Commons ChamberI could not agree more that these pubs are at the heart of our communities, which is one reason why I have regular meetings with UKHospitality to think about how we can look at bills, including things such as blend and extend.
On Ynys Môn, companies such as Mona Lifting in Llangefni, supported by the Green Digital Academy, which has been funded by £2.7 million from the community renewal fund, are working hard to use their businesses to help to deliver net zero with the installation of solar panels and charging points. Does the Minister agree that it is thanks to the UK Government that innovative, forward-thinking companies such as Mona Lifting are leading the way so we can deliver net zero?
My hon. Friend once again champions her constituency, working with businesses so that in conjunction we can drive up our use of renewables. It is thanks to this Government that we changed the planning rules to make it easier to set up large-scale solar installations. I also welcome households playing their part, with 17,000 solar-panel installations a month last year.

I thank my hon. Friend for her doughty campaigning for nuclear—she is our very own atomic kitten. We are very positive about nuclear and have set out plans for the largest expansion of nuclear for 70 years. Overall that will be a good thing for people’s energy bills and the energy security of this country.

That this House has considered the civil nuclear roadmap and Wylfa.
It is an absolute privilege to speak in this debate on the civil nuclear road map and Wylfa. I secured this debate to highlight the simple truth that large-scale nuclear development at Wylfa in my constituency of Ynys Môn would be a transformational opportunity for the people I represent. It would be the largest inward investment in the history of Wales, and potentially the greatest single action the UK could take in the fight against climate change and in the race for energy security.
I warmly welcome the civil nuclear road map that the UK Government published recently, in which they committed to exploring a third gigawatt-scale project after Sizewell C, and to developing further large-scale nuclear in parallel with small module reactors. I urge the Government to take that commitment further by naming Wylfa as the site for such a large-scale project, and to move forward at speed in announcing a partner to deliver that project in Ynys Môn. I am in no doubt, and neither is the nuclear industry, that Wylfa is the best site in the UK—and indeed all of Europe—for new large-scale nuclear.
I was recently visited by a delegation from Korea. That country has 24 GW of nuclear capacity, and the delegation said that Wylfa was a better site for new nuclear then any site they have. Why is that? Well, we have an existing strong connection to the national grid, we have solid bedrock—ideal for pouring the foundations of a nuclear power station—and we have plentiful cooling water that is deep, cold and close, which is exactly what the engineers need. We also have a site that has been substantially cleared and prepared for large-scale construction by Horizon Nuclear Power, under Hitachi. The industry opinion is unanimous: a third large-scale project must be at Wylfa, and I hope the Government will listen to that advice. Will the Minister commit today, or in the coming weeks, to naming Wylfa as the site for a further large-scale project?
There is one more factor that makes Wylfa ideal for new nuclear, and that is the strong support of the local community. Wylfa means hope—the community remembers what the island was like when the original Wylfa was up and running. To them, nuclear means jobs, investment and opportunity for them, their children, and their Welsh language—for all the young people who otherwise leave the island to find good work.
I am very impressed by the hon. Lady’s bringing forward this debate. From the beginning, she has been very assiduous in the House on this issue. My knowledge of her dates from her first debate in this House, which I think had a similar focus and title. I envy her for having a nuclear site where she wants it. We wish to have the same in Northern Ireland, but it is not possible. Does the hon. Lady agree that jobs should be created right across the United Kingdom of Great Britain and Northern Ireland, and that we should all benefit from manufacturing, jobs and apprenticeships?
I thank the hon. Gentleman for his kind words. He is absolutely correct. This is a UK-wide endeavour, and it means jobs not only on Anglesey but across north Wales and the whole of the UK. If we do not work together on this, we cannot work to deliver net zero by 2050.
