Commons ChamberI thank my hon. Friend, with whom I share a constituency border, for giving way. Does she agree that one thing we do not need at this time to tackle social mobility is a tax cut for those earning between £50,000 and £80,000 a year?
My right hon. Friend is absolutely spot on. I wholly agree.
Of course, it is not just the commission that is seriously concerned. In May, the Institute for Fiscal Studies launched a five-year study on equality, reflecting growing concern about the deep divisions within our society. In the same month, the final report by the UN special rapporteur for extreme poverty and human rights said that
“key elements of the post-war ‘Beveridge social contract’ are being overturned”
and highlighted that
“British compassion has been replaced by a punitive, mean-spirited and often callous approach”
by the Government. The Secretary of State for Work and Pensions has attacked what she called “the extraordinary political nature” of the report and the Chancellor, too, has brushed aside the evidence that Professor Alston presented—as if none of it mattered; as if the devastated communities and the lives of people ground down by poverty are of no concern. What sort of a Government are they who fail to see that the impact of their policies on people’s lives is always political? And what sort of a Government are they who can have such disregard for the suffering of their people? One of Professor Alston’s conclusions was that the
“Government has remained determinedly in a state of denial”
about the impact of their austerity policies. How right he is.
The next Labour Government will do things differently. Last Saturday, my colleague, the shadow Education Secretary, announced that Labour will create a new independent social justice commission to replace the current Social Mobility Commission. That is in line with the recommendation of the Education Committee, which called for a new commission to drive forward work across government to tackle social injustice. We believe that social justice is the right goal to pursue, rather than social mobility. Social mobility focuses on how easy it is for individuals to escape poverty. That is, of course, important, but it does not address the wider issue of tackling the causes of poverty and inequality. Our goal has to be the delivery of a fair and just society.
The Government’s own figures tell a shocking story. In 2017-18, 14 million people in the UK were living in poverty, 1 million higher than in 2010; 2 million pensioners were in poverty, 400,000 up on 2010; and 4.1 million children were growing up in poverty, an increase of half a million since 2010. Of course the impact of child poverty can continue throughout life. Children in poverty are more likely to die suddenly in infancy, to suffer acute infections and to experience mental ill health. The disadvantage they suffer can affect their progress at school or in work. By the age of 11, only 46% of pupils entitled to free school meals reach the standards expected for reading, writing and maths, compared with 68% of all other pupils. Only 16% of pupils on free school meals pass at least two A-levels—less than half as many as all other pupils.

Commons ChamberIt is right to say that 75% of all reassessed claimants receive a PIP award, and nearly 67,000 more people aged 65 or over are on either DLA or PIP than when PIP was first introduced in 2013. I take my hon. Friend’s point, though, and the Minister for Disabled People will be happy to meet my hon. Friend. I am sure he would make the point that the Government spend more than £20 billion on DLA and PIP, which is up from £15 billion in 2012.
The inquest for my constituent Joy Worrall took place last Thursday. Joy was 82 years old. It was confirmed that she had committed suicide after the DWP wrongly stopped her benefits and her winter fuel allowance for a period of 15 months before her death. At the time of her death, Joy had £5 in her account. Will the Minister and his right hon. Friend the Secretary of State undertake, for the family, who have asked me to do this for them, an urgent inquiry into why Joy was not paid her pension or her winter fuel allowance for that period? Will he ensure that nobody will ever again commit suicide because of poverty?
The right hon. Gentleman rightly raises his constituent’s case; I have already spoken to him on two occasions. Our thoughts are with Mrs Worrall’s family and friends. The Government apologise unreservedly for the clerical error—it was a clerical error—that led to Mrs Worrall’s pensions payment being stopped. We have urgently reviewed our processes and acted so that benefits are no longer linked on our systems, to try to ensure that this does not happen again. There is an internal process review; I undertake to write to the right hon. Gentleman in the short term with what we know and with more detail when the urgent process review has taken place. I am including Mr Worrall in that process.

