It is always a pleasure to see you in the Chair, Ms Rees. I thank the hon. Member for Brighton, Pavilion (Caroline Lucas) for securing this important debate on biodiversity loss.
We can be in no doubt that biodiversity loss and the biodiversity emergency are intrinsically linked to the climate crisis. Scotland’s outstanding natural environment is one of our country’s greatest assets and it is something that every Scot is rightly proud of. We must do everything we possibly can to protect it.
Our nature attracts millions of visitors each and every year, and supports our exports of high-quality produce, as well as protecting those who produce it for us. Maintaining this resource is vital to Scotland’s continued success and it is critical that we manage the water environment to ensure that the needs of our society, economy and environment can be met for future generations to come. Restoring this natural environment is a key way to address the twin challenges of nature loss and climate change. That includes many of the interventions championed by the Scottish Rewilding Alliance, which is doing some fantastic work up the road.
The SNP’s £65 million nature restoration fund has committed nearly £40 million since 2021 to unlock the full potential that nature restoration projects can bring to local communities. The fund has supported local businesses to boost nature tourism, helped landowners with pollinator projects to boost local food production, and supports river and woodland restoration.
In the last five years alone, Scotland has contributed to around 75% of new woodlands across the United Kingdom. Scotland’s stunning national parks also bring significant benefits to the local communities they serve through collaborative working to support thriving local economies, maximising the benefits of the environment, the climate, the economy and the local people. In 2022, nearly £450 million was generated in local economies through visitor and tourism businesses. Our parks also play a key role in supporting our farmers and crofters, working with them to develop and deliver collaborative, nature-friendly, carbon-neutral projects and practices.
The SNP Scottish Government’s recently published Scottish biodiversity strategy sets out how key sectors will deliver work to combat biodiversity loss, including in planning, agriculture, forestry and water management. The delivery plan sets out the actions needed to halt biodiversity loss by 2030 and to reverse biodiversity declines by 2045, with action needed across the whole range of Government, business and of course local society. The plan presents a nature-positive vision for Scotland, one in which biodiversity is regenerating and underpinning a healthy and thriving economy and society, playing the key role that is so important in addressing climate change. The SBS will be implemented through a series of delivery plans, covering a five-year period.
Scotland’s rivers define our iconic landscapes. From mountain tributaries to estuaries flowing into the oceans, they provide vital water and rich habitats, helping us to adapt to global threats, including climate change and water scarcity. The SNP has many innovative initiatives under way in Scotland to nurture, improve and protect our rivers. Since 2021, the Scottish Government’s nature restoration fund has awarded in excess of £2.3 million for projects to restore and revive river habitats, and to improve their resilience to climate change. We are working closely with partners to develop integrated catchment management techniques to restore rivers and to improve natural flood management measures.
Over the past decade, Scottish Water has reduced environmental pollution incidents by 60%—they are down from 800 in recent years to 300 this year—despite increasingly challenging weather patterns. It has also invested £880 million in targeted improvements to environmental quality.
We are clear that Scotland remains fully committed to achieving our net zero targets by 2045. We are already around halfway there and continue to decarbonise faster than the UK average. The SNP is utterly focused on and committed to tackling the climate emergency.
Of course, the Climate Change Committee has advised that the 2030 target set by the UK Parliament is beyond what it considers to be achievable. That is disappointing news. However, its latest report also contains much to be proud of. Scotland has made strong progress to date, with emissions cut in half and, as I have said, it is decarbonising faster than the UK average.
Between 1990 and 2021, Scotland’s emissions halved, while the economy grew by 57%. That clearly demonstrates that a thriving economy and falling emissions are not just compatible but can actually support each other. We will continue to help businesses and investors through the development of a new green industrial strategy, so that the people of Scotland can share in the enormous economic opportunities of the global transition to net zero.
By contrast, the UK Government are falling behind in the global race to reap the economic benefits of the race to net zero, and have failed to rise to the challenges set by the Inflation Reduction Act in the United States and those set by our European partners. Collectively, we need to seize the opportunity to reaffirm our commitment and implement the robust measures that are required. It is time to lead by example in the fight to preserve our planet’s biodiversity.

