Commons ChamberThe UK Government have a strong record of protecting nature and biodiversity, and we will continue to build on that with the Environment Bill that I am talking about.
The trees, plants and peatlands that make up nature’s own carbon capture technology are crucial in meeting the net zero target, and I welcome the opportunity today to reiterate the Government’s determination to address the two massive environmental challenges of nature recovery and climate change. We were the first major developed economy to make the historic commitment to meeting net zero, and we are taking action right across government to deliver on our climate commitments. The Cabinet Committee announced today will co-ordinate that work under the chairmanship of the Prime Minister, demonstrating his personal determination to safeguard the environment.
The Secretary of State is right to talk about the importance of biodiversity and climate change. On the last point she made about the Committee chaired by the Prime Minister, can she assure the House that the devolved Administrations will be part of this, so that we do not have England-only legislation on climate change but we have it right across the United Kingdom and so that we are working unitedly?
Without going into the details of the make-up of that Committee, I can assure the hon. Gentleman that the UK Government will continue to work closely with all the devolved Administrations on these hugely important tasks for us.

The hon. Gentleman is quite right that I of course would not want to see Barrovians rounded up and banished from Barrow. The point is that the native red squirrel and the North American grey squirrel cannot cohabit, and that is because grey squirrels carry the squirrel pox virus but have themselves developed immunity to it.
I congratulate the hon. Lady on securing this important debate. She will be aware of the pioneering work on the Isle of Anglesey by the well-known Red Squirrels Trust and by Dr Craig Shuttleworth. Being an island, we have natural boundaries and we have preserved them. However, an important point was made about woodland. We need the correct woodland, and in the forests of Newborough and Pentraeth the number of breeding pairs of squirrels has gone up from none to more than 350. That is a success story, where we have natural boundaries as well as the proper woodland and habitat. With the onset of the debate on climate change, surely now is the time to plant the right trees in the right places to help the environment and squirrels’ habitats?
The hon. Gentleman makes an excellent point. This is a really worthwhile debate and I think that, perhaps with the exception of the comment from the hon. Member for Barrow and Furness (John Woodcock), we are aligned on what must be done.
I thank the hon. Gentleman for that intervention. He is absolutely correct; the issue requires a long-term strategy of collaboration that is appropriately resourced. That is the only way we will ensure that our children and grandchildren will enjoy the benefits, as we have, of our native British wildlife.
The hon. Lady is talking about funding, which is important. One important source for conservation in the UK has been European structural funds, particularly in relation to public land owners and the community working together to preserve and increase the number of red squirrels. Will she join me in pressing the Minister to use the shared prosperity fund post Brexit in the same positive way when it comes to wildlife and the preservation of species such as the red squirrel?
I thank the hon. Gentleman for that intervention, and I join him in making that point to the Minister. As we lose some funding, we must ensure that alternative funding pots become available for this worthwhile and urgent project.
I thank the many individuals and organisations who have contributed very helpful and detailed briefings, including Dr Craig Shuttleworth, Jackie Foott, the National Trust, the British Association for Shooting and Conservation, the Royal Society for the Protection of Birds, Red Squirrels United and the UK Squirrel Accord, which is a UK-wide partnership of 37 leading conservation and woodland organisations, Government agencies and companies, founded by His Royal Highness the Prince of Wales.
The key asks from all those organisations focus on: ensuring long-term, sustainable funding; amending the Forestry Act 1967 to ensure that key vulnerable flora and fauna are protected in the licensing process; ensuring that the 1967 Act contains a requirement to consider the landscape level of impacts of continuous tree felling licences; and, most importantly, effectively enforcing the Invasive Non-native Species (Amendment etc.) (EU Exit) Regulations 2019. I also thank the Wildlife Trust, which shared a photograph of a litter of four red squirrels orphaned after a tree hosting their drey was felled, and the Woodland Trust, which rightly points out that grey squirrel control is not at all effective unless control is undertaken by the majority of neighbouring landowners, whose combined efforts improve viability and effectiveness.
