I thank my hon. Friend the Member for North West Durham (Mr Holden) for opening the debate and for his continued championing of rural issues. I also thank my neighbour in Cumbria, my hon. Friend the Member for Penrith and The Border (Dr Hudson). As the Member of Parliament for Copeland, in Cumbria, I truly live, breathe and understand the challenges of rurality, rural crime and, particularly, rural roads. I commend the work that has been done by Andrew’s parents, John and Karen Rowlands, who are here today.

As the mother of four daughters aged 18, 19, 21 and 23, who are all on the road, I worry every time they go out on our rural roads, as every parent does. We recognise that in rural areas a driving licence is all too often a passport to adulthood. It is a necessity in order to be able to access college, training, apprenticeships, work and social life, but rural roads have disproportionately more collisions. It is a priority for the Department for Transport to reduce that as far as possible, and we continue to work towards that every day, across the Department.

Today’s debate is primarily about vehicle ownership and fatal collisions, but my hon. Friend the Member for North West Durham also raised a number of questions about rural crime, which I will pick up with colleagues at the Department for Environment, Food and Rural Affairs and at the Home Office. His overwhelming request was for a meeting with me to discuss the issue in more detail, which I am very able and willing to have, in short order.

I start by expressing my sincere condolences to Andrew’s family, to John and Karen and to his sister, Becca. I reassure right hon. and hon. Members that the Government take road safety and deaths occurring on the road incredibly seriously.

It is true that a driving licence is not needed to purchase a vehicle. To make it a requirement of a purchaser to show a valid driving licence would, in our view, be impracticable in many vehicle purchasing transactions. However, I say that with the caveat that I am very willing to meet my hon. Friend to discuss ways in which this could assist or may be possible. Examples of such transactions include fleets purchased by companies to be sold on or leased, companies that acquire vehicles for the use of employees and those for whom a licence is not required, as their vehicles are only driven on private land, not to mention the many private vehicle sales that occur every day, in which it would be difficult, if not near impossible, to verify the authenticity of a driving licence.

Instead, the responsibility lies with the buyer of a vehicle to ensure that they behave within the law and only drive it if they are legally able to do so, as well as ensuring that the vehicle is roadworthy and has a valid MOT certificate. It is of course unfortunate that some individuals choose not to obey these laws, endangering themselves and others on the road or in the vehicle. In some cases, that has very tragic consequences, as we have heard this morning.

I heard what the Minister said about the practical difficulties of authenticating a driver’s licence at the point of sale. When she meets the hon. Member for North West Durham (Mr Holden), I wonder whether she might consider another way of doing things. If it is too difficult to authenticate a driver’s licence at the point of sale, perhaps a driving licence would have to be presented when a vehicle goes for an MOT, for example. That is another way of ensuring that whoever is using a vehicle and is responsible for it has, as the hon. Gentleman so eloquently said, the skills and the responsibilities to do so safely.

The hon. Member makes a valid point. Although I am not the Minister with responsibility for roads—that is Baroness Vere of Norbiton—I will discuss exactly that point with her. I know that there have been significant improvements in the way that police and the Motor Insurers’ Bureau are able to check, for example, on motorists’ insurance, using technology, software and interoperable connectivity to improve safety and check the eligibility of people to be behind the wheel on UK roads. I thank the hon. Member for his intervention.

Any death or serious injury on our roads is, of course, unacceptable. My deepest condolences go to the victims of road collisions and their families, and I pay particular tribute to John and Karen for their work to raise awareness of the importance of young drivers in particular, and all they do to support our THINK! campaign, as well as generally improving awareness of the dangers of driving and the responsibility involved in being behind a wheel.

The Government take uninsured driving very seriously. Driving without insurance is, of course, a criminal offence. Since 2005, the police have had the power to seize vehicles driven by someone without insurance. By 2020, 2 million vehicles had been seized in Great Britain and the level of uninsured driving has dropped by 50% over the last 10 years.

My hon. Friend is, of course, spot on. It is extraordinary to hear the Opposition’s absolute obsession with Brexit. Government Members have all moved on, have we not? They want to go on and on about Brexit and, when we are trying to solve the problems, they want to take us backwards again. The reality is that their only solution is to import and undercut British workers. We want to train those workers, pay them more and improve facilities.

