It is a great pleasure to follow the hon. Member for Mid Derbyshire (Pauline Latham). I find myself wishing that you had put us on the clock, Mr Speaker, because I care so much about this matter that I feel I may rattle on. My hon. Friend the Member for Scunthorpe (Nic Dakin) promises me that he will cough vigorously at about the six-minute mark. I commend the Opposition Front Benchers on securing the debate. We do not spend enough time thinking about what happens to young people who do not choose to follow an academic route post-16.

I associate myself with the remarks of my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), because in Darlington students do exceptionally well up to GCSE—as well as those just about anywhere else in the country. Yet given those GCSE results, far fewer than we would expect go on to do A-levels and attend university. Very few attend what we have loosely come to term the “top universities”. I will not stop encouraging people from my constituency to go to those universities until we achieve parity with other parts of the country.

In my constituency, there is a sixth-form college and an FE college. I attended one of them, and I visit the other often. When I look at the curriculum on offer and the number of students taking each course, I find that we train more hairdressers per head of population in Darlington than just about anywhere else in Britain. I am not against hairdressers at all—I am a big fan, and in fact I wish I could use them more often. However, it strikes me that there is no incentive in the system for colleges to offer more STEM subjects—science, technology, engineering and maths—and train more technicians. If we want them to do that, they will have to stop doing something else. Some of our colleges have invested heavily in training people in subjects such as hairdressing, beauty therapy, travel and tourism, but they are not leading people into the types of jobs that they hoped for.

I find that it is easy to persuade 15-year-old girls to study hair and beauty, particularly when they are not getting any information, advice and guidance at school that is worth having. Instead, we need to find a way of incentivising FE colleges to restrict the number of students that they recruit to some courses, and expand the number that they recruit on to others that are much more in demand from local employers. We have not cracked that yet. One way of doing so that we might want to consider is payment by results—I hesitate to use the term, because my expertise is more in the field of justice, in which payment by results has been a mixed bag. In education, however, there may be a way that would help colleges to divest themselves from some forms of activity and to invest in others, and until we crack that we will not change the investment behaviour of some of our colleges, which is what we need to do.

Pathways into further education are confused. We know there is no information, advice and guidance worth having—the CBI has stated that advice and careers guidance are on “life support”—but there is no standardised application process or single source of information, and it is difficult for a young person to choose in any sensible way between different providers and courses. So many different funding options, routes and types of qualification are available that it is confusing. Young people are not making decisions in their long-term best interests; they are sometimes enticed to make decisions that may be in the best interests of their local college.

I would like some thought to be given to having a single pathway into FE, just as we do for university. There is a well organised, well established application process for university, but nothing like that for FE. Once we have such a process, we will get some kind of support, and understanding and appreciation of what is on offer, from parents. Parents are key to this issue, and the real test of how successful apprenticeships or vocational qualifications are will be the confidence that parents have in them.

One or two colleagues have mentioned that they went to an FE college. That is great; where we went does matter. Where we send our children, however, will really demonstrate the success or otherwise of these measures. Do we have the confidence to advise our children not to do A-levels or go to university, but to take a risk on some of these other qualifications? I hope we do, and that they are good enough and of a high enough standard for us to have the confidence to advise our young people to make that choice.

Some Government Members have been very pleased with themselves and their Government, but I encourage them not to count their chickens before they are hatched, because the proof of whether these measures work will be seen a long way into the future. This is about parents, confidence, people from working-class backgrounds doing A-levels, and those from middle-class backgrounds studying for vocational qualifications.

The increase in apprenticeships across the country is helping to tackle youth unemployment. There has been a sharp fall in youth unemployment in many parts of the country—including that of my hon. Friend— with a fall of more than 50% over the past year, which is seriously good news. There are many contributory factors to that, not least colleges that work extremely hard to ensure that young people get jobs, as well as employers who create that prosperity, thanks to our long-term economic plan.

That is precisely why the Government have doubled the allocation of money for basic need, by complete contrast with the previous Government who cut the number of places in primary schools despite the boom in the birth rate.

I am grateful to my hon. Friend for the point he makes. It is of course the case that there has been pressure on school places in Enfield. That is why we have been pleased to increase the amount we spend from £20 million under the last Government to £77 million under this Government. It is also why I am delighted that Patricia Sowter, an outstanding head teacher, has been able to increase the number of school places on top of that by expanding her wonderful chain of free schools. When the hon. Member for Liverpool, West Derby (Stephen Twigg) was shadow education spokesman, he paid tribute to Patricia Sowter for her fantastic work. I hope the current shadow spokesman will associate himself with those words.

I represent a constituency in the north-east that, as the Secretary of State knows, is consistently complimented by Ofsted on the standard of its education, and I would like him to bear that in mind when he writes off my region in the way he just did. I want to ask him about private schools converting to free-school status. Although it is welcome to see these private schools become non-fee paying, it seems that a sizeable debt is being written off when they convert. Will the Secretary of State say how much his Department is spending on settling the debts of private schools converting to free schools?

