Commons ChamberI agree with my hon. Friend. We have made it very clear to universities that the quality, quantity and accessibility of tuition need to be maintained. I commend the work that has been done by lecturers and university support staff to achieve that goal. The Office for Students is monitoring this and I recently wrote to it to make sure that it continues to do so.
An NUS survey has found that two thirds of students are worried about rent payments. To be clear, the £50 million that the Government have announced will not even cover a month of rent for those currently in arrears. Meanwhile, the Scottish Government have set aside six times more per student, a far more substantial £30 million for rent and hardship support. Despite that, Tories at Holyrood have continued to demand rent rebates for students. Does the Minister agree with her colleagues at Holyrood and, if so, what additional funding will she make available for those rent rebates? Students in Scotland can also give early notice on fixed-term tenancies. Will the Government introduce similar measures for students in England?
Scottish Tories have now adopted a policy of free tuition. Having seen the financial stress suffered by students throughout this pandemic, does the Minister agree that it is time for this Tory Government to adopt the policy of their Scotland branch and scrap fees for university tuition?

My right hon. Friend is right to pay tribute to teaching staff in our schools. He is also right to point to the very difficult circumstances that both students and parents face when they are having to learn from home and are not with their friends. We all know that being in school is the best thing for young people rather than learning from home. All the decisions that we are taking are with the wellbeing of students at the forefront. We understand the disruption that the pandemic is causing to students’ education and the impact that it may have had on their mental health. We remain committed to introducing the new mental health support teams for schools and colleges. To support the return to school, we have put in place a range of measures and guidance, and a new £8 million training initiative for school staff to support children’s wellbeing. The health elements of the new RSHE—relationships, sex and health education—curriculum include teaching about mental health and wellbeing. The NHS continues to run 24-hour helplines for those people who have mental health problems.
My right hon. Friend asked about regional differences in infection rates. We will always be led by the science when making decisions about moving away from the lockdown conditions.
Finally, my right hon. Friend asked about vaccines. The JCVI advises that the first priority for the covid vaccination programme should be the prevention of mortality. For the next phase of the roll-out the JCVI has asked the Department of Health and Social Care to consider occupational vaccination, in collaboration with other Departments, including the Department for Education.
We are all acutely aware of the impact of school closures on our children, none more so than those of us who have children and are trying to juggle work and home schooling. Will the Minister assure the House, however, that schools will reopen only when the scientific evidence indicates that it is safe to do so, not because of pressure from the Back Benches?
I hope that the Minister has a set of key targets that must be met before reopening. Can he share them with the House today? Is there a maximum R value that the Government are looking at if we are reopening? I echo the call from the Chair of the Education Committee, the right hon. Member for Harlow (Robert Halfon), for the JCVI to look at the prioritisation of teachers for vaccination.
As I said to the hon. Member for Stretford and Urmston (Kate Green), we have restricted attendance not because schools are unsafe, but in order to reduce the overall number of social contacts in our community. Both PHE and the Department of Health and Social Care confirm that the system of controls we have in our schools—the extra hand-washing, the hygiene, the ventilation, the one-way systems, the masks in communal areas and so on—create an inherently safer environment for children and staff, where the risk of transmission of infection is substantially reduced. This is about reducing transmission in the community, and it is one of the measures after tier 4 that we introduced to achieve that.
The hon. Member for Glasgow North West (Carol Monaghan) asked about the criteria for emerging from the lockdown. As I said at the beginning of this UQ, those criteria include hospitalisation rates, mortality, the rate of vaccination, and the challenge of the new variants, but I can assure the hon. Lady that we will be led by the advice of the Scientific Advisory Group for Emergencies, the Joint Biosecurity Centre, PHE, and the chief medical officer in any decisions we make regarding the reopening of schools.

