Commons ChamberIf we are seeking to protect anyone in this House, it will certainly be the right hon. Jennie. The hon. Gentleman asked a number of questions. It is right that we seek to further strengthen sanctions against Russia. The Government have made a number of further developments, such as sanctioning the Russian shadow fleet, seeking to cut off its oil flow. As the Bill set out yesterday, we are taking further steps in legislation on frozen Russian assets. We will continue to support our armed forces. The strategic defence review will set out the future shape of the armed forces, and the path to 2.5% will be laid out by Treasury colleagues in due course.
This is a cross-Government approach. The hon. Gentleman’s final question about energy infrastructure is profound, and it allows me to echo the words from our colleagues in the Department for Energy Security and Net Zero, who have provided additional support for Ukraine’s energy infrastructure and energy production. It is vital that we continue that support, because it is not just with missiles and ammunition that we need to support Ukraine. We need all the support to keep that country going, to keep it in the fight, and to enable its people to get through a tough winter.
I once again commend my hon. Friend on his ongoing support for Ukraine and his important trade visit to Kyiv recently. From that visit, he will know that this war has advanced military technology, particularly in the area of loitering munitions and anti-unmanned aerial vehicle technology. I note that we have the defence industrial support treaty, as well as our own defence industrial strategy. What progress are we making on joint ventures with Ukrainian defence companies, and on basing some of that defence capability here, for our future security and the security of Ukraine?
I thank my hon. Friend for his work in support of Ukraine. He is a consistent champion, working cross-party, too. It is right that we seek to improve and grow our technology, especially around drones and in autonomy. The treaty we signed with Ukraine enables it effectively to use Defence Equipment and Support as its own procurement agency to initiate more contracts, more quickly, not only enabling support for Ukrainian industry, but allowing UK industry to work with it to deploy more capabilities faster. He is absolutely right that the pace of change in Ukraine means that we need to continue to invest in research and development, and to learn the lessons. That is one reason why the Defence Secretary made the announcement about retiring the British Army’s Watchkeeper system—a 14-year-old drone—in favour of more modern systems that we hope to be able to announce in the SDR.

Commons ChamberMy hon. Friend has been a champion of veterans, particularly Gurkha veterans. I know that he recently visited Aldershot and many other places, including Westminster Hall, to champion their cause. He is right that veterans’ issues need to be resolved. I think that he, along with his constituents, will have been happy with the Government’s recent announcement of homes for veterans, but we must keep pushing to ensure the best possible outcome for our veterans.
I wish you a merry Yorkshire Christmas, Madam Deputy Speaker. I thank my hon. Friend for the Committee’s report. As we are admitting things, let me say that, in the 1980s, I, too, lived in armed services accommodation for a brief period. It is important for us to remember how many children live in armed services accommodation. I have been raising this issue since 2018, at the time of the CarillionAmey contract. Catterick garrison in Yorkshire has one of the largest stocks of armed forces housing, and I know that my hon. Friend knows how poor much of the maintenance work has been. He has already mentioned mould, rats, and conditions that are unfit for children, or anybody, to live in. Does he think that service families who suffered the most egregious examples of poor maintenance should be able to receive compensation from those private companies?
My hon. Friend, along with other hon. Members, speaks with a great deal of experience having lived in service accommodation. When I had the honour recently to visit Catterick, I was able to see for myself some of the service accommodation. We do need to ensure that people are held to account. I have no doubt that the Government will put pressure on those management companies to ensure that compensation commensurate with what people have suffered should be forthcoming.

My right hon. Friend, who speaks with authority, is right in his analysis. Of course we note the US view, and we have expressed our concerns. We will continue to use our strong relationship with the Georgians to ensure that they amend, for their own interest, their behaviour.
Leeds’ sister city is Kharkiv. The people of Leeds are gravely concerned that the invasion of Kharkiv is imminent. Colleagues have already asked about artillery shells, which are in short supply, but even bullets are in short supply. What is the UK doing to supply the Ukrainian defence of Kharkiv with bullets? Are we upscaling humanitarian aid to Kharkiv and utilising it for the evacuation of civilians who want to leave? Will the UK Government supply additional visas for Kharkivians who want to come to the UK? The people of Leeds are ready to welcome them into their homes.