I absolutely shall. The first thing to bear in mind is that, as the hon. Lady rightly points out, Darlington is an exceptionally high-performing local authority. One of the reasons for that is that many of its schools have converted to academy status with the support of the local authority, and Darlington shines out as an enlightened Labour local authority. I will share the exact figures with the hon. Lady, but I should stress that many of the independent schools that have changed to become free schools are now open to all and an excellent standard of education is available to children on a comprehensive basis. Many of those arguing for independent schools to become free schools are Labour MPs such as the hon. Member for Barrow and Furness (John Woodcock) and the right hon. Member for Blackburn (Mr Straw), and I am delighted to have been able to work with two more Labour MPs supporting our free schools programme.

When I visit schools in my constituency I ask them about the careers information, advice and guidance they receive and, without exception, they say that it is totally dreadful. To be fair to the Government, it was not much better under the previous Government. This is very important for social mobility, so what is the Minister intending to do to make face-to-face guidance available to everybody?

That is a very fair question. It is true that careers guidance has not been good enough in Britain for an awfully long time under Governments of all stripes and the new publication today, which I am sure the hon. Lady will want to get a copy of and I am happy to send to her, will strengthen the statutory duty on schools and also, crucially, open schools and colleges up to employers and encourage, and make it easier for, employers to get involved in schools, to inspire and mentor and give guidance to young people.

I entirely agree with my hon. Friend. We will ensure that early-years settings have the necessary information about interventions that make a difference, so that the new money that is going into the system can have an effect, especially for some of the most disadvantaged pupils.

The Under-Secretary of State rightly says that she is worried about the number of girls taking A-level maths, given that two thirds of A-level maths students are boys. Is she also worried about the fact that level 6 key stage 2 entrants are consistently more often boys than girls? She has announced changes in the maths curriculum, but what elements of that curriculum, or of teaching, will help to deal with this issue?

I agree that that is an issue. Information provided recently by the OECD’s programme for international student assessment showed that girls have as much confidence as boys at the age of five but begin to lose that confidence as they proceed through the education system, and that that contributes to feelings of anxiety about mathematics. One of the things that we must all do is end the culture in which saying “I am rubbish at maths” is acceptable, whereas it is not OK to say “I am no good at reading.” What is needed is a “can do” approach to mathematics. Our new maths hubs programme—there are 30 hubs across the country—will promote best practice in teaching, so that we can close the gap between girls and boys.

That is a really important point. Big businesses that have a graduate recruitment round are increasingly moving to having a graduate recruitment system alongside an apprenticeship recruitment system. On Monday, I was at the BBC, which is doubling its apprenticeship intake, and it announced the goal of an apprenticeship intake of the same size as its university intake. The civil service is doing the same in moving towards having both, and all large companies should look at whether that is the right option for them.

It is good to hear the Minister speak about quality in FE. My experience is that most middle-class parents would still prefer their children to go on to A-level and university, with vocational options left for everybody else. Until the issue of quality is addressed, parents will guide their children in that way. How will downgrading training, so that teachers no longer need a teaching qualification, help?

We are upgrading training to make sure that people who have skills in the workplace can easily transfer them into FE colleges. Making training relevant to what now goes on is a very important part of making sure that provision is high quality. I agree with the hon. Lady that tackling low-quality provision is very important in showing parents that the existing provision for their children is high quality. That important thrust is behind why we are tackling low-quality provision, as well as celebrating high-quality provision where it exists.

Professor Eileen Munro looked at inter-agency working in her widely welcomed review of child protection. We endorsed her conclusion that a strong culture of inter-agency working and information sharing is needed in child protection. That is why we have strengthened the statutory guidance, “Working together to safeguard children” 2013, setting out the core responsibilities and legal requirements for all who come into contact with children in order to keep them safe.

The Minister’s response goes some way to reassuring me but, like many colleagues, I find serious case reviews depressingly similar. We hear about the same failings time and again. What is the Secretary of State planning to do to make sure that reviews do not just examine what went wrong, but help us understand why?

The hon. Lady highlights an extremely serious issue which we have taken on board in relation to serious case reviews. It is important that we understand not only what happened but, as she rightly said, why that happened. We have seen in recent serious case reviews the need to get that analysis right so that in the future we see fewer of the problems of the past resurfacing. The Secretary of State will be making a speech later this week on precisely this issue and setting out his vision of what more we need to do to keep our children safe, but it is right that we keep that focus directly where it needs to be—on children—and that it remains our highest priority.

We have raised standards for early-years teachers so that they have to pass the same maths and English tests as primary and secondary school teachers, and this year we have seen a 25% increase in the number of students applying for those courses, so they are proving very popular.

I can do so, because the Education Committee looked into that issue, and if people read the report, they will see that answers to many of the questions I asked yield such evidence. We need to look at that evidence when we consider questions like the one asked by my hon. Friend, the Chairman of the Committee. That dynamic can be seen at work not just in school governing bodies, but often on company boards and in other organisations. It works, and it should be considered.

