Commons ChamberMy hon. Friend raises a very interesting point here. The Development Bank of Wales, which is owned ultimately by the Welsh taxpayers, should be there to support businesses through cost of living pressures. It was able to make a £400,000 loan to a company that was then able to turn round and add £200,000 back into a political donation to enable the First Minister to win the Welsh Labour leadership election. It is a very good question, but it is not a question for me; it is one that should be answered by those on the shadow Front Bench. On this matter, they have been very silent indeed.
Small businesses, particularly those in retail and hospitality, are directly affected by cost of living challenges coming from covid and the energy price spike from the Ukraine conflict. The Chancellor has, therefore, introduced a 75% business rate relief scheme in England, which is supporting businesses in England. Does my right hon. Friend the Secretary of State share my concern that that funding is not being used to the same degree in Wales, and that business rates in Wales are only being relieved at a rate of 40%, so businesses are paying more in tax?
My right hon. Friend is absolutely right. The UK Government made certain that the money for the business rate discount was passed on to the Welsh Labour Government, but instead of passing it on to the pubs, restaurants and small businesses that are so vital to communities in Wales, they have decided to spend it on other matters, such as the one they are voting on today. As a result, the average pub in Wales is paying thousands more in business rates than a pub just across the border in England. That is absolutely scandalous, and I urge the Welsh Labour Government to think about where their priorities are.

Commons ChamberThere have been three rounds of levelling-up funding. The hon. Gentleman should know that there are growth deals across the length and breadth of Wales, covering every single constituency; that there are special projects being backed in areas such as Newport; and that there is an investment zone and a freeport in Port Talbot. Constituencies the length and breadth of Wales have benefited from the many projects that this Government have put forward. I appreciate his concern for that project in his constituency, and I suggest that he might look at shared prosperity fund money in future.
My right hon. Friend is well aware that the Chancellor has extended business rate relief at the rate of 75% here in England, but of course the Welsh Government are refusing to pass that money on to small businesses in Barry and Cowbridge in my constituency. Does he not think it completely unfair that a business in Bristol or Cornwall will pay a lot less in business rates than a business in Barry or Cowbridge?
My right hon. Friend is absolutely correct. It is extraordinary that the Welsh Labour Government, who are receiving this funding in order to support small businesses in Wales, are failing to pass it on. As a result, the average pub in Wales will pay more than £2,000 more in business rates than a pub in England. The Welsh Labour Government must do more to support small businesses in Wales.

I want to say something about those 3,000 people. I worked in a steel plant myself. I worked in Llanwern when I left school, so I am directly involved in this and I feel it. I say to the workers that I have met the trade unions on a number of occasions. In fact, I will cancel what I am supposed to be doing next and I will go out there in the Public Gallery and meet the workers, with the hon. Member for Aberavon (Stephen Kinnock) and anyone from the unions, to explain the Government’s commitment.
There is £100 million on top of the £500 million, which will be there for the community in Port Talbot. It will be there to develop infrastructure to get other companies in. But the most important thing, and the hon. Gentleman knows that I have said this in the transition board meetings, is to ensure that anyone and everyone who loses their job has the absolute maximum opportunity to retrain and do anything that they want to do as far as retraining is concerned—to help to set people up in businesses, to get them licences, to get them any training they want. There is a massive commitment from the UK Government to that and we will not turn our backs on the people of Port Talbot.
My right hon. Friend is making an extremely powerful and factual case, rather than some of the wilder claims that have been made. Bearing in mind that this is a devolved responsibility, is he aware of any capital sums that the Welsh Government are making available to support the community?
The Welsh Government have made it clear that they are not able at the moment to put in the sort of money that would be needed to come up with any kind of different plan. There is no other plan on the table, which is why we find ourselves in the situation we are in.
I will turn very quickly to a couple of points that were made. First, on primary or virgin steel, obviously all the iron ore and coal used in the plant is being imported. We are, therefore, at this moment, dependent on other countries for our virgin steel capacity. The advantage of an arc furnace, although this is not the situation that I want to be in, is that we would not be dependent on foreign countries for the supply of steel because, as the Minister for Industry and Economic Security, my hon. Friend the Member for Wealden (Ms Ghani) pointed out, we currently export 8 million tonnes.