The World Species Congress, organised by the Reverse the Red coalition, will be held on 15 May 2024, as we have heard. This event provides a platform to celebrate global wildlife and to discuss strategies to mitigate species decline, and we have had a very good debate on just that subject this afternoon.
The World Species Congress is also a timely opportunity for the UK to demonstrate global leadership in halting species decline. We in the SNP maintain that biodiversity loss and the biodiversity crisis are intrinsically linked to the climate emergency. Together, they constitute an existential threat to all humanity, so they must be taken seriously. The 2021 report by the Intergovernmental Panel on Climate Change described the situation as being “Code red” for humanity. Well, that code is probably now maroon. The rationale is clear—more can and must be done.
Fundamentally, our economy, our jobs, our health and our wellbeing depend on biodiversity; it is integral to our culture and indeed to our way of life. Given that, decision making needs to be managed in a collaborative and balanced way. Biodiversity plays a crucial role in both addressing and mitigating the impacts of climate change. When functioning well, ocean and land ecosystems globally remove around 50% of human-made carbon dioxide emissions every year. More than half the world’s GDP, $45 trillion, is dependent on nature in some way. Yet humans have caused the loss of 83% of all wild mammals and 50% of all plants. Globally, biodiversity is declining faster than at any other time in human history.
The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services’s global assessment of biodiversity describes the pressures on nature; an 83% population decline in freshwater species, a 60% population decline in invertebrate species and a 41% decline in known insect species. More than 85% of wetland areas have now been lost. The high seas, which make up around 50% of the earth’s surface, have only 1.2% of their area protected. In 2022, in its updated red list of threatened species, the International Union for Conservation of Nature assessed that nearly 10% of global marine species are at risk of extinction.
In the face of mounting evidence that Scotland is experiencing dramatic declines in our biodiversity, the Scottish Government have set out ambitious plans and a new framework in its 2022 to 2045 strategy to halt biodiversity loss by 2030, and reverse it through large-scale restoration by 2045. Under the SNP Government, 30% of Scotland’s seas are now designated marine protected areas, including 247 sites for nature conservation. We have also reintroduced the Scottish wildcat.
The Scottish Government are also committed to moving towards a circular economy, shifting from a take, make, and dispose model to one where materials are kept and valued. The Scottish Government’s vision recognises the mutually beneficial nature of connectivity between sustainable economic growth, inclusiveness, wellbeing and the protection of the planet and its biodiversity. Failure to act will perpetuate the vulnerabilities, jeopardise the fight against climate change, and threaten human wellbeing, our ecosystems and our economies for decades, if not centuries to come.
The upcoming World Species Congress is not merely an event, but a call to action. We need to seize this opportunity to reaffirm our commitment, implement the robust measures that are required, and lead by example in the fight to preserve our planet’s biodiversity.

Commons ChamberI listened carefully to that answer. While Brexit has been deeply damaging to farmers all across the United Kingdom, the actions taken by the Scottish Government mean that farmers in Scotland have far greater protection than those elsewhere on these islands. The SNP Government have guaranteed Scottish farmers the level of funding that was available pre-Brexit, unlike the Tories here in England or indeed the Labour party in Wales. That is the SNP standing up for farmers in words and deeds, unlike the Westminster parties. Will the Secretary of State take this opportunity to apologise to farmers in England for his Government’s betrayal of them?
I refer the hon. Gentleman to the £2.4 billion commitment in our manifesto, which has been met in full.

Commons ChamberThe continual uncertainty being caused by these border checks is not only disgraceful but highly damaging for industry and consumers. There have been five delays by the UK Government, accompanied by a complete failure to communicate those delays effectively. Does the Minister accept that the significant disruption being faced is a symptom of not only the Government’s disastrous delivery of the checks but Brexit itself? Any suggestion to the contrary is frankly for the birds. Secondly, will he apologise from the Dispatch Box to the businesses that have been diligently preparing for the changes, only to be left utterly in the dark by his Government?