When it comes to EU sanctions on Russian critical minerals, my hon. Friend has exposed a significant flaw in my knowledge. I will need to write to him.
As co-chair of the all-party parliamentary group on Ukraine, I would like to thank the shadow Secretary of State for Defence, my right hon. Friend the Member for Wentworth and Dearne (John Healey), for calling this urgent question and the Minister for his update. The Minister spoke about the new and particularly important phase of the war regarding the Black sea and Crimea. Ukraine will not be free until every Russian soldier has left Crimea. The Ministry of Defence has trained Sea King pilots and, I understand, delivered three Sea Kings, but they are for search and rescue. What naval aid is the UK supplying to Ukraine for this next vital phase of the war?
The UK has provided a number of capabilities that have been used by the Ukrainians in their effort in the Black sea. None of those is explicitly naval, but the challenge with the Montreux convention is that, for example, the two minesweepers the Royal Navy has transferred to the nascent Ukrainian navy cannot enter the Black sea while the convention is in place. That, of course, constrains our ability to generate a genuine naval capability until the convention is lifted.

Commons ChamberIt is a pleasure to follow the hon. Member for Filton and Bradley Stoke (Jack Lopresti), who I seem to have been following recently. Just this weekend we were at the Yalta European Strategy conference, and before leaving for Ukraine we were in Leeds, which I will come back to. At Yalta European Strategy we were joined by the Minister; the shadow Europe Minister, my hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty); my co-chair of the all-party parliamentary group on Ukraine, the hon. Member for Isle of Wight (Bob Seely); and the hon. Member for Gravesham (Adam Holloway), who is not here. We had a strong UK contingent. However, my journey into Ukraine this time starts a bit earlier, with the hon. Member for Filton and Bradley Stoke and the Leeds Ukrainian community centre, for Ukraine’s national day.
Will my hon. Friend join me in thanking groups—which I am such he is about to mention—such those in Newport West, who have joined together to fund medicines, equipment, money and all sorts of vital things to go to Ukraine to support the war effort and the people of Ukraine?
Absolutely. It is incredible to see groups up and down the country doing that. At the event that I attended in Leeds at the Ukrainian centre, I was shown a picture of a support vehicle that they had bought and were taking to Ukraine. It had been purchased thanks to an auction in Morley and Outwood, which I attended with the hon. Member for Morley and Outwood (Dame Andrea Jenkyns), where I bought a vyshyvanka, which I wore in Ukraine. The auction raised enough money to buy that vehicle. We have seen such activities right across the country.
Exactly two weeks ago today, I set out to Ukraine from Dover with the Ukraine Freedom Company, Emergency Ukraine and Macclesfield Ukrainian Aid, taking five vehicles of aid. That is the second time the APPG has done that this year. We not only talk about the support we will give, but deliver in a practical way to the people of Ukraine. We left to go through the Eurotunnel and had to cross four different sets of customs borders. At each stage there were minor delays, and there was quite a long delay at one, which I will come back to. The UK Government need to do more to ensure that small, local voluntary organisations can get through those customs borders quickly, because they are volunteers and they will not wait three, four or five hours at each border. The UK Government need to speak to their partners to ensure that that does not happen.
We left and drove through France, Belgium, Germany, Hungary and Romania, and arrived at the Danube where we crossed into Ukraine. The next day, Shahed drones attacked the very same port where we had crossed the Danube. That reflects—others have mentioned this—the importance of the fertile Black sea plains, which produce most of the world’s sunflowers, much of its grain and, in Kherson, the world’s best watermelons. The ports are being attacked because the Black sea grain corridor is now closed.
We drove through the night from the Danube to Odesa. I have never seen so many heavy goods vehicles in all my life. It made the route down to Dover look like a small car park. They were there because the grain cannot be taken from Ukraine by sea. It has to be driven to Romania or other Black sea ports and then transported on. It is a purposeful attack by the Russians to try to close the port, so that not just us in Europe but those in the Gulf, the horn of Africa and right across the global south do not receive this vital food. It is an act of ecocide.
We arrived in Odesa and met the mayor, Gennadiy Trukhanov, who highlighted the strikes on vital infrastructure. We visited the headquarters of a local mobile telephone company and were shown how the Russians had stripped out telecommunications. The UK must do more to support Ukraine’s telecommunications infrastructure, because without it, it cannot progress the war or support the nation.
