I beg to move,
That this House has considered humanitarian aid and children in Gaza.
I begin by thanking the Backbench Business Committee for enabling this debate. I am grateful for the cross-party support that I had when seeking to secure it.
Before the war began, Gaza’s streets were alive with the sound of children. Roughly half the population are under 18, but unlike children in the UK, Gaza’s children have had to endure so much in their short lives. A 15-year-old will have lived through five wars, including the current conflict. Many have been displaced several times. Even so, they have never experienced destruction and death like this.
Since October, it has been clear that children have been affected by the conflict on an unprecedented and unparalleled scale. We know that the Hamas attacks involved the killing of Israeli children, and that an estimated 40 Israeli children were taken captive in Gaza. Nevertheless, more than 11,500 children have since been killed in Gaza by Israeli airstrikes and ground operations. The phrase “war on children” is echoing across the international community. Lost in the numbers are the faces, the names, the lives and the moments of joy that those children brought—children like six-year-old Hind Rajab, whose fate is reported to be still unknown after the car in which she was fleeing to safety with her uncle, his wife and their four children came under Israeli fire. More than 24,000 children have lost one or both parents.
Gaza’s hospitals have treated so many wounded children arriving alone for treatment after Israeli airstrikes that, chillingly, medical workers have coined a new abbreviation —WCNSF: “wounded child, no surviving family”. Obviously, unaccompanied and separated children require urgent protection and the provision of essentials. Given that these children need refuge and compassion, will the Minister clarify whether the Government have considered allowing children into the UK for their safety and wellbeing during this conflict, as per the petition which has been signed by over 17,000 people? For the children who have survived the bombardment, a slow and painful death looms due to the denial of essentials, the destruction of infrastructure and the lack of aid.
The healthcare system in Gaza is in crisis due to major shortages of doctors and nurses, the lack of medical supplies and the destruction of hospitals. Small children caught up in explosions are particularly vulnerable to major life-changing injuries, and more than 1,000 children have had one or both legs amputated. According to the World Health Organisation, many of these operations on children were done without anaesthetic. Such horrors are virtually unimaginable for us in the UK, but it does not stop there. Many children are accessing well below the recommended water requirements for survival, and those under five are at high risk of severe malnutrition and preventable death due to famine. According to Islamic Relief, Gaza is now the world’s worst hunger crisis.
As I have laid out, the situation for children in Gaza is catastrophic. Unfettered access for humanitarian aid is needed urgently, but the conditions on the ground, the bombardment, the siege and the destruction of infra- structure do not allow it to reach children and families in need. It brings to mind Israel’s Minister of Defence’s announcement on 9 October:
“We are putting a complete siege on Gaza…No electricity, no food, no water, no gas—it’s all closed.”
Can the Minister update us on the Government’s understanding of the legality of what many are arguing is the collective punishment of civilians and how this has affected children?
Save the Children International’s chief executive officer’s harrowing plea demonstrates the significance of what people all over the world are bearing witness to:
“We are running out of words to describe the horror unfolding for Gaza’s children. Most of them have been forcibly displaced, squeezed into a tiny sliver of land that cannot accommodate them. Those who haven’t been forced from their homes are cut-off from the basics needed for survival, far away from the little amount of humanitarian assistance that can be delivered.”
The horrors of recent months have literally been intolerable. Israel continues to use devastating tactics that have seen far too many innocent civilians—including children—killed, with unacceptable blocks on essential humanitarian aid. Does my hon. Friend agree that we need the fighting in Gaza to stop immediately, with a humanitarian truce now, and not just a temporary ceasefire but a lasting, sustainable ceasefire that leads to a viable two-state solution?
I agree with my hon. Friend that without an immediate and permanent ceasefire, it is hard to imagine how we can turn around this situation and ensure that humanitarian aid reaches the places where it is most needed.
The chief executive officer of Save the Children also said:

Why is humanitarian aid not getting to children who need it? What are the blocks on humanitarian aid? According to reports, the flow of aid is being drip-fed. Although around 500 trucks per day are needed to meet basic needs, most days fewer than 200 actually make it inside, and on one day this month it was reported that only 30 crossed into Gaza. Human Rights Watch argues that the blocking of humanitarian assistance amounts to collective punishment of the civilian population and poses further grave risks to children. Can the Minister update us on his understanding of why aid is not being distributed as needed, and whether any blocks to aid would constitute the collective punishment of civilians?
