I thank the right hon. Member for the points she has raised. The discussions have been cross-party: the leader of Derby council has worked very closely with the Department to try to broker a solution. I will take away her point about meetings; I do not have that information to hand, but I will ensure she gets the meeting she has asked for.
The point I was making was that the comments from the Labour Front Bench do not help matters at all. This is a sensitive, commercially and legally challenging situation that we are trying to find a way through. We cannot find contracts just for one train manufacturer: we have four, and it has to be an open process, otherwise the matter ends up in court. Despite that, we are doing everything we can to find the right orders for those train manufacturers. As well as the letter I have written to all of the manufacturers, specifying the tender pipeline that is to come, the Secretary of State has written to all the entities that finance train operators, making the point that they should bring forward matters that they can see. That will help with refurbishment, as well as new rolling stock.
I thank the Rail Minister for the huge levels of rail investment going into my constituency. As he knows, alongside my hon. Friends the Members for Dewsbury (Mark Eastwood) and for Penistone and Stocksbridge (Miriam Cates), we secured £48 million of levelling-up cash for upgrades on the Penistone line, with stations at Honley and Brockholes in my constituency. I thank the Rail Minister for visiting Huddersfield railway station last year, and I am pleased to report that a major upgrade, which is part of the £11 billion trans-Pennine route upgrade, is under way at that station. Once that is complete, there will be major upgrades to Slaithwaite and Marsden stations, including disabled access. Rail investment is being delivered to my wonderful part of West Yorkshire.
I thank my hon. Friend; he is a champion of the railway, and it was an absolute delight to visit him at Huddersfield station and talk about some of those projects. Of course, his point is completely relevant to the matter before us. The trans-Pennine route upgrade, for which there will be more Government investment than there was for the entirety of Crossrail, allows us to put an order in for TransPennine Express trains, so there will be more trains manufactured as well as better stations, longer platforms and more resilience. [Interruption.] I thank that team, which is doing a brilliant job, which The Sunday Times has highlighted. Rather than chuntering, it would be nice if the Opposition thanked those who deliver railway projects to time and on budget.

Gentleman demonstrates in the close of his question the Scottish National party’s obsession with crowbarring independence into every question about everything, thus he continued in a way not to disappoint. The SNP never ceases to talk about independence at every available opportunity, even when it has nothing to do with the question.
The hon. Gentleman’s first point, about different regions in the country, might have some merit if we had just cancelled phase 2 of HS2 and not reinvested every single penny in alternative transport projects across the country. As I said, some of those will take place relatively soon: the money for local authorities for bus funding and for improving the quality of local roads, which is a top priority for most people, will be available next spring. The other investment will be available in the same timeframe as the money would have been delivered for phase 2 of HS2, which would not have delivered high-speed trains to Manchester until 2041.
Secondly, I congratulate the hon. Gentleman for mentioning the zero-emission vehicle mandate that we tabled, which is the single largest decarbonisation measure that the Government will take. I notice the hon. Member for Sheffield, Heeley (Louise Haigh) barely mentioned it, if at all, but it is a very significant measure in delivering our net zero obligations. It is incredibly important and it would be good to have Opposition support for it. We have the support of the Scottish and Welsh Governments, which agree with the plan we have tabled in Parliament today.
On the point the hon. Gentleman made about our planned local transport spending, Barnett consequentials will flow in the normal way. The roads Minister, my hon. Friend the Member for North West Durham (Mr Holden), has spoken to his opposite number in the Scottish Government about the A75.
As I said, this plan delivers every single penny that would have been spent on HS2 on alternative transport projects that, I think, are closer to what people want to see. When the facts changed, the cost of the project had risen and the benefits had reduced. That is why we have taken this decision, which will be welcomed by people across the country.
As a Yorkshire Member of Parliament, I have always championed HS2, Northern Powerhouse Rail and the trans-Pennine rail upgrade. Two out of three is not brilliant, but I will settle for that. It is very disappointing that the Leader of the Opposition always campaigned against HS2 as well, but we are where we are. With Network North, can the Secretary of State confirm that projects that improve local connectivity, such as the Huddersfield-Sheffield-Penistone line, which goes through my constituency and those of my hon. Friends the Members for Dewsbury (Mark Eastwood) and for Penistone and Stocksbridge (Miriam Cates), are exactly the projects that can now be delivered, with this cash being invested locally and regionally?
My hon. Friend makes two good points, one of which is that the Leader of the Opposition has always campaigned against HS2. [Interruption.] If we look at the parliamentary record, he absolutely has. Secondly, my hon. Friend is right that what we have been able to do is free up money to pay for other road and rail projects and, for example, to fund buses. I know that the rail Minister, my hon. Friend the Member for Bexhill and Battle (Huw Merriman), is going to meet my hon. Friend and the colleagues he mentioned to talk about exactly the sorts of schemes we are going to deliver.

