Absolutely, and I will cover that in my speech. Contact has found that 85% of families missing out on their free school meals entitlement reported that this has hugely increased pressure on their weekly budgets. Last year, I met my constituent Irene, along with a representative of the charity Contact, and they talked to me about why so many disabled children are missing out on free school meals and what can be done about it.

My constituent’s son, aged 15, is severely autistic and has avoidant/restrictive food intake disorder. Since the age of six, he has been at special school. He cannot eat the school food, because of his highly restricted diet. He mostly eats bread, butter and sometimes a bit of cheese and ham. For him, it is about the sight and texture of the food as well as the taste. That means that his mum has always made and paid for his packed lunches, even though he has been eligible for free school meals throughout his school life, which has been over a decade.

As Natalie highlighted in her interview this morning, it was only during lockdown that many families received their free school meals in the form of supermarket vouchers. The vouchers were cut off after schools reopened, and children were once again wrongly denied the free school meals to which they are entitled. We know that support can be given, so that is inexcusable.

I represent a constituency with one of the highest rates of child poverty in the entire country, and we know only too well that the current situation is compounded by the SEND funding crisis. Does my hon. Friend agree that a simple solution to the problem would be to update the Government’s FSM guidance to make it clear that schools must make reasonable adjustments, such as ensuring that supermarket vouchers can be made available, and to write to all schools to make sure that they communicate that more widely?

I thank my hon. Friend for that point, with which I absolutely agree and which I will cover later in my questions to the Minister.

We know that support can be given. It is therefore absolutely inexcusable that I am standing before the Minister today to tell him that 164,000 children are not receiving their free school meals. Research carried out by Contact in March 2023 with 1,500 families found that there are different reasons why disabled children cannot access their free school lunch. That includes 60% who cannot eat school meals due to their health condition, dietary requirements or sensory processing difficulties, 22% who are off school because of a long-term medical condition or illness, and 18% who are not in school because they have an education package provided by the council or are waiting for a suitable school place. Many parents are incorrectly being refused food vouchers as a reasonable adjustment; others are being asked to travel miles to pick up a food parcel that does not include food that their child can eat. Families should not have to face that battle.

I am not sure of the status of those two schools, but if their questionnaires have been provided and they are on the suspected RAAC list, there will be surveyors going in in the next couple of weeks. At that point, if they are identified as having RAAC, we will immediately take action similar to what we did last week with the 104. Parents will be informed immediately if that action has to be taken, but, as I said earlier, two thirds of schools that are suspected do not turn out to have RAAC.

Seven Mills primary school in my constituency was found to have RAAC following an inspection earlier in the year. It is a small school and has had to close its main hall, which is its biggest space. I visited the school last Friday and saw for myself the logistical challenges that the school leadership have had to overcome at such short notice to ensure that they can deliver teaching, school lunches and physical education from other spaces. While the school is not one of those most severely impacted by RAAC, I am concerned that schools in this category, which at present are able to remain open, will be left behind in capital works and in receiving the associating DFE funding and support for those works. Every school impacted by RAAC needs to be remedied as quickly as possible, so what assurances can the Secretary of State provide that schools that are currently able to remain open will not have to endure disruption for a longer period because they may be deemed a lower priority?

It is our intention that all the schools remain open as much as possible and we expect that most of them will. I thank the headteacher and all of the staff at the hon. Lady’s school, because they have worked very quickly, they have done a lot to make sure that they move things around within the school system so that they can keep children learning and they have been flexible. If there is disruption that is incurring costs, or if they wish to access temporary accommodation or other costs, they can talk to the Department for Education and see whether they are eligible for that programme.

It is a pleasure to serve under your chairmanship, Sir Graham. I congratulate my hon. Friend the Member for Streatham (Bell Ribeiro-Addy) on securing this debate and thank the Backbench Business Committee for granting it. It is an important debate, and I look forward to us continuing it in the main Chamber.

As we all know, Black History Month is a chance to celebrate and reflect on the many achievements of the black British community here in the UK. This year, it is also important to celebrate black Britons across the country who have faced huge challenges as a result of the pandemic.

