Commons ChamberI thank my hon. Friend for welcoming me to his constituency over the weekend to meet Thames Valley police and his excellent police and crime commissioner, Matthew Barber. They are leading brilliant work when it comes to rural crime. He is absolutely right. I believe in the broken windows theory of crime prevention. It is essential to take a zero-tolerance approach to so-called lower-level crime. As I said, there is no such thing as petty crime. It leads to more serious crime and more criminal behaviour. The antisocial behaviour plan is vital to stamp it out at the earliest possible opportunity.
The Home Secretary already knows that antisocial behaviour and nitrous oxide abuse, in particular, wreaked havoc along our beautiful seafront in Southend and Leigh-on-Sea last summer, so I warmly welcome these steps to ban nitrous oxide and use hotspot policing. I thank her for meeting me and listening to my concerns, and those of colleagues across the House. Southend police welcome the moves and have two questions: will the legislation be in place to avoid our seafront being blighted this summer, and will our wonderful ice cream sellers and ice cream parlours be excluded from the ban, as I am sure they will be?
I thank my hon. Friend for her indefatigable campaigning to ban nitrous oxide and take a tough approach in response to that devastating drug. She is absolutely right that there will be exceptions to the prohibition for legitimate, lawful and proper uses; we do not want to stop the industrial use, the commercial use or the medicinal use of any substances. Ultimately, my hope is that the sight of these canisters on the ground, blighting our communities and making our places ugly, will become a thing of the past.

Member for South Shields (Mrs Lewell-Buck), the Government have spent £340 million in the last three years directly to tackle knife crime, and, contrary to the hon. Lady’s question, that is yielding results. Hospital admissions for injuries caused by knives have dropped by 19% in the last four years, and violent offences, as measured by the crime survey—the only statistically approved measure of crime—have come down by 38% since the last Labour Government left office.
Like the public, I want common-sense policing focused on keeping people safe and driving down crime. The disproportionate recording of non-crime hate incidents must not be used to inhibit free speech. We must be very careful about what is kept on an individual’s record. That balance has not always been struck, so I introduced a new code of practice on non-crime hate incidents and the recording and retention of personal data. It introduces new safeguards so that personal data may be included in an NCHI record only if the event is clearly motivated by an intentional hostility and where there is a real risk of significant harm to a group or an individual. Those changes are endorsed by outstanding police leaders such as Stephen Watson, the chief constable of Greater Manchester police, and I hope that the whole House will get behind the draft code.
Last summer, teenagers abused hundreds of canisters of nitrous oxide along Southend seafront. Today, firefighters have reported cutting people out of vehicles because of nitrous oxide abuse behind the wheel. Given the severe effects of such abuse, will my right hon. Friend consider taking tougher action to restrict the sale, possession and abuse of nitrous oxide in the UK?
I know that my hon. Friend has been a powerful advocate on this subject, as well as on the issue of dangerous weapons, and I pay tribute to her for her brilliant work. The Psychoactive Substances Act 2016 provides police with the powers to clamp down on the supply of nitrous oxide for non-legitimate use, but she is right, and I am clear, that the use and proliferation of nitrous oxide is unacceptable, and we will announce new measures soon.

Commons ChamberI actually joined a dawn raid with the National Crime Agency a few months ago as it was going to arrest a people smuggler. There is a huge programme of work ongoing to ensure that there is proper intelligence sharing, proper resource and adequate funding to take a tough line against the criminal, evil people-smuggling gangs.
Constituents in Southend West will warmly welcome the fact that this Government are taking a clear stand against illegal immigration, breaking the business model that the vile people-smuggling gangs depend on and stopping the boats. However, one of the most common complaints I hear on the doorstep is about expensive hotels housing asylum seekers while homelessness, sometimes including our armed forces veterans, is on the rise. Does my right hon. and learned Friend agree with me that that is not just unfair on the British taxpayer, but deeply unfair on those genuinely in need who are waiting patiently and legally for a roof over their heads?
My hon. Friend is absolutely right to speak for the good people of Southend West in the way she does. The reality is that we have far too many people coming here. They put pressure on our accommodation, and therefore we are now forced to accommodate them in the expensive hotel estate. That cannot continue. It is costly, it is inappropriate and, frankly, it is unfair on the asylum seeker, because it is no fit place to stay for an indefinite period of time.

