Commons ChamberMy hon. Friend is absolutely right. This comes back to the point that I made earlier. Many of the organisers behind these protests are not engaging with the police. Police forces around the country have worked incredibly hard over the last 10 or 11 weeks to get the message out there by engaging with their communities, and they will continue to do so.
Given the risk that the protests may cause a second wave of this virus, and given the disgraceful violence and destruction that we have seen, does the Home Secretary agree that it is time to give the police greater powers to control demonstrations and marches where police commanders believe there is serious risk to public health, public order and property?
This weekend has shown that these protests are a threat to public health. On those grounds alone, our police officers are working night and day across the country to reiterate that point and communicate that message. My final comment is that the operational independence of chief constables is recognised in law, and the Police Reform and Social Responsibility Act 2011 gives police and crime commissioners responsibility for policing within their forces. It is important that they reiterate many of these essential messages.

Commons ChamberI refer the right hon. Gentleman to the comments that I made in the House last week regarding the scientific advice from the Home Office’s own scientific adviser. Of course, that advice will be published.
The remarkable success of Hong Kong is predicated on its freedom, its autonomy and the remarkable industry of its people. The decision by the Chinese National People’s Congress to impose a national security law on Hong Kong is a clear breach of China’s international obligation and a threat to the freedom of the people of Hong Kong. If China follows through with this legislation, Britain will not hesitate to act. We will put in place new arrangements to allow those in Hong Kong who hold British national overseas passports to come to the UK, enabling them to live and apply to study and work for extendable periods of 12 months, leading to a pathway to British citizenship. If it proves necessary, the British Government will take this step, and take it willingly. We will never abandon our commitment to the freedom of Hong Kong and its people.
New-born babies put at risk of hypothermia; toddlers stripped of their life jackets and dangled over the side to prevent interceptions; and pregnant women forced to board at gunpoint. Does the Home Secretary agree that it is humanitarian—as well as the right thing to do—to tackle and put a stop to ruthless criminal gangs, to return boats to France and to give her the legal powers that she needs to put a stop to these small boat crossings once and for all?
My hon. Friend is absolutely right. She will know from the discussions that we had as recently as Friday the extent of the criminality, exposure and abuse undertaken by people traffickers, who are forcing mothers and children on to unseaworthy vessels, and the horrendous circumstances that they are put in. My hon. Friend the Immigration Minister earlier outlined the approach that the Government are taking to tackle these abuses, and to go after the criminals and the facilitators of this crime. We will not stop pursuing this policy until we absolutely break the pathway that these criminal gangs are using.

Commons ChamberI thank my hon. Friend for his question. He is right, and he makes a powerful case on behalf of his constituents and their livelihoods for the sector they are employed in. It is right that the Government continue to work to give that support. I am committed to doing that, as are all Secretaries of State across Government.
When reviewing safe journeys in the coming weeks, will my right hon. Friend consider that ferries have a covid-secure option that aeroplanes simply do not have? May I ask her to keep front of mind our beautiful white cliffs country and the Dover-Calais ferry for not just a safe and enjoyable holiday break but to save our local jobs and livelihoods?
My hon. Friend is absolutely right to represent her constituency, her constituents and the local economy, and what she says applies across the country where we have ports. She is absolutely right to highlight the need to have safe travel. Applying that consistently across travel carriers is something that my right hon. Friend the Transport Secretary and I will be putting forward, raising and discussing in our roundtable tomorrow.

Commons ChamberI welcome this Bill, which brings in a points-based immigration system to ensure that immigration is controlled and that we have the skilled workforce that we need not just from the European Union but from around the world. Yet, while it is important to gain immigration status for the people with the skills that we need, it is also important that we have effective border security, particularly when freedom of movement comes to an end.
Last December, I was pleased to accompany the Under-Secretary of State for the Home Department, the hon. Member for Torbay (Kevin Foster), the Minister on the Front Bench tonight, in our joint inspection of the Dover Border Force operations at the docks. I thank the men and women of our Dover Border Force together with all in Her Majesty’s Coastguard and the RNLI for the sterling work that they do day in and day out, putting themselves in harm’s way and saving lives.
As the sun sets this evening, I can look across the English channel and see the twinkling lights of Calais. France is fewer than 21 miles away—more than three times closer than London. France is our long-term ally, but it is also our nearest European border. Great Britain is an island, our waters are her moat, and the stretch that Dover guards to France is and always has been our most vulnerable point of entry. That is why Julius Caesar first tried to land at Dover, before he was repelled by doughty Dovorians of past times.
The challenges we face today are a different kind of army; it is the army of people traffickers—organised crime gangs who prey on the vulnerable and the less vulnerable, all of whom have made the decision not to use legal points of entry or to stay safe in France, and many other countries before France. These illegal entrants can pay the traffickers up to £4,000 to break into our country, knowing that there is little or no chance of being returned once they get in. This is an unacceptable situation and has been for a long time. I strongly welcome the robust work of the Home Secretary in working afresh with France to stop more boats leaving the French shores and seeking to return would-be illegal entrants to France. However, it is incumbent on us, as Members of this House, to give the Home Secretary the legal tools that will support her and the Government in their clear determination to put a stop to this criminal trade in people, and to ensure that we can attract the skills that our country wants and needs from across the globe.
This Bill is about restoring the legal powers to control our own borders, to set our own rules, to encourage and welcome those we invite to our country, and to send away those who engage in criminal activity, such as illegal entrants. In Dover, we know that it is only when people traffickers and migrants alike know that they will not succeed in breaking into Britain that we will bring an end to these small boat crossings—and bring an end to them we must. The Dover straits is one of the most important and busiest shipping lanes in the world. There has already been loss of life in the English channel through this illegal activity. Every day longer that the activity continues, it risks further loss of life.
I welcome the Bill, which brings in a points-based immigration system to ensure that immigration is controlled and that we have the skilled workforce that we need, not just from the EU but from around the world, together with a framework for effective border security, to stop criminal activity and to save lives.

Commons ChamberI thank my hon. Friend for his comments. The House should be under no illusions; we have a strong and proud record of helping vulnerable children, and we have protected more than 41,000 children since the start of 2010. He is right; there are a number of points here about the criminality associated with illegal migration. I am afraid that we have seen far too much of that, whether people are being trafficked in small boats, in lorries or through other vehicle movements. That is wrong, and it is something that we are also determined to stamp out.
Does my right hon. Friend agree that, given the action that the Government are taking to protect vulnerable children through legal routes, more action needs to be taken to slow down and stop activity on the illegal people trafficking routes, particularly those between Calais and Dover?
My hon. Friend the Member for Dover (Mrs Elphicke) speaks with a great deal of knowledge and insight about this issue. We must absolutely clamp down on the illegal routes that are being exploited, many of which are upstream—outside the United Kingdom —and on the appalling amount of human trafficking. There are many safe and legal routes that are supported by the British Government, and we will continue to support them.