I have been contacted by a number of drivers in Ceredigion who believe that a long-term solution to the crisis must include improving delivery times at distribution centres. Many drivers have told me of having to wait for hours while their loads are tipped at the centres and that preventing such long stays would go a long way to enhancing driver welfare and driver retention in the industry. Will the Secretary of State meet me to discuss that further?

The hon. Gentleman makes the good point that we have a just-in-time delivery system in this country, and we must maintain it. The resilience of many of the supply chains, including on the short straits between Calais and Dover, is critical. We saw the problems created at Christmas when the French closed the border over coronavirus—note that it was not over Brexit—so it is important that we put all the necessary measures in place to ensure that our system runs as smoothly as possible across the distribution network. I would be happy either to meet him or for him to meet the roads Minister on the subject.

The hon. Gentleman temps me into a broad discussion that it would not be appropriate for me to undertake at this point, because we are discussing the particular issue of extending the theory test. I want to do full justice to this issue, and I will answer the questions that he has asked.

As I was saying, learner drivers will have had their practice sessions significantly curtailed. It is vital that we ensure that new drivers have current relevant knowledge and skills—that is a vital part of the preparation of new drivers, who are disproportionately represented in casualty statistics. That is an important point and one relevant to the point the hon. Gentleman just made. A 2008 study by the Transport Research Laboratory indicated that one in five new drivers had a collision within their first year of driving unsupervised. I am sure the hon. Gentleman would agree that that is a high proportion. The Transport Research Laboratory also found that the hazard perception test is linked to a measurable reduction in some accidents. Those with higher scores on the test have safer records as new drivers.

The DVSA has not stood still on this issue: following a series of improvements to the learning and testing process, a 2017 revaluation found that only one in 11 new drivers had a collision within the first six months. Although that is a significant improvement, we cannot afford to be complacent about road safety and the risks to new drivers.

There will be those who ask—the hon. Gentleman made this argument powerfully—why the theory test expiry date cannot be extended in the same way as MOT certificates were extended during the first lockdown. The hon. Gentleman asked me to address this point, suggesting that it is a quick fix. Unfortunately, driver theory testing and MOT testing represent different issues in terms of the underlying legislation, road safety risk and potential risk of covid-19 transmission. For that reason, they cannot be directly compared.

The hon. Gentleman also asked me specifically why, if the Government of Northern Ireland have made the decision, we cannot do the same thing. We have, of course, looked at the matter and considered it as part of our deliberations, but ultimately such matters are devolved to the Government of Northern Ireland and it is rightly a decision for them.

As the hon. Gentleman will know, the MOT due dates for cars, motorcycles and light vans were automatically extended by six months from 30 March 2020 to help prevent the spread of covid-19. Drivers at that time, however, were advised that all vehicles must continue to be properly maintained and kept in a roadworthy condition.

The DVSA’s focus should rightly be on developing solutions to address the availability of theory tests and the backlog of practical driving tests that has arisen as a result of the pandemic. I am aware of proposals to allow approved driving instructors to sign off their learner and issue driving test pass certificates. Unfortunately, that is not possible. The Motor Vehicles (Driving Licences) Regulations 1999 require driving test examiners to pass an examination before being authorised by the Secretary of State to conduct practical driving tests. The Road Traffic Act 1988 allows a full driving licence to be issued only if the person has passed the test of competence to drive.

To increase the availability of theory tests, which I know the hon. Gentleman is concerned about, the DVSA has extended theory test centre opening times where possible and extended the booking window from three months to four months to give candidates more choice of available dates.

On the point about increasing the availability of theory tests in future to deal with the anticipated backlog, will the Minister consider, certainly in some rural areas such as Ceredigion, looking at introducing perhaps even temporary theory centres? At the moment, if somebody lives in Lampeter, not only did they lose the practical test centre two years ago, but they face a 50-mile round trip to attend the theory test centre. Will she consider that?

I assure the hon. Gentleman that we want to ensure that theory tests are available to all candidates. I will certainly consider the matter that he raised and discuss it with my honourable colleague in the other place.

I assure hon. Members that once testing can resume safely, the DVSA will continue to work closely with Pearson, the provider, to monitor demand and explore ways in which it can further expand testing capacity and reduce waiting times. We are very focused on social distancing at those test centre sites, the wearing of face coverings and using physical screens between test booths.