Over Christmas, a 17-year-old boy in Leigh-on-Sea was able to buy a terrifying 2-foot “zombie knife” machete online and have it delivered directly to his door. Does the Minister agree that we need to close the loophole regarding the definition of zombie knives, and get them out of circulation once and for all?

Commons ChamberThe Labour party voted for minimum sentences for rape—to increase sentencing for rape. It does not matter what the sentencing powers are, however, if nobody is being prosecuted and sentenced in the first place; the number of people who are being prosecuted and sentenced has plummeted. Victims are not getting justice and record numbers of victims are giving up on the criminal justice system, because they have been so badly let down after 13 years of Conservative Governments. How can a prosecution rate of 1.6% be anything other than a total shame and dereliction of duty by the Conservative Government, Conservative Home Office and Conservative Ministers?
Let us remember, too, that the Conservatives voted to cut Labour’s counter-terror powers and ended control orders so that the terrorism prevention and investigation measures that replaced them are barely used. They also voted to cut Labour’s antisocial behaviour powers, so what is left is barely used. We hear that they now want to do something more on antisocial behaviour, because they are fed up with nuisance neighbours holding loud parties or with risky behaviour in the streets or in our cars, and they are thinking about bringing in more fixed penalty notices.
Well, the Prime Minister certainly knows all about fixed penalty notices. He is the first ever Prime Minister to ratchet up not just one but two penalties for law breaking in the space of 12 months. He is surrounded at the Cabinet table by multiple rule breakers and other repeat offenders, and he chose to ignore warnings about rule breaking by four of the Cabinet Ministers he appointed. As his Home Secretary and Justice Secretary—the two jobs most responsible for establishing respect for the rules and enforcing the law—he has chosen two people who he was warned in the autumn were under suspicion for breaking Ministers’ rules.

If I believed that the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper) was out of order, I would have said so.
It is a pleasure to speak in this debate and to follow the hon. Member for Wakefield (Simon Lightwood), but I must say that neither I nor any of my constituents in Southend West would recognise the picture put forward by the Opposition today. Not only do those of us on this side of the House believe in cutting crime and building safe communities, but we have actively voted for it. That is why we introduced the Police, Crime, Sentencing and Courts Act 2022, which has the central objective of cutting crime and building safe communities. Opposition Members opposed that legislation. They opposed new laws to give the police the powers and tools they need to protect themselves and the public.
The Police, Crime, Sentencing and Courts Act includes the ability to increase sentences for those who attack our brave emergency workers. Will my hon. Friend join me in condemning Stoke-on-Trent Labour Councillor Jo Woolner, who was recently arrested for assaulting an emergency worker? When Labour said that they were fighting hard all year round in Stoke-on-Trent, none of us realised that they meant it quite literally.
I am grateful to my hon. Friend for bringing that example to our attention, as he illustrates my point and gives me the opportunity to change my glasses.
Labour Members also opposed the law that will keep serious sexual and violent offenders behind bars for longer, so they are in no position to lecture us on tougher policing. Frankly, every Labour Member who voted against the 2022 Act should be ashamed of themselves.
Making streets safer was one of my key priorities when I was elected a year ago, which is why I particularly welcome the fact we now have 16,743 new police officers, as we head towards 20,000—395 of them are in Essex and 20 of them are on our streets keeping Southend safer.
It is not just the numbers. We are also investing in police funding, which is up £1.1 billion on last year, to £16.9 billion in 2022-23. Essex has benefited from £432,000 of investment through the brilliant safer streets fund, which is already making our streets safer. The money has had a real impact on the ground, with overall crime down 10% and neighbourhood crime down 22% since 2020.
In the city of Southend, we are lucky to have a brilliant local police force. I pay special tribute to Inspector Paul Hogben and his team, who work tirelessly to keep our streets safer not only through sheer hard work but by innovating at a rate of knots. The excellent Operation Union takes an events mindset to policing our summer seafront. It was trialled last year in partnership with the council, transport networks and tourism and hospitality traders to tackle emerging issues and to prevent and detect crime. I cannot think of a better example of community and neighbourhood policing. As a result of Operation Union, we have now seen 7,437 hours of police patrols, which has led to 294 stop and searches and 106 arrests, taking criminals off our streets and making our community safer. That is not the only thing Southend police have been doing. I could mention numerous community initiatives. Operation Grip has recorded a 73.5% drop in violent crime and a 32% fall in street crime.
Unfortunately, however, one partner in Southend is not so helpful: our local Labour-Lib Dem coalition council, which is failing to keep our streets safe. Not only is it turning off our street lights at night, making vulnerable women feel unsafe, but it has taken more than a year to replace six lightbulbs on one of our footbridges, plunging women and tourists into complete darkness on a very dangerous bridge. I say to our Labour-Liberal council, “No more prevaricating. No more passing the buck. Fix our lights.”
I also made it a mission to support our police on knife crime, and I was proud to help the police obtain two new state-of-the-art knife poles, which are easy to move around and can detect all manner of offensive weapons. They have been a huge success, allowing our local police to confiscate a vast number of nitrous oxide canisters and to remove knives from our streets.
Knives take lives, and we must do all we can to remove them. Labour’s record on knife crime is abysmal. Sadiq Khan has let it rise by more than 11% in London over the past year. He is not keeping Londoners safe.
As a coastal community, Southend has its fair share of knife crime. One crime that came to my notice over Christmas involved a 17-year-old who purchased a two-foot zombie knife and had it sent straight to his door. Had our brilliant community police officers not taken the initiative to look for the packaging, they would have been unable to confiscate the knife because there were no violent images on the blade or handle, as proscribed by the Offensive Weapons Act 2019. Knives are not toys, but a quick Google search brings up any number of sites selling zombie knives with names such as Fantasy Master for as little as £40, and they can be sent direct to people’s homes. We must do more to get these knives out of homes, out of the hands of young people and off our streets. I want to see the loophole in the Act closed and I want to see us make more effort to ensure these offensive weapons, which are already proscribed under the Offensive Weapons Act, are not allowed to be sold online, manufactured or imported—it is already illegal and we must enforce that measure.
Thanks to successive Conservative Governments, overall crime is down by 50% and neighbourhood crime is down by 48%. Southend has a brilliant police force. This motion is an insult to every one of my brilliant community police officers, and for that reason I will certainly be voting against it.