I commend, celebrate and thank the thousands of people who work all year round to protect our wildlife in the fight against decline. I hope that the Minister and colleagues across the House will join me in appreciating the selfless effort required.
It is a pleasure to serve under your chairmanship, Sir David. I congratulate the hon. Member for Copeland (Trudy Harrison) on securing this debate. Formby in my constituency is regarded as the mainland’s southernmost stronghold for red squirrels. We have red squirrels on the Isle of Wight, Brownsea Island and Anglesey, but Formby is the furthest south on the mainland. Reds are found elsewhere in the Liverpool city region too. My wife and I enjoy walking our dog in the pine woods by Formby beach, where we find red squirrels. The National Trust has done superb work over many years to ensure that the woods, the dunes and the habitat there are maintained and that the red squirrel population is looked after. That red squirrel wood at Formby is a real treat for anyone visiting the area and is a place to find red squirrels in good numbers.
Conservation is going on in a strong way in Formby. It follows the foresight of the Weld-Blundell family in planting pine woods on the dunes at Formby in the late 1800s, which created the ideal habitat for red squirrels and many other species. The trees provide a valuable windbreak for the asparagus fields and the neighbouring residential area. The next-door dunes are also home to the natterjack toad, the sand lizard, the northern dune tiger beetle and birds including skylarks and willow warblers. It is a fine place of nature conservation.
In Formby, other neighbouring villages and some of the smaller towns, the red squirrels have a place of affection among the public. People are fully aware of the precarious position that the red squirrel is in and how endangered the species really is. People are extremely fond of them and are encouraged by the National Trust and other conservation organisations to look out for grey squirrels and to alert the authorities when they come across them. They are also encouraged to look for signs, particularly in late summer and the autumn, of potential squirrel pox. As the hon. Lady said, it is almost certainly fatal to all reds, whereas greys have acquired immunity to it.
The reds are extremely tame. They are happy to approach humans and are generally not put off by humans being nearby, although I think my dog is probably a bit too much for them on the occasions when we walk him near the squirrels. He is always on a lead, I hasten to add, in case anyone has concerns, although I am not sure what he would do if the opportunity arose. I think he would be more curious than a threat to them. The squirrels can be found in gardens, although when I told some of my constituents that this debate was taking place, one of them pointed out that when she was encouraged as a child to feed red squirrels, she was bitten. We had one discordant voice, but that was the only such piece of feedback that I received. They are genuinely very popular, and with good reason, too. I filmed a red squirrel that decided to dart between my legs in the course of what he was doing. He was quite happy to be close to me. That was actually in Cumbria. Cumbrian red squirrels are very friendly, but they are very friendly in Formby and across the Liverpool city region too.
The hon. Lady spoke about the impact of greys. They impact not only on red squirrels, but on trees, which are the habitat for the reds. The damage that greys cause is widespread. I am tempted to wander into a debate on climate change at this point, because when trees are damaged, it reduces their effectiveness at removing carbon dioxide from the atmosphere. Greys certainly cause damage that undermines the habitat for red squirrels and the other species I have mentioned. It is extremely important that we protect native species, and this debate contrasts the importance of native species against those that have come from overseas.
I am grateful to the National Trust in Formby and the national organisation for their briefings about the good work done at Formby. I am also grateful to the Woodland Trust. All the briefings stressed the importance of controlling the numbers of greys. The National Trust also stressed to me the importance of the funding it receives and of having greater funding to maintain and enhance the landscape—the habitat and the trees. There have been concerns about the thinning out of trees at Formby, for example. Important work has been carried out by the Lancashire Wildlife Trust, including on the Merseyside red squirrel project. It is also part of the national Red Squirrels United project, which is funded by the Heritage Lottery Fund. Those projects are extremely important. The hon. Lady mentioned the importance of supporting the existing strongholds, and she is right about that as a strategy, but we can never take it for granted. We have to be extremely alert and work extremely hard to maintain that work. Funding is extremely important. I hope the Minister can confirm that the Government intend to maintain and potentially enhance funding in this area.
