That is not a matter for the Chair, but the hon. Gentleman has done the right thing: he has put it on the record, and I hope those on the Government Front Bench are listening and may come back about that while we still have time.
On a point of order, Mr Speaker. Ever mindful that this Parliament is coming to an end very shortly, may I ask what we can do in this House to ensure that something happens about the persecution of Christians? The number of countries where Christians suffer because of their faith rose from 128 in 2015 to 144 a year later. The very survival of Christianity as a living religion is in doubt. What can be done by the Foreign Secretary before purdah to make sure something happens right away?

Commons ChamberI agree that we should be looking forward to voter ID, and I welcome the Government’s commitment to it. People should not be scared of it, because people have to show their driving licence or some other form of ID to open a bank account. Voter ID has functioned well in Northern Ireland. We have not entirely eliminated electoral fraud in the Province, but we have gone a long way in doing so.
We are committed to the democratic process, we are committed to voter ID and we are committed to supporting the Government on the majority of their far-reaching proposals. We look forward to engaging with Ministers—

Commons ChamberFirst, let me thank the Minister for bringing this measure forward. In his introduction, he said that powdered milk was one of the products he is referring to. My constituency has a large number of agrifood companies, which depend on their export and important licences. One of them is Lakeland Dairies, which employs some 270 people in my constituency and is involved in the milk product coming in as a liquid. It has two factories in Northern Ireland and two in the Republic of Ireland—the company is in a unique position. I am encouraged by what its chief executive officer, Michael Hanley, has said, which is that whatever happens in this process of Brexit, be it a deal or no deal, we have to work with it. I am glad when the CEO of a major company has that attitude and that interpretation of what is happening.
Along with the approximately 2,500 agrifood sector jobs in Mash Direct, Rich Sauces and Willowbrook Foods, my area also has a number of farmers who feed into the process. I wish to talk particularly about the farmers who feed into Lakeland Dairies. Mine is the second-highest milk-producing area in the whole of Northern Ireland—second only to East Antrim—and we have a high-quality product and a number of committed farmers. I declare an interest: I live on a farm. It is not a milking farm—it is not a dairy farm—but my next-door neighbour takes the land and milks it, and I suppose that is ultimately used for dairy. My neighbours depend on the process being easy to take forward. The milk product provided by Lakeland Dairies comes across the border, the powdered milk goes back across the border to the Republic of Ireland, and it then comes across once more in a processed form, because of the way the factories do it down south. Ultimately, the product is packaged in Newtownards in my Strangford constituency and then sent overseas.
The former Minister for exports, Liam Fox—I cannot remember his constituency—was responsible for ensuring the export of the product from Northern Ireland, and ultimately from the Republic of Ireland as well, to China. He secured a contract for £250 million over five years. We are eternally grateful to him and his Department for ensuring that that happened, but I want to make sure that everything goes forward in the right way.
Earlier, the Minister said—I think I caught what he said correctly—that his Department had contacted the regional Governments. Unfortunately, we do not have a functioning Assembly; I presume that contact was made with the Department of Agriculture, Environment and Rural Affairs, which is the equivalent of DEFRA over here. Has that contact been made, and has contact been made with the Ulster Farmers’ Union, which represents the majority of the milk producers throughout Northern Ireland? Indeed, has contact been made with the likes of Lakeland Dairies and others that depend on the powdered product and the milk product that cross the border on a number of occasions? They are high-quality, great products.
Finally, with special reference to daily export, is the Minister aware of the onerous added administrative burden? Is there not only support but funding to help with an interim change over a period? My local company has a number of questions, and I have written to the Department. To be fair, I think the Minister met the company—indeed, I remember the day that he did—on a separate occasion when he had a different responsibility. I just want to make sure that Lakeland Dairies, an integral economic factor of progress in my constituency of Strangford, can retain the jobs it has. We need to ensure that the milk producers can feed into the process and that, when it comes to import and export licence regulation and those companies that create so many jobs and so much in the economy, we can make my constituency of Strangford a stronger economic base for that, so that everything will be in place for them.

