We supported Birmingham City Council’s injunction against protests that had become very challenging for young people going to that school, and we will support similar action in future when protests become intimidatory for pupils. However, I disagree with my hon. Friend’s view, and that of Opposition Members, that if we had made the guidance more prescriptive, it would have prevented the protests from occurring. There is an element of society that simply does not agree with what the Government are seeking to do when it comes to LGBT relationships, and they will protest as much as they want. We were never going to be able to bring that particular section of opinion on board, although we have brought the vast majority of people on board for this curriculum, including many fundamentalist faith groups.
On Friday I drove past the protests, which have been moved just up the road from the school in Birmingham. Apart from the fact that allowing these people to get away with it has taken up precious police resources, if the Minister saw them, he would realise that putting the onus on the school to decide the content and the appropriateness will never be accepted by them. They will see it as a point of weakness, and they will agitate and intimidate until they get their way. Only the Government will be able to change that.
No Government have ever specified that level of detail in respect of sex education, let alone relationship education. It has always been—and must remain—for headteachers and schools to decide what is appropriate for their pupils, when it is age-appropriate, and so on.
We have issued clear guidance. The Secretary of State and I have said that we strongly encourage primary schools to teach children about LGBT relationships, because there will be pupils in primary schools who have two mothers and two fathers and it is important for the other children to respect that, but ultimately such matters must be for headteachers to decide. As I have said, I do not believe that had we been prescriptive—more prescriptive than the wording of paragraph 37—we would have secured consensus among major school providers in both the state and the private sector, and I do not believe that being more prescriptive would have prevented anyone from protesting against something with which they fundamentally disagree.

We work with local authorities to make sure that we have up-to-date assessments and projections of the need for school places, and we fund to those projections to make sure that there is the right number of places. We are absolutely focused on making sure that we are doing that by expanding existing good and outstanding schools and putting in good new provision, which also improves diversity and choice.
Will the Secretary of State join me in congratulating Johanne Clifton, the executive principal of Billesley Primary School, and its staff and pupils on achieving an outstanding rating in all Ofsted categories? This was previously a school that was in difficulty, and it is in a very disadvantaged part of my constituency. Does he realise, however, that schools like this need adequate resources in order to maintain commitment and achievement? Even a school like this is struggling financially at the moment.
I do recognise, of course, that that school and all schools need the right resources. I am also very happy to join the hon. Gentleman in his congratulation and commendation of Ms Clifton and all the staff, pupils and parents at the school.

My hon. Friend is absolutely right. Headteachers play an important part in creating the right culture in schools, and the Government have a role to play in helping headteachers to create that culture. We want schools to acknowledge that we live in a strong economy with low levels of unemployment and a competitive jobs market so schools, like other employers, will need to be more flexible in their recruitment approach to allow more professionals to come into the profession on a part-time or flexible basis. We had a flexible working summit last year, because we want to encourage people to teach more flexibly.
It is good that the Government finally accept that there is a recruitment and retention problem, but when does the Minister hope to wake up to the budget problems that are causing neglected repairs, reduced swimming and music lessons, curtailed extra-curricular activities and insufficient teaching assistants, particularly for special needs children?
We acknowledge the cost pressures on schools. As I said before, we are spending record amounts on schools, but there are of course increased pressures. We are asking schools to do more. Standards are rising, more children are reading more effectively earlier, we have better maths teaching, and more young people are taking at least two science GCSEs today than several years ago. That is why we are helping schools to tackle budget pressures, including through buying schemes for energy, insurance, computers and so on. We are also helping schools to balance their budgets when it comes to deploying staff. Tackling workload will be an important part of easing the cost pressures on schools.

