Lady, who chairs the Transport Committee with distinction, was part of a Government that failed for many years to take a decision on where the extra capacity should be. Sir Howard says that it is very important that the new capacity is available by 2030. What I have talked about today will be within that timetable. We are just taking a little longer. If we had not done the work on air quality that we are embarking on, we might have slowed the process down, rather than sped it up.
I remind my right hon. Friend, in all possible friendliness, that what the Labour party may or may not have done is completely irrelevant. It is of no interest to any of us and is unlikely to be so. Does he agree that this decision not to make a decision is truly lamentable? This is absolutely no way to run what he is pleased to call
“a world-class transport system to support a world-class economy.”
As the Davies commission reported absolutely clearly what its preferred decision was, without any prevarication, what exactly was the point of it?

Commons ChamberWhat the Prime Minister was talking about initially was a proposal put forward by his own party, which was basically not a proper proposal and would not have answered the capacity question. The Prime Minister certainly ruled out that option, and set up the commission so that we could make a reasoned and proper judgment, which is exactly what we will do.
Does my right hon. Friend agree that Sir Howard Davies has produced a serious and extremely important piece of work and that he deserves the credit of the whole House? Does he also agree that what Sir Howard has done is go overseas to check best practice and make sure his proposal is fortified by such calculations? Does my right hon. Friend further agree that what matters is that this decision is taken solely in the national interest, as my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke) said?
Indeed, and the commission points out that all three of the options are well worth considering.

Commons ChamberAlthough I am a strong champion of the unprecedented investment programme going on right across the country, including the rebuilding of one of the most complicated and busiest stations in Europe, that cannot be done at the expense of passengers. I have had several conversations with the chief executive of Network Rail—most recently before questions this morning—and we are in constant contact with the station management team. It will take a joined-up approach from operators, Network Rail and the British Transport Police, and the system is feeding that service to ensure that passenger safety and comfort is not compromised. Clearly nobody wants crowded platforms—but this is not crowd control; this is passengers trying to get home after a long day at work.
Further to that point, we all want to see improvements to these stations, but the deplorable failure of Network Rail in what is, of course, a very complicated scheme in any event and the failure of the train operating companies to deliver new timetables within such constraints has led to inexcusable delays and inconvenience for my constituents. Will my hon. Friend consider giving all those people who have had to travel into London Bridge during this period compensation for the cost of their tickets to reflect the very serious conditions with which they have had to deal?
I thank my right hon. Friend, who has been an assiduous commentator and critic of the current system. Like me, he is absolutely determined that this unprecedented investment is felt by passengers. That is why the Government are spending £38 billion on passenger improvements. I completely agree that a compensation scheme is required, and we are currently looking at providing one.

