It is a pleasure to serve under your chairmanship, Sir Desmond.
Tomorrow, Friday 24 January, we mark the United Nations International Day of Education. As we do so, we will be reminded of the transformative power of education. It is the cornerstone upon which societies are built, economies are strengthened and individuals are empowered. Education is not merely a privilege; it is a fundamental human right. Article 28 of the UN convention on the rights of the child enshrines that right.
However, as we reflect on our global commitments, particularly sustainable development goal 4, which aims to ensure inclusive and equitable quality education and to promote lifelong learning opportunities for all, we must confront the stark reality that progress has been uneven and significant challenges remain if we are to reach SDG 4 targets. In considering the progress towards some of the SDG 4 targets, I will focus first on target 4.1:
“By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.”
Since the adoption of the 2030 agenda, strides have been made in expanding access to education, and enrolment rates in primary education have increased globally. According to the UNESCO Global Education Monitoring Report 2024, 110 million more children and youths have entered school since SDG 4 was adopted in 2015, and there is a growing recognition of the importance of quality education, with 40 million more young people completing secondary education today than in 2015.
However, those achievements mask deep disparities. According to UNESCO, approximately 251 million children and youths are still out of school worldwide, which means that since 2015 the out-of-school population has reduced by only 1%. Some 33% of out-of-school children and youths are from low-income countries, in contrast to only 3% from high-income countries, and over half of all out-of-school children and youths are in sub-Saharan Africa. We have also seen the terrible impact of the policies of the Taliban in Afghanistan, which have deprived girls of their right to education. Urgent action must be taken by the international community to ensure that these regional disparities are urgently addressed if we are to meet the SDG 4.1 target.
Crises such as conflicts, natural disasters and public health emergencies pose formidable barriers to education. In 2016, 75 million children did not have access to quality education due to forced displacement, humanitarian crises and climate change events. Nine years later, that figure has trebled to 224 million. Even children who do have access to school are not learning the basics, with over half those children—127 million—not meeting the minimum standards of literacy and numeracy.
There has been a regression in meeting both SDG 4.5, which is about eliminating all discrimination in education including for children in vulnerable education settings, and SDG 4.6, which is about ensuring all youths achieve a minimum standard of literacy and numeracy. That is deeply worrying, with UNICEF reporting that 70% of children in low and middle-income countries are unable to read a simple story by the age of 10.
The root cause of these crises, which disrupt education, needs to be tackled by the international community. UNICEF estimates that climate change alone disrupts the education of nearly 40 million children every year. In countries affected by emergencies, children lose access to safe drinking water, healthcare and food, alongside their education. Schools, which should be sanctuaries of learning, are often the targets of attacks. Between 2015 and 2019, attacks on education were reported in 93 countries. More recently, in Gaza ongoing conflicts have devastated educational infrastructure and left more than 1 million children in Gaza in dire need of educational support.
In Sudan, more than 17 million children are not in education, and schools are often used to house displaced children. In the eastern part of the Democratic Republic of the Congo, more than 1.3 million children are out of school because of an escalation of violence, and children also risk being killed, maimed, abducted, abandoned and recruited into armed groups. Closer to home, the impact of the war in Ukraine has also had a devastating effect on children’s education.
Organisations such as Education Cannot Wait have been instrumental in addressing those challenges. As the global fund dedicated to education in emergencies, Education Cannot Wait works to ensure that children in crisis settings receive uninterrupted education. Its multi-year resilience programme and emergency first responses have reached millions of children worldwide.
Adequate financing is pivotal to achieving SDG4, yet education often receives less than 3% of humanitarian aid. According to research by UNICEF, children-focused overseas development aid fell by 56% from 2016 to 2022; in the UK, it fell from 11% to a shocking 4% over the same period. The International Parliamentary Network for Education estimates that the annual financing gap for achieving SDG4 is £100 billion.
