Overcrowding and inadequate food, water, shelter and sanitation—the World Health Organisation has already warned that these are ideal conditions for disease to spread. What steps is my right hon. Friend taking to support partners on the ground in Gaza to help prevent the outbreak and spread of disease?

My hon. Friend is entirely correct. There is a huge danger that, as a result of insufficient food, appalling sanitation and inadequate shelter—made worse by the winter rains—these conditions will persist, and that is why we are intent on trying to get the number of trucks that get into Gaza up to 500 a day. It is also why we have deployed this medical team, working with others, to see what can be done immediately on the ground.

Thank you, Madam Deputy Speaker.

I very much respect the hon. Gentleman’s heartfelt concerns. I hope I did not misunderstand what was said earlier; it was on a Home Office matter, and we have not been able to discuss it at length with that Department. He makes a valid point, however, but anyone who goes to Brunei will recognise what a welcoming and open place it appears to be, and that seems so at odds with the idea of having a sharia penal code with all of the potential punishments in place. However, please be assured that we will not be complacent about this matter and will try to ensure that we get some progress along the lines suggested by Members.

I welcome the Minister’s statement and thank him for repeatedly raising concerns regarding these laws with the Government of Brunei. The penal code introduced in Brunei is nothing less than barbaric. What more can the British Government do to put pressure on the Government of Brunei and ensure the strength of opposition from across the world to the introduction of this punishment is felt?

I thank my hon. Friend for his question. The sheer strength of expression here, both in the press and in Parliament, will I think make a strong impression in itself. We will make sure our counterparts, and in particular our high commissioner Richard Lindsay, are made well aware of the universal strength of opinion on this matter and the desire to ensure that we regularise our relations with Brunei partly by seeing genuine progress amidst the concerns raised here today.

I welcome the hon. Lady’s intervention. Basically, I am talking about making changes to the system in a cost-effective way. We are talking about system changes to multiple transactions, which, as I have said, are hardly groundbreaking in terms of online systems that exist in other spheres. I am talking about having access to these databases that already exist. Over time, intelligence-led risk profiling would also make sense. It is not about saying that for every company registration there needs to be an incredibly cumbersome process; it is about saying that measures could be taken in a fairly cost-effective way to use the technology and the ability that we now have—while things are being registered online—to identify where the problems are, in much the same way that when we enter a company name with one of those 135 sensitive words, a flag goes up, and it will be looked at by some human eyes. We could certainly have that system in place with a wider set of parameters without impinging on the general efficiency of the system, which no Member would want.

The hon. Lady is very kind in giving way. I have a very quick question for her. She rightly answers the question from my hon. Friend the Member for Lewes (Maria Caulfield) about the process and, potentially, adding additional cost. The hon. Lady probably did it herself but many people use intermediaries—be it solicitors, accountants or other individuals and businesses that do it for them. Does she foresee additional cost being created because of the additional administration involved?

What we are discussing here is having additional checks at the Companies House end. For other organisations, some additional checks already happen. The hon. Gentleman is right that I did do a bit of a test run to check what I had said about it being straightforward. Happily, it generally was fairly straight- forward and an easy system to use. None the less, I think that there would be a way we could use new technology to improve enforcement work through the Companies House website. Additional resources will be needed if we are to take this seriously, and I hope that the Government will recognise that in their response.

I congratulate the hon. Member for City of Durham (Dr Blackman-Woods) on securing this important debate on the most serious humanitarian crisis facing the world today.

On visiting the camps with the Conservative Friends of Bangladesh in September, I witnessed some of the most horrific scenes imaginable. I know that several hon. Members across the Chamber have also visited. We saw makeshift camps as far as the eye can see and poor sanitation, and it is mostly women and children there, because husbands have been killed. We saw women fleeing with their children—largely daughters—because their houses had been burned, walking for five days with just the clothes on their back, clutching their children. In every case, when we spoke to people, it was the Myanmar military that had conducted those atrocities and horrific attacks.

I have to say, I am immensely proud of the role that the United Kingdom has played in terms of aid. We visited the Kutupalong camp and a camp right on the border with Myanmar—so close that we could see the smoke over the border—and were shown images of landmines and heard horrific tales. I was really proud to see the Union flag from the British people and that aid was going there. I think we are the largest bilateral donor, having given some £47 million. I was pleased to see the Secretary of State for International Development there this weekend, committing a further £12 million. I am pleased that we are playing our part, but that is only half of this issue. We have to provide the aid, but the second half is the diplomatic efforts.

