Commons ChamberI would like to start by paying tribute to our armed forces for everything their personnel have done and continue to do, including in our ongoing battle against coronavirus. I would also like to pay tribute to Labour-led South Tyneside Council in my constituency of Jarrow, where earlier this month, a motion was passed unanimously outlining the council’s support for Commonwealth veterans.
I support the aims of this Bill. However, in its current form, it does not put the armed forces covenant properly into law, to ensure that the long-term failings in the military justice system are put right. As evidenced by the Government’s annual reports, 10 years of the covenant’s operation have shown that the issues the armed forces community face are far-reaching, including health, housing, employment, pensions, compensation, social care, education, criminal justice and immigration. This legislation should include all those broader issues, so it is disappointing that the Bill as introduced covers only certain aspects of health, housing and education.
There is nothing in the Bill to address the long-standing issues around criminal and civil justice for our veterans. How can the Ministry of Defence provide duty of care oversight for service personnel in the service discipline system when it is responsible for investigating, charging and prosecuting them? One of my constituents, Gavin Brearley, has a complaint against the Royal Navy that goes back many years. During his last year of service with the Royal Navy, Gavin was in a hit and run that left him with long-term injuries. He received no rehabilitation and was not medically discharged. His service complaints have never received a satisfactory outcome, and his main concern is that an independent complaints procedure has never been available to him. Various service charities are concerned that the scope of the Bill is too narrow, containing nothing specific on issues such as compensation. The scope of the legislation must be wide enough to ensure that all areas of potential disadvantage for veterans such as Gavin are addressed.
Additionally, the Armed Forces Bill does not address what many regard as the injustice of the income requirement that can prevent Commonwealth veterans who have served in our armed forces from living here with their families. A change to the immigration rules for veterans and their immediate families would have been a tangible gesture of gratitude to the brave Commonwealth nations men and women who served in our armed forces. This is a huge missed opportunity in the Bill, and being granted citizenship should not come with having to pay extortionate fees. The Government must treat all veterans with the respect they deserve. Leaving them in a state of bureaucratic limbo for years is both shameful and immoral.

Commons ChamberI would not agree. It is very important to understand that every contract went through the same eight-stage process, where it was looked into. The contracts were done on the grounds of commercial sense, rather than anything to do with any connections. As the NAO report said, Ministers declared all interests and there was no evidence of any wrongdoing.
The UK Government are working with local returning officers, the Electoral Commission and public health bodies to identify and resolve the challenges involved in delivering the elections next May.
The May 2021 elections will see a record number of different elections with various different voting systems all taking place on the same day. In normal times this would pose an immense logistical challenge, without the added complications brought about by the pandemic. Will the Minister outline why the Government have ruled out an all-postal ballot and refused to make any legislative changes to consider any new forms of voting, as we have seen across the globe?
I thank the hon. Lady for pointing out the extreme challenges that exist to ensure that the elections can take place in a covid-secure environment. They are considerable, but they cannot compromise the security and integrity of the ballot, and we feel that by moving to an all-postal system, that may be the case. We want people to be able to vote in person or by post, and we want them to do that in a covid-secure way, and that is what we and our partners are working towards.

Commons ChamberPutting further restrictions in place is not what anyone wants. I think we all understand why some level of restrictions is needed, but I cannot support these restrictions and I do not support the way this tiered system breaks the backs of the very poorest in communities, such as my own in the Jarrow constituency.
When we were last in the three-tier system, my constituency started in tier 2. It then went into the national lockdown and we are now going into tier 3. It simply did not work, which is why I call on the Government to ensure that mistakes are not repeated and that no area is left behind. It is irresponsible of the Government to insist that those in tier 3 put up with further hardship, while at the same time encouraging a national knees-up during the Christmas period. This irresponsibility is likely to lead to another devastating national lockdown in January.
There is no point in having devastating restrictions on the hospitality sector if people across all sectors are going into work with covid symptoms simply because they cannot afford to live on £95 a week, or do not qualify for the test and trace support payment due to the strict criteria in place. If people are not self-isolating, it is not because they are selfish or bored, but simply because the Government are not supporting them to do so.
Many in communities such as mine live financially week to week, month to month. If they are forced to self-isolate for two weeks, it means a further slide into debt and rent arrears. Making it financially possible for everyone with covid symptoms to self-isolate must be a priority now for the Government.
It is also grossly unfair that local businesses in my region are set to lose out compared with areas of the country that have spent less time in restrictions. The one-off nature of the £20 a head business support grant means that local authorities must stretch out funding for as long as they are in tier 3. And the tier 3 restrictions are devastating for community pubs such as the Red Hackle in Jarrow, which has been doing great work in supporting kids in our community when the Government refused to fund free school meals over the half-term period. I pay tribute to Lee and the team there.
Unfortunately, the £1,000 grant announced today for wet pubs will barely touch the surface. It demonstrates just how out of touch this Government are with the struggle that the hospitality industry is now facing. I support restrictions in principle, but we need a greater financial support package that includes adequate grants for businesses, full pay for those who need to self-isolate, an uplift in social security, and financial support for the excluded. It is time for the Government to change their strategy. Along with an effective vaccine, only by having—