Commons ChamberI did not quite hear all that, but on the port in Ynys Môn, I am sure that the hon. Gentleman will take some comfort from the fact that the United Kingdom economy has grown more quickly outside the European Union than that of many nations that have remained in it. The Government have shown their absolute commitment to both north Wales and Ynys Môn through their development of a freeport project for the area and the announcement of £1 billion for electrification of the north Wales railway line, which will help to bring jobs and investment into north Wales.
Barry is Wales’s largest town, but it has been ignored by the Welsh Government for decades. It has significant regeneration challenges, like many places. I congratulate my right hon. Friend on awarding Barry towns regeneration status, but can he reassure me that that does not preclude Barry from benefiting from levelling up funding?
Obviously, I welcome the announcement, but my right hon. Friend is far too modest, since he has been knocking on the door of the Wales Office and the Department for Levelling Up, Housing and Communities for a very long time to demand extra funding for Barry. He makes a very strong case for that, and I assure him that the UK Government will continue to listen to him.

Commons ChamberI have regular discussions with ministerial colleagues about how the £330 million allocated to Wales so far through the levelling-up fund is supporting communities, creating jobs, driving up economic growth and keeping the Government’s commitment to ensure that Wales does not lose a penny as a result of coming out of the European Union.
My hon. Friend makes an excellent point. The Welsh Government’s response to the roads review gives the impression that Wales is closed for business by determining that no further road-building projects will take place. I urge them to consider the impact of not building roads on the economy and the long-term prosperity of Wales. They should consider how they might build on the record support that Wales has received through the levelling-up fund and city and growth deals by rebuilding roads and improving connectivity across Wales.
Dydd gŵyl Dewi hapus, Mr Speaker. The levelling-up fund offered prospects for communities such as Barry that had been ignored by the Welsh Labour Government for many years. In the last levelling-up fund round, however, Cardiff bay, which has received billions of pounds for regeneration in recent decades, received a further £50 million, but Barry Making Waves, which is delivering a marina project, was ignored. What hope, prospect and opportunity can I offer people in Barry for the next round of levelling-up funding?
I fully understand my right hon. Friend’s disappointment that the bid was not successful on this occasion, and I pay tribute to him for being such a champion for that particular bid and for his constituency. I suggest to him that there is going to be a third round of levelling-up funding, and I hope that local authorities that have not thus far been successful will apply.

Commons ChamberFirst, I commend the hon. Lady for her support for the hamper campaign. I believe that my office has sent out hampers, possibly as part of the same campaign that she has championed, and I am sure other hon. Members may want to do so. On the wider issue, we all accept that a Christmas hamper is not going to solve economic problems, so I refer her back to my earlier answer, which was that the Government have done absolutely everything possible to target help at the least well-off in society. That is why in addition to the inflation-linked increases to pensions and benefits, and to the living wage, the Government have made sure that those on benefits will receive a payment of £900, pensioners will get £300, and households where there are people with disabilities will get £150. We are proud of our record on doing our best for those with the least.
I welcome my right hon. Friend to his position. He just highlighted the range of generous support that has been made available to households facing the energy crisis, but park home residents are still waiting for clarification about how they will receive their support. The Government have clearly made strong, warm commitments to park home residents. When will they be in a position to explain, technically, how the money will be paid to those households?
I thank my right hon. Friend for his kind words. I note that he has raised the issue on a number of occasions. I am told that details are forthcoming imminently on that particular point, and I am sure that other colleagues on the Front Bench, who are more directly involved in that, have heard his question and will respond to him shortly.

Commons ChamberMy hon. Friend makes a very important point. The Government have already come through with a £100 payment for those who are off-grid, but I believe that there are genuine issues there, and she makes a very good point. I am sure that our colleagues in the Department for Business, Energy and Industrial Strategy and the Treasury will look carefully at what she has said.
The Minister referred to the significant increases in the Welsh block grant over the past 10 years, which equate to £120 for every £100 spent in England. In spite of that very fair settlement, accepted and recognised by the Welsh Government, health waiting lists are longer, education standards are falling compared with the rest of the United Kingdom, and the economy is growing at a much slower pace. Does he agree that the Welsh Government need to focus on the right priorities: investing in public services and getting value for money?
My right hon. Friend was responsible for ensuring that the Welsh Government got a more generous package than they had previously—£1.20 for every £1 spent in England. It is therefore very hard to understand why, under a Welsh Labour Government, health service waiting lists and ambulance response times have got longer. People have lower standards of healthcare in Wales than they do under a Conservative-run NHS in England, and Welsh Labour needs to take responsibility for that.

Commons ChamberThe UK Government are fully focused on levelling up the whole of the United Kingdom, through programmes such as the levelling-up fund. We are working closely and directly with local authorities and other local partners right across the UK to ensure that those are delivered quickly and successfully.
Is the Minister aware that Barry in my constituency and the whole of the Vale of Glamorgan did not qualify for European funds? Does he therefore accept that the levelling-up fund is a potential game changer for the Vale of Glamorgan? May I draw his attention to the excellent proposal for a marina for Barry, which would also recover some land to make available for appropriate development? May I also ask him to pay particular attention when this application comes in?
My right hon. Friend has long been a doughty champion of this scheme, as he has of many other schemes, including the seven UK community renewal fund projects that are going to be delivered in the Vale of Glamorgan and are worth more than £1 million. I simply say to him that we would encourage as many good-quality bids as possible from the Vale of Glamorgan and other local authorities in Wales.