I am also proud of what Bangladesh has done. It has a population of 160 million, and Sheikh Hasina has welcomed these people and said, “If we can feed 160 million, we can feed another 500,000 Rohingya.” That is an incredibly noble thing to do, and I applaud the Bangladeshi Government. However, I draw the line at the deal with Myanmar, because I have serious concerns about sending people back to a state—Rakhine state—in which they are not welcome, are persecuted and will have all sorts of untold violence inflicted upon them.

On our visit, we saw people with nothing, as I am sure other hon. Members did. There is no way they would have the documentation necessary. Even if there were some sort of rules about documentation, the majority of people will not fulfil those criteria.

My hon. Friend is absolutely right. Stateless people will not have rights or protections, which is a serious concern. All the refugees we spoke to in the camps said they wanted to go back to Rakhine province, but only when it was safe and their security was guaranteed. Before we talk about, endorse, sanction or support any deals between the Myanmar Government and Bangladesh, it is important that security and protection is guaranteed and that we see the humanitarian charities and NGOs in there to protect those people’s rights.

Several hon. Members have talked about what the UK is doing. I am proud of what the Minister has done so far. There is always more that we can do, but we need to talk about tangible measures that the British Government can take. As we know, measures at the UN have been blocked by both China and Russia. China is key. I met the Foreign Secretary only last week. We have to put pressure on China, which has a border with Myanmar, because it also has concerns about humanitarian crises in Myanmar spreading and refugees potentially entering into China. We have to stress the point that China is key, and diplomatic efforts should be directed that way.

I am conscious of the time, so I will conclude. I know the Minister is as passionate about solving the issue as the rest of us. I implore him to do as much as he can to help to resolve it.

It is all too often overlooked that Balfour’s second condition, that the rights and political status enjoyed by Jews in any other country must not be prejudiced, was almost entirely ignored by neighbouring states. Over 800,000 Jews were expelled from countries in the middle east and north Africa following the United Nations decision to partition Palestine in 1947. More than 200,000 found refuge in Europe and north America, while almost 600,000 were successfully resettled in Israel. These Jewish refugees were absorbed as citizens and their contribution to society is well known today.

While those Jewish refugees have been forgotten by the world, there have been over 170 UN resolutions on Palestinian refugees and 13 United Nations agencies and organisations have been mandated or created to provide protection and relief for them. Today, Palestinian refugees are the only refugee population in the world whose status includes subsequent generations, with 5 million people defined as Palestinian refugees. To put that into context, the number of Palestinian refugees alive who were personally displaced in the 1948 war of independence is estimated to be 30,000.

It is only right that the UK should use this landmark moment to give fresh impetus to the stalled peace process and support the resumption of direct peace talks without any preconditions. That remains the only way to complete the vision for two states and two peoples. As the architect of the Balfour declaration, Britain retains a key role in this process. I applaud the Government’s principled stand at the Paris peace conference earlier this year when they asserted that international conferences without the involved parties cannot achieve peace. Only direct talks between Israel and the Palestinians will result in the two-state solution that we all agree with.

Just as the Jewish people have a legitimate claim to the land, so too do the Palestinians, who deserve a sovereign state of their own. A viable, thriving Palestinian state could offer much to the region. With the highest education rates in the Arab world and the potential for a seaport in Gaza trading with the world, a sovereign Palestinian state would have enormous potential, living in peace alongside a safe and secure Israel. The two countries could be a dynamo for great growth in the area.

I congratulate my hon. Friend on securing this debate. In 2015, I had the opportunity to tour Rawabi in the west bank. Does he agree that Rawabi gives us a glimpse of what a future Palestinian state could look like and aspire to?

Yes, I do. I have also viewed Rawabi, which not only is a great example of what can be achieved in peaceful co-existence with other parts of Israel, but gives a great opportunity to the very people who need assistance. I very much agree with my hon. Friend.

It is time that the Palestinians and their Arab brothers reversed the fateful decision in 1947 to reject the internationally endorsed partition plan. It was a historic mistake, which began the cycle of violence that continues today. That is why the gradual warming of Israel’s relations with its Arab neighbours is so especially encouraging. With shared concerns over Iran’s hegemonic ambitions and destabilising influence, Israel is now working more closely with the likes of Egypt and Jordan as well as countries that do not even have diplomatic relations with the Jewish state, including Saudi Arabia, the UAE and Kuwait.

In recent months, there has been a regional push towards a peace process and talk of a revival of the 2002 Arab peace initiative. This year, our Foreign Secretary said aptly that Israel’s Arab neighbours “hold the key” to the peace process. It is only with the support of these Arab partners that the Palestinian Authority will be able to make some of the difficult compromises needed by both parties in the peace talks. The Palestinians need support from their Arab brothers to return to peace talks, and I urge the Minister to encourage dialogue in that regard. Will he update the House on the progress of on any initiatives that he has promoted to achieve that?

