I am happy to give my hon. Friend the assurance he asks for. It was clear in the conversations that I have had that speed is of the essence. I know that colleagues from all parts of the House have had many conversations that have informed the representations made in this place. There have been a number of ad hoc schemes over the years. Various Governments—to be fair, of all parties—have amended and sought to upgrade those schemes, but this compensation scheme is qualitatively very different. It is an admission of culpability and responsibility by the state, and it marks that responsibility. We need alignment of the different schemes on getting the journey of assessment done as quickly as possible. That is what we will do.

I represent five individuals or families infected or affected by the NHS infected blood scandal. One constituent was infected with hepatitis C as a child through contaminated blood products used at Royal Manchester Children’s Hospital, but he was forced to use all his stage 2 payment of £50,000 to pay for the treatment Harvoni when he developed cirrhosis of the liver. He should not have had to do that, and I hope that there will be redress for that. Another constituent, a single mother, died aged 47 after being infected with HIV after a routine blood transfusion. She had to keep her condition secret, due to the stigma and ignorance that existed at the time. As she was a single mother, her family have never had any compensation. On their behalf, can I ask the Paymaster General to clarify what sum has been allocated for compensation? What is the size of the package? Will it be open-ended, because we know that people are still developing conditions? He confirms that new interim compensation payments will be made within 90 days, but he seems unable to say what the timeline for full compensation payments will be. I underline the point made by my right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) about the need to ensure that the compensation authority is accountable to Parliament. We must have that. Finally, I commend my right hon. Friend on all her work on this campaign.

I thank the hon. Lady for her points, which I will address. The first that she makes is that everyone who has been impacted by this scandal is an individual and has had a different pathway, in terms of vulnerability, financial obligations and difficulty accessing the schemes. That is why it is important that I reinforce the fact that the Infected Blood Compensation Authority will have an appeal mechanism, and people will have the right to go to tribunal if they believe that the tariff-based system does not reflect the circumstances that individuals may have experienced. There is no restraint on people using the legal system as well, if that is what they wish to do.

I did say that the interim payments of £210,000 would be paid within 90 days, starting this summer. I also said that the full payments will start by the end of this year; I confirm that is the calendar year, to remove any ambiguity. The Chancellor and the Prime Minister have been clear that we will pay whatever it costs. I cannot tell the hon. Lady what that number is, because we have not yet finalised the severity bandings and verified the work on the tariffs. That is the meaningful engagement we are having with the communities, supervised by Sir Robert Francis. As for the numbers affected, there is obviously a wide range. We are talking about the number who qualify by virtue of the qualification of the infected person. Exact numbers do not exist. I set out who can access the scheme; the principal is that the scheme is accessible to them, and the Government will pay whatever it costs to meet those obligations.

As ever, my right hon. Friend is absolutely correct to highlight the record of Labour’s police and crime commissioner, and West Midlands police has actually been put in special measures on Simon Foster’s watch. When it comes to the green belt, we have all seen the new wheeze from the Labour party—redesignate green belt “grey belt” and concrete all over it. Well, the Conservatives will not allow that to happen, and people up and down the country will vote Conservative to stop that happening.

Q8. Conservative Ministers like to blame strikes and the pandemic for the appalling waiting times in the NHS. The Blackpool Teaching Hospitals NHS Foundation Trust has not hit its target for seeing patients in A&E within four hours since 2015—before the strikes and before the pandemic, but five years after the Conservatives came to office. So who does the Deputy Prime Minister blame for that?

Labour Members like to pretend the pandemic did not happen, and they like—[Interruption.] That is the cause of the biggest pressure on the NHS. They complain about NHS performance while backing strikes by doctors, who unreasonably want a 35% pay rise. Despite all of those pressures, actually A&E performance has improved in the past month.

I first met Tony Lloyd in 1988. My husband Colin and I were looking for help putting on an Amnesty International showing of artwork to celebrate the 40th anniversary of the UN declaration of human rights. I contacted Tony, whom I had not met previously, and he helped us to arrange the showing of those artworks at Manchester central library. We also managed to have a fantastic launch event at the library, featuring Tony and some actors from “Coronation Street”. The wholeheartedness with which he supported what we wanted to do with that event on human rights was typical of Tony.

Tony was the MP for Stretford at the time I became a councillor on Trafford Council. Having been a Trafford councillor himself, as we have heard, Tony was a great mentor for all of us new councillors who were elected when we won Trafford Council in 1995. I can remember Tony and Judith at our Trafford Labour social events, and in particular his very good salsa dancing.