Commons ChamberThank you, Mr Deputy Speaker, for calling me to speak in this important debate. May I start by congratulating my hon. Friend the Member for Buckingham (Greg Smith) on bringing this important Bill before the House today? I am delighted to be here on a Friday to support it. It was good to hear the statesmanlike manner in which he spoke on this important subject of equipment theft. It is clearly an issue that is extremely important to his rural constituents in Buckingham, and he represented them with expertise, experience, authority and understanding. Theft of equipment is also a pressing issue in my constituency, so my constituents will also be grateful to him for bringing this Bill to the House today.
The Bill seeks to prevent the theft and re-sale of equipment and tools used by tradesmen, including those in the agricultural and building trades. It is such an important and groundbreaking Bill that I would like to deal with it clause by clause. Clause 1 specifies that vehicles such as quadbikes and ATVs primarily designed for use by farmers must be fitted with an engine immobiliser. It also sets out a requirement for equipment to be marked with a unique identifier, which must be able to be easily seen and is permanent. So the clause sets up a system that is the same as the VIN system we have in cars.
Clause 2 sets out a requirement that there should be a permanent record of the details of the buyer of the equipment. That could include their name, address, phone number and email, as well as the make, model and colour of the equipment in question.
Does my hon. Friend agree with the comment I made earlier about the importance of ensuring through the record-keeping provision that records are not lost if, for example, a vendor goes out of business? I believe it is essential that any records be kept online.
My right hon. Friend makes a crucial point. The whole point of the system is that we are setting up a permanent record. If the record is to be permanent, it must be accessible and held in such a way that people’s records are not lost. In this day and age, clearly the only way is to have a proper online database.
The permanent record will also include a unique identifying number for pieces of equipment, as we have discussed in reference to clause 1. Making sure that specific pieces of farm equipment are clearly linked to a specific person or owner will ensure that when the time comes for resale, a potential buyer will be able to take the details of the person selling the equipment and check the identifying mark against the permanent record on the computer database that has been established. If they match, all is well and the buyer can carry on with the purchase; if not, that is a clear flag that the piece of equipment could be stolen and the buyer should steer well clear.
Clause 3 is equally important. It will set up an enforcement mechanism and put proper measures in place so that police and other enforcement agencies can ensure compliance with clauses 1 and 2.
By making equipment more identifiable, both physically and on the online database, we will be able to detect stolen equipment more quickly. That in turn will reduce theft because the resale market will be permanently disrupted. For those reasons, I believe that the Bill is incredibly worth while and will give huge peace of mind to our hard-working tradesmen and women all around the country. That is why the Bill has been welcomed by such a diverse cross-section of business representatives: the Countryside Alliance, which represents people throughout our rural communities, says that it “fully supports this Bill”, while the insurance company Simply Business says that the Bill represents a welcome recognition that tool theft is a big problem for tradespeople of all types.
Another reason for the Bill’s widespread support is quite simply that we have seen this type of action working in other areas, so I would like to focus on the efficacy of the Bill. Let us take the car industry as a case in point. Back in the 1980s, car theft was a real problem and many cars were regularly stolen, particularly desirable hot hatches such as the Golf GTI. By the early 1990s, car crime accounted for one in four of all crimes. Cars were sometimes stolen merely for joyrides and burned out at the end of the night, but often they were sold on. Insurance premiums for such cars skyrocketed and sales plummeted. As they were profitable types of vehicle, the car industry desperately scrabbled to find a solution.
Two major solutions presented themselves. The first was to make cars more difficult to steal in the first place. One way of doing that was with car immobilisers, which were quickly adopted. In October 1998, they became mandatory in all new cars sold in this country. However, immobilisers are not a deterrent if a thief has access to the vehicle’s key, because they can still steal the car, change the number plates and sell it on easily.