Polling regularly shows that more than half of Israelis and Palestinians still support a two-state solution, so the window of opportunity is still open—but it might not be forever. Inexplicably, the Labour party’s youth wing has this month seemingly repeated the historic mistake of the Arab leadership in 1947 by rejecting a two-state solution between Israel and the Palestinians. I hope that does not become official Labour party policy.

It is hard to put 600,000 people fleeing persecution into context until one has been to the camps and can visualise the thousands of desperate people. To try to put it into some context, however, the situation is roughly the same as if the population of Glasgow or Sheffield were all fleeing the most horrific persecution and violence. On arriving at the camps with my hon. Friends the Members for Sutton and Cheam (Paul Scully) and for St Albans (Mrs Main), we saw thousands of people—mainly women and children—thick mud, makeshift tents and shacks as far as the eye could see, terrible sanitary conditions, awful latrines, and makeshift schools. The scenes were horrific.

The Bangladesh Government are absolutely trying their best and, to echo the comments of my hon. Friend the Member for St Albans, I do not think that they could be doing any more. Bangladesh is a relatively poor country with a population of 160 million people. A third of the country is underwater, yet they say, “If we can feed 160 million, we can feed another half a million.”

As Bangladesh is a fellow Commonwealth country, does my hon. Friend agree that we should have some kind of Commonwealth response in the light of Bangladesh’s appalling amounts of additional work to feed and provide hospitality to these fleeing people?

My right hon. Friend makes a good suggestion that I hope the Minister takes on.

Bangladesh is doing a great job, but it is under considerable pressure. The movement of people, particularly within the past few months, is on an unimaginable scale—the figure was some 10,000 to 15,000 people just over the past weekend. What camp could cope with such numbers of people desperate for help?

We saw many people and discussed many different stories, most of them absolutely tragic. As my hon. Friend the Member for St Albans said, we picked the people to whom we spoke; we were not directed. Either this is the biggest conspiracy theory in history, or they are telling the truth, and I choose to believe they are telling the truth.

I want to tell the story of a lady whose house was burned, with her husband killed and son murdered before her eyes. She picked up her remaining children and what possessions she could carry, and walked for five days in the hope that things might be better somewhere else. She got to the camps. As I spoke to her, she held her eight-month-old baby, who looked around four months old because they were so malnourished. She was desperately trying to feed her baby as we spoke, but her malnourished body could not produce the milk to do so. As a father myself, it broke my heart. That story is not a one-off; it was the same with every person to whom we spoke, mostly women who had gone through such a horrific ordeal, and in some cases worse.

We visited a makeshift school in the camps and heard 30 or so children singing “We Will Overcome” in English, because hope is all they have left. I am incredibly proud, as we should all be, of the role that the Department for International Development and the United Kingdom are playing through UK aid. It fills me with pride to see UK aid from the British people used all over the camps. Can we do more? Of course we can.

This is my message to all those who sent me emails and Twitter messages after Prime Minister’s questions last Wednesday to say that we should not be sending UK aid: “You are wrong. This is exactly where we should be sending UK aid.” I am incredibly proud of what we are doing, as everyone in this country should be. Yes, we have to do more through diplomacy and work within the United Nations. I am grateful for the Prime Minister’s response, and I know the Minister has visited the region and is as passionate as me about addressing this issue.

My hon. Friend’s personal visit cannot be repeated by all of us who have read about the situation. Is there anything we can do to get aid more quickly to where it is needed? The speed of response seems to be one of the big problems in helping people on the ground.

There are many ways in which we can help, and I look to the Minister, and to DFID Ministers, to answer that question. The scale of the challenge is the issue. The Bangladeshi Government have recently set aside another 2,000 acres of land for the camps to expand, but they need money. That is why I encourage Members and people across the country to support the DEC appeal, which DFID is supporting with match funding.

The hon. Member for Bradford East (Imran Hussain) referred to landmines and helicopter attacks in his extremely passionate speech. We went to the border and saw that for ourselves. Yes, Bangladeshi military officials told us about it, but so did individuals. We saw videos on people’s phones of landmines, landmines being laid and people who have had their limbs blown off by landmines. There is no excuse anywhere in the world for landmines. We have to condemn the Myanmar Government in the strongest terms possible if they are using landmines, as I believe they are, and helicopter attacks to drive people towards the border. Whether the Myanmar Government are planting those landmines to prevent people from crossing the border or to prevent them from heading back into Rakhine state, it does not matter. This is wrong and we should absolutely condemn it.