My hon. Friend is absolutely right to mention the strongholds of Formby, the Isle of Wight, Cumbria and my constituency of Anglesey. The money to conserve this important species and habit also creates an economic benefit from tourism coming to the area. He knows that the Anglesey beaches, with the woodlands in close proximity, are a great example of that, so does he agree that this is about giving money not only to conservation groups, but to the local economy and community to invest for the future?
I am grateful to my hon. Friend for that intervention. I was heartened to hear from his previous interventions and in my research for this debate about the work in Anglesey and the impressive way in which the red squirrel population has been defended and the greys pushed back. Certainly in Formby, the investment promotes tourism and we get many visitors, but that also brings challenges, as he will know. Sometimes too many visitors try to get into a small area with limited roads and parking, but that is for another debate.
The Woodland Trust briefing made the point that the introduction of pine martens as a natural predator against the greys has seen early signs of success. I understand that that is also the case around the country. Because the greys are slower, the pine martens are more likely to attack and catch them. As the reds are faster, nimbler and smaller, they are more likely to escape, so natural predation is effectively being used to control the greys and protect the reds. I am interested in the Minister’s analysis of the evidence on that point, which the hon. Member for Copeland mentioned. We could do with some clarification, so let us look at the evidence and at what works.
Control of greys is a real problem. In Formby in 2007-08, squirrel pox led to the deaths of 85% of red squirrels in the area. Thanks to the brilliant work of the National Trust and the many local volunteers, there has been a good recovery, but I am sad to report what has been described as an “intense burst” of red squirrel deaths in Formby recently. The Wildlife Trust is currently testing to see whether squirrel pox is the cause.
Finally, I want to turn to the environment Bill. Protections of habitat are crucial, as we have discussed. The proposed office for environmental protection will have responsibility for monitoring, and it is vital that the regulatory framework is fit for purpose once we leave the EU. Currently, the European Commission exercises influence and power in an effective way. The current proposals suggest that the office for environmental protection will sit with the Government and will not have the independence that the European regulatory arrangements give. Concerns have been raised about that level of independence and whether the regime will be sufficiently robust to maintain the necessary oversight. We need a little more detail from the Minister and the Secretary of State in the part of the Bill that is yet to be published, with tangible and clear targets for restoring the natural environment to support red squirrels and other species.
I have two asks in this debate. The first is for funding for control and protection work, including spreading the word about red squirrels. They do not often bite. They are a fabulous part of our natural world in the UK. We need to raise awareness and provide support to prevent the spread of grey squirrels and disease. Secondly, we need a robust framework in the environment Bill. There are 17 strongholds for this iconic British animal. The red squirrel deserves our full support, but it needs action, not words.

Commons ChamberMy hon. Friend makes a very good point, and I shall come on to it in a moment. At the heart of the environment and climate emergency is the issue of justice, and it is those here and around the world who are least to blame for it who bear the burden and pay the highest cost. A 2015 study found that children living in our British inner-city areas can have their lung capacity reduced by up to 10% by air pollution on major roads. Of course, the situation is even more extreme for children growing up in densely populated urban areas in China and India. The pollution levels in many cities around the world are damaging children before they reach the age of five. Children should not have to pay with their health for our failure to clean up our toxic air.
Working-class communities suffer the worst effects of air pollution. Those who are least able to rebuild their lives after flooding will be hit hardest by rising food prices, while the better off, who are sometimes more responsible for emissions, can pay their way out of the trouble. Internationally, in a cruel twist of fate, it is the global south that faces the greatest devastation at the hands of drought and extreme weather, which fuel poverty and war and create refugees as people are forced to flee their homes. Some of the 65 million refugees in this world—not all, but some—are in reality climate refugees. They are paying the price of emissions that come not from the global south, but overwhelmingly from the global north and rapidly industrialising societies.