The funding gap is exacerbated by the debt burdens of low and middle-income countries; in some cases, the interest owed to private creditors is more than those countries’ entire education budgets. Christian Aid’s report “Between life and debt” found that 25 African countries spend more on repaying debt than they do on their education budgets, including in Kenya, Nigeria, Ethiopia, Zambia and Malawi. Unless there are international structural changes to tackle unsustainable debt, education in low-income countries will never get fixed, and that will hamper efforts to provide quality education, particularly in low-income countries and crisis-affected regions. Education is one of the most underfunded areas of humanitarian law, receiving only approximately 3% of international humanitarian funding. That is clearly not enough.
One of the central tenets of achieving SDG4 is teachers. There is a global shortage of teachers: the National Education Union estimates that roughly 44 million additional teachers will be required, 15 million of those in sub-Saharan Africa, to meet sustainable development goals for education. To achieve that ambition, we need a new global teacher strategy to train, recruit and retain qualified teachers in the global south.
In many low-income countries, there are huge pressures on teachers, including with regard to working conditions, class sizes and equipment. Teachers are also often the victims of attacks, and in some instances they are denied regular pay. The UN has recognised this as an important issue, especially in low-income countries with fragile economies. A key recommendation of the UN high-level panel on the teaching profession was the creation of a global fund for teachers’ salaries, so that children can continue to receive education during crises.
I have a number of questions for the Minister before I conclude. The first relates to international education aid. Will the Government bolster their financial contributions to global education initiatives and ensure that funds are directed towards the most marginalised and crisis-affected children? That would include supporting organisations such as Education Cannot Wait and UNICEF, which are on the frontlines of delivering education in emergencies. Breaking down barriers to opportunity was one of the Labour party’s key missions. Will the Minister confirm that as aid funding for education aligns with that mission, education will receive the priority it deserves?
I also want to ask the Minister about advocacy for safe schools. As I mentioned earlier, a significant factor in children’s not receiving education is conflict. Can the Minister advise me whether the Government will champion the protection of educational institutions in conflict zones? By supporting the safe schools declaration and advocating for the adherence to international humanitarian law, we can work towards ending attacks on education.
As I mentioned earlier, teachers are the backbone of education systems. Providing them with adequate training, resources and support, especially in emergency contexts, is crucial, as is ensuring they are paid for the work they do in very difficult circumstances. Do the Government support the creation of a global fund for teachers’ salaries to help pay for teachers in conflict areas?
Finally, on the promotion of inclusive education, children with disabilities are doubly disadvantaged in receiving education in crises. Can the Minister advise whether the Government will support programmes that target providing education for children with disabilities in crises?

One of the key barriers for all children, particularly children with disabilities, is inadequate access to water and sanitation. Some 200 million children do not have a toilet at all in school, and that issue affects 50% of schools in sub-Saharan Africa. Does he agree it is also important to look at the other sustainable development goals, including SDG6 on water and sanitation, to ensure that efforts are joined up?
My hon. Friend makes an excellent point. SDG4 should not be seen in isolation. We need to target a number of SDG goals to make sure children receive the education they need. Water and sanitation is clearly one of the top ones that we need to target. I thank my hon. Friend for making such an excellent point.
I conclude by saying that education is a beacon of hope in the darkest of times. It is the key to breaking cycles of poverty, fostering peace and building resilient societies. As we mark the UN International Day of Education, let us reaffirm our commitment to ensuring that every child, regardless of their circumstances, has access to quality education. The challenges are immense, but with a collective will and concerted action, we can turn the tide. The UK has both the responsibility and the capacity to lead in this endeavour. Let us seize the moment to make a lasting difference in the lives of millions of children worldwide.

I am grateful to the right hon. Gentleman for his commitment to this issue, which I know is shared by many Members from every party in this House. We are determined to do something about these appalling events, and I am grateful for the passion and determination with which he rightly speaks.
The right hon. Gentleman talks about the dreadful violence unfolding in Sudan and the humanitarian situation. Since he and I last spoke in this place, the integrated food security phase classification was determined, on Christmas eve. It makes for truly terrible reading to see that five areas of Sudan are now classified as being in famine.