Then there is the question of funding itself. The United Nations Children’s Fund has requested $168.3 million to support its response in the Occupied Palestinian Territories for 2024. On 17 January, it said there was a funding gap of $55.5 million. Shortly after the International Court of Justice’s plausible genocide ruling, the UK stopped funding for the United Nations Relief and Works Agency, the largest UN agency operating in Gaza, due to allegations from Israel that 12 of the agency’s more than 13,000 staff were involved in the 7 October attacks. UNRWA has since spoken of being “extremely desperate”.
International aid agencies including Oxfam and ActionAid have said they are deeply concerned and outraged at what they have called a
“reckless decision to cut a lifeline for an entire population”.
Amnesty International has said that while allegations against individuals must be independently investigated, cutting lifesaving assistance to millions could amount to collective punishment in and of itself.
It would be helpful if the Minister could update us as to the situation in this regard. What is the latest evidence the Government have seen regarding the allegations, and how are they being investigated further? What assessment have the Government made of the consequences of their decision for the children in Gaza? I know that many of my constituents are appalled that it appears the UK is continuing to send weapons to potentially kill children while withdrawing funding that saves children’s lives. I urge the Government to prioritise upholding their humanitarian obligations and resume the funding.
The ICJ’s plausible genocide interim judgment made it clear that Israel must take steps to prevent acts of genocide, and that its obligations regarding children and aid are key. Can the Minister tell us what the UK is doing to protect children in Gaza accordingly? In terms of the UK’s own obligations, it would be helpful to know what the Government’s response is to the growing call for the increasing of humanitarian aid and the halting of the transfer of weapons or parts for weapons that can be used against children.
All children should be cherished, Israeli and Palestinian. We know that children in Gaza should not be slaughtered, but they continue to be by Israeli forces in unprecedented numbers. We know that children in Gaza are enduring a humanitarian catastrophe with no relief in sight. We know that aid is desperately needed and that children need food, healthcare, shelter and water but are just not getting them. Does the Minister agree that an immediate and permanent ceasefire is the only way to bring about the end of the suffering of children in Gaza and to enable the urgent delivery of desperately needed aid?
I am grateful for that question and will address it in my remarks.
We have trebled our aid commitment this financial year to the OPTs. There is, as I said, a £60 million uplift for the humanitarian response. We are doing everything we can to get more aid in and to open more crossings.
The hon. Member for Poplar and Limehouse quite rightly asked for an update regarding UNRWA. Colleagues will know that we are a long-standing donor. The £35 million that we have given this year is for this financial year and will last until March. But, of course, we are appalled by the allegations that UNRWA staff were involved in the 7 October attack. That is why we are pausing, and that is why a pause has been announced of any future funding, while we review these very concerning allegations. Of course, we remain committed to getting humanitarian aid to people who desperately need it.
In addition to the UK, 16 countries have paused funding temporarily. The pause will be in place until we are satisfied that we have been able properly to review the allegations. A future funding decision will be taken after that point, and the Minister for the middle east will keep colleagues updated as to that decision point.
In Europe, as the Minister will be aware, Belgium, Spain, Norway and Ireland—while calling for, and endorsing the need for, a swift and serious investigation into the allegations—have maintained their funding. I want to understand from the Minister what conversations or discussions are being had with counterparts in those countries to understand how they are approaching the situation, as part of the UK’s review.
That is a very good question. We are talking to all counterparts. On Sunday of last week, my noble Friend Lord Ahmad, the Minister for the middle east, spoke to the UNRWA commissioner-general, Philippe Lazzarini, who provided an update regarding the UN investigation. We will keep closely in touch with the progress of that investigation, and that will inform our decision. Up until the point at which we are satisfied, the pause will remain in place, but the Minister for the middle east will keep colleagues updated.
In terms of our calls for increased border crossings and access, children need additional food and shelter and the health support that we are providing through our partnerships with all the UN agencies, NGOs and Red Crescent societies. From the £60 million that I mentioned, we have provided specific, targeted support for children through our £5.75 million contribution to UNICEF. Our funding is supporting its work to assist more than 5,800 children with severe malnourishment, as well as providing 853,000 people with emergency child protection services, including the mental health and psychological support that, as we have heard this afternoon, is very badly needed.