The role of business is very important. That arises in relation to the question of why we do not have the best interface between business and education, which is a general problem. For example, it is certainly a worry that only 28% of A-levels are in STEM subjects—science, technology, engineering and maths—when the business community is seeking a bigger pool of STEM-educated children and students.

Another issue is why more businessmen are not on school governing bodies, increasing that interface and bringing in leadership and management expertise. The Government have recognised that the Select Committee is right on that count, and we must ensure that we start to break down some of the barriers. The Government are right, and I hope that they will persist with the idea of creating a legal requirement to give people time off for service on a governing body.

I will finish by raising several points. The first is that we must strengthen the mechanism for imposing interim executive boards—IEBs—when schools are identified as failing. I believe that if an Ofsted inspection finds that a school is in serious trouble, there may well be a case for having an IEB, and the Select Committee suggested that Ofsted should be able to use its powers to impose one. The Government have said that there are other ways of solving the problems. If a school is in a federation or some other structure, they might get some assistance. None the less, we need to send a signal that setting up an IEB might just be the right option. It will not be right in every case or in every situation—for example, when a primary school is allied to another school—but it is certainly right for a secondary school that is failing in an obvious way.

There needs to be a pool of governors on those IEBs. Too many areas of the country do not have a sufficiently large pool of good people to be on IEBs. We need to redouble our efforts to find and properly train people. One structure that could solve that problem is the National College for Teaching and Leadership.

I congratulate the hon. Gentleman on securing this debate. I support much of what he is saying, but I recommend that he looks at other models that promote collaboration between governing bodies. The experience from Darlington shows that a school can be turned around quickly by encouraging better collaboration, even when, as in Darlington, almost all the schools are academies.

I thank the hon. Lady for her helpful intervention. That was one of my points. She is absolutely right, and I thank her for her support.

I want to touch on sub-regional structures, academy chains and other such structures that one might expect to find when schools collaborate. Collaboration certainly does make a difference. I suggest that some formal federal structure might be the answer in many situations. Mutual help, by which I mean learning best practice from others, getting support when there is a problem and being able to reach out for expert help, is really important. I accept the point that has just been made. I would even go further and say that the Government might want to consider making sub-regional structures more formal where that is appropriate. A horizontal or vertical structure, or a combination of both, is a good way of ensuring that the best leadership is available to schools. That applies to rural areas where there is a variety of smaller schools, or to a secondary school with a number of feeder schools.

Another point relates to the question of skills versus stakeholders. The Select Committee talked about that in some detail. It was right to do so, not least because I encouraged it to take on the issue. It has always concerned me that if schools are boxed in with certain stakeholders on their governing bodies, they might not be able to reach out for the appropriate skills. I have never been completely satisfied that all stakeholders are accountable to the body that appointed them or that they represent, so calling them stakeholders is, in some cases, an exaggeration. The Government need to focus on getting the right skills, and all barriers to that should be removed, which means that there should be considerably less focus on stakeholders and more focus on skills. I call on the Government to consider that point.

My hon. Friend, whose constituency neighbours mine, is absolutely right. Of course we need to encourage people to become governors. We do not want to frighten them off, and good training is critical. The Education Committee has made some powerful recommendations on training, which the Government have largely accepted. The National Governors Association has constantly talked about the importance of training. I want also to highlight the work of the all-party group on education governance and leadership, which has produced 20 questions that feature in a number of reports, including those of the Wellcome Trust and our Select Committee. Those 20 questions include a reminder that we should focus on the training of governors. We must ensure that those training packages are up to scratch and relevant to the challenges of governance now, and not to what we think it was. The Government are right to talk about setting up memorandums describing what academies turn into and how governors should respond.

I am grateful for your guidance, Mrs Main. I shall be brief. In my experience, local authorities have always put on a great deal of training, but it was not well attended and its quality was questionable. How can we ensure that the quality of training is improved now that schools are far more independent?

I have already mentioned the National College of Leadership and Training, and that is one way forward, but there are other organisations that are independent of local authorities that should be doing the training.

Finally, we all rely on good school governors and on volunteers to be school governors. The question of payment has been discussed by the Education Committee. There is a possibility of paying chairs of governing bodies because of their exalted status and their great responsibilities. That should remain on the table to encourage a kind of progression of governorship—from governor to chair. That might be part of the answer to the question of federations, structures, academy chains and so on.

In Darlington, we have done a good job over the years to improve the performance of the worst-performing schools. One of the ways we have done that is through tracking students on an individual basis and challenging where need be. I am deeply concerned about the proposals to remove assessment levels, because tracking is so important in governors and parents, and young people themselves, challenging teachers and schools. How will tracking be done when the Secretary of State removes assessment levels?

The hon. Lady makes two important points. First, by removing the current national curriculum levels we create space for more sophisticated methods of tracking. One of the problems with current level descriptors is that they are opaque and confusing, and sometimes different schools register different levels of achievement at different levels. The new method we propose will mean that there is far greater rigour in how assessment is carried out. Secondly, Darlington is a model local education authority, because it has encouraged more and more schools to take on academy freedoms. I hope that more Labour local authorities follow where Darlington has led.