It is nice to see you in the Chair this morning, Ms Vaz. I thank the hon. Member for Stoke-on-Trent Central (Jo Gideon) for securing this important debate on food waste and redistribution.
As the SNP spokesperson for the environment and food, I welcome the opportunity to address this issue, which plagues our society: wastage and the unconscionable amount of food waste that we allow to happen each and every year. I will also highlight some of the excellent work being undertaken in Scotland in relation to this subject. It is not just a matter of leftovers on our plates, as important as that is; it is also about the obscene waste of perfectly good, nutritious food while people in our communities the length and breadth of these isles and beyond go hungry.
The managing director of Too Good To Go, an organisation that has been mentioned several times this morning, has said that the UK Government’s refusal to introduce mandatory food waste reporting is a blow to the UK food waste reduction waste efforts. There has been a lot of criticism about the constant delays on this issue. The European Commission has proposed introducing legally binding targets to try to limit food waste across the EU, leaving the UK behind once again in progressive regulation. Is my hon. Friend as dismayed as I am at the Government’s intransigence on this vital issue?
I thank my hon. Friend for her intervention. She makes excellent points. We are all frustrated with the Government’s intransigence, not just in this area but right across the food, environment and rural affairs spectrum; some of the matters are really disappointing. I know that she is keen on these particular issues and that she has done some excellent work on them, so I commend her for that.
The food waste numbers are stark. In Scotland alone, we waste a staggering 1 million tonnes of food and drink every single year. Shockingly, around 60% of that waste originates within households, with an additional 25% of it coming from food and drink manufacturing. That is enough food to feed countless hungry families, yet it ends up rotting in landfill, emitting harmful greenhouse gases and contributing to the very climate crisis that we are also threatened by.
This issue is not just about individual actions, important as they are. It is about a systematic failure: the failure of the UK Government to take decisive action to address this issue, as my hon. Friend the Member for Edinburgh North and Leith (Deidre Brock) has just said. Instead, they prefer to prioritise their own narrow political agendas over the wellbeing of our planet and our people.
However, perhaps most frustrating is the fact that so much of the waste is entirely avoidable. We know that 70% of food waste is still edible and that preventing such waste in the first place is not only morally imperative but economically and environmentally sound.
I recently visited Frome community fridge, which is the first organisation of its kind in the country. The people there told me that since it was established in 2016 they have been able to fill the equivalent of eight Wembley stadiums with surplus food. Does the hon. Gentleman agree that this kind of innovative project is really important in helping us to reduce food waste?
The hon. Member is absolutely right. In fact, that is a great analogy. Wembley stadium is massive. The thought of eight Wembleys stacked up—we can all visualise that right now—is absolutely obscene.
Research has shown that achieving a 58% per capita reduction in food waste by 2050 could remove the equivalent of 5.6 million cars from UK roads, which of course would significantly mitigate our carbon outputs. Also, let us not forget the impact on households struggling to make ends meet. We have heard of so many groups and organisations, like the one that the hon. Member for Somerton and Frome (Sarah Dyke) mentioned, that are doing stellar work in relation to food insecurity across all our constituencies. Coatbridge, Chryston and Bellshill is no different from any other constituency in that regard and I hope that the SNP’s appreciation of all of those groups and organisations is very clear.
Over a third of Scots worry about their ability to afford food, especially in the face of both a cost of living crisis and the disastrous effects of Brexit, which have only served to exacerbate the situation. The National Farmers Union has reported that crops worth over £60 million were left to rot in fields due to Tory-induced labour shortages and indeed other factors, while supermarket shelves are bare, prices are rocketing and people are being left devoid of the essentials that they so rely on.