The support of my constituents is indispensable, but it cannot be taken for granted. They have had their hopes raised and dashed again and again. They have endured so much heartbreak and disappointment as successive attempts to get the project off the ground have failed. The civil nuclear road map will have raised their hopes one more time, and I beg the Minister and the Government to do everything they can to ensure that those hopes at last begin to be fulfilled. What can the Minister do to fulfil them? As I have said, we can start by naming Wylfa as the site for a further large-scale project. We should also get the land off Hitachi, and the intellectual property from the Horizon project and into the hands of Great British Nuclear. I will put it simply: the land is designated for new nuclear development. If Hitachi will not use it, it should lose it.
I urge the Minister and the Government to think creatively about what we can do. As I understand it, EDF in the last year has paid £200 million from its nuclear fleet to the Government through the electricity windfall tax. Urenco usually pays an annual dividend to the Government of around £100 million from its uranium enrichment activities. Could that money not be used to buy out Hitachi, get the Horizon intellectual property and get on with the project at Wylfa?
As the Minister will know, I met, invited and personally showed around the leading contenders for a large-scale project at Wylfa: Westinghouse, KEPCO and hopefully EDF. All have said that the work Horizon has done to prepare the site and design a plant would cut the deployment time for a large-scale project at the site. We know that time is money, so getting the land and intellectual property into UK ownership is critical. The next thing is to design and start a process this year to pick up one of those prospective partners to execute a project at Wylfa in conjunction with Great British Nuclear. That can and should be done very quickly.
Westinghouse, KEPCO and EDF are all very well known internationally. They all have large-scale designs in commercial operation that the Government and our regulators can visit. The companies’ records are out there for people to see and scrutinise. Indeed, our friends in Poland have just gone through an extensive process to choose from those three for their first large-scale plant. The Czech Republic has done the same and the Dutch have started the same process. Can the Minister therefore set out how he and the Government can work with our allies?
My hon. Friend’s enthusiasm for Wylfa is absolutely infectious, although there may be a little bit of competition for a gigawatt power station from Oldbury or Berkeley. That aside, through my hon. Friend the Member for Ynys Môn (Virginia Crosbie), I urge my hon. Friend the Minister to get on with the nuclear road map, because come 2030, with the demise of the advanced gas-cooled reactors, we will have a dip in nuclear power. Will he particularly consider that we might be able to get small modular reactors and advanced modular reactors online quicker than a new gigawatt power station?
I thank the hon. Gentleman for his excellent and timely intervention. We produce 6 GW of electricity from nuclear, and all but one of our nuclear reactors are going offline in the next decade. If we are to achieve 24 GW of electricity from nuclear by 2050, we need gigawatts, we need SMRs and AMRs, and we need to all work together to deliver to that timetable.
Can the Minister set out how he and the Government can work with our allies to get the advice and information needed to accelerate our process? We can start out with a pretty clear idea of what we want from any tendering process: a partner to lead construction of a multi-reactor, large-scale plant at Wylfa as quickly, cheaply and reliably as possible.
I really believe that the work can and should start immediately, and that it does not need to wait for a final investment decision on Sizewell C. FID on Sizewell C is vital, and I hope that that investment can be achieved as quickly and smoothly as possible. It is essential for the future of nuclear in the UK, and it is essential that we invest now in the skills needed. However, that is a different kind of work, involving different people in Government, from the task of selecting a partner for our next large-scale project.
I do not want to hide from the last point. The UK Government should be preparing to take an equity stake—at least 20% or 25%—in a project such as Wylfa. That investment would be worth several billion pounds over construction, but it would be excellent value for money. I am confident that we will get equity investment for that from our potential large-scale partners, and that could give other private sector investors the confidence to invest. Critically, the investment would give the local community the confidence that its hopes will not be dashed again, and that the UK Government—unlike the Welsh Government in Cardiff, who have cancelled plans for a third bridge—are backing the people of north-west Wales.