I support the hon. Member for Glasgow Central (Alison Thewliss) in commending the APPG report to the Minister and to the House as a whole. I have played a small part in the group, but was able to attend a number of sessions and helped to sign off the report’s recommendations. I have done so because it is self-evident and important that we must try to reduce still further the number of deaths and injuries caused by falls from height.
My first memory of my dad was visiting him in hospital after he had suffered an industrial injury and was off work for six months. It is important to remember that it is not just the individual who is affected by an injury at work, but their family, as the hon. Lady said. Although my dad was not injured by a fall from height, the Health and Safety at Work Act 1974 and the Work at Height Regulations 2005, which were both passed by a Labour Government, are critical pieces of legislation. They ensure that those who work at height, either for big businesses or when self-employed, come home safe, contribute at work safely and are free from injury or—in some cases, sadly—death, as a result of their efforts at work.
We have a responsibility not only through business, central Government regulation and legislation passed by this House, but through the exploitation and promotion of good practice, to ensure that we do all we can to make that happen. The report shows that in the last year for which we have figures, 18% of people who died at work died as the result of a fall from height, so inroads the Government make in tackling that challenge will help to reduce the overall number of deaths at work. Our figures are very good compared with other European countries, partly because of the legislation passed to date, but as the hon. Lady said, the report mentions some important ways we can not only build on the regulations that place duties on employers, self-employed people and any individuals who contract people to work at height, including building owners, facility managers and householders, but rise to the challenges set out in the report. I look forward to hearing what the Minister thinks the challenges will be.
The hon. Lady mentioned the importance of reporting. There is now a reporting mechanism, but the APPG’s report asks for enhanced reporting to examine still further, and at a minimum, the scale of the fall, the methods used and the circumstances—to get as much information as possible about the fall, so that we can learn and help to prevent future injuries. Is the Minister happy with the current level of reporting and with the demands put on it? Is there scope to improve reporting, as the hon. Lady and the report have requested? If so, as Minister, he has a duty to improve reporting and prevent future injuries and deaths.
The hon. Lady mentioned that our report asks for an independent body to ensure that we allow confidential, enhanced digital reporting of near misses. Reporting a number of near misses that could have resulted in death or serious injury is crucial to oblige good practice and to ensure that we reduce the potential danger and the threat of poor behaviour. What is the Minister’s view on an independent body? Does he think it worthwhile or would it be an additional burden on business? I do not think it would be, but I would like some clarity on that, because it is important that we have that level of support.
The hon. Lady mentioned the Working Well Together campaign and the Working Well at Height safety campaign for industries outside the construction sector. Many businesses regard that as a critical part of their work for training, assessments and so on. For some businesses, however, working at height might be occasional and not central to their daily work. What is the Minister’s view on the Working Well Together Campaign? Can it be improved? He has the ability to make changes if his good team of officials assess them and support him in doing so.
The hon. Lady mentioned Scotland’s fatal accident inquiry process, and I think that there is merit in that. If I get nothing else from the Minister today, I would welcome confirmation of whether he has even looked at Scotland’s fatal accident inquiry process. If he has, what is his assessment of it? I am not asking him today to expand it; I am just asking whether he has looked at it. Have his officials looked at it? Will he be reviewing it? Will he bring to the table an assessment of whether lessons from Scotland could improve safety at work?
I want to help the right hon. Gentleman. Perfectly legitimately, he is making, as did the hon. Member for Glasgow Central (Alison Thewliss), a number of particular points. It may also help colleagues who have yet to speak if I make this brief point in an intervention. Clearly, this matter requires the Health and Safety Executive to report back to the Government on it. The Government would rightly be criticised if they were too definitive without first receiving a specific response from the HSE. I assure the right hon. Gentleman that I will attempt, within the bounds of what I am able to say, to answer the points raised by the hon. Lady and by him, but obviously we are subject to the formal response by the HSE.
I am grateful to the Minister for putting that on the record. He knows that I acknowledge that relationship, but the key point is that, as the Minister, he can commission work, ask for reviews and, if he has not already, ask the Health and Safety Executive to look at the Scotland fatal accident inquiry process to assess whether any improvements have been made.
Finally, the report also suggests a review of working-at-height culture. Potentially, with the great modern technology we have, that includes mechanisms that the hon. Member for Glasgow Central mentioned, such as drones and other activities. We do not wish to put people out of work, but the threats and dangers of certain aspects of work can be minimised by advancing technology. Again, the Minister has the overview to work with the Health and Safety Executive, that great Labour Government invention, to reduce the number of deaths and injuries at work.
I support what the hon. Lady said, and I want to put on record my support from the Labour Back Benches for the recommendations. I hope that our discussions over 18 months to two years will result in some changes that prevent injury and loss of life, and give some people the opportunity to go back to work the following day, contributing to our economy without threat to their life or their family’s future.

