Commons ChamberMy hon. Friend reinforces a request for a debate made a few moments ago, which I would very much welcome, although I cannot promise one before we rise for the recess. We need to give business in the UK all possible support, removing regulatory barriers to growth and promoting the excellent record of the motor industry—we are now a net exporter of cars, rather than a net importer. It is absolutely crucial that we stick to our fiscal consolidation targets, which have provided the right framework for this success.
Although this morning’s written ministerial statement on aviation strategy from the Department for Transport is welcome, the House was expecting a second written statement and a consultation on capacity in the south-east and the status of a hub airport. That absence is regarded by business organisations and the TUC as harming British competitiveness and the British economy. Can we expect to have the statement in September, or will it be delayed a third time? We are two years into the coalition but still have not had a strategy.
The hon. Gentleman will have seen the written ministerial statement on aviation policy, which makes it clear that we intend to publish a call for evidence on maintaining our international connectivity in the medium and longer term. We remain committed to adopting the final aviation policy framework by next spring, so there will be the second phase to which he refers in due course.

Commons ChamberI bicycled to work, as did my hon. Friend the Deputy Leader of the House.
On Tuesday, I saw a picture in the paper of my hon. Friend taking part in Bike to Work day, and I am sorry that he got as wet as he obviously did. As regards the Tour de France, I encourage Yorkshire to engage with the umbrella body, UK Sport, which would take the bid forward. In respect of the UK as a whole, I think that Scotland has put in a bid for the subsequent year. It is important that Yorkshire puts its bid through the appropriate sporting organisation.
Will the Leader of the House tell us when we might next be able to debate the benefit cap in Government time? Rent levels in London mean that that policy will have disproportionate effects on many families, and particularly children. Jobcentre Plus tells me that it has written to 900 families in my constituency saying that their benefits are to be cut by an average of £200. This could lead to many thousands of children having to leave their homes in inner London. Mayor Boris Johnson has said that he is opposed to it. Will the Government give us some time to debate it?
This issue was debated substantially when the appropriate Bill went through the House. My understanding was that Labour supports a cap on benefits in principle. In response to the hon. Gentleman—I hope that this will be helpful—a substantial amount of money is available in a transitional fund designed precisely to stop families having to move house at short notice. I hope that his local authority, Tower Hamlets, can apply to the Department for Communities and Local Government for the relevant funds in order to avoid any unnecessary hardship such as that which he has implied.

Commons ChamberI am grateful to my hon. Friend. I think that I am right in saying that he has raised the issue with me before. There is a problem in his county about the way in which the so-called LACSEG—local authority central spend equivalent grant—formula works. His academies get the same per-pupil funding as local education authority schools, but the funds that the local authority used to dispense are dispensed to the academies in a formula that has disadvantaged his county. He will be pleased to know that there is a review to see whether we can move to a fairer system of funding. I hope that his county will find that that is an answer to the problem that he raises.
I have just come from a meeting with News International in Wapping in my constituency, during which I took the opportunity to congratulate it on today’s issue of The Times, which launches a campaign for safer cycling. Given the Leader of the House’s personal interest in the subject, will he advise me on whether there will be a statement from the Department for Transport, or a debate on cycling safety and the campaign, in the near future?
I am grateful to the hon. Gentleman for raising the subject, and to The Times both for the front-page spread and the profile it is giving to making cycling safer, not just in London but everywhere. Along with many other Members, I bicycled into the House today. I know that the Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker), takes cycling seriously. I would welcome a debate in which we could set out some of the steps that we have taken to promote cycling. I went on a trip with the all-party cycling group to Holland, where the lesson was that there is safety in numbers. When there are more cyclists, the terms of trade with the motorist begin to change, and cycling becomes safer. I welcome some of the steps that have been taken to promote cycling, as that will in turn change the terms of trade and make it a safer mode of transport.

Commons ChamberI understand the concern of policyholders to which my hon. Friend refers. I cannot find time for a debate, but it strikes me that he could raise the issue at the next round of Treasury questions or put in for a debate in Westminster Hall, where there have been several debates on Equitable Life. I am sure that several other colleagues would like to attend such a debate.
Further to the right hon. Gentleman’s answer to the hon. Member for Truro and Falmouth (Sarah Newton) on the coastguard review, the consultation closed earlier this month, but was extended by the Secretary of State for Transport to allow the Transport Committee to carry out its investigation, which is very positive. However, it is clear from speculation in The Times this morning and from the reassuring statements in Westminster Hall from the Under-Secretary of State for Transport, the hon. Member for Hemel Hempstead (Mike Penning), who has responsibility for shipping, that the proposals will not proceed in the form in which they were consulted on. May we have an updated ministerial statement on what conclusions have already been drawn and an assurance that the original decision to report back to the House before the summer recess will be adhered to?
I understand the hon. Gentleman’s concern. The Under-Secretary of State for Transport, my hon. Friend the Member for Hemel Hempstead (Mike Penning), who has responsibility for the coastguard service, will be giving evidence to the Transport Committee in the relatively near future. That will be an opportunity for such questions to be answered.

Commons ChamberI must tell my hon. Friend that that may be the last time the Whips put him on such a Committee—but I understand his point. Perhaps he could either put in for an Adjournment debate or approach the Backbench Business Committee in order to have a serious debate on HMOs.
Can the Leader of the House advise us whether he has had any indication from his right hon. and hon. Friends in the Department for Environment, Food and Rural Affairs about when they will bring forward their conclusions and recommendations following the consultation on dangerous dogs that we launched in March this year? Are those recommendations likely to include compulsory micro-chipping of puppies?
I am afraid that I do not have at my fingertips the date of that response, but I will raise the issue with my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs and see whether we can provide an answer on when the Government’s position will be made clear.