Sir David Attenborough recently said on his brilliant television programme:
“We now stand at a unique point in our planet’s history. One where we must all share responsibility both for our present wellbeing and for the future of life on Earth.”
That is the magnitude of what we are talking about. It is too late for tokenistic policies or gimmicks. We have to do more. Banning plastic is good and important, but individual action is not enough. We need a collective response that empowers people, instead of shaming them if they do not buy expensive recycled toilet paper or drive the newest Toyota Prius. If we are to declare an emergency, it follows that radical and urgent action must be taken. According to the Intergovernmental Panel on Climate Change, to avert the disastrous effects of warming greater than 1.5° C, global emissions must fall by about 45% by 2030 to reach net zero by 2050 at the absolute latest. It is a massive demand and it is a massive ask, and it will not happen by itself.
We are going to have to free ourselves from some of the harmful beliefs that have characterised our thinking for too long. The hidden hand of the market will not save us, and technological solutions will not magically appear out of nowhere. An emergency of this magnitude requires large-scale Government intervention to kick-start industries, to direct investment and to boost research and development in the green technologies of the future, and that is not a burden.
I congratulate my right hon. Friend on leading on this debate. Does he agree that the last Labour Government created a consensus on this issue under the Climate Change Act 2008, which was so ably led by my right hon. Friend the Member for Doncaster North (Edward Miliband), and that that consensus included the need to work together not just in this country, but with our international partners? Will he join me in congratulating the Welsh Labour Government on declaring a climate emergency earlier this week?
I absolutely agree with my hon. Friend. I will come on to the work done by the previous Labour Government, which did so much to try and bring about awareness of the climate emergency. We have the chance to bring new manufacturing and engineering jobs to places that have never recovered from the destruction of our industries in the early 1980s. We need a green industrial revolution with huge investments in new technologies and green industries.
It is a pleasure to follow the thoughtful speech from the hon. Member for Wells (James Heappey). I begin by congratulating the newest Member of the House, my hon. Friend the Member for Newport West (Ruth Jones), on her maiden speech.
Moving on to the subject matter, the science is absolutely clear: the climate is warming and the global mean temperature is rising, enhanced by human activity. The protestors I met last week said that, the young people I meet daily in my constituency tell me that and my family tell me that. We need to act. I received a thoughtful letter and petition from students at Ysgol David Hughes comprehensive school in my constituency, who went on strike. Our young people get it.
To be fair, my local authority is a leader in the United Kingdom on recycling, the Welsh Government have a good record on recycling and Surfers Against Sewage declared the isle of Anglesey a plastic-free county. I am proud of our local record.
I say this to the Secretary of State for Business, Energy and Industrial Strategy because it is important—and I worked with him when he was in opposition and our party was in Government, and I give him credit for his consistency: Wales spends twice as much on energy efficiency measures as the UK Government, and Scotland spends even more. Northern Ireland, which does not even have a sitting Government, spends one and half times more than the UK Government. These are important matters to highlight, because we are going backwards, and England is the largest of the four nations of the United Kingdom. We need to do more. I understand the point about austerity, but all parts of the UK—local authorities and the nations’ Administrations—have had to deal with austerity as well. We need to concentrate.
We built a consensus in the House around the Climate Change Act, and I was proud to be a part of that. We were world leaders. We now need to reset the energy button, which is why I want to concentrate on power. We need to invest in our natural resources more. Subsidy is not a dirty word. All technologies in this country were once subsidised. Oil and gas were 100% subsidised. The Secretary of State will know what I am going to say: we need to invest more in tidal and wave energy. It is so predictable. We need to do it now. First-of-its-kind technology will be very expensive, but if we do not do it, we will be back here in years to come saying, “We just about missed out target”. We could meet our target with a proper funding system for large energy infrastructure projects. I will work with him to ensure that happens. We should consider the Welsh Water not-for-profit model. It puts customers first and our environment first. We in the House must follow suit.

