Public Bill CommitteesI shall be brief. As the Member with the privilege of speaking on behalf of the Church of England in this place, I want to put on record the Church of England’s very strong support for this Bill and what it will do to protect the ability of people to practise their Christian faith around the world, but also to protect those of every faith, whether they are Jewish, Muslim or of any other faith, or of no faith and are persecuted. This Bill really matters because the situation globally has never been so bad and it continues to worsen. Those of us with the immense freedom to practise our faith or not practise any faith, as we enjoy in this country, have an absolute duty to speak out and give this Bill our wholehearted support.
I commend the hon. Member for Congleton on promoting this Bill. The glory will not be to her, but to the one that she serves and that we all serve.
I want to make a couple of quick comments. I am minded of the history of this, which the hon. Lady and others present will be aware of as well. Baroness Berridge approached me back in 2012 to ask whether I would consider starting an APPG on freedom of religion or belief with her. I was very happy to do so. It was on her heart and my heart as well. At that time, it was in the hearts of about 25 or 30 other MPs. It very clearly grew from that to be in the hearts of 174 Members of the House of Commons and the House of Lords. It is important that the issue has been brought forward.
This issue has captured the attention of those of all political parties, political opinions and religious beliefs? I speak at the APPG for those with Christian faith, but I also speak up for those with other faiths and those with no faith, because I believe sincerely and in my heart—the hon. Member for Congleton believes it as well—that we will be a voice for those across the world whose human rights are being suppressed and who are being subjugated and persecuted. The hon. Lady and I have spoken up on the persecution of Christians across the middle east, Pakistan and India, of Sikhs in Pakistan and India, of Hindus in Pakistan, of Muslims in India, of the Myanmar Muslims, of the Uyghurs, and of others across the world. These are all groups of people that this special envoy that the hon. Lady is promoting will be speaking up for.
I will say two things in conclusion. Last week, we had a special event at which we highlighted the issue of those in Pakistan who are being persecuted. We had a number of groups at a committee: Muslims in particular but also Christians, Sikhs and Hindus who are subjected to persecution in that country. Just yesterday, we had Nigeria, whose case is particularly worrying. Some 5,000 Christians have been murdered in the past year, and there have been abductions as well—five times more than there were even in 2020. Hundreds have been kidnapped. What about the 87 small schoolchildren—those young girls? Two hundred and fifty were kidnapped, but 87 have still never been returned. Those are the things that the Prime Minister’s special envoy will hopefully deal with, whether that is the hon. Member for Congleton or someone else in the future. It is really important that we speak up for those people across the world. I had not intended to speak, Sir Graham; I have just written some scribbles down on a bit of paper—if you saw my writing, you would understand it is extremely difficult to interpret at a later stage.
I believe in my heart, as does the hon. Lady and others hon. Members on both sides of the Committee, that our God is a great God—he is a God of love. The role of special envoy is a burden on the hon. Lady’s heart. I believe that others in the Committee have the same burden and will want to see the role of special envoy in place, and I very much look forward to its endorsement.
The hard work of the hon. Lady has pushed the role of special envoy forward, and I know that we all love that work and love her for what she does. Through the special envoy, we speak up on behalf of all those across the world who have a religious belief and suffer from human rights suppression or persecution. This role that the hon. Lady has put forward gives us the opportunity to be a spokesperson for those people. I look forward to all contributions; we are brought together and united in trying to achieve that goal. I especially thank the Minister and the Government in advance for what they have done, because they have recognised its importance.

Commons ChamberI completely understand the hon. Gentleman’s point. Like him, I am a lover of our rural churches. I suggest that he points the churchwardens and the priest to the comprehensive advice on the Church of England website and perhaps has further conversations with the diocese and local police. If there are still issues, I ask him to come back to me about that.
I thank the Second Church Estates Commissioner for that answer. We live in an age where modern technology is available as a method of addressing these issues but is incredibly expensive. What funds are issued to us in Northern Ireland through Barnett consequentials to ensure that churches can adequately secure buildings with security cameras and CCTV? If there is currently no funding, could that be considered when we take into account the rural and isolated status of so many church buildings?
I am sorry to tell the hon. Gentleman that, as far as I am aware, this area is not covered by Barnett consequentials. Again, I direct him to the advice on the Church of England website, which can be seen by churches in Northern Ireland. If there are particular issues, I am happy to have a quiet conversation with him in the Tea Room to see how we can share best practice to try to help his churches.

Commons ChamberI warmly congratulate all the churches in Torbay on the provision of the night shelter, and I single out in particular Mark Gridley and Gary Mitchell, who I know have been instrumental in leading that work—I am sure that the whole House is grateful for what they are doing. It is also typical of my hon. Friend that, as I understand it, he provides a Sunday evening surgery at the shelter. I am sure that churches across England could learn from that excellent initiative. If any churches would welcome conversation with the Church of England about housing on Church land, I ask them to get in touch with me directly and I will enable that to happen.
In my constituency, unfortunately, at this time of year we are witnessing a number of people who are homeless—we have not seen that for some time. The story of Christmas tells of Mary’s journey before the birth of baby Jesus, when they too were homeless. I am very keen to hear from the Church Commissioners what can be done not just here on the mainland, which I understand is the responsibility of the Church of England, but in Northern Ireland, where the Church of Ireland and other churches also wish to participate.
I am very grateful to the hon. Gentleman for his question. In the first instance, I suggest that he and churches in Northern Ireland might want to look at the joint archbishops’ commission on housing, which came out last year. The commission was widely praised for its work, and we are taking that work forward in the Church of England, but I am sure that churches in Northern Ireland could learn from it as well.

Commons ChamberI am delighted to learn about the good work at St Mary’s Kenton and St Lawrence’s Stanmore, where 12 young people were recently confirmed. The good news is that the £60 million is being well spent, and is producing promising results across the Church of England. We need to see a lot more of it.
Whenever I was a child in the ’60s—it wasn’t yesterday—every child in Ballywalter attended Sunday school meetings. Today, it is a different generation. National Sunday attendance figures for under-16s have dropped below 100,000 for the first time. I understand that the Church is reaching out to young people, but perhaps we need to reach out a wee bit differently. What plans are there to do that?
As always, the hon. Gentleman is on the money. I can tell him that the Church’s strategic mission and ministry investment board is doing exactly that: investing in a range of different organisations that are connecting really well with young people, often through community projects. Large numbers of them are coming to church and staying there, which is brilliant.

