Commons ChamberAs I said earlier, what we had coming out of NATO was an absolute commitment to the unity and the collective action that is required in NATO. That was the unity around the table at the NATO summit, and it included President Trump and all the allies around the table.
Does my right hon. Friend agree that it is only right that we not only meet our NATO target but increase it in real terms and that it is about time that all NATO members committed to the 2% target?
My hon. Friend asks about all NATO members committing to the 2% target. Of course, they have committed to reach the 2% target—the challenge is making sure that they actually get there. As I said earlier, there was a very real sense around the table that there is a growing urgency in meeting the 2% target. Obviously, NATO will be working, as we will be working with it, to encourage others to do just that and to ensure that they do so.

Commons ChamberThe agreement that we have reached, which will be reflected in the White Paper to be published later this week, will set out our intentions across the whole of our economy. We made some very specific proposals in relation to industrial goods, but we will cover the other aspects of our economy and the flexibility that we believe is right in those areas for the future.
Will the Prime Minister confirm that the mobility framework will be part of an immigration system that we control and we deliver for our economic needs, while ending the free movement of labour?
I am happy to give my hon. Friend that commitment. We will end free movement. As we come to this agreement with the European Union, there will of course be the question of what would, in a trade agreement, be a mode 4 mobility proposal. We will seek to ensure that we offer those mode 4 arrangements in the trade agreements that we reach with the rest of the world as well, but, crucially, we will also put in place our own immigration rules in relation to immigration here from the European Union.

Commons ChamberAs I have said before in this House, we are aware of the issue that has been raised about—[Interruption.] We have already taken action in relation to nurses. We are looking at the most recent figures, and considering what action should be taken.
I am sure my hon. Friend understands and recognises that, alongside other terms and conditions, pay is a matter for authorities to manage as individual employers. Of course, since 2010, the Government have put in place a number of measures to increase accountability and transparency on senior pay. The Accounts and Audit Regulations 2015 and the transparency code 2015 require authorities to publish details of senior salaries for staff earning £50,000 or more, which is why we are now able to see the sums that are being earned. We are also legislating on measures—on another issue that has been of concern, I know, to Members in this House—for capping pay-offs at £95,000 and clawing back redundancy payments should workers return to the public sector within 12 months of their exit, making sure that taxpayers’ money is spent responsibly.

Commons ChamberThe hon. Gentleman is unaware that the number of people on his own constituency’s electoral register rose, according to Office for National Statistics figures released last week.
What conversations has the Minister had with charities and health workers about raising awareness of changes to anonymous voter registration for victims of domestic abuse?
I really welcome this question, as it gives us an opportunity to remind health workers and the professionals throughout our constituencies who can now help with this. For example, the Royal College of Midwives, with Government support, recently released such guidance.
Easter is of course the most important time in the Christian calendar. It is a time of new life and hope. The message of the cross and the resurrection help to support Christians around the world. The hon. Gentleman is absolutely right about the very real persecution faced by too many Christians around the world. I was pleased to meet recently Father Daniel from Nineveh and Idlib, who talked about the very real persecution suffered by his congregations. He presented me with a bible that had been burned after a church had been set on fire. It was rescued and is now in No. 10 Downing Street. We stand with those persecuted Christians. We will be looking to see what more the Government can do to support them.
My hon. Friend raises a very important point. This is why, when we look at the issue of mental health problems and mental health difficulties for young people, we need to look widely at the ways in which those problems can be caused and at the origins of those problems. She is right that the sort of abuse that she referred to can have a very terrible effect on the mental health of young people.
On my hon. Friend’s specific point, our Green Paper on transforming children’s mental health services proposes the establishment of new mental health support teams, who will be there, managed by schools, colleges and the NHS. One of the issues that they will particularly look at is supporting young people who have experienced trauma. She has identified a number of cases where those young people may experience that trauma. This is important: it is about young people’s futures.

Commons ChamberDiolch yn fawr, Mr Llefarydd. Growth corridors are an important element of the industrial strategy for Wales. We are responding to local demand, building on the work undertaken by the great western cities and creating a great western powerhouse. We want to see the skills and expertise of this important region recognised across the UK and internationally.
Does the Minister agree that scrapping the tolls on the Severn crossing—a commitment made by this Conservative Government—will prove an economic catalyst for further investment and significantly expand the links between south Wales and the south-west?
I certainly welcome the abolition of the Severn tolls. It sends a powerful message that we are keen on this economic corridor. It will, I hope, bring about investment for the rest of south Wales, and it will save the average motorist around £1,400 per year.