Order. Before the hon. Gentleman goes on, I want to say that he is making detailed opening remarks and taking a number of interventions but we are taking the Front-Bench spokespersons from 15.30. So that everyone can get in, I ask Members to make short interventions. I also ask the sponsor of the debate to be a little quicker.
I was coming to the conclusion of my remarks, but I want briefly to skate through some points. There is a danger that we get obsessed only with the plastics. The broader pollution is much greater. We know, as does anyone who has been following the science, that it is the acidification of the marine environment and the warming of the temperature of the seas and oceans that is taking its toll. That is what we must tackle, and on a global level. It is all right blaming the Chinese, the Russians or the Indians, but we must start at home, spreading good practice and sharing innovation and good science, in the most co-operative spirit possible.
Members probably know—they certainly will if they follow me on Twitter—that I am a passionate anti-Brexiteer. I know that might upset one or two people in the Chamber, but I very much value the way in which we have done some amazing things across Europe in improving the environment. However, we must go much further. According to Sky Ocean Rescue, a rubbish truck’s worth of plastic is dumped in the ocean every minute. Some 8.3 billion tonnes of plastic have been produced in the past 60 years, and 91% of all plastic made since the 1950s has not been recycled, according to Greenpeace. That is the truth of the matter.
In a study last August by Plymouth University, plastic was found in a third of UK-caught fish. Cod, haddock and mackerel were all affected. Only one third of plastic packaging used in consumer products is recycled each year. Two thirds is sent to landfill or incinerated. In terms of tap water—the water we drink in this place and in our constituencies—72% of water samples were contaminated with microplastics. Sixteen million plastic bottles are thrown away every day in the UK. Yes, that means we need regulation and international co-operation, but we also need individuals to change how they live their lives.
I have no commercial interest in Unilever, but anyone who has seen Paul Polman talk about the company’s vision to reduce its environmental impact and improve sustainability must have woken up to the fact that all companies need to look at their own products and supply chains and insist that everything going through their system of commerce should be of the highest standard. If everyone is at that standard, we will get there.
Before I finish, I want to mention my hon. Friend the Member for Halifax, who is leading a very successful campaign, the “Final Straw for Waste Plastic”, which aims to end the daft use of plastic straws in every café and pub. That is a sign we are moving in the right direction. We also have a campaign for a deposit return scheme for bottles and the microbead ban could go further, but they are not enough.
I want to give some balance, because marine conservation is not all about plastic. It is also about fishing; the hon. Member for Strangford mentioned that. More fish are caught than can be replaced through natural reproduction. Some 90% of the world’s fish stocks are fully or over-exploited by fishing. Several important commercial fish populations, such as the Atlantic bluefin tuna, have declined to the point where the survival of the species is threatened. That is the truth. Recommendations are coming through. We need marine conservation zones. We need an environmental audit body to create more need to stop trawling. That method scoops up all the fish and simply returns the ones not wanted to the sea, dead. The European Parliament has been working positively in this area. As the hon. Member for Richmond Park (Zac Goldsmith) said, the Marine Stewardship Council is not perfect, but it is moving in the right direction.
I will end my remarks by saying this. I have been involved in this area of activity all my adult life, from that early inspiration, “Small is Beautiful”, right through to the present day, when some lone voices can say, clearly and distinctly, with all the research at their fingertips, that if we do not act now as individuals, communities and countries working together, we will not survive on this planet.
I am grateful to the hon. Gentleman. I will now call Steve Double, followed by Kerry McCarthy. If Members can stick to five minutes, we should get all the speakers in.