Commons ChamberI believe that that problem was quite well publicised, so I think we are all aware of it. The rolling stock is being examined. There is no issue around safety. I do not know what the costs are. I understand the hon. Lady’s disappointment about electrification, but she will know, through her sterling work on the Welsh Affairs Committee, that there would have been enormous costs to electrification between Cardiff and Swansea and no benefits for any passengers in terms of decreased time. This Government want to spend that money where it will have the most impact and benefit for rail passengers.
The community in St Athan in my constituency was naturally disappointed, and even angry, that the Welsh Government did not include a new station for St Athan in their application to the Department for Transport’s new stations fund. Can my hon. Friend reassure me that he will listen to the views of Members of Parliament as well as the Welsh Government when considering applications for new stations?
I can absolutely reassure my right hon. Friend on that point. I commend him for the work that he has done in improving rail infrastructure in his constituency. I enjoyed visiting Barry station with him to see the disability access improvements that had taken place sometime last year.

Commons ChamberThe hon. Gentleman makes an important point. Even if we were remaining in the European Union and we had not had the referendum, there would be no clarity on his question from a European perspective. The way in which the Labour party is prolonging the Brexit debate means more uncertainty for community groups that want to benefit from the post-Brexit policies, such as the UK shared prosperity fund.
I have regular discussions with Cabinet colleagues. We would prefer to leave the European Union with a deal, but if it is not possible, we will leave without a deal, and the Government are committed to preparing for this outcome.
Wales will benefit from Brexit with or without a deal. Does the Secretary of State agree that we could deliver an extra boost to the economy of south Wales by devolving air passenger duty to the Welsh Government, allowing them to cut that tax in Wales, which would put Wales on an equal footing with Scotland and Northern Ireland?
My hon. Friend has made many points. I pay tribute to the research and report that the Welsh Affairs Committee, which he chairs, has published. It has recently received a response from the Government. It highlighted that this is one aviation market. Therefore, we cannot act in a way that would benefit one part and destroy another. I fear that the Welsh Government would increase air passenger duty in Cardiff and make the airport even more uncompetitive.

Commons ChamberI thank the hon. Lady for her comments, but I must express disappointment in the tone that she chose to take, which contrasted with the tone adopted by both the Welsh Government and the unions.
Earlier, the Business Secretary and I spoke to Ken Skates, the unions and many local Members of Parliament as part of a communications plan to share our ambitions and discuss the steps that we will take before the taskforce meets, hopefully later this week. Ken Skates and I will be joint vice-chairs of that taskforce and there will also be a chair from industry. That demonstrates the joint approach that we are taking, in a constructive way, recognising that this is a commercial decision made by Ford because of the change in the marketplace caused by the shift from petrol and diesel engines to electric vehicles. I commend the Welsh Government for the joint working that they have demonstrated so far, and I commend the unions for their engagement and the tone that they have adopted in the discussions.
Like many other Members, the hon. Lady pointed to Brexit. Those Members are being somewhat selective. It is right that the manufacturing sector, in particular, seeks a stable economic environment from which to export to the European market, but Ford was a strong supporter of the Prime Minister’s deal, which the Labour party chose to vote against. Whatever uncertainty exists over the Brexit negotiations, I think that the hon. Lady and other Labour Members need to accept their responsibility. They played a part in that. They have been highly selective in quoting comments and recommendations from Ford.
The hon. Lady was right to say that this is a highly efficient plant with a very skilled workforce. We will continue to work to attract investment in the site, be it from Ford—although we have not succeeded in doing that since the Jaguar Land Rover engine contract was announced—or others. We will also engage with other potential investors in the Brocastle site, which is adjacent to the Ford plant. We are in discussion with some potential investors at a mature stage, but it will be up to those organisations to make the final decision about whether to invest. We are in discussion with other organisations in the automotive sector that could provide exciting opportunities. We all recognise the skill and the quality of the workforce. The potential investors recognise it, which is why they are engaging so positively with us and with the Welsh Government. I also underline that Ford job losses are also taking place in Europe: there have been 5,000 job losses in Germany as well as job losses and shift changes in Spain.
In closing my response to the hon. Lady, I remind her that there are now 100,000 more manufacturing jobs in the UK economy and 13,000 more manufacturing jobs in Wales than there were in 2010.
Does my right hon. Friend welcome the fact that so many politicians in Cardiff Bay and London who only last week were proclaiming climate change emergencies and competing for who could demand the fastest possible ban on petrol and diesel engines have suddenly become champions of the manufacturing of petrol and diesel engines in this country?
My hon. Friend makes an important point and highlights the shift taking place in the industry from petrol and diesel engines to electric vehicles. Some manufacturers are trying to catch up with the fast-changing consumer demand, but it is absolutely right that the UK is at the forefront of this technology, which is why we are investing so much in the sector to ensure we are active in the next generation of motor vehicles.