Commons ChamberI thank the right hon. Member for Birkenhead (Frank Field) for putting his case so well. I also commend the hon. Members for Congleton (Fiona Bruce), for Stoke-on-Trent North (Ruth Smeeth) and for Washington and Sunderland West (Mrs Hodgson) for their contributions. No one could listen to their contributions and not be moved. Minister, I am going to say some things fairly firmly. I am not a person for harshness—that has never been my nature—but I want to speak honestly about how things are. I think everyone has done that. I need to do that too, and in a way that I hope the Minister can respond to.
I am well known for supporting working class people and, increasingly, the so-called middle class who are living hand-to-mouth. It is beyond shocking to me and others that in this day and age children are starving and their families have to turn to food banks to put food in their bellies. Children are suffering for their parents’ financial position. Through no fault of their own, children are sitting in school classes hungry and unable to concentrate. When you are hungry, you are unable to concentrate. The hon. Member for Stoke-on-Trent North referred to the wee child who fainted because he had no food. It is clear that children are unable to concentrate and frankly that is cruel.
It is heartbreaking that 4.5 million children across the United Kingdom live in poverty. We in this place and the Government are not doing enough to tackle the issue. That is somewhat vindicated by the fact that we foist responsibility on to charities, but why is this the case?
To the surprise of the mainstream media, which often portrays the Church as out of touch and not involved in communities, the Church is stepping up to the challenge. That is the case in my constituency and, from what I have heard so far, I suspect that churches in everybody else’s constituencies are filling the gap and taking responsibility. Despite some saying that the Church indoctrinates children, the only thing that it seems to be indoctrinating children into displaying is compassion. For me, that is clear. It is bringing up the next generation to care and take action when they see people in need and are in a position to help.
I am very proud to be the Member of Parliament for Strangford, which is stepping up to the challenge on child food poverty. Our local churches in Newtownards have stepped up where local and national Government have failed. The Thriving Life Church, the Ards Congregational, the Ards Baptist Church, the Glen Community Church, St Mark’s, Londonderry Primary School, Greenwell Street Presbyterian, First Ards Presbyterian Church, Ards Reformed Presbyterian, Scrabo Hall, Scrabo Presbyterian Church, St Patrick’s tennis skills and Northdown Christian Fellowship Church have all advertised that they include free food with their Bible clubs.
Other Members have referred to the summer, which was in my mind before the debate, because it brings added problems for children and their parents, who do not have schools to fall back on. That is why what the churches in Strangford and Newtownards specifically are doing to come together collectively, cross-religion, is so important. They have all seen the need and have stepped into the gap. They should not have to do that—it is not their responsibility—yet they are, because that is what their Bible teaching, beliefs and faith tell them to do. We need to ask ourselves in this place: are we doing all we can? The Government have not delivered for these poor children who need food, which is a sickening thought.
Whatever is being done to solve this pressing issue is clearly not working. Thanks to charities such as the Trussell Trust—it set up the first food bank in Northern Ireland, in my constituency in Newtownards—and other various organisations in the community, the problem is minimised. Without them, the issue could be far worse, which is a scary thought, to say the least.
The situation is particularly disappointing, bearing in mind that there is not enough focus on the options to minimise the problem. Recent data published by UNICEF shows that one in five youngsters under 15 now lives in a food-insecure home. How is that possible in this day and age? This should be a red flag for Government and for everyone else, yet they continue to employ—I say this respectfully, Minister—austerity measures that only make matters worse. It really does not take a genius to realise that the cuts and changes that the Government continue to employ are paramount to the problem. That is the feedback I am getting in my constituency about universal credit. The food bank tells me that the changes in benefits are putting the pressure on, so I have to say that in this House because it is true. It is happening and we cannot ignore it. When someone works different hours and their tax credits claim materially changes, they migrate to universal credit with a five-week embargo on payments. That puts people over the poverty breadline and it is really unfair.
I asked my local food bank for its up-to-date figures. This is what is happening in my area:
“So for the last year we have fed 1,992 people…846 were children”—
so 45% were children. It continued,
“this is a 3% rise on the last year. The rise is on the increase as we see more and more families switching to UC. And as we head to the summer, kids off school—414 of those kids from low income families = summer hunger with no free school meals.”
That is going to be the issue this summer. The churches stepping in, running their Bible classes and Bible clubs and having the meals alongside those, is so important. The food bank continued:
“Last summer June-August we saw 152 low income families alone! The problem we see is families going without.”
The reality of today’s society is that families are going without. Parents do not eat so that their children can, or children do eat not because their parents are not eating either.
The food bank continued:
“Last year we began partnering with Ards Community Network to help families with free uniforms. And this year we are launching with local churches and their holiday bible clubs to offer lunches.”
I suggest that is true community spirit at work, alongside the churches and faith groups, offering practical, financial and emotional help when it is needed most.
I urge the Government to do the right thing by helping to better the lives of those who are left with no option but to line up at food banks. More funding is needed, along with better understanding. One of the fundamental purposes of government is to help the people. Frankly, that is not being achieved at the moment.
Twenty years ago, Tony Blair—people have their own opinions about him—pledged to end child poverty, calling it a “20-year mission”. Three Prime Ministers later—the fourth is on the way—we are nowhere near accomplishing that mission. Children have to go home after school and sleep on an empty stomach. That is a disgrace. Never would I have expected child poverty to be such a problem in 2019. Nations are meant to develop, not to go backwards, but I am afraid that is what I see.
The National Housing Federation, using Office for National Statistics data, has found that roughly 847,000 children from working families—a 30% increase from 2010—live in poverty due to the sole reason that their homes are too expensive. We need to look at the reasons for that as well. One of the reasons is the cost of rental accommodation. Many parents have to choose between paying the rent and feeding their children. We have recently had debates about that—last week in Westminster Hall, I think—when there has been some talk about how the Government could help people under rental pressure. It breaks my heart that parents have to make that choice.
With all due respect, we must stop approaching these life and death issues in a daze. I gently suggest that this House needs to wake up to what is happening, because children are starving and families are having to turn to food banks. For heaven’s sake, we are in the 21st century and this is one of the richest countries in the world. When will we get it right for those children and families? I am sorry if I am being a bit harsh, but we must take a good look at the important underlying crisis in this country. More importantly, we must make better decisions. We need to be aware of how decisions made here affect children throughout the whole United Kingdom.
I am speaking today from my knowledge of the matter in Northern Ireland, which comes from seeing it directly in my constituency office every week. The Thriving Life Church food bank in Newtownards tells me that the organisation that points the most people to it is our advice centre. That tells me, and hopefully this House, that I have my finger on the pulse of what is happening in my constituency, and that I understand that the food bank is doing an incredible job, but I also understand that people are under pressure.
We must take a better look at this important underlying crisis. The issue is not one that we can poke with daisies—if we poke it with a daisy, it will not move, because daisies have no strength. I say this with respect to Opposition colleagues—they may agree with me and they may not—but of course Jeremy Corbyn would make the matter worse, with his Marxist manifesto—
Order. The hon. Gentleman cannot stray into naming a Member. Has he given that Member notice that he intends to name him, and get into a political argument about his views?
You are normally a very caring Member of Parliament. I think we need to keep to what we are discussing, rather than getting into what we think another Member may do, especially when we have not given notice.