It is interesting to follow the right hon. Member for Newbury (Richard Benyon). I think that my hon. Friend the Member for Huddersfield (Mr Sheerman) has always considered John Clare to be an early socialist; but we will return to that theme.
My hon. Friend the Member for Huddersfield mentioned “Small is Beautiful”. I of course remember the publication of Schumacher’s book, but of course the ocean is also beautiful, and very large. The problem is that for decades we have believed it to be effectively infinite, but it is not and we have now reached its capacity, or perhaps beyond it. I applaud and agree with the steps taken by the Government to reduce plastic use, which is important; but there is in reality no one-nation solution. We are not unilateralists as far as the protection of the marine environment goes. Threats to the marine environment cannot be solved in one country, whether they are littering, plastic pollution, fertiliser run-off or bottom trawling. I agree with the right hon. Member for Newbury that pulse fishing should be banned, but the validity of any bottom trawling has to come under consideration, because of the damage it does. Acidification is another major issue. It is right, as one country, to extend the role of marine conservation areas. We must do considerably more on that, as I hope hon. Members present for the debate would agree; we must press on with real action. However, even those efforts will be undermined if we do not do something about the overall quality of the oceans.
I want to speak briefly about coral reefs. They represent only 0.25% of the ocean floor, but they house probably half of marine life. An astonishing amount of ocean life lives on coral reefs—not only the romantic warm sea corals, which people are aware of, but the cold sea corals. They are fundamental to life in the ocean, and probably they are important to life on the planet as a whole, because of the impact on the food chain. Preserving coral reefs is vital. Bottom trawling destroys soft and hard coral, but perhaps the biggest threat is acidification. Half the carbon dioxide in the world disappears into the seas. They are becoming not simply warmer but more acidic, and we do not know what the impact will be on sea creatures with calcium-based shells; but we must operate on the precautionary principle. The position is critical for oceans now. If we get things right, there is a really exciting possibility that, as well as protecting the shoreline, coral may have medical research potential, which could be unlocked for humans in the future. That would be a more rational exploitation of the sea than some of the things that have happened so far.
I agree with my hon. Friend the Member for Bristol East (Kerry McCarthy) that we need a different international legal framework. The law of the sea is massively important, but we must transcend what it has done. It must be global and must have an impact on the things that are threatening not only marine life but probably life as we know it on the planet. The Government are well placed to take such international action—including within the EU, for the remaining time we are members of it. Who knows where we will end up, but internationalisation of the process must be fundamental, and I look to the Minister to say how the Government will approach the international agenda.
I thank the hon. Gentleman and all the Back-Bench speakers for their self-discipline in sticking to their timings. I am sure that after the Front-Bench speeches the Minister will allow the hon. Member who moved the motion time to make some concluding remarks.

I cannot give an exact indication, but the point I was trying to make is that radiocarbon dating every piece of ivory would be hugely time-consuming and cumbersome. I will say what more I think the Government can do on this important matter later.
The Government’s response to the online petition stated that the consultation would be a
“step towards a total ban.”
That is welcome, but I urge them to take a bigger step by widening the remit of their forthcoming consultation to cover all possible scenarios, including a total ban on the domestic trade in ivory, while considering international examples that include tightly-defined exemptions for items such as musical instruments and items with very small amounts of ivory. That would allow the ban to be practical and enforceable. Parallel measures can also be taken, such as supporting foreign Governments to protect elephants and supporting education around the world.
I congratulate the Petitions Committee on picking this topic for debate. The hon. Gentleman talks about what we can do in foreign countries. It is very important that when we give aid to countries, specific conditions should be attached, including on animal welfare. The massacre of the elephant population is the core and root of the problem.
I completely agree and I am sure the Minister heard the hon. Gentleman’s point. As I said, practical measures can be taken, such as supporting education around the world to ensure that the scale of the problem is understood.