Commons ChamberThe hon. Gentleman is pre-empting the consultation. We will of course work with local authorities, and there are different views among local authorities throughout Wales on how we deliver the UK shared prosperity fund. The hon. Gentleman’s local authority will have some frustrations as well as some successes in relation to the current European structural funds model, on which we have an opportunity to improve.
Will the Secretary of State confirm that the UK shared prosperity fund will mean that Wales will not lose a penny as a result of leaving the European Union? Will he also confirm that the funding could be used for projects such as the much needed Chepstow bypass?
The Chepstow bypass is of course a joint responsibility, but there is no doubt that my hon. Friend has campaigned vociferously for it for some time. My hon. Friend the Parliamentary Under-Secretary of State for Wales visited the area within days of becoming a Minister, to work with my hon. Friend. I am determined to do everything necessary to ensure that we can deliver on that, but of course we need the Welsh Government to act as well and highlight it as one of their priorities.

Commons ChamberThe hon. Lady raises an important point about the worst inequality, as she described it—that between London and Wales. The facts speak for themselves, but those inequalities have built up over some time. I would also point to the relative positive growth in Wales compared with other parts of the UK and the enhanced funding settlement that has been negotiated under the fiscal framework. So I am optimistic and excited about our future outside the EU.
Does my right hon. Friend agree that the UK shared prosperity fund offers a cast-iron guarantee that Wales is not going to lose out financially as a result of Brexit, and will he consider ensuring that that money goes directly to local authorities so it is spent in the best possible way?
My hon. Friend makes an extremely important point. Like me, he was an Assembly Member in 1999 when the first form of European aid on this scale was discussed. It was described as a once in a lifetime opportunity. Sadly, we have qualified twice since and that is because of the relative failure of the existing programmes.

Commons ChamberI pay tribute to the hon. Gentleman, who is a strong campaigner in this area. We are determined to work closely both with him and with the Welsh Government to deliver the best broadband possible in the constituency of Ceredigion and in all other parts of Wales. Already, £69 million has been spent, in addition to the gainshare, but there is more that we can do, particularly in linking businesses with broadband. I know that the hon. Gentleman is a strong supporter of that campaign.
May I, too, welcome the new Minister to the Wales Office, which is now attracting talent from across the whole of the United Kingdom? Does the Secretary of State agree that communications would be much improved if the Welsh Labour Government got on with building the M4 relief road?
My hon. Friend makes an extremely important point. I highlighted earlier the fact that in less than two weeks’ time the tolls on the Severn crossing will be abolished, but it is hard to believe that the former Member of Parliament for Richmond (Yorks) was the Secretary of State for Wales when the commitment was first made in relation to that road around Newport. The resource is available and the time has been available; I am only sorry that the Welsh Government have not reacted and built that road in response to those calls.

Gentleman makes an important point, and clearly we would like the population of the prison estate to decline, but of course we also have to keep the community safe, and it is the right thing to do. We need to modernise the estate, and we would like to build a prison in south Wales.
Does my right hon. Friend agree that high-quality modern accommodation located as near to prisoners’ homes as possible is a vital part of the rehabilitation process? Will he therefore join me in welcoming this Government’s extra commitment to spending on the prison estate?
I am grateful for my hon. Friend’s interest and the expertise that he shows in working with the police on this basis. A new prison would create 500 new jobs. More importantly, it provides for much better outcomes for offenders, in order to help their rehabilitation and keep our communities safe.

Commons ChamberMy hon. Friend is right, and I pay tribute to him for his work as Chair of the Welsh Affairs Committee. Not only does the UK remain the No. 1 destination for foreign direct investment, but Wales has seen a 20% increase in the employment created out of that investment. Our exports are growing to record levels and, interestingly, those to areas outside the European Union are growing at a faster rate than those to the European Union.