We are also a founding member of and a key donor to Education Cannot Wait, the global fund for education in emergencies and protracted crises. The fund is supporting several education interventions in Gaza. However, its ability to reach children who so desperately need help is, of course, restricted by the very grave security situation.
The Foreign Secretary discussed the urgency of getting significantly more aid into Gaza, to alleviate the desperate situation there, with Prime Minister Netanyahu on 24 January. He reiterated the need for Israel to open more crossing points into Gaza, for Nitzana and Kerem Shalom to be open for longer, and for Israel to support the UN to distribute aid more effectively across the whole of Gaza.
On the crossings and the ability of aid to reach the places where it is needed, agencies such as Oxfam have reported to me that they are experiencing delays in aid actually getting through, because of the excessive checks at the crossings. Some trucks have been checked up to eight times at the Kerem Shalom crossing.
The agencies have also raised with me a lack of clarity about which items are able to pass through. The Minister may be aware of Israel’s dual-use policy, which strictly controls which items may or may not enter Gaza. For example, people are being told that they are not allowed through with olives with stones; only pitted olives are allowed. What discussions have there been with the Minister’s counterparts in Israel on the dual-use policy?
I am very grateful for those questions. We have made these specific points to our Israeli counter- parts. We believe that there are 10 steps that they should be taking to increase the flow of aid. Primarily, of course, we need a humanitarian pause to allow humanitarian agencies and Gazans to operate more safely right across Gaza. We need to ensure effective systems to guarantee the safety of aid convoys, humanitarian operations and IDP returns and facilitate access. We need to ensure that the UN has the people, the vehicles, the equipment and the fuel to distribute aid safely across Gaza once it is inside Gaza. That includes the issuing of visas.
We need to extend the opening hours and the capacity of the Nitzana screening facility and Kerem Shalom checkpoint so that more trucks, aid and fuel can enter Gaza. It needs to be open seven days a week, not just five. We need to remove restrictions in order to ensure greater consistency on the goods allowed in, as the hon. Lady referred to. We need unencumbered access to aid coming in from Jordan. The Israelis need to open Ashdod port as a route for aid to reach Gaza. The Israelis need to open the Erez crossing to allow direct access to north Gaza. And, of course, there needs to be a restitution of water, fuel and electricity connections. We continue to make these points to our Israeli interlocutors.
The Foreign Secretary also announced work with Qatar to get more aid into Gaza. Our joint consignment containing 17 tonnes of family-size tents was flown in last Thursday. Last month, RFA Lyme Bay delivered 87 tonnes of aid into Port Said. Crucially, we are supporting the United Nations World Food Programme to deliver a new humanitarian land corridor from Jordan into Gaza, which has already delivered more than 1,000 tonnes of aid. It is vital that we sustain this support and go further.
We are clear that Israel must take steps, working with other partners including the UN and Egypt, to significantly increase the flow of aid, including by allowing prolonged humanitarian pauses, opening more routes into Gaza and restoring and sustaining water, fuel and electricity. Above all, the best way to address the humanitarian situation is by bringing an end to the fighting as soon as possible, which is exactly the point that right hon. and hon. Members have made this afternoon.
The Foreign Secretary was in the region last week to urge de-escalation and build towards a sustainable and permanent ceasefire without a return to the fighting. We have identified five steps to allow that to happen—first, the release of all Israeli hostages; secondly, the formation of a new Palestinian Government for the west bank and Gaza, accompanied by an international support package; thirdly, removing Hamas’s capacity to launch attacks against Israel; fourthly, Hamas no longer being in charge of Gaza; and fifthly, a political horizon that provides a credible and irreversible pathway towards a two-state solution. We will continue to do all we can diplomatically to push this agenda forward in order to save lives, quite frankly.
I thank the Backbench Business Committee again for enabling this debate. I applied for it before the Government’s decision to pause the UNRWA funding; none the less, colleagues’ participation in it has been important and timely for that reason.
I emphasise again that all children, Israeli and Palestinian, should be cherished. We need aid to be made available and distributed so that children in Gaza get the food, health- care, shelter and water that they so desperately need. We need clarity about the situation of any remaining Israeli children who are held captive, and we need all hostages to be released. As many Members have said today and have been saying for some time, only an immediate and permanent ceasefire can end the suffering of children affected by all these decisions.