Commons Chamber[Inaudible] This important motion, which the SNP absolutely supports—in fact, every Member with a conscience should be supporting this motion.
In my maiden speech, I talked about the difficulties of young people learning when they were hungry or living in a challenging environment. This pandemic has made those issues even more acute. There are some basics that every child needs, such as food and warmth, but for successful learning to take place, they also need a safe place to study and access to appropriate resources. I am sure that Members will join me in welcoming the Scottish Government’s ongoing commitment to free school meals, including in holiday periods. This is currently a cash-first response or vouchers for those eligible for free school meals, based on the individual family preference.
Our support for our most vulnerable children goes beyond free school meals. This year, we have introduced the game-changing Scottish child payment for eligible children under six to ensure that these youngsters have the very best start in life. Thousands of children and young people in receipt of free school meals are being supported through an additional £100 payment for every eligible child in the household. Despite the financial challenge, this shows a clear political commitment by the Scottish Government to the wellbeing of our youngsters.
We need a similar commitment from the UK Government to ensure that no child is going hungry, and that includes school holiday support. Having seen the shameful images of free school meals from last week, I ask the Government why private companies are profiteering off the back of hungry children. It should not be up to a private provider to decide what constitutes a weekly lunch offering. One thing that I know for sure is that families living in poverty know just how to make their budget stretch, so rather than arguing over who exactly is responsible, the Government should follow the example of the Scottish Government by just giving the families the money and trusting parents to feed their own children.
The Scottish Government have acted quickly to provide digital devices and support for remote learning. The Secretary of State said last week that Barnett consequentials would be delivered to the Scottish Government for additional spending on laptops and tablets. It would be useful to know when we can expect this funding. There are some very good online resources. In Scotland, we have sites such as e-Sgoil and SCHOLAR, but despite the quality of these resources, they will always be second best to a normal classroom environment. They should not be considered a substitute for high-quality classroom teaching, where there is development—for example, of investigative and collaborative skills—and where teachers can identify issues and target support.
However, until we can reopen classrooms, access to these resources must be made available to all. Without this, all the digital devices that the Secretary of State describes are little more than glorified typewriters, so it would be good to hear a better explanation than he gave this afternoon as to why he refused BT’s offer of internet access for disadvantaged learners. If he is struggling to identify these young people, he can contact the schools; they know exactly who is in need of such support. Ultimately, if the UK Government cannot deliver for Scotland at this time, they should devolve powers over broadband and borrowing to the Scottish Government, so that they can consign digital exclusion to the past.
There is not a person in this place who does not want children back in schools as soon as possible. This pandemic has highlighted the incredible job that our teachers do, so my final plea is that teachers be prioritised for vaccination, to ensure they have the confidence to return to full class teaching.

Commons ChamberAt every stage, we on the Government Benches—and, I am sure, those on the Opposition Benches—want to deliver the very best for every single child, wherever they live and whatever background they come from. The hon. Gentleman may want to play politics over children’s lives, but we are focused on delivering for those children. That is why, on top of the stock of 2.9 million laptops and tablets that are already out there, we took the decision to invest £400 million in purchasing and distributing an additional 1.3 million devices, making a total of 4.2 million devices in the school system.
Of course, a laptop or a device is really just a glorified typewriter if you cannot access the internet. We know that nearly 1 million youngsters in the UK are in that situation. Given that BT’s offer of free internet access was rejected by the Secretary of State, how does he plan to help such children to access the internet for remote education?
At every stage, we work with many companies, including EE, Three and BT, to ensure that we maximise the amount of data that is available for those children who are most vulnerable. The hon. Lady will be pleased that many children in Scotland are able to benefit from the work we have been doing with those providers. I imagine that she will be keen to pass on her thanks and appreciation for that work, which has been undertaken to the benefit of all children in the United Kingdom.
Of course, I welcome the support that these internet companies have provided; I only wish the Secretary of State would take his responsibility in this area more seriously, and had moved more quickly. The success of remote learning is not just about the right equipment. It is also about youngsters’ readiness to learn, and that includes whether or not they have eaten. The Scottish Government are ensuring that no child is left hungry during remote learning by ensuring either a cash-first response or vouchers, depending on the preference of the family. Having seen the meagre offerings in these free school meals from some private providers in England, will the UK Government make a similar commitment, and provide either cash or voucher support to the families who are entitled to free school meals?
As the hon. Lady is probably aware, we have opened up the national voucher scheme to all schools in England. We give those schools the option of providing food parcels or locally procured vouchers, or of making use of the national voucher scheme. This is a broad range of options for schools, enabling them to ensure that all children are fed, which I believe is both her priority and mine.

