Commons ChamberIt is clear that we have agreement across the House on how important this issue is, and we are doing everything we can to move forward on it. I will certainly have those conversations, and I hope that the hon. Gentleman will also have those conversations with the usual channels on his side of the House.
In my last questions, may I thank the shadow Secretary of State for his over-generous remarks and associate myself with his kind words about my north-west London neighbour, the hon. Member for Ealing North (Stephen Pound)? I should also like to thank you, Mr Speaker, for your support over many years in the Chair.
Under the proposed agreement, all businesses will continue to trade across the north-south border without tariffs or new regulatory checks. Businesses in Northern Ireland will continue to benefit from tariff-free access to the UK’s single market while having the opportunity to benefit from any future trade deals negotiated by the UK after we leave the EU.
Has an economic assessment been prepared to illustrate how much of a competitive advantage Northern Ireland will gain from effectively remaining in the EU’s customs union and single market, compared with other businesses across the rest of the UK? If so, will the Minister publish it?
I draw the hon. Lady’s attention to the impact assessment. I do not recognise her comments about competitive advantage or disadvantage. I hope that she will recognise that the circumstances in relation to Northern Ireland are special because of the land border, and that the proposed agreement responds to those special characteristics.

Commons ChamberI do not think that I will take my three minutes, Mr Speaker.
I do not fear an election, because I know the people in Motherwell and Wishaw well. I have been talking to them over the last few months, and the spirit of those people says that they are looking for independence. They want out of this cracked and broken Union. They want rid of this reckless Tory Government. They want the feckless Labour Opposition to stand up and fight against Tory austerity, Tory Brexit and the Tory mess that they have turned Scotland and the UK into over the last umpteen years.
Let us have an election. Let us find out what Scotland really wants. I know, but the rest of the UK should know. Scotland wants and needs independence, and independence soon.

Commons ChamberThe Scots Language Centre defines “thrawn” as meaning twisted, crooked and distorted, which—in my opinion—applies to the Prime Minister’s explanation of his Bill this afternoon. Across the Chamber, Members have asked the Prime Minister questions about what he said, and none of them seemed reassured in any way.
“Thrawn”, referring to a person, means stubbornness and absolute conviction, which I have in equal measure, because I will vote against the Bill and the programme motion because I am stubborn in wanting the best for the people of Motherwell and Wishaw and have the firm conviction that Scotland will be damaged if the Bill is passed. Its needs and economic interests are ignored by the Bill’s contents. I stubbornly refuse to vote to make my constituents poorer, limit free movement of people, lower environmental standards and reduce workers’ rights.
The Prime Minister referred to the law of the land in his speech. Perhaps he should remember that the Court of Session has a watching brief on his actions in relation to the Act of Parliament that requires him to apply for an extension from the EU.
The Prime Minister also referred to “a great tide of investment” that will come after we leave the EU. Will he tell that to those who have already lost their jobs in the financial services and in manufacturing and other sectors across the UK?
The deputy director of the Institute for Government says:
“Anyone who claims meaningful legislative scrutiny is possible on this timetable is—at best—misguided.”
I smell a rat. The Prime Minister is trying to rush the Bill through so quickly—could it be that it will not stand up to intense scrutiny?
I agree with my right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford) that the Bill completely ignores the wishes of the majority of the people of Scotland. NI differentiation does not help Scotland. Ignoring Scottish Parliament legislation does not help the people of Scotland. Devolution is being totally disrespected. Independence is now the only answer.

Commons ChamberI lost count, in the course of the recent campaign, of the number of dualling schemes and bypasses that I seemed to commit myself to. I will certainly make sure that we invest massively in road. Although I believe passionately in mass transit, there is no doubt that for many people investment in improving our roads is absolutely essential for economic progress.
The Prime Minister said that some may accuse him of hyperbole. I do not. I accuse him of getting his facts wrong. The First Minister, Nicola Sturgeon, was elected by the Scottish Parliament in 2014, defeating Ruth Davidson by 51 votes. Will he apologise for getting it wrong?
I was relying on the very clear advice of a very distinguished colleague of mine. I will undertake to write to the hon. Lady with further and better particulars about the dispute that seems to have arisen between us about that point of fact.

Commons ChamberI remember the conversation with my hon. Friend after this terrible tragedy involving his father-in-law. I will certainly ensure that Ministers from the proper Department sit down with him to explore this issue.
The hon. Lady is right that we want to ensure maintenance payments are made for those children. Normally the payments are made by fathers but, in some cases, they can be made by mothers, and we need to make sure they recognise their responsibilities and take them seriously. This is a difficult area. For many years, efforts have been made by different Governments to ensure that we get this right and that maintenance payments are made.
I am sure every Member has had constituency cases in relation to this issue. The simplified system introduced in recent years has been working better than the previous system, but I will ensure the relevant Department looks at this issue.