Commons ChamberYesterday, I spoke to the head of UNRWA, Philippe Lazzarini. I made the point that it is essential that his review—which of course he is not conducting; the UN is conducting it—is completed as fast as possible for the reasons the hon. Gentleman set out. I am reasonably confident that it can be conducted within the next two months, and the British Government are watching this carefully.
Will the Minister confirm whether the Government have undertaken any further military action in Yemen since 11 January? If so, will he clarify whether the Government’s long-term plan includes committing to sustained military action in one of the poorest countries of the world?

Commons ChamberWe will make our plans for funding known to the House in the usual way, but we cannot do so until we have seen the report and are clear that what has been revealed cannot happen again. Let me emphasise to my hon. Friends that the UNRWA infrastructure assets inside Gaza—the warehouses, the vehicles, the stores, and UNRWA’s ID system, which is used by the Israeli Government—will have to be used, regardless of who uses them.
What steps are the Government taking, in line with their obligations under international law, to ensure the full and immediate implementation of provisional measures ordered by the ICJ regarding the protection of Palestinians from genocide, and the immediate provision of humanitarian aid and other vital services? Can the Minister confirm whether the UK will now end arms sales to Israel, due to the risk that they could be used unlawfully to kill women and children?
We keep all arms exports under review. The hon. Lady will know that we have one of the tightest regimes in the world. Clearly, we will consider any impact from the Court’s ruling. In respect of the other points that she made, she will have heard what I said about the ICJ ruling, and indeed what I said about throwing around allegations of genocide across the House.

My right hon. Friend will have seen that HMS Diamond has shot down an attack drone, on, I think, the first occasion that the Navy has been in action in that way for 30 years. He will also have heard what the Government have said: like many other countries, they have made it crystal clear that we will not accept the fettering of the international rights of navigation, and all those involved in trying to frustrate that should hear those words.
Just today, Medical Aid For Palestinians has reported that, along with the International Rescue Committee’s emergency medical team, it has been forced to withdraw and cease activities at Al-Aqsa hospital—the only functioning hospital in Gaza’s middle area—as a result of increasing Israeli military activity around it. There seems to be a repetition of the dismantling of health services that we have witnessed in the north in the south and middle of Gaza. Can the Minister tell us whether the Government’s support for the continued bombing of civilians and civilian infrastructure will now apply in every conflict, or whether it applies only in relation to Palestinian civilians and Palestinian hospitals?
The hon. Lady knows very well that all parties must ensure that their actions are proportionate and necessary and minimise harm to civilians, and it is in that context that we seek on all occasions to urge the Israeli Government to adopt those three key criteria.

My constituency has the highest number of signatories to two of the petitions being debated today, and the third highest number to the other. This came as no surprise to me, because I have been inundated: the situation in Gaza has been the topic of the greatest number of representations that I have ever received.
Having grown up in the area, the anti-war and anti-imperialist values that are held very strongly in east London shaped me as a person long before I was elected to this House. I share the absolute horror at the disregard for Palestinian life that has been displayed across the political establishment. It is estimated that the Gaza death toll has increased by 40% since before the temporary humanitarian truce. The staggering level of civilian deaths that are happening as we speak is horrifying. The human rights abuses are horrendous.
Time and time again, my constituents ask me: how is this being allowed to happen? What is it about Palestinian people that means that, for this Government and the political establishment, there appears to be no limit to what can be done to them, no limit to how many can die and no care as to their rights? Why is it that when Palestinian children die in unprecedented numbers, there is so little outrage? Why is it that when Palestinian women are killed, it is barely even acknowledged? Why is it that Palestinians and those showing solidarity are told they cannot even express pain at their suffering? Why is it that the Palestinian flag seems to be the only national flag in the world that people are told is unacceptable?
It is also important to recognise that, following the 7 October attacks, there has been a stark increase in attacks on Muslims, including attacks and hostility against individuals and mosques, with children being targeted at school, death threats being issued and physical attacks. Just last week, more than 700 people were evacuated from the East London Mosque and London Muslim Centre and three nearby schools, following a bomb threat, amid a rise in Islamophobia across the UK. I am seeking action from this Government to ensure that the East London Mosque and London Muslim Centre and other places get the security that they desperately need. Islamophobic hate crimes do not only affect the victim; they have a ripple effect through communities as they reinforce established patterns of bias, prejudice and discrimination.
