Last week, the Minister for Women and Equalities rightly called the comments of Conservative party donor Frank Hester about the right hon. Member for Hackney North and Stoke Newington (Ms Abbott) “racist.” It has since emerged that Mr Hester has said that a group of Indian members of staff should

“climb on the roof, like on the roof of the train”

and has made reference to “Asian corner.” Does the Minister agree that those comments are racist—yes or no?

I understand why the Labour party insists on bringing this issue up over and over again, but Mr Hester has apologised for his comments, we have welcomed his apology, and we are drawing a line under it. We are focused on what matters to the people of this country. I had letters last week from people telling me that we were wasting time focusing on issues that were not relevant to them. We need to focus on what matters to the British people.

My hon. Friend has been an excellent campaigner for Wrexham, putting it on the map after years of decline under the Labour party. It is the heart of one of Wales’s investment zones, with our plan for towns helping to regenerate the local high street and improve public safety. I can tell my hon. Friend that with a great campaigner like herself, the next five years will only look brighter for Wrexham.

14. Last week, the Prime Minister rightly called Conservative party donor Frank Hester’s comments about my right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott) racist. Under the Conservatives, police-recorded rapes have soared to record highs while convictions have fallen to record lows. It emerged last week that the Conservative police and crime commissioner in Cheshire victim-blamed girls wearing short skirts for this epidemic. Why are these attitudes still tolerated in the Conservative party?

Those attitudes are not tolerated in the Conservative party. I have not seen the remarks the hon. Lady refers to, but I am sure that we can investigate. However, I will push back on what she said about rape statistics. The fact is that, for the year ending March 2023, the crime survey for England and Wales shows a 5.1% reduction in the number of adults experienced domestic abuse—a statistically significant decrease—compared with the year ending March 2020.

When it comes to veterans’ care in this country and how it has changed in the past 13 years, it is hard to take the hon. Gentleman seriously—those services have been transformed. The number of those employed through the civil service scheme is, I believe, over 1,000, but I will write to him with the correct figure. Having a job is the No. 1 factor that improves the life chances of any veteran in this country; it is the real focus of what we are doing at the Office of Veterans’ Affairs, and I am incredibly proud of those efforts. Again, I lament the fact that that is not reflected by Labour. I want to see that change as we go into the next election, so that veterans know that whoever wins it, their interests will be represented properly.

This week, I signed an agreement on biological security between the United Kingdom and the United States. This strategic dialogue will mean sharing more data, collaborating on research and co-ordinating action, preparing for a whole spectrum of biological threats. I also signed a memorandum of co-operation on cyber partnership with Japan, helping to fulfil a key element of the Hiroshima accord.

This week, the Government are making available a free portrait of His Majesty the King. Available to all public buildings, this portrait will hang in schools, police stations and local authorities, serving as a reminder of the country’s ultimate public service. I am sure the whole House will wish to join me in wishing His Majesty the King and Her Royal Highness the Princess of Wales very swift recoveries.

It emerged this week that Avanti West Coast bosses were recently caught giving PowerPoint presentations bragging about receiving free money from the Government. Is this value for money?

I am not aware of those allegations, but they sound very concerning and I am very happy to look into them on behalf of the hon. Lady.

The disability pay gap has risen under the Conservatives from 11.7% in 2014 to 13.8% in 2021. Labour will act to close the gap and to support disabled people by introducing disability pay gap reporting for large employers. That is good for disabled people, good for business and good for our economy, so why will the Government not follow suit?

We are absolutely committed to supporting disabled people. Frankly, we are very proud of our record: we have supported more than 1 million disabled people into work, hitting the target five years early, and we are rewiring our benefits system to give a renewed focus on what people can do rather than what they cannot, so that there are opportunities for people to improve their lives and get the pay that they want through their employment.

Disabled people are also being hit hard by the Conservative cost of living crisis that my hon. Friend the Member for South Shields (Mrs Lewell-Buck) referred to. On average, the extra cost of disability is equivalent to 63% of household income before housing costs. I would ask the Minister what discussions she has had with the Minister for disabled people about this important issue, but there is no Minister for disabled people. Will she tell the House when one will be appointed?

I completely agree with my hon. Friend. The furlough scheme helped to protect about 14.6 million jobs during that terrible covid crisis. But what do we discover? Labour is taking £1.5 million from Just Stop Oil backers and adopting their policy to block new oil and gas. It is job-destroying recklessness, and unfortunately it is hard-working people who will be left paying the price.

In West Lancashire, my constituents are concerned about their children’s education and specifically the ongoing long-term impact of covid-19 restrictions on their educational development. A Public Accounts Committee report out today finds that the Department for Education is failing to take fast and effective recovery action to close the attainment gap in schools, and the Department has admitted that it will take a decade—10 years—just to get the education attainment gap back to pre-pandemic levels. So when will the Government stop blaming everyone else and take responsibility for failing a generation of lost learners?

Actually, before covid struck, the attainment gap between disadvantaged pupils and their peers had narrowed in both primary and secondary schools under the Government. Since covid struck, we have provided almost £5 billion for education recovery. If the hon. Lady is that concerned about children’s education, she should be calling on the education unions to call off their damaging strikes.