From there, we travelled to Mykolaiv and met the deputy mayor for infrastructure. We saw the devastation and the need for reconstruction. We then went to a town—this was one of the most horrifying things I have ever seen in my life—called Posad-Pokrovske in the Kherson region where not a single building was undamaged. Nearly every single building had been destroyed. What had been supplied for the people by the international effort were, effectively, plastic boxes. We went into one and it must have been 50° in there. They were horribly hot in the summer and they will be freezing cold in winter. We must do more to support civilian infrastructure, in particular housing, in areas that were occupied and destroyed by Russia but are now liberated. Brave Ukrainians are living in their hometowns without decent housing, so much more needs to be done. Some of the aid partners we went with are now committed to trying to bring housing solutions to them. I hope the UK Government can work with them.
Afterwards, we visited a renewable energy project—a wind farm. There is an irony here in that half the wind farm was completed after the Russian invasion. Just last week we had a wind farm auction in the UK where nobody put in a bid. In Ukraine, however, they can somehow build them in the middle of a war. It is a part of Ukraine’s security strategy, and is not just about climate and transition. It is easy to take out a single power station, but much harder to take out a distributed network of wind or solar installations. Again, the UK and other partners need to support and invest, because this is not just about peace and rebuilding; it is about the war effort now.
We then went on to Kharkiv. Leeds is in the process of twinning with Kharkiv. I am really proud of our efforts and we will put our full support behind raising money and delivering for the people of Kharkiv. I met the mayor, Ihor Terekhov. The north of the city had been assaulted. We visited a school that was the same distance from the centre of Kharkiv as my children’s school is from the centre of Leeds. It had been completely destroyed and gutted, and the children do not have adequate school facilities. We went to multiple blocks of flats which had been destroyed. In all locations—this was the case in Posad-Pokrovske, too—we were told, “You cannot walk over there or over there,” because they were heavily mined. People are living and children are playing in places next to areas that are mined. At the rate the area is being de-mined, and at the rate of de-mining in previous conflicts, it will take 40 years or more to de-mine Ukraine. That is just not acceptable. In liberated areas, we need to step up and support the de-mining effort, because without de-mining there will be no reconstruction.
We met some troops from the frontline—Kharkiv is not that far from the frontline. There is a lot of talk about Russian troops not being as good. The Chair of the Defence Committee, the right hon. Member for Bournemouth East (Mr Ellwood) mentioned Wagner and said that Russian elite troops are now no longer on the frontline. We asked the troops what they thought of the Russian troops they were fighting. They described them as worthy adversaries. They are taking nothing for granted. They are on the battlefield risking their lives. We should not think that there is an easy victory here. Every inch of ground is hard-fought and hard-won.
After Kharkiv, we went to Kyiv and, as the hon. Member for Filton and Bradley Stoke said, to the Yalta European Strategy conference. I will not go into great detail about all the speeches and meetings that took place, but there were a number of takeaways. We have been hearing, more or less from the start of the conflict, about the need to close the skies. It is still being discussed. We are only now in the early days of training pilots. Why were we not training pilots much earlier? Why are we not much further on? I know the UK does not have F-16s, but the point stands. The Ukrainians were very grateful for the Storm Shadow missiles from the UK, but the missiles they have are the export variants. I will not go into detail, but to be able to prosecute within the territory of Ukraine, they need the Storm Shadows that we use because their range is greater.
The Minister needs to redouble his efforts and look again at our stockpile of weapons and what will help Ukraine to progress the war quickly. I warn Ministers that in Kyiv the view is beginning to set in—the UK is not at the front of this; other countries are—that whatever is asked for arrives but takes too long, is too slow and too bureaucratic, and that the supply is to keep the war going and to ensure Ukraine does not lose, but not to ensure the speediest victory. That is a deep concern of the people in Kyiv and the rest of Ukraine who are progressing the war.
We need to do everything we can to ensure a rapid victory, because the Ukrainians are not just fighting for themselves. They are fighting for democracy, our way of life and our civilisation. One of the most interesting speeches at the conference was by Timothy Snyder, a Yale professor, who said that in the 4th century BC, Athens was able to have a democratic republic because it was supplied with grain by the Scythians in the Black sea region—now southern Ukraine and Crimea. That is the history of the region. Without Ukraine, we all fail. That is why we need to step up our efforts on every front to ensure the war is completed and there is not a single Russian soldier on Ukrainian territory.

