On Friday, Justin Welby, the Archbishop of Canterbury, told the independent inquiry into child sexual abuse:“I am convinced we need to move to mandatory reporting for regulated activities.”Does the Home Secretary agree with the archbishop, and will he now introduce mandatory reporting legislation to protect children from harm?

We are of course grateful to the archbishop for his thoughts, and to the independent inquiry, which is doing an incredibly important job in looking at tackling institutional child sexual abuse. We have looked at mandatory reporting really carefully, and the balance of evidence came down against, but it is something that we very much keep under review, and I am happy to meet the hon. Lady to discuss it with her.

Only a month ago, 55 men were arrested in Batley and Spen for historical child sexual exploitation. The women who came forward are, of course, absolutely amazing. They are spectacular people with great courage. My concern is that this case is in the papers and in the House. Will that be a block to other young women in Kirklees and more widely across the country coming forward, as they will be scared about being treated like criminals? They are scared that, when they have their own children and want to contribute to society and join charities, parent-teachers associations or whatever, they will be treated like criminals. That cannot be fair.

I cannot comment on the specific case that the hon. Lady has raised. She makes an important general point about the way that we treat victims as they come forward. The criminal justice system has improved in the way that it looks after victims in the course of giving their evidence. Special measures can also be put in place, but, as always, if colleagues are aware of cases where the court system is not applying the rules as carefully as it should, they should please let me or Justice Ministers know. We are very keen that when victims are giving evidence, we do right by them and treat them fairly in the court process.

The hon. Lady will know that we are very conscious of the impact that mental health issues can have, not only on the immediate victims of serious violence but, of course, in respect of the ramifications further afield for communities affected by serious violence. A great deal of work is going on to help people with mental issues who are being dragged into county lines, in particular. Indeed, my right hon. Friend the Minister for Policing met the relevant Minister in the Department of Health and Social Care only last week to discuss this issue.

I am delighted that the hon. Lady has taken that approach in her constituency. I have to say that the Government are very much leading on it. I am delighted, for example, that the Mayor of London sits on the taskforce chaired by the Home Secretary. Our approach is that we cannot arrest our way out of this. We want to intervene at an early stage to stop these young people from getting into the clutches of these criminals in the first place.

I congratulate the hon. Gentleman on being so far-sighted in his question. I am very happy to look at Iceland’s self-certification. I repeat that this is the first year that this has happened. We have conducted a world-leading exercise, led from the top by the Prime Minister and my right hon. Friend the Home Secretary, who both share a great passion about this. We will review the data and then see what more needs to be done.

I was very pleased to hear the Minister talk about shared parental leave as a potential way of closing the gender pay gap. However, the number of dads and partners who are taking it seems to have stalled at 2%. A recent survey by the Campaign for Parental Pay Equality has shown that 80% of the self-employed and freelancers would take it if they were offered it. Opening it up to freelancers could mean that it is an engine for change to drive through the cultural change that we need in our society. With that in mind, would the Minister support my “selfieleave” Bill—the Shared Parental Leave and Pay (Extension) Bill—which would extend it to freelancers? Will she work with me to persuade the Chancellor that in the autumn, this small and inexpensive tweak would mean that the burden of childcare does not fall on the shoulders only of women?

I am grateful to the hon. Lady. I note that my very able Treasury colleague, the Economic Secretary, is sitting next to me and has heard her question. I am really proud that in 2015 we introduced shared parental leave and pay, which enables working parents to share up to 50 weeks of leave and up to 37 weeks of pay in the first year. In February, we launched a joint campaign with the Department for Business, Energy and Industrial Strategy to promote shared parental leave, because we get the point that awareness of it is not particularly high. That is why we have invested in spreading awareness of it.

It is about how resources are spent, which is particularly pertinent to the question of West Yorkshire. I cannot recall the figure off the top of my head, but I seem to recall that West Yorkshire has several million pounds of reserves in savings. Of course, how that money is spent is a matter for the elected police and crime commissioner. I very much hope he will take up the Home Office’s funding settlement suggestion of increasing council tax to ensure more money to deal with the resourcing issue.

I have been approached by many in my constituency who are deeply concerned about these letters. As with last year’s Muslim ban, they feel unfairly targeted and under siege. Although this is an obvious opportunity to target internet companies, social media websites and so on, this was snail mail. May I press the Minister to pick up on the question asked by my hon. Friend the Member for Feltham and Heston (Seema Malhotra)? Will she update us on who sent these letters and what is going on to find out how to stop them? Will she reassure my constituents that once those people are apprehended, they will feel the full weight of the law?

I must not and cannot go into more detail on the specifics of the ongoing police investigation, because the hon. Lady will not want me or anyone else to inadvertently endanger any future prosecution. I can reassure her, however, that the case is being investigated very carefully and that the full force of the law is being applied.
