I regularly engage with universities. Just yesterday, I spoke to Universities UK and also held a taskforce with university sector representatives. We need an approach that is fair across the board to students, and also that is workable and deliverable. The hon. Member is quite right, every university and higher education institution is slightly different, so it would be impossible to create a bespoke, detailed model. Our goal has always been to get all of the student population back as quickly as we possibly can.

Students across Arundel and South Downs have told me of their disappointment with this week’s announcement. Will the Minister confirm that those students with inadequate study space or mental health or wellbeing issues may return now to their term-time address and that universities have been asked to open facilities such as libraries, catering and gyms to support those who have returned?

My hon. Friend is correct. Universities should support the return of students for mental health reasons and those who have inadequate study spaces. Universities can now reopen a number of facilities, so we have asked them to allow access to all students who are back in term-time accommodation, to safeguard both student wellbeing and to prevent isolation.

The Prime Minister announced a road map for unlocking society and our education the other week, including getting students back from 8 March if the health information allows it; that is our priority. We urge those students who are suffering financially because they are in private accommodation and unable to access refunds to contact their university, so that they can apply for the hardship funding that we have given.

I welcome the Government’s commitment of £70 million to support students impacted by this lockdown. Does my hon. Friend agree that, as the vaccine is rolled out and we are able to ease restrictions, nothing is more important than getting our undergraduates back to their universities?

We made education a priority, which includes higher education, so that students do not have to put their academic journeys or their lives on hold, and we kept a proportion of face-to-face learning going for as long as we could. I agree with my hon. Friend: I want university students back as soon as it is safe to do so, and we have a road map laid out by the Prime Minister last week to enable us to do that.

The hon. Gentleman raises the issue of testing. We are testing staff in schools twice weekly to identify any asymptomatic cases. That is an important measure that we have taken. We are helping schools with the cost of rolling that out; there is £78 million of funding available for schools to employ agency workers and others to help them to deliver those lateral flow device tests. He is right to point out that lost education is important. That is why we are supporting the Oak National Academy, which was set up by a group of teachers. We have funded it with over £4 million. The academy has had 3 million individual users, and 32 million of its lessons have been viewed online.

I welcome the Minister’s commitment that it is the Government’s absolute priority to reopen schools and get undergraduates back to university. I am reassured that he keeps open the option of returning after half-term. In the meantime, I would like to thank all the teachers and heads in Arundel and South Downs for their hard work during this crisis, and also the Minister himself for his help in getting free laptops to Upper Beeding Primary School after I raised the matter with his Department.

The hon. Lady speaks, rightly, with a passion and conviction on this issue that I share. We want to see this ended; we want to see this changed. It is not something that we can allow to continue. She will be aware of the Department’s consultation on the issue, and we look forward to publishing the results in the not-too-distant future. This is incredibly important, as these children are from some of the most vulnerable backgrounds in the country, and we have a duty as a state to do everything we can to protect them.

The purpose of the Office for Students is that

“every student has a fulfilling experience of higher education”.

In the light of the current difficulties faced by undergraduates, will the Secretary of State commit to a post-covid review of the OfS?

Over the past few weeks, we have seen the danger—indeed, the folly—of having put all the eggs into one single, end-of-year final-examination basket. That innovation was, of course, introduced under the current Chancellor of the Duchy of Lancaster.

We can learn from the mistakes of the summer only if the Secretary of State and the Prime Minister come clean, and today I offer them the chance to do so. Last week, Ofqual gave evidence to the Education Committee about how the decision to cancel exams and award grades by algorithm was taken. I am concerned that there is some inconsistency between Ofqual’s version of events and statements that the Secretary of State made to this House, so will he put the facts on the record today? I am sure he will seize the opportunity to do so.

First, will the Secretary of State explain to the House how the decision to cancel exams and use calculated grades was taken? Roger Taylor, chair of Ofqual, told the Select Committee that Ofqual first advised Ministers back in March that its preference was to hold socially distanced exams; failing that to delay exams; or, if necessary, to award a teacher certificate, rather than using a system of calculating grades. Roger Taylor also said:

“It was the Secretary of State who then subsequently took the decision and announced, without further consultation with Ofqual, that exams were to be cancelled and a system of calculated grades was to be implemented.”

Will the Secretary of State now make clear to the House when he took the decision to cancel exams in 2020? What other options were presented to him? Why did he reject them? Is Roger Taylor right to say that the Secretary of State made that decision unilaterally, without further consultation with Ofqual? In his statement to the House last week, the Secretary of State said:

“Ofqual had put in place a system for arriving at grades that was believed to be fair and robust.”—[Official Report, 1 September 2020; Vol. 679, c. 42.]