Commons ChamberI am sorry to disappoint the Minister, given that I seem to have just been anointed his protégé. That will have done me no good at all. If my hon. Friend the Member for Ellesmere Port and Neston cannot find any evidence that he has received that letter—[Interruption.] If he has not received the letter, it makes it very difficult for us to deal with these issues.
Let me return to the wider issue of what the Minister said a moment ago now in relation to the protection of certain areas, which the hon. Member for Thirsk and Malton (Miss McIntosh), the right hon. Member for Uxbridge and South Ruislip (Sir John Randall) and others have raised in amendments. There seems to be a suggestion that the exception in the Bill would be removed, but no indication of how that would be done, given that the Bill has been through the House of Lords and we are now dealing with its final stages.
Does the hon. Gentleman agree that the hon. Member for Ellesmere Port and Neston (Andrew Miller) has not only wasted 40 minutes of the House’s time, but has been dilatory in reading his Bill Committee letters?
I am sure that the right hon. Gentleman, who has himself tabled amendments to this part of the Bill, would be much more confident about the Minister’s approach if it had not just been suggested that a change would be made in relation to the protection of areas yet we do not have that information in front of us. How can we have any confidence in such an approach, given that we have less than 40 minutes in which to consider a wide range of amendments?
It is not, because the planning use class orders deal with the totality of asset use classes right across the country. What most of us would be concerned about—whether in Northampton or Bristol—is whether the assets of real value to our constituents, such as the pubs that are truly popular and provide a wide community benefit, whether or not they have a community hall, are at risk. That is more important than dealing with every single pub, whatever the circumstances. If my hon. Friend listens to what I have to say, I hope he will be reassured.
I draw attention to the written ministerial statement laid today by me and the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Keighley (Kris Hopkins), who is responsible for community pubs, on the introduction of secondary legislation at the earliest opportunity to build on the existing protections to help communities preserve those pubs that benefit the community the most.
As part of our steps to strengthen community rights, we have already given local people the opportunity to nominate assets to be placed on a local register of assets of community value—those assets that are most important to them. More than 1,800 sites have been listed in this way, over 600 of which have been pubs, making them by far the most popular type of asset to be listed.
This news will be warmly welcomed in Mid Sussex, where we have had some real trouble on this front. Are there any criteria in the Minister’s excellent proposal relating to what councils may put on their community asset lists to be protected?
The Localism Act 2011, the regulations, the guidance issued by the Department and statements by Ministers are quite clear that all that needs to be done to prove that an asset is of community value is for 21 members of the public to sign a declaration to the local authority—to Mid Sussex district council, for example—saying that the asset is important to them. As long it is not a private residence or a form of other asset precluded in the Localism Act 2011, the council must list it as an asset of community value, and there should be no gold-plating of the regulations as they are currently drafted. It is a very straightforward procedure, so I encourage my right hon. Friend to encourage his communities to adopt this policy.
The listing allows the local community the opportunity to develop a bid to purchase the asset, should it come up for sale. We have seen some positive examples in the case of pubs—the Angler’s Rest in the Peak district and the Ivy House in Camberwell, for example—where listing has helped to prevent the pubs from closing. We want to do more.
I will be brief, to allow other Members to speak. We clearly need more time to debate major Bills such as this on Report. It does us no credit that we have insufficient time.
I rise to speak to new clauses 12 and 20. New clause 12 is supported by more than 20 of my right hon. and hon. Friends and would abolish the Planning Inspectorate, and new clause 20 would create a new community right of appeal against adverse planning decisions.
I believe that the Localism Act 2011 was one of this Government’s most important pieces of legislation. It gives communities power, and the provisions on community assets are one example of that. I welcome the Government’s proposals to strengthen those provisions so that pubs may be protected, which is a sensible way forward. I also welcome the development of neighbourhood plans, which, as the Minister said, are now proceeding well, with community support, including in my constituency. They give the local community the power to decide where developments should go.
However, that plan-led system can sometimes be a developer-led system, which is not what we want. Localism can be undermined, especially by decisions of the Planning Inspectorate. In a good report issued before Christmas, the Select Committee on Communities and Local Government said that it had received a great deal of evidence that the national planning policy framework
“is not preventing unsustainable development in some places”
and that
“inappropriate housing is being imposed upon some communities as a result of speculative planning applications.”
Such speculative applications, put in against the wishes of communities drawing up neighbourhood plans, are particularly damaging. Developers know that they have an opportunity to get permission for sites that they would not get permission for were the neighbourhood plan to go through. Too often, the Planning Inspectorate either upholds on appeal a local authority’s decisions to decline those applications or terrifies the local authority into submission, so that it gives permission because it knows that otherwise it would lose an appeal and would have to spend a great deal of money on doing so.
I entirely agree with the thrust of my right hon. Friend’s argument. Does he agree that it is immensely discouraging to communities trying to make local plans when their wishes are ridden over roughshod by the Planning Inspectorate?
I strongly agree with my right hon. Friend, who has been tireless in promoting the interests of local communities against such developments in his constituency.
The first problem is the Planning Inspectorate upholding or encouraging speculative applications. The second is that the inspectorate is interfering with local plans drawn up by planning authorities. The Conservative party’s manifesto at the last election stated:
“To give communities greater control over planning, we will…abolish the power of planning inspectors to rewrite local plans”.
That is exactly what we should now do, but the inspectorate is rewriting local plans. It is raising housing numbers in my constituency to beyond the level set out in the south-east plan, and it is causing delay at a time when responsible authorities are planning for a great number of houses—40,000 in the district council areas that cover my constituency, where there are 7,000 unbuilt planning permissions in one authority alone.

I join the hon. Gentleman in thanking all the people who were involved in ensuring that the vast majority of the vast number of people who turned up at Finsbury Park were kept as informed as possible, in extremely difficult circumstances. This is certainly one of the issues in which I intend to take a further interest, and I shall be more than happy to meet the hon. Gentleman, possibly at Finsbury Park.
I agree with my right hon. Friend about the successful implementation of a very large number of works. Nevertheless, what happened at King’s Cross was inexcusable, and—as will be discovered when the report is published—represents a failure of both management and leadership, with which I hope my right hon. Friend will deal.
May I also ask my right hon. Friend to turn his attention to the East Grinstead to Victoria line, which has been running with similar impediments and terrible inconvenience, largely because the rail companies cannot get enough people to drive the trains? Drivers are available, but they are apparently taking part in training courses. Things would be in a pretty pickle if British Airways did not have enough pilots, would they not?
I am grateful to my right hon. Friend for acknowledging some of the difficulties and the difficult conditions facing those engineers working over the Christmas period in getting, as I have said, most of the schemes they embarked on back up and running on time; so when things go wrong, it is particularly disappointing. As to his point about the East Grinstead line, I will look at that, along with the Under-Secretary of State for Transport, my hon. Friend the Member for Devizes (Claire Perry).