Commons ChamberMy right hon. Friend asks an important question about the Vilnius summit, which comes at an important moment for NATO and on the heels of war in Europe and the invasion of Ukraine. The summit will also be an important transition where NATO allies build on the commitments they made at the Madrid summit and go further and faster to bolster Euro-Atlantic security. The UK remains committed to supporting Ukraine for as long as it takes. The most powerful deterrent is our commitment to article 5 of the North Atlantic treaty, backed up by modern, credible forces, and that continues to hold firm.
The hon. Gentleman raises an important point about the role of Belarus. First, we should recognise that, so far in this illegal invasion of Ukraine by Russia, Belarus has simply supported through the use of its bases, but has itself committed no forces, and the international community would very clearly warn Belarus that it should not do so and join Russia in the folly it is engaged in. It is, of course, a deep concern when we see Russia trying to use Belarus as a sort of satellite state or, indeed, a place to put its nuclear weapons. We keep that under constant review, and we make sure, in the strongest possible terms, that Belarus is aware of the international concerns about its behaviour.

Commons ChamberI thank the hon. Lady for her question and her support. Her point about the Wagner Group is one that is under active consideration by the Government as we speak.
As co-chair of the all-party parliamentary group on Ukraine, I am overwhelmed by the support from across the House for the people of Ukraine, and I thank the Government for the amount of military assistance that they are giving. One of the outstanding issues of the war, and something that is maybe slightly newer in modern warfare, is the overwhelming use of drones—Russia’s use of Iranian-supplied drones in particular is having a devastating effect on Ukraine. The use of drones is very lopsided; the Ukrainian military does not have the number of drones that the Russian military has. Have the UK Government considered supplying drones to Ukraine, and did that form part of the talks in Tallinn or Ramstein or with NATO counterparts?
We have supplied drones and will continue to do so.

The hon. Member is right: it is a matter of pride to see a British ship going into the water. However, I say respectfully that characterising things in the way that he does is a great mistake. I am happy to make it clear that the overwhelming majority of the jobs will be here in the UK. However, just as it would be absurd for the United States to say, “We will not have any British involvement in the production of the F-35”, it would be absurd for us to say that we will turn our face against some of the best expertise in the world. That would also be counterproductive, because we would be setting our face against the technological know-how that will secure British jobs in the future. I am pleased to say that this decision does two things: first, it secures British jobs; secondly, it secures the British know-how that we need for a thriving and prosperous shipbuilding industry in the future. I hope that the hon. Member will therefore, in the fullness of time, enjoy the pride of seeing many more ships go into the water.
In responding to the urgent question, the Minister seems to have left out a number of important details. Will he confirm whether the prime contractor for the fleet solid support ships will be the Spanish state-owned company Navantia, or will it be a British company?
I invite the hon. Member to look at the things that really matter—that is, the jobs that will come into British yards. Since we set out the national shipbuilding strategy, which was refreshed earlier this year, we have ensured that, for the first time in decades, there is a lasting pipeline for all Government-procured ships, whether for defence or elsewhere. That is important because the stability ensures that there can be investment.
On the hon. Member’s specific point, there is, of course, a role for Navantia UK—there is no secret about that—just as there is a role for BAE Systems and all sorts of other industries in other badged weapons systems. That does not mean, however, that there is any reduced benefit for British workers. On the contrary, there is £77 million of investment. I respectfully say to him that the question that he has to answer is: would he set his face against a deal that would mean £77 million-worth of investment in a British yard, which, by the way, desperately needs it? Without that investment, who knows what the future would be for Harland & Wolff? With that investment, we can be sure that it is bright, and he should welcome that.