Whether we know it or not, we are all affected by the brave men and women who have gone before us. I am proud to stand on the shoulders of so many of those greats—women such as the abolitionist Mary Prince, the first black woman to have a memoir of her experiences of slavery published in the UK; the amazing Mary Seacole, whose statue stands tall just over the river at St Thomas’s Hospital; Lilian Bader, one of the first black women to join the British armed forces; and the activist and campaigner Olive Morris, who was born in my Battersea constituency.

As I mention those great women, I must also mention John Archer, who was elected in Battersea in 1913 as London’s first black mayor. In his election victory speech, he rightly cited his election as a critical moment for racial equality. Being a Bristol girl, I must certainly also mention those who led the Bristol bus boycott in the 1960s: Paul Stephenson, Roy Hackett and Guy Bailey, who was my youth worker when I was growing up. Their campaign led to the overturning of that racist colour bar, and the boycott also paved the way for the Labour Government’s Race Relations Act 1965.

Learning about our history is essential. That is why, this time last year, I called for black history to be part of the national curriculum, so that all children are taught about black British history. There are great examples where this is already happening, such as St George’s Church of England Primary School in my constituency. At this point, I pay tribute to The Black Curriculum social enterprise, which is helping to deliver black history across the UK. As we have all said today—and I know we all agree—black history is British history, after all.

This year’s Black History Month comes 40 years on from the New Cross fires in south-east London—a tragic event that killed 13 young black people between the ages of 14 and 22. I think we would all agree that their lives had not even begun. It is also 40 years on from the uprisings across the country, including in Brixton, Liverpool, Birmingham and Manchester, in response to the devastating reality of many black people in the UK: mass unemployment, poor housing conditions, police brutality and racism. My right hon. Friend the Member for Hackney North and Stoke Newington (Ms Abbott) alluded to the Scarman report, which was commissioned as a result of many of those uprisings in the 1980s.

We should therefore ask the question: how far have we come in our fight for racial justice? Last summer, we were all captured by the Euros, when our brave England team proudly took the knee in solidarity and a call for an end to racism and injustice. Sadly, though, rather than supporting them, their Government chose to sow division and hatred, which led to the ugliest and most awful racial abuse of Marcus Rashford, Jadon Sancho and Bukayo Saka at the European cup final. My heart went out to them. As the older sister of a professional footballer, I could only imagine how their families must have felt.

Those young men and the rest of the England team united our nation, in all its diversity and difference, and showed the best of modern Britain. However, sadly, we still face deep-rooted inequalities in health, education, employment, immigration and our criminal justice system. In maternal health, we know that black women are four times more likely to die during pregnancy or childbirth. In the labour market, unemployment rates are up to four times higher for black people. School exclusion rates are five times higher for black Caribbean pupils in some parts of the country. We must be honest about that reality, and the Government must be bold in their response. Unfortunately, to date they have not been.

My hon. Friend has mentioned some important, though depressing, statistics about the reality of things in the country today. To add to that, there are fewer than 200 black university professors among 23,000 in the UK. Does she agree that that is a shameful figure, and one that needs bold action from this Government?

My hon. Friend is absolutely right. We must address the issue of representation in education, right the way from school through to colleges, universities and at professor level. Perhaps the Minister, in his response, can address the point on those disparities in the education system.

The Commission on Race and Ethnic Disparities report, catalysed by the brutal murder of George Floyd and by the Black Lives Matter movement in 2020, was an opportunity for this Government to tackle structural racism. Instead, they produced a divisive and now discredited report seeking to deny the extent of structural racism.

I could not agree more. I have the University of Suffolk in in my constituency, whose students have visited Parliament, and I was very happy to receive them. It provides a good opportunity for university students to engage with their elected representatives and understand how Parliament operates.