Commons ChamberWe should not, of course, be surprised at this latest U-turn on schools. Any student teacher knows that planning is a key skill, but it is one that the Secretary of State has yet to master. His decisions have been made in a reactionary and last-minute manner. Schools in England have predictably gone from being open, with threats of legal action if they are closed, to being snapped shut in an instant, giving parents no time to put in place arrangements.
Let me say to all Members that we need to be careful about this narrative that children are falling behind. They are falling behind only on an external scale that we have defined for them. We cannot use the same metrics this year as we have before. Much as we all want schools to be open, young people are learning other skills too. That said, it is good to hear that the BBC is producing educational resources. Can the Secretary of State confirm whether there will be resources available for the Scottish curriculum at national 5, higher and advanced higher level?
Teachers are fed up with politicians paying tribute to them one minute and sending them into unsafe environments the next. The risk posed to children in school is small—we have evidence for that—but as the Prime Minister said earlier, pupils can act as vectors, and let us be clear that if a member of staff in a school catches covid, there is increased strain on the remaining staff, so it should not be only high-risk staff who are vaccinated. Before we talk about opening schools, we need a clear position on vaccinations for teachers and school staff. The First Minister has committed to look at that. The Secretary of State has said that he will do everything he can to ensure that schools open, so will he ensure that teachers are a priority for vaccination so that schools can open with confidence?
Finally, there are many students who are now learning at home completely and are not going to return to university after Christmas. They still have to pay for university accommodation. What support will the Secretary of State look at giving to those young people who have to pay out in that manner?
It was interesting to listen to the hon. Lady’s comments about students, which are probably indicative of some of the challenges in the Scottish education system, given that it has fallen down the rankings of the programme for international student assessment. It is really important that we support children so that they can learn. It is really important that we do everything we can to ensure that children are in a position to learn about maths, English, the sciences and the arts. It seems indicative in what she was saying that the Scottish National party is not very interested in making sure that children benefit from a knowledge-rich curriculum.
I would be happy to contact the director-general of the British Broadcasting Corporation on the matters that the hon. Lady raised, and I will write to her with details on that. It is always a privilege to work with colleagues across all nations of the United Kingdom, and it is really important that we share what works well and what works best. I would always be happy to work with her. We have funded extensively the Oak National Academy, which has an incredibly rich curriculum resource, and I notice from the latest figures that it is used by a lot of students in Scotland as well as in England. I would be very happy to share some of the work that we are doing to help to support students in Scotland as well as students in England.

Commons ChamberI join my right hon. Friend in thanking the teachers and support staff who have done so much in his constituency of Harlow to keep children learning. The importance of school is why we continue to proceed with opening primary schools on 4 January. The importance of education is why we are rolling out the mass testing regime, to ensure that secondary school students across the majority of the country will be able to return to school. We know how important this is. Children need to be in school, which is why we will always do everything we can to resist knee-jerk reactions to close schools or colleges. We recognise how important it is for children’s life chances for them to be in schools.
My right hon. Friend raises the important issue of the impact of lost learning, and that is why we commissioned work with the Education Policy Institute and Renaissance Learning to do a close study on lost learning. We will be looking closely at the impact of that, especially among exam year cohorts, as well as on the wider school population, to ensure that that work is there to inform us in any future policy decisions.
I thank the Secretary of State for advance sight of his statement. I join others in recognising the work our teachers and school staff are carrying out in very challenging circumstances, and I hope they are managing to get some well-deserved rest over the Christmas break.
This new covid strain means that it is difficult to make concrete decisions and commitments for the future, but the problem is that Secretary of State is once again making last-minute decisions that leave schools with absolutely no time to plan. Will he therefore outline how his actions align with the advice received from SAGE?
Ongoing testing for school staff is welcome, but anyone who has spent any time in primary or secondary schools will know that these are busy, often tightly packed environments. According to Professor Neil Ferguson, this new strain hints at a higher propensity to infect children. We are therefore asking teachers, some with underlying health conditions, to work in a potentially risky environment. NHS and frontline care staff must of course be prioritised for the vaccine, but will the Secretary of State ensure that, following those groups, teachers are a priority for getting the vaccine?
Let me finish by saying that there is a massive difference between posting activities online and actual live online teaching and learning, with realtime interactions between a teacher and their class. What steps is the Secretary of State taking to ensure that schools have the capacity and bandwidth to deliver proper online learning? Will he accept that he may need to amend his current strategy if the need arises?
I thank the hon. Lady for her comments and for recognising that we are in a rapidly changing situation. We sometimes have to adapt our responses as a result of the changing coronavirus, and I know that the Scottish Government have faced similar challenges to the UK Government.
We recognise that this new strain means that we have to take a different approach. That is why we are saying that the mass testing regime we are rolling out in our secondary schools has to move from being optional and an offer to schools to being something we require schools to do. Schools are a unique environment, and it is important that we put as many protections in place as we can.
Like the hon. Lady, I want to see all teachers right up there in the best possible position to be vaccinated, so that they can carry on the incredibly important work of keeping children in education. I am incredibly pleased that we are in a position to ensure that primary schools are opening on 4 January and that secondary schools will be welcoming back children in the exam cohorts on 11 January and all other pupils on 18 January.