Think about what we would secure. We would secure billions of pounds of investment in Anglesey, north Wales and the whole Welsh supply chain. Hinkley C has already benefited the south-west by more than £5 billion to date, and a project at Wylfa would be on a similar scale. We would secure 9,000 jobs, probably more on site during construction and tens of thousands more in the supply chain. Those will be well-paid, skilled jobs that would bring people back to Ynys Môn to stay and to settle: well-paid and skilled jobs so people could build families and preserve the Welsh heritage and language, which are at the heart of the island’s identity. We would generate more clean, reliable, sovereign power for all of Wales, which is worth about £2 billion in today’s money, for 80 years. That is with two reactors, but the site can fit four, so we could do twice as much. We would sustain nearly 1,000 jobs in operations on that site for four generations, which would bring tens of millions of pounds directly into the local economy for the rest of this century and beyond. We would provide a base of employment and demand to help other businesses on our energy island to thrive.
Wylfa is the cheapest option in the medium and long term. The expert modelling and the Government’s modelling show that the cheapest electricity system has 24 GW and perhaps more in it. We know very well and very painfully from the last two or three years that if we do not invest in nuclear and our energy supply is insecure, everything is more expensive and our economy is exposed to the shocks and whims of forces beyond our control.
Finally, investing in large-scale nuclear at Wylfa is about Ynys Môn again having control of its future. It is about our community providing opportunities for families and young people to stay and grow, and preserving its unique character. It is about the UK having control of its energy security and its net zero future. Only nuclear provides the jobs and the clean, reliable, proven British power all in one package, and Wylfa is the best place to get it done. Diolch yn fawr.

It would not be Energy questions without a question on Wylfa from my hon. Friend, who is such a champion for that technology and for her constituency. We all agree that Wylfa is a great candidate for new nuclear and one of several potential sites that could host new projects—[Interruption.] Ignore the luddites on the SNP Benches. As a first step towards a new national policy statement, the Government will consult later this year on a way forward to determine how new nuclear developments might be located.

Commons ChamberThe right hon. Gentleman asks an interesting question. We have explored his suggestion of legislating to make certification mandatory. We have no such plans at this time, as there is a mature approach to certification standards, and most UK domestic solar installations already take place within well-established schemes.
The British energy security strategy sets out our ambition for deploying up to 24 GW of civil nuclear by 2050. We launched Great British Nuclear to help deliver new nuclear projects, starting with a small modular reactor competition. The GBN offer to successful vendors will include funding to support technology development and support with accessing sites.
May I say “Croeso” and welcome my right hon. Friend the Secretary of State to her place?
Wylfa is recognised as the best site for new nuclear in the UK—if not in Europe—but a Welsh Affairs Committee report stated recently that ownership of the site is holding back progress. What are the Minister and Great British Nuclear doing to transfer its ownership from Hitachi to an active nuclear developer?
The terms “doughty champion” and “passionate” are regularly thrown about in this place, but when it is a case of championing Wylfa new nuclear, no one comes close to my hon. Friend. When launching the small modular reactor competition in July, the Secretary of State indicated that, as part of a comprehensive offer to industry, GBN would support access to sites for successful vendors, and Wylfa is one of a number of sites that could host civil nuclear projects. However, no siting decisions have been made so far.

Commons ChamberBefore I begin, I would like to say llongyfarchiadau—congratulations—to my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb) for putting forward the application for a debate on energy and net zero and energy infrastructure. He is a proud champion for Wales in this place.
I express my thanks to the Department for pledging an extra £790 million to the budget for net zero. Time is of the essence when it comes to cutting emissions, and for me and my constituents on Ynys Môn, this is a very welcome step in the right direction. That spending on energy infrastructure could not have come at a more crucial time. As we are all well aware, investing in the energy transition is the best shot we have at creating a low-carbon, high-growth economy. It will enable every corner of the UK to remain at the forefront of global innovation and re-industrialisation.
I think we can all agree that the energy transition will require significant investment from the private sector and, with the right policies, this will pay back our local communities in spades. Last year, net zero attracted more than £50 billion of new investment in our low-carbon sectors and it will be worth a whopping £1 trillion to British businesses by 2030.