Tony has a remarkable record of service as an MP in Trafford and Manchester, our police and crime commissioner, the interim Mayor and, most recently, the MP for Rochdale. He was also the long-serving chair of the parliamentary Labour party. In all those roles, Tony had a substantial influence on our political life, particularly in Greater Manchester and the north-west, but more widely in his role as a committed internationalist.

The final thing I want to pay tribute to is Tony Lloyd’s sheer decency and humanity. I thank him for his friendship and support across the years, and I want to send love to Judith, his children—Siobhan, Angharad, Kieron and Alexandria—all the family and Tony’s staff. We will miss him terribly.

Like many hon. Members present, I have a number of constituents who were infected with HIV or hepatitis C through the scandal and several have lost family members. I want to echo what some of them are feeling. One of my constituents described her parent’s diagnosis with HIV due to infected blood as

“a catalogue of soul destroying, humiliating neglect and ultimately alienating experiences”

and told me that it is now 30 years since her parent died,

“and the intense sense of loss and pain remains profound and is felt every single day.”

People infected and affected need tangible action now to help to alleviate that suffering. The question the Minister has to answer is when he will establish a full compensation body and when that will become operational.

I am obviously going to have to repeat myself several times. I have set out clearly what is new today: the psychological support and the appointment of the necessary expert, in a matter of days, to take forward the work needed to get to the point where a comprehensive response can happen. We have committed to when the timetable will happen with respect to the final inquiry, and we are doing everything we can to reach that. While I recognise that that is a matter of three or four months further down the road, I am trying to make sure that, when the response comes, it is as comprehensive as it possibly can be, addressing all the dimensions of the misery that the hon. Lady movingly spoke about.

I strongly commend the right hon. Member for Kingston upon Hull North (Dame Diana Johnson) for her work for those who have been impacted by the infected blood scandal, and I look forward to working across the House on this important issue. The Government have accepted the moral case for compensation but it is only reasonable that the response is fully informed by Sir Brian Langstaff’s final report, which is anticipated in March next year.

I have raised in written and oral questions with the former Paymaster General, the right hon. Member for Horsham (Jeremy Quin), the case of a constituent of mine whose father died following infected factor VIII treatment. The family could not even grieve properly, because of the stigma around HIV and AIDS at the time. Compensation will not bring their father back, but it would give the family closure. My constituent contacted me after a statement in which the former Paymaster General said that the Government accepted that there is a moral case for compensation for those affected by the scandal, as the Minister has just done, but also said that those infected and affected have suffered enough. Given the acceptance by Ministers that the children of those infected have suffered enough, when will the Government make interim compensation payments to the estates of those who have died as a result of infected blood products and, separately, to those affected whose parents have died?

The best answer I can give the hon. Lady is that it will be

“as quickly as reasonable thoroughness permits”,

as the inquiry chair said in his response. I am totally aware and sincere in my appreciation of the frustration that exists on this issue. As I say, seven days in, I am doing everything I can to move things forward and to gain assurances from across Whitehall so that I can update the House as quickly as possible. I sense the palpable frustration, and I realise that this issue needs action as soon as possible.

I agree with part of what the hon. Gentleman has said. I agree about the whole-system analysis: many parts of the decarbonisation journey that industry will need to take on will be a much bigger question than simply unplugging one form of old fossil fuel technology and plugging in another. For instance, the steel industry will have to think about scrap if it is to make the conversion to electric arc furnaces; and if we are to move towards synthetic fuels, we will clearly have to look at where the feed stocks are coming from.

However, one of the most defining features of the past 13 years—I say this without any kind of partisanship—has been a series of very ambitious targets from this Government in areas that relate to decarbonisation, but with no real means to deliver them. That target is then pulled away, and confidence in the British state to decarbonise falls apart. I am thinking particularly about the famous “cut the green crap” comments from the former Prime Minister, David Cameron, regarding home insulation. When we talk about changing existing Government policy, we should not underestimate just how little confidence the international business community has in this Government’s promises at times. Broadly, the approach has been very ambitious targets but with no means to actually deliver them, which undermines the case.

My hon. Friend is making a very effective speech. As he is talking about targets, will he come on to the roll-out of charging points? My constituency has three motorways in it and incredibly high levels of pollution. We need to remove all the barriers, both to net zero and to reducing that pollution. Does my hon. Friend agree that constituencies in the north such as mine need that situation addressed? It is shameful that, as I understand it, more chargers were installed in Westminster this year than across the whole of the north of England. We in the north have those issues of pollution, and we need to move faster in addressing them. My hon. Friend may be planning to come on to that point, but it is an important one.