The £9,250 fee means that those leaving university have an average debt of £45,000. It is not a particularly pernicious form of debt, but it still has interest applied to it. That debt has to be paid over a number of years, often decades. In fact, it is thought that only 25% pay it back in full—the interest and the amount borrowed—while 75% do not. The concern about the level of fees is that it could put off young people from the most disadvantaged backgrounds from attending university. The Education Committee published a report not long ago on white working-class kids, and found that they were the least likely of any group to be represented in higher education, with only 12% of white boys eligible for free school meals ending up in university. I think the percentage was slightly higher for girls, at around 15% or 16%. That is a point that the Government need to consider.

Repayment does not kick in until someone is earning £28,000, but that can still be difficult for people who are trying to get by. As I saw when I was trying to get a mortgage, it is taken into account by mortgage providers. It does not impact a person’s credit rating, but it does impact their likely success in getting a mortgage. I have sat there and looked at my monthly outgoings and ingoings, and clearly, if a certain amount is going out over a long period, that does not make it any easier to get a mortgage.

There are two slightly separate issues here. There is the question whether, in the medium to long term, tuition fees should be decreased, but there is also the impact of the pandemic and the question whether or not there should be a partial or full reduction for young people who have been impacted by the pandemic over the last 22 months. It is important that we bear in mind how young people and their mental health have been impacted.

We know that university is not just about the academic side of things. It is also about the social side of things. For many young people, the experience of going to university is transformative in terms of their outlook, personal development and access to university societies and everything else. I was fortunate when I went to university. The first year enabled me to get used to living in a large city, away from my family. Of course, the first year is when students make friends, and they are often the people they live with in their second and third years. I feel great sympathy for young people who have had that opportunity taken away from them.

I have also on occasion been quite critical of some universities, lecturers and university unions that in my view have not always done everything they can to get back to proper, in-person teaching. My understanding is that, at the start of this term, only four out of the top 27 universities had actually gone back fully to in-person teaching. I question whether that is appropriate, and I also question whether now is the time to be talking about strikes, when university students have already had their education impacted so much. I appreciate that often it is a hybrid approach, whereby seminars and tuition are done in person while lectures are done online, but I also talk to many university students who would really appreciate in-person lectures because the virtual ones are no substitute for accessing lectures given by experienced academics. It is not quite the same level of tuition as they were getting before the pandemic. In fact, a Times survey of students who started university before the pandemic showed that 60% thought that their education had been either severely or moderately impacted during the pandemic. I think that many students share that view. I understand that some universities have made arrangements for partial reductions, but I am not sure how significant that is and, of course, the majority of universities have not done that.

I have some concerns about whether decreasing tuition fees from £9,250 to £3,000 would be the right thing to do in the long term. As I said earlier in my speech, 75% end up not paying back their debts in full. Currently the Government lend £17 billion in loans. In March 2021, I believe that the outstanding amount was £141 billion, which is a significant amount of money. If we decrease the £9,250 to £3,000, who would fund that? Would it be the taxpayer? Ultimately, I think that is what we would be looking at: more taxpayer subsidy for university education.

Interim results of a Muslim Census survey show that almost 10,000 Muslim students are foregoing university or are being forced to self-pay. In 2013, the then Prime Minister, David Cameron, committed to looking into options for alternative student finance for those who want to access higher education but not pay interest. Does the hon. Gentleman agree that it is high time that the Government pick up that work from 2013 and look at and present the options for the many students affected across the country?

I do think it is important that the Government look at access to university education and ways of making it more affordable, but I also believe that the taxpayer is a key stakeholder. I will come on to that very shortly. There is a fundamental question whether we think it is the right thing for 50% of people to go university. That was the aspiration of the last Labour Government and I am glad that the current Government abandoned that 50% target. I do not think that that was the right thing to do. Many of those 50% going to university will benefit from it, get skills and qualifications, and make a very positive contribution. However, the reality is that, because the education system has not in the past created multiple pathways for young people, including technical education or an apprenticeship, young people kind of meander aimlessly into university, under pressure from their school and their parents, when university is perhaps not right for them. There is no God-given right to go to university for three years, perhaps to study a course that is not of great benefit to the country, so I question whether that is the right approach.

