Commons ChamberI am acutely aware of the strength of feeling on this issue, and the suffering of all those impacted by this dreadful scandal. We have consistently acknowledged that justice should be delivered. I gave evidence to the infected blood public inquiry last year, and the Government have accepted the moral case for compensation, which is why on Monday, in the other place, we committed to bringing forward amendments to the Victims and Prisoners Bill at Report stage, with the intention of speeding up the implementation of our response to the inquiry.
I pay tribute to my hon. Friend for the work he does representing his constituents. He is right about the pressures that are faced, particularly in rural areas, which is why the Government provided £600 million of additional funding for local government across the country, ensuring an increase of around 7.5% in resources available to invest in social care, but also an extra addition to the rural services delivery grant—an acknowledgement of the challenges of providing services in rural areas—with more funding for those rural councils to deliver.

I start by saying that my thoughts are with all those affected by the devastating impact of Storm Henk and the flooding that we have seen over the past week or two, including those in my hon. Friend’s constituency. Action is already being undertaken under our six-year, £5.2 billion investment programme to better protect land across the River Severn catchment area and elsewhere, but I know the Minister responsible for flooding met my hon. Friend, along with the Environment Agency, in his constituency just before Christmas to discuss the specific plans he mentions. I know the Chancellor has received and started reviewing them. I assure my hon. Friend that the Environment Agency is working closely with other partners to explore his plans in more detail.

Commons ChamberThat is a total mischaracterisation of what was put out, which was an advert, not a commitment. I am glad that the hon. Lady now cares about this issue—not something we have seen previously from Labour. Our track record is clear: we have got the numbers of small boat arrivals down this year by over a third. That is what we are doing about it. The Labour party is voting against every measure that we have taken.
I chair the caucus of 38 Conservative Members of Parliament who have Britain’s longest river flowing through their constituencies, and we have presented a business case to the Chancellor for £500 million to try to manage the river holistically. Our constituencies are now facing flooding every year, causing damage to our businesses and our communities. This evening, I have an Adjournment debate on flooding of the River Severn. Will the Prime Minister take an interest, because the business case shows a gross value added uplift for the west midlands of more than £100 billion if we can manage and tame Britain’s longest river?
I thank my hon. Friend for raising that. I recall that he and I spoke about it when I was Chancellor, and I praise him for his work and leadership on this issue in his local area. I will make sure that the Chancellor does look at the business case. My hon. Friend will know that we have significantly increased funding for flood defences, to over £5 billion, protecting hundreds of thousands more homes, but if it is an interesting opportunity for the Chancellor, I am sure he will take that up.

Commons ChamberThe hon. Gentleman will know that our plans for a Bill of Rights retain membership of the European convention, but we have said that withdrawal is not off the table forever and a day for the future, and that remains the Government’s position.
My right hon. Friend the Deputy Prime Minister has regular meetings with Cabinet colleagues and others to ensure a joined-up approach to tackling crime, including rural crime. Rural crime has a huge impact on those individuals and communities affected, which is why prevention, policing and prosecution are all vital to tackling rural crime, which remains a priority.
I thank the Minister for that answer. I raise the question on behalf of Councillor Dan Morris and Stuart Jones, who are both farmers in my constituency. Does my hon. Friend agreed that rural crime is often linked to organised crime groups who target and exploit rural communities across a range of crime types, such as organised plant and livestock theft, burglary targeting firearms, fly-tipping and poaching? Sentencing needs to reflect the serious organised criminality involved in these offences.
My hon. Friend highlights a number of crimes that particularly impact rural communities—crimes highlighted in the National Police Chiefs’ Council strategy on rural crime. It is important that the courts have appropriate sentences available to them. Although sentencing in individual cases is a matter for the judiciary, sentencing guidelines are clear that offending that involves a high degree of planning or that is committed for profit, as is often seen in organised crime, will attract tougher sentences.