The right hon. Gentleman talks about the need for political leadership, which this new Government are determined to deliver at every level, from the Prime Minister down. The Foreign Secretary has prioritised this issue, as have I and the Minister for Africa. I am sure that the right hon. Gentleman saw that we, along with Sierra Leone, were determined to press the critical issue of protecting civilians at the Security Council. We were appalled that Russia decided to exercise its veto, as it absolutely should not have done, because this is an issue where human suffering is seen in such appalling relief.
The right hon. Gentleman asks about the UK’s work on atrocity prevention. I have talked about our work on the fact-finding mission. I was pleased to see the additional support from African countries when the mission was renewed. The UK has worked on this with the African Union, and we continue to do so. I raised this when I met the African Union in Addis Ababa.
Finally, the right hon. Gentleman talks about the need for this crisis not to be forgotten. We are determined to ensure that we use every mechanism available to us—bilateral, multilateral, within this Chamber and beyond—to raise the profile of this issue, and to ensure that the UK does what it can. Of course, we have doubled our aid to Sudan, reflecting this appalling crisis.
At this hour, the situation is horrendous, with 6.9 million people at risk of gender-based violence and 75% of children out of school. The US also announced new sanctions when it made the announcement. Will the Government review their sanctions policy, in relation both to the perpetrating networks on the ground and to the enablers abroad?
I am grateful to my hon. Friend for raising the matter of conflict-related sexual violence in Sudan, and for the work that she and others have undertaken on it. We had a debate on this subject in Westminster Hall last week, which raised the horrendous reports coming from Sudan about the impact on women and girls. She talks about the number of children who are out of school, and her figure probably includes informal schooling. It appears that around 90% of children in Sudan are out of formal schooling, which is terrible for them both right now and into the future. They really should be in school, and we will always ensure that we do what we can to ensure accountability. Our sanctions policy is always under review but we do not talk about the details in the Chamber, because to do so would reduce their effectiveness.

That this House has considered the impact of conflict on women and girls.
It is a pleasure to serve under your chairmanship, Sir Jeremy. There are many things that we disagree on in the House, but I hope we will find some clear areas of agreement in this debate. I hope we agree that the impact of conflict on women and girls is undeniable and unacceptable; that women are not only victims but survivors, combatants, leaders and human rights defenders, and their role in preventing and resolving conflict and in peacebuilding is key; and that the UK has a crucial role to play in this area.
I am sure that Members will want to focus on specific geographical areas. I will focus on the overall situation, as well as on two specific conflicts in Sudan and Afghanistan. First, let me set out the situation globally. It only takes turning on the news or scrolling on social media to see that conflict is raging all around us, from Gaza to Sudan to Ukraine. There are many other conflicts that we barely speak about any more, such as that in the Democratic Republic of Congo. Women and girls continue to be disproportionately affected by conflict. According to the UN, in 2023 an estimated 612 million women and girls lived within 50 km of a conflict—an increase of 41% since 2015. That number is more than the population of the United States of America and Brazil combined.
The impact of conflict takes multiple forms, from sexual violence to girls losing years of education. Women are dying because of the impact of war. The proportion of women killed in armed conflicts doubled in 2023, compared to the previous year. Sexual violence in conflict has also risen dramatically, with UN-verified cases soaring by 50%—and those are only the ones we know about. Half of those displaced because of persecution, conflict and violence are women and girls who are forced to live far from home or in refugee camps, where often they are still not safe.
Those are some of the most direct impacts, but there are so many more impacts on women’s health, education and freedoms. Women and girls are more likely to go hungry in conflict, and attacks on health facilities impact women and girls’ access to sexual and reproductive health care. As Plan International has highlighted, the impact on girls is devastating. Girls schools have been deliberately targeted to stop them going to school, and of the 119 million girls who are out of school, more than a quarter are in conflict or crisis-affected countries.