I am sure that she, like me, would like to see much greater reporting of these issues by the BBC and others. What she has told us is truly shocking, and I know that the Archbishop of Canterbury, who visited India in 2019 to see the challenges at first hand, remains extremely concerned that such attacks have been worsening and spreading to other minority faith communities, so I will bring my hon. Friend’s report on Manipur directly to the Archbishop’s attention.
I thank the hon. Gentleman for his response to the hon. Member for Congleton (Fiona Bruce), who does such fantastic work as the ambassador for not only the Prime Minister but all of us in the House.
In February, I visited Pakistan with the all-party parliamentary group for international freedom of religion or belief. Further to what the hon. Gentleman said, will he advise the House on what steps the Church of England is taking to support the Anglican ministry in Pakistan and to defend the rights of Pakistani Christians to practise their faith and express their beliefs without fear of repression?
I talked earlier this week with Dr Sammy Wainaina, the Archbishop’s new adviser on Anglican communion affairs, and he specifically mentioned Pakistan, so I am grateful that the hon. Gentleman has mentioned it. He is right that the situation there is extremely challenging—priests have been murdered—and the Archbishop visited quite recently. I express particular gratitude to the two hon. Members who have put these matters on the record this morning; they are right to do so and I hope they continue to do so.

I am very keen to encourage school choirs and church choirs to sing together. We have a tradition of that in my constituency. What can the hon. Gentleman do to ensure that Strangford can be a part of the project he is talking about?
As the hon. Gentleman knows, sadly the Church of England does not have any jurisdiction in Northern Ireland, but we are a generous-hearted church and we will share everything we are doing across England with churches in Northern Ireland. I am sure the scheme could easily be copied there.

Commons ChamberFrankly, words are a rather inadequate response to what we have just heard, but we must not tire of raising our voices with Nigeria, which is, after all, a Commonwealth country with which we have very good relations. As a good friend to Nigeria, I would expect our distress to be heard loudly and clearly. The Foreign Office obviously needs to keep on passing on the message.
May I take this opportunity to wish the Church Commissioner a very happy birthday? He, like me, does not count the years but makes the years count; we’re at that age!
Further to the question of the hon. Member for Congleton (Fiona Bruce), there are missionaries from the United Kingdom of Great Britain and Northern Ireland in Nigeria, including some from my constituency and across all of Northern Ireland. What discussions have taken place to ensure that support is available for ex-pat and United Kingdom of Great Britain and Northern Ireland missionaries in the regions we are discussing who are isolated and may be in a vulnerable position?
I thank the hon. Member for raising this issue, for his continued interest in it and for the magnificent work he does chairing the all-party parliamentary group for international freedom of religion or belief. The Bishop of Guildford was recently in Nigeria, speaking out on behalf of all Christians, not just members of the Anglican communion, in Nigeria. The Church of England will keep on engaging in this issue—sometimes quietly, sometimes behind the scenes, but we will continue to speak truth to power.

Commons ChamberCan I say how very pleased I am to hear that answer from the hon. Gentleman? I am one who believes very much in the sanctity and importance of marriage. I have been married for 35 years to a long-suffering wife, Sandra. My mum and dad were married for 60 years, and Sandra’s mum and dad were married for 60 years, so we believe in marriage and its importance, as do others in this Chamber. What is the hon. Gentleman able to do to ensure that those having difficulties in marriage can have Relate discussions to ensure that their marriage can last for all their lives?
I am grateful to my friend the hon. Gentleman for raising that point. It is certainly my hope that churches across the country will be involved in the best possible marriage preparation, but also marriage support, because all of us get into bad habits, including the hon. Gentleman and me, and need little pointers and reminders from time to time.

Commons ChamberThe £100-million fund will enable impact investment grant funding and research in response to the findings in the Church Commissioners’ report. An oversight group will be established to help the Church Commissioners shape and deliver that response. Today the Church Commissioners, as award-winning ethical investors, punch well above their weight in combating modern slavery and human rights violations all around the world.
While we cannot and should never ignore the Church’s historical involvement with slavery, is it not better to focus on the missionary work that churches did over the years, with the spread of the Gospel and the best story ever told: that Jesus Christ came into the world to save sinners?
I do not think it is a question of either/or. When the chief executive of the Church Commissioners was on the “Today” programme recently explaining why we have done this, he was contacted later that day by a global majority heritage individual who had stayed away from the Church for 40 years and is now going to come back again. I say also to the hon. Gentleman that full churches do not tend to fall down.

I thank the Second Church Estates Commissioner for his responses so far. Does he not acknowledge that protection for those who hold biblical beliefs regarding the definition of marriage is enshrined in legislation, and in particular that there would never be a case where Government instructed the Church on what to believe or how to express those beliefs unless they contravened the law? That being an absolute fact, does he agree that how the Church of England approaches marriage and blessings is a matter entirely for it and not for legislators in this place?
As I said in my opening statement, there is a range of views within the Church. We have seen just now that there is clearly a range of views within this House. The hon. Gentleman carries out in a very distinguished manner his role as chair of the all-party parliamentary group for international freedom of religion or belief, and he does that on behalf of Christians all around the world. I think part of the sense of his question is that we allow that same freedom of conscience to individual priests within the Church of England. There will be very many who rejoice at what the Church did last week and who will be providing these prayers, but there will be some—I think the hon. Gentleman was speaking for them—who will not feel able in their conscience and understanding of Holy Scripture to go forward.
It is also worth briefly reflecting on the point the hon. Gentleman made about the relationship between Parliament and the Church. If we look back at our history and perhaps at the founding of the United States of America, we can see that at times when Parliament has been over-involved in the life of the Church, it has led to some Christians feeling quite strongly about it. As I say, I am the servant of this House and I will reflect what has been said back to the Synod.

Commons ChamberAgain, I commend my hon. Friend for the interest he shows in his local churches. He is absolutely right that these types of church event often attract families and children who then become regular attenders. I thank and commend Father Peter March at St Luke’s, Torquay and Rev. Neil Knox at Paignton parish church for everything they do. It is important that they both know their work is noticed and appreciated.
For the record to be factually correct, we should recognise that Christianity is the largest religious group in the United Kingdom, although it may not be the majority. Does the hon. Gentleman agree that it is important that children are taught the value of the Christmas message and the lesson of thanksgiving at the family events to which he refers?
Yes, I very much agree with the hon. Gentleman. This is an important part of our cultural heritage, and the Church will continue to do that work.