People would be hard-pressed to think of anywhere that symbolises the opportunities and benefits that the energy transition can bring more than Wales. She embodies it both in her landscape and her people. Her coalfields formed the backbone of British industry, mined for over 100 years by hard-working Welshmen like my grandad.
Limiting Wales’s contribution to British energy in the time since to coal alone would be to do her a disservice. Ynys Môn houses a wealth of projects that bring investment and highly skilled, well-paid jobs to her residents. The Morlais wave project will harness the tremendous tidal potential off Anglesey’s coast to produce enough clean, low-carbon electricity for five times its population. Holyhead hydrogen hub and Minesto are also making great strides. The BP Morgan and Mona offshore wind farms even further out to sea symbolise Britain’s budding reputation as a global wind power player. Inland, Lightsource BP is scoping out proposals for a solar farm and battery storage facility adapted from an old oil terminal. Last but not least, the Wylfa nuclear power station generated clean, low-carbon, firm electricity for Britain’s grid for more than 40 years.
The UK has a long and proud record on nuclear power. The first commercial station in the world was opened by the late Queen Elizabeth II in Sellafield in 1956. We have one of the most respected safety regimes in the world. It is the gold standard against which other countries’ nuclear projects are measured. We must not forfeit our record on nuclear power. The Government’s stellar commitment to launching Great British Nuclear, as well as the construction of new plants at Sizewell and Hinkley, is warmly welcomed. Great British Nuclear will unlock exciting opportunities for the UK to become a world leader in small modular reactors and opens the door to new nuclear plants in incredible sites such as Wylfa.
We quite literally cannot afford to let opportunities to deploy more of this power slip through our fingers. This is our opportunity to produce clean electricity on British soil for British businesses and British people. New nuclear at Wylfa would enable Ynys Môn to cement herself as Britain’s energy island. Once called the breadbasket of Wales for its fertile farmland, Anglesey again has the opportunity to supply homes and businesses with vital fuel through her clean, home-grown electricity production. With all but one of our nuclear power stations going offline at the end of this decade, new nuclear at Wylfa would represent an opportunity for us to preserve our nuclear prowess and ensure secure supplies of electricity for decades to come.
As if all that was not enough, the most recent jewel in the crown of Anglesey’s low-carbon credentials is her newly announced freeport, which is expected to bring over 13,000 jobs and over £1 billion of investment to the island. I have campaigned hard for that in my time as the island’s MP, raising it more than 37 times here in the Chamber, and I am grateful to the UK Government for their vote of confidence in Ynys Môn.
But all of this—the wind, wave, solar, tidal, nuclear, hydrogen, free trade, jobs and investment—will amount to little if the grid infrastructure to support it is not there. New low-carbon energy will be choked if there is nowhere for it to go. We need to build more infrastructure in the next seven years than we have in the past 32.
If Anglesey is to embrace its energy island reputation, its wealth of potential projects cannot be bogged down in an endless planning process. The planning process for offshore wind farms often requires developers to submit more than 1,000 documents, including an environmental impact assessment made up of 10,000-plus pages. Sizewell C took more than 44,000 pages of planning documents to get approval. Laid out on the ground, that would be eight miles of paperwork.
Communities should be properly engaged and consulted on projects, but pushing endless amounts of paper is unlikely to deliver the energy transition that the public want and desperately need. Connections to the national grid also need to become much faster if we are to be in with a chance of competing in the global race for net zero investment. Projects are being given 10-year wait times for a grid connection, holding back private sector investment in the energy transition. Connection dates well into the 2030s are now common due to the length of the waiting list. If that goes on, the UK will not hit its targets and we will not decarbonise fast enough to bring down bills and secure our energy supplies.
However, the Government have made some really welcome progress on this issue. Giving Ofgem a net zero duty will encourage the system to upgrade and modernise, so that it can handle all the fantastic new low-carbon electricity we are going to generate. Capital expensing for renewable projects will cut the cost for developers to build the vital projects we will need to make electricity cheaper and more secure. We should make that tax cut permanent.