During the course of the debate, somewhere between seven and 10 elephants will be killed. They will most likely be shot and then dismembered to extract the maximum value for poachers. The Secretary of State’s announcement in September was extremely welcome, but I urge the Government to honour our commitment, ensuring we play our part in protecting one of the world’s most iconic species.

I very much agree with the hon. Gentleman and his valuable contribution. There is a need for urgency. I am hopeful that we can make progress on that urgency today.
I congratulate the hon. Lady on securing the debate. Is it worth putting on the record from the start the excellent work of charities and rescue centres? We are a nation of dog lovers. The vast majority of dog owners, including those like myself who have rescue dogs, think that dog fighting is an extreme element that we must deal with.
The hon. Gentleman makes his point extremely well. I will come on to echo his words.
Events in recent weeks might have divided some communities and, indeed, the direction of the different countries in the United Kingdom, but what brings us together is our deep convictions about animal welfare. We are dog lovers and want to see the eradication of cruelties such as dog fighting.

Commons ChamberWe saw a very effective emergency response from the fire service and other emergency services, the Environment Agency and the Army, all working together. That lesson has been learnt from previous flooding incidents, as we have brought in all those services as soon as possible to ensure that we protect lives and property.
My constituency was badly affected by the floods over Christmas and new year, as indeed was the whole of north Wales. There was an impact on roads, rail and homes. The Welsh Government have given extra resources, which is very welcome, but I want to press the Secretary of State on the issue of the European solidarity fund. If she is not willing to apply for it, devolved Administrations are willing to do so, and to use that money. Three years ago, the Prime Minister said that it took a long time to make an application. If he had applied then, the money could have been put to better use in the United Kingdom.
As I have said to other Members, we will consider applying for the fund, but it does take a long time to come through. My priority is ensuring that businesses and residents have the support that they need now.

It is a great pleasure to serve under your chairmanship, Sir Roger, and a genuine pleasure to follow the hon. Member for Thirsk and Malton (Miss McIntosh), who is doing an excellent job as Chair of the Environment, Food and Rural Affairs Committee. I appreciate the considered and thoughtful evidence-based report that her Committee has done.
I congratulate the hon. Member for Ribble Valley (Mr Evans) on securing the debate. Since I have been in the House, I have been working with him on rural issues. When he was the shadow Secretary of State for Wales, he came to the Anglesey show to see the best county in the United Kingdom in the glorious sunshine at its best, with the dairy industry central to that. He and I have been singing from the same hymn sheet for some time, and he helped me with a private Member’s Bill for a supermarket ombudsman at the latter end of the last Parliament—he was one of its sponsors. It was good that, at that time, the DEFRA teams in each of the major parties were on board, but it was difficult getting to the Business, Innovation and Skills Front-Bench teams. That has been part of the problem, and we should concentrate on that. This is specifically an agricultural issue as well, and we should try to look at it in that way to get a better deal for farmers.
The dairy industry is important and we should not see it in isolation. If we combine food, farming and tourism, we are talking about a huge sector of the British economy. At the centre of that are the dairy farmers and the farming community, so we should not look at this problem in isolation, but it is a special issue.
The hon. Member for Montgomeryshire (Glyn Davies) is just leaving the Chamber. I started my working life on a farm. When machinery broke down I milked cows by hand, so I have some grass-roots experience—and some other experiences from the end of a cow—to bring to this debate. The serious point, however, is that I understand how special dairy farming is, because dairy production cannot be turned on and off at a tap when there are volatile prices and exterior factors across the world. Unlike sheep farmers and others that can diversify into other areas, dairy farmers cannot do that so easily, and I want to highlight that point.
I agree with the 12 or 13-point plan suggested by the hon. Member for Ribble Valley. We need a specific plan. In Wales, the issue is devolved and a dairy plan is coming into being, which concentrates on many of the issues that have been mentioned today. It is not an isolated issue for each Assembly and Parliament to deal with. It is a UK and global problem, and we need a UK response. That is why DEFRA needs to co-ordinate a plan of that nature to get the fairness that we all want for dairy producers.