Commons ChamberI thank the Second Church Estates Commissioner for his reply. Rural communities have been greatly disadvantaged by covid, with Zoom meetings as a method of contact, and attendance at churches has started to lessen as well, so there has to be a new method of reaching out in parish ministry. The hon. Gentleman referred to extra moneys for this process. Within that process, is there more help for those who need cars for travelling out to meet people face to face? That is perhaps how the future of parish ministry will be.
I am grateful to the hon. Member, and I really appreciate his interest in these matters. As I have said, the Church Commissioners are increasing the funding to the frontline by 30% over the next three years —£1.2 billion—and it needs to go on exactly the type of initiative that he suggests.

He is right in everything he says. The Government will play their part, and I can assure him that the Church will absolutely continue to be there at a national and local level to do everything that is needed.
I thank the hon. Gentleman for his deep interest in these matters, which is much appreciated. Following on from what other hon. Members have said about the integration of Ukrainian refugees, has consideration been given to allowing the use of parish halls free of charge for English lessons and as community hubs for small pockets of rural Ukrainians to meet?
The hon. Gentleman makes typically sensible suggestions. He has put them on the record, and I know that the Church will do everything possible nationally and locally. He has made good suggestions.

Commons ChamberThe murder of 50 Catholics in church this month in Ondo state in Nigeria and the ongoing murders for alleged blasphemy are a stark reminder of why the Church of England stands foursquare behind the implementation of the Bishop of Truro’s review.
I welcome the hon. Gentleman’s response but the independent review of progress on Truro is due now, as required by recommendation 22. Will he join me in pressing for that? Does he agree that, whatever it says, there will be more work to do on the Truro recommendations and that that must continue as the problem of persecution across the world is getting worse? This year’s Open Doors world watch list indicates that 20 million more Christians than a year ago will be highly persecuted and that across the world a Christian is killed every two hours for their faith.
That is absolutely right, and the situation does indeed continue to get worse, not better, with over 4,000 Christians murdered for their faith last year. To end the work of the Truro review now would be unthinkable. Recommendation 6 calls for the establishment of the special envoy role permanently and in perpetuity, as for example in the United States of America, and the Church of England supports the full and ongoing implementation of recommendation 6.

Friend has done the House a great service in putting the matter on the record, because I do not think that it was widely known that in the areas that Russia had previously occupied in Ukraine, freedom of religion had been restricted in such a serious way. I am sure that she agrees with the Archbishop of York, who wrote in The Yorkshire Post on Good Friday that we
“must all rise up to make sure Putin does not win”,
so that what she is talking about does not continue.
Has discussion been raised with the global bishops to ascertain how the thriving Anglican Church in Africa can further be instrumental in promoting the treasured freedom of religious belief?
The hon. Gentleman is quite right to raise the issue. Unfortunately, there are serious abuses of freedom of religion and belief across large parts of Africa. The subject will be a major issue for discussion at the Lambeth conference, and we are working with the Foreign, Commonwealth and Development Office to make improvements in the area.