Fortunately for those of us in Scotland, there is hope on the horizon. The Scottish Government have taken bold steps to address food waste head-on. In 2018, they committed to reducing Scotland’s food waste by 33%, which set a precedent across the rest of Europe. Through regulations and partnerships with organisations such as Zero Waste Scotland and FareShare, whose excellent work we have heard so much about today, the SNP has implemented measures to reduce waste at every level, from production to distribution and all the way through to consumption. We have also improved monitoring and have put infrastructure programmes in place to enhance public engagement and communication. We are leaving no stone unturned in the fight to reduce food waste.
The UK Government must now follow Scotland’s lead and take decisive action on food waste. The Environmental Audit Committee’s report “Environmental Change and Food Security” has called for a national strategy to tackle this issue, echoing much of what the Scottish Government have already implemented, so I hope that the Minister will look kindly on that recommendation. Let us all renew our commitment to reducing food waste and building a more sustainable future for the generations to come.

Commons ChamberFood security is a term that we have all become more familiar with over recent years. It should mean that a nation can sustainably provide for all its citizens through well-resourced and highly valued agricultural communities. It should mean a farming system that balances fair pay for workers with affordable prices in the shops. And it should mean a food supply chain that is reliable and serves the needs of our struggling planet, as global temperatures rise and populations swell.
I have held this brief for only a short time, but I am already well aware of the endless varying definitions of food security, as was noted by the Environmental Audit Committee in its report. I have also noted the EFRA Committee’s scrutiny of the chosen definition of food security by the Minister of State for Food, Farming and Fisheries, and I join fellow members of that Committee in expressing concern that that Minister is not taking households’ ability to access food into account when considering this vital topic. For us in the SNP, there are some definitions and some areas that take priority. I shall focus on those, because food security, or more appropriately food insecurity, sits at the heart of two defining crises facing the people of Scotland today: the climate crisis, with its impacts of extreme weather on our planet’s ability to provide for growing populations; and the cost of living crisis, which has been turbocharged by this Tory Government’s reckless relationship with the economy.
Many Members will be familiar with the Trussell Trust charity. Within its network are just under 1,400 food banks, with estimates of a further 1,000 or so food banks operating independently across the UK. There are three such food banks in my constituency, which are doing fantastic work in extremely difficult circumstances, and I thank them all for that. The Trussell Trust tells a stark and revealing story.
In 2010, when this Government first assumed office, the Trussell Trust delivered fewer than 300,000 emergency food parcels. Last year, following 13 years of Tory rule, that number had risen to 3 million parcels, 260,000 of which were distributed across Scotland. Data from the Department for Work and Pensions has found that a staggering 4.7 million people in the UK were in food-insecure households. That is 7% of our total population. That same data tells us that, between 2010 and last year, 19% of children lived in households with either low or very low food security. Of those children in poverty, 38% are in households with low or very low food security. That is shameful data and it is a vivid reminder that child poverty has been rising in every single part of the UK every year. That was happening long before the pandemic, and, respectfully, long before any invasion of Ukraine, which highlighted the vulnerability of global supply chains. Long before any of that, there were people in abject poverty in the United Kingdom.
What kind of a legacy is that? It is the Tories’ legacy. We have often heard Members on the Government Benches—some of them have crossed the Floor now—talk about the choices that people make that lead them into abject poverty, insinuating that it is their own fault that they find themselves in such circumstances. However, the reality is that the choices that really matter are political choices. They are choices taken in places such as this. They are choices repeatedly made by this Conservative Government for 14 years now that have allowed 4.2 million children to grow up in poverty.
The Tory approach to problem-solving also summarises the UK’s position on the climate crisis. Both at home and overseas, climate change is already causing chaos for our food supply. Our farmers in Scotland need our support to provide vital resources for our communities. We in the SNP have made repeated calls for such support, as have farmers’ unions and family farmers, but, repeatedly and rather unsurprisingly, those calls and concerns have fallen on the deaf ears of this Government.