I congratulate my hon. Friend on securing this important debate and on her excellent speech.
One of the consequences of war and conflict is disruption to education. The educational void is catastrophic, not just for girls themselves but for their families, communities and nations, too. A lack of education for girls also undermines peacebuilding. Studies show that educated women are key to rebuilding post-conflict societies, participating in governance, and preventing the resurgence of violence. Does my hon. Friend agree that the UK must champion the protection of education in conflict zones and hold Governments and militias to account when they attack schools or use them for military purposes?
I do agree. Like the previous Government, this Government have done a lot on girls’ education, as did former Prime Minister Gordon Brown, who continues to do so. There is not only an impact on girls’ present; it is an attack on their future and on the future of us all.
We have seen the rolling back of women’s rights, and nowhere is this more evident than in Afghanistan, described as the worst women’s rights crisis in the world. The Taliban are steadily erasing women and girls from public life and suppressing every single one of their rights. A female in Afghanistan cannot go to school, cannot go to the park and cannot travel or leave the house without a male chaperone. She cannot work for a non-governmental organisation, which will have a devastating impact on the delivery of aid; she cannot study midwifery or medicine; and over Christmas it was reported that the Taliban have banned windows to stop women even being seen. This is gender apartheid.
I went to Afghanistan in 2011 and met many women who were determined to shape the future of their country. The politicians I met are no longer able to serve. The women who were working in domestic abuse refuges are not working any more—indeed, those shelters are shut. Those women are still fighting for the future of their country; it is their voices and demands that we must listen to, and we must act. That must include heeding their calls to recognise what is happening as gender apartheid, and as a crime under international law. That would mark a historic step towards ending this abhorrent discrimination and send an important message to Afghan women and girls that we stand with them.
The international community and the UK must also make it clear that we will not normalise relationships with the Taliban unless they end their war on women. I know the Minister cares passionately about this issue. Will she tell us what specifically the Government are doing, and whether they will support the calls to recognise what is happening as gender apartheid and pursue it through the UN so that it is treated as a war crime?
We can all do our part. Like others present, I joined many Members of Parliament in signing a letter, organised by my hon. Friend the Member for Gower (Tonia Antoniazzi), to the England and Wales Cricket Board, asking it to speak out and boycott the match against Afghanistan—because all action matters.
I turn now to Sudan, where an estimated 6.9 million people are currently at risk of gender-based violence; where 75% of girls are not in school; where there is evidence of mass and systemic rape; and where women are reportedly committing suicide out of fear of that rape. Evidence shows that women and girls from ethnic minority groups are being deliberately targeted. The accounts are horrific. I read one from a 35-year-old Nuba woman who described how six Rapid Support Forces fighters stormed into her family compound. She said:
“My husband and my son tried to defend me, so one of the RSF fighters shot and killed them. Then they kept raping me, all six of them”.
Sudan has been described as the world’s forgotten conflict. As the UK is the penholder on Sudan in the United Nations, will the Minister set out what we can do now to support women in Sudan and change the situation so that it is no longer the world’s forgotten conflict? Does she agree that the United Nations and the African Union should urgently deploy a mission to protect civilians in Sudan that is mandated and resourced to address sexual violence? Does she think UN member states should bolster support for the UN fact-finding mission, as the Secretary-General has urged, to help to pave the way forward towards meaningful accountability?
Let me turn to Gaza; I know that more Members will speak about the situation in the middle east. As I said in the Chamber recently, there are 50,000 pregnant women in Gaza right now who cannot access the care that they need. Imagine giving birth in the hell that is Gaza right now. If the ban on the United Nations Relief and Works Agency for Palestine Refugees in the Near East goes ahead at the end of this month, that will have a devastating impact on everybody, including women and girls, so I hope the Minister will update us on what we are doing to push harder on that front.