Commons ChamberI rise on behalf of the people of Shrewsbury and the surrounding Shropshire villages to pay tribute to Her Majesty. When I met Her Majesty at Buckingham Palace, she looked at me and immediately started to tease me—to rib me mercilessly—about the difference in height, she being 5 feet 2 inches and me being 6 feet 9 inches. Of course, that immediately broke the ice. I was so nervous at meeting my sovereign for the first time, and it was so good to have that joke at the start of our interaction. Later on in the evening, she was standing at one end of the room and I was at the other end. In front of everybody, she continued teasing me with a gesture about the difference in height.
The most important thing that happened that evening, however, was that the Queen realised that I was the only Polish-born British Member of Parliament. She started to talk to me about her pride in the contribution of Polish fighter pilots during the second world war. She referenced the fact that the Polish 303 squadron shot down more enemy aircraft in the battle of Britain than any other squadron did, and she paid tribute to the extraordinary contribution of Polish mathematicians and cryptographers in helping to break the enigma code at Bletchley, and to the forces that joined the British Eighth Army in north Africa and at Monte Cassino. Of course, my heart melted.
Being the only Polish-born British Member of Parliament and listening to our sovereign outlining her pride in the Polish contribution, and talking about how her father had outlined to her his pride in it, is something that I will always remember. She reigned so successfully because she used emotional intelligence, and emotional intelligence was her driving force. The communist regime in the country of my birth has been consigned to the ash heap of history because it ruled through fear, intimidation and the secret police. It is gone, whereas Her Majesty’s memory is eternal because of the love and kindness that she showed us all.

Commons ChamberI will look carefully at any particular proposals that the hon. Lady has. We have got to do everything we can to protect women and girls in this country and to make them feel more confident in the justice system. That is why I am relieved—but restless to go further—that in the last year the volume of rape convictions is up by two thirds. In the Police, Crime, Sentencing and Courts Act 2022, which came into force this week, we took extra measures. For example, we have: extended the time limit for reporting domestic abuse; and criminalised taking photos of a mother breastfeeding without consent. I will certainly look at her proposals.
My hon. Friend is a doughty champion for his constituents, particularly on NHS services. The DHSC recently received the strategic outline case for the transformation of A&E services in Shrewsbury and Telford. It is still being processed, but I can tell him that the trust is aiming to present the full business case in 2023, with construction starting in the same year.

The Prime Minister will have seen the devastation in Shrewsbury from the flooding of the River Severn. This is the third year in a row that Shrewsbury has faced these appalling floods. I chair the caucus of 44 Conservative MPs who have the River Severn, Britain’s longest river, flowing through their constituencies. Will my right hon. Friend help me and our caucus to do everything possible to find a long-term solution to managing Britain’s longest river? In the meantime, we have put forward four opportunities for flood defences in Shrewsbury to the Department for Environment, Food and Rural Affairs. Will he please take an interest in those, because Shrewsbury cannot afford a fourth year in a row of flooding?
My hon. Friend is completely right in what he says about the Severn and the violence of the flooding in the Severn area, which I have seen for myself several times. There are still flood warnings in place along the Severn, and all I can tell him is that we are working flat out to put in place the remediations to help people who have suffered from flooding, but we are also investing £5.2 billion in the flood defences of this country.

Clearly, one of the consequences of our approach on critical national infrastructure in the National Security and Investment Bill is that we do not want to see undue influence by potentially adversarial countries in our critical national infrastructure. That is why we have taken the decisions that we have. On Bradwell, there will be more information forthcoming—[Interruption.] What I do not want to do is pitchfork away wantonly all Chinese investment in this country, or minimise the importance to this country of having a trading relationship with China.
The Prime Minister will be very pleased that Shrewsbury Conservatives are doing everything possible to help Neil Shastri-Hurst, the excellent candidate in North Shropshire. He will also know that the No. 1 issue affecting Salopians at the moment is the £312 million that we have secured for the modernisation of our A&E services. This has suffered terrible delays over the past eight years, leading to a worsening of our A&E services for local patients. Will he do everything possible to help us finally get it across the line so that we can provide safe A&E services for all the people of Shropshire and mid-Wales?
That is one of the reasons why we are now investing £36 billion more in our NHS to help cope with the backlog and the extra winter pressures, particularly on A&E. It is also a reason why the booster programme is so vital, because we do not want those beds filled with covid patients and we do not want delayed discharges either.