Let us not look at this issue as if it could be worse; let us look at it as if the state of this country for poor children could be better, should be better and must be better as soon as possible.

Commons ChamberI apologise that I could not be here for the beginning of the Adjournment debate, but I am very aware of what the hon. Member for Birmingham, Erdington (Jack Dromey) said as I was watching the debate on the screen at the meeting I was attending. There are serious problems on Slade Road, but there are also serious problems in other places across the whole of the United Kingdom of Great Britain and Northern Ireland. My constituency had one of the highest figures for antisocial behaviour. We did a number of things to change that. When the Minister refers to those means of change, I wonder whether she will include local authorities. The antisocial behaviour team at the council specifically tasked officers to do that job, and it worked with the Police Service in Northern Ireland. Church groups and street pastors also got together. Community groups do things with young people as well to take them off the streets and give them something to do. It is also to do with parents. There are five or six things that can be done together, but they can make the change. We did it in Newtownards in Strangford, so it can happen elsewhere.
I presume that that is to help the people of Slade Road.

First, may I congratulate the hon. Gentleman on securing the debate? Billy McNeill had a long association with Celtic spanning more than 60 years as a player, manager and club ambassador. As a player and a manager he won 31 major trophies with Celtic. As a lifelong Rangers football club supporter, I appreciate very much the contribution he made to Scottish football and to Old Firm games. Does he not agree that Billy McNeill will be greatly missed by those who love the beautiful game across all the football teams in Scotland, Europe and the rest of the world?

