Commons ChamberI absolutely agree with the hon. Gentleman: that route needs to improve; the M62 needs to improve; and the proposals for the trans-Pennine tunnel need to be taken forward. On rail, the Hope Valley line needs to be upgraded and then, of course, Northern Powerhouse Rail and the network that that will create, and the links that HS2 will bring, will be essential to unlocking the potential of Sheffield and the area around it.
It is the Government’s mission for all new cars and vans to be effectively zero emission by 2040. “The Road to Zero” strategy sets out the action that the Government are taking to support this mission, as well as the steps that we are taking to drive down emissions from conventional vehicles during the transition.
But the Committee on Climate Change made it crystal clear this month that the target for 2040 is simply in no way compatible with our international obligations under the Paris accord and advised that we bring it down to 2030, which would bring us in line with countries such as Norway and the Netherlands. Will the Minister explain to the House how that 2040 target is in any way compatible with the climate emergency that is facing this country now?

Commons ChamberDear, oh dear. I will simply say that I am always going to do what I believe to be in the national interest, and that is what I and my team in the Department have been doing.
One of the many things that this shambles reveals is the Government’s utter lack of preparedness for a no-deal Brexit. To avoid any more embarrassments for the Secretary of State, is not it high time that his Government ruled out a no deal?
If the hon. Lady wants a non-no-deal Brexit, she should line up behind the deal that the Government have reached with the European Union, but if she is not prepared to vote for it, she should not complain when Ministers are preparing for all eventualities.

Commons ChamberMeadowgreen health centre in Sheffield is moving, leaving the entire Lowedges estate completely unconnected to its GP surgery. Does the Minister agree that, under such circumstances, passenger authorities should be required to consult on bus routes to ensure that they are connected to GP surgeries? Will she write to South Yorkshire Passenger Transport Executive to ensure that it does just that?
The hon. Lady raises two very important issues. I will meet her to see what I can do to help out. She is right that if bus services are being changed, there needs to be communication with not only the traffic commissioner, but the local community. I am more than happy to sit down with her to see what is happening.

My hon. Friend and I had a fascinating trip to Bristol with the Transport Committee yesterday and, from that, I observe that the same kinds of issue crop up all around the country in different forms. For some years before I came to the House, and then as a constituency Member, I tried to understand the complexities of the taxi and private hire industry in my own constituency in and around Cambridge. Exactly the same issues arose, with licensing standards in a city often set at one level, but many private hire vehicles came in from an adjacent area. We heard that yesterday in Bristol, where the vast majority of private hire vehicles are actually registered in South Gloucestershire, creating a conundrum for the people and local council of Bristol. That goes to the heart of one of the questions, and to the point made earlier by the right hon. Member for Chipping Barnet (Theresa Villiers), which is that of national standards.
I congratulate my hon. Friend on securing this important debate. The point that he is making is very pertinent to South Yorkshire, where we had the terrible child sexual exploitation scandal in Rotherham. As a consequence, both Rotherham and Sheffield have very high licensing standards for our taxis, with CCTV required in Rotherham. However, operators and licensed drivers from other areas can come in and completely undercut those measures, as well as all the efforts to tackle the prevalence of grooming gangs and their ability to exploit young children in South Yorkshire. I add my voice to the cross-party call for national minimum standards, which are vital to prevent such exploitation.
My hon. Friend is absolutely right. That was one of the issues that I spent much of my time discussing with people—trying to get that balance, with very high standards that we should rightly expect where there are specific problems, but without damaging an industry in other areas by putting undue costs and burdens on it, which could leave people in some areas with no taxi or private hire vehicle service at all. It is a challenge, yes.