Commons ChamberI direct my question to the Prime Minister or even the Chancellor, but I ask it to the Secretary of State. With the infection rates still high across the north-east, it is looking likely that the region will come out of this national lockdown in a worse position than it was in going in. When the tier restrictions were last implemented, local leaders had to fight the Government for a fair amount of funding for our region. Can the Secretary of State assure us that this time the north will not be left behind again? In line with their levelling up agenda, will the Government ensure that all businesses and people receive the correct level of the financial support that they desperately need?
I am glad to see that the number of cases in the north-east is falling. That is good news and testament to people right across the north-east. Yes, there will be financial support to the councils that are in higher-tier areas, alongside the huge amount of financial support to individuals through furlough and the increase in universal credit, and to businesses.

Commons ChamberI have deep sympathies with people who face this problem. It is not right or fair because if your building is under 18 metres you do not need one of these EWS1 forms, and you would hope that lenders would understand that. But we are working as fast as we can to make sure that all the buildings in question are identified and that we remove cladding wherever it is necessary and give assurance and security wherever that is necessary too.
That is exactly what we announced only a few weeks ago with the lifetime skills guarantee. The purpose of the lifetime skills guarantee is this: if you are over 23, you are not currently eligible for support from the Government in getting a new skill or a new qualification, but we will now pay you for that skill—we will support you. Particularly in the context of this pandemic, we want to help to train and retrain people throughout their lives so that they can adjust to our changing economy. The hon. Lady makes a very good point.

Commons ChamberI have been contacted by a number of constituents about the Bill. It is of concern to many in the Jarrow constituency. Whether the constituents of Jarrow voted to leave or remain, the majority of them want the Government to get on with securing the best possible deal with the EU. They want a deal that governs future trade and relations, and one that protects and promotes jobs, employment rights and peace in Northern Ireland. I share that view.
I am disappointed that the Government are stalling over their Brexit deal. It is extremely frustrating, when we were told that the UK and the EU were so close to agreeing an oven-ready Brexit deal and that progress was being made on the outstanding issues. The Prime Minister is willing to tear up the withdrawal agreement in preparation for a no-deal end to the transition period. That would be an absolute disaster. The Government are no strangers to U-turns, but tearing up an international agreement that they negotiated has to be a new low.
We do not have time for this. We are in the middle of a public health emergency and an economic crisis. The Government need to stop frustrating their deal so that we can all focus our efforts on tackling the coronavirus crisis. A competent Government would never have entered into a binding agreement with provisions they intended to go back on. Or did the Government just not read the small print? For the Government to openly flout international law tells me that we are in dangerous territory. Just as the Prime Minister is no stranger to a U-turn, he is no stranger to breaking the law, as we saw last year with the unlawful shutting down of Parliament.
We may need a strong internal market, but this should have been a straightforward piece of legislation. Instead, it has caused chaos in the party of Government, it risks our international reputation and it advocates breaking international law. For those reasons, among others, I cannot support it and will vote against it.