Commons ChamberI have met Monmouthshire county councillors and share their concerns regarding air pollution around Chepstow. The abolition of the tolls on the Severn crossings represents a huge opportunity for economic growth in Chepstow and Monmouthshire, but we must also be alive to those sorts of pressures.
I thank my right hon. Friend for the interest that he has taken in this issue. Will he continue to press the Welsh Labour Government to fulfil their obligations by building a Chepstow bypass and showing the same commitment to clean air and a better environment that is being shown by this Conservative Government?
My right hon. Friend the Secretary of State for Transport has established a strategic roads group in Britain, in which we can discuss cross-border issues. A meeting was held just last week. I am disappointed that the Welsh Government were not present, but we can continue to engage on a positive basis to ensure that these cross-border opportunities are exploited to the best of our ability.

Friend will know that Labour’s economic development spokesman in the Welsh Government, Ken Skates, has spoken of the fact that Wales is receiving record amounts of inward investment. He said that Wales is “punching above its weight” at the moment. Is it not time that Labour Members started to listen to their own economic development Minister in Wales and stopped talking down the Welsh economy, which is booming under this Government?
Having met international investors from Japan, Qatar, the US and elsewhere over recent months, I am excited and optimistic about our prospects outside the European Union. Yesterday it was a privilege to be part of the inaugural flight from Qatar to Cardiff, which demonstrates that the industrial strategy, and the wider approach taken by the UK Government in seeking new markets, is already working.

Commons ChamberAs we have said, we will respond as quickly as we possibly can. However, the hon. Lady will recognise that this is quite a dynamic environment. The price of renewable energy has plummeted over that period and the numbers from the tidal lagoon company have also changed, so perhaps the delay will prove to bring better value for money for the taxpayer. As I have said, the current proposal is twice as expensive as Hinkley nuclear power station, and I am sure the hon. Lady wants to see good value for money for the taxpayer, whatever the outcome.
Does my right hon. Friend agree that if Opposition Members were serious about getting the project off the ground, they would recommend to the First Minister of Wales that he accept the invitation to appear before the Welsh Affairs Committee and explain the apparent gift of £200 million that he briefed the Western Mail on, instead of hiding behind the excuse that he will not come for some reason?
I am grateful to my hon. Friend for highlighting the need for hard negotiations and discussions about what the facts are. Many claims have been made, but ultimately it comes down to whether the case provides value for money. As I have said many times, we must ensure that large-scale projects provide value for money for taxpayers and consumers. My hon. Friend will remember the very difficult decision the Welsh Government faced when they decided to cancel the Circuit of Wales in Blaenau Gwent. Despite wanting to do something, they knew ultimately that it was not good value for money, as the numbers proved.

Commons ChamberApprenticeships are part of the UK Government’s manifesto, and we are grateful to the Welsh Government and recognise that they have followed the ambition that we set out for apprenticeships. I also point out and pay tribute to the Welsh Government for their action over changing the voting structures, but remind the hon. Lady about who gave them the power to do that in the first place, after it was refused for 13 years by Labour.
Is the Minister aware that the Welsh Affairs Committee has invited the First Minister of Wales to come before us and spell out exactly what the offer is and that, so far, he has refused to do so? If there is a serious offer from Welsh Labour to support tidal lagoons, does he agree that the Welsh First Minister should reconsider, come before the Committee and tell us exactly what it is that he is offering us?
I pay tribute to my hon. Friend as Chair of the Select Committee on Welsh Affairs—a position in which he has been vociferous in pursuing these sorts of issues and the case for value for money. He has invited the First Minister to give evidence to his Committee. I would have thought that the First Minister would want to respond positively to that invitation, if he wants to be seen to be doing everything—and, indeed, to do everything—to make this project come about and to prove the value-for-money case that we seek.

Commons ChamberMay I add to the hon. Gentleman’s descriptions by saying that I am optimistic? I am optimistic that our work with the Welsh Government will lead to a legislative consent motion. After all, we should be focusing on the outcomes that communities and businesses want while respecting the constitutional settlement of the United Kingdom. I am sure that he and I will want the best outcomes for businesses, and that is what we are focusing on.
Given the result of the referendum, should not any Government who claim to represent Wales—and indeed any party that claims to be the party of Wales—support this Government and this Prime Minister in delivering the legislative consent motion and the Brexit that the people of Wales voted for?
My hon. Friend makes an extremely important point. Any politician from Wales needs to recognise and respect the outcome of the referendum. That is what the Government are working to deliver. The European Union (Withdrawal) Bill is a largely technical piece of legislation, but we expect the decision making of the Welsh Government to increase while we also protect the integrity of the UK market to ensure that Welsh businesses continue to prosper in the way that they are now.