That is perfectly worthwhile and reasonable. In preparation for this debate, I looked at countries such as Norway and other Scandinavian countries. It is usually instructive to start with the more comparable countries—those of a similar size and complexity, with a similar industrial base, traditions and so on—but the hon. Gentleman is quite right to identify that Norway in particular has a high penetration rate of sales, which is also linked to very high differences in the taxation regime.

I want to talk briefly about the shift to electric vehicle technology and what I would say is overwhelmingly a consumer acceptance challenge. The shift in the way people own cars, towards personal contract hire, is a great opportunity to convey how the whole-life cost compares for different groups of consumers, rather than comparing the sticker price of one car against another. It is also a way of allaying fears about residual value and battery performance. Allied to that, when it comes to cost, it would be helpful—I realise this is not in the Minister’s gift—for the Treasury to give a clear forward view on the vehicle excise duty regime so that people can project into the future.

Clearly, these technologies eventually have to be subsidy-free. It has to be business as usual, so subsidies will have to be withdrawn, but doing so smoothly will be of great benefit to the industry and the consumer. The experience from elsewhere shows that if subsidies are suddenly withdrawn, there tends to be a massive spike in demand just beforehand, followed by a return. That is obviously not good for meeting production schedules.

On the infrastructure network, there is a lot that the Government can do through a mixture of regulation and their convening power. We need to do better and go further on full roaming and interoperability. We can do a lot better on the visibility of charging points. There has been a lot of focus on visibility to users of electric cars, but I am actually less worried about them right now than everybody else. The point is that to get consumer acceptance, non-users of electric cars need to know that there are plenty of places to charge them.

The right hon. Gentleman is making a very important point. It is especially important in rural areas, such as those that he and I represent, that people who have not looked at electric vehicles in the past know that it is feasible for them to make that shift.

That is absolutely right, and showing it on sat-nav tech is important. There are some good sat-nav applications, such as Zap-Map, but it is difficult to guarantee that such things are absolutely comprehensive. There is some old-fashioned technology that could be improved, such as common signage. National brand partnerships mean that people know that whenever they go to any branch of supermarket X, if it has a car park, they will always find a minimum of x number of charging points.

The issue of compensation when we do works on either the railways or the roads is raised repeatedly, but it would simply just add to the cost of projects. I recognise that we cannot work on the roads or the rails without causing some disruption. That should be minimised. As I said to the hon. Member for Newport East (Jessica Morden), we should be working to communicate and collaborate with communities. In terms of compensation, there is no plan to change any of the current arrangements, but I just remind her that the services at the end of the work will result in the best ever services from Bristol.

The Minister may be aware that the Welsh Affairs Committee reported on the cancellation of electrification to Swansea and pointed out that although Wales has 11% of the UK’s rail network it receives 1.5% of rail investment. Does the Minister not agree that that disparity needs to be addressed?

We are keen to see investment right across our network. I know the hon. Gentleman has campaigned for a variety of infrastructure investments—indeed, we had a Westminster Hall debate on this subject only a few weeks ago—but we are investing at a record level. The budget for England and Wales for control period 6, which started last month, is £48 billion. That money is being spent on upgrading, maintaining and renewing our network. As proposals come forward for inclusion within schemes, they should of course be based on merit. I look forward to working with Welsh colleagues to see what happens.

The hon. Gentleman is perfectly right. I will go on to talk about the development of the Borders line in Scotland, which has been an incredible success. I have no doubt that a north-south railway would be a huge attraction to the tourists who come to Wales and to that sector of our economy.

The facts on rail spending in Wales are sobering. According to the Welsh Government’s Minister for Economy and Transport, Ken Skates, Wales has 11% of the British state’s rail network, but has received only 1% of the investment—that is 11% of the network and 1% of the spend. There is no such thing as a Union dividend for Wales, and it is a record that shames every single Unionist politician based in my country—I do not mean to upset my near neighbours.

The economic consequences of that imbalance should send a shiver down anyone’s spine, let alone those who aspire to see the British state as a vaguely cohesive unit. Of the British state’s 12 nations and regions, only three are in surplus. It will not come as a surprise to anyone to hear that those areas are none other than London, the south-east of England, and the east of England. The wealth per head in inner London, based on the latest figures, is an incredible 614% of the European Union average. To put that into perspective, in the communities that I represent in the industrial valleys and the west of my country, that figure is only 68%. That disgraceful record is no accident. It is the direct result of British Government policy, based on a philosophy that the role of Westminster is to throw all the resources at London, with the nations and regions left to share out the crumbs. In Wales, we are no longer dealing with crumbs, but with the dust the crumbs leave behind.