As well as trade disruption, this Government’s Brexit obsession has created significant workforce recruitment issues for Scotland’s food and drink sector. Many exports to the EU have fallen, including a 38% fall in fruit and vegetable exports, and a 7% fall in dairy and egg exports between 2019 and 2022. Extreme temperatures across Europe have led to an unprecedent level of wildfires and droughts, and in turn food production has suffered, with shortages and therefore price increases for the likes of olive oil, rice and potatoes, and an increase in animal welfare concerns.
All those points were referenced in all the reports that we are debating. Our food system is close to breaking point. Domestic suppliers are doing their very best in challenging circumstances, but they are being put at a constant competitive disadvantage thanks to the choices of this Government. Food prices in shops are rocketing, forcing more and more families to make impossible decisions about whether they should heat their homes or feed their children.
The SNP Government in Holyrood have chosen an alternative path to that of the Tory Government here in Westminster. In 2023, we created a new dedicated food security unit, tasked with monitoring the Scottish food supply chain for possible disruption. A similar unit is one of the key recommendations of the Environmental Audit Committee, so I encourage the Government once again to follow Scotland’s lead in that regard. Our vision for agriculture has food right at its heart, making clear our support for farmers and crofters in providing Scotland with healthy food, while ensuring that Scotland meets its world-leading climate and nature restoration targets and outcomes.
Unlike the Tories, the Scottish Government have taken bold steps to address child poverty. The introduction of the Scottish child payment, unique across the UK, has been described by anti-poverty charities as an absolute game changer in the fight against child poverty. The payment has already benefited thousands of families on low incomes all across Scotland. The Scottish Government also provide support worth around £5,000 by the time a child turns six through the best start grant, best start foods, and the Scottish child payment.
Thanks to Westminster, rather than sustainable food production, UK food self-sufficiency is below 60%. Instead of valuing Scottish farmers and crofters, we have a Westminster Government whose new visa rules are threatening farmers’ financial sustainability, and who have repeatedly put us at a competitive disadvantage with reckless, poorly negotiated trade deals and incentives for low-value imports. We have 4.2 million children growing up in poverty, and a 900% increase in the use of emergency food support in the 14 years that this Tory Government have wreaked their havoc from the Dispatch Box.
The reports are timely, and I thank the Committees for their work in bringing the scale of the issues to light. They illuminate the scale of hardship faced by many of our constituents and lay bare the tragic impact of unjustifiable political decisions and a lack of political leadership. The SNP believes that the Scottish people deserve better. We deserve to have full control of our food production, our imports and exports, our destiny and future, and the support that we provide to those who need it. The only way that we can rid ourselves of Tory chaos for good, and avoid the clutches of Labour’s born-again Thatcherites, is for an independent Scotland to return to its rightful place within the European Union. At the next general election, only the SNP will offer that choice to the Scottish electorate.

Commons ChamberThe Food and Drink Federation has warned the UK Government that their plan to require all meat and dairy sold in the UK to have “Not for EU” labelling attacked will divert “hundreds of millions of pounds” of investment away from the UK, and that several international investors have paused their plans to invest in UK food and drink. As we continue to circle the drain of Tory-imposed recession, will the Secretary of State tell the House and the public if driving investment away from this vital sector will help or hinder attempts to avoid yet greater recessions?
Of course we will work with industry on any changes, but the SNP needs to be consistent, because we have other proposals, such as the review of public sector procurement being carried out by my hon. Friend the Member for Colchester (Will Quince) and fairer labelling. For example, pigs reared overseas are often marketed as British bacon, and our labelling changes often have widespread support from the farming sector. It is important that we do these changes with the industry, which is why we have allocated £50 million of transitional support.

Commons ChamberThe UK ended the year as the only rich nation with food price inflation of more than 10%, and families buying food still face persistent price increases. New Brexit red tape affecting European food imports poses a further risk of rising inflation in the prices of items such as bread, milk and even baby formula. May I again ask the Secretary of State to commit himself to implementing food price controls if further Brexit red tape leads to the food price hikes that are being anticipated?