For my final minute, I want to turn to the Groceries Code Adjudicator. I am hearing good noises about it in this morning’s debate, but in this Parliament the House was given an opportunity to water down the supermarket ombudsman’s powers, and unfortunately they were watered down. When that went through the House, we warned that if there were a toothless referee, it would not be able to make an impact. A referee must be able to come down on both sides in the game—not that I am saying it is a game—so we need to strengthen it. We need to name and shame. We have been calling for that, but it has been resisted.
I have been hearing that there is internal strife between the two parties of the coalition Government, but let us put that aside. Let us ensure that we get—[Interruption.] It is not “nonsense”. The ability to fine early on is needed. We need an ombudsman that has teeth. We need the referee to be able to put forward strong recommendations and have a proper inquiry. As the EFRA Committee said, this is a UK problem. British goods and produce are the best in the world; let us make sure we provide fairness for those best producers.

It is a pleasure to follow the hon. Member for Somerton and Frome (Mr Heath). I pay tribute to him for the work that he did as a Minister, and in a previous Parliament when he worked with me on these issues. I congratulate the hon. Member for Carmarthen West and South Pembrokeshire (Simon Hart) on obtaining the debate. I assure him that I have not prepared a press release, or even written a speech, but I feel passionate about the subject. My first job and my brothers’ first jobs were working on dairy farms. The herds were small in those days, but it was great experience. Sadly, those farms have gone, for many different reasons, and the fields where they were are now full of horses. I love horses, but would prefer to see dairy cows there.
The farming industry has suffered for many years from external factors, which we have heard about today. More recently, high fuel and energy prices and expensive food stock have been added to by the Russian sanctions on the EU. I want to deal specifically with the price war in the supermarkets. I have long campaigned for a supermarket ombudsman, which was brought in as the groceries code adjudicator, but the current arrangement is lacking and needs to be strengthened. That is not a criticism. When we bring in legislation, we always find out later that it needs to be strengthened in response to issues such as the one we are considering.
Some supermarkets are devaluing a great British product. I want the red tractor on milk produce, but also the red dragon, so that people know about the local involvement, time and effort. Dairy farmers work damn hard. It is a tough job, throughout the year, and they cannot just diversify when the price moves up and down, because theirs is a long-term commitment. Producing the stock needed to produce dairy milk does not happen overnight, and it is not possible to cut back and switch on and off with demand.
We need greater localism and food labelling. The Minister has done some good work on food labelling, but it needs to go much further. In my constituency of Anglesey, for instance, local farmers supply a producer in the area.
Does my hon. Friend agree that there are also pressures on, for example, the baking industry, in that the prices of cakes and bread are being driven down, to the detriment of suppliers? Their situation is very similar to that of the suppliers in the dairy industry, and we must tackle the supermarkets on this issue.
Absolutely. The example that I was going to give is that of Glanbia Cheese, which produces mozzarella for pizzas across the world. That is produced in my area, yet credit is not given to the superb milk that comes from north-west Wales and from Anglesey. That is an important point—the problem feeds into other food industries. My hon. Friend is right to make the point about cakes and so on.
We need to stand up together for British dairy farming, and today’s debate has been very useful, because we are coming to good conclusions. We want to strengthen the groceries code adjudicator’s remit, so that it can look at this issue. We want to stand up for the farmers, who are working damn hard to produce a product that is increasing in importance. Yes, there are external factors, but we want to be proud to be Welsh and proud to be British when it comes to our milk and dairy industry. I feel that this debate will help to move things forward.
The issue is a recurring one, and there are no party political points to be made here. The dairy industry is a difficult one, and it needs long-term support from across the parties—I know that the Minister is listening carefully to what is being said by Members from all parties—because we want Welsh and British dairy farmers to be able to produce the fine product that our children need and that our children’s children will need in the future.