Commons ChamberI am committed to making sure that we reduce poverty and focus particularly on child poverty. We must also remember that the issue is not entirely about welfare benefits; it is also about having a strong economy, in which wages grow and better quality jobs are available for everybody. I reassure the hon. Lady that I am focused on making sure that we reduce poverty.
It is disappointing that any child should be born in poverty, but the situation is not evenly spread. There is 42% child poverty in the Flint Castle and Holywell Central wards in my constituency; three other wards are in the high 30s. What strategies does the Secretary of State have particularly to tackle areas with high levels of deprivation and child poverty?
I would hope that personalised attainment support from work coaches will help provide what the right hon. Gentleman is looking for. Furthermore, the pupil premium in schools should help to focus on children from the most deprived areas, so that they get the extra funds at school to give them the additional support that they need.

Commons ChamberI thank my hon. Friend for the good work that he does in his constituency to ensure that unemployment continues to fall. We are committed to providing targeted support to young people, so that everyone—no matter what their start in life—is given the very best chance of getting into work. The Jobcentre Plus support for schools programme helps to improve the employability of young people and has resulted in thousands of children being better equipped for today’s labour market.
Unemployment in my constituency has actually risen by 30% over the past 12 months. Given today’s economic figures, which show very low economic growth over the last seven years, and given the impending doom of no deal, what contingency plans is the Secretary of State making so that unemployment does not rise still further?
I urge the right hon. Gentleman not to be so despondent about the growth figures today. We are seeing growth. Overall employment continues to rise. If he would like to speak to one of us regarding any scheme he has to boost employment in his constituency, I would be pleased to see him.

Commons ChamberI thank my hon. Friend for that question about a really important matter. It is great to see the use of the tech fund in access to work. We are always working on this, and on Wednesday we should have a really good announcement to make on expenditure through the challenge fund, which will enable even further use of technology to support people into work.
In congratulating the new Secretary of State, may I commend to her the “Panorama” programme that was filmed in my constituency last week? It showed chaos in the universal credit system, poverty and people being evicted, as well as landlords not accepting that the system worked in their interest. Will she watch that programme and report to me on its contents?
I am always grateful for suggestions of programmes to watch. I will try to do so, but I cannot promise to report to the right hon. Gentleman, as he requires.

Commons ChamberThis is the new system, and people will be claiming universal credit as it rolls out to their jobcentre. This is a modern system that helps people into work and helps the most vulnerable. Probably the best thing that the hon. Gentleman could do is to work with them to ensure that they are on the system and that it is working for them.
I wrote to the Secretary of State more than a month ago about an anomaly drawn to my attention by my local citizens advice bureau—namely, the difference for women on maternity allowance as opposed to maternity pay. Has she managed to resolve that issue, because many women are worse off as a result of this policy?