Commons ChamberThe hon. Gentleman will be well aware that the European Union (Withdrawal) Bill will be debated tomorrow. I hope that he will support that Bill because of the certainty and security it provides by closing loopholes and ensuring that we have appropriate frameworks in place. Those in themselves present the issue of a cliff edge that he mentioned.
Since the referendum result, we have seen record inward investment in Wales, record levels of employment and a proposal to scrap the Severn bridge tolls. Does that not show that under the Conservative Government the future for Wales is very good indeed?
I am grateful to my hon. Friend for his question. He is a passionate campaigner for not only the UK and Wales, but the benefits of leaving the European Union. We want a stronger, fairer, more united and outward-looking Union, and Members on both sides of this House have a role to play in that.

Commons ChamberThe hon. Gentleman will appreciate both that his constituency has experienced some significant falls in unemployment since 2010 and that after all that money has been spent those areas voted in the strongest numbers to leave the EU. The point I am making is that the current programme has not worked and has not fitted those communities. Exiting the EU presents an ideal opportunity to revisit this and look to see what we can do better for the hon. Gentleman’s constituency and other communities in Wales in need.
Does my right hon. Friend agree that the people of Wales voted clearly for Brexit and they do not need to be represented by the SNP or the Welsh Assembly Government who are ignoring their views, but will be pleased to have a Conservative Government and an excellent Secretary of State for Wales who will carry out their wishes?
I am grateful to my hon. Friend for his kind comments, but of course we have a close and constructive working relationship with the Welsh Government and all devolved Administrations because it is in our interests to get the strongest deal for the whole of the UK. After all, as my hon. Friend will recognise, the most important market for Welsh business is the UK market, and getting the best deal for the whole of the UK is in all our interests.

Within a week of the Brexit referendum I met a number of business leaders in Cardiff and last week I met a number of business leaders in north Wales. I was struck by their pragmatism and approach—the positivity they were showing. One of the most positive quotes was that entrepreneurs “thrive on change.” They recognise that we are not turning our backs on Europe, but opening up new markets across the globe.
Does the Secretary of State agree that every single Government Minister who has spoken on this issue has expressed their desire to ensure spending remains at exactly the same levels in Wales as it always has done, and that that shows this Government’s commitment to the people of Wales?

Commons ChamberI would like to advise the House and the hon. Gentleman that the Erasmus programme was developed by a Port Talbot man some years ago. It has provided fantastic opportunities for students across Europe to share best practice and broaden the base of their knowledge. Of course, the European Investment Bank has also invested hugely in higher education and the new campus at Swansea University, worth more than £450 million, has benefited from such diversification.
The Secretary of State will surely have seen yesterday’s Cardiff University report showing that Britain pays nearly £10 billion a year net to be part of the European Union. Does he agree that, under the Barnett formula, that money could leave Wales £500 million better off if we vote leave on 23 June?
My hon. Friend is of course failing to recognise that independent forecasters—whether the IMF, the OECD or the Governor of the Bank of England—have talked about the negative impact Brexit would have on the Welsh economy. A £2 billion reduction in the scale of the economy, costing 24,000 jobs, is a step we cannot afford to take.

Commons ChamberI would have hoped that the hon. Gentleman, like business groups, be it the Federation of Small Businesses, the chambers of commerce or the Institute of Directors, would welcome the halving of the tolls. We saw no action in that regard from the Labour party when it was in government. However, we have gone further than just halving the Severn tolls. A small goods vehicle, for example, will move from the current rate of £13.20 to less than £4 when the tolls are halved, because we are also removing the second-class toll.
13. The announcement by this Conservative Government of the cut in tolls is hugely welcome. Does my right hon. Friend agree, however, that in the longer term the revenue generated from the tolls should not exceed the cost of maintaining the two Severn bridges?
I pay tribute to my hon. Friend for his diligent and persistent campaigning on the issue. I know that he was absolutely delighted when the Chancellor was able to respond to his and many other Conservative colleagues’ requests. Of course, a debt will remain on the tolls even when the bridges come back into public ownership in 2018 or thereabouts. That debt will still need to be serviced, as will the innovations on free-flowing traffic that we want to introduce.

Commons ChamberMy right hon. Friend makes a very important point about the economic prospects that will be brought by the significant capital investment that we are bringing forward. It is worth remembering that the last Labour Government left Wales as one of only three countries in Europe, along with Moldova and Albania, without a single mile of electrified track.
5. What discussions he has had with the Welsh Assembly on the contribution of the M4 to the economy in south Wales.
We regularly have discussions on a range of issues, including transport infrastructure. The M4 is one of Wales’s vital arteries. The need for an upgrade was identified decades ago by business leaders as a No. 1 priority.
The Minister will surely be aware that the ongoing delays on the M4 are causing problems for the economy in south Wales. Will he outline what steps he is taking to enable the Welsh Assembly Government to make improvements to this vital piece of transport infrastructure?
It is hard to believe that the former right hon. Member for Richmond, Yorks was Secretary of State for Wales when the upgrade was first committed to, only for it to be cancelled by Labour Members. It was reconsidered later by a Plaid Cymru Welsh Government Minister, only to then be cancelled. My right hon. Friend the Chancellor of the Exchequer has made additional resources available, and we just want the Welsh Government to get on with it.