Commons ChamberI will refer to that issue later. The right hon. Gentleman is absolutely right that the question of a military solution has not been there for some time, because our combat mission ended some years ago, but we have been trying to provide support to enable a democratic Government to take proper control of that country. I would be happy to talk to him sometime about my views. I think that we should possibly have reconsidered the idea of trying to impose a western example of democracy in a country that is geographically difficult and relies a lot on regional government when we were going down that route, but I will not go down that road any longer, despite his temptations.
Order. I am really concerned about the time for Back Benchers. I did suggest that it was seven minutes, and we are now heading to 10. I did not put a time limit on, but I will have to do so after this speech.
It is a privilege to follow so many distinguished hon. Members who themselves fought on the frontline in Afghanistan.
President Biden said this week that his
“only vital national interest in Afghanistan”
was to prevent a terrorist attack. Even if that is the case, both he and President Trump should be deeply ashamed—I say this with great sadness—because their actions have returned to Afghanistan to the very Government that harboured the 9/11 bombers.
The truth is that 457 British servicemen and women did not lose their lives simply to reduce the terrorist threat, although they succeeded in that with great distinction. They paid their price in defence of a set of values—values that said that girls should be entitled to the same education as boys, that courts should be independent of clerics, that journalists should not be imprisoned if they speak truth to power. If President Biden believes in those values, it is time the world heard it—and it is time we heard the same from the British Government, too.
Although it is not possible to stay in Afghanistan without US support, we are the second power in a western alliance. For all the failures of this week, and not just in Afghanistan, but in Iraq and even Vietnam, that western alliance has delivered more freedom, more prosperity, more respect for human rights across the globe than at any time in human history. As my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith) just said, those gains are now at risk, not just because of what happened this week but because of the rise of an authoritarian and wealthy China that actively opposes the open societies we believe in.
As a former Foreign Secretary, my right hon. Friend is right to scrutinise our American allies, but will he acknowledge that the lack of support, commensurate to their sizes, from European NATO partners has also led to the situation we are facing today?
My hon. Friend is absolutely right to say that. It is not sustainable to ask America to spend 4% of its GDP on defence when the entirety of Europe spends no more than just over 2%.
The threat we face is a threat that all of us face. For 15 consecutive years, the number of free countries in the world has been in decline. Since 2013, according to Reporters Without Borders, press freedom has been in decline. This decade, for the first time in any of our lifetimes, the largest economy in the world will not be a democracy, when China overtakes the United States.
We are proud of our country not just because of what we have achieved and not just because of our wealth, but because of what we stand for. When those values are under threat, and when the Atlantic partnership appears to be fraying, we should be stopping at nothing to rebuild them. That means investing in our armed forces, reversing the aid cut, developing our own technology and rebuilding our global alliances. There is something we can do right now: cut through bureaucracy and ensure that we look after every single Afghani who took risks for themselves and their families because they believed in a better future and trusted us to deliver it.
Other speakers in this debate have had far more direct experience and have spoken movingly of what this tragedy means to them and their colleagues—former soldiers and airmen. I was able to visit Afghanistan before the end of the combat mission seven years ago, and on each occasion I was enormously impressed by the commitment and dedication of our armed forces, working alongside allies from many other countries and members of the Afghan defence force in seeking to provide security for the Afghan people.
In most contributions today from both sides of the House it has been notable how the service and sacrifice of our armed forces have been appreciated and recognised for keeping us safe by preventing further international terror attacks from Afghanistan. We are proud of their heroism and must support veterans at this difficult time. Their efforts came at great cost in terms of lives lost, injuries sustained and money spent. But, as others have said, much was achieved: Afghanistan ceased to be a safe haven for terrorist groups; the lives of women and girls, particularly in the cities, were transformed; as we have heard, millions of girls have been to school to receive an education that cannot be unlearned; and women were able to work and to take part in government at regional and national levels. There is no hiding from the fact that all that has now come to a humiliating end. Despite yesterday’s statements of good intent from the Taliban spokesman, we all recall with trepidation their dark-ages ideology of violence and repression.