Commons ChamberI certainly do. The Minister has responded to the concerns of the hon. Gentleman, myself and others in a spirit of generosity, and perhaps this legislative change does that.
I welcome moves taken to make the definition of deprivation of liberty as strong as possible. What the Government have done is clear. It is vital that the definition links back to the European convention on human rights and provides a sturdy basis to protect vulnerable people. That is good news.
Members have referred to the 125,000 people who are currently deprived of their liberty without the necessary protections in place. Through this legislative change—which will not be opposed; a very helpful attitude has been adopted in the House of Lords and on both sides of this House—can the Minister indicate what will be done to reduce the backlog?
The Government have been lobbied and have consulted the Local Government Association, charitable bodies and other interested people and groups. As a result, we have a vital opportunity for long-awaited reform, and the Bill needs to be passed.
Mr Deputy Speaker, I gave you my commitment that this would be a short contribution, and I intend to keep to that. I want to finish with two quick questions to the Minister. Can she explain how the role of an appropriate person will support and protect vulnerable people in the proposed new system? Secondly, will she confirm that the needs of the supported person and their families will be put first?
Just to help, the Minister would need leave to respond to those questions, so the hon. Gentleman is putting pressure on for something that is not available at the moment.
I would never put pressure on the Minister—not in a million years; I know my place. I suggest gently to her that those two things could be looked at.

The power that tidal turbines can bring to my constituency—in Strangford lough, in particular—proves beyond doubt that substantial amounts of energy could be harnessed and diverted, and further consideration should be given to perfecting the offshore and renewable energy sources in our constituencies. We think we could do more with it, as he has done.

Let me now raise a very serious matter. Last weekend, during Sunday mass, a Roman Catholic cathedral in the Philippines was struck by horror and tragedy when two bombs exploded, killing at least 20 people and wounding more than 100. Responsibility for that devastating attack, which killed both civilians and some police officers who were trying to protect them, was claimed by Daesh.
Across the world, terrorists are picking on, attacking and killing those who are worshipping their God in their place of worship. Will the Leader of the House agree to arrange a statement or a debate on this ongoing and global terrorist violence?

Does the hon. Member for Blyth Valley (Mr Campbell) agree that the Government have the ability to intervene in such cases? An empty factory could open and therefore create jobs. There must be consideration of the local economy, and perhaps the Government could indirectly help the constituency.
I tried vegan sausage rolls in Westminster Hall’s Jubilee Room last week, and the taste convinced me. It was hard to tell between the vegan roll and a sausage roll; I had both, and that is my honest opinion—and I love sausage rolls.

The link is the planning department. I congratulate the hon. Member for Yeovil (Mr Fysh) on securing this debate and telling us about the problems with the planning department in his area. My local council planning department also takes its own interpretation of planning law as gospel, without giving appropriate weight to job creation and the local economy. Does he agree that weight must be given to the letter of planning policy, but also to the spirit of its aims, such as improving town centre facilities and aiding job creation? With that in mind, I support the hon. Gentleman’s argument.

Commons ChamberI congratulate the Chairman of the Committee, the hon. Member for South West Wiltshire (Dr Murrison), on the leadership that he showed to all its members, enabling us to reach unanimous conclusions. There were times when we thought that that would not happen, but he managed to ensure that it happened in each case.
The backdrop was, of course, the stop-start, pause, start again extension of the talks process, to which pages 3 and 4 of the report refer. That, perhaps, indicates where we are at present. The Committee again took the opportunity to consider where we would go if the Northern Ireland Assembly did not function. The annex outlines—as did the hon. Gentleman at the end of his speech—the number of works still to be done and on hold.
Some of the Committee’s conclusions are very important. If the hybrid system for the Northern Ireland Assembly, which has operated in the past, does not work out, we shall look towards direct rule. What are the Chairman’s thoughts about how we can pull Sinn Féin out of its obstinate position? Sometimes, we need to move forward and park the issues on which we disagree.
I have another question, about Brexit. The Committee concluded that the Secretary of State and other Ministers should be more active. How does the hon. Gentleman think it can be ensured that Northern Ireland’s voice is clearly heard in the Brexit talks?

