Commons ChamberBroken boilers, water pouring into homes, mould, vermin and painful waits for basic repairs—all while Ministers cancel troops’ Christmas leave. Our forces deserve so much better. It is a national scandal that the Government are leaving service personnel, their families and their children without heating and water during the coldest winter for more than a decade. Can the Minister say exactly how many forces homes are currently without heating or hot water, and what he is going to do about it? Can he guarantee here and now that no one in uniform or their family will be without heating or hot water this winter?
Although shocking, these reports are unfortunately not surprising. There are deep-seated problems with the Government’s handling of Defence housing, going back years. One third of our armed forces personnel are dissatisfied with the overall standard of their family accommodation and almost one in three service family homes are awaiting repair. Between June and October this year, more than 5,000 maintenance appointments were missed. Is the Minister confident that his contractors are meeting their mandated key performance indicators? It certainly does not look as though they are. The MOD paid £144 million to contractors to supposedly maintain service family accommodation this year. Is he satisfied that that represents value for taxpayers’ money?
These reports of dodgy accommodation not only are a breach of the contract the nation makes with those who serve, but pose a risk to recruitment and retention. More than one quarter of armed forces personnel said that poor accommodation increases their intention to leave the services. Decent accommodation is a fundamental part of our moral obligation to those who serve and their families. This Government are failing our armed forces when it comes to service accommodation and we need to see better from Ministers. In setting out what he has done, will the Minister now apologise to forces and their families, many of whom will be spending yet another Christmas in shoddy military accommodation?
The hon. Gentleman asks, quite fairly, whether I think that the contractors are meeting their requirements. We are absolutely clear that they are not meeting their requirements. Indeed, that is why a rectification plan was imposed as long ago as September; it was clear that there were some fundamental issues going wrong. I have spoken about the IT issues, but also, candidly, there were not enough people in the call centre. I think Pinnacle had 14 people, although that has now been increased to 60.
I get that there has been some snow and ice, but not biblical levels of snow and ice; these are things the contractors should have accounted for and prepared for. The hon. Gentleman asks whether the contract is value for money, and no, at the moment I do not think it is. If the contractors performed, it would be a perfectly sensible contract, but I reiterate: over and above the annual amount, we must ensure there is the £350 million of support to get ahead of this problem, so that we can have a well-maintained service family accommodation estate that does not run into problems in the first place. I am pleased to note that there is £76 million targeted towards improving thermal efficiency—to you and me, Mr Speaker, that means boilers, insulation and so on—which again will resolve some of these issues.
There are lessons to be learned, candidly, and I am clear about that. One thing that must be investigated is how this contract was entered into. Was it the case that some people were—how can I put it?—a little economical with the actualité when indicating what they could provide by way of support and IT? What did they say and when? We need—[Interruption.] Of course we should also look at the due diligence; that is a fair point as well.
The hon. Gentleman made a political point at the beginning, and I hope he will forgive me for saying this: it is true that a lot is being asked of our troops at Christmas, including to fill in for jobs that others are not doing. I urge him to join the Government in saying that those going on strike should call those strikes off so that our troops can get the Christmas they deserve.

Friend the Member for Redcar, but I would also like to raise a further matter for the Minister to reflect on in his reply: the possibility of including in the Government’s online harms White Paper elements that would address the online distribution of abuse images and videos.
The Government have rightly made much effort to tackle online abuse, address mental health concerns and deal with offensive imagery and online behaviours—a critical issue, especially for our young people. However, when I skimmed through the online harms White Paper in advance of this Committee sitting, I found no mention of animal welfare or of the distribution of the kind of images that my hon. Friend mentioned. There is an opportunity for the Minister to reflect on how a conversation between the Department for Environment, Food and Rural Affairs and the Department for Digital, Culture, Media and Sport might help to support the collective Government effort against the sharing of these disgusting images and videos, and create a more comprehensive system.
I pay tribute to the hon. Member for Redcar. No one has done more than she has to advance this legislation. I entirely endorse the spirit and intention behind what she proposes, and simply want to volunteer some thoughts by way of context.
It is important to note that the recording of an offence is already set out as an aggravating factor in certain other criminal offences such as rape and sexual assault. As we know, the Sentencing Council publishes guidelines that the court is obliged to take into account. It is therefore important to ensure that the Sentencing Council has the widest possible rein to reflect the full spectrum of aggravating features in respect of this offence, as it has done with other offences.
My only question mark relates to whether there is a risk that, if we legislate for one particular aggravating feature, the Sentencing Council might not have as broad a remit as it might like. I say that because its guideline on the Animal Welfare Act 2006 lists “Other aggravating factors”, including “Use of a weapon” and “Use of another animal”. My rhetorical question is whether, in focusing legislation purely on one aspect, however heinous an aggravating feature it is, we risk inadvertently downplaying other aggravating features.
While I respectfully and entirely endorse the hon. Lady’s intention and the spirit of her amendment, I venture to suggest that the Sentencing Council has shown itself well capable of reflecting the issue of degradation through publication, and well attuned to the need to do so. Inevitably, I think it would include that factor, but it would also include other aggravating features such as use of another animal, use of a weapon, or whether the victim—so to speak—was a public service dog. That would ensure that the offending received the condign punishment it deserves.