I know the Minister is as passionate as I am about this issue, and I am proud of what we are doing. The Rohingya people are desperate to go home, but I just ask him to redouble our efforts to make sure that the UN, the humanitarian agencies and the NGOs can work in Myanmar not only to keep people safe, but to protect that all-important humanitarian aid.

My right hon. Friend is making some incredibly powerful points. Does she agree that there will be no peace deal while children are being indoctrinated to “hate the Jews” and the destruction of the state of Israel is encouraged? She rightly points out that schools—and sports competitions—have been named after terrorists, which is completely wrong.

My hon. Friend makes an entirely valid point. In June 2016, a 13-year-old Israeli, Hallel Yaffa Ariel, was murdered as she slept. The 17-year-old terrorist who killed her was subsequently praised on Fatah’s official Facebook page. In a TV interview in September 2015, President Abbas declared:

“We welcome every drop of blood spilled in Jerusalem”.

His Fatah party have praised Dalal Mughrabi as a “bride of Palestine”. She was responsible for killing 37 Israelis, including 12 children, in one of the most despicable attacks in Israel’s history. It is also very worrying, as Members have pointed out, that the recent al-Quds day march in London saw Hezbollah flags flown in full view of the police. One of my constituents described it as “grotesque and unacceptable” that a pro-terrorist demonstration went ahead in London just a short time after we had suffered at the hands of terrorists. Like others, I urge the Government to do away with the artificial distinction between the political and paramilitary parts of Hezbollah and proscribe the whole organisation. The flags carried at the march might have had a small disclaimer on them, but I gather that many included large pictures of Kalashnikovs.

A Palestinian state cannot be achieved through unilateral measures, only through face-to-face negotiations. I therefore welcome the Government’s refusal to sign the one-sided communique in Paris in February. Every Government in Israel’s history have expressed a wish to live in peace with their neighbours. Successive Israeli Governments have declared their support for establishing a Palestinian state through direct negotiations and agreement on mutual recognition, borders and security. Israel’s Prime Minister has repeatedly offered to restart negotiations.

There have been no official peace talks since 2014, but I believe there are grounds for hope. Israel’s relationship with a number of other countries has improved somewhat in the face of shared concern over matters such as the rise of Daesh and the hegemonic ambitions of Iran, which is now involved so heavily in many conflicts in the middle east. That shared concern appears to have opened up new channels of communication and co-operation, and led to a concerted regional push to revive the peace process. This issue divides the House, but I hope we can all agree on the importance of bringing the two sides together so that they can restart negotiations and work together to secure a brighter, better future for both Israelis and Palestinians.

I congratulate the hon. Member for Peterborough (Fiona Onasanya) on an excellent maiden speech. It is always a pleasure to follow a maiden speech and the hon. Lady delivered hers particularly well. I did not agree with every point in it, but it was delivered well and I have no doubt that the hon. Lady will join that distinguished group of Peterborough’s alpha women.

Hon. and right hon. Members have drawn attention to the key obstacles to peace and to the final status issues for the negotiations between Israel and Palestine. The starting point of all negotiations must surely be to determine who will be at the negotiating table itself. On the Israeli side, there is a turbulent but moveable coalition, which is typical of Israel’s lively democracy. On the Palestinian side, again, there are a number of parties, but they are deeply divided both geographically and ideologically. Let us not forget that the Gaza strip has been controlled for over a decade by the Hamas terror group, which is committed to the destruction of Israel.

I thank my hon. Friend for his intervention and agree with every point he made. I am sure we will hear more from the Minister on that in his summing up.

Israel has released Palestinian prisoners who are guilty of committing deadly terror attacks as part of the Palestinian demands for the resumption of peace talks, but I join Israeli Prime Minister Netanyahu and the international community in calling for a return to negotiations without preconditions. It is difficult to see who will be sitting around the negotiating table when the leadership of Gaza and the west bank is so bitterly divided. Geographical separation is something for the negotiating table. Indeed, it is almost a decade since a former Israeli Prime Minister proposed a peace offer involving a route of safe passage between the west bank and Gaza. Palestinian President Abbas only recently admitted that he turned down the 2008 offer, which would have provided for an independent Palestinian state containing all of the Gaza strip and 94% of the west bank, with the final 6% provided through the long-agreed principle of land swaps.