It is particularly poignant that yesterday marked the 75th anniversary of the universal declaration of human rights. The preamble to the declaration states that
“recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world”.
Honouring that means calling an immediate, permanent ceasefire; it means that the slaughter and degradation in Gaza must end, the ongoing oppression and dispossession of Palestinian people must end, the illegal settlement programme must end, the forced evictions must end and the illegal occupation of Palestine must end. And, yes, there must be immediate recognition of the state of Palestine.
However, with the latest veto, we instead see the US Government enabling immense civilian suffering, a staggering death toll and an unprecedented humanitarian catastrophe. The UK Government’s refusal to support a ceasefire will be paid for with death, destruction and the suffering of innocent individuals. Despite the horror we are bearing witness to, human rights and international law must not be allowed to be abandoned. More and more people all over the world are speaking out to protect humanity from further destruction.

We have called and continue to call on Israel to abide by international humanitarian law—that is not in doubt. Its military response must be proportionate, and we continue to argue strongly that it should show constraint in its pursuit of Hamas’s terrorist operatives embedded in the Gaza strip.
On Friday, the hopes for a permanent ceasefire turned to despair with the continuation of the collective punishment and killing of Palestinian civilians, a large proportion of whom are women and children, in what the United Nations is calling “unprecedented” numbers. The Minister has just said that a ceasefire would be “premature”. Will he clarify whether there is any limit—any limit at all—on the number of Palestinian civilians that this Government support killing before calling for a permanent ceasefire? Will he explain what he understands to be the long-term plan for Gaza and how that plan is in keeping with international law?
Regrettably, Hamas do not want a ceasefire. It would be good if that were the case, but it is not. They are a terrorist group committed to the destruction of Israel and they are on record stating their desire to perpetrate another atrocity on the scale of 7 October. While that is a fact, the inevitable consequence is an Israeli military response. We support Israel’s right to protect its sovereignty, but we implore it to show constraint and avoid civilian casualties. Attendant to that, we will argue for a further humanitarian pause to allow humanitarian aid to flow.

I congratulate the right hon. Member for Aldridge-Brownhills (Wendy Morton) on securing this important debate. My thoughts and prayers are with the people in Turkey and Syria who are in desperate need following the recent earthquake, which has caused such tragic loss of life. Millions of Syrians caught up in the disaster will already have been displaced to camps and makeshift settlements. This earthquake is, therefore, yet another devastating blow to so many vulnerable and already struggling populations. That will compound the ongoing humanitarian catastrophe.
Our practical solidarity is needed now. Trade unions are calling for contributions from their branches to go to the ITUC-Asia Pacific natural disaster fund to help with the relief efforts. Islamic Relief UK has an emergency appeal, along with many organisations in my constituency, including as faith and non-faith groups and local businesses, which I am proud to see donating money to these emergency appeals.
None the less, we must hold the Government to account, be realistic about long-term needs and learn from our responses to past disasters. The UK must step up further and play a role in co-ordinating and scaling up the response. Initial pledges are one thing, but history has taught us of the importance of having a well-funded crisis reserve that can provide ongoing crucial emergency aid, yet the UK aid budget continues to be slashed, with bigger cuts expected in the future. I urge the Government to reverse that trend as a matter of urgency and set out a long-term funding strategy for the region. Rather than cutting aid, we should be cancelling the deeply damaging levels of debt of low-income countries. A United Nations report published in October 2022 set out the unfolding global debt crisis using data on credit ratings, debt sustainability and sovereign bonds. The report stated that data was missing for several countries, including Syria. Can the Minister say more about the debt situation in relation to Syria?
We know that Syria has long been enduring an economic crisis, which is likely to hinder any earthquake response. I therefore highlight the United States’ decision to announce an exemption to its sanctions on Syria for all transactions related to earthquake relief efforts, and ask the Minister for the latest information on the possibility of lifting sanctions on Syria to speed up aid deliveries, given their widely noted significant economic and social impact?
The added difficulty is that it is Turkey which, like no other country, opened up to the world’s largest refugee population amid Syria’s continuing instability, as well as providing vital aid. Can the Minister update us on whether the UK is doing its fair share by providing asylum and ensuring safe routes for victims of the earthquake? We have a shared responsibility to help those who are least well off, both in this country and around the world. With the effects of covid-19, climate change, conflict, humanitarian crisis, inflation, economic instability and now this earthquake disaster, internationalism and global solidarity have never been more crucial.