Manufacturers therefore started etching a vehicle identification number, or the car’s registration number, on each window. It made it far more difficult for people to sell a stolen car on, because even if they forged the documents and changed the number plates, they still had to expensively change every single window. Research showed that window etching was a strong deterrent to car thieves. The Home Office’s own statistics show that car thefts reduced consistently since the peak in 1992, when immobilisers and window etching became more widespread. Those facts should give Members great comfort when it comes to the efficacy of the Bill under consideration today.
It is not just the car industry that makes this powerful point. If we look at the bicycle industry, we see exactly the same thing. Denmark and the Netherlands are possibly the two biggest cycling nations in the world, but bike theft in those two countries is dramatically different. The Netherlands’ population is roughly three times that of Denmark, but in 2016, extraordinarily, 30 times more bike thefts were recorded in the Netherlands. One reason is that Denmark has a system of bicycle vehicle identification numbers. Introduced in 1942 by the Danish Government, it provides that all bicycles in Denmark must have a unique code. The VIN code is a combination of letters and digits embedded into the bicycle frame.
Since 1948, it has been illegal to sell a bicycle frame in Denmark without an embedded VIN. Police check the codes of second-hand bikes that are for sale. If someone has registered a code as having been stolen with the police, that bike can be seized and returned to its rightful owner. The dramatic differences in bike thefts between Denmark, which has a VIN system, and the Netherlands, which does not, show powerfully why my hon. Friend’s Bill is so sensible in seeking to extend the system of permanent marking to rural and agricultural vehicles, in order to protect them and prevent their theft.
The Bill as introduced today primarily aims to solve the issue of theft in rural and agricultural communities, which is clearly important. We know that the theft of tractors amounts to some £10 million each year. The Country Land and Business Association has said that, while much of this machinery is being stolen to order and quickly exported to markets overseas, a significant number of machines are being stolen to commit other crimes—so, a double criminal activity. The Countryside Alliance reported that 43% of farmers had experienced a crime committed against them in the past year.
Last year, in Essex, around £380,000-worth of agricultural equipment was stolen from 13 farms in just two months. Following investigations by our fantastic Essex police force, two men were convicted and have been sentenced to a total of six years and 10 months in prison.
The Bill is not just important to rural communities. I understand that it would allow the Secretary of State to expand its remit through secondary legislation to include other types of equipment. The tradesmen in my constituency of Southend West would be extremely grateful if that could happen. Southend West is the proud home of 3,500 independent businesses, and tomorrow we will be celebrating their amazing work on Small Business Saturday. I am sure that my hon. Friend the Member for Castle Point (Rebecca Harris), who steers Conservative Members so well through these Friday debates, would agree with me that south Essex is the home of entrepreneurs and small tradesmen. However, too often they have to suffer from crime. A shocking 78% of tradesmen have had their tools stolen, and only 1% have ever recovered their stolen tools.
Tools theft costs tradesmen in my constituency an average of £4,470 in equipment every year, with nearly a fifth of tradesmen losing more than £5,000 of equipment and tools. Indeed, earlier this year, there was an appalling spate of thefts of tools from vans around Southend, with seven incidents in just two days. As far as I know, the thieves are still at large and the stolen items have not been recovered.
This level of theft has cost the trade industry more than £2.8 billion through lost equipment and lost work. However, that does not mention the inconvenience to and destruction of individuals’ livelihoods when their tools are suddenly stolen—it takes days, if not weeks, to replace them, work is lost and income affected. I therefore ask the Minister to confirm whether the Home Office is looking to expand the provisions of the Equipment Theft (Prevention) Bill to specifically cover the theft of tools—particularly power tools—from tradesmen’s vans.
I conclude by thanking my hon. Friend the Member for Buckingham again for introducing this important Bill and allowing us the time to debate it. I wholeheartedly support it. It will be good for the whole country, and especially good for all tradesmen in Southend West.

