Commons ChamberThe future of Grangemouth refinery is obviously a commercial decision for its owners, but I am told that the site will remain operating as a refinery until at least May 2025. In the meantime, the UK and Scottish Governments are working together to seek assurances from Grangemouth about how it is supporting employees. We remain confident in our fuel supply. On energy security, which the hon. Gentleman mentioned, this Government are unambiguously backing the North sea oil and gas sector because that is how we support energy security in this country, attract investment and create jobs, particularly in Scotland.

Friend makes an excellent point, and that is why we previously created and funded the National Cyber Security Centre, on which our allies respect us for showing global leadership. His point is well made, and I will ensure that we are spreading our best practice to allies in the region.
The key to addressing violence is to address the root cause, not just its manifestations. The Red sea is inextricably linked to the events in Gaza. Rather than bombing the Houthis, who have been bombed for a decade by Saudi Arabia with the best military equipment that Britain and America could sell to it, is it not time that we supported South Africa and other countries at the International Court of Justice in addressing the root cause, which is the genocide unfolding in Palestine?
I disagree with the hon. Gentleman, and we disagree with what South Africa has brought to the ICJ and do not believe that it is helpful. I also disagree with him that those two things are linked. The Houthis have carried out attacks on multiple ships from different countries, many of which have nothing to do with the situation in Israel and Gaza. As the Government of Yemen themselves have pointed out, the attacks have nothing to do with that situation, which the Houthis are using as propaganda for their own selfish ends.

Commons ChamberThis Government are clear in our condemnation of Labour’s attack on motorists, whether it is in London or Wales. That is why, in the summer, the Prime Minister ordered a review of low-traffic neighbourhoods, which are making some parts of London inaccessible for disabled people, whether they are using public transport or cars.
That is something that my Department is working on. The hon. Gentleman is absolutely right that we need to ensure that data is accurate, that people understand what is being recorded and that this does not have an impact on how public services are delivered. If he has any further information that he would like to share, I would very much like to see if there are specific constituency circumstances we can look into.

Commons ChamberMy right hon. Friend has been making a powerful case for this scheme, and she does so once again. The Chancellor is sitting next to me and will have heard her. I understand that the outline business case submitted by Essex County Council is being considered by Ministers right now, and all relevant Ministers will have heard her injunction.
As my right hon. Friend the Chancellor set out in his autumn statement, we are exploring the best approach to consumer protection from April 2024 as part of wider retail market reforms. I reiterate that we paid half of energy bills in Scotland last winter, thanks to the strength of our Union.

Although it is true that more than 90% of transgender women prisoners are in the male estate, it is right that we have further strengthened our policy for those who have committed sexual or violent offences, and for those who retain their birth genitalia, who can be housed elsewhere only in truly exceptional circumstances, on a case-by-case basis.

Commons ChamberThe right hon. Lady makes a reasonable challenge. She has battled on this issue for many years. I am focused on that interim report from Sir Brian. We have already had the benefits of the Sir Robert Francis study, which I am sure has informed the work of Brian Langstaff and his team. When we see the interim report, it will be incumbent on us to give an immediate reaction—a reaction as soon as is practical—to it, and then to set out what we will be doing to build towards the final report, which, as I say, will be published in the autumn. I know that it has been a long wait for those infected and affected. It is not over yet, I am afraid. There is an awful lot of work to be done, but we are approaching the endgame as these reports come through.
The Cabinet Office plays a unique role in government, bringing together different Departments across Whitehall to deal with the most complex challenges facing our country. As a founding and current member of the Open Government Partnership, the UK remains committed to improving government transparency. The fifth national action plan for open government sets out the UK’s commitments, and work will start shortly on the sixth plan.
It is several years and, indeed, several Prime Ministers since we had the Union connectivity review. Thankfully, Boris’s bridge has crashed and burned, but, as with the Budget, there were good aspects within it. Sir Peter Hendy, a man who knows about transport, was important in emphasising the vital strategic actions of the east coast main line and the A1 not simply for Scotland, but for the north-east of England. Sadly, questions to the Department for Transport simply result in intimation that there are regular meetings with the Scottish Government, and I have to say that the same obfuscation seems to come from the Scottish Government. We seem to have had no progress whatsoever since Sir Peter Hendy’s Union connectivity review. Can the Government please provide some clarity about what their intentions are on upgrading the east coast main line and the A1?
I am sure that my right hon. Friend the Secretary of State for Transport will be happy to provide that, and that he will be able to report to the hon. Gentleman the record levels of investment made across our whole United Kingdom under this Government.