On top of that, I am very pleased about the launch of Great British Nuclear next Thursday—fittingly, at the Science Museum. It is a very welcome step towards showing the world that we are serious about recognising and rewarding the contribution that nuclear power can make to decarbonising our energy system and levelling up our communities. The best way to kick that programme off would, of course, be by granting Ynys Môn the opportunity to really knock our socks off by commissioning new nuclear at Wylfa, the best site in the UK.
I welcome the opportunity to scrutinise the Department’s spending. This Government have made bold commitments to the green industrial revolution, from which my constituents are directly reaping benefits, but barriers to delivery remain. I implore the Government to recognise the sense of urgency and consider those barriers in the coming year. Diolch yn fawr.

Commons ChamberI have discussed this matter with SSE in relation to that particular hydro storage project, and my hon. Friend the Under-Secretary of State met MSPs yesterday to discuss the subject as well. We are keen to have this kind of hydro storage, which is why our plans allow for it to be taken forward. However, I have to say to Opposition Members—all of them—that it is no good just having one kind of storage or one kind of tidal power; we also need to protect the Scottish economy with oil and gas to make sure we are not subjected to Putin or any other dictator holding us to ransom over our energy security.
It is good to hear that the Secretary of State is supporting the economy in Scotland, but my question is: how are the UK Government investing in grid capacity in Wales? In Wales, such investment is crucial if we are to support energy transition projects such as the Holyhead hydrogen hub, Minesto, Morlais, BP Mona, Lightsource BP and, of course, new nuclear at Wylfa.
Grid capacity in Scotland, Wales, England and Northern Ireland is at the top of our list. The Winser review has done a lot of work to look at how we can speed up the delivery of that capacity, given the big transition that is going on and this country’s big lead in renewables, which makes that necessary.

That this House has considered Great British Nuclear.
It is a pleasure to introduce this debate on Great British Nuclear. Quite simply, the formation of Great British Nuclear, headed by the interim CEO—the brilliant Gwen Parry-Jones, who lives on Anglesey—has given us the best opportunity in 40 years to kick-start a programme of new nuclear power stations in this country. I want to remind hon. Members, if they need reminding, that nuclear is vital to our journey to net zero, to our drive for energy security and to our prosperity as a country, with jobs and opportunity reaching every corner of these islands.
In just one technology, nuclear provides energy that is clean, reliable, affordable and British. It is the only technology that can say that. Common sense and every bit of modelling and evidence from countries right around the world tell us that we need nuclear, operating whatever the weather, to complement technologies such as wind and solar, and to wean us off imported fossil fuels.
I commend the hon. Lady for securing this debate. From the very beginning of her time in this House, her interest in her constituency and in nuclear power has been prominent, and I congratulate her on that. Does she not agree that the war in Ukraine and the accompanying fuel crisis have underlined the vital importance of nuclear’s capacity, and that £20 billion for a large-scale plant, with additional support for small modular reactors for a plant that helps with this nation’s self-sufficiency, is a price that we must be willing to pay? I have always supported nuclear, and I support the hon. Lady today.
I thank the hon. Member for his intervention and for his kind words. He is a true champion for his constituency and certainly for the nuclear sector. I absolutely agree with him. We have to invest in this new technology, and the time is now. It is important for net zero and for all those fantastic jobs. We cannot achieve net zero without it; we need that energy security.
Nuclear’s record in local communities speaks for itself: it provides high-quality, long-term and skilled jobs that pay wages two or three times what people get outside the power station. My community and many others around the UK that have had nuclear power know that it delivers good-quality jobs and local investment—and they say they want more of it. That, as hon. Members may guess, is my particular interest in today’s debate.
We have made great progress on nuclear in recent years, introducing the new regulated asset-based funding model, investing in Sizewell C and putting money into the Rolls-Royce reactor design. We also had the Chancellor’s welcome announcement that we will green-label nuclear, crowned by the formation of Great British Nuclear. We even have, for the very first time, our very own Nuclear Minister.