Commons ChamberI agree with my hon. Friend. His has been a siren voice that has been warning this House and the public about Putin’s actions for a great many years, and we must ensure that those lessons are learned. Putin has been telling the international community what he wants to do for many years, and he has been engaging in economic warfare, cyber-warfare, disinformation and political interference for many years. We need to strengthen all our fronts if we are to deter that type of behaviour, not only from Russia but from other states that wish to do us harm in the future.
To follow on from the point made by my hon. Friend the Member for Rhondda (Chris Bryant), my hon. Friend the Member for Plymouth, Sutton and Devonport (Luke Pollard) was with me in Kosovo a couple of months ago where we heard about a Russian disinformation, misinformation, and hacking centre that employs thousands of personnel in Serbia. Do we also need to take this fight to third countries that are facilitating Russian misinformation, disinformation and hacking, including in Ukraine, the Balkans, the Baltic states and around the world?

Commons ChamberIndeed. The hon. Gentleman makes a fine point and there is a very good case for having a consultation on what sort of voice would be practical for our armed forces—[Interruption.] If I may, I will make some progress.
The pay body’s 2018 report highlights the extent to which personnel shortages put additional pressure on those who remain in the services. The latest personnel statistics show yet another drop in the trained size of the armed forces, with each of the services now smaller than at this point last year. Although we have seen a slight rise in intake in the 12 months to March—by 120 personnel—that alone is clearly not enough to enable the Government to meet the target set out in the 2015 SDSR. Will the Minister set out what specific action he will take to ensure that we do not continue to see further falls—[Interruption.] I do hope that the Minister heard that and will be able to tell us in his winding-up speech what specific action he or his colleagues will take to ensure that we do not continue to see further falls in the number of armed forces personnel.
The Minister will know the Labour party’s view of Capita’s recruitment contract, which is shared by many on the Government Back Benches. Given that the Government are not willing to terminate the contract, as we would like, what steps will he take to compel the company to meet its targets? Will he consider financial penalties if it does not comply?
Let me turn to housing for our personnel and their families. There have been persistent complaints about housing maintenance in service accommodation. Will the Minister tell the House what recent conversations he has had with Amey about this issue? Will he also update us on the future accommodation model? We all want to see good-quality service accommodation that meets the needs of our personnel and their families. We accept that a one-size-fits-all approach will not work for everybody. Some families will be in a position to buy, and the forces Help to Buy scheme may be able to assist them, while others are happy to live in service accommodation. Living on site with other military families can provide a crucial support network for our forces and their families.
CarillionAmey has had more than 36,000 complaints in three years about the conditions of service family accommodation—that is 1,000 complaints every month. There is outrage among service families about the contract with CarillionAmey. Does my hon. Friend agree that it is time the Government stepped up and intervened so that we have decent maintenance for our armed forces personnel?
My hon. Friend makes a good point. None of us wants to see any of our serving forces and their families living in substandard accommodation. There are certainly issues to be addressed in respect of Amey and forces housing.
In respect of the future accommodation model, we do not want personnel to be pushed into the private rented sector without any choice. Indeed, a recent Army Families Federation survey demonstrated that, if the availability of the accommodation currently on offer was reduced and a rental allowance offered instead, only 22% of respondents would definitely remain in the Army. The insecurity, variable quality and limited availability of the private rented sector is a concern, and it is not clear how the additional costs of private sector rents would be met.
The armed forces community encompasses not only current and former personnel but their families, who provide a crucial support network to service members and who experience the demands of forces life at first hand. The nature of service life means that many forces families have to move house repeatedly, including to postings abroad. One difficulty that some service families face is finding new schools for their children, especially if they resettle outside the admissions cycle.
A recent Children’s Commissioner for England report highlights how service children are sometimes not placed in the most appropriate school with siblings or other forces children from the same unit, causing further and unnecessary distress. It can help if local authorities have better awareness of the needs of service children. For example, Rhondda Cynon Taf Council has a dedicated education officer who works closely with the families of serving personnel, and with schools, to ensure that the children of service members are supported in their education. The fragmentation of education in England, with admissions in the hands of academies or academy trusts, makes such work more difficult.