Commons ChamberI thank the hon. Gentleman for his remarks. He will be aware, and I will cover this further on in my speech, that she apologised for one of the three aspects for which an apology was necessary.
Last week, on 5 July, following my question at Work and Pensions questions on Monday, the Secretary of State said that she had made an error and wanted to report it to the House—as reported in column 500 of Hansard. Why does my hon. Friend think that it took 48 hours for her to come to the House when a written apology, or an apology on the Monday or Tuesday, could have done the job? Was it because the National Audit Office published its report at 11 o’clock on Wednesday?
My right hon. Friend raises such an important point. I was as shocked as he was to hear the Secretary of State say that it was when she had left the Chamber that she realised her mistake. She should have replied that afternoon. He is quite right on that point.
The Secretary of State adopted the same approach at Work and Pensions questions, as has been noted, leading the head of the National Audit Office, Sir Amyas Morse, to take the extraordinary step of writing an open letter to her, taking issue with a number of claims that she had made in response to the report. The three key claims that he took issue with were, first, that the NAO report said that the roll-out of universal credit should be speeded up; secondly, that the report
“didn’t take account of changes made by the government in the Budget”;
and, thirdly, that universal credit is working.
Let us just think about the significance of this. The National Audit Office is an independent body that scrutinises public spending before Parliament. It is responsible for auditing central Government Departments. Its reports matter. I shall take each claim in turn.
On 21 June, the Secretary of State stated on several occasions that the report had said that the Government should speed up the roll-out of universal credit. She repeated that claim at Work and Pensions oral questions on 2 July, when questioned by my right hon. Friend the Member for Delyn (David Hanson) and me. Of course, the NAO report does not say anywhere that the roll-out should be speeded up. In fact, it says very clearly that the Government should
“ensure the programme does not expand before business-as-usual operations can cope with higher claimant volumes.”
I will take that on board, Madam Deputy Speaker, and I thank you for your comments in this debate.
I should begin by welcoming the hon. Member for North Swindon (Justin Tomlinson) back to the DWP. Even though it contributed to his return to Government, there surely can be no one gladder of the Chequers version of “Deal or No Deal” than the Work and Pensions Secretary. For a few days, the pressure to fall on her sword was off her, as her extreme Brexiteer chums climbed the altar of vanity to fall on theirs.
But now we must return from the Brexit bubble theatrics to the real world, where we have this week another set of reports following hot on the heels of the National Audit Office report, all condemning the current incarnation of universal credit. The Secretary of State’s position has been called into question, not just because of the failings of universal credit, but also because of her tin-eared response to the externally and expertly provided facts and criticism. I listened carefully to her speech just now, and it appears that there is still little contrition.
We come to the Secretary of State’s response to the National Audit Office report, which is the subject of the motion before us. We know that the NAO report blew a hole as wide as the Clyde in the Government’s defence of universal credit. The Government say that universal credit is about getting people into work quicker and will lead to 200,000 more people in work. The NAO says:
“The Department will never be able to measure whether Universal Credit actually leads to 200,000 more people in work, because it cannot isolate the effect of Universal Credit from other economic factors in increasing employment.”
The Government say that universal credit will be cheaper to administer and reduce fraud. The NAO says that the DWP
“does not know whether Universal Credit is reducing fraud”
and:
“It is not clear that Universal Credit will cost less to administer than the existing benefits system.”
The Government say they will save £8 billion from universal credit, but the NAO says that figure
“depends on some unproven assumptions”,
and that such benefits “remain theoretical”.
The NAO has directly contradicted the Government on the core aims of, and the central defences offered by the Government on, universal credit. It is therefore no wonder that the Secretary of State was so desperate to discredit the NAO on the Monday before last. For instance, in response to the question from the right hon. Member for Delyn (David Hanson) about the NAO recommending a pause in the roll-out, the Secretary of State said:
“The NAO made clear quite the opposite: it said that we need to continue with universal credit. It was also concerned that it was rolling out too slowly and said that actually we should increase what we are doing. So what the right hon. Gentleman says is absolutely not what the NAO said.”—[Official Report, 2 July 2018; Vol. 644, c. 8.]
Actually, the NAO report said that the DWP should:
“Ensure that operational performance and costs improve sustainably before increasing caseloads through managed migration. It should formally assess the readiness of automation and digital systems to support increased caseloads before migration begins, and ensure the programme does not expand before business-as-usual operations can cope with higher claimant volumes.”
These are not debating points; these are facts and quotes in black and white. We have a Work and Pensions Secretary who is either unable to grasp the facts or unwilling to accept them.
When the Secretary of State said that to me in the House, some of my constituents were watching the proceedings, and they believed that I was factually incorrect in my comments. The Secretary of State had an opportunity to apologise to me, but she has yet to do so in writing, and this was all before the NAO issued its report. The question for me, which I raised in my intervention earlier, is: why did the Secretary of State wait 48 hours to put the record straight?
I take the right hon. Gentleman’s point. The honourable thing for the Secretary of State to do would have been to apologise directly to him for what might have been a slur on his character and reputation.
This is important, because we are talking about the central—the flagship—social security policy of this Government, which has been criticised in report after report for failing those it should be helping. We are talking about people who are living in poverty as a result. Getting the facts wrong—not just failing on a debating point, but misquoting what is there in black and white—is very serious whichever way we cut it. The House should remember that the last Home Secretary, the right hon. Member for Hastings and Rye (Amber Rudd), recently resigned for something very similar.