Commons ChamberThe details of almost all requirements are, on a no-regrets basis, available, but of course the hon. Gentleman is right, in that we seek a negotiated outcome that will mean that are neither tariffs nor quotas and indeed that there can be a degree of confidence on the part of all businesses about exactly what they need. He talks about ambiguity and uncertainty. We had a vivid example of that in the Chamber yesterday when the Scottish National party, on its Opposition day, requested an extension to our transition period. The Government voted against it, but the Labour party was conspicuous by its absence. I am afraid that allegations of ambiguity sit ill with the Labour party’s decision to be ambiguous on the biggest question this country faces.
The Government’s recovery strategy, published on 11 May, stated that we would move from a series of national restrictions to a more targeted set of local measures. We have put in place tools to help us do that, including the Joint Biosecurity Centre.
Although areas in the Jarrow constituency are not currently at risk of going into a full lockdown, like the one that we have seen in Leicester, it is vital that the Government take proactive measures to prevent further local lockdowns. Councils are getting testing data that is sometimes nearly a fortnight old, and they have little information, which is often of little or no help. Will the Minister provide assurances that the Government will improve communications and that data from any test and trace app, when it is operational, will be shared with local authorities to enable them to respond effectively to outbreaks in local areas?
The hon. Lady raises an important point, and I hope that I can give her those reassurances. I gave evidence earlier this week to the Public Administration and Constitutional Affairs Committee, where I emphasised that sharing local data, whether on testing or other planning assumptions, with local authorities, but critically also with the local resilience forums, is vital. They are in the frontline of this fight, so I hope that I can give her those assurances.

Commons ChamberAs one of the new intake of MPs from the 2019 general election, I was not able to contribute to the debate when the Boundary Commission published its previous proposals, but I do know that those proposals impacted heavily on the Jarrow constituency—from gaining more wards from the neighbouring Gateshead area to losing the Cleadon and East Boldon ward to the neighbouring constituency of South Shields. I am immensely proud to represent the Jarrow constituency, and with that in mind I will closely monitor the Bill as it proceeds through the House and see what proposals are introduced. I assure my constituents that if any proposals would have a negative impact on the Jarrow constituency, I will dispute them every step of the way.
My constituents are proud of their history but, as with large parts of the north-east, they will never forgive prior Conservative Governments for decimating their proud industries and Conservative Governments to this day always leaving the north-east behind. I believe that the north-east is one of the regions that will be most negatively impacted by the boundary review, although I hope that I am proved to be wrong. Our local councils have been stretched to breaking point throughout this pandemic. How do the Government expect local authorities to provide the up-to-date electoral information necessary for a boundary review when they are working on the frontline of this crisis, providing vital support to our communities? I will closely scrutinise any future boundary review proposals, because all proposals must benefit our democracy and not just the Conservative party.
I am pleased that the Government have agreed to Labour’s call to scrap plans to reduce the number of MPs from 650 to 600. The previous plans to remove 50 MPs would have weakened Parliament’s role. With MPs’ workload set to increase after Brexit and the current global health crisis, it would have been wrong to go ahead with such changes. A reduction in the number of MPs is quite simply a threat to Government accountability.
However, I certainly will not support the Government’s undemocratic proposals to remove any parliamentary scrutiny from the boundary review process. Parliament has always had the final say over such crucial legislation, and the removal of parliamentary scrutiny is worrying for the future integrity of our democracy. The proposals from the most recent boundary review, based on 600 seats, did not go ahead because they did not command a majority in Parliament. Had the 600-seat review been in this Bill, it would have passed with ease. I remind the House that this is the same Government who prorogued Parliament illegally, so we know all about what they are capable of. We cannot assume that the Government will not use the lack of parliamentary oversight to push through detrimental changes to the number of MPs. We will and must resist any attempt to gerrymander the electoral map, but if the Government force the changes through, they can be sure that I will fight any negative proposals against my constituency of Jarrow every step of the way.

Commons ChamberWe want to get more women and girls embracing sport and physical activity. Sport England’s “This Girl Can” campaign has already inspired 3.9 million women to get active. Sport England is encouraging more women to work in sport, including coaching and volunteering. We are hosting the Euro women’s football championship next year and the Commonwealth games in 2022, which will no doubt encourage even more women and girls to take up sport.
My Department is looking at everything to support people to stay in work. Our welfare system treats people as individuals and all genders equally. However, the upcoming legislation on this issue will be suitable for looking at everyone. For those on universal credit, that will be the right way to adjust for the money that they need. If people need any further help or support, they should contact their jobcentre. If they are unable to attend due to self-isolation, they should let their work coach know. We are prepared to support everyone through every eventuality, while protecting public health.