My hon. Friend is absolutely right, as ever. India is the world’s sixth largest economy, a member of the Commonwealth, a long-standing democracy and a good friend of the UK. We must continue to keep our good relations with India going.
In recent months, there have been reports that prominent Muslim women in India have appeared on unsanctioned apps listing them for auction, and leading public figures have openly called for Muslims to be killed. In Karnataka, a court passed a ruling banning schoolgirls from exercising their religious beliefs by wearing the hijab in class. Did the Prime Minister raise concerns about human rights violations by the Indian Government, including the anti-Muslim violence that many feel is being whipped up by Narendra Modi and the ruling BJP?
It is a shocking story that the hon. Lady tells, but we do engage with India on a range of human rights matters. We work with both union and state governments and with non-governmental organisations to help to build capacity and share expertise to promote human rights for all. As she knows, supporting women and girls is a top priority for this Government and the Foreign, Commonwealth and Development Office. Where we have concerns, we raise them directly with the Government of India, including at ministerial level.

That this House has considered International Mother Language Day 2022.
It is a pleasure to serve under your chairmanship, Sir Edward. I start by wishing everyone happy St David’s day—I can see many of my Welsh colleagues here. I begin my remarks by speaking the language of my parents—Sylheti—for what I understand could be for the first time in a UK parliamentary debate by simply saying,
“Ekta basha kuno dino jotheshto oy na”.
In English, that means, “One language is never enough”.
I am delighted to have secured this debate about Language Martyrs Day and International Mother Language Day on the date that those remembrances fall—21 February, or Ekushey February in Bangla, when 70 years ago this year political activists and students in Dhaka were killed while demanding official status for their mother tongue Bangla. Honouring those Bengali students martyred in 1952 has, of course, deep personal meaning for me as a British Bangladeshi growing up in, and now representing, an area with a large Bengali-speaking community. Every day I feel acutely a deep sense of responsibility from knowing that I owe so much personally to those who came before me, who had to struggle to keep our culture and language alive, facing prejudice, discrimination and state repression.
The language of my family—Sylheti—is spoken by an estimated 11 million people, primarily in the Sylhet district of Bangladesh and, of course, around the world by a diaspora community, including in my constituency of Poplar and Limehouse. In fact, we are lucky in east London to be one of the most linguistically vibrant areas and communities in the entire country, with at least 90 identified different languages being used in Tower Hamlets alone.
Globally, there are a wonderful 6,500 spoken languages in the world today, and each is superbly unique in a number of exciting ways. Language is one of the most important parts of any culture and society, and it is critical for our daily lives as we continually seek to further understand and improve the world around us. The words that we use are constantly evolving and changing. New words are created to describe new things, and old words invariably take on new meanings. The nuances and multiple levels on which a single word can operate are just incredible. Our language can be remarkably simple and extraordinarily complex, and sometimes both at the same time. Words can be extremely specific, and yet they can mean almost anything and everything in between. Language diversity is at the heart of this human brilliance.
I am glad that the hon. Member said that old words can grow new meanings. In this place, I have actually asked Members on the Government side, “Is having a curry on the veranda of my bungalow, with some chutney and a lager, English?” Clearly, it is English, but it is also a huge number of other languages, which have contributed to the mix that is English and to the mix that is Welsh, as I will explain later.
I thank the hon. Member for making such an important point, which is actually a running theme of my words here today.
I know people who tell me that there are things they can say in their mother language that they cannot say in English, and that there are things they can say in English that they cannot say in their parents’ language. And there is no doubt that we are richer for the range of people who call Britain home but carry in their hearts the language of another land. So, Language Martyrs Day and International Mother Language Day emphasise the significance of protecting, nurturing and embracing different cultures, languages and ways of life.
My hon. Friend is making a very important speech. I am proud to be a Member of Parliament in England, for Stockport. At home, my parents speak Hindi, which is one of the languages of India; indeed, it is the main language. I believe that Hindi is the fourth most spoken language in the world—over 341 million people speak it as their native language—and I am proud to be able to speak it, read it and write it in addition to English.