The excellent researchers at the Wales Governance Centre have calculated that, had transport infrastructure in Wales kept pace with spending in London since 1999, an extra £5.6 billion would have been invested in Welsh transport. In such a case we would not be having this debate today, because the Carmarthen to Aberystwyth rail line would already have been built. Indeed, we would have not only that line, but the Swansea Bay metro, the Cardiff Bay metro, and full electrification on both north and south main lines. Imagine the economic productivity gains for Wales and the far-reaching consequences for the wellbeing and opportunities of my fellow countrymen and women if that were the case. Wales is relatively poor because Westminster decides to keep us poor.

The British state is broken beyond repair. Brexit was largely driven by those disgraceful imbalances, and the great tragedy of this moment in history is that Brexit will more than likely exacerbate those imbalances, rather than offer a remedy. Had the British state remained in the EU, communities in its poorest parts were likely to have received £13 billion in convergence funding in the next spending round—a 22% increase from the 2014-20 spending cycle, according to the Conference of Peripheral Maritime Regions. West Wales and the valleys is a convergence area and therefore a direct recipient of EU regional aid. Here we are almost three years after the referendum, and only a year from the end of the current European convergence period, and the British Government have yet to provide a single detail about their shared prosperity fund.

We all know that Wales is about to be done over once again, despite the clear promises that we would not lose a single penny—promises that were made by the Secretary of State for Transport. If Brexit Britannia is not to turn out to be a 21st-century Tartarus, there must be a major rethink of policy priority, with a long-term view of economic planning based on dealing with the gross geographical wealth inequalities within the British state. Central to that will be the need to ensure an equitable share of infrastructure investment.

I thank my hon. Friend for securing this debate. He makes a valid point about the need to reconnect our communities and bring about economic regeneration in the western part of Wales. Does he agree that other benefits will come with connecting Aberystwyth and Carmarthen, not least for our local health services, and particularly for individuals in Aberystwyth who find the trek down to Glangwili and Carmarthen by bus or car far too onerous?

My hon. Friend is right, and I congratulate him on his work since he was elected as the Member of Parliament for Ceredigion in pushing forward this whole project. He is absolutely right, and that is one of the benefits that I will mention later, because for health and other public services, having a spine rail line linking the two largest towns in the west of our country will be hugely beneficial.

Unless the British Government can be unhooked from their obsession with high finance and London, the structural imbalances of the British state economy of low productivity, low wages, and high personal debt will continue unabated—indeed they will get worse. The economist Grace Blakeley writes forcefully in the New Statesman this week about the need for an economic green new deal. The Carmarthen to Aberystwyth line fits into that sort of stimulus to a T. It is not just about the rail line itself, but how it would act as a literal economic spine. It would provide a much-needed north-south economic focus, which is a far more natural focus for those of us living in the west of Wales, as opposed to the obsession with east-west links. The communities are ideal for any economic strategy based on environmental investment because of our abundance of natural resources.

Too often, the missing link is physical connectivity. The line would open up significant opportunities for bulk freight movement, linking the western ports of Holyhead, Fishguard and Pembroke Dock with the southern ports of Swansea, Cardiff and Newport. If the west of my country was linked from top to bottom, it would link three universities—Bangor, Aberystwyth and the University of Wales’s campuses in Lampeter, Carmarthen and now in Swansea. The line would promote greater collaboration between two university health boards, as my hon. Friend the Member for Ceredigion (Ben Lake) said, and a range of other public services. It would make the hospital in Aberystwyth far more viable. We have a threat at the moment of services being restructured in the west of Wales.