I am incredibly grateful to my hon. Friend for making those points. The approach of the Front Bench—from her, from me on industrial policy, and from my hon. Friend the Member for Sheffield, Heeley on transport policy—must bring those two things together. We need the policies in place that will make this country a world leader in the production of vehicles and ensure that it also works for consumers. She raises the fact that there are more charging points in Westminster—I know my hon. Friend’s constituency, which is not far from mine—and the difference between comparable parts of this country, north and south, in the level, density and availability of chargers is unthinkable, let alone in comparison with Norway, for instance. Not only do we not have enough chargers but grid, maintenance and connection issues often mean they are out of order. I absolutely assure my hon. Friend that when we as a shadow Cabinet and a potential Government think about these issues, both vehicle production and consumers are paramount. Clearly, consumers want to purchase electric vehicles—that is the growth part of the market—but too often we do not have the infrastructure in place. It cannot be some form of novelty. I have driven electric vehicles around Greater Manchester when it was something of a novelty—I could get access to chargers and, at times, preferential parking spaces near Deansgate, which is no small thing—but for mass market usage, neither the policies nor the infrastructure are yet in place. That needs to be widely recognised.

On the international trade position, it was always imperative to have a domestic battery industry, but it has become an existential issue because of the Government’s approach to our trading relationship with the EU. As discussed in relation to regional export markets, eight in 10 vehicles made in the UK last year were exported, so it is widely recognised that the impending cliff edge in the trade and co-operation agreement with the EU on rules of origin is a serious challenge to the future of the sector in the UK. The Government have been far too slow to realise the scale of that danger, and while they may promise that a deal is coming soon, I am afraid that “soon” cannot come soon enough. Major UK manufacturers including Stellantis, Jaguar Land Rover and Ford have all warned that a failure to reach a deal would cost jobs in the UK.

It has been two and a half years since the trade and co-operation agreement was formally signed. That is precious time that could have been used to plan and prepare, but those are two words that this Government often fail to understand. What have they done in that time? They have not secured investment in battery capacity. They have not improved our relationship with our biggest export market, and they certainly have not worked with industry to find solutions.

We know that a breakthrough is needed, and we would use our plans to make Brexit work to ensure that the rules of origin work for British manufacturers. We cannot achieve a compromise without working with our partners in Europe, and I believe that only Labour can be that good-faith partner. Our plan to invest in battery capacity, alongside compromises on the rules of origin, is the sensible way forward to meet our climate objectives and trade obligations and retain our industrial base.

We will make the UK a clean energy superpower by 2030, with net zero carbon electricity lowering costs for the UK car industry by no longer leaving UK industry prone to the volatility of international gas prices, alongside better grid connections and planning reform to ensure that “made in Britain” does not become a thing of the past. That is the prospectus for action we need. Right now, this country needs some optimism. The mantra of this Government—that this is as good as it gets—is as depressing as it is wrong.

We do need to embrace those innovators. One of the reasons we have so much investment in the UK in innovation and the automotive sector is that we are often first out of the door in helping to de-risk and test that technology. The Minister of State, Department for Transport, my right hon. Friend the Member for Hereford and South Herefordshire, will touch on tailings, but just last week I was at the Lower Thames Crossing, which is putting out a pitch to ensure that all vehicles on the construction site have green hydrogen. The several thousand vehicle movements on and off the site carrying freight will also have green hydrogen. The site is a port, and given the level of construction that is taking place, it may be one of the largest construction sites to get to green hydrogen first. I am not sure, but I think it is pretty well on track to being a world leader in that.

The UK-wide innovation strategy sets out our long-term plan for delivering innovation-led growth. Our primary objective is to boost private sector investment across the whole UK, creating the right conditions for all businesses to innovate, giving them confidence to do so and ensuring that we are leading the future by creating it.

Will the Minister come on to the point that I raised with my hon. Friend the Member for Stalybridge and Hyde (Jonathan Reynolds) about the roll-out of charging points? That is an important point. People are making decisions about electric vehicles, and we want them to make the right decisions. There is an absolute dearth of charging points in my constituency and many parts of Greater Manchester, and Westminster has installed more public electric charging points than the whole north of England. The Government are asleep at the wheel. When will they wake up and do something about that?