My hon. Friend makes a good point. Like most other people here, I came into politics to help people into work, probably because when I grew up in Liverpool in the ’80s it was a difficult place to grow up and lots of people were not in work. To be in this position of being able to help people to get a job is what I want. It is disconcerting and upsetting that people sometimes, just for the sheer sake of opposing, want to change good measures that are helping over 3.2 million people into work. Those are the facts; that is what we know. Conservative Members are trying to improve people’s lives.
At Monday’s Question Time, I asked the Secretary of State two questions. On Question 5, when I asked whether she would accept the National Audit Office report’s recommendation that universal credit should not be rolled out further, she said:
“The NAO made clear quite the opposite”.—[Official Report, 2 July 2018; Vol. 644, c. 8.]
It did not. At topical questions, I asked her to reconsider. I quoted the NAO report, but she stuck to her position. On both occasions, she told the House something that she knew was not correct. Will she apologise to me and to the House, and will she accept the NAO’s recommendation that the roll-out should be stopped now?
When I answered the right hon. Gentleman’s questions, I said that the National Audit Office had said that there was no practical alternative to continuing with universal credit—that was how I answered. I will pay the right hon. Gentleman a compliment. It was due to his persistence that after I left the House I went back and said, “I’ve used these words.” I know that this is about the impact, and I know that what I said was substantially correct, but I wanted to double check. So I double checked whether I had used the wrong words, and it was after that that I made the apology, because my interpretation, although it was right, was not based on the exact words. That is what I came to apologise for. However, I stand by the fact that the impact of our changes could not have been felt and, as the NAO said, there is no practical alternative but to continue through and the slowness with which this has gone is regrettable.
Order. I allowed some injury time on two accounts. The first was that I had to intervene a number of times in regularising the debate. The second was that I wanted to facilitate a reasonable number of questions, so I ran the urgent question for half an hour, rather than for 20 minutes. I am sorry that some colleagues are disappointed, but I think that was a reasonable treatment of the issue. I gather that the right hon. Member for Delyn (David Hanson) has a point of order that directly flows from the urgent question, and if he puts it extremely briefly, I will hear it, although I offer no guarantee of any response.
On a point of order, Mr Speaker. Given that the Secretary of State said that she had afforded her apology to the House on the basis of the interventions I made and my two questions on Monday, is it in order for her not to write to me, as the Member concerned, to tell me that she was making a statement and/or that she was correcting the record from Monday?
Nothing disorderly has happened. It is perfectly in order for the Secretary of State not to write to the right hon. Gentleman. In retrospect, it might have been wise for her to do so, but the past is the past and, to be fair, it is not for me to arbitrate on the merits or demerits of policy or even, outside the Chamber, of conduct. Suffice it to say that the Secretary of State did approach me and offered to come to the House yesterday, which she did. [Interruption.] She approached me the day before yesterday about coming here yesterday. She has come here today and we have had a half-hour exchange, which seems to me to be very reasonable. We must now move on to the next business.

Commons ChamberMy hon. Friend is absolutely right. We are at record levels of employment in this country. It is interesting that the Opposition talk about estimates. If I remember correctly, back in 2010, the Opposition said we would lose 1 million jobs as a result of our policies, but we have created 3.2 million. At the end of the day, when it comes to estimates, I am not taking lectures from the Opposition.
It is unfortunate that the NAO was unable to take into account the significant changes recently implemented in universal credit. Those changes address many of the concerns raised in its report. We continue to listen and learn from feedback, and make the necessary changes to the benefit as we roll it out.
Many of my constituents are among the one in five individuals who are not paid universal credit on time. As the Minister should know, the NAO specifically recommended that UC should not be rolled out further until the system can extend and work with the current level of applications. Will she accept that recommendation?
The NAO made clear quite the opposite: it said that we need to continue with universal credit. It was also concerned that it was rolling out too slowly and said that actually we should increase what we are doing. So what the right hon. Gentleman says is absolutely not what the NAO said.
When my hon. Friend said that “we” speak of little else, I was not sure whether he was talking about me and he, or he and the rest of the people in Shipley. But he is quite right. I am ensuring that one of the key things this Department does is more outreach work. As UC rolls out, it needs to reflect the needs of local people, and outreach is a sure-fire way to do that.
The report said that we should carry on with universal credit and that the roll-out should not be slower. The very reference to it not being slower was to ensure that it is sped up. This has been a slow roll-out but, of course, we have to ensure that the roll-out is right, as we have been doing, hence the extra support that we are providing. I repeat the extra number of jobs that we are helping people get: 3.2 million more people are in work.