Commons ChamberI am very grateful to Mr Speaker for granting me this debate.
For many years, I have championed the issue of supporting as many people as possible to achieve a healthy weight, an important issue in health prevention which matters today more than it ever has. It is also so important to remember that even if achieving a healthy weight is a real challenge and our body mass index is not yet as we would want it, the more physical activity we can do the better. Tonight, I want to issue a call to arms on the related issue of being sufficiently physically active to help us all lead healthy lives.
I start by paying tribute to Peter Walker, a parliamentary correspondent who works in this building, for his outstanding book “The Miracle Pill”. It was published last year and it should be required reading for everyone working in health and social care, everyone who cares about the NHS, and leaders across central Government and local government, as well as in business.
Let us look at the health benefits of regular physical activity. If we could achieve those outcomes with a pill, it would indeed be the miracle pill. Regular physical activity reduces the risk of breast cancer by 20%, the risk of dementia, depression and colon cancer by 30%, the risk of cardiovascular disease by 35% and the risk of type 2 diabetes by up to 40%. Hip fractures, which are so often catastrophic in their consequences for the frail and elderly, are reduced by up to a whopping 68% by regular physical activity. Those are all NHS figures.
I am grateful for the good work of the Faculty of Sport and Exercise Medicine UK on its Moving Medicine programme, which is designed to promote a person-centred approach to physical activity in health, and its Active Hospitals programme, which focuses on delivering physical activity through secondary care. Both programmes have won awards from the Royal College of Physicians and have now been adopted in Australasia and the United States. Active Conversations is also an excellent training course to increase physical activity for all health and social care professionals, social prescribers and the fitness industry.
It is good to see that the Office for Health Improvement and Disparities, a very important new part of the Department of Health and Social Care, has a number of important online resources on physical activity and health, including on the treatment of long-term conditions. As a leading academic in the area, Ralph Paffenbarger, said, “Anything that gets worse as you grow older gets better when you exercise.” As another public health expert put it, slightly more bluntly,
“being active throughout your life is about being able to get to the loo on time in your old age”.
I am not someone who has to get to the toilet early, but I congratulate the hon. Gentleman on securing the debate; I spoke to him beforehand.
I make a plug for children to take action early against physical and health conditions. In Northern Ireland, 20% of children are classed as overweight and 6% are classed as obese, and I understand that those figures are reflected on the mainland. The need to change our way of doing things is very clear. Targeted funding for children in schools, which has fallen by the wayside as a result of covid, must be re-established, as I think the hon. Gentleman will agree. The importance of daily mile walks must be promoted in every region of the UK. Start it early—and at a later stage, Madam Deputy Speaker, you will not have to run to the toilet.
The hon. Gentleman is absolutely right about the daily mile. I thank him for championing it in Northern Ireland. It will absolutely make a difference; I hope he will encourage all schools in Northern Ireland to take part.
How are we doing as a nation in achieving the necessary levels of physical activity? The answer, I am afraid, is not very well at all. According to a briefing that I have received from the Royal College of General Practitioners, 34% of men and 42% of women in the UK are not active enough for good health, and physical inactivity is responsible for one in every six UK deaths—the same proportion as is caused by smoking. Some 27% of the population are classified as inactive, meaning that they do less than 30 minutes of moderate physical activity, such as walking, each week.
It is getting worse. By 2030, we are on track to be 35% less active than we were in 1960. Most shockingly of all, a third of children do less than half the recommended physical activity for their age. The findings of the 2015 NHS health survey for children are even worse: they show that fewer than a quarter of children reach the required minimum of one hour’s moderate to vigorous physical activity every day on average. It is worth pausing to consider what to do about that. The curriculum is very full and the Department for Education is reluctant to mandate physical activity, while the Department of Health and Social Care’s remit does not extend to ordering the school day. Do we need the Cabinet Office to start taking a serious cross-Government interest in the issue for children, and indeed throughout later life?
What will happen if we continue on current trends? Justin Varney, who was formerly the head of adult wellbeing for Public Health England and is now in charge of public health in Birmingham, says that
“the whole concept of an NHS and welfare state, in whatever form we have it, is completely unsustainable if a third or more of the population remain physically inactive.”
It is not as if we have only just realised the importance of sufficient physical activity to our health. Back in 1948, Dr Jerry Morris was appointed the first director of the Social Medicine Unit, a Government body tasked with examining the way in which health issues interacted with people’s circumstances. His major initial research involved looking into why the drivers of London’s double-decker buses had significantly higher rates of heart attacks than their conductor colleagues. His conclusion was that the only real difference between the groups, who were from identical backgrounds, was that the former spent their days sitting down, while the latter were constantly on their feet going up and down flights of stairs. The hard facts are that for many of us, the way in which we work and the way in which we travel are taking years off what should be our healthy life expectancy. This is a big issue, but it is not remotely getting the attention that it deserves.
What can we do about it? The answer is a very great deal, if we have the political will and really value our NHS rather than just paying lip service to it, and if we follow the academic research and learn from existing best practice around the world. Making active travel possible is the single biggest health intervention that the Government could make. Walking and cycling are the easiest ways to integrate physical activity into our daily lives. Two thirds of journeys in the UK are under 5 miles and could be cycled in half an hour by those who are capable, but only 2% are cycled. E-bikes, of course, help the elderly and those in less good health, and make cycling much more inclusive. Staggeringly, 1.5 billion journeys of less than a mile are made in cars every year, so there is an enormous potential to do better. Active travel can meet 23% of the moderate-to-vigorous physical activity needs on school days for primary-age children and 36% for secondary-age children. People who cycle to work take fewer days off sick than their car-driving colleagues, so cycling is good for the economy.
Those who are not so far tempted to consider a daily commute by bicycle should read a 2017 British Medical Journal article by Carlos Celis-Morales, which used UK Biobank data to follow 250,000 people over five years. It showed that people who commuted by bicycle had a 40% lower chance of dying during the study period. I am among those who want cycling to be for the many not the brave, and we need our roads to be safe, but the statistical reality is that for many of us, it is far safer in health terms to be on a bicycle than in a car or on the sofa.
I support the work that the Department for Transport is doing to deliver the Prime Minister‘s vision in which half all journeys in towns and cities will be cycled or walked by 2030. This plan is backed by a £2 billion package of funding for active travel over five years under the inspirational leadership of Chris Boardman, the interim active travel commissioner for Active Travel England. The plan includes delivering safe routes for cycling and walking, cycle training for all children and adults who want it, and creating active travel social prescribing pilots. Employers who care about the wellbeing of their staff as well as the productivity of their businesses should be right behind that. I also look forward to the publication of the second four-year statutory cycling and walking investment strategy this spring to reflect the new policies in “Gear Change” and the multi-year funding settlement from the spending review.
This is not a pipe dream. It is happening now in Copenhagen, where 40% of commuting trips are made by bike, and I suspect that the rate is not much lower in Amsterdam. That did not happen by chance in either of those cities; it happened because of visionary leaders who cared about the wellbeing of their residents and pursued this policy over decades.
We can do more in the workplace as well. The Googleplex offices in Mountain View, California, are designed to encourage as much physical movement by staff as possible. That includes using nature between buildings as well as what happens in them. Most of the workspace is on the second storey, and all the meeting rooms and cafés, and every single toilet apart from the accessible ones, are on the ground level, connected by courtyard-style staircases.
So, what are UK businesses doing to build some mobility into what has become an excessively sedentary culture? Sitting still for too long is not good for us. I have come across one Defence Minister, one female general, one House of Commons Clerk and one Hansard recorder who conduct meetings standing up or who have a standing desk. It is the exception rather than the rule, and when I had the pleasure of discussing Peter Walker’s excellent book with him recently, I made sure we did so while walking around St James’s Park. I wonder whether the Department of Health and Social Care and the House of Commons Commission have looked at the BeUpstanding programme, a free world-leading project that improves the health and wellbeing of desk-based workers ? If not, why not?
I mentioned earlier that only between a quarter and a third of UK schoolchildren were undertaking the recommended amount of physical activity. I am a huge fan of the daily mile initiative, which the hon. Member for Strangford (Jim Shannon) referred to, where children run or walk a mile at the start of each day. There are 7,289 schools in England and 1,191 in Scotland doing this, which is commendable. I would like to see that number grow substantially, including in Wales and Northern Ireland.
There is another country in Europe, however, that is doing even better. The global report card shows that of the 49 countries covered, Slovenia has the best results for activity levels in children, with more than 80% of those aged six to 19 meeting the one-hour-a-day threshold for activity. Frankly, that puts the United Kingdom to shame, notwithstanding the tremendous daily mile initiative. Again, this did not happen by chance. It was a conscious decision that equipped every school with two gyms and an outdoor play area as well as track and field facilities, and with five sports days per year and another week off for outdoor activities.
I wonder whether we fully use the fantastic expertise of our diplomatic network to really understand the best practice in public health around the world. If the Department of Health and Social Care is unaware of the level of commuting in Copenhagen or the outstanding physical activity achievements of Slovenian children, I would urge the Minister to speak to her colleagues in the Foreign, Commonwealth and Development Office to ensure that the relevant briefings are provided to her and her officials so that we can copy what is working well elsewhere.
It is really important to emphasise that even if we cannot do our 10,000 steps every day or, as adults, 150 minutes of moderate exercise or 75 minutes of intense exercise a week, every little helps. It is also really important to understand the difference between formal activity and incidental activity. Sport is brilliant and I want to see as many people as possible of both sexes and all ages participating, but the evidence suggests that the biggest gains will be from the minor adjustments we make in our everyday lives, such as using the stairs rather than the lift, getting off the bus one stop early, finding a parking space some way away from our office or meeting, or taking up a hobby we enjoy such as dancing. One of the best things that the Whips Office has ever done for me is to put me on the fifth floor of Portcullis House, giving me the opportunity to climb the 137 steps to my office on a regular basis throughout the day. I am not sure it was meant as a favour, but I am genuinely grateful.
I implore the whole of central and local government to wake up to the importance of this issue and all of us to play our part in keeping as active as possible in every way that is open to us. With good policies and the political will, we can make the right thing to do the easy and affordable thing to do for more and more people.