Such is the obsession with Brexit in the SNP that we hear no mention of the impact of the war in Ukraine, no mention of the farmers who are striking across the EU, and no recognition of the huge amount of work on supply chains that is being done by my right hon. Friend the Farming Minister. Moreover, the hon. Gentleman seems not to have noticed the rapid review of labelling that we are conducting, which is about empowering consumers and ensuring that the high animal welfare standards that we have in England are better reflected.

Commons ChamberIt is nice to see you in the Chair, Dame Eleanor. I will speak from a Scottish perspective. The Bill legislates in an area that is largely devolved to Scotland and the Scottish Government, and we in the SNP are committed to maintaining high animal welfare standards and protecting our farmers and our agricultural communities. The Scottish Government have given consent to the Bill, and the relevant legislative consent motion has been laid in Holyrood by the Scottish Minister. The SNP Scottish Government prefer consistent animal transport legislation right across Great Britain and that, of course, makes it necessary to have UK-level regulation in this area. However, we must continue to make it clear that any changes must not disadvantage Scottish farmers, particularly regarding livestock movements between the Scottish islands and the Scottish mainland. The Bill does indeed make provisions in this area and seeks to protect Scotland’s unique characteristics in doing so.
In relation to amendments 2 to 4, tabled by the Opposition, and indeed amendment 1 tabled by the Liberal Democrats, we see no notable cause for concern. We are supportive of the aims of amendment 5, tabled by the hon. Member for Newport West (Ruth Jones) on the Opposition Front Bench, so should the Government not agree to the amendment and the House divide later tonight, we would vote for it.
The SNP and the Scottish Government stand resolute in their commitment to safeguarding animal welfare, pledging to legislate continuously to enhance the wellbeing of animals both in Scotland and across the United Kingdom. As we forge ahead, we are looking to ensure that our actions align with our values of compassion and responsibility towards the animals that share this world with us.
I will have more to say in the remaining stages of the Bill, but for now I thank all those interested parties, stakeholders and animal welfare activists and campaigners on reaching this milestone. It has been two years and four DEFRA Ministers since the kept animals Bill was first mooted—and, of course, shelved. There is so much more work to be done in specific areas; we can go into more of that at the next stage. It is pleasing for many interested parties across the United Kingdom that we have reached this point, and I congratulate them on that.
I am delighted to speak to the amendments and grateful to hon. Members for their continued interest and engagement in ensuring that this ban on live animal exports for slaughter is effective and comprehensive. The question of which species should be included in the ban is indeed crucial and is one to which we have given careful consideration. When we carried out a wide-ranging consultation on banning live exports in 2020, we were clear about the species that we were seeking to apply the ban to. We received no evidence then, and have received none since, that a ban on other species was at all necessary.
In the 10 years prior to EU exit, the live export trade for slaughter and for fattening mainly involved sheep and unweaned calves. The numbers of deer, llamas and alpacas kept in the UK are extremely low compared with the species for which a significant slaughter export trade had existed in the past. For example, the June 2021 agriculture census records showed that there were about 45,000 farmed deer, 12,000 alpacas and 1,000 llamas in the United Kingdom, compared with 33 million sheep and 10 million cattle. About 35,000 cattle and 220,000 sheep are slaughtered every week in England and Wales.
I can reassure the hon. Member for Westmorland and Lonsdale (Tim Farron), who is not in his place, on his concerns in relation to his amendment about reindeer. Although reindeer are kept in the UK, they are not really farmed, and they are small in number. Of course, they are imported mostly for use in visitor attractions, especially at Christmas.
We are not aware that any species proposed in the amendments are exported for slaughter or for fattening. It is important to make that distinction: we are talking about the export of animals for slaughter and for fattening. The numbers of llamas and alpacas might be increasing, but they are not consumed as meat in the United Kingdom. Although there is no evidence of demand for trade in live exports from the EU to elsewhere, the definition of relevant livestock covers all live exports where major animal welfare concerns have been identified and a trade existed in the past.