I can attest to the wave of energy and optimism that GBN’s formation has given to the industry. The Minister will know that technology vendors and developers from all over the world have entered the small modular reactor down-selection process that GBN is running at the moment. Many have come to visit Wylfa in my constituency of Ynys Môn to see the best site in the UK for further nuclear development. The likes of GE Hitachi, Rolls-Royce and Last Energy have all toured the island.
Today, I want to focus on how GBN can convert reactor technology, sites and strong political support from the Government into new projects in constituencies such as Ynys Môn. I hope the Minister is listening carefully. If I start with the small modular reactor down-selection, we should expand the prize of winning. At the moment, that prize is co-funding to help to develop the winning technologies up to the point of a final investment decision.
That is a good start, but we can go further. The winner should get access to named sites that are suitable for building small modular reactors; access to a funding model, such as the regulated asset base model or contracts for difference, to help to raise money; and help from GBN to form the actual project companies that will develop, own and operate the nuclear power stations once they are built.
The first SMR being built in the western world, at Darlington in Ontario, Canada, followed exactly that model. About five years ago, Ontario Power Generation ran a selection process, as we are now, and at the start it was clear that whoever won the selection would build an SMR at the Darlington site and that Ontario Power Generation would develop, own and operate the site. The winners had a site, an order, and a project developer and operator. That is the model that we should follow, because that is how we give investors enough confidence to put their money into such projects.
I am delighted that the Energy Bill gives GBN the power to form subsidiaries and joint ventures with the private sector to do exactly that type of individual project development, and I want to hear how the Minister’s Department will support GBN in doing just that. More than that, I want to hear whether the Minister has thought about awarding sites and offering funding modes to the winners to accelerate the process of deployment and quicken investor interest in the UK.
If the Minister needs sites to offer, I have one in mind: the best site for new nuclear in the UK, Wylfa. Our need for new nuclear means that we have to build more large-scale nuclear as well as small-scale nuclear. Large-scale nuclear, which is often unfairly maligned, has actually had a banner year. All three major western designs—the EPR, the AP1000 and the APR-1400—have connected reactors and entered commercial operation. Coincidentally, I think that the owners of those designs have all expressed an interest in a Wylfa site. Will the Minister say what further thought has been given to other large-scale projects after Sizewell C to capitalise on that interest, and also set out his thinking on the circumstances under which we will pursue more large-scale nuclear in this country?
I congratulate my hon. Friend on securing this debate on a very important issue, which will hopefully help to secure Britain’s future energy security. One of the challenges with Sizewell C, which I think will be reflected across the country, is EDF’s failure to properly engage with many communities in Suffolk about their legitimate but easily accommodated concerns about the construction of the plant. What could the Minister do to ensure better engagement for future nuclear plants?
My hon. Friend makes an excellent point. One of the reasons why nuclear sites are successful is support from the local community. That is absolutely vital, as we see with development consent orders for planning. We have seen that with Wylfa, and we have certainly seen it with Hinkley. It is vital that companies engage with local residents.
The Minister will know that Hinkley Point C provides nearly 10,000 jobs on site and supports over 3,000 jobs throughout the construction period, with companies based in Wales, and that £815 million is expected to be spent throughout the Welsh supply chain during construction. There are 22,000 people working across the country, and more than £5 billion spent across the region. What a prize a large-scale project is for a local community. I ask that large-scale developments and SMRs be pursued with equal vigour.
I know, of course, that there is the issue of money. I am convinced that the private sector is willing and able to invest in nuclear if it knows that the UK Government are standing right behind it and the nuclear projects. The planning, regulation, site access and funding models on offer are all within the Minister’s gift, or the Government’s gift. I am sure that the Minister will understand why investors are keen to see Ministers stand by projects, as they have with Sizewell C. That is my request to the Minister: that GBN is able to offer the Sizewell C model —regulated asset base funding, a Government support package and a 20% direct Government stake in the project —to the next two projects that the Government target to get to FID, the final investment decision, in the next Parliament and to all future projects. That would certainly be a godsend to investors and give communities such as mine real hope that new projects will get off the ground.