Aberystwyth and Carmarthen are two of the largest towns in the west of my country, yet anyone who wishes to make that journey by train today would face an average journey time of seven hours and five minutes. The fastest possible route is five hours and 52 minutes. The old rail line closed to freight in 1973. Since 2000, calls to reopen the line have intensified. I pay tribute to the dedicated work of the campaign group, Traws Link Cymru. We were lucky enough to meet it a few weeks ago in the office of my hon. Friend the Member for Ceredigion, and it has done incredible work in developing the case. Its proposed route would use much of the existing line, with a new section from Alltwalis to Carmarthen, in the constituency of my friend, the hon. Member for Carmarthen West and South Pembrokeshire (Simon Hart). Stations along the route would include Pencader or Llandysul and Llanybydder in my constituency, and Lampeter, Tregaron and Llanilar in the constituency of my hon. Friend the Member for Ceredigion. The expected journey would be one hour thirty minutes, compared with the more than two hours 20 minutes that the bus service takes. Despite the slow march of the bus route, it provides a service for more than a quarter of a million people per annum. The link would have a huge impact on Welsh connectivity, providing for a figure-of-eight system for Wales and reducing the rail journey between Aberystwyth and the capital city of Cardiff by more than two hours.

Opponents of the project will throw back the cost-benefit analysis. However, more than 55,000 people live on the proposed route, compared with the 50,000 who live on the Aberystwyth to Shrewsbury line. The mid Wales line thankfully survived Beeching’s axe, and its passenger numbers are increasing, providing a vital link between Welshpool, Newtown, Machynlleth and Aberystwyth.

As a result of the Budget deal between Plaid Cymru and the Welsh Labour Government, Mott MacDonald was commissioned to undertake a feasibility study on the project. It calculated that if the rail line was up and running by 2024, it would generate 370,000 trips. That would rise to 425,000 by 2027 and 489,000 by 2037. Public appetite for rail is growing and the Minister will be more than familiar with the incredible success of the Scottish Borders line since it was reopened.

In the case of Carmarthen to Aberystwyth and the link to journeys further north, we are talking about, in the words of “Lonely Planet”,

“one of the most beautiful countries in the world”.

What better way to appreciate the splendour of Wales than on a pan-nation rail journey, especially considering that 85% of all visitors into the catchment area of the rail line are day tourists. The hon. Member for Carmarthen West and South Pembrokeshire made that point eloquently.

The report puts the approximate cost at £775 million. For the British Government, that is not a lot of money, and they have shown they can find the money when they need to, whether that is £1 billion to bribe 10 MPs from across the Irish sea or £5 billion to prop up this place for privileged politicians. The cost of refurbishing this place will go up considerably, I have no doubt. The report calculates that the project would create 2,584 gross jobs along the line, with only 144 of them directly attributable to the railway. It calculates that £170.1 million per annum will be created in gross GVA. I am confident that those figures could be magnified if a proper detailed economic strategy was put in place to increase the impact of the line.

I fully agree with my hon. Friend. Wylfa Newydd, which is now viewed as a white elephant and is in grave danger, was seen as the saviour of the economy of the north of our country. The reality is that we need a major project in Wales; we need a major project in the west of our country.

My hon. Friend is generous with his time. To elaborate on his point about the railway’s potentially being a spine of the economy, it could also be the spine of a more integrated transport network, allowing bus services that currently service the main towns to be redirected to the smaller villages, thus bringing a lot more connectivity to the more rural areas of west Wales.

Absolutely. My hon. Friend makes a very good point. I was born and raised in the Amman valley in Carmarthenshire and he was born and raised in Ceredigion. We understand the challenges of travelling very small distances within the communities that we represent. This project could integrate public transport and get people out of their cars. It could actually make public transport viable.

Our horizons should be broader. Why not do something really innovative and exciting as part of this project and operate battery or hydrogen-powered passenger trains on the line? I am not an engineering expert, but why not design the line with inclines leading up to stations and declines leaving them, to allow a battery-powered train to regenerate? I am led to believe that Network Rail has trialled a battery-operated train, the Class 379 Electrostar, between Harwich International and Manningtree. Bombardier is a world leader in producing battery-powered trains, so there are opportunities to create manufacturing jobs within the British state on the back of the project.

With the new nuclear power station, Wylfa Newydd, in difficulty, the west of my country needs a new big idea, as I said in answer to my hon. Friend the Member for Dwyfor Meirionnydd (Liz Saville Roberts). This rail line would cost considerably less than the exposure of the British Treasury to a new nuclear power station.

In a recent meeting with Traws Link Cymru, I was supplied with a letter dated April 2017 to the former Member for Lincoln, Mr Karl MᶜCartney, from the then Transport Minister, the hon. Member for Blackpool North and Cleveleys (Paul Maynard). Mr McCartney had a great interest in the project because he used to be a student at Lampeter University. In the letter, the former Minister said that

“if the Welsh Government progress positively with the studies conducted and subsequently decide that the reopening of this line is a transport priority for Wales, I would have no objection to fund and deliver the scheme.”

