Commons ChamberIt is an honour to speak on such an important issue, one that affects my coastal constituency daily. Sewage discharges, water quality, and the related issue of flooding are among the most pressing concerns for my constituents.
The Environment Agency’s bathing water classifications, updated on 26 November, reveal alarming declines in water quality. Bognor Regis East’s classification dropped from good to sufficient, while Aldwick’s remained poor for the third consecutive year. Abuses of our water system are having a serious impact on public health, our vital tourism industry and our natural environment. However, by focusing only on water companies and sewage, this Bill delivers an oversimplified approach. There is an urgent need for holistic and comprehensive solutions to protect our waters, prevent flooding and tackle sewage discharges. This issue is not simply about water companies and sewage, but the Bill falls into the trap of focusing solely on them.
In Bognor Regis and Littlehampton, the situation is compounded by recurring flooding, which affects businesses and homes from Shripney Road and Durban Road on the boundary of the constituency to Fish Lane and Rope Walk in Aldwick and Littlehampton respectively. That flooding is exacerbated by extensive house building on our flood plain and by the local topography. Without infrastructure improvements and an integrated action plan, sewage outflows will continue to blight our coastline. Combined, these issues are causing a decline in our tourism industry, devastation to homes and businesses, increases in insurance premiums and significant financial losses for affected local businesses and employers. This is not a mild inconvenience for a few sea swimmers—although I count myself among their number—but something that affects our entire area.
As such, the Water (Special Measures) Bill is a timely opportunity to accelerate essential environmental improvements. I am concerned, though, that the Government are not sufficiently grasping this opportunity. The absence of robust enforcement measures for proposed reporting is particularly concerning. Clause 2 requires water companies to “prepare and publish” annual pollution incident reduction plans. That is a step towards greater accountability, which I welcome. However, the clause lacks enforceability and thus any purpose, as it mandates only the preparation and publication of those plans, not their implementation. As such, will the Government amend the Bill to ensure the delivery of measures set out in those reports and provide the necessary enforcement powers? My constituents, and the public, are weary of empty promises on water quality. It is essential that this Bill mandates that water companies deliver measurable improvements, not meaningless promises.
The hon. Lady and I share concerns about the safety and health of our seawater. I just want to clarify for her that we have accepted the Lords amendment in relation to the enforcement plans, and are ensuring that those plans will be on the face of the Bill.
I thank the hon. Lady for clarifying that point. Letting the Bill pass without that amendment would have been a disservice, so I am delighted to hear it.

Friend is absolutely right; it is disgusting for people to see sewage bubbling up, and not just in their high streets but even in their gardens, because of broken water infrastructure. We will be looking for a reset so that we can have a water sector that works for customers and the environment, as well as investors.
The year 2 pupils of Bishop Tufnell school in my constituency told me how disappointed they were not to be able to swim in the sea on their summer day out last year. As a fellow sea swimmer, I share their disappointment. Winter is coming and there is no time to waste. Pushing the can down the track with this commission is not good enough. Having reviewed the activities in my constituency, I want to know how the Secretary of State will provide a strategic overview that brings together all the different agencies that impact this matter, and not some time next year but before the real issues hit every single constituency around the coast of the country right now?
I am very sorry for the year 2 pupils at the school the hon. Lady mentioned. I respectfully remind her that she represents the party that sat back and did nothing for 14 years, while the levels of pollution in our rivers, lakes and seas got far worse. That, I venture to suggest, is why those year 2 pupils cannot go in the water.