We are topping and tailing this debate with a Transport Minister and I know he is keen to touch on charging points, but the public charging network is growing quickly, and public charging devices have more than tripled in four years, from 10,300 devices in January 2019, to more than 43,000 in June 2023. The Government expect that around 300,000 charge points will be needed as a minimum by 2030. They are being rolled out at pace, but I do not doubt there will be constituency, case-by-case charge point concerns and the Minister will reflect on those.

One concern that the SMMT and all Members of Parliament who have manufacturing plants in their constituencies regularly raise with me is access to talent. Car companies need highly skilled individuals across the entirety of their business. One reason the UK is attractive is our world-leading universities, with four UK institutions in the global top 10, according to the QS world university rankings. But that is not all. We have supported the automotive sector through the apprenticeship levy, with £2.7 billion funding by the 2024-25 financial year. That will support apprenticeships in non-levy employers, often SMEs, where the Government will continue to pay 95% of apprentice training costs.

We recognise the importance of a level playing field. That is why, at the spring Budget, the Chancellor launched a new capital allowance offer. Businesses will now benefit from full expensing, which offers 100% first-year relief to companies on qualifying new main-rate plant and machinery investments from 1 April 2023 until 31 March 2026, the 50% first-year allowance for expenditure by companies on new special rate assets until 31 March 2026, and the annual investment allowance, which provides 100% first-year relief for plant and machinery investments up to £1 million.

Due to Putin’s invasion of Ukraine, energy costs have been an issue and a concern for the sector. That is why we have again intervened on behalf of the automotive sector, as well as many others, to ensure that the UK’s offer is competitive. It is why the Government have implemented a range of targeted measures to ensure that energy costs for high energy intensive industries, including battery manufacturing, are in line with other major economies around the world, levelling the playing field for British companies across Europe through the British industry supercharger scheme. In addition, to take just one example, the industrial energy transformation fund, now in its third phase, was designed to help businesses with high energy use to cut their energy bills and carbon emissions by investing in energy-efficient and low-carbon technologies. This Government announced £315 million of funding in the 2018 Budget available up to 2027.

The hon. Member for Stalybridge and Hyde talked about providing confidence and support for the sector, and I want to flesh out some of the announcements he was unable to bring himself to say at the Dispatch Box in case that was put into Hansard. Companies continue to show confidence in the UK, and we have announced major investments across the UK, including the £1 billion from Nissan and Envision to create an EV manufacturing hub in Sunderland. I was just on the phone to Envision this morning. It is an end-to-end supply chain. We have £100 million from Stellantis for its site in Ellesmere Port, and £380 million from Ford to make Halewood its first EV components site in Europe.

Jaguar Land Rover has also announced that it will be investing £15 billion over five years into its industrial footprint as part of its move towards electrification. That is great news for the west midlands, where JLR has three production sites, research and development facilities, and its headquarters. I am hugely confident that the UK will continue to attract investments large and small to enable the EV transition and deliver green jobs. Those are the stories we should be promoting at the Dispatch Box, not playing down.

The Government recognise the concerns of the sector, and we are dealing with serious global challenges, including rising costs because of Putin’s horrific war in Ukraine, supply chains disrupted by covid aftershocks and countries turning inward towards protectionism, by which, of course, I mean the Inflation Reduction Act. Acknowledging those issues, over the course of the summer I have been holding a series of business roundtables to understand exactly where the challenges in supply chains are most acute, and where the Government and businesses can work together more closely to ensure that the UK’s supply chains are resilient, now and in the future.

Those headwinds have been felt across the globe, and where the UK sector has been impacted, it has not been uniquely impacted. The entire automotive sector is midway through a once-in-a-lifetime shift away from the internal combustion engine towards zero-emission vehicles. That is good not just for our net zero ambitions; it also has the potential to provide wider economic and social benefits. Of course, our competitors know that too, and the race to secure zero-emission manufacturing capacity across the world is fierce. Some countries seem willing to spend eye-watering amounts. We will be offering targeted investment in the future of the auto manufacturing sector. That means focusing on exactly where we know we are ahead of the game internationally, offering targeted and measured support that reflects the size and scale of our outstanding automotive sector.

As I have said, we have more than a chequebook to attract companies to these shores; our highly productive and skilled workforce, focus on innovation and tech and the ease of doing business are key factors in a company’s decision to base itself in the UK. There is a backdrop of intensely challenging constraints on the sector globally, while the sector is undergoing a seismic technological transformation. It is clearly a difficult situation for manufacturers across the world, but there are positives to be considered, especially here in the UK. The SMMT reported that UK commercial vehicle production has just had its best May performance since 2008, growing by 36.9%—I thought the hon. Member for Stalybridge and Hyde might crack a smile for the sector—and year-to-date output is some 47.6% above the pre-pandemic levels of 2019. That is the message we want to send internationally. It clearly shows that the UK automotive sector is strong, dynamic and fundamentally capable. I want the UK to have a thriving automotive industry. As we take on these global challenges, we will take them on together with the sector.