Commons ChamberThank you, Mr Deputy Speaker, for giving me the opportunity to make my maiden speech today. It is a great honour to serve in this House. It is also the greatest honour of my life to be elected to represent the constituency of Jarrow, and I would like to thank the people of Jarrow for putting their faith in me. I pay tribute to my predecessor, Stephen Hepburn, and thank him on behalf of the constituents of Jarrow for his 22 years of unwavering support for the place where he was born and raised. I wish him well for the future.
It is fitting to be called in this debate because as a councillor for the past 10 years, I have fought for local government funding and services, hit by unending cuts to local authority budgets. I am blessed to represent such a fantastic part of our country. The constituency of Jarrow is not just the town of Jarrow; it is also Hebburn, Boldon, Cleadon and parts of Gateshead. It is also the only constituency beginning with the letter J.
Jarrow, with its proud history, powered the industrial revolution, built as it was on coal, shipbuilding and metal works, but that was to change. Palmers Shipbuilding and Iron Company closed in the 1930s, Leslie’s yard at Hebburn stopped shipbuilding in 1982 and the last pit in Jarrow closed in the 1980s. Successive Tory Governments, from Thatcher to Johnson, have decimated industry and come after our communities—not just in Jarrow but across the whole of the north. Many good, hard-working, decent people were discarded, and we are still living with those scars to this day. The closures and the misery they caused were and will always be a tragedy. They are a constant reminder of what Thatcherism brought to our region.
Sadly, like a lot of the country, particularly in the north-east, we now have food banks, high unemployment, poverty and struggle, but the people of Jarrow are resilient and proud of their history, community and working-class solidarity. They never give up, and I say to this House and them: neither will I.
There is no better example of this resilience than the MP for Jarrow from 1935 to 1947, Red Ellen Wilkinson. To be the first woman MP for Jarrow since Ellen fills me with pride, and it is only right and proper that I pay tribute to her here today. Ellen, outraged by injustice and the transgression of power at home or abroad, sought to do the right thing. She was and still is a legend. As a young trade unionist, she helped to organise the suffrage pilgrimage in 1913, where more than 50,000 women marched to a mass rally in Hyde Park. In 1935, as the MP for Jarrow, Ellen played a key role in organising the Jarrow march, an iconic protest against the unemployment and poverty in Tyneside. Like me, she would be outraged that today around 2,500 people are having to claim unemployment benefits in Jarrow.
Ellen, as an internationalist, condemned General Franco and supported the Spanish Republicans. She also, in no uncertain terms, denounced Neville Chamberlain’s appeasement of Nazi Germany. Here at home when she became Education Secretary, she had the monumental task of rebuilding Britain’s schools after six years of war. A pioneer, she raised the school leaving age from 14 to 15 and introduced the school milk Act of 1946, which gave free milk to schoolchildren. Her powerful speeches can be read in Hansard today. I would encourage all Members to have a read.
Sadly, Ellen died a year before the Labour Government’s greatest achievement, the national health service, and she would be disgusted by the systematic dismantling of this vital service. The crisis in our NHS means that staff are overstretched, GP waiting times are longer than ever, and mental health services are lacking. I would like to assure this House and the people of Jarrow that I will never stop fighting for our NHS. I will continue the fight to save South Tyneside Hospital and to make sure we have palliative care within the constituency after the closure of Saint Clare Hospice. I will fight against precarious work, zero-hours contracts and unemployment, and I will fight for skilled, unionised, well-paid jobs.
Like Ellen, I will fight for our children and young people to have the education they deserve. We need increased funding for our schools and investment in further education. I will not shirk one of the biggest battles still confronting us today, and that is against universal credit, a catastrophe that has had a cruel effect on our most vulnerable families. There are vulnerable children in need across the country—children without a stable environment to call their home—and it was in order to provide these children with a much-needed lifeline that I became a foster carer. I strongly believe communities should look after each other. In Jarrow, we understand what being a community really means. We know all about solidarity, collectivism, trade unionism —all values that I hold dear.
I have been a trade union rep all my working life—I worked for Royal Mail for 25 years, on the frontline, as a Unite representative—but now I will shift my focus by holding this Tory Government to account. I will defend our public services, our NHS and our hard-won rights, and I will fight for equality and social justice—for a society in which nobody is left behind. To the people of Jarrow, I say: I won’t let you down.