I will end on this note. On the island, we have been talking actively about new nuclear at Wylfa for 15 years or more. It has not happened, and it has been difficult for the local community to deal with that disappointment and still put their confidence in nuclear as a way to create opportunities for young people on the island. But they still put their confidence in nuclear. They still want the projects, investment and jobs. They look to me, the Minister and his colleagues to get it done. It is an absolute pleasure to serve under your chairmanship, Sir Christopher, and I thank my right hon. Friend the Member for Spelthorne (Kwasi Kwarteng) for calling this important debate. A McKinsey report has stated that the global net zero transition could be worth a trillion pounds to the UK and support just under half a million UK jobs by 2030. It has been described as the economic opportunity of the 21st century. It is recognised that the fastest and most reliable way for the UK to achieve net zero and energy security is to pursue a programme of new nuclear build.
I entered the House in 2019 to represent the constituents of Ynys Môn. They have lived with nuclear power at Wylfa since the 1960s. I stood on a mandate to do everything I could to bring new nuclear to Wylfa. The majority of my constituents support nuclear. They know it is clean, they know it is safe and they know it brings jobs. But Wylfa is being decommissioned, as other nuclear plants have been across the UK. Despite 30 years of promises and the good will of local people, it has yet to be replaced.
Anglesey is known as “energy island”. We have wind, wave, solar, tidal and hydrogen—and, hopefully, new nuclear if I have anything to do with it. Geographically, Wylfa is probably the best new nuclear site in the UK, if not Europe. My constituents in the surrounding area, including Cemlyn, Tregele, Cemaes and Amlwch, and right across Anglesey, desperately need the employment it would offer and give the site that all-important social licence.
I have seen many steps on the way to new nuclear at Wylfa: the British energy security strategy, which specifically mentions Wylfa; the launch of the £120 million future nuclear enabling fund at Wylfa by my right hon. Friend the Member for Spelthorne (Kwasi Kwarteng), who is sitting beside me; and the Nuclear Energy (Financing) Bill. However, we have yet to see the spades in the ground that the people of Ynys Môn and the UK need.
Building nuclear plants takes years. Just going through development consent takes years. In the building of Hinkley C and Sizewell C, we are developing a new generation of nuclear skills that we will lose if there is nothing for them to move on to. We need a plan for how and when we will roll out the Government’s goal of a one gigawatt nuclear reactor going to financial investment decision in this Parliament and two going to financial investment decisions in the next Parliament. We currently produce 3.9 GW of energy from nuclear. That is forecast to decline to 3.2 GW by 2030, with all but one of our nuclear power stations going off line in the next decade.
As chair of the all-party parliamentary group on small nuclear reactors, I welcome the SMR competition announced by the Chancellor in the spring Budget. I am looking forward to the launch of Great British Nuclear and it is brilliant news that for the first time we have a nuclear Minister. Other countries are taking bold and ambitious steps on investment and action in the move to net zero. Without a similar response, we risk losing out on new opportunities and potential economic gains. We have shown that as a Government we can move at speed when we face a crisis. In the Minister’s summing up, I want to hear—given that we are just 27 years away from 2050, we are in a crisis—the Government’s plan to grasp the opportunity and to build new nuclear at Wylfa. However, we are considering the effect of an amendment made in the House of Lords to the Energy Bill currently going through this place on Ofgem’s statutory duties in relation to net zero.
Does the Minister agree that the way to get cheaper nuclear projects and cheaper electricity overall is to build a fleet of new nuclear reactors, starting at Wylfa in my constituency of Ynys Môn?
Yes, the Government agree that the way to cheaper energy bills and a more secure network is to build new nuclear projects. That is why we have launched Great British Nuclear, why we are working with communities and industry across the country, and why I would be delighted to visit Wylfa soon with my hon. Friend to see the potential that that site has to add to our energy security.