Some mention was made of R&D support, and I will share all the work we have done. Our R&D and capital programmes delivered through the Advanced Propulsion Centre and the automotive transformation fund are positioning the UK as one of the best places in the world to design, develop and build zero-emission vehicles. They are working together to support the creation of an internationally competitive electric vehicle supply chain. In the coming months, after engagement with industry, the Government will build on those programmes to take decisive action and ensure future investment in the manufacture of zero-emission vehicles, as part of our commitment to building a cleaner, greener, more sustainable Britain fit for the world of the future, not the world of the past that the hon. Member for Stalybridge and Hyde is fixated on.

The automotive transformation fund supports the creation of an internationally competitive electric vehicle supply chain in the UK. It provides support to late-stage R&D and capital investments in strategically important technologies. That includes unlocking strategic investments in gigafactories, which I will come to, motors and drives, power electronics and fuel cell systems. Our automotive industry has a long and proud history. We are determined to build on our heritage as we invest in the technologies of the future, positioning the UK as one of the best locations in the world to manufacture electric vehicles.

I have spoken previously about the Advanced Propulsion Centre, because it does fantastic work in driving technology forward. It was founded in 2013 as a £1 billion joint venture between the automotive industry and the Government to help the industry meet the challenges of innovation and decarbonisation. It facilitates funding to UK-based research and development projects developing zero-emission technologies. The programme helps accelerate the development, commercialising and manufacture of advanced propulsion technologies in the UK. So far, it has supported 199 projects involving 450 partners. It is estimated to have supported more than 55,000 highly skilled jobs and is projected to save more than 350 million tonnes of CO2—the equivalent of removing the lifetime emissions of 14.1 million cars.

Those projects include the setting up of a joint venture between Unipart and Williams Advanced Engineering to manufacture batteries in Coventry, Danfoss setting up a centre of excellence for hydraulic R&D at its plant in Scotland, and Equipmake increasing the size of its manufacturing plant in Norfolk to meet demand for its electric drive unit. That shows how much work can be delivered and how many jobs created if we work with industry and help it de-risk in adopting new technologies.

I recently visited the Warwick Manufacturing Group, which the hon. Member for Stalybridge and Hyde alluded to. I am surprised he did not applaud the work further.

As my right hon. Friend can probably imagine, that was not a topic of conversation around the table in Hiroshima, but I and the Government are committed to bringing down the levels of legal migration. With regard to illegal migration, co-operation with allies is yielding tangible benefits for the UK. He talked about France; the new deal with France strengthens physical co-operation with French forces on the ground. It also strengthens co-operation and intelligence sharing. At the Council of Europe last week, we opened up conversations to work more closely with Frontex, the EU’s border agency. Italy will ensure that illegal migration is a specific topic that is mentioned, discussed and worked on at next year’s G7 summit under its presidency, and I will continue to raise it at all the international fora where I am present.

As the Prime Minister mentioned, President Zelensky attended the G7 summit. One thing that I understand is important to him is that Ukrainian culture has an audience across the world, yet there are concerns that musicians from the Ukrainian Freedom Orchestra and the National Symphony Orchestra of Ukraine will not be able to tour the UK later this year because of the heavy financial and administrative burden of obtaining UK visas. The Prime Minister will understand that funding visa fees and travelling to obtain visas is so much more difficult for musicians in war-torn Ukraine. Last year, the Home Office agreed to waive visa fees and expedite the visa process to allow Ukrainian musicians to perform here. Does he agree that Ukrainian musicians still deserve that support? Will he ask the Home Secretary to ensure that we offer that support as we stand with Ukraine?

With regard to Ukrainian culture in particular, it was a great pleasure for us to host Eurovision on Ukraine’s behalf, which was a fantastic success and was warmly welcomed by the Ukrainian Government and President Zelensky. I am happy to look into the matter that the hon. Member raises, but as she will understand, our overwhelming priority right now is to support Ukraine to ensure that its counter-offensive is successful. That will occupy the bulk of our attention.