Commons ChamberAn integrated transport system would address the different components of the transport world, and we have done exactly that by having a rail investment programme and a roads investment strategy. The hon. Gentleman did not point out the number of schemes in the midlands, so it is perhaps worth my pointing that there are 31 schemes in the midlands worth £2.9 billion, with 17 new schemes worth £1.4 billion. This is good news not only for the midlands, but for the construction industry, as it can plan properly to get the right skills and the right people in place.
May I congratulate my right hon. Friend on the already excellent work done recently on the A23, but ask him to have regard in his future announcements to those of us in constituencies where there is very high demand for new housing and where the infrastructure simply cannot cope with existing requirements?
My right hon. Friend is absolutely correct on this, which is why when addressing transport in the whole one cannot just rely on the roads and instead one also looks at the railways. That is why I am particularly pleased that we have managed to find so much money, given the economic problems we face at this time, for enhancements on our rail structures as well.

The Government have an ambitious strategy for tackling congestion and improving performance on our roads, as I think the whole House would acknowledge. This autumn we will set out our plans for a road investment strategy, with £24 billion to be spent on strategic roads up to 2021. For local roads, £7.4 billion will be spent in the next Parliament, and £1.5 billion funding from the local growth fund will bring forward vital schemes.
My right hon. Friend may well have an ambitious strategy, but it does not go as far as Mid Sussex. Is he aware that particularly in the towns of Haywards Heath and East Grinstead there have been frankly intolerable delays owing to works by the utilities? I want him to take a much, much tougher line with the utilities on how they handle traffic management so that they cease destroying the trading opportunities of towns that are trying to make much better of themselves.
As my right hon. Friend knows, I was in Sussex only last week looking at these very matters. There is no end to my strategic ambitions— geographically or in any other way. He is absolutely right that we need to take a tough line in ensuring that schemes do not have undesirable or unintended consequences. I will certainly look very closely at the circumstances he describes, and he can be absolutely certain of my toughness.