Many people may ask why we in the UK should care about this. Why should we care about what is happening to women in other parts of the world? Well, it is the right thing to do, as was set out by the previous Government in their national action plan on women, peace and security. It is also the smart thing to do, because empowered and engaged women mean more secure and prosperous societies. When women’s rights are rolled back anywhere, they are rolled back everywhere.
I congratulate my hon. Friend on securing this vital debate. As she knows, the ongoing climate crisis is making more regions of the world uninhabitable, fuelling conflicts that disproportionately affect women and girls. In humanitarian conflicts, up to 70% of women and girls experience gender-based violence, and we must empower them by elevating their voices and leadership in times of crisis. Does my hon. Friend agree that robust systems must be in place to provide the vital support necessary for women and girls in these times of crisis?
I thank my hon. Friend for her contribution and for raising that important point about climate change, which has a very detrimental impact on women and girls everywhere, and particularly in conflict situations. Indeed, it is a driver of conflict, as we see when it comes to, for example, resource scarcity. I welcome that point and agree that it must be a key part of these conversations.
Let me turn to the action needed. I will focus on three specific areas: international leadership, aid and peacebuilding. This year marks the 25th anniversary of UN Security Council resolution 1325 on women, peace and security. It was hailed at the time as a landmark agreement and included really important measures on protecting women and girls in conflict and supporting their leadership and their role in peace processes.
This year is a golden opportunity to renew the UK’s leadership and, indeed, the international community’s leadership on this important agenda. It is also an opportunity to review the plan that the previous Government set out, because we know that, on many of its elements, we need to do much more. For example, we know that men who commit sexual violence and other atrocities against women and girls still have impunity, so will the Minister update us on what is happening to tackle sexual violence in conflict and hold perpetrators to account? The previous action plan did not include Sudan and the occupied Palestinian territories as focus countries; obviously the situation has changed fundamentally since then, so does the Minister think they should be included in the plan?
Secondly, we know that aid does not always reach women. Only 25% of women affected by conflict receive essential relief and recovery aid. The aid cuts under the previous Government had a devastating impact on women and girls. Will the Minister confirm that we will reverse the trends, including with a specific target for the percentage of official development assistance focused on gender equality, as organisations such as CARE have called for, and that we will invest in women-led and women-focused organisations? Will she also tell us that when we announce packages of humanitarian aid—I welcome the £50 million announced for Syria—we will also ensure that it reaches women and girls?
Finally, women’s participation is not “a nice to have” in any area that we are talking about, and certainly not when it comes to peace processes. Women’s participation is fundamental for effective peacebuilding, but women are still not adequately involved in such processes. Yet we know that when women participate in peace processes, it works. Their participation increases the probability of an agreement lasting more than 15 years by 35%. We have seen women play a really important role in many peace processes, from Libya to Libera to Colombia.
The UK must work actively to promote the fundamentals of the women, peace and security agenda: prevention, participation, protection, and relief and recovery. Women are not victims and women must not be voiceless. The progress that has been made on this agenda would not have happened without the courage and perseverance of women. We must be hopeful for change; in the words of Plan International’s report, still we dream. Indeed, a survey by Women for Women International showed that, across 14 countries, 81% of women are hopeful that there will be change, and that their circumstances will improve in the next five years. But that will not happen without the international community acting.
As this debate progresses, I am sure that we all have in our minds different women and girls who are impacted by conflict, such the Yazidi women; the girls abducted by Boko Haram; the Israeli women slaughtered and raped on 7 October; the women and girls living in hell in Gaza right now, where nowhere and nobody is safe; the women of Ukraine; the women of Iran; and the women of Syria who are hopeful for a better tomorrow. Let us resolve to do what we can as parliamentarians to tackle the scourge of violence against women and girls, wherever it is found and in whatever form it takes.

I thank all Members who have spoken so powerfully today on this subject. As the Minister noted, two debates on male violence against women and girls have been happening at the same time, and many of us would have liked to speak in them both. Although the contexts are obviously different, many of the themes will be the same—the oppression of women, systematic discrimination, and the need for leadership and determination.