I re-emphasise that the aim of these measures is to redeploy staff who are currently underutilised and who are not seeing the passengers that they used to because passenger habits have changed. Those staff will be freed up to work in other areas where they can not only sell the ticket to the passenger, but also help them with information and cater for any particular accessibility needs on the platform. This is all about making for a better passenger experience. All I can say to the hon. Member is that he has the consultation and he should complete it. He will find that things such as this happen in all walks of life and in train stations as well. Manchester has looked at using ticketless travel. Tyne & Wear Metro has just done this and London Underground has done it for years. It actually works and it gives a better passenger experience and that is what I am determined to see the train operators deliver through this change.
I have huge concerns about these plans. As the Minister knows, my hard-pressed constituents trying to get to work, college or university from Marsden or Slaithwaite stations and transiting through Huddersfield still face huge disruption on the TransPennine route. When the computer says no, does he not agree that the best way for them to get advice on ticketing, refunds, alternative routes and when the next train is coming is by speaking to fully trained staff in ticket offices?
If I give my station as an example, we have one member of staff, who is in a ticket office. Most people already have their tickets, for the reasons I have given; only one in 10 buy them from the ticket office. They access the platform through a gate and do not see any members of staff. If there are delays and problems, it is better for passengers to be alongside the member of staff on the platform to get that information, rather than trying to find them behind glass.

Commons ChamberI welcome the trans-Pennine rail upgrade. I visited Marsden in my patch with Network Rail a couple of weeks ago. There are massive plans to redesign the stations at Marsden and Slaithwaite. However, Yorkshire needs more. We need Northern Powerhouse Rail delivered in full from Liverpool to Hull, via Bradford, and HS2 up to Yorkshire. I will try again on behalf of the hon. Member for Barnsley Central (Dan Jarvis): will the review plan of how to get HS2 trains from Sheffield to Leeds report back before the summer?
I fear that I am becoming a stuck record. I said that the document has cleared through the desk of the Department for Transport. The entire Government will hear the House loud and clear on its desire to see that published—I certainly do. On investment across the Pennines, like my hon. Friend, I have seen the extraordinary work that has been done, which will be transformative. We are fully geared to investing. I am happy to meet him to discuss that further.

Commons ChamberI reiterate that when season tickets are reduced by the figures that we have seen—32% compared with pre-covid levels—we have to make changes to add more resilience, to ensure that trains do not have to cross lines, to reduce cancellations and to improve punctuality. I am meeting the hon. Member and her rail service groups because I do listen and, as has been reflected today, I will make changes where they make sense.
My hard-pressed constituents are still suffering a totally unacceptable number of cancelled rail services by TransPennine Express every morning—just yesterday from Huddersfield, the 6.49, the 7.01, the 7.30, and the 7.46. How on earth are my constituents expected to get to work, school, college or university? When will TransPennine Express get a grip and when will we strip them of the franchise?
As the Secretary of State made clear, we should all try to fix the systemic problems that exist on the route. Let me give one example: at the moment, when a driver calls in sick—and there are sickness rates of 14%—another driver will cover it only if they are working under rest day working. However, the unions will not agree to rest day working, so the train gets cancelled. If hon. Members are interested in fixing these issues, they should look at the parties responsible and not just at the operator.

Commons ChamberWe were really pleased to receive the bus service improvement plans from all the local transport authorities. On 4 April my Department sent a letter to those areas that were unsuccessful setting out our continued support, advice on enhanced partnerships, and many other ways that we will continue to improve the provision of local bus services. I will certainly ensure that the Minister responsible in the other place holds the meeting that my hon. Friend asks for.
I am going to raise the issue of local bus services as well. What plans are being put in place to make local bus services across Colne Valley more reliable, more regular, more affordable and more environmentally friendly?
My hon. Friend is a doughty champion, and he has set out exactly what our national bus strategy wants to achieve. I am thrilled at the ambition that I am hearing from across the House—and, indeed, the country —for better bus services. That is what we want to achieve. I feel the disappointment, but as was set out in the letter of 4 April to the unsuccessful areas, this is not the end of the road—far from it. We will continue the support. Perhaps my hon. Friend would like to join the meeting with the Minister in the other place, as we Bus Back Better, particularly in his community.
I think this is perhaps my favourite question of this session because we are improving and increasing the funding and support for Bikeability, which is a fantastic scheme rolled out right across the country enabling children—and adults, actually—to be equipped with the skills they need to ride on our roads and enjoy cycling.