When I was in Camp Bastion, I was struck by the commitment of the medics who worked in the field hospital and treated those who had been injured on both sides of the conflict. In some cases, Taliban fighters and British soldiers were in adjacent wards. I hope that such magnanimous humanitarian generosity will be remembered by those who have now taken control of the country. Today is not the time for hand-wringing and apportioning blame; that is yet to come. As the right hon. Member for Leeds Central (Hilary Benn) said, now is the time to take urgent action to maintain the security cordon around the military side of Kabul airport. I am delighted that the Defence Secretary is in his place and will be able to reassure colleagues that the efforts of the British armed forces currently there are focused entirely on that effort.
The Prime Minister’s announcement today of a bespoke resettlement scheme for Afghan citizens and their families who helped our armed forces is welcome, but there is an urgent need for it to cover others who have helped British soft power working in the country, including the British Council, charities, contractors and aid agencies.
As a Salopian MP and my neighbour, will my right hon. Friend take part of the time left to him to pay tribute to all those Salopians who served in Afghanistan, both in DFID and the armed forces?
I am grateful to my neighbour for drawing attention to the fact that, like every Member of this House, all of us with constituencies in Shropshire have constituents who have served in the last 20 years, with many suffering injuries and some, tragically, death.
We have to ask ourselves how the intelligence analysis of the situation failed us so badly. We have known from some time, thanks to experienced voices such as that of General Petraeus, about the criticality of US contractors to maintain the US and Afghan air forces, which were vital to resupply. Once the 18,000 contractors had been withdrawn, the troops on the ground knew that there was no hope of resupply or reinforcement from the air, which was critical to maintain their morale.
Finally, I urge the Foreign Secretary in his winding-up speech to reflect on the impact of this humiliation on the integrated review.
I pay tribute to all the British troops, people from the Department for International Development, the teachers, the doctors and the technicians from Britain who have so courageously worked in Afghanistan, but I disagree with some of the criticism of the Government that I have heard during this debate. Our country found itself in an impossible situation as the second largest contributor in terms of boots on the ground and resources in Afghanistan. When America decided to pull out, I would argue that for us to remain there when so many of our European NATO partners were not prepared to put in adequate resources on the ground was made untenable.
We have to ask ourselves a critical question: of the European countries that are part of the exclusive club of 30 NATO partners, why have so many failed to support the Americans and the British in the extremely important theatre of operations in Afghanistan? There are one or two exceptions that have sent a lot of troops—the country of my birth, Poland, is one—but I will be asking parliamentary questions about why so many European NATO countries did not put adequate resources into that theatre. We heard from the Prime Minister that 98% of all the equipment on the ground in Afghanistan came from the United States of America. It is not surprising that American patience is running out when so many European allies have refused to give the support required.
We also need to ask questions about the role of Russia and Pakistan and the allegations that they have been supporting the Taliban. Most concerning of all is Pakistan, a country to which we send a great deal of British taxpayers’ money in international aid. There are serious questions to be asked about the role of Pakistan and her security forces.
Lastly, I am very proud that the United Kingdom will be taking large numbers of Afghan refugees, but we should also be very proud of the role that we played in helping Syrian refugees in Lebanon and Jordan. Britain spent more money than any other European country on providing a safe haven for Syrian refugees in Lebanon and Jordan and in the neighbourhood so that those people could one day return to their country. It is so important to work with Kazakhstan, Uzbekistan and other reasonably stable countries in the region to ensure that Afghans are given protection in their neighbourhood.