Commons ChamberI have seen the report and I share my hon. Friend’s concerns about its findings, which show the political and economic instability and the social intimidation that people are facing. The international ministerial meeting in July will provide an opportunity for that research to be widely shared and for the report’s concerns to be addressed.
At the summit coming up this year, it will be really important to have individual stories from the countries where persecution is rife, whether that is China, India, Pakistan, Iran or other parts of the world. Will that be part of the conference?
I am grateful to the hon. Gentleman, who takes a very serious interest in these matters. He is absolutely right. The Archbishop of Canterbury has just been in Pakistan, including Peshawar, where Pastor William Siraj was horrendously murdered on 30 January this year. Those stories must be heard, and he is absolutely right.

Friend the Member for South West Devon (Sir Gary Streeter), and I participate in its meetings. I am glad the hon. Gentleman has given it wider publicity in these questions.
I thank the hon. Gentleman for his response. I am a great believer in marriage, as you are, Mr Speaker. I have 34 years of married life—my wife has stuck me for 34 years, so well done to her. I know the hon. Gentleman is equally committed to helping people stay married and stay in happy relationships. What is the Church doing to ensure that, where there are breakdowns and grievances, it can step in to help to resolve those issues and make the marriage last?
I thank the hon. Gentleman; sadly, some marriages cannot be saved, but he is right that many marriages, with the appropriate help and support, can be saved. All marriages go through difficult times, and he is right to say that that is an important role for the Church of England.

It is a pleasure to serve under your chairmanship, Mr Efford. I, too, congratulate my hon. Friend the Member for Stoke-on-Trent Central (Jo Gideon) on bringing this incredibly important debate to us. I know that we have an excellent Minister from the Department for Environment, Food and Rural Affairs with us, but this morning I have been thinking that, ideally, we would have a Minister from the Department of Health and Social Care, and probably the Children’s Minister as well. I know that they are very busy in their Departments, and that is not the convention, but we need serious, cross-Government work on this issue to get it right.
This all starts with the soil, and with looking after the soil. If we do not look after our soil, we cannot grow nutrient-rich food, and I am afraid that we have a problem with this globally, as a number of publications have stated. Scientific American’s April 2011 edition said that
“each successive generation of fast-growing, pest-resistant carrot is truly less good for you than the one before”,
and it has probably only got worse since then. There is also evidence that we need to eat several more tomatoes today to get the same level of nutrients that we would have got from one tomato a few years ago.
Looking after the soil is also good for dealing with climate change. According to the World Wide Fund for Nature, 34% of global greenhouse gas emissions come from agriculture. We often think, “Well, agriculture can’t be part of the problem. It’s all those diesel-belching buses and coal-fired power stations that are the problem.” But food production around the world is responsible for 34% of greenhouse gas emissions. It need not be like that, because the soil can sequester more carbon than all the plants and trees on the whole planet if we look after it. And if we look after it, we get better-quality food and we will all be healthier. We can do that: we can have less pesticide, fertiliser and so on if we grow more legumes, pulses and lentils. That fixes nitrogen in the soil and is actually better for us. One of the best things you can eat, Mr Efford, is lentils. There is a bit of a virtuous circle here, and I congratulate the Government on getting this with the sustainable farming incentive.
I went to the Groundswell farming conference last year. A couple of thousand British farmers are on this journey, because they want to look after their soils and grow nutrient-rich foods so that we have healthy children and healthy adults—they want to do the right thing. We are on a journey and, as the Second Church Estates Commissioner, I am very proud that on our 92,000 acres of farmland in England, we are going on that journey. I have been pushed on that by the hon. Member for Bristol East (Kerry McCarthy) and others and I can tell her that we have signed a compact with the National Trust. The train has left the station and we are going on that journey.
I congratulate the hon. Gentleman on his contribution. Does he recognise, as others do, that the National Farmers Union and its sister organisation in Northern Ireland, the Ulster Farmers Union, have already committed to net zero carbon by 2050? That shows that the farming community want to do this; they did not have to be pushed to do it, and they are on their way.
I agree. I, too, am in very close touch with my local farmers, who as a group are one of the heroes of this piece. We need to be on the side of farmers. As my hon. Friend the Member for St Ives (Derek Thomas) said, we need to help them to do the right thing. I think they absolutely want to do the right thing.
I do not think we realise quite how bad the food that we eat is in this country compared with the rest of Europe. It is truly shocking. This is all in the House of Lords Food, Poverty, Health and the Environment Committee’s July 2020 report, “Hungry for change: fixing the failures in food”, and it was repeated in the national food strategy. As a country, we are an absolute outlier in the amount of highly processed food that we eat. More than half of all the food that we eat is highly processed. The figure is only 14% in France, 13% in Italy and 10% in Portugal—already cited favourably by the hon. Member for Liverpool, West Derby (Ian Byrne). We are five times worse than Portugal in the amount of highly processed food that we eat.
Why does that matter? I will tell you why it matters, Mr Efford. In 2018, a scientist called Monteiro did a report across 19 European countries that showed that a 10% increase in the amount of highly processed food we eat leads to a 12% increase in cancers, a 12% increase in cardiovascular disease and a 21% increase in depressive symptoms. Is it any wonder that one in seven people is on antidepressants? I wonder whether that has anything to do with the food we eat. These figures are just appalling, but I think they are quite a closely guarded secret. I do not think people know about them, and it is our job to get them out there and to challenge the food companies so that they do better.
Some food companies are on a journey. For example, the Obesity Health Alliance told me that Tesco—it particularly singled Tesco out—has committed that two thirds of all that it sells will be healthy product. It is not there yet; it is on a journey, but it is starting to get this. There is a supermarket in the Netherlands called Marqt. It is only small; it has about 16 stores, I think. It has a commitment to its customers to sell only healthy food that is good for them, because that is part of its philosophy, and it makes money as well. This is possible. We do not have to be on the treadmill of selling people the wrong things, which are bad for them. Their brains do not develop properly and they cannot achieve the potential from all the God-given talents that they were created with. We really can do better.
In schools and in so many of our public institutions, we are not doing well enough. I am waiting for a meeting with the Children’s Minister—he promised at the Dispatch Box to give me a meeting—on school food standards. The campaigners at Bite Back 2030, Jamie Oliver’s foundation, have already been mentioned today. Let me quote what one of its panellists said:
“I’m racking my brain because I don’t think my school does a single healthy option”.
The campaigners at Bite Back think that the food is not as it should be in about 40% of schools; the Soil Association thinks that the figure is 60%. I do not know whether it is 40% or 60%, but it is far too many.
The mechanisms for effective monitoring of the Government’s school food standards are not good enough and they are not being observed. I have been a school governor for 20 years, and we have a lot to do. I have sat with the children and eaten school dinners with them—what I had in Studham Village school was particularly good—but the dinners are not always that good. We need to do better. Why? Because the figures are absolutely appalling. Even before children get to school, the figures are awful, and they have got worse during the pandemic.
The figure for obesity among reception-aged children went from 9.9% in 2019-20 to 14.4% in 2020-21. That is even before children get to school. By the time they leave school, two in five are above a healthy weight and a quarter are living with obesity. Obese children are more likely to become obese adults, with the associated type 2 diabetes, cancer, heart disease and liver disease. This stuff really matters—it is really important, and we really can do better.
I agree with my hon. Friend the Member for Stoke-on-Trent Central: It is not about being a killjoy; it is not about “Bah, humbug!” We should actually be incredibly positive and upbeat about the business opportunities for British farmers and food manufacturers. Good, healthy food is delicious; it is wonderful. There is so much pleasure and enjoyment to come from it. I am very upbeat and positive, not at all negative, because there are so many better, delicious foods that we could have, and so many opportunities for our farmers.
Fundamentally, this is about making the right, good and proper thing the easy and affordable thing to do. Too often, healthy food is more expensive. It need not be that way—it really need not, and it is not always the case in Europe. There are issues about giving people a little confidence in how to cook and so on. This is a big national effort. I am looking forward to the White Paper. We have a lot to do, because we are not in the right place.