Commons ChamberActually, at the spending review, the Government announced £2.7 billion over the next three years for local road maintenance in places not receiving those city region settlements, which is enough to fill in millions of potholes a year, repair dozens of bridges and resurface thousands of miles of road. The three-year settlement will help local authorities plan effectively for managing their highway assets, tackling those potholes and other road defects across local road networks.
The Government are committed to improving rail services across the north of England, and rail passengers in Yorkshire will already be benefiting from our recent £161 million investment in Leeds station. The recently published integrated rail plan outlines our ambitious £96 billion investment plan for the next 30 years.
I welcome the integrated rail plan, which is investing in the trans-Pennine route coming through my patch in Slaithwaite and Marsden, which the Minister has visited. As he knows, though, I have another line—a single track line—going through Huddersfield and Penistone to Sheffield. I have been supporting the levelling-up bid of my hon. Friends the Members for Penistone and Stocksbridge (Miriam Cates) and for Dewsbury (Mark Eastwood). Will the Minister continue to work with us so that we can get investment in this single-track line that will lead to real positivity for local connectivity in our part of the world?
My hon. Friend remains a real champion for his constituency. I can reassure him that the integrated rail plan confirms that the Government will continue to invest in smaller rail enhancements across the north and the midlands in addition to the trans-Pennine route upgrade, HS2 and Northern Powerhouse Rail. I would be happy to meet my hon. Friend and his colleagues to discuss this, perhaps on a future visit to his constituency—probably later this month.

Commons ChamberI thank the hon. Lady for her point. We have met in her constituency to discuss various proposals, and she knows that the east coast main line upgrade will benefit York. The core Northern Powerhouse network being built from York all the way to Liverpool will benefit her constituents, so I believe that this plan has significant benefits for her constituents.
My hon. Friend the Member for Dewsbury (Mark Eastwood) highlighted the significant benefits to Dewsbury, Mirfield and Huddersfield, which are well beyond anything proposed under the previous plans, including electrification and major station improvements. I look forward to visiting his constituency soon.
The Minister has just mentioned my neighbour, my hon. Friend the Member for Dewsbury. Continuing on from Dewsbury and Huddersfield, there is huge investment going into stations in Slaithwaite and Marsden and into better connectivity and improving accessibility for those with disabilities.
I thank my hon. Friend for that point. As he recognises, these plans deliver far more for towns on the existing railway line than was ever previously proposed, and therefore he will see significant investment in all the stations on his line.
My hon. Friend the Member for Bridgend (Dr Wallis) reminded us of some of the benefits of HS2 to Wales, with passengers from south Wales able to access HS2 services via Birmingham Curzon Street and passengers from north Wales becoming within two hours 15 minutes of London. As he knows, the current control period, control period 6, has seen a record £2 billion revenue settlement for Network Rail in Wales.
The hon. Member for Llanelli (Nia Griffith) called for more electrification. I agree with her. That is why I am proud that since 2010 we have electrified 1,221 miles of track, compared with just 63 miles under the 13 years of the last Labour Government. My hon. Friend the Member for Leigh (James Grundy) welcomed the investment in Golborne station and the Castlefield corridor improvements, while also again putting on record the concerns of his constituents about the Golborne spur. Thanks to my hon. Friend’s campaigning, and that of my hon. Friend the Member for Warrington South (Andy Carter), those concerns have been heard loud and clear, and they know we are currently reflecting on alternatives.
The hon. Member for Preston (Sir Mark Hendrick) complained about the plans, even though for his constituency the current plans are pretty much the same as the previous plans. We will get on with our plans to deliver HS2 all the way into Manchester, reducing journey times from Preston to London from 128 minutes down to 78 minutes once HS2 is operational.
My hon. Friend the Member for Broxtowe (Darren Henry) has been a tireless champion of his constituents, and I am pleased to have visited Toton with him.