I completely agree, and I will answer that point more fully in a moment.
Does the hon. Gentleman agree that the conflicting regulatory directives, which sit across all the different agencies that he has just referred to, are part of the problem and should be urgently addressed, without necessarily waiting for the long-awaited review?
I thank hon. Members for both interventions. First, I agree with my hon. Friend the Member for West Dorset (Edward Morello). One problem is that Ofwat has fined three—or maybe four—water companies in the last year or so to the tune of about £170 million, and has collected precisely zero pounds and zero pence of those fines.
Secondly, to answer the point made by the hon. Member for Bognor Regis and Littlehampton (Alison Griffiths): absolutely—having regulators with conflicting responsibilities and rules is part of the problem. We have two inadequately resourced regulators with inadequate powers being played off against each other by a water industry that is far better resourced and able to run rings around very good people—but very harassed people—with the job of holding them to account.
The Liberal Democrats propose a unified and much more powerful regulator that we would call the clean water authority. That new authority would end the practice of monitoring being done by the water companies themselves—in other words, setting and marking their own homework. Let us put that right. Water companies should be charged the full cost of monitoring, but the monitoring itself should be carried out by an independent regulator so we can be sure that we are seeing the whole picture. Successive Conservative Ministers committed to changing that, but none actually did, so will the Minister commit the new Government to making that necessary change?

Our new Water (Special Measures) Bill will clean up our rivers, lakes and seas, undoing the damage left behind after 14 years of Conservative rule.

It is a great honour to deliver my maiden speech as the Member of Parliament for Bognor Regis and Littlehampton. First, let me thank my wonderful association, my campaign team and all of those—they are too numerous to mention—who have helped me on my journey to this place. Let me also thank everyone I shall work with in the future in serving the people of Littlehampton and Bognor Regis.
Allow me to introduce my wonderful constituency. Bognor Regis has the accolade of having the most sunshine hours in Britain. William Blake, who lived down the road in Felpham, encapsulated this when he wrote:
“Heaven opens here on all sides her golden Gates”.
Residents can easily see that Blake’s reference to
“England’s green and pleasant land”
was surely inspired by his life there.
On the other side of the River Arun, Littlehampton is renowned for its rich nautical heritage. The harbour is central to the town’s identity, and the presence of the RNLI lifeboat station underscores the importance of maritime safety. Rustington adds further to our rich tapestry. Now home to Blind Veterans UK, Rustington is a model of community cohesion and local enterprise. Its thriving high street, supported by local businesses, is a testament to what can be achieved when we invest in our towns and villages.
Bognor Regis and Littlehampton is a mosaic of vibrant villages and communities, from Aldwick and Rose Green to the rural charm of Yapton and the scenic settings of Middleton-on-Sea and Elmer. The industrious spirit of Wick and the agricultural heritage of Ford add to our picturesque patchwork. The beauty of Climping and the residential tranquillity of Felpham play a vital role in my constituency’s identity.
My predecessor, Nick Gibb, served Bognor Regis and Littlehampton for 27 years with great distinction. His dedication to public service and to our constituents has set a particularly high standard, as many have told me, and in this place and in government, his reforms to education have improved the lives of an entire generation, providing our children with the opportunities they need to succeed.
Today I stand before the House to discuss an issue of utmost importance to my constituents: opposition to inappropriate development, and the preservation of our green spaces. These areas are not just stretches of land; they are the lungs of our communities. They play a crucial role in combating climate change by acting as carbon sinks and promoting biodiversity, by contributing to our national food security, and by providing essential green spaces for recreation, wildlife habitats and natural flood defences.
In Bognor Regis and Littlehampton, the floodplains and green spaces are the very foundations of our local economic ecosystem. Our constituency has already taken more than its fair share of development and has felt the adverse impacts as a consequence: increased frequent flooding; exacerbated sewage discharges, into the very sea upon which our tourist industry depends; our best beaches closed for swimming; and the destruction of natural habitats.
One of my goals is to secure the right community infrastructure to support the growing population in the homes that have already been built. It is not enough to build new homes. We must also invest in the necessary infrastructure—such as schools, healthcare, wastewater treatment and transport links—to provide a high quality of life for all our constituents. I oppose Government plans for top-down mandatory housing targets. Such targets disregard local constraints, imposing unrealistic demands on our communities. Instead, I advocate for a more localised approach to planning, where decisions are made with meaningful input from local residents and authorities.
I am deeply honoured to represent the people of Bognor Regis and Littlehampton in this House. I am humbled by the trust and confidence that the people of our community have placed in me, and I pledge to serve them with integrity and dedication. Let us all together rise to meet the soaring challenges ahead. On that note, I invoke the words of William Blake one last time:
“Great things are done when men and mountains meet”.