Commons ChamberI am sure we would all like to congratulate my hon. Friend on her wedding. I am delighted to learn about the support that Rev. Michael Brown gave to her for her wedding and about all the good work that he does in his parish. It gives me, and probably all of us, enormous pleasure to pay tribute to Rev. Brown and indeed to all our parish priests who work tirelessly to show the love of Christ to their parishioners.
Having been married for 34 years, I understand the importance of marriage and relationships that last. With that in mind, can I ask the hon. Gentleman what has been done to ensure that, where there are difficulties in marriages—and that happens—and difficulties perhaps in looking after children, the Churches can work with Relate and other organisations to ensure that marriages can last beyond for the years to come?
I think we can do something even before that, because I am very keen on marriage enrichment as well, and I think that the Church can do more to prevent marriages from coming into difficulty in the first place. My hon. Friend is absolutely right, it is a very important role for the Church to play when marriages do run into trouble, and that is what the Archbishop’s joint family and household commission is also looking at.
I understand my hon. Friend’s concern and that of many of our constituents up and down the country. I can only repeat that the Church of England remains committed to a Christian presence in every community up and down the country, and the work that the Church of England is doing at the moment is focused on making sure that that remains the case.
I understand that the Government have set moneys aside for the restoration and maintenance of churches. Can the hon. Gentleman tell me and this House whether the same amount of money will be set aside for the UK? Will Northern Ireland be a participant and a recipient of those moneys?

Commons ChamberI am delighted to learn of the good work of Holy Cross and other churches in my hon. Friend’s constituency. I can reassure him, because the Archbishop of York said in July that
“the means whereby we will serve and reach our nation…is a parish system revitalised for mission.”
Over the past year and a half, we have seen the very best of the parish system, finding creative ways to proclaim the unchanging love of Jesus in meeting the needs of those suffering in the pandemic, in quite extraordinary ways.
I thank the hon. Gentleman for that response. Has consideration been given to offering bursaries to cover not simply the cost of fees but the cost of living for older ordinands with families who want to go into the ministry but have family obligations that need funding?
I will certainly take that suggestion back to the Church Commissioners, and we will look at it seriously. I know that the hon. Gentleman takes a serious interest in these matters, and we will get back to him.

She referred to the psychological pressure on Christians, which is sometimes missed because we focus on the physical side. She also referred to the combination of Boko Haram and ISWAP in relation to the destabilisation of Nigeria. It is a very important issue, which we have to address.

I thank the hon. Member for South West Bedfordshire (Andrew Selous) . He referred to something very appropriate: Black Lives Matter. Across the world, Black Lives Matter ran a great campaign, but here is a campaign for Black Lives Matter that does not seem to have caught the attention of the world. It should have done so, which is what the hon. Gentleman said.
The right hon. Member for Gainsborough (Sir Edward Leigh) is someone with whom I have had many discussions. I never realised that this was a matter that he has been bringing up in this place for 20 years. I can recall very well, and the right hon. Gentleman will remember, the debate we had in 2012. I have never forgotten his contribution that day. That is the truth. I felt it swung that debate, which was on the persecution of Christians, in the main Chamber. I have always remembered that.