The problem is that the schemes that currently exist are not having the effect that we need them to in Plymouth, because we have a crisis today.
I want to talk about the concern that a lot of GPs have expressed to me. My remarks will be about what GPs have told me, rather than my analysis of what I believe GPs are saying, because I think it is important that their voice is heard in this debate. Will the Minister meet those GPs so that they can raise their concerns in person? There are a number of GPs who have solutions or suggestions about what can be done.
At the moment each GP in Plymouth has about 2,364 patients. As we heard earlier, the average is about 1,700, so there is a greater demand on the GPs we have in Plymouth. One GP told me last night:
“I’ve just walked in the door after a day where I saw my first patient at 0825 and left my last patient’s home at 8.15pm. Because the district nursing service is currently unreliable (through no fault of their own), I will go back to the latter at 0800 tomorrow as the patient is housebound and needs blood tests.”
He went on to say:
“A large part of the pressures on...GP’s is the fact that other community services have had such drastic cutbacks.”
He said:
“I feel very...lucky to have a secure well-paid fascinating and rewarding job but it is all a little overwhelming and I constantly worry that just one major problem will mean things become very, very unsafe.”

Another GP, Dr Williams, said that the system is failing and it feels as though it might be intentional. GPs have heard NHS England say that it is watching Plymouth as a place where primary care could fall over, a sentiment that several GPs have expressed to me in private. They believe that Plymouth’s city-wide system is facing bigger concerns in primary care than elsewhere. A meeting with the Minister is vital, so that he can reassure those GPs that the Department of Health and NHS England are on top of this.
Another inner-city GP said:
“I became a GP to help people with physical and emotional health difficulties and this is a job I have really enjoyed for a number of years. During this time patient needs and demand on general practice has increased significantly but unfortunately funding has not kept pace...We only get...£115 per patient per year to provide the totality of patient care so it’s no surprise we are struggling when some patients consult us at least once a week.”
The general medical services contract includes between £73 and £117 per patient, but as we have seen in Plymouth where GP surgeries have fallen over and emergency providers have been brought in, there can be as much as £347 per patient under emergency access contracts. There seems to be a huge financial gap there that could be moderated by supporting GPs—not by giving them more money themselves, but by providing support and assistance so that they can hire more GPs, and by supporting the other professions that make for a successful GP practice.
Worryingly, the doctor I referred to said:
“I no longer enjoy being an NHS GP because I cannot keep pace with demand and I know our patients are getting frustrated with restricted access to their GP. Patients are complaining, and rightly so, but those complaints just compound my loss of joy from the job because I’m working harder than ever to try and provide the service patients want but the majority of feedback we get is negative.”
That has been echoed by a number of GPs in Plymouth, who really want to inject the joy and passion back into their role. They entered the profession not because it was easy—it was hard and difficult—but because their efforts would make a huge difference to their communities.
I will continue, if I may.
I am genuinely worried that Plymouth’s primary care crisis is going to get worse in the coming days. We know that there are GPs who are considering whether to renew or to hand back their GP contract—a decision that will be made in the next couple of days. That is deeply worrying not only for them, but potentially for patients.
My GP surgery in Plymouth closed recently, so I know what it is like to lose my GP. At the moment I am especially concerned about people who do not reregister with a new GP, effectively becoming an unregistered cohort of people in the city who then can rely only on acute A&E services. Our staff at Derriford A&E do an absolutely fantastic job, but they cannot keep going if there is a continuing crisis.
The Plymouth Herald reports that a third of GP surgeries are at risk of closure as vacancies in primary care escalate. Will the Minister meet Plymouth GPs so that they can raise concerns directly with him? There is an opportunity to avoid the crisis getting any worse through proactive measures. I do not want to see the crisis getting worse and then more emergency access having to be put in place as GPs who have worked beyond the point of exhaustion hand back their contracts. That decision can be justified because of the pressure on them and their families, but we can avert that situation if we take action today. I hope the Minister will address that in his remarks.