That this House has considered supporting children in need into adulthood.
It is a great pleasure to see you in the Chair, Ms Buck. I am grateful to the Backbench Business Committee for granting this debate on a subject that should matter to us all and definitely needs more attention.
The discussions that resulted in the Staying Put initiative for those in foster care—a decision for which I commend the previous coalition Government—have inevitably opened up a much wider debate about our responsibilities for all children in need and their transition to adulthood. Are the existing obligations placed on local authorities, the NHS and other safeguarding bodies sufficient, or is it time for a rethink? That is the purpose of the debate.
I know that the Government are concerned about mental health and have announced additional resources for that area. Of course we should all be worried about the growing numbers of children and young people needing help with eating disorders, self-harm and a host of other problems. When we raise these matters, we tend to be talking about young people where a problem has been acknowledged and the real issue is waiting times or access to treatment. However, what about all those young people who are being missed? The Children’s Society suggests that there may be as many as 240,000 vulnerable 16 and 17-year-olds in England and Wales, but only about 58,000 have been identified as needing support by local authorities. In fact, 46% of children referred to children’s services are turned away without any form of intervention, and 30% do not even reach the threshold for an assessment.
Where young people are in receipt of support, that often changes on the day they reach 18 as there is no legal obligation to provide continuing assistance and no requirement to help with a transition to adult services. In many forces, even the police marker or flag used to identify youngsters at risk or vulnerable to exploitation automatically expires as soon as a young person reaches 18. Disabled children face particular challenges in moving into adulthood when responsibility for continuing support switches from children’s to adult services.
I wonder whether the hon. Gentleman shares my concern about a gap on the part of Ofsted, which I think is discriminatory. I understand from Bedfordshire police that there is no Ofsted inspection of children’s homes for 16 and 17-year-olds. The schools of children in mainstream education are inspected by Ofsted. Does he agree that there is a gap, and that we need proper regulation in this area, particularly as bad things are happening?
I am sure the Minister heard the hon. Gentleman’s point. I certainly agree that any provision of that nature should be subject to proper inspection.
Today there are more than 1 million disabled children in the UK, yet fewer than ever are getting the support they need. We also need to give some thought to healthcare improvements and just how scary it can be for a young person to wake up after surgery on an adult ward for the first time. We have an acute shortage of community paediatricians and much more work is required in the health sector in planning the transition for young people from children’s to adult services.
The Children Act 1989 requires every local authority to take reasonable steps to identify children in need in its area and to publish information on the services available. It places a particular stress on the health and development of children and the needs of the disabled, but cash-strapped local authorities are struggling to provide even the most basic services. The reality is that 15, 16 and 17-year-olds often have to be at crisis point before there is any intervention.
I acknowledge that there has been a big focus on, and in some cases a switch of resources to, child protection issues, yet while child exploitation scandals such as those in Rochdale and Rotherham serve to demonstrate that many teenage children suffer even greater risk outside the home than inside it, support is limited for the vast majority, even if their need involves neglect, abuse or exploitation. The Department for Education’s figures for 2015-16 suggest that perhaps 13,500 16 and 17-year-olds are in need because of “going missing”, and about 1,500 are in need because of trafficking.
It is estimated that each year some 12,000 16 and 17-year-olds approach local authorities because they are homeless, often as a result of a breakdown in relations with a parent or carer, violence in the home or other problems at home. Homelessness is not currently recognised as a risk factor in identifying children in need, and consequently there are no reliable statistics about the scale of the problem. However, most agencies working with teenagers identify it as a real risk factor, likely also to expose young people to a risk of drugs, alcohol problems, violence and sexual abuse.
I thank the hon. Gentleman for securing this important debate. I know he received much support from the Children’s Society and its “Crumbling Futures” report, which is essentially what the debate is all about. I and every other MP has had to deal with the harrowing reality of parents coming to us with teenage children who are aged 18 or 19, for whom there is no support at all. That is why I am so glad he has secured the debate. I look forward to the Minister’s response.
Is the hon. Gentleman aware that one of the anomalies resulting from a change to the law a few years ago is that people have to be in education or training up to the age of 18, but—even if a person is disabled and cannot get to school or training on their own—there is no statutory obligation on a local authority to provide transport for 16 to 18-year-olds?
The hon. Gentleman makes a good point. Quite a lot of problems result from both extending the school leaving age and creating notional rights for children with disabilities if we do not provide the resources to make it possible to deliver on those advances.
Thanks to some work undertaken by the DFE and other organisations, we know a bit about the common characteristics of children in need: around 13% of them achieve no GCSE passes; they are much more likely to be NEETs—not in education, employment or training—and they are three times more likely than children from the care system to end up homeless. The time has come for a fundamental rethink on what is happening to these young people. We must move away from a model of rationing that allows us to deny help to those who do not reach some arbitrary risk threshold or simply to drop them on their 18th birthday. We must develop an approach that recognises the continuing needs of those vulnerable children and young people who are already in a very disadvantaged position. Of course, that will cost more, but we must not forget that funding for children’s services has fallen by £2.4 billion in real terms since 2010, with an additional £1.5 billion gap for services needed for disabled children. The Chancellor will have to be pressed to address those issues in the 2019 spending review.
I believe there are things the Minister can do. He might look again at the assessment threshold, which many Departments use to thin out the number of young people who even make it to first base, and offer some guidance on the factors that must be considered before an assessment is ruled out. Ideally, every referral by any responsible agency should merit at least a first-stage assessment. I particularly urge him to look at the issue of homelessness among teenagers, to make sure that we do begin to collect reliable data and to instruct local authorities to identify it as a risk factor when assessing children in need. He might also bring wise heads together and demand that they establish proper transition procedures for all those turning 18, so that we put an end to the lottery of assistance and support for vulnerable young people that confronts them as they reach their 18th birthday.
I urge the Minister, in the existing education review, to advocate extending the existing higher-rate pupil premium to all children in need, not just those in care. That would be a real opportunity to help children at an earlier stage. I ask him to consider making it easier for the same children to qualify for discretionary bursaries to help them attend further education or other forms of training. Disabled children and young people would particularly benefit from improved provision of short breaks for them and their carers, and we should at least contemplate the suggestion by the Disabled Children’s Partnership of an early intervention and family resilience fund. In time, such an approach might even be extended to all children in need.
I am not expecting miracles. I know that some things take time and everything costs money, but above all these children need a champion—someone who can lead a real cross-departmental effort to raise the quality of help and support to some of the most vulnerable and deprived young people in our society. I believe the Minister could be that person. We must raise interest in how much we are prepared to do before young people reach crisis point, rather than focusing on making claims about increased funding for services that only become available after youngsters have suffered a major crisis. It is both a moral and an economic issue.