It is a pleasure to speak in the Bill’s Third Reading debate. Before I begin, I thank all Members and parties for the collegiate and cross-party manner in which we have worked to finally drag the Government to this point, as well as to all stakeholders, animal rights campaigners and the National Farmers Union of Scotland. Together, we are resolute in our pursuit to enhance animal welfare standards and we will persist in our legislative efforts to achieve our shared goals. I would like to single out my hon. Friends who sit on the Environment, Food and Rural Affairs Committee, which is so ably chaired by the right hon. Member for Scarborough and Whitby (Sir Robert Goodwill). I also thank my hon. Friends the Members for North Ayrshire and Arran (Patricia Gibson), for Aberdeen North (Kirsty Blackman) and for Angus (Dave Doogan) for their previous excellent work on the Committee and across all matters of animal welfare. I also pay tribute to Josh Simmonds-Upton and Aaron Lukas for their support and for the fantastic amount of work they have put into this area.
As this Parliament comes to an end, after repeated failures by the Government to bring the Animal Welfare (Kept Animals) Bill forward, we might finally see a live export ban in the UK that follows the lead and the wishes of the Scottish Government, who have remained steadfast in their determination to see this Bill come to fruition. I say “finally” because it has been two years and four DEFRA Ministers since we first heard of the kept animals Bill, but finally the promised livestock export ban has come.
In Scotland we remain cautious, but why? Because the Bill must be delivered in a way that protects Scotland’s traditional crofting and island communities and does not undermine our agricultural sector. We in the SNP have noted with great concern the dalliance of the UK Government to prioritise animal rights and welfare abuse mitigations by the shelving of the Animal Welfare (Kept Animals) Bill. We are concerned because we are wholly committed to protecting the welfare of animals and will continue to bring forward legislation to improve the welfare of animals in Scotland and across the United Kingdom.
My hon. Friend is making some excellent points about how long it has taken to get to this stage. Does he share the concern of many of my constituents that the Government do not seem to be treating animal welfare with any great priority, given the way in which they have treated the Animal Welfare (Kept Animals) Bill?
My hon. Friend is right. The reality is that this place does not match the ambition that we have in Scotland and in Holyrood to maintain the highest possible standards of animal welfare, while protecting our communities and the fantastic, exquisite produce that our farmers make.
The Scottish Government have experience in managing stringent animal welfare standards to the highest levels. We are matching the EU’s ambitions, but we are concerned that the UK is lagging behind. There is no question about that. Currently, livestock can move for 28 hours with a one-hour mid-journey break, followed by a 24-hour rest period before the next movement. During these journeys, it is unquestionable that the animals will be distressed, that their normal or instinctive behaviour will be restricted, and that unavoidable vehicle motion might cause stress. Other concerns include exhaustion, dehydration and overcrowding. The Scottish Government’s preference is to have consistent animal transport legislation across Great Britain. That will necessitate UK-level regulation, so the Scottish Minister has tabled a consent motion in the Scottish Parliament.
However, it is important to emphasise that any changes must recognise Scotland’s established patterns of livestock movement from the islands and the remote areas of Scotland to the mainland, and must not disadvantage Scottish farmers and crofters by banning movement between the islands and the mainland. The ban must also not include animals being exported for breeding, which is a vital part of Scotland’s agricultural sector, especially in trade with the Republic of Ireland, as we have heard today.
This is an area of largely devolved policy, and the SNP is determined to maintain the highest standards of animal welfare, as well as to protect our farmers and ensure that our exquisite produce retains its world-beating status. The Scottish Government will continue to work with the UK Government and other devolved Administrations to ensure the Bill’s smooth implementation. Our officials remain vigilant, closely monitoring and engaging with DEFRA on matters that might extend into Scotland or potentially impact the country, with a particular focus on livestock exports, which are a vital facet of our agricultural landscape.