As I said earlier, we will consider the response from the Russian state on Wednesday, and I will return at the earliest possible opportunity to the House to set out further measures.
Will the Prime Minister join me in commending Wiltshire’s police and health services, who have done a superb job in responding to this difficult case, and in highlighting the level of dedication and public service that is evident not just in Wiltshire, but up and down the country in our emergency services?
I am very happy to join my hon. Friend in commending the valuable work that has been done by emergency services in Wiltshire. They are a fine example of the dedication and commitment of our public services and emergency services across the whole country.

Commons ChamberThe hon. Lady is absolutely right: it is a scandal that the South Sudanese Government are charging non-governmental organisations to deliver aid. The aid is getting through, and we should pay tribute to the people who are delivering it, but we are putting pressure on the Government to allow easier access for humanitarian aid.
Following on from my recent question to the Prime Minister on the Open Doors World Watch List, will the Minister considering earmarking a fixed minimum percentage of international aid to tackle religious persecution?
My hon. Friend deserves tribute for the way in which she raises this issue. In the 70th year since the United Nations’ universal declaration of human rights, it is a scandal that almost three quarters of the world’s population live in countries that restrict religious freedom. We do a lot in this area. Although we do not fix the percentage, it is important to respond to that need.

Commons ChamberIf somebody has entered into a contract that lasts for more than 15 years, involving them taking their family with them and living in another country for all that period, it is overwhelmingly likely that they are going to stay in that other country. Even if they were not going to stay in that other country, it would be quite difficult to make a meaningful distinction between moving to another country with the family for more than 15 years and emigration. I cannot see that there is a significant difference between the two. Clearly, British citizens who lived in another country for more than 15 years and, after 17 years, decided to move back to this country, would regain their voting rights once they had moved back to this country.
The hon. Gentleman’s speech is confusing for the ex-pat community, because it is factually incorrect. For instance, in 2006, Spain signed a double taxation treaty with the UK, which means that residents can choose whether they pay their taxes to the UK or to Spain. A great number of ex-pats pay their tax to the UK, which makes the core of his argument null and void. I suggest that he allow the rest of the Members in the Chamber to discuss the merits of this very important Bill, which will enfranchise thousands, if not millions, of potential voters around the world.
I doubt there are 3 million British expatriates living in Spain who pay taxes to the British Treasury. The vast majority of people who would be affected by the Bill are not those who pay taxes to Britain while living in Spain. If there were a particular statutory instrument or a move to change the situation for people living in Spain, that would be a different matter.
The hon. Gentleman is oversimplifying the issue. Those people might have pensions that are still being taxed at source in the UK. In fact, the majority are of pensionable age and do just that, so the argument is completely oversimplified. He is trying to base his argument on linking voting to taxation, which is impossible to do.
That is an interesting point and I am sure we could have a very long discussion about it across a table. I would be very interested to be educated in all those matters by the hon. Lady, but the Bill is itself extremely simple. It would extend the franchise to every British citizen everywhere in the world for ever. I think that that is fairly simplified and certainly not particularly nuanced towards the individual cases she is talking about.

Commons ChamberWe are starting the discussions with the American Administration, first of all looking at what we can already do to increase trade between the US and the United Kingdom—even before the possibility of any free trade agreement. The right hon. Gentleman does not know what the American Administration are going to say about their requirements for that free trade agreement. We will go into those negotiations to get the best possible deal for the United Kingdom.
A recent report by Open Doors highlights the top countries where Christians suffer horrific persecution. We need to take action and send a signal to other nations. These countries are often associated with luxury holidays. Will the Prime Minister consider earmarking a specific fixed percentage of international aid to go towards tackling religious persecution?
I know that this is an issue of concern to many Members of the House. I was pleased, a matter of weeks ago, to meet Father Daniel from Nineveh and Idlib, who talked about the very real persecution that his congregation were suffering and had suffered in the past. He presented me with a bible that was burnt; it had been rescued when a church had been set on fire. This is a real issue. All our aid is distributed on the basis of need in order to ensure that civilians are not discriminated against on the basis of race, ethnicity or religion. We are working with Governments, the international community and the United Nations to support the rights of minorities and to ensure that our aid reaches those in need. We will, of course, further explore what more support we can give to ensure that we address the persecution of religious minorities.

Commons ChamberI am very clear that as we look for a solution for the border between Northern Ireland and the Republic of Ireland we do not want to set up a new border between the island of Ireland and the mainland of the United Kingdom. Obviously, what happens at the border the hon. Gentleman refers to will depend on the future partnership that we agree with the EU. We have put some proposals forward for customs arrangements that could pertain. When we get into the negotiation of that phase, we will be able to look at those issues in detail.
Will the Prime Minister confirm that we will rule out a second referendum, unlike the Labour party, whose Members seem to be confused as to whether we should be speeding up the process or reversing it?
My hon. Friend makes an important point. I am very clear that there will be no second referendum. The British people were given their opportunity to choose, they chose to come out of the European Union and that is what this Government will deliver.