Commons ChamberIt is always a pleasure, Mr Deputy Speaker. It has been almost a year since I have had a personal Adjournment debate, but it has only been 24 hours since I was involved in one. This has been the week of the three Jims—Jim Fitzpatrick on Monday night, Jim McMahon last night and Jim Shannon tonight.
One might argue that it is Jim Shannon day today, as you are on your third speech.
My speechwriter is exhausted.
I have been seeking this debate for eight or nine weeks, and I am very pleased to see the Minister in her place. We are all very fond of her and grateful for the work that she does. She was a guest speaker at my association’s dinner in Strangford some time ago, and she had a chance to meet the Comber Rec women’s football team, which I know she enjoyed—my team enjoyed it, too. We look to the Minister for some guidance tonight on how we can take this forward. I have some suggestions that I hope might be effective.
I want to put on record my thanks to Mr Speaker for allowing this issue to be aired, and I am glad to see many hon. Members in the Chamber to support it—I hope. They may just want to make an intervention to get their own back—[Laughter.]
Coming from Northern Ireland and with a neighbouring constituency whose Member refuses to take his seat, I am used to taking on issues that have an effect more widely than Strangford. Birmingham is slightly further than I usually stretch, but I am concerned about the issue of the Commonwealth games 2022, and I believe that other hon. Members here tonight are also concerned about it. It is not about Birmingham per se, but about the recognition of shooting sports and the fact that that entire category has been removed from the games without appropriate foundation.
I put on record that I am a member of the British Association for Shooting and Conservation and of the Countryside Alliance, and have been for more years than I care to remember. I am also a member of several shooting clubs, and I served in the Army, which gave me a chance to shoot weapons legally.
The proposed sports programme for the Commonwealth games 2022 in Birmingham does not include any of the shooting sports. There is a large petition on this. A number of right hon. and hon. Members are here to put that on the record, because it is important. I hail from Northern Ireland, and there are those who say that we are too familiar with guns, but this is not an issue of gun control. It is an issue of sport—a sport at which I believe we are pretty good. Some might ask, why do the people of Northern Ireland excel in boxing and shooting? It is a hard one to answer.

Commons ChamberAs a friend of Israel, I look forward to the day when the Palestinian people can enjoy the security of a sovereign state on the successful conclusion of a negotiated two-state solution. One of the biggest obstacles to achieving that is the Palestinian Authority’s counterproductive unilateral steps to gain statehood recognition through international bodies, so will the Foreign Secretary join me in calling for the PA to stop those harmful measures and instead to express support for the renewal of direct peace talks, because that really is the only way forward?