It is critical for levelling up that we invest in apprenticeships and skills. For those growing up, there should be an academic pathway, and those convinced that that is the route for them should be encouraged to go down that route, but people should not end up in university simply because there is no alternative, which often happens. If we are arguing for greater taxpayer subsidy of university education, surely it is reasonable for the taxpayer and the Government to have a far greater say in who goes to university, what they study and how that benefits UK plc, because at the moment there is not always a sense that that is the case.

I think there is great sympathy from all Members for what university students have had to go through over the last 22 months, and there is a reasonable case for their not having to pay full tuition fees for what has been a disrupted educational experience, with almost none of the same advantages, in terms of societies and socialisation. However, in the long term, the Government are right to focus on the further education White Paper and on getting rid of the 50% target, and realising that it is not all about university. It is not unreasonable to consider the taxpayer. Often, those on reasonably low incomes, who work hard, actually subsidise the university education of people from more privileged backgrounds, who may or may not be undertaking a course that is beneficial to UK plc. That is not reasonable.

I do not support the petition with the higher education system as it is currently is. If we had a much smaller pool of university students, perhaps we could consider it at that time, but I do not believe that it is in the taxpayers’ interest to back this petition.

It is a pleasure to serve under your chairmanship, Ms McVey.

I know from speaking to students that many face extreme financial hardship as a result of the covid-19 crisis. In fact, the National Union of Students criticised the Government for ignoring the needs of students throughout the pandemic, but this goes back further, because successive Conservative Governments have failed our young people, who have been disproportionately hit by austerity. Under the Tories, young people have struggled, even when they are in work, to get a decent start in their adult lives. The Tories have run down our aspirations and standards and shattered our local communities, so that people increasingly believe that young people’s lives will be worse than their own generation’s.

This is not just about education maintenance cuts, enormous hikes in tuition fees and the burden of soaring debts. The whole current university system compounds inequality. In particular, a 2017 report found that students from poorer backgrounds are deterred from applying to university due to the fear of student loan debt. Meanwhile, in recent decades universities have been treated as private businesses, left at the mercy of market forces while top salaries soar, so it is no coincidence that the University and College Union is currently balloting staff at over 150 universities across the UK on cuts to pensions, pay and the attack on working conditions. As Jo Grady, the UCU general secretary, said:

“If the government pushes through regressive student loan changes,”

it would be

“a tax on education and aspiration.”

Any move to lower the salary threshold at which students repay their loans would be regressive and would further risk less-privileged students being put off entering higher education. At a time when the economy is crying out for a skilled and educated workforce, it makes no sense for the Government to deny young people access to the education that they need.

I agree that tuition fees of £9,250 a year are just too high—I oppose tuition fees altogether. The lesson from the Government’s tuition fee fiasco is simple: use progressive taxation, by taxing wealthy working adults, to invest properly in public universities. That way, every student can access free higher education. We all benefit from an educated society. Education fosters and nurtures people’s talents, and overcomes injustice and inequalities.

Does the hon. Member agree that sometimes young people have ended up in university when they could have been better off doing an apprenticeship or engaging in technical education?

I agree that a number of different options should be, and are, available for students across the country, but a significant number of young people who would like to go into higher education do not feel that that option is open to them.

Education fosters and nurtures people’s talents, overcomes injustice and inequalities, and helps us to understand each other and form social connections. I am proud that Labour’s 2017 and 2019 manifestoes committed to ending the failed obsession with the free market in higher education, to abolishing tuition fees, and to bringing back maintenance grants at the required level. Education must be a universal right, not a costly privilege. A thriving higher education sector is critical to our economy, our culture and, ultimately, our future.

Thank you, Madam Deputy Speaker, for the opportunity to speak in this important debate.

I want to begin by paying tribute to all the young people whose courageous and passionate protests secured major and justified U-turns from the Government. Much has already been said about the impact of the fiasco, so in my short contribution I shall focus instead on the issues that are still outstanding as a result of the decisions and U-turns—because the issue is not over or resolved. Indeed, I and countless colleagues continue to be contacted by students who have had no choice but to defer their place at university entirely because of the handling of the results.