I thank the Minister and the shadow Minister for their thorough responses to many of the questions we have raised. We see so much consensus on both sides of the House. We have covered a wide range of subjects and geographies—we have gone all around the world—and we have still not covered all the contexts in which women and girls are suffering. We have heard about many statistics and many stories, but importantly we have focused on the solutions; we can spend a lot of time in debates talking about the context without focusing on what we actually need to do. We have heard of the horrors of the direct and indirect impacts of conflict, the horrors of rape and murder, and the horrible realities of daily life for so many women and girls.
At the beginning of the debate I said that I hoped we could find consensus, and I think we have found it on many areas—on the targeting of aid, on the need to involve women in peace processes and on the need for determination and focused leadership. As the head of UN Women said:
“Women continue to pay the price of the wars of men”.
We need to be clear that we are speaking about male violence.
I want to finish by putting front and centre the women and girls who are in conflict zones and who are fighting so hard for their rights, and simply to survive, because it is them we must listen to. I will finish with the words of one of them, Leymah Gbowee, a Nobel laureate and a woman who fought so hard for peace in Liberia. She said:
“You can never leave footprints that last if you are always walking on tiptoe.”
We have heard today that we are not walking on tiptoe on this subject. We will be working at full throttle, with determination, focus and leadership, so that finally, maybe one day, women and girls are not suffering from violence anywhere.

I welcome the Minister’s statement. This week the Select Committee heard compelling evidence, including about the important role of the Sudanese diaspora, and not only in the UK but in other countries. The Minister has rightly recognised the importance of listening to civil society organisations and working with them in Sudan. Will she speak specifically about how the Department is engaging with the Sudanese diaspora here, and what practical steps are being taken to tackle the cost of remittances, given that many people are sending money back to their loved ones?
I am grateful to my hon. Friend for raising this—of course, she has considerable expertise in this area. The role of the Sudanese diaspora is incredibly important. I am sure that many of us will have had discussions with members of the diaspora in our constituencies and heard their concerns about the humanitarian situation, but also about what they are doing to support friends, family and the wider community. I have certainly done that myself, and I know that Lord Collins is determined to ensure that we have a strong relationship with the Sudanese diaspora. Indeed, we should consolidate it for the future because we all want the same thing: peace, security and humanitarian support for people living in Sudan.

Commons ChamberI agree. My hon. Friend will recognise that over many years we heard the Conservatives doing down young people’s ambitions to go on and study. Like me, he will have heard dismissive talk, which I will not repeat, about types of degrees and the kind of study that our young people were engaged in. It is essential for a modern economy that people have the chance to study science and technology and much more aside, but also subjects like art and music, not just because they are good in and of themselves but because, increasingly, they are a key part of driving economic growth in our country.
The dire state of the finances of higher education institutions such as the University of East Anglia is likely to be improved by this announcement, but can the Secretary of State assure staff and students that mechanisms are in place to ensure that increased income from fees translates into fewer job losses and helps encourage more students from lower-income backgrounds into university?
That is my expectation. Excessive and wasteful spend in universities needs to be reined in. There must be a much greater push for efficiency. As a Government, we have made the difficult decision to increase fees to provide sustainability for the sector. Now, the sector must play its part.

The right hon. Gentleman asks an important question, and one that I have been struggling with too. Without dwelling on it, hearing from those who have been directly impacted by the crisis about the horrendous time that they have spent trying to escape the violence leads one to the conclusion that there must be more of a focus on the situation. The most appalling outcome would be if, some years hence, people were to look back and say, “Why did the international community not do more?” The Government are determined to use every lever—multilateral and bilateral—to try to force change and make sure that the people of Sudan are protected.
A UN investigation found today that rape is widespread in Sudan. The accounts are horrific, yet as we have heard, the conflict is the world’s forgotten war. How will the UK use its presidency of the UN Security Council in November to ensure that the crisis is no longer forgotten and that the world acts, including on sexual violence in conflict?