Commons ChamberIt is always a privilege to speak in these debates. I give special mention to the hon. Member for Bury North (James Frith), whose powerful and personal summary of his life has greatly added to the debate. Everyone who heard his contribution will appreciate it and thank him for it. The right hon. Member for North Norfolk (Norman Lamb) set the scene so capably, outlining the case for addressing valproate and foetal anticonvulsant syndrome. I pay tribute to him for the summary at the end of his speech, about which I will speak later, and his eight recommendations. If there are any recommendations to follow, those are they, as everyone in the House will agree. I thank all the other hon. and right hon. Members who have spoken, because their contributions were equally as important, and I also thank those who made interventions. The House shines better whenever we discuss issues on which we can have an input both personally and on behalf of our constituents, and this is one such issue.
There is no greater gift from God than a little baby. I have two wee granddaughters, and I adore them. We maybe do not spend as much time with them and our children as we should, but we try. They are both perfect in my opinion, even if they have some tantrums. As girls, perhaps they have different tantrums to boys—I only had boys, so I do not know. We live on coffee in my office—I suspect everyone else is the same—and I have watched my parliamentary aide as she refused her normal 10 cups of coffee and drank only caffeine-free beverages for nine months during her pregnancies. Indeed, her not drinking coffee was the first indication that she was expecting again. She had had two miscarriages but now had one baby and was expecting her second, so she was going to take every step that she could to ensure that the baby was perfect. She said that the reason for not drinking caffeine was that it can make the baby’s heart beat a little fast. Mothers everywhere will do almost anything to ensure that they protect that little life when they know of its existence. Unfortunately, as this debate has clearly shown, some mothers did not know what was happening, which is why I feel strongly that more research must be done for the mothers who have long-term health problems and do not know how the medication they need may affect their children. Every Member who has spoken has made that point.
I want to throw another point into the equation. People with ulcerative colitis, Crohn’s disease and other conditions who have infusions such as infliximab have to come off them if they want to get pregnant. Some people are made aware of such things, but does everyone know that? I suspect not, but they should. The hon. Member for Central Ayrshire (Dr Whitford) and others referred to the yellow card scheme, and people need to be made aware of when incidents happen. More needs to be done to ease families’ minds, and that is why I join with colleagues today to ask for more to be done not only in the case of this epilepsy medication, but with more long-term medications in general. We must look beyond this debate and encapsulate what other people are saying.
Sodium valproate is an anti-epileptic drug that is associated with greater risks in pregnancy than other AEDs. Other valproate medicines include valproic acid and valproate semisodium. The Medicines and Healthcare Products Regulatory Agency reports that, although the general risk of foetal abnormality is 2% to 3%, the risk for women taking sodium valproate is around 10%. Did those women know? This debate illustrates that they did not, but they should have known. We have to address the issue now.
The birth defects can include spina bifida and limb, facial and skull malformations. The use of sodium valproate in pregnancy can also affect a child’s development. Many Members, including the hon. Member for Bury North in his powerful speech, have told us exactly what valproate does. Children have delays in learning to walk and talk. The drug can lower intelligence, and affected children have poor speech and language skills compared with children of the same age.
There have unfortunately been many scandals over the years, and my constituents made me aware of the thalidomide scandal, to which I can relate. The hon. Member for Eastleigh (Mims Davies), like me, spoke in yesterday’s Westminster Hall debate on mesh implants: I have been contacted by many affected women, and they did not know what the risks were, either. They have lived with the repercussions for years. One Member mentioned a lady who had to go in three times in six years to have operations before she was cured.
The same is true of Primodos. A Member who is not here told me about his involvement with that issue. There many such scandals and, as other Members have said, we need to bring them all together under one headline.
I am not a doctor, and I have no medical skills, but I can read about symptoms. I have no medical training, but it appears that the risks are significant enough that people should be fully informed of them before they are prescribed such medication. The massive risks in taking these drugs during pregnancy will then be embedded in their minds.
Many of us were supplied with the Epilepsy Action briefing. The statistics are hard to read, but they are very clear. I also thank the Library for the in-depth information it has provided so we can prepare for this debate. The surveys to which hon. Members have referred go back to 1995-96, when a possible problem was first mooted, but no action was taken. The Library briefing says:
“This survey has been repeated in 2017, when it was found that 18% of women taking the epilepsy medicine sodium valproate didn’t know the risks this medicine can pose during pregnancy and 28% of women said that they had not been informed of the risks of this medicine in pregnancy.”
How can it be that lessons have not been learned?
Dr Rhys Thomas, an honorary consultant in epilepsy at the Royal Victoria Infirmary, Newcastle, says:
“This is a dramatic and important survey focusing on a crucial area for women with epilepsy. As a medical community, we clearly could be doing more, and should be doing more. Even if women are being told of the risks, this may be at the wrong time for them—or in the wrong way.”
Sometimes the risks are not explained in a way that people understand, which is wrong. We need to have the conversation, and it has to be repeated. People need to be aware of the risks, and I am not sure that that has happened in the way it should.
The Medicines and Healthcare Products Regulatory Agency figures suggest that up to four in 10 babies are at risk of developing disorders if valproate medicine is taken during pregnancy—that is massive. How can it be ignored? Approximately one in 10 babies is at risk of physical birth defects. Babies affected by sodium valproate can have severe problems that require lifelong care and support. Are we looking at prevention? Are we looking to the future? Are we looking at what the long-term care will be? I suspect not.
It is estimated that 20,000 babies have been affected and 400 babies a year are born to women taking sodium valproate. Epilepsy Action, the Epilepsy Society and Young Epilepsy have surveyed more than 2,000 women with epilepsy, and they found that some women are still not aware of the risks of taking epilepsy medicine in pregnancy. More than a quarter, 28%, of women who have taken an epilepsy drug have not been given information. That would indicate to me that a knowledgeable medical professional should have taken the time to go through the risks of being pregnant with people on the drug. After someone has become pregnant, it may well be too late, so those discussions with the GP are very important. It is not a matter of someone simply stopping a drug when their pregnancy test is positive, as that is not the safe way to do things.
In conclusion, I urge that the eight points are followed, but that we should put in place the compensation fund that everyone in this House wants to see, because that will at least help the families affected to deal with the financial positions they are in.