The point I am trying to make is the point that my hon. Friend made about protecting and respecting other cultures and languages. On this point, does she agree that the persecution in China of people who teach or want to speak Tibetan, which is the native language of Tibet, has to stop, because freedom of expression, freedom of association and freedom of religion are fundamental rights?
My hon. Friend makes a very important point and I hope that the Minister can address it in her remarks.
As I was saying, Language Martyrs Day and International Mother Language Day emphasise the significance of protecting, nurturing and embracing different cultures, languages and ways of life, accepting ourselves and accepting each other, as my hon. Friend the Member for Stockport (Navendu Mishra) has just said.
As the MP for a diverse and dynamic constituency, for me every day highlights the benefits of celebrating our various cultural heritages and linguistic diversity, learning from different traditions of living together and interacting with each other, and—importantly—nurturing the language and culture that grow out of those experiences. In short, multiculturalism is a privilege, not a problem, and diversity of language makes the collective fabric of our society stronger.
Yet the last few years have seen a growing trend whereby there are some attempts to engage in the so-called “culture wars”, with anti-immigration rhetoric being used as a smokescreen to hide society’s wider failings, legitimising racist attitudes and exacerbating social marginalisation.
Unfortunately, language can be used as a tool to construct certain people as “the other” and to force them to assimilate. All around the world, states have often restricted official use of minority languages, because of the idea that it is necessary to use only specified languages. The pandemic exposed the fact that many minority language speakers continue to be excluded from learning and accessing crucial information, which has had significant implications, for example for the roll-out of the vaccine and the fact that people from black, Asian and minority ethnic backgrounds have faced greater risks and endured greater hardships.
Language diversity plays a key role in people’s identity and it plays a similarly key role in our wellbeing and mental health. That is why it is vital that local and public provision of community language services is free at the point of use and that digital technology is made widely available for multi-lingual learning. At a time when many people are worried about knife crime, radicalisation and many young people’s lack of a sense of belonging, it is devastating that these sorts of services are being cut and privatised. Indeed, local community language services, which were a huge part of my life growing up and of the lives of so many people around me, have now been outsourced and cut, making them another casualty of the programme of public sector cuts that has been disastrous for everyone. I find that particularly sad because it was through such services that I myself learned to speak, read and write Bangla, and it is my constant wish that my Bangla and Sylheti skills were better than they actually are.
The opportunity to use one’s own language and the language of one’s family can be of crucial importance for individual and collective identity and culture, as well as participation in public life. Language services help to provide people with an understanding of their first language and culture, raise educational attainment and promote inclusion, because when people understand their community language, they understand their community and their elders better. Of course, during the covid crisis, language barriers and challenges regarding intergenerational communication were part of putting certain segments of our communities at greater risk. Multilingual education based on people’s mother tongues is therefore a key component of inclusion in education.
The United Nations and others have long argued that education based on the first language or mother tongue must begin from the early years of every child’s life. The theme of this year’s International Mother Language Day is “Using technology for multilingual learning: challenges and opportunities”, which speaks to the role of technology in advancing multilingual education. School closures have been a prominent feature of the covid-19 crisis, and while communities around the world had to use technology-based solutions to maintain continuity of learning, too many lacked the necessary equipment means such as laptops and other items, internet access and accessible materials. As such, many of us campaigned for everyone to have access to the internet and to the technology needed. In today’s world, fast, reliable broadband is not a desirable extra but a fundamental requirement for a decent life, and it is most certainly vital for education and linguistic development. That is why the Labour party’s 2019 manifesto pledged to offer free and fast broadband to every household in the country by 2030—a pledge, and a manifesto, that I was very proud to stand on.
It is also crucial to recognise the role of specialist language media outlets in providing high-quality journalism and addressing the issues that different communities face. In the face of an increasingly politically and culturally homogenous media landscape, media diversity is key to empowering everyone, and it plays a key role in reaching out to, informing, including and representing ethnic minority communities in particular. There is a great need for the histories, cultures and languages of those communities to feature much more across the whole educational curriculum, local services and the cultural sector.
Language Martyrs Day and International Mother Language Day emerge from a history of jostling powers and political struggles. I think about how the Black Lives Matter protests all over the world recognised the importance of the inclusion of diverse cultural storytelling through their demand to ensure that school curriculums include educating young people about racism and imperialism. There is a need to rebalance historical and social narratives that currently exclude certain experiences and perspectives. We all have a duty to make sure that the next generation, at least, has a better understanding of the historical injustices that contribute to the institutional racism that persists in the UK and elsewhere today.