Commons ChamberI wonder whether the Minister has any idea how hard schools in Birmingham are finding things these days. It does not really matter if we are talking about LEA schools or academies, because they are all beset by the same funding problems. In Birmingham, the base rate per primary is down by £250. One local school that has made a virtue of catering for youngsters with special needs has lost three experienced teachers, who have been replaced by one newly qualified teacher, and the same school has had to lose five teaching assistants and three dinner ladies.
Let us just look at what is happening to schools in my constituency. In Billesley Primary School, which has been totally transformed thanks to the efforts of one of our most talented heads, the pupil to TA ratio has halved. At Cotteridge, the pupil to TA ratio is down, and it is the same at Colmore Infant and Nursery School, Hollywood, Tiverton Academy, Woodthorpe Junior and Infant School, and Yardley Wood Community Primary School—to name only a few.
Headteachers and experienced teachers are having to vacate their schools for several days a week and tout themselves around as specialist leaders in education, earning £300 to £400 per day just to keep their schools ticking over. That £300 to £400 comes of course from the budgets of failing schools. We are seeing a vicious merry-go-round in which a school that is failing has to sacrifice part of its budget to pay for support from a specialist leader in education, and that specialist leader has to sacrifice the time they should be spending in their own school, teaching the children there, just to earn enough to keep their own school afloat. That is the reality of this Government’s education funding.
The Government’s own workforce census shows that schools in Birmingham lost more than 600 teachers and teaching assistants last year. Just this morning, I received an email from a teacher at a very highly rated primary in my constituency, imploring me to speak out in this debate and tell people how bad things really are. We now find ourselves in a situation where schools are sacrificing ancillary staff, teaching assistants and experienced staff because they cannot afford their salaries, pensions and national insurance contributions. Welcome though any pay rise is, for the head and governors, it of course means another round of redundancies, because this Government have no intention of funding the pay settlement, pension and national insurance contributions. All this is happening against a backdrop of rising pupil to teacher ratios and a shortage of qualified teachers, with more leaving the profession than entering it.
In secondary schools, we have probably yet to see the worst effects, but they are already subject to a shortfall of £500 million per year in funding for 11 to 16-year-olds from 2015 to 2020, with huge cuts to sixth-form budgets for schools in my constituency. Schools have had to scrap the sixth form because of the detrimental impact the funding shortage was having on children in the lower school. The projected loss of income from 2015-16 to 2019-20 for King’s Norton Boys School is £126,195; for Bournville Secondary, the figure is £359,201; for Dame Elizabeth Cadbury, it is £303,606; for King’s Norton Girls School, £182,261; for Allens Croft Primary, £174,347; for Billesley Primary, £178,959; and Yardley Wood Community Primary School, £166,243.
I will not give way at the moment because other people want to speak.
Those are good schools, with excellent leadership teams and committed staff who want to do the best for our children. They are prepared to go the extra mile, working evenings, holidays and weekends. Linda McGrath, the head of Woodthorpe Junior and Infant School, recently found herself thrust into the role of project manager as she attempted to put her school back together following the devastating floods only a few weeks ago—supervising the cleaning and rebuilding work, ordering the necessary materials and finding alternative classroom provision at other schools for her children. She deserves a medal for her efforts, not the budget cut that this Secretary of State is planning to impose on her. That is the reality of school funding today. That is what the Government are trying to disguise. The lesson of this debate should be that the Government have to do much better by our schools.