Commons ChamberI will not, because time is short, and I have already given way once.
A central plank of our devolution settlement has been the right of devolved areas to set their own priorities, yet the Bill undermines that by giving Ministers the power to provide funding over a wide range of issues, from culture to sport and economic development. Many voters in red wall seats changed their allegiance at the election, and according to the polling, many of them did so because they felt divorced from Westminster and Whitehall. That is true of people in the devolved countries. In Scotland and Northern Ireland, they voted strongly away from this Government and also away from Brexit in the referendum.
These powers will only make people in the UK feel further divorced from decision making that affects their lives, on issues such as culture, sport and economic development. The explanatory notes to the Bill even accept that, saying that these powers
“fall within wholly or partly devolved areas”.
Members need not take my word for it. The Welsh Government have called this Bill
“an attack on democracy and an affront to the people of Wales, Scotland and Northern Ireland, who have voted in favour of devolution on numerous occasions.”
I will not, because other Members want to speak.
Finally, I want to address state aid. We have witnessed a rather interesting piece of spin from the Government and their supporters. One of the central aims of the Bill—indeed, one of the central reasons why the Government are embarking on breaking international law—is to overrule the provisions on state aid rules that apply in Northern Ireland. Let us not forget that the Government agreed to those provisions in their so-called oven-ready deal.
What is even more concerning is that, while the UK was an EU member, successive Conservative Governments had an almost allergic attitude to state aid. In 2017, France spent almost twice as much as the UK on state aid, and Germany spent a staggering four times as much, so why the sudden focus on state aid? The Conservatives have never been very interested in it, to the detriment of UK businesses, innovation and enterprise. The Government know that, if they have genuine and sincere problems with state aid, that is exactly what the Joint Committee exists for. Once again, we see the Government using a sledgehammer to crack a nut.
Frankly, the buck should stop with the Prime Minister. He knows the damage that this Bill would do to the Union, to the UK’s international reputation and to the rule of law. This Bill sets up confrontation with the EU. Some 40% of our international trade is with EU countries, and it sets up a stand-off with the courts. It is an attack on the rule of law, and it undermines the UK’s commitment to the rules-based international order.
Of course, all of us in this House respect the devolution process and Welsh decision-making in Cardiff, but does the hon. Gentleman accept for a moment that, as Cardiff and London increasingly diverge, for border communities such as mine with businesses on both sides of the border there are additional problems and risk as a result of that increasing divergence between our two capitals?
I thank the hon. Gentleman for his comments, but it is certainly clear to me from comments I have heard from the Government side of the Chamber that lots of people do not understand devolution. Devolution is about giving powers to those devolved nations to make the decisions for themselves, and that is where some Government Members struggle.
In Wales, the Welsh Government have, as we have heard, stated that the Bill is an attack on democracy and an affront to the people of Wales, not to mention Scotland and Northern Ireland, who have voted in favour of devolution on numerous occasions. As we have heard, one of the Conservatives’ long-standing Senedd Members has resigned as shadow Counsel General over the Bill, commenting that:
“The publication today of the Internal Market Bill has done nothing to lessen my anxieties about the dangers facing our 313-year-old Union. Indeed they have been gravely aggravated by the decisions made in the last few days by the Prime Minister.”
That is from a well-respected Member in the Welsh Senedd, and of course we have heard very clear concerns from three former Conservative Prime Ministers and two former Labour ones—in fact from all living Prime Ministers.
One of the foundations of the devolution delivered by the Labour Government for Wales and Scotland in 1997 and developed over the past 20 years has been the right of devolved nations to set their own priorities on key spending areas. The explanatory notes to the Bill state:
“Part 6 grants power to a UK Minister of the Crown to provide funding across…economic development, infrastructure, culture, sporting activities, and international educational and training activities and exchanges.”
Of course, I welcome any additional funding or assistance that would benefit Wales and my constituents. However, it is not for the UK Government to play Father Christmas and pull those pet projects out of the air. Any additional funding should be delivered by devolved Governments in line with what has been developed over the past 20 years, in a strategic way involving local authorities and local stakeholders. If the Government have their way, spending decisions previously made in Edinburgh, Cardiff and Belfast will now be made in London, and that flies in the face of devolution.
The Government argue that this Bill strengthens the Union on the grounds that it will give the UK Government new powers to spend across all four nations, but I believe that it will have exactly the opposite effect. A Government official reportedly told Politico that the spending powers would be used sparingly but demonstrated that the
“devolve and forget approach of the Blair/Brown years”
was over. But this Bill provides a risk that the UK Government will now be able to undermine the spending decisions and policy priorities of devolved Administrations.
It is no accident that we have yet to receive clarity on the UK shared prosperity fund, after almost two years of waiting. The Government stated that the consultation should have been held in 2018 and that Wales would not lose a penny compared with what we have received until now from the UK structural funds. That funding was based on genuine need, not on patronage or favour. It is essential that any funding Wales now receives is allocated in a similar way, involving the Welsh Government and local authorities in Wales in determining and delivering on local priorities.
On Second Reading, I supported the reasoned amendment tabled by my hon. and right hon. Friends declining to give the Bill a Second Reading and I voted against the Bill. I will continue to oppose this Bill until the Prime Minister and the Government reconsider and come up with a way to ensure that the devolved settlement is preserved and the Union is intact.
The Government must negotiate in good faith with the EU and devolved nations, instead of creating division and discord that puts getting a deal at risk. So my message to the Prime Minister is this: please get back around the table and negotiate properly and stop posturing. We do not have time for distractions like this when a deal is on the line. We need leadership from the Prime Minister, not theatrics.