I was having Chinese takeaway five nights a week with two bottles of Coke. It was not the way to live life, but I had a very sweet tooth.
Until about a year before I realised I was a diabetic I did not know the symptoms. My vision was a wee bit blurred and I was drinking lots of liquids—two signs that should tell you right away that something is not right. I took a drastic decision to reduce weight and lost some 4 stone, which I have managed to keep off.
We need to look at our diet and our lifestyle. We all live under stress, and we all need a bit of stress because it keeps us sharp, but there is a point where we draw the line. I recall the day I went to the doctor and he told me, “We are going to put you on a wee blood pressure tablet.” I said: “If that is what you think, doctor, I will do what you say.” He added: “When you start it, you have to keep at it. You cannot take a blood pressure tablet today and then not take it next week, because your system will go askew.”
Obesity leads to high blood pressure and some types of cancer and is strongly associated with mental health and wellbeing, which is so important in the current crisis. There are strong links between the prevalence of obesity and social and economic deprivation. People living with obesity face extraordinary levels of stigma and abuse. We need to be careful and to be cognisant of other people’s circumstances, because they might have a genetic imbalance, which I will speak about later.
The outbreak of covid-19 makes the obesity epidemic more urgent. It is deeply concerning that obesity is a risk factor for hospitalisation, admission to intensive care and death from covid-19. The facts are real. People with a body mass index of 35 to 40 are 40% more likely to die from covid-19 than those of a healthy weight. In people with a BMI of 40-plus, it rises to 90%. That places the UK population in a very vulnerable position.
In the latest report from the Intensive Care National Audit and Research Centre, which audits intensive care units in England, Wales and Northern Ireland, almost half—47%—of patients in critical care with covid-19 since 1 September had a BMI of 30 or more. In other words, they were classified as obese. Those figures show that almost half the people in critical care had a lifestyle that they needed to address. That figure compares with the 29% of the adult population in England who have a BMI of 30 or more. People with obesity are much more likely to be admitted to critical care with coronavirus.
We also know that covid-19 has a greater impact among black, Asian and minority ethnic communities. Currently, 74% of black adults are either overweight or living with obesity. That is the highest percentage of all ethnic groups. That is a fact—an observation—not a statement against any group, but we have to look to where the problems are and see how we can reach out to help, because we need to reach those groups.
It is encouraging to see the Government setting out the steps that they will take to support people to live healthier lives and reduce obesity. Those steps will make a positive contribution to the environment we live in and will encourage people to make healthier choices, helping to prevent obesity. I will also speak about other groups, because it is sometimes those in a certain financial group who do not have the ability to buy the correct foods and are driven by the moneys that they have available.
The Government now have to implement their proposals and fund them adequately. Then they need to measure their success and to review what more can be done. Three childhood obesity strategies have been published since 2016, and the proposals have not yet been fully implemented. One reason we are here today is to see how those proposals can be implemented, and we need a timescale. I know we are on the cusp of finding a vaccine, but we also need to address the issue of obesity in the nation as a whole. Perhaps covid-19 is an opportunity to address it. We cannot afford a delay. It has to be an urgent priority for the Government and the Minister if we are to protect people from severe illness from covid-19.
Furthermore, we need to address the structural drivers of obesity. Inequality is a key element, as I mentioned a little earlier. Obesity prevalence in children is strongly linked to socioeconomic deprivation. Families with lower incomes are more likely to buy cheaper and unhealthier food because what drives them—let us be honest—is what is on offer this week and what budget is available to buy the food that is on the shelf. We do not always check the labels. Is it high in calories, sugar and salt? Those are things that we probably should check, but we do not, because the driver is money.
A report by the Food Foundation in 2018 found that the poorest 10% of households need to spend 74% of their income on food to meet its Eatwell guide costs. That is impossible for people on low incomes. When the Minister sums up, perhaps she will give us her thoughts on how we can address that issue directly.
I welcome the Prime Minister’s commitment to the support for schoolchildren and school meals. It is good news; it is good to know that the four nations in this great United Kingdom of Great Britain and Northern Ireland are united in taking action on that issue. Scotland is doing it, Northern Ireland is doing it, Wales is doing it and now England is doing it. That is good news, because by reaching out and offering those school meals we will help to address some of the issues of deprivation and how the mums and dads spend the money for food in the shop. This is a way of doing that. We all know that school meals have a balance as well, so it is really important over the coming school breaks and other times that children have the opportunity to have them. In Northern Ireland, the Education Minister set aside £1.3 million to help to provide school meals over the coming period.
The Government need to work more closely with the food and drink industry as well, to make the healthy option the easiest option. However, while we need to support healthier choices and behaviours, there is no point in seeking to make individuals’ behaviours healthier if the environment in which they live is not suited to healthy behaviour. It is okay to say these things, but how do we make them happen? We need to look further at the social factors that lead to obesity, and we need to address them to make them more conducive to healthy living. To give just two examples, eating more fruit and vegetables and walking, which gives the opportunity to be out and about, are among the things that we need to look at.
There is a long-term process, which involves planning, housing, the workplace, the food supply, communities and even the culture of life in the places that we live in. It is about the groups of people we live with and the people we have everyday contact with. Earlier, I mentioned genetics, which is also an important factor in causing obesity. Again, it is a fact of life that there are people who may carry extra weight because of their genetics. Indeed, it is suggested that between 40% and 70% of variance in body weight is due to genetic factors, with many different genes contributing to obesity. Again, I am sure the Government have done some research on that issue, working with the bodies that would have an interest and even an involvement in it. It might be helpful to hear how those people who have a genetic imbalance, for want of a better description, can address it.
Without going into the motivations and challenges faced by people living with obesity, and particularly those living with severe obesity, it is clear that it is not always easy for them to lose weight. Let us be honest: it is not easy to lose weight. Some people say, “Well, what do you do? Do you stop eating? Do you cut back on your eating?” But if someone enjoys their food—I enjoy my food, although in smaller quantities, I have to say—and overeats, we have to address that issue as well.
We want to encourage people to improve their wellbeing and mental health and to have the willpower. There are a lot of factors that need to be part of that process. I was therefore pleased that the Government strategy sets out plans to work with the NHS to expand weight management services. Again, perhaps the Minister will give us some idea of what those services will be.
Support for people to manage their weight can range from diet and exercise advice to specialist multidisciplinary support, including on psychological and mental health aspects, and bariatric surgery. We have the National Institute for Health and Care Excellence guidance on these treatment options, which sets out who should be eligible for them, yet they are not universally commissioned, which means that many patients cannot access support even if they want to. Given the urgent need for people to reduce weight to protect themselves against covid-19, we need to make these services more accessible by increasing their availability and the information provided about them to patients and the public.
Over the years, I have had occasion to help constituents who probably had a genetic imbalance and were severely overweight. The only way forward for those people—men and women—was to have bariatric surgery. On every occasion that I am aware of involving one of my constituents, bariatric surgery was successful. It helped them to achieve the weight loss that they needed and it reduced their appetite. That made sure that their future was going to be a healthy one.
We have strict acceptance criteria in the NHS for obesity treatment that are not found with other conditions. If a person has a BMI of 50, they must follow diet and exercise advice and receive a multidisciplinary specialist report. These services are otherwise known as tier 2 and tier 3 services. We are almost sick of hearing of tiers 1, 2 and 3, but they are a fact of life for obese people before they are even eligible for surgery.
If a patient does not complete those courses, they must start again, which can make some people lose motivation. The lower levels of support are absolutely necessary and effective for the appropriate patients, but it would be better to remove the loopholes and duplications. That would allow more people to achieve the appropriate support, even before additional resource is provided.
Currently, the United Kingdom performs 5,000 bariatric surgeries every year, which represents just 0.2% of eligible patients. If more people had the opportunity to have that bariatric surgery, they would probably take it. Can the Minister indicate what intention there is to increase the opportunities for surgery? We lag behind our European counterparts when it comes to surgery for obesity, despite it showing benefits in terms of cost, safety and the ability to reverse type 2 diabetes.
Many reports in the papers in the last few months have indicated how people can reverse their type 2 diabetes and the implications of that. Talking as a type 2 diabetic, I am ever mindful that if people do those things and reduce their weight, it helps, but it may not always be the method whereby type 2 diabetes can be reversed. When I lost that weight, I found that my sugar level was starting to rise again after four years, and I moved on to tablets and medication, which controls it now. Ultimately, the control will be insulin, if the level continues to go the wrong way.
The British Obesity and Metabolic Surgery Society has recommended that the number of surgeries should increase incrementally to 20,000 a year—a massive increase from 5,000, but we believe it will heal some of the physical issues for the nation. This is a small proportion of the total number of people with obesity, but they would also benefit the most. This debate is not about highlighting the issues, but about solutions. I always believe that we should look at solutions and try to be the “glass half-full” person rather than the “glass half-empty” person, because we have to be positive in our approach.
For people who require nutritional, exercise or psychological advice, face-to-face services were closed during the first wave of the pandemic. I understand the reasons for that. While digital and remote services can provide help to vulnerable people during lockdown, these new ways of working cannot reach everyone. How do we reach out to all the people who need help? That is vital as the country moves through future stages of the pandemic. We hope we have turned the corner, but time will tell in relation to the trialling for the new vaccine. Obesity continues to be a priority, and services should remain available.
Lastly, in future, obesity services should not be cut as part of difficult funding decisions. I understand very well the conditions in the country and the responsibility that falls on the shoulders of the Health Ministers not just here in Westminster, but in Scotland, Wales and Northern Ireland. It is vital that the inequity in access to these services is corrected to ensure that people can access support, no matter where they are in the country. What discussions has the Minister had with the regional Administrations—with the Northern Ireland Assembly and particularly with the Minister, Robin Swann, and with our colleagues in Scotland and Wales? If we have a joint strategy, it will be an advantage for everyone. I would like to see the person in Belfast having the same opportunities as the person in Cardiff, Edinburgh, London and across the whole of this great nation.
I have three asks of the Minister, along with all the other questions I have asked throughout my speech—I apologise for that. Can she reassure us of the continued political prioritisation of the prevention and treatment of obesity? I call on the Government to implement, evaluate and build on strategies to reduce obesity. Can the Minister tell us how have discussions on that been undertaken with the regional Administrations across the UK? I also call on the Government to work with local NHS organisations and local authorities to ensure that services are available to our constituents who wish to manage their weight.
In summary, given the range of secondary conditions caused by obesity—this also applies to covid-19—would it not be more prudent to address their underlying cause before they occur? I always think that prevention, early diagnosis and early steps to engage are without doubt the best way forward, and it would be helpful for the nation as a whole if those things were in place. I believe that would help to reduce the impact of conditions such as type 2 diabetes, heart disease, kidney disease, high blood pressure, stroke, sleep apnoea, many types of cancer and more. The problem with covid-19 is that although our focus should rightly be on covid-19, we must not forget about all the other, normal—if that is the right word—health problems that people have, because dealing with those is very important for our nation to move forward.
The NHS currently faces huge demands, but reducing obesity now would significantly reduce demand on wider NHS services. It is a question of spending now to save later, if we are looking at the financial end of it. It is not always fair to look at the financial end, but we cannot ignore it, because there is not an infinite budget available to do the things we want to do; we have to work within what our pocket indicates. And we have to do that while also protecting people who are vulnerable to coronavirus.
I commend the Minister and our Government for their focus on obesity. I very much wish their new obesity strategy success. How it will work across the four nations is important, but we need to do more, in both the short and long term, to prevent and treat obesity, and we must do so with adequate funding, which is crucial to enable the operations, strategies, early detection and early diagnosis to be in place.
I hope that our future strategies to reduce obesity will continue to focus on how people can also be supported to live healthily. When it comes to these things, we have to be aware that it is not just one person who is living with the obesity; the family also live with it. Sometimes we forget about the impact on children, partners, wives, husbands and so on. Whenever someone sits down for a meal, is their meal the same as what the rest of the family are having? It would be better if they were all eating the same food, in terms of diet and content. I believe that if we can achieve that, we will find a way forward.