However, the ideological division between Hamas and the Palestinian Authority concerns me more than the issue of land. Any peace agreement at this time would only be formed between Israel and the Palestinian Authority in the west bank, leaving Gaza isolated from a Palestinian state. Yet Israel stands in the middle of the two parties, in more ways than one. Recently, the Palestinian Authority announced that it would no longer pay the full electricity bill for Gaza, where electricity is provided by Israel. The reasoning behind the decision is widely seen as a means of exerting pressure on Hamas to relinquish its hold on Gaza. Accordingly, Israel has begun reducing electricity and is now vilified by the international community—this is illustrative of the entire Gaza crisis.

I strongly believe it is in the interests of all parties involved that international actions prioritise the union of a moderate Palestinian leadership that seeks peace in order to solve the conflict and bring much needed relief to the people of Gaza, as well as, of course, to Israel and the west bank. We must make it absolutely clear to the Palestinians that, as my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) stated, naming schools and squares after terrorists does not show that they are committed to peace.

I hope that hon. and right hon. Members who choose to dwell on different obstacles to the peace process make it clear that although Israel is able to defend itself, we must not underestimate the impact of the divided Palestinian leadership and the repeated mantra that Israel is a temporary entity. I wish the Minister a great deal of much needed luck in his efforts to encourage Israeli and Palestinian negotiators to finally sit down together and make the difficult compromises needed to come to this lasting agreement.

The right hon. Gentleman will recognise that the Prime Minister is going into these negotiations in the spirit of optimism and positivity, from which he could learn a little. I have absolutely no doubt that there will be a great deal for this country, because a great deal for this country is ultimately in the interest of our friends and partners on the other side of the channel, who have a huge amount to gain.

We had a counter-Daesh coalition meeting last week, and the House will know that huge progress is being made. Daesh’s territory in Iraq has been reduced by about 60%, and its territory in Syria has been reduced by about 30%. The UK is at the forefront of that effort, in concert with our American allies and a coalition of 68 other countries.

What I can say about the conversations we have had so far is that, where people have diplomatic or political reasons to travel, or if they are travelling because they are aid workers, there should be expeditious systems for ensuring that they get through fast. That also applies to some of the people who are resident in this country but do not have either dual or UK nationality.

The Foreign Secretary has touched on this point. Sixteen countries currently forbid admission to Israeli passport holders. What the US is doing is without question misguided and wrong, but does my right hon. Friend agree that we should be consistent in our condemnation?

I join other hon. Members in congratulating the right hon. Member for Doncaster North (Edward Miliband) and my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi) on securing this important and timely debate. It is also a pleasure to follow the hon. Member for Motherwell and Wishaw (Marion Fellows).

First, it is important to note that it is entirely for the US Government to determine their immigration policy. During the presidential election campaign, Donald Trump repeatedly stated that he would introduce this measure. In fact, he promised a measure that would go far further than what he is currently enacting. We should therefore be under no illusion that it is both within his power and his mandate to follow it through.

As the Executive order affected British citizens, it was right for the Foreign Secretary to intervene. I was pleased that he confirmed, having spoken to his US counterparts, that UK citizens and dual nationals are unaffected. However, I want to be clear: I believe that this is a misguided policy. The simple fact is that terrorist attacks, committed both in the US and in Europe over the past decade and more, have been carried out not by immigrants and refugees, but by radicalised nationals. It is important to note that on average nine people a year have been killed by Islamic extremists in the US since 9/11. Conversely—this point has already been made—on average 12,843 people are killed by guns in the US every year. Some would argue that the priorities are in the wrong order. Not one refugee from the countries included in the President’s travel ban has killed anyone in terrorist attacks on US soil. Further, the decision to ban refugees from war zones such as Syria and Yemen will serve only to force vulnerable men, women and children to remain at risk of persecution and death. It is also remarkable that the US is banning people from Iraq, a country it is supporting militarily against Daesh.

I have to be clear: the steps announced will not keep America safe. I fear it will serve simply to divide communities and give radical extremists yet another propaganda tool with which to turn vulnerable citizens against the United States. To use the words of the President, this will do nothing more than create more “bad dudes”. As I said, this is a decision for the President of the United States, but I strongly appeal for the Executive order to be revoked. I hope that the Prime Minister and the Foreign Secretary make the strongest representations to that effect.

I just want to raise one final point. Of course we should speak out and I very much welcome this emergency debate, but if we are to speak with authority and credibility then we must be consistent in our condemnation. As I said to the Foreign Secretary this afternoon, 16 countries forbid admission to Israeli passport holders. In recent years, we have granted state visits to the leaders of Saudi Arabia, Kuwait and the United Arab Emirates, all of whom forbid admission to Israeli passport holders. If we genuinely believe that banning individuals on the basis of their nationality is wrong—I very much hope we do believe it—then let us condemn these policies wherever they raise their ugly heads.