Commons ChamberWe have listened to the concerns about the Bill’s provision covering the mutual recognition of professional qualifications and have decided to exclude the teaching profession, so on Thursday 19 November the Government tabled an amendment to do just that.
That is an encouraging answer from the Minister, so I thank her for that response. She says that the Government have engaged with the GTCS, but last month the GTCS wrote to the Secretary of State on this very matter and has yet to receive a response. Is that normal Government practice when dealing with professional organisations? When should the GTCS expect to hear from the Secretary of State?
As the hon. Lady will know, officials from the Department for Education and the Scotland Office have met the GTCS to discuss these concerns and have passed them to those who are leading on the implementation of the UK internal market proposals. As a result, an amendment to exempt teachers from the recognition clauses of the Bill has been tabled.
It might help the Secretary of State if I say that I am actually over here, which is where he should address his remarks.
With the end of the transition period fast approaching, the Home Secretary’s toxic immigration environment gives our universities little comfort, so how is the Secretary of State countering the Home Secretary’s damaging rhetoric? What discussions has he had with the Home Secretary and the higher education sector about the importance of our international staff and students?
I thank my colleagues in the Home Office, who have worked so closely with Universities UK and universities right across all four nations to make sure that visa applications have gone smoothly. Despite the concerns and worries that many people voiced earlier this year that international students would not turn up, actually international students have been turning up, and I pay tribute to the cross-Government work that has been going on. What a powerful brand the United Kingdom has around the world, demonstrating that universities not just in England, but also in Scotland, Wales and Northern Ireland, benefit from being part of the Union.

Friend raises an incredibly important point, because there is so much evidence that if people have an A-level equivalent qualification, the benefits that they will have throughout their life are significant, with an increase of 10% of average earnings for those who gain that qualification. That is why our lifetime skills guarantee is so vital to ensure that people right across the country have the opportunities that we want all our constituents to have.
Educational attainment depends very much on the quality of the teachers. In Scotland, teachers must attain a specified professional standard, which is not necessarily replicated in other parts of the UK. The General Teaching Council for Scotland has raised concerns about the United Kingdom Internal Market Bill and its implications for the profession in Scotland, so will the Secretary of State agree to meet the General Teaching Council for Scotland to discuss these concerns?
I was delighted to hear last week that the Scottish Tories now support the Scottish National party’s policy on free university tuition. I am sure the Secretary of State will welcome that U-turn, but can he confirm that the United Kingdom Internal Market Bill will not undermine the ability of the Scottish Government to set university fees in Scotland, or to continue providing free university tuition?
The hon. Lady seems always to miss the point that we live in a United Kingdom of four nations together, where there is one single market, and that we have to ensure that there is efficient and proper use of that market so that all four nations properly benefit.