Ultimately, Language Martyrs Day and International Mother Language Day is an opportunity to see the rich tapestry of our linguistic diversity as something to be cherished—a joyful kaleidoscope of possibilities and potential to be revelled in. People, with all our diversity and rich traditions, have much more to gain by standing together than being divided. We do not have to be alike to have the same interests and shared sense of solidarity.
I thank everyone who has contributed today to what has been a very positive debate. It is clear that valuing linguistic diversity helps people with their understanding of language and culture, raises educational attainment—as the Minister has mentioned—and celebrates the plurality and richness of our multicultural communities. It is important for us all to continue to stand with and celebrate all of our communities: diverse, dynamic, multicultural and multiracial, with people of all different faiths and none from everywhere around the world, including Ukraine.

It is a pleasure to serve under your chairmanship, Mrs Murray. I thank the hon. Member for North East Fife (Wendy Chamberlain) for securing this debate at a time when the pandemic is wreaking devastation on the poorest and most vulnerable nations on earth and brutally exposing their lack of access to vaccines. I know that she is a longstanding campaigner on the issue of equitable access to vaccines for everyone. I also thank organisations such as Global Justice Now for the important research they have done to raise awareness of this issue. I am a member of the International Development Committee; it is good to see other colleagues from the Committee attend this popular debate. The Chair of the Committee, my hon. Friend the Member for Rotherham (Sarah Champion) has done a lot of good work on this issue.
One of the reasons for the pernicious spread of coronavirus, and the high global death toll, is the failure of Governments, such as ours, to support the Agreement on Trade-Related Aspects of Intellectual Property Rights waiver, proposed by the Indian and South African Governments last summer, just months before the omicron variant emerged. That was despite India and South Africa proposing, as far back as October 2020, that a waiver of intellectual property rules on covid-19 vaccines, tests and treatments would allow low and middle-income countries to manufacture life-saving tools. Despite most countries, including the United States, supporting the waiver, the UK, the EU and Switzerland all prevented progress.
Action at the time would have led to life-saving covid vaccines, medical equipment and medicines all being produced licence-free. However, more than a year after the start of the global vaccination drive, our Government are still putting hundreds of thousands of lives at risk by not supporting the waiver. The reality is, as we all know, that no one is safe until everyone has access to vaccinations and all nations are immunised.
Sadly, instead of supporting lower and middle-income countries, our Government have actively blocked them from making their own vaccines and have continued to oppose a waiver on intellectual property rights. I would therefore like to hear the Minister respond to the concerns that she and her colleagues are continuing to block solutions to the covid pandemic, given the severity of the crisis affecting both the NHS and the economy as a result of rapidly escalating levels of omicron cases. Denying lower and middle-income countries full, unfettered access to vaccines is incredibly short-sighted and will lead to a situation whereby our own population will remain at risk.
A global disease needs a united, global effort to eradicate it and reduce the risk of further mutations. An intellectual property rights waiver is therefore a vital way to achieve that, and we must follow the lead set by the Biden Administration in supporting that. The Government abolished the Department for International Development. That was extremely short-sighted and regressive, and will ultimately cost many, many lives. What happened was shameful. To put the situation into context, in a six-week period over November and December, the EU, UK and US all received more doses than African countries took stock of in the entire year. That is truly shocking.
Some 700 million doses of the vaccine were delivered instead of the 2 billion that were promised through the COVAX programme by the end of the last year. Does my hon. Friend agree with me that what is inherently wrong with the COVAX programme is that it has an unequal distribution embedded in it, and for that reason ensures that facilities that are given exclusive licences are over-relied on. Facilities can also implement export bans in their countries to stop the vaccine being distributed more widely.
My hon. Friend makes a very important point, and I fully agree with her.
I will finish on the point that, despite having already made billions in profit, Pfizer and Moderna continue to refuse to share the new generation of vaccine technology with the World Health Organisation’s mRNA hub in South Africa. That is a major concern, and little appears to have been done since Amnesty International urged Governments, including our own, to deliver 2 billion vaccines to low and middle-income countries before the end of 2021. The continued failure to act will fuel an unprecedented human rights crisis and lead to an untold number of deaths in those countries. We must do more, and the Government have to do a lot better.