Will the Minister to confirm that the British Government have no objection to funding and delivering this scheme if the Welsh Government make the appropriate request? If not, will he finally give Wales the tools to do it ourselves?

It is a pleasure to serve under your chairmanship, Mr Davies. I thank my hon. Friend the Member for Nottingham South (Lilian Greenwood), the Chair of the Select Committee, for summarising a powerful case, which many Members across the House support. I also thank community transport providers operating in my constituency of Easington. In particular, I thank Angela Kent, the operations manager of East Durham Community Transport, who kindly contacted me and briefed me in advance of today’s debate.

As has been pointed out, community transport is a vital lifeline for many people, especially elderly and vulnerable people at risk of social isolation and exclusion. My constituency is semi-rural, and the quality of local bus services for many people is nothing short of lamentable. If commuters in London had to put up with the quality of public transport services operating in my constituency, there would be protests on the streets. The regulated, integrated, frequent and modern public transport network that is standard for the capital city is a million miles removed from the experience of my constituents. Communities such as South Hetton, Haswell, Haswell Plough, Hesleden, High Hesleden and Hutton Henry can be left isolated, with an infrequent, sub-standard bus service that does not operate in the evenings.

Does the hon. Gentleman share my concern that the impact assessments conducted by the Department for Transport underestimate the impact of the proposals on very vulnerable people? The impact assessments led us to believe that the impact would be minimal.

That is a really important point; I thank the hon. Gentleman for that intervention. The problem is that, as a consequence of the regulations, people will be denied access to local amenities, leisure facilities and employment opportunities. My hon. Friend the Member for Nottingham South indicated the cost—some £400 million.

People are rightly angry and frustrated about the implications of the changes. I am angry about the quality of the transport infrastructure in my constituency, and this will simply compound that. The proposed guidance from the Government implies that community transport providers need to show that they are not blocking commercial operators that may wish to deliver a local service on a particular route—the section 19 and 22 recommendations that have been mentioned. However, community transport is plugging the gaps of a failing commercial network. The ongoing withdrawal of commercial bus services means that the community transport sector as a whole has gained growing importance in filling transport gaps, particularly in largely rural areas such as mine. Many voluntary transport services are financially fragile, and rely on donations and the goodwill of volunteers to continue.

The Government must realise that community transport is about so much more than simply moving people from A to B. It brings people together, teaches people new skills, makes disabled and elderly people in rural areas less socially isolated, improves physical and mental health, and makes communities pull together to tackle many issues that they face on a daily basis.

I share the reservations of community transport providers in my constituency that the Department for Transport, sitting in splendid isolation in offices in central London, may find it difficult to comprehend the service and support provided by community transport. I share the view of my hon. Friend the Member for Nottingham South that the narrow and legalistic approach that the Government are adopting to community transport is like using a sledgehammer to crack a nut.

I can only say that I will be very happy to see an employee-owned bid come forward. There is no barrier to that happening at all. I will be very happy to see a partnership between employees and investors come forward, and if there are artificial barriers to that happening, I am happy to see whether we can remove them.

Every line that could be reopened, as outlined in the Secretary of State’s strategic rail vision, appears to be in England. The Aberystwyth to Carmarthen line was closed under the Beeching cuts, and reopening it not only enjoys considerable support in Ceredigion but could serve to significantly boost the economy of west Wales. Will the Secretary of State agree to meet me and the campaign group to discuss ways of adding that line to his map of lines that could be reopened?

We have a clear responsibility for Welsh infrastructure, and I want it to improve in a way that provides extra services for passengers and better routes, hence the Wrexham to Bidston investment that I expect us to make. The Rail Minister, my hon. Friend the Member for Blackpool North and Cleveleys, will be very happy to talk to the hon. Gentleman and the campaign group about that route; I am aware of it, and was, in fact, talking about it the other day to people in Wales. I am well aware that people want that project to be opened, but I should also make it clear that, as we invest in reopening routes, they have to either unlock economic opportunity or housing opportunity or break up a real point of congestion. We cannot simply recreate old routes that no longer have a commercial purpose.