Friend is right: this investment must be properly targeted to ensure that the money that we are spending and the time that is invested by people as they take this training and opportunity leads them into employment and to work. That is why we have to take a targeted approach. That is why we have to take a different approach in terms of further education, an approach we have not always taken, looking at the skills needs in a local area and making sure that we are matching that and delivering those skills for employers and for the young people who are doing the training, to ensure that leads them into work.
I thank the Secretary of State for advance sight of his statement. On the face of it, this move towards skills education is positive, and I certainly welcome the recognition that further education in England finally seems to be receiving, and I am delighted that, once again, he is following Scotland’s lead when he talks of closer alignment between further and higher education, because I have said many times in this place that Scotland does not draw a distinction between FE and HE and that we concentrate on positive destinations, and with good reason. We have the highest percentage of positive destinations for young people in the UK.
Many times, however, I have been lectured by Government Members about university numbers. They cannot have it both ways. If further education in England has been playing second fiddle to higher education, it is because the Secretary of State’s Government have treated it as such. As Scotland has invested in the entire tertiary education landscape, FE in England has suffered a decade of neglect. So can the Secretary of State confirm whether this lifetime loan entitlement means that FE students in England will now be saddled with the same massive debts as their HE counterparts, and since his Government seem to be open to new ideas, when will he be readdressing the issue of their outrageous tuition fees?
I welcome the long-overdue investment in FE infrastructure in England, but will the Secretary of State acknowledge that if he were to match Scotland’s facilities funding, the figure he would be announcing today would be not £1.5 billion, but £8 billion?
Finally, the Scottish Government have committed to a lifelong learning strategy and are investing £25 million to support adults retraining. However, similar courses will not be available in England until April 2021. Those whose jobs have been affected by covid cannot wait seven months, so will the Secretary of State work with colleagues to ensure this funding is brought forward and people can start training immediately?
Of course we always look right across the United Kingdom, as one United Kingdom, to see how we can learn best and work well together, and I am sure that the hon. Lady is as much an advocate of that as I am—or maybe not quite as much—and she will no doubt be delighted to hear that over £1.5 billion has been spent in terms of capital in the FE estate, and that has approximately £300 million of Barnett consequentials for the devolved nations. So that is even more good news that we are delivering for Scotland as a result of having a Conservative Government for the United Kingdom—extra investment into FE in Scotland, and I hope the hon. Lady ensures that that is delivered into Scottish further education colleges.

Commons ChamberWe expect students to follow the same rules as we ask everyone in society to follow. Those who have tested positive for covid or have been in close contact with someone who has would understandably be asked to self-isolate. Universities are working closely with local public health teams to ensure that that happens. We always want to ensure that there is a sensible and proportionate response to ensure that students are able to go about their business and continue their learning online and, importantly, face to face.
I start by declaring an interest: my son is currently at university having to deal with online lessons and my husband teaches in a university.
Unfortunately, covid is only one of the challenges facing universities, with a hard Brexit fast approaching. I start by joining the Secretary of State in praising the steps that universities have put in place to keep staff and students safe through blended and online lessons and mental health support. I hope he will join me in recognising the support that has been given by individual universities such as Glasgow, which will refund one month’s rent for any student having to self-isolate in halls, and Dundee University, which is offering free accommodation to international students who have to quarantine. Students and young people should not be blamed for the rise in cases. The vast majority are complying entirely with the guidance.
While Scottish students attend university in Scotland for free and therefore are not financially impacted by fees, students in England will pay over £9,000 for a mostly online education. This is clearly the time to reflect on the fee-paying structure of higher education and consider following Scotland’s example of free higher education for all. What discussions has the Secretary of State had with Cabinet colleagues on reducing fees and increasing Government funding to universities? We know that there have been issues in accessing tests in England, and that can be more acute for students, who may not have the ability to travel to testing centres. What steps is he taking to set up on-campus tests for students?
Finally, in the Science and Technology Committee earlier this month, the principal of Glasgow University, Professor Sir Anton Muscatelli, described the R&D road map published by the Government in July as a “very high-level document” that
“needs to be turned into a definitive plan very quickly”,
with clarity given on the Government’s exact plans for investment. Could the Secretary of State set out when details of the road map will be released?
I thank the hon. Lady for her many comments. I know that both the University of Glasgow and Glasgow Caledonian, which neighbour her constituency, have been doing an awful lot of work in welcoming students from all four parts of the United Kingdom. That demonstrates how important the United Kingdom is for all universities to succeed, in terms of collaboration.
I thank the hon. Lady for putting forward policy suggestions for future Conservative party manifestos. We want to ensure that universities are properly funded, so that they are able to have world-class facilities that can beat other universities anywhere in the world.