Will the Minister confirm that while the Government are, of course, listening carefully to any concerns about tax credits, the people of Wales stand to benefit enormously from the increase in the tax threshold, the increase in the minimum wage and the Government’s determination to stick to the long-term economic plan?
I am grateful to my hon. Friend for that question. When we move from the basic minimum wage to the national living wage next April, there will be an increase of 7.5%. That means that 100,000 people in Wales will benefit immediately from next April.

My hon. Friend raises an important issue. Greater mobility means reputable, recognisable and comparable qualifications are more important than ever. The CBI has said that employers believe that qualifications across the UK need to be directly comparable.
Is the Minister aware that if one puts the words “Wales”, “Labour”, “Education Minister” and “apology” into Google, one can read an admission from that Education Minister that Welsh Labour’s education policies have been an absolute failure? Does he agree that if we are serious about raising educational standards in Wales, we need only wait until the May Welsh Assembly elections, when instead of ditching the curriculum we can ditch the Labour Welsh Assembly Government?
In the first instance, we need to recognise the success of pupils who passed their A-levels and GCSEs in the summer. However, there is a worrying gap between the trends in Wales and England. As my right hon. Friend the Secretary of State for Education has said, the results speak for themselves. With free schools, academies and other reforms in England, 1 million more children are in good or outstanding schools here—sadly, those reforms have not been made in Wales.

Commons ChamberPerhaps the hon. Gentleman’s relationship with BT is better than mine. I do not know, but there are certainly parts of Wales that broadband is not reaching and Monmouthshire is among them.
I remind my hon. Friend and the hon. Member for Ynys Môn (Albert Owen) that the scheme the hon. Gentleman talks about includes significant taxpayers’ money from the UK Government, as well—that is, £70 million. A higher level of funding comes from the UK Government through the UK taxpayer than from the Welsh Government in that process.
There we have it. There is money aplenty going in to it from the Welsh Assembly, the British taxpayers and the European Union, but it is still not getting to Monmouthshire. Perhaps we should return to that point. I appreciate the co-operation between members of the Committee. People outside the Committee could perhaps take a lesson on it. I do not want to be too critical of anyone on this Thursday afternoon, but it was interesting that we found in one of our inquiries that there was not quite the co-operation between International Business Wales and UK Trade & Investment that one would like. When the First Minister, or indeed my right hon. Friend the Secretary of State for Wales, goes off to sell Wales, they should go as part of a joint trade mission so that we can show investors from the far east or elsewhere that the Welsh Assembly and the national Government are speaking with one voice on the importance of inward investment. Whether politicans are Labour, Conservative, Liberal Democrat, Plaid Cymru or from some other party, in the Assembly or Parliament, we all agree on the importance of getting investment into Wales.

Commons ChamberI absolutely think that my constituents deserve the highest standard of care possible. There is a very easy way for them to get that, and that is for them to be able to choose it.
Does my hon. Friend agree that the shadow Welsh Secretary is being somewhat selective in focusing on one element of cancer care? Once the patient has seen the consultant, there is a regular need for medication, and accessing cancer drugs in Wales is much more difficult than in England because Wales does not have the cancer drugs fund. When we are considering cancer care, we need to look at the whole package rather than just one small element.
My hon. Friend is absolutely right. Labour Members, or at least their colleagues in the National Assembly for Wales, are incredibly reluctant to deal with the issues and go into the detail in the same way as my hon. Friend. We have seen that in the decision of the Assembly’s Health and Social Care Committee to start taking votes on which witnesses they are prepared to listen to and which they are not. As somebody who has chaired a Select Committee for a number of years, I have heard witnesses give all sorts of evidence. I have often sat through whole inquiries in which I have disagreed with virtually every single word of evidence I have heard, but I never try to prevent people from coming in, because I believe that if people have something to say, we should welcome them, and that if I happen to have a different view, I can put it to them and challenge them on the facts. I have never heard of anything as outrageous as a Select Committee, which is supposed to operate in a non-political fashion, taking votes to bar people from giving evidence. That is absolutely disgraceful behaviour.
That is also reflected in the behaviour of some Assembly Ministers, who, rather than make the arguments the hon. Member for Pontypridd (Owen Smith) is trying to make, decry anyone who criticises the NHS as being anti-Welsh. There is nothing anti-Welsh about Members of Parliament for Welsh constituencies trying to demand the best possible health care for their constituents. I also thoroughly welcome the support I have received from the Prime Minister and the Health Secretary, who have rightly spoken out about this issue because they believe it is wrong and disgraceful that people in one part of the United Kingdom receive health care that is so much worse than that received by people in another part of the United Kingdom.