First, some BTEC students have still not had their grades. Can the Secretary of State provide clarity and an assurance about when all BTEC students will have their results? Given the way that BTEC students are often stigmatised and treated as a class of their own in the education system, they truly deserve an apology.

Secondly, days before the fiasco unfolded, the Minister with responsibility for exams reassured MPs in a meeting that there was no evidence to suggest that the attainment gap had widened in any way during the pandemic. I remain very concerned that those from disadvantaged groups—primarily those of black, Asian and ethnic minority backgrounds—have been disproportionately affected as a result of the previous performance of their institutions impacting their grades. What assurances can the Secretary of State provide that every single student and institution has had the support and information to appeal and will be supported through that process?

Thirdly, the significant financial challenges across the entire education sector have been exacerbated by both coronavirus and the Government’s handling of the exams fiasco. What plans are there to ensure the stability of the sector?

The answers to those questions are crucial to ensuring transparency, and they are the key to ensuring that there are no repeats of this mishandling in any future processes. It is increasingly clear that we need a long- term review of the assessment methods used to award qualifications, including the possibility of more coursework, and systematic—

I add my comments to those that have already been made in the House today regarding the reports of the Government’s U-turn, and also pay tribute to Marcus Rashford and his powerful testimony of his own experiences of free school meals growing up in a single-parent household. All of this comes after so much campaigning and arguing for something so simple: making sure that children who need food get it. All of this also comes after years of austerity, which has had a devastating impact on ethnic minorities, with around 45% of black, Asian and ethnic minority children now living in poverty.

It is imperative that we join up the dots. The Public Health England report into the disproportionate impact of the covid-19 crisis on certain groups, which has finally been published, recognises that factors such as racism and social inequality may have contributed to increased risks of those in BAME communities catching and dying from the virus. In truth, it has been clear to anyone who has wanted to know that systemic economic inequalities mean that ethnic minority communities are at higher risk of being in poverty and so are particularly disadvantaged by the health crisis that we have endured.

It has now been weeks since the part-censored review, reluctantly commissioned by the Government, finally officially identified major inequalities, including the alarming statistic that Bangladeshi people face around twice the risk of death. Many of us are very concerned that it has taken months for the Government formally to recognise what has been widely noted and commented on and that action still has not been taken, yet decisions and policies are still going ahead without a clear and transparent examination on how they will affect particular groups and without confirmation that the situation for BAME people will not be made worse.

I was astonished to learn that a full regulatory impact assessment had not been prepared for yesterday’s statutory instrument on health regulations, the Health Protection (Coronavirus, Restrictions) (England) (Amendment) (No. 3) Regulations 2020. This is basic stuff. Let me be clear: this is not about what is technically correct according to bureaucratic rules; it is about what is morally just and correct. This is not about the game of power, but rather it is a question of justice.

Will the Secretary of State clarify what assessment his Department has made of the impact of the original decision not to roll out the national voucher scheme over the summer on black, Asian and minority ethnic children and their families and those with other protected characteristics under the Equality Act 2010? Will the Government commit to taking on the message that people across the world are crying out for those in power to understand, which is that, if black lives matter, every policy should be assessed before it is taken forward on how it will impact on different groups. This should be a meaningful and comprehensive process, and it should be made public.

I feel as if I could be in danger of starting to draw up a list at some stage of who those key workers are. That will be done by the Cabinet Office and made available from tomorrow, to give those people clarity and ensure that school leaders have a clear understanding of who those key worker groups are.

Many of my constituents live in incredibly overcrowded households. Grandparents will find themselves looking after children from Friday onwards, while parents who are not key workers will be going to work. Social distancing and self-isolation is practically impossible in those situations. What guidance and advice can the Secretary of State give in that regard?

We very much recognise the challenges that many families will face. We have had to prioritise in taking every action possible to stem this virus. That is why we have taken this action, with a deeply heavy heart. Key workers’ children and vulnerable children account for approximately 10% of the school-age population, and we will be looking at provision for them. We have to look at what action can be taken to stem this virus, and the scientific advice is that this is the best step to be taking.
