing everything we can to accommodate any concerns that Peter Weir may have on behalf of pupils in Northern Ireland, and we hope that we can balance that off.
I warmly welcome my right hon. Friend’s statement, which will end the uncertainty that I am sure is experienced right across the country. Will he join me in thanking teachers and students across Harrow, who have been desperately trying to catch up with the learning that they have missed, and congratulating them on their hard work? Will he use the opportunity—now—of a revision to the process to ensure that exams are not just a test of knowledge, but far more a test of how that knowledge is applied, in assessing how students have performed across their time in school?
We will always look at different options to improve our examination system and how we work with exam boards, and I am more than happy to meet my hon. Friend to discuss that in greater detail. In terms of catch-up, I pay tribute to the teachers and support staff not just in Harrow, but right across the country, who have done so much. They have been assisted by the £1 billion covid catch-up fund to give extra resources, so that extra teaching can take place at weekends and in the evenings, and children have the opportunity to catch up on work that they have missed.

Commons ChamberThe Government have outlined increases in school budgets for not just this academic year but the next one and will be increasing school funding further in the academic year after that, in one of the most generous settlements of any Department.
I would like to congratulate my right hon. Friend and his team on all their Herculean efforts to get children back into schools, which is where they need to be. It is estimated that more than 2 million young people are behind in their education, so the additional funding is warmly welcomed. What guidance is he giving, for example, on extending the school day in secondary schools by 30 minutes, which would enable young people to catch up and teachers to catch up with teaching the curriculum, so that we do not have to reduce the impact of GCSEs or A-levels in examining what children have learned?
As part of the advice that was worked up along with the Education Endowment Foundation, one of the key recommendations was looking at how to extend the school day and at provision on weekends, in order to support children who need that little bit of extra help and have had a real impact on their educational attainment. All these measures can have an enormously positive effect. That is why we developed the £1 billion covid catch-up fund, so that schools have the ability to take such action.

Commons Chamber[Inaudible]—across Harrow have continued to remain open so that children of key workers and those with special educational needs can continue their education, but there are still large numbers of children whose education has slipped. Will the Secretary of State join me in congratulating and thanking the teachers and headteachers who have carried out and continued to provide education throughout this period? Will he set out what assessment is going to be made of those children who have fallen behind so that the catch-up package is used to their best possible advantage to get them back to where they should be?
I apologise to my hon. Friend: I missed the very start of his question because he was on mute, but it was without doubt the best part of it, I am sure. I would very much like to join him in thanking all the teachers, teaching assistants and school support staff who, through the very height of this pandemic, went into school every single day, opened the doors and welcomed the children of critical workers and the most vulnerable children. He picks up on a really important point. This is why we are working so closely with headteachers and teachers on making sure that we identify the real needs of every single child so that the catch-up package and the tutoring is absolutely targeted at their needs and delivers what they need in order for them to be able to catch up. We need the class teachers to be able to make those assessments for children in order to make sure that there is the most effective delivery for them.

Commons ChamberAs I have stated previously, we are going to ensure that we look not just at children’s needs over the summer in terms of how they can take steps and work with schools so that they can catch up on the work that they have missed if they have not been able to sustain that learning at home. We are looking not only at the summer but much more over the longer term. We have never traditionally provided free school meals all the way through the summer, but the DWP has put in an extra £6.5 billion to support those families who are most vulnerable. We will continue to work with the DWP, the Ministry of Housing, Communities and Local Government and the Department for Environment, Food and Rural Affairs to continue to support those families who are most vulnerable.
Across the country, the children of key workers have been enabled to continue to attend school. In my constituency, we have a large concentration of key workers and schools have often interpreted the rules as being that both parents have to be key workers before the children will be allowed to attend school. That has necessitated lengthy discussions with headteachers and others in the schools. Can my right hon. Friend confirm that the position will be that children of key workers will continue to be able to attend full-time education, to enable those key workers to provide the key services that we all need in this desperate time?
I can absolutely confirm that. Just for clarity, as was outlined in our guidance back in March, if the family has one key worker, they have access to those critical-worker places.

Commons ChamberI thank the hon. Lady for raising this issue. I want to see a resolution to this matter as swiftly as possible, and I urge both parties to come to a resolution. The people suffering most of all are the students whose studies are being impacted. We need a resolution as swiftly as possible, and I urge both the unions and the universities to get an agreement within the next few weeks.

Commons ChamberI completely disagree with the hon. Gentleman’s assessment of the answer given by the Under-Secretary to Question 7. I thought she answered it with gusto and passion.
This Government are absolutely committed to helping children from the most vulnerable backgrounds. Schemes such as breakfast clubs and holiday activity clubs, which have been trialled in the past year, are making an enormous difference to so many young people. The hon. Gentleman should fully represent that next time he asks a question.
On both sides of the House, we all recognise the important role that religious and faith organisations play in our education system. It is saddening to see the political ideology of Harrow Council getting in the way of opportunities for young people. It is shocking to think that the council wants to deprive young people in Harrow of the opportunity to get the very best, and I will certainly write to the chief executive to get assurances that the council is not letting political ideology get in the way of opportunities for the young people of Harrow.

Commons ChamberWe see this deployment as a vital part of increasing stability and security, giving the Afghan forces the confidence to be more forward leaning in dealing with threats, but it is the political process that is so vital. This is about the Afghan Government sending the clear message that they are a Government who represent every part of Afghanistan, and can deliver peace and justice there. The reserves are such an integral part of everything we do. This deployment will be comprised predominantly of regulars, but many, many reservists will be part of it. I will write to the hon. Gentleman to provide further clarity on the breakdown of the numbers.
British forces are renowned for not only their military capability, but their ability to capture hearts and minds. Will my right hon. Friend therefore further explain our objectives and also tell us the expertise we will apply that is unique to Britain?
We have been pivotal to creating the ethos and template for the Afghan military academy, giving the country’s armed forces the skills, training and knowledge they need to be able to command forces in often hostile and difficult environments. Those skills, along with what we will bring in terms of command to the Kabul security force, will be vital, because people turn to us as a nation that has an understanding of Afghanistan and the ability to lead other nations.

Commons ChamberWhen the Prime Minister, the Chancellor and I met and agreed the terms of reference of the modernising defence programme, we were absolutely clear that it was not to be fiscally neutral. We were to understand what the threats were and understand the capabilities that were needed, and make sure that the Ministry of Defence leads a study to ensure that we are best equipped to deal with those threats.
Will my right hon. Friend update the House on what progress has been made on the modernising defence review, so that we can implement what is needed to ensure the defence of the realm?
I assure my hon. Friend that we are making good progress. As I said earlier, we are opening this up to public consultation. We are very eager to report back to the House as quickly as possible, and we hope that that can be done by June or July, before the NATO summit.

Commons ChamberMy hon. Friend has raised a valid point. Of the three major parties—us, the Labour party and the Scottish National party—the only one that can guarantee that we will have an independent nuclear deterrent is the Conservative party. Let no one forget that.