Commons ChamberI would be happy to organise a meeting for my hon. Friend to discuss how to progress his project. He is right about the importance of primary care. There is more investment going in, but we want to ensure it works for his constituency, so I look forward to arranging a meeting with him and the relevant Minister.
I think the hon. Gentleman’s proposal would also increase Bills for many millions of families, so I am not sure it is the right approach. What we are doing is providing around £900 of specific support for all families’ energy bills this winter, and there is further targeted support for those who are most vulnerable, which is absolutely the right thing to do. As the Chancellor has already announced, we are also consulting on the best thing to do going forward, including options, as the hon. Gentleman has mentioned, such as a social tariff, as part of our wider reforms of the retail energy market.

Commons ChamberAlthough any help is welcome, this package is insufficient by far for the poor and generous in the extreme for the rich. The perversity of having an energy-rich Scotland and fuel-poor Scots remains, and it is clear that not only will people grow cold this winter but some may well die. There should have been a full freeze, and it should have been funded through a windfall tax. There should have been action on VAT, and there are other omissions that have not been addressed and where a lack of clarity remains. We need to change the dysfunctional energy market, not just accelerate nuclear or fracking, and address the iniquities that still exist and that have not been touched, or at least made clear.
First, the injustice of prepayment meters remains: the poorest and most deprived, who are often most dependent on power and energy, are paying higher standing charges and higher tariffs. That has not been touched, while support has been given to the very wealthy, and it must end. It is easily done through a direction to Ofgem, and we all know the energy companies are capable of delivering it.
Similarly, although there is a welcome announcement that some action will be taken on unregulated fuels, a discretionary fund would be inadequate. That is especially the case in the north of Scotland, but it is also the case in my constituency. People who are off the gas grid depend on heating oil, biomass and other fuels. Those fuels should not only be covered by a fund that people might be able to dip into; the fuels should be regulated. The Secretary of State should ensure action is taken, because people in the coldest areas are the ones who will suffer.
Our dysfunctional electricity system remains. It is tied to the price of gas, yet 97% of Scotland’s domestic electricity supply is produced from renewables. We are paying sky-high prices that depend on foreign gas prices, as opposed to the price of the renewables on our doorstep and of which we have a surfeit. That is perverse, especially when, as others have said, Scotland is self-sufficient in gas.
This package simply rewards the rich; it does not address the problems of the poor. It is inadequate, and enough is enough. This is not enough to end the crisis, nor is it enough to end the action that people will take.

Member and I can tell him that what we are doing right now is helping 8 million households across the country with £1,200 of support, £300 for pensioners who are in receipt of the cold weather payment, plus £400 for every household in the country. That is the support we are giving right now to help people with the cost of energy. The only reason we can do it, as I have said before to the House, is because of the strength of the economy and the brave, tough calls we got right during the pandemic.

Commons ChamberMy hon. Friend is right that we will see many more people coming here. He is right that the instincts of this country are to be as generous as possible. That is why we have made sure that applications can now be processed online very quickly, so people can come here with their passports. Under the family reunion scheme alone, I think the numbers are now running in excess of 16,000 people coming here.
While Ofgem can cap rising gas and electricity bills, other fuels such as heating oil, liquefied petroleum gas and solid fuel remain unregulated. Many households in rural Scotland depend on such fuels. There are also areas awash with energy, both on and offshore, yet with huge and rising numbers of people in fuel poverty. Will the Prime Minister regulate and cap such fuels, to alleviate hardship and end the perversity of energy-rich Scotland but fuel-poor Scots?
The hon. Gentleman is right that energy-rich Scotland and the hydrocarbons that we have in this country should be used to help the British people. We should not be needlessly reliant on oil and gas from Putin’s Russia. I think that is the policy of Alba but, unfortunately, is not yet the policy of the SNP.