Commons ChamberI should like to make a little more progress, as I fear that I might run out of time.
As a result of more people cycling, the figures show a decline in the risk of having an accident when cycling. But the absolute number of accidents and tragic fatalities remains a real concern for anyone who cycles regularly, or who has a friend or family member who has been in a cycling accident. There is still so much more to be done to make cycling safer and a real option for more people.
I wish to focus on two areas of the all-party group’s report, namely road design and education, which are key to achieving the Minister’s ambitions. We need to design cycling into our everyday lives. Like many successful towns, Basingstoke faces the big problem of road congestion. I thank the Minister and his Department, especially the Secretary of State, for the investments that they have made recently in our local roads in Basingstoke. More than £30 million has been spent on improving the roundabouts for which Basingstoke is so famous. I must say though that that investment should have been put in place a decade and a half ago when the Labour party set high housing targets for Basingstoke. That money is there not to allow cars to move around more easily, but to reduce traffic congestion. Encouraging more people to cycle and indeed to walk is part of achieving that strategy.
The Prime Minister himself has made it clear that all new big road developments will incorporate the needs of cyclists, which was underlined in the Government’s delivery plan today. Like many other communities, we have a persuasive group of cycling campaigners. In particular, I pay tribute to my constituent Ms Heather Rainbow for her tenacity and campaigning zeal. For any campaign to work, we need practical changes in the roads. Nationally, two-thirds of non-cyclists think it is just too dangerous to cycle on roads; indeed almost half of all cyclists think that too. Changing road design will help change that attitude and encourage more people to cycle. We cannot allow new road designs simply to reflect the current pattern of use.
If my right hon. Friend will forgive me, I will make a little more progress.
The all-party report is right that the needs of cyclists and pedestrians must be considered at an early stage of all new development schemes. It is of course for local authorities to lead the way on local road design—it is not for central Government to micro-manage. Under the national planning guidelines, local authorities have to consider how bikes and bike use can be designed into new road works from the start, which is very much in line with the all-party report.
There is one area in which the Minister can help. The Highways Agency is part of his Department and responsible for some of the most important road redesign schemes. In my constituency, the Highways Agency has already started work on a £10 million upgrade of the Black Dam roundabout to ease congestion. The new design is the result of considerable consultation with local residents, but because the pre-existing road layout made cycling difficult, few cyclists regularly choose to use that junction.
I hope the Minister agrees that if we are to change habits we need organisations such as the Highways Agency to be not only reactive to current travel patterns, but proactive in promoting cycling. Perhaps the Minister will comment on that when he makes his contribution later.
Let me turn now to education, which, along with road design, is absolutely critical and part of the all-party group’s report. Edmund King is president of the AA, which, I am proud to say, has made its home in Basingstoke. In the 1990s, he and I first worked together on the successful road safety campaign “Children should be seen and not hurt”. He is right to describe cycle training as a “skill for life”. It is interesting to note that only one in four AA members who regularly cycle has received such skills training. As adults, we often do not feel confident enough to get on our bikes. It is that sort of training that can be vital. I pay tribute to Breeze in my constituency, which is helping more women into cycling, and to Hampshire county council, which funds two hours of free cycle skills training for all Hampshire residents.
Many of us will fondly remember cycling to school, of course after taking our cycling proficiency test, today’s equivalent of which is the Bikeability programme. That modern-day version of cycling proficiency is made available to all Hampshire schools through the Hampshire schools cycling partnership. I hope that more local authorities will develop such a partnership to encourage more children to understand the pleasures of cycling from a young age.
One of my earliest memories of cycling is not a good one. My grandmother cycled to work every day. She was a fit and energetic woman, but one day she was hit by a car. Of course she was not wearing a helmet—few people did in the early ’70s—and she had severe concussion and her injuries stayed with her. That dreadful incident has meant that I have always worn a cycle helmet and ensured that my children understand the importance of doing so.
For a number of years, I have worked closely with an organisation called Headway in Basingstoke. It was founded in 1982 by an inspirational lady, Evelyn Vincent, and her mother. Headway supports head injury victims, and the individuals with head trauma whom I have met make a compelling case for the wearing of cycle helmets. Headway, as a campaigning organisation, has succeeded in making the case for cycle helmets to be a legal requirement for children in Jersey. Other countries have done the same, and I would make the case that the Government should have a clear plan to keep the evidence around wearing cycle helmets under close review. There is clear evidence from the Transport Research Laboratory and the Australian Government that, along with road design and education, the wearing of cycle helmets can make a real contribution to road safety. It makes common sense, too, and although some say that it deters people from taking up cycling, I have seen no evidence that makes that case specifically for children. We all have a duty to ensure that cycling is safer, so the Government should keep the matter under careful review in the coming months and years.
As a buyer as well as a reader of The Daily Telegraph, I am disappointed to hear that, although perhaps not entirely surprised, as there have to be some differences among people. Despite the hon. Gentleman’s qualification of what I said about media support, there is now generally a much more welcoming attitude in the country to cycling, and I hope that the debate will help to nurture people’s interest.
The hon. Gentleman has never seen me arrive at the Palace of Westminster on a bicycle, although I shall try to repair that. I agree with him about the support that is given, but does he accept that the trouble in a constituency such as mine, which has three small to medium-sized towns, is that there simply is not the money to provide the facilities for bicyclists that should be in place, because it all tends to go to the big towns? We need to devise a formula that will enable that to be fixed.
The right hon. Gentleman makes a powerful point about the key issue of funding, which I think has cropped up in every speech that we have heard. When I said that I thought that I had seen almost everyone in the Chamber on a bike, I did not want to point to the right hon. Gentleman that he was the one exception who occurred to me. However, I am encouraged that he has not given up on this, so in the six months between now and the general election, perhaps we can encourage him to join us on two wheels. I am sure that the all-party group would welcome that.
The delivery plan is disappointing. The all-party group’s report was well received by the Department for Transport. It is a shame that the Secretary of State has just left the Chamber, but the fact that he has listened to part of our debate demonstrates his interest in the matter. We know that the Under-Secretary of State for Transport, the hon. Member for Scarborough and Whitby (Mr Goodwill), and the shadow Minister, my hon. Friend the Member for Birmingham, Northfield (Richard Burden), are great champions of cycling and no criticism is levelled directly at the Department, although I shall return to the big question of funding later in my speech. However, given that the Prime Minister promised us a cycling revolution and that the Department for Transport is clearly supportive of cycling, as has been the case for almost 20 years, the fact that there is no commitment on funding, which the right hon. Member for Mid Sussex (Sir Nicholas Soames) mentioned, is hugely disappointing. While the Minister and the shadow Minister are great champions, we need a nominated person to give leadership from the front. The all-party group’s report was well received by the Transport Committee and all the main cycling groups, but I am sure that the Minister acknowledges that the responses of CTC, Sustrans and British Cycling to this morning’s Government report are not so welcoming.
Safety and the perception of it are key to getting more people involved in cycling, but before I speak about that, I want to spend a couple of minutes on parochial matters by talking about London. There have been huge changes in London, with an explosion in the number of people cycling, Boris bikes and cycle super-highways. It is welcome that Transport for London is consulting on upgrading the cycle super-highways because some of them are pretty basic, being no more than a lick of paint in the road.