It is one step of the many steps still required to fortify our collective commitment to the welfare of all sentient beings. At the heart of the Bill lies a commitment to redefine our treatment of animals. Its primary objective is to prohibit the export of live cattle, sheep, goats, pigs and horses for slaughter or fattening from the United Kingdom. This is not merely a matter of regulatory oversight in need of correction; it is a principled stand against the unnecessary stress, exhaustion and injury inflicted on sentient beings during their exportation. The Bill is not about restriction; it embodies progress, evolution and the establishment of more ethical standards in our treatment of animals. Its aim is to ensure that animals are slaughtered in high welfare domestic slaughterhouses here in the United Kingdom, preventing their export to potentially lower welfare conditions elsewhere.
The UK Government’s commitment to allocating funding to farmers to improve welfare conditions is welcomed, as is the provision of the £4 million fund for smaller abattoirs that the Minister outlined, underscoring the comprehensive approach to the legislation. It signifies investment in the wellbeing of our livestock as well as an acknowledgement of the pivotal role that farmers play, and will continue to play, in our communities and in society.
The journey through this milestone has not been without challenge. As we know, the Animal Welfare (Kept Animals) Bill, which was first proposed in 2021, faced internal turmoil within the Tory party, preventing its progression through this place and, ultimately, leading to the Government scrapping it altogether. Two years later, four DEFRA Ministers and persistent advocacy from every quarter have prodded and prompted the Government to this point—to addressing the pressing issues of animal welfare.
The SNP has been fully committed to the banning of live exports of animals for fattening and slaughter, and we welcome the outlined aims of the Bill. Our track record in Scotland of implementing and managing robust animal welfare standards aligns with our national ambitions. This legislation holds particular significance for Scotland. The Scottish Government have been at the forefront not only in considering animal welfare initiatives, but in protecting our exquisite, world-beating Scottish produce, as well as standing up for those who produce it for us.
The proposed changes in the Bill to livestock transportation times reflect a nuanced understanding of the physiological and psychological impact of transporting these beings.
The maximum journey times for cattle, sheep, pigs, calves and broilers are designed to reduce stress and discomfort during their transportation, demonstrating a commitment to their wellbeing. Collaborative efforts between the Scottish Animal Welfare Commission and the UK Animal Welfare Committee have sought not only to address shared concerns in this specific area, but to extend their attention to various other issues of concern, including avian influenza control, the culling of male chicks, precision breeding, responsible sourcing of fur, livestock breeding, and the welfare of pigs and equines at slaughter. This collaboration exemplifies the potential for an open and collaborative approach to address broader animal welfare challenges that we will face in the future.
It is crucial to re-emphasise that this legislation is not just about animal welfare; it is about our identity as a society and the values and compassions that we have for ethical treatment. The call for a ban on live exports is not an isolated action, but part of a broader movement for change. Public support for a ban is overwhelming, as has been demonstrated by the many petitions calling on the UK Government to take the kept animals Bill through Parliament. It is crucial to be clear that the ban, as proposed, will apply only to exports for fattening and slaughter from, or through, the United Kingdom. It explicitly excludes the export of breeding animals, recognising their vital role in Scotland’s agricultural sector.
In addition, any changes in legislation must continue to be crafted with a keen understanding of Scotland’s established patterns of livestock movements from islands and remote areas. Any ban must not disadvantage Scottish farmers or crofters by impeding movement between the islands and the mainland. This will be a key concern for us going forward. The ban should not include animal exports for breeding, which are an integral part of Scotland’s agricultural sector, particularly in trade with the Republic of Ireland.
The Scottish Government welcome the UK Government’s intention to introduce this Bill and express a willingness to work jointly with them and other devolved Administrations to ensure smooth implementation across the nations. We in the Scottish National party believe the legislation, if enacted, will not only reflect our commitment to improved animal welfare but also safeguard our reputation as a nation that champions the wellbeing of all living beings. Collectively, let us not squander this chance to make history, to set a standard for compassion, and to ensure that our actions align with the values that we hold dear.
As we continue to debate the intricacies of this legislation at its next stage, let us remain steadfast in our resolve to protect our farming communities and to build a future where the welfare of animals is a non-negotiable priority.