My hon. Friend raises an incredibly important issue; again, I know that she has experience in this area. The UK Government have repeatedly condemned atrocities and called out human rights violations, especially conflict-related sexual violence committed by parties to the conflict. We have called that out in the UN Human Rights Council and the Security Council. We are also supporting fact-finding missions. I was pleased to secure the support of even more countries for the important UN fact-finding mission, because the voices of women, girls and indeed boys who are being subjected to sexual violence must be heard and there cannot be impunity for that.

Lady has many things to do with her time, and the Labour manifesto for the general election may not be her first priority as bedtime reading, but let me gently encourage her to look at it, because she would see that it does refer to the sustainable development goals. I certainly agree with her that we have not seen the progress that we need to see—I believe we have seen about 17% of the progress that we need to see with the goals to which a target is attached—but the Government are determined to play our part in ensuring that we make faster progress. I have discussed the matter with Amina Mohammed, the deputy Secretary-General of the United Nations, on a number of occasions, including last week in Washington. We are determined to work with others to play our part.
The hon. Lady asked about the policy of devoting 0.7% of GNI to overseas development assistance. As she will see, that too is in the Labour manifesto; it is our policy when fiscal circumstances allow, and rightly so. She said that in the past the UK had been viewed as an international development superpower, but perhaps it was not today. I have to say that wherever I have been in the world, British people have been engaged in ensuring that we are playing our part as a nation in supporting others. We need to harness that expertise and provide leadership again, and that is exactly what this new Government have been doing.
As for the DEC, let me say very briefly that according to my understanding, none of the last few appeals have been fully matched—they have always been pegged at a certain level. I think that is commensurate with how previous DEC appeals have worked, but it may be worth checking that out.
I hope that I have covered most of the hon. Lady’s points, for which I am grateful.
Next year will mark 20 years since the Gleneagles summit, when G8 leaders agreed to an ambitious debt cancellation deal under the previous Labour Government. At present, however, the unfair debt burden is holding back many developing countries, including some in the Commonwealth. What discussions has the Minister had on this important issue, and what are our plans?
My hon. Friend has considerable expertise in this area, as do many Members among the new intake, as well as those who were here before. It is important for the UK to exercise leadership on these issues, just as we did under past Labour Governments. My hon. Friend should be aware that we are working very hard to make sure that we do all we can to support countries to deal with this issue. Members of the Paris Club and the G20, for instance, are seeking to cement and accelerate those efforts, because overall the debt levels are having a very negative impact on countries’ ability to provide health and education services.

The Sudanese doctors’ groups have been very important in the UK in raising the profile of these issues, and in trying to ensure that information about the situation on the ground is getting through and being reported in the media. We will continue to work multilaterally, but also bilaterally. I have discussed these matters with, for example, counterparts from Norway, Germany and a number of other European nations, and also with the current European Commissioner for Development, who will of course be moving on with a new commission. We clearly need to work together to try to resolve these matters.
Children are often on the frontline of conflict, and that certainly applies in Sudan, where a whole generation of children are living a nightmare and facing a catastrophe. Can the Minister expand on the specific measures being taken to protect children, both in terms of immediate humanitarian aid and to raise the important issue of children’s rights?
My hon. Friend brings considerable expertise to the House, gained before she became a Member of Parliament. The appalling circumstances in which children are finding themselves because of this conflict really must be raised up the international agenda. When I was in South Sudan, I met some children who had escaped from Sudan. Those children could not smile any more. There was nothing that they could see for their future. It was extremely disturbing. They had lost their parents, and they had seen, for example, siblings dying of measles or diarrhoea while they were trying to escape the conflict. This is a truly horrendous situation. Children’s rights must indeed be raised, and we should of course also consider the situation of children in the context of the activity of the warring parties. Again, the UK Government will be calling on those parties to ensure that they are following international humanitarian law and, above all, that we have the ceasefire that is so desperately needed.
