Wales is getting back to work. There are 58,000 fewer workless households in Wales since 2010. Our welfare reforms are benefiting the people of Wales, helping them into jobs that will provide a regular wage for themselves and their families.

Does my hon. Friend agree that the far-reaching benefit changes and reforms of the welfare state are encouraging people to get back to work and have the dignity of earning a living rather than living a life on benefits?

My hon. Friend is absolutely right. The unemployment rate in Wales has fallen by more than that in any part of the UK over the last quarter. Welfare reform is key to that. We are determined to deliver a low welfare, low tax, high wage economy.

I agree with the sentiment and the direction of the question. That is the backdrop to the global challenge, not just for the British steel industry, but for the steel industry in north America and all across Europe. With a glut of cheap Chinese steel coming on to the market, we are leading efforts at a European level to tackle dumping. We voted for the anti-dumping measures in one specific section of the steel industry and we are continuing with those discussions.

I thank my right hon. Friend for the answers that he has given so far, but what measures is he taking with the Wales Office to lobby other Government Departments to pre-order steel from Wales and other areas of the country for our infrastructure projects to ensure that there is a future for steel in Wales?

My hon. Friend is right. That taps into the point that I made a few moments ago about the changes that we have made in the procurement guidelines. The Crossrail project, for example, which has used 50,000 tonnes of high-quality steel from Celsa Steel, which I mentioned a few moments ago, is a great example of the UK Government investing in infrastructure and using the power of our procurement to create growth opportunities for British steel manufacturers.

The hon. Gentleman either ignored the answer I gave earlier or prepared his script before he came to Question Time. I did congratulate the students who succeeded. My point was that we need more students in Wales to succeed because there is a worrying gap between the success in England and the success in Wales.

It is 12 months since the NATO summit showcased Wales to the world, and the Welsh tourism industry continues to boom. It is an essential part of the Welsh economy, attracting investment, jobs and record numbers of visitors to Wales. International visitors spent £368 million visiting Wales last year.

Does my hon. Friend agree that the start of the rugby world cup gives Wales the opportunity to put itself on the front foot for business and tourism? Will he join me in wishing Wales every success in the world cup, until they play England?

My hon. Friend has a point. International events play a significant role in attracting visitors, while promoting Wales and the UK to the world. The rugby world cup not only means that Wales will lift the Webb Ellis trophy; it gives us a great opportunity to sing the Welsh national anthem and the UK national anthem together.

This Government are putting Wales at the heart of the debate on devolution across the UK. I am a member of the new devolution committee chaired by my right hon. Friend the Leader of the House, and I have already met the party leaders from Wales here in Westminster to discuss how we might take forward devolution in Wales as we work towards a fair and lasting settlement.

I agree with the hon. Gentleman’s sentiments about the need for real devolutions not only to rebalance the economy of the UK but to rebalance our politics. It is also worth pointing out that the current Welsh Administration in Cardiff is probably one of the least devolutionary Administrations that we have across the UK—they are centralising more in Cardiff. We need devolution within Wales as well as from the UK to Wales.

I am a big supporter of the Government’s devolution programme and of giving responsibility to the lowest possible level. Does my right hon. Friend agree that there is a concern that certain Labour and Liberal Democrat MPs want home rule for Wales, which would run contrary to the Government’s agenda?

[Stephen Crabb]

My hon. Friend makes a good point. I heard the comments by the First Minister and others, at the end of the Scottish referendum campaign, about wanting home rule for Wales. When I travel round Wales and talk to people and businesses, I find there is an appetite for more devolution, but I do not detect much appetite for home rule. Indeed, support for independence in Wales is at a historic low of just 3%.

My right hon. Friend the Secretary of State has had, and continues to have, regular discussions with ministerial colleagues, Welsh Government Ministers and other interested parties on the funding of broadband technology in Wales.

I quite agree with the hon. Gentleman: Cardiff is not Wales, but he referred specifically to the South Wales chamber of commerce. Indeed, as he knows, it is the ambition of this Government to ensure that superfast broadband is rolled out throughout the United Kingdom by the end of this Parliament, and at the moment we are on track.

Broadband suppliers have shown a marked reluctance to invest in Wales. Does my hon. Friend agree that it is important that the people of Wales have the benefit of new technology, and that perhaps the Welsh Assembly might use some of this vast underspend to invest in Wales, so that everyone has the benefit of broadband?

The point I would make to the hon. Lady is this: we faced a very difficult situation, with an 11% budget deficit. If we had listened to the plans of the Opposition, and spent more, borrowed more and increased our debt, that would have only made the debt crisis worse. How can the answer to a debt crisis be more borrowing? That is the question the Opposition can never answer.

Q10. After weeks of ducking and diving, Ken Livingstone has given a partial publication of his tax affairs. Sadly, he refuses to publish the tax affairs of Silveta, the company he set up to avoid paying his fair share of tax. Does my right hon. Friend agree that Ken Livingstone has ceased to be the old pretender and has now become the Artful Dodger?

I think my hon. Friend speaks for all of London when he makes that point. Ken Livingstone owes the people of London some proper transparency about this company and about his tax bill. There are still several days to go before this key election. He should make that information available. I have to say that I had something of a shock this week, because I have hardly ever agreed with anything Alan Sugar has ever said, but in saying that Londoners should not back Ken, he was spot on.

I am glad that the hon. Lady asked that question, because I have absolutely no intention of pre-empting the Leveson inquiry in any way at all. I think that if we look back to the debate we had in this House, we will see that both the leader of the Labour party and I said how important it was to trust Leveson to get on with the job and to give every signal that we want to be able to adopt what is proposed without there being regulatory arbitrage between the parties. I think that there is an understanding on that basis but, given that there is that understanding, I repeat again that it is important that hon. Members on both sides stress the importance of a free press to the health of our democracy.

Hard-working families in my constituency are absolutely astonished that a benefit cap of some £26,000 is being opposed by the Labour party. Does my right hon. Friend agree that we will always make work pay and provide benefits for those who are unable to work?

I am delighted, Mr Speaker, that my hon. Friend caught your eye, because today is the day that the Welfare Reform Bill becomes an Act, and for the first time we will have a proper cap on welfare. That is supported by this side of the House, opposed by that side, but backed by the overwhelming majority of people in our country.

We have taken action against the extremist group the Tehrik-e-Taliban, and we have banned it. We are looking extremely carefully at Hizb ut-Tahrir. In my view, what it has said goes well beyond what a legal organisation should say, but this has to be done under the law.

Q7. Labour’s former pensions Minister, describes the current position on public sector pensions as completely untenable. Does my right hon. Friend agree that it is unacceptable that tomorrow a small minority of trade unions will cause disruption to thousands of people across the country?

My hon. Friend is absolutely right, and Labour Members clearly do not want to talk about this issue. A small minority of unions has gone ahead with action, which is irresponsible and I do not believe it is fair, whereas our proposals are fair. He is right that Lord Hutton, a former Labour Minister, has written an extremely good report making the simple point that as we live longer, which is good news, we shall have to contribute more to public sector pensions and work longer. I stress that we are doing this not in any way to undermine public sector pensions but to safeguard good, defined benefit systems for the future. In my view there is a contract between taxpayers and public sector workers that says, “You work in the public sector; we will support you in old age,” but it must be sustainable.