Commons ChamberI do not think that I was using jargon; I was spelling it out in fairly simple English. But okay, I will give the hon. Gentleman a list of things. First, I am told that it is difficult for head teachers to go in and assess teachers. They are allowed to do it only a couple of times a year, and they cannot simply walk into a classroom. I have been told that by two senior educationists in Wales, working in totally separate schools, over the past few weeks. Either they are wrong or the hon. Gentleman is wrong.
I have also been told that schools get a great deal of notice before an inspection takes place, and I think that is wrong. Inspectors ought to be able to go in without any notice whatsoever and find out what is going wrong. I know for a fact that when I was in the Welsh Assembly the unions and everyone else seemed to be totally against testing, but testing is a good thing. If my children are failing in tests, I want to know about it and to get involved. There is also a problem with sickness, whereby too many teachers are taking too many sick days in schools in Wales and that is not being properly investigated afterwards by the personnel departments. It is also far too difficult to get rid of bad teachers who are not up to the job. That situation can occur in any walk of life, but in most others someone who is not up to a job will be got rid of by someone higher up. That does not seem to happen in teaching. I do not think all that is jargon; those are fairly simple matters.
May I make one last point on this, which is the most important one of all? In England, there is a recognition that parents have a right to have some say over their children’s education, and they can exercise that most drastically by taking their children out of the state system and putting them into some kind of an academy. As a parent, I welcome that, because it is my taxpayer’s money that is being spent and I ought to have a say. If the school is not up to the job, I ought to have the right to take my child out and put them somewhere else. I do not have that right in Wales, and that is taking away an incentive for teachers to improve.
My hon. Friend is making a powerful speech, which is interesting in terms of the direction that the questions are coming from. Does he share my concern that the hands of the Liberal Democrats, and even those of Plaid Cymru, are not necessarily clean in this area, because they will have been part of the coalition during some of the formative years, when some of the education policies were put in place?
My hon. Friend is, of course, absolutely right. The Labour party has generally been the lead party in the Assembly since it was set up, but at other times Plaid Cymru and the Liberal Democrats have been involved.
I accept part of that, but I would also look to areas that have a similar legacy but are not the poorest parts of the United Kingdom. Those are the very same points that, it was argued, would be corrected by Adminstrations that would take decisions much closer to the people. I speak as a pro-devolutionist—I am not against the institution, I am against the governance, the way in which the institution has worked and how policy has been set.
Does my hon. Friend agree that parts of the United Kingdom, such as Northern Ireland, are poorer than Wales, but achieve better outcomes in areas such as education? It must be partly, if not wholly, the responsibility of the Government of the Welsh Assembly that things are so bad there.
My hon. Friend is right, because a culture developed in which everything was judged by the amount of money that was put into it, rather than the outcomes that were derived from the investment.
When we talk about reputation, we need to accept that the way in which Wales is currently reported is not positive. I am very saddened by that, but it is largely because the column inches in the press tend to focus on health and education. They are essential to attracting inward investment, because middle and senior management would have to use the national health service and send their children to the schools. That must be added to the way in which Wales is perceived and the challenge that we have in attracting investment thereafter.
Let us focus on education, because without doubt a nation’s future is built on the quality of its education. In the past few years alone, there has been a determination to develop different qualifications, sometimes for the sake of being different, as my hon. Friend the Member for Monmouth (David T. C. Davies) mentioned earlier. When there was a drive to introduce greater rigour in GCSE outcomes, in Wales we saw political intervention. In England, politics was kept out of it completely, and the policy direction was set for greater rigour and stronger assessments of standards. In Wales, there was a determination to change that.
What worries me most, as the father of a 10-year-old, is that qualifications in Wales could be seen to be secondary to their counterparts in England. I really hope that, for those who gained GCSE qualifications last year, employers will accept Welsh qualifications as being of the same standard as those in England. However, there was an upgrade in more than 1,000 cases, and that may make employers and higher education institutions question them. For example, the Welsh baccalaureate is not accepted by some universities, and that is sad. That reputational damage is now being perpetuated by the outcomes of what the programme for international student assessment judged to be tragically lower standards. As we seek to attract investment to turn the economy around, the quality of public services is essential.
