Question to the Ministry of Defence:

To ask the Secretary of State for Defence, how many Paveway IV bombs the RAF has used in Yemen since 1 January 2024.

The RAF has carried out strikes on Houthi military capabilities linked to attacks on global shipping on four occasions since 1 January 2024.

For operational security reasons, I will not divulge the specific number of Paveway IV munitions used.

To ask the Secretary of State for Energy Security and Net Zero, what financial support her Department has provided to Philipps 66 Humberside refinery in each year since 2015.

P66, as owners of Humber Refinery, have not received any financial support from the Department for Energy Security and Net Zero to maintain operations; outside of business support measures that were available as part of the Government’s response to the COVID-19 pandemic.

All UK refineries are eligible for a range of Government schemes aimed at supporting the development of low carbon solutions in the sector. Following a successful bid, P66 was selected for funding for the Industrial Decarbonisation Challenge which supports development of low-carbon technologies and infrastructure. The total grant to P66 in Stage 2 of this scheme on completion will be £4,454,873.50.

Broadband: Social Tariffs

To ask the Secretary of State for Science, Innovation and Technology, pursuant to the Answer of 27 February 2024 to Question 14701 on Broadband: Social Tariffs, whether the data on the number of households that were taking up a social tariff from Ofcom's December 2023 Pricing Trends report is available by (a) nation and (b) region.

Ofcom has a legal duty to monitor the affordability of telecommunications services and regularly publishes data on awareness and take-up of social tariffs on a UK-wide basis.

Ofcom’s December 2023 Pricing Trends report does not break down data on the number of households that take up a broadband or mobile social tariff by nation or region.

As social tariffs are commercial products, detailed information on the regional or geographical take-up could be commercially and market sensitive.

The Department for Science, Innovation and Technology does not hold information regarding the take-up of social tariff by region and nation.

Social tariffs are low-cost, commercial products offered by telecommunications providers on a voluntary basis, as such information regarding the geographical take-up of services would be commercially and market sensitive.

Ofcom, the independent regulator of telecoms services, has a legal duty to monitor the affordability of telecommunications services and regularly publishes data on awareness and take-up of social tariffs on a UK-wide basis.

District Heating: Business Rates

To ask the Secretary of State for Business and Trade, pursuant to the Answer of 29 February 2024 to Question 15770 on District Heating: Business Rates, for what reason the figure of £315,000 was chosen; and whether she has plans to review it.

The £315,000 figure only limits subsidy given as ‘minimal financial assistance’. Public authorities are free to give larger subsidies, provided they apply the seven ‘subsidy control principles’ when designing their intervention.

The UK–EU Trade and Cooperation Agreement limits the amount of subsidy that can be given outside the normal process to 325,000 Special Drawing Rights. Allowing a small margin for exchange rate fluctuations, this has been converted to £315,000 in the Subsidy Control Act.

The Secretary of State will review this figure from time to time and may amend it up or down, within the Trade and Cooperation Agreement limit.

Lord Ahmad has not made representations as Minister of State for the Middle East on this matter but as the answer to Question 15479 made clear, the FCDO are aware of the detention of Sayed Hashim, and we continue to encourage the Government of Bahrain to meet all of its human rights commitments. We also encourage those with specific concerns to raise them directly with the appropriate Bahraini oversight body.

In its capacity as the UK’s export credit agency, any support provided by UK Export Finance (UKEF) to exporters takes the form of loans, guarantees or insurance provided at commercial rates. For each of the four operations conducted by the UK against Houthi military targets a strike package of four Typhoon FGR4s and two Voyager tankers were launched. As is standard practice with such operations, a fifth Typhoon was available as an immediate spare.

The Ministry of Defence (MOD) requested funding from the Special Reserve for Red Sea, and other NSC endorsed military operations, be included in the Supplementary Estimates. The detailed breakdown is classified SECRET, however a summarised version of the Net Additional Costs of Military Operations will be published in the MOD's Annual Report and Accounts (ARaC) in due course.

UK Export Finance’s (UKEF’s) support for the Ineos Project One plant secures new export opportunities for the UK by enabling an overseas buyer to finance the purchase of goods, services and/or intangibles from UK suppliers.

As the UK’s export credit agency, UKEF’s mission is to advance prosperity by ensuring no viable UK export fails for lack of finance or insurance, doing that sustainably and at no net cost to the taxpayer.