Of course, it turned out to be anything but, but is it really right to say that Ofqual put the system in place, or was it done because of the Secretary of State’s decision? If so, he needs to take responsibility for the consequences, which he had been warned about. Ofqual said that as early as 16 March, it warned the Department for Education that, to quote its evidence to the Select Committee

“it would be challenging, if not impossible, to attempt to moderate estimates in a way that’s fair for all this year’s students. Everyone, throughout the process, was aware of the risks.”

A former senior official in the Department for Education, Sir Jon Coles, also met the Secretary of State weeks before results day to raise concerns about the approach adopted. Will the Secretary of State tell the House when that meeting took place, what concerns were raised and what action he took as a result of it? The Minister for School Standards told the House on Monday that the problem was simply passed over to Ofqual to deal with, but does the Secretary of State accept that, ultimately, he is responsible for the chaos that followed?

I have always been clear, and the leader of the Labour party has always been clear, that students must return to class this September, and we are very pleased that the vast majority of schools have returned and children have returned to the classroom. The important task for the Secretary of State now is to keep them there. We must all be concerned, I believe, about the very swift picture we are seeing of children being sent home because of outbreaks. In the absence of a reliable and rapid testing and tracing system, schools are placed in an impossible position.

Speaking for myself, one thing I know I certainly gained during the lockdown was, sadly, weight. I recognise that, as children get back into school, it is incredibly important to make sure that they have that broad and balanced curriculum and proper and full access to sporting activities. The hon. Lady will just have to pause a little, because we will be bringing absolute clarity for all schools on this issue exceptionally shortly.

Parents across West Sussex will welcome today’s announcement, particularly as it relates to children with special educational needs. Can I also congratulate the shadow Education Secretary on her recent appointment? Does the Secretary of State agree that no one wants to see children used as political pawns and that we may now see a more constructive approach from the Opposition?

We are all united in the desire to see that every child gets the brilliant education that so many of us have benefited from, and we will always work together, and my door is always open to anyone, to ensure that we deliver the very best education for every child. It is a great pleasure to follow my hon. Friend the Member for Newbury (Laura Farris) and to congratulate my hon. Friend the Member for Rother Valley (Alexander Stafford) on his virtuoso maiden speech, proving that his constituents made an extremely wise choice. I am pleased to be able to speak in today’s debate, and congratulate the hon. Member for Salford and Eccles (Rebecca Long Bailey) on securing it. Our children have only one chance at childhood and one chance of getting the education they need. Education, as we Government Members know, is the best way out of poverty. It is the best way of levelling up and sometimes, sadly, it is the best escape from a home that lacks the love and support that we all want for our children but is not always available. That means that teaching is among the most important vocations in society. Teachers are the people we trust to bring up our children, to inspire them, to teach them our shared values of tolerance and respect, and for the environment—

As a former teacher, I absolutely agree about the value of teachers. Does my hon. Friend also agree that, while the support for free school meals is extremely welcome, the best thing we can do for the long-term futures of our children is to get them back into school in front of teachers—the professionals who know how to educate our children—and we will close that attainment gap?

My hon. Friend makes, characteristically, the apposite point. I want to thank all the teachers and heads across West Sussex for their huge efforts made all year round, but particularly during the pandemic. I am pleased to report that all schools in my constituency of Arundel and South Downs are open to at least some year groups. In particular, I want to pay tribute to the parents, pupils and staff at Clapham and Patching school in my constituency, who only yesterday learned the wonderful news that they have saved their 200-year-old village school from closure. I congratulate the excellent South Downs Education Trust, which put forward the successful proposal to maintain the school.

As other Members have said, a hungry child is not a learning child, and is a tragedy that we should not accept in our society. I welcome the Government’s announcement today adding to their very extensive support in this area. I want to highlight the national school breakfast programme, which gives thousands of children in some of the most deprived areas the opportunity to attend a breakfast club. That programme so far reaches 1,800 schools and serves a free nutritious breakfast every school day to 280,000 children.

It is working. A systematic review of the effects of breakfast carried out by the University of Leeds found a positive correlation between breakfast consumption and children’s cognitive function, including improvements in a child’s attention, memory and executive function. In 2016, the Education Endowment Foundation and the Institute for Fiscal Studies carried out a randomised control trial and found that pupils in schools supported by the school breakfast programme made an amazing two months of additional academic progress over the course of a single year. In supporting today’s motion, I congratulate the Government on that valuable scheme, as well as thanking the charities Family Action and Magic Breakfast for all that they do to deliver it.