Like me, they are deeply concerned about how covid-19 is affecting those with obesity issues. Today is an opportunity to address this issue, and I very much look forward to hearing other contributions; I am leaving plenty of time for everybody to speak.

Commons ChamberI am very grateful to my hon. Friend for explaining the situation in his constituency, and I can tell him that the use of church buildings by other Christian denominations is considered a very good use for any redundant Church of England church. The normal procedure is that the views of the local Member of Parliament, the local authority and local residents would be considered, so if there are closed churches in his area, he will have an opportunity to get involved in that process.
Can the hon. Gentleman outline what advice for smaller congregations is in place at this time? Is it his interpretation that the closure of all churches, regardless of size, is optional, or that small congregations can continue to meet, even if they do so in small numbers?
As my hon. Friend knows, I speak purely for the Church of England in this place, and the Church of England is following exactly the health advice from the Government. I can tell him and the House that while public worship has been suspended for the time being, churches remain open for prayer and in particular for baptisms, weddings and funerals. Self-distancing will be required. Numbers in churches will be kept to a minimum, and no one self-isolating must attend the ceremony. Parishes are being trained in live-streaming services where they can. Wellbeing and mental health resources will be published soon, and churches are of course encouraged to support the vulnerable who are self-isolating and to continue to support food banks and night shelters in particular.