Commons ChamberThe Secretary of State has not had any meetings with my right hon. Friend the Prime Minister on the confidence and supply agreement. The agreement is between the Conservative party and the Democratic Unionist party for the length of the Parliament, and as the agreement makes clear, the Secretary of State is not involved in confidence and supply discussions.
I am not quite clear what the very important and, I agree, very difficult issue of abortion laws in Northern Ireland has to do with the confidence and supply agreement. It is not in the confidence and supply agreement at all. It is a very difficult and knotty issue that needs to be addressed as soon as we can get the Stormont Parliament up and running.
Can the Minister confirm whether there have been ongoing discussions between any members of the Cabinet and the DUP, seeking support for the Prime Minister’s latest attempt to bring back her Brexit deal? If so, will the new DUP bung be subject to the Barnett formula?
I tried to make this clear earlier, but let me repeat it, so that everybody is crystal clear. The confidence and supply agreement is not something that the Northern Ireland Office gets involved in, and rightly so. It is done at a much more senior level between No. 10 and through the usual channels, and it is not something that the Northern Ireland Office would have any particular participation in.

Friend raises an important issue and I am very happy to write to him with more detail in relation to the actions of the Financial Conduct Authority as it looks at those companies on its approved list. I think that it would be more helpful to him if I were able to give him a more detailed reply in writing.
On the issue of universal credit, this Government have changed the way it operates in rolling it out. We have ensured that somebody moving on to universal credit can get 100% advance payment where that is necessary for them. May I also remind the hon. Lady that the Scottish Government now have extra powers in relation to welfare, which, so far, they have been reluctant to use?

Commons ChamberI have regular discussions with Cabinet colleagues about a range of issues affecting Wales, including the UK shared prosperity fund. Leaving the European Union removes the geographical and fund-specific constraints that currently exist, and provides an opportunity to address the concerns of businesses, the voluntary sector and communities about excessive bureaucracy.
The simple fact is that the shared prosperity fund does not exist because we are still part of the European Union and receiving that EU funding. There is clearly plenty of space for development, and we will be consulting shortly. In respect of the share of funds received by Wales, I would compare my record positively with that of the Labour Administration. Having underfunded Wales for 13 years, we now have a new, enhanced settlement that is focused on need.
The worst inequality in any EU member state exists between London and Wales, and leaving the EU would make that worse. Can the Secretary of State confirm that he is working to ensure that the shared prosperity fund delivers for Wales—which can be done only if decisions are made in Wales—and that devolved Governments are not sidelined?
The hon. Lady raises an important point about the worst inequality, as she described it—that between London and Wales. The facts speak for themselves, but those inequalities have built up over some time. I would also point to the relative positive growth in Wales compared with other parts of the UK and the enhanced funding settlement that has been negotiated under the fiscal framework. So I am optimistic and excited about our future outside the EU.

Commons ChamberI agree with the points my hon. Friend makes. In the future, we have to make Scotland an attractive place to come to. If we want doctors and senior health service professionals to come to Scotland, we should not be taxing them significantly more than they would be paying in other parts of the UK.
The number of EU nurses applying to work in the UK has fallen by 87%, and more than 7,000 nurses and midwives from the European economic area have left the UK since the EU referendum. Can the Secretary of State say, with any honesty, that his Government’s pursuit of Brexit, and their hostile immigration policy, has not seriously harmed the NHS?
I could absolutely say that, because the Government are committed, as they have demonstrated across the UK for which they are responsible, to the additional funding of the NHS. We have set out an immigration White Paper, a route for engagement, to ensure that going forward we have EU and other citizens in our country to support the NHS and other services.

Commons ChamberI well understand the issues facing Scotland, and I do not believe that it would be better served by a separate immigration policy. I also do not believe that immigration into Scotland is well served by a Scottish Government who put up tax and have a poor record on infrastructure and housing.
The policy chair of the Federation of Small Businesses in Scotland has said:
“The UK Government’s obstinate approach to immigration is a clear threat to… local communities”
making it
“nigh impossible for the vast majority of Scottish firms to”
get the labour and skills
“they need to grow and sustain their operations.”
With what part of that comprehensive statement would the Secretary of State care to disagree?
I set out in my previous answers that the immigration White Paper is a consultation. The FSB and others are contributing to it, and we will listen to them. I am clear that Scotland benefits from a UK-wide immigration policy, but I also believe that there are things that the Scottish Government could do to make Scotland more attractive.