I thank the hon. Lady for her question. As set out in the integrated rail plan, on many of these key routes we are doubling or trebling capacity. I also want to be clear, on the eastern leg, that we have committed and funded through the integrated rail plan to build a first phase from the west midlands to the east midlands, and there is now £100 million for further work to look at the best way to get HS2 trains from there through to Leeds. For the time being, therefore, the plans to build the full eastern leg remain as they are. No safeguarding has been lifted, and that is something that will be changed only after we have the outcome of the study.
As a big supporter of HS2, I have to admit I was very disappointed about the news of the eastern leg going up to Yorkshire. Obviously, I was disappointed as well that the Leader of the Opposition had campaigned against it so vigorously. Can the Minister confirm that there is lots of good news in the integrated rail plan for my constituents who use Huddersfield station, Slaithwaite station and Marsden station on the trans-Pennine route? I thank the Minister for visiting Marsden last year with local rail campaigners, and will he confirm that we can get investment in disabled access at Marsden railway station as well?
My hon. Friend is completely right in what he says about the Leader of the Opposition, who has opposed HS2 consistently over the years and said that its impact on the country would be “devastating”; even in 2019, he was still calling for the project to be cancelled. I am happy to confirm that, as part of the trans-Pennine route upgrade, every single station in my hon. Friend’s constituency will see massive investment, including to make them all fully accessible to disabled passengers.

I thank the hon. Gentleman for that point, and I am happy to meet him to discuss this issue. After doing the land and property review shortly after I became a Minister, I looked at a number of these tricky cases. I now review all the cases that are brought to my attention by right hon. and hon. Members on a fortnightly basis. I am more than happy to add that case to the list and meet him personally to see whether we can find a way forward.
I thank the Minister for coming to Marsden in my constituency to meet constituents. It is on the TransPennine route. Can we get rid of a myth this evening? Investment in HS2 is not instead of but as well as upgrading the TransPennine route, as well as Northern Powerhouse Rail and local infrastructure. We will get all the benefits only if the eastern leg is delivered and all those investments are made. That would improve jobs, connectivity and the environment, and it is good for our constituents.
I agree with my hon. Friend. I have about two minutes left, so I will say that HS2 is going full steam ahead. It is a railway of which we hope the country can be proud for many generations to come. Construction has now begun in earnest, with more than 300 active construction sites along the line of route from Birmingham to London. This year, we have achieved significant milestones, and momentum behind the project is growing. Today, we announced that HS2 is now supporting more than 20,000 jobs, just one year since the Prime Minister declared the formal start of construction of the Birmingham to London stretch of the route. This year, we will celebrate many brilliant feats of engineering, including the start of tunnelling under the Chilterns, with our two tunnel-boring machines having now tunnelled 1.5 km underground.
Many Members have expressed various concerns, and I am more than happy to meet them after the debate. I know that HS2 is a project that inspires strong feelings on all sides, as all major infrastructure projects do. All right hon. and hon. Members present know that the Government carefully considered the merits of proceeding with HS2, which has almost certainly been subject to more parliamentary scrutiny than any other infrastructure project. Our firm conclusion was that HS2 should go ahead, and it is now progressing, as I have outlined. In setting out the decision to proceed, we made a clear commitment to draw a line under past problems. This is a once-in-a-generation major infrastructure project that will shape this country for well over 100 years, showcasing our skills in engineering and construction.
Many comments have been made during the debate. My right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) made a very reasonable speech, and I look forward to visiting his constituency next week. The hon. Member for York Central (Rachael Maskell) raised her concerns about regeneration plans around York station. I heard about those plans when I visited the National Railway Museum, and I am more than happy to meet her to talk in more depth about them.
My hon. Friend the Member for Buckingham (Greg Smith) has been consistent in his opposition to HS2. I was grateful that he recently took the time to introduce me to some of his councillors and residents. The hon. Member for Chesham and Amersham (Sarah Green) raised her concerns about community engagement, aquifer and bentonite. Let me be clear that the continued supply of high-quality drinking water from the Chilterns aquifer is a high priority. I would be happy to meet the hon. Lady.
My hon. Friend the Member for Stone (Sir William Cash) made clear his opposition to HS2, but also his desire to see changes to phase 2a. I am happy to continue to engage with him on the changes that he would like to see. The hon. Member for Blackley and Broughton (Graham Stringer) made some valid points about the opposition that infrastructure projects have always attracted over the years, and I thank him for his support on pushing ahead. My hon. Friend the Member for Aylesbury (Rob Butler) raised some concerns on behalf of his constituents, as he has been doing consistently since he was elected. I look forward to continuing to work with him to mitigate those impacts.