I intend to have the most constructive approach possible with our friends in France to try to address the issue together. Our progress will always be limited if we cannot have a good relationship across the channel. A number of steps have been taken in recent weeks and months; in fact, the French authorities deter up to half the crossings attempted from French beaches, but clearly that is not enough, because far too many people still make that perilous journey. It will be an early priority for me and the Home Secretary to speak to our counterparts in France and see what further steps we can take.
I too congratulate the Minister on his new role. Does he agree that to stop totally inappropriate facilities such as the Skylark Hotel on the border of my constituency suddenly being considered for housing asylum seekers, we must not only crack down on those evil people-smuggling gangs and dangerous boat crossings, but speed up the application process at the Manston facility?
I agree with everything my hon. Friend says. It is quite wrong that the British taxpayer is paying for hotels to such a degree. We need to reduce our reliance on those hotels as quickly as possible and my right hon. Friend the Home Secretary and I will do exactly that.

Commons ChamberThe Government work to steer young people away from crime through tough enforcement and dedicated programmes. We have supported the police with investment of over £170 million in the areas worst affected by violence, and on stop-and-search powers. A further £170 million will support violence reduction units, which are fundamental in tackling the root causes of violence.
Knife crime and antisocial behaviour is, sadly, all too prevalent in Southend, as the weekend’s events showed. Our excellent local police want state-of-the-art, portable electronic knife polls, which are cheaper and more effective than knife arch systems. Does the Secretary of State agree that having those in place by the holiday period must be a priority for Southend police?
May I congratulate my hon. Friend on the assiduous way in which she has made representations to me and the Home Office directly on this issue? She has a great relationship with Essex police, which is a very robust police force on this issue. She highlighted a practical solution in terms of how knife crime can be and is being addressed through knife polls, and I have seen in her constituency some of the exceptional work taking place on that.
In the past few years, we have been working closely with the police across the whole of the UK to drive down the number of minors held in custody and the duration of that. As the hon. Lady will know, the appropriate adult scheme is in place to make sure that minors who are detained are accompanied by adults who, as I say, are appropriate. If she has specific cases she wants to raise with me, I would be more than happy to look at them, but thus far the trend has been improving.

Commons ChamberI refer the hon. Lady to the statement I made earlier. I cannot comment on the anecdotal evidence that she has given, but bearing in mind that Kyiv is obviously under siege, it is thoroughly inappropriate if anybody made that comment.
I thank my right hon. Friend for her statement, which will be richly welcomed by the Ukrainian families in Southend West I have been meeting. In particular, I welcome the digitalisation of the family scheme. My question is around that. The devil is not in the detail with digitalisation, but the scale. We currently have tens of thousands of applications being made. Can my right hon. Friend assure me that the scheme will cope with the scale we may have on it?
These are big digital challenges that we all face, there is no question about that, but we are working through assurance to ensure that systems can cope and withstand some of the wider technological and digital challenges that come from a hostile country that we are effectively trying to operate against.