Commons ChamberAs the hon. Gentleman will know, it is planned that Christ Church Church of England Secondary Academy will open in September 2021. Feasibility studies have been completed on the proposed site on School Road in Yardley Wood and will be shared with local residents at ward meetings in advance of the formal planning application in the late autumn.
I am grateful for that information. About this time last year, Ministers and officials told us that they could afford to close Baverstock school in Druids Heath because they had more than sufficient places in south Birmingham. Now it transpires that around that time they were planning to build another school a mile and a half down the road on playing fields used by local residents, including Maypole Juniors FC, for a variety of recreational activities. Can the Minister talk us through the economics of his decision?

Commons ChamberDifferent people have different talents and orientations and enjoy different things, and it is important that we present a range. My hon. Friend is right to mention the particular requirement for construction skills, and the apprenticeship route is an important part of fulfilling that.
The review does not touch on the excessive salaries and pension pots that many vice-chancellors claim. Does the Secretary of State think that that is an insignificant factor in the current culture?
The overall remuneration of senior staff in institutions that have public support must also enjoy public confidence. The Office for Students will look at how we can ensure that that confidence is maintained.

Commons ChamberThe story was based, I think, on misleading facts. For example, some of the classes were of choirs or restructured PE classes, which would be expected to have more children. The bottom line is that the average primary class size is just 0.7 of a pupil higher than in 2010, despite there being 506,000 more primary school pupils. In fact, the average secondary school class size in 2018 will be some 0.3 of a pupil higher than in 2010. In other words, the figures are broadly stable. In spite of the fact that we have many, many more pupils in the system, we are making places available.
My Department has been working to identify the efficiency savings that will ultimately result in a cash boost for schools and put £1.3 billion directly into the hands of headteachers. That means that, across the country, funding will be maintained in real terms per pupil over the next two years.
I cannot say that that was a terribly revealing answer, but the Minister for School Standards did better in a recent letter, in which he said that, over three years, the Department will cut about £1 billion from the free schools programme, which he was lauding a second ago, and 37% from the healthy living project. Is that how the Secretary of State is trying to compensate for the cuts she has made to the core schools budget?
Most parents would be staggered that the hon. Gentleman is so against my looking across my Department to make sure that I challenge it and its officials to work as efficiently as we are now challenging schools to be. That is quite right, and I am now able to put the fruits of that initiative into the hands of headteachers, providing them with more money on the frontline. We will be making effective savings, which is actually the way to get more out of our education budget.

Commons ChamberIndeed it will be, and I hope that the unions will choose to update their websites with accurate data. As the questions today have demonstrated, it is not easy to introduce fairer funding. There are millions of reasons why it is a difficult step for any Government to take, but we have done it because we cannot expect social mobility or strong education outcomes everywhere when our children are funded in such different ways, purely depending on where they happen to grow up. Nobody can accept that if we want to tackle inequality of opportunity, and that is why we are taking these steps. It is complex, but we are doing it because it is the right thing to do.
I welcome any additional funding. There is a lot of concern about the safety of schools following the Grenfell Tower disaster, so will the Secretary of State update me on how many schools in my constituency will be inspected, how that work will be co-ordinated and how any remedial action will be funded?