Let me reassure my hon. Friend that although I referred in my statement to areas where Sir Robert and Sir Brian presented different nuances and views, I would not wish that to be overstated. Sir Brian had the benefit of Sir Robert’s report; I think he would say that he found it extremely useful that that study was undertaken, to enable him to consider Sir Robert’s report when coming up with his own recommendations. We must not allow any difference between the two—mainly of nuance—to get in the way of our proper and full consideration of Sir Brian’s report.

My hon. Friend referred to interim payments, as did other hon. Members. All I can say is that there is a clear recommendation from Sir Brian. We are working through all that, and we will return to the House in due course, having had an opportunity to review fully those recommendations.

My constituent’s father died following an infected factor VIII treatment. The family did not feel that they could grieve openly because of the stigma around HIV and AIDS at the time of his death. My constituent has told me that although a compensation payment would not bring back their father, it would finally give the family a sense of closure. Does the Minister accept the symbolic importance of compensation payments? Will the Government now commit to including children who have lost a parent in the scope of the compensation scheme, as recommended by Sir Brian Langstaff?

One of the worst of the many dreadful aspects of the scandal is the stigma to which the hon. Lady refers. For a child to go through the circumstances of parents being extremely ill and worried about the stigma and moving house, school or work, is deeply shocking to read now, and in many cases we are 20, 30, or 40 years on from the circumstances. These people went through absolute hell, with the stigma laid on top of dreadful circumstances. I am grateful to the hon. Lady for reminding us of that. I am afraid that I am not in a position to make piecemeal comments on Sir Brian’s recommendation. As I have said, it was vital that he produced the report—a comprehensive report that we need to go through thoroughly, and it is important that we produce our response in due course when we have had a chance to do so.

As one exasperated constituent put it, having not been able to get a GP appointment,

“It seems there are too many patients and not enough doctors and this has gotten worse over the last few years.”

My constituents can grasp the workforce issue, but it seems that the Secretary of State cannot. I agree with my hon. Friend the Member for Wirral South (Alison McGovern) that it is deeply worrying that the new Secretary of State did not mention the pay of care staff, when that is the crucial issue if we are to tackle the 160,000 vacancies in the care sector. Will the Secretary of State tell me why the Government are choosing not to tackle the shortage of doctors, nurses and care staff, which is leading to such long wait times for my constituents?

I want to say on behalf of my constituents in Worsley and Eccles South that we are deeply saddened by the death of Her late Majesty Queen Elizabeth II. She has been the monarch throughout my lifetime, and this loss feels like losing a member of my own family. She was devoted to the service of the nation for 70 years, and she served our country and the Commonwealth with great commitment, deep devotion and dignity.

My constituency of Worsley and Eccles South lies within the city of Salford. One of our most famous artists, L. S. Lowry, was one of the official artists at the coronation of Queen Elizabeth II in 1953. His classic work from that momentous day is called “The Procession passing the Queen Victoria Memorial”. In October 2000, the late Queen officially opened the Lowry theatre and art gallery in Salford. During her visit, the Queen greeted staff and volunteers from the Lowry and spoke to local schoolchildren who had created an exhibition of photographs about life in Salford. His Royal Highness Prince Philip was the first chancellor of the University of Salford, and the Queen supported him in his role as a dedicated and active chancellor during his 24-year tenure at the university.

In 2012, during her diamond jubilee tour, the late Queen opened MediaCity, the home of the BBC and ITV Granada in the north, as well as other media service companies, and the media base of the University of Salford. It was an honour for me to meet the Queen on that occasion. The late Queen’s last visit to Salford was in July last year. She met actors and members of the production staff at the “Coronation Street” set in MediaCity, in celebration of the show’s 60th anniversary.

As the shadow Minister for civil society, I know that many charities hold the late Queen Elizabeth II in very high esteem. She was the patron of more than 600 charities, military associations, professional bodies and public service organisations, and tributes have been pouring in from many of them over the last couple of days. The late Queen’s patronages cover every area of the charity and voluntary sector, from charities for young people to the preservation of wildlife and the environment. The values that she possessed of selfless public service, compassion and leadership encompass the spirit of our civil society.

In her Christmas message of 2016, Her late Majesty talked of drawing strength from

“ordinary people doing extraordinary things: volunteers, carers, community organisers”,

and she said:

“On our own, we cannot end wars or wipe out injustice, but the cumulative impact of thousands of small acts of goodness can be bigger than we imagine.”

Her own thousands of acts of goodness will be remembered for generations. I know that her legacy will continue to live on in the thousands of charities and volunteers dedicated to supporting communities across the UK and around the world, and that King Charles III will continue the traditions of selfless public service, compassion and leadership. God save the King.
