Commons ChamberWith permission, Mr Speaker, I should like to answer this question with Question 25; I hope that is correct.
If I may correct the hon. Member, in fact, individuals on, for example, an average salary of £28,000 will pay £900 less income tax and national insurance in 2027-28 compared with the personal allowance and personal thresholds rising in line with inflation since 2010-11. These are concrete measures we have taken to ensure that the spread of tax burdens is borne by those with the broadest shoulders. On her point about non-doms, of course we keep all tax policies under review, but I again emphasise that our economy needs to be open to people around the world who come to the UK to do business. What is more, they pay UK taxes on their UK incomes, which last year was worth £7.9 billion.
While UK households face the heaviest tax burden since the 1940s, the Tories refuse to scrap non-dom status or end tax breaks for private equity bosses and private schools. Labour would do that and use the money for more doctors, teachers and nurses. Does the Minister agree that, far from being the party of low taxes, the Conservatives are the party of unfair taxes?
Again, I refer the hon. Lady to the autumn statement, in which we attempted to ensure that those with the highest wealth pay their fair share in taxes, including by increasing corporation tax for the most profitable 30% of companies. We have ensured that the small profits rate protects smaller businesses and those that are not the most profitable, so only about 10% will pay the full main rate; that remains the lowest in the G7.

Commons ChamberThree years on from the Government’s end-to-end rape review, little has changed, with victims waiting three years for their case to get to court, section 28 rolled out in 37 out of 77 Crown courts, and specialist rape courts to be piloted in just three. When I raised the Conservatives’ appalling record in Parliament last week, the Minister accused me of
“false, damaging and intemperate language”,
but I make no apology for standing up for victims. Does she accept that it is her Government’s actions and not my words that are letting rape survivors down?
I am extremely grateful to the shadow Minister for raising that matter. You know, Mr Speaker, that I wrote to you privately concerning conduct in this Chamber, because how we conduct ourselves in this Chamber matters: it has implications far beyond these walls for victims of crime. I raised this privately in a letter to you, Mr Speaker. I copied in the hon. Lady, as a professional courtesy, and it has mysteriously found its way into The Guardian newspaper; I know not how that could have happened. Just on a matter of House business, it is a very great shame that when colleagues express discreetly concerns about conduct in this Chamber, it becomes a matter for the national newspapers.
Turning to the hon. Lady’s allegations, we have more victims reporting their crimes to the police and the Crown Prosecution Service charging more perpetrators. We have timeliness in the Crown court improving by five weeks on last year. What is more, we have seen the conviction rate increase since last year, by two thirds. These are steps towards the targets that we want to meet. I do not for a moment claim that our work is done, but we must, for the sake of victims, ensure that we give them the reassurance and the support they need to bring these allegations to light.

This feels like groundhog day. Yet again, we are debating this Government’s appalling record on tackling rape. As the latest scorecard shows, court delays are still at near-record highs, rape convictions are still at near-record lows, and countless prosecutions are not being taken forward. The Government promised to restore 2016 charging levels, but they are still way off target. When does the Minister think that they will meet that pledge?
The Conservatives first commissioned the end-to-end review of record low rape prosecutions back in 2019. Two years after that, we got a report that recommended only piecemeal changes. One year later, little has changed and only a fraction of what was promised has been implemented. When does the Minister expect this to be delivered in full?
The typical delay in the completion of cases in court has reached three years. The number of rape trials postponed with a day’s notice has risen fourfold, and 41% of rape survivors withdraw their cases before they even get to court. Labour pledged to roll out specialist rape courts across the country, but the Government have produced just three pilots. When will they extend this to every Crown court?
Section 28 of the Youth Justice and Criminal Evidence Act 1999 has finally been rolled out, but to just 26 courts. Why has it taken so long, and why only 26 courts, when 77 Crown courts already have the equipment and facilities to support this? Furthermore, the joint inspectorates’ report found that section 28 has not been used consistently by the police or the Crown Prosecution Service. Why is the necessary awareness and training not already in place?
Labour has a plan to tackle rape because we are serious about ending violence against women and girls. That is why we published, more than a year ago, a survivors’ support package containing detailed measures to drive up prosecutions, secure more convictions, and put rapists where they belong: behind bars. This is a Government who are still tinkering around the edges, three years after recognising the shocking scale of their own failure. This is a Government with no serious plan to bring justice for victims of rape, and no serious plan to tackle violence against women and girls.
One of the disappointments of the hon. Lady’s responses, and indeed her advocacy last week, is that in the past we have been able to find cross-party consensus on matters that are of great interest to Members on both sides of the House, particularly in relation to the Bill that became the Domestic Abuse Act 2021. It is disappointing, to put it mildly, when Labour Members either insist on using figures that are not correct—not up to date, for instance—or seek to criticise the Government, perhaps not realising that in doing so they are also criticising the police, who are operationally independent—

Commons ChamberI thank my right hon. Friend; I can think of no better way in which to celebrate one’s birthday than by receiving questions from her.
We absolutely understand that the law must keep pace with society, which is why we are taking action to address some of these 21st-century crimes, such as cyber-flashing, and making efforts in the Police, Crime, Sentencing and Courts Bill to tackle breastfeeding voyeurism and to extend the so-called revenge porn offence to include those who threaten to post or disclose such images. We have asked the Law Commission to advise us on that very complicated area of law. We await the results of that advice in the summer and we will look carefully at implementing or acknowledging any such changes that the commission may advise.
Ministry of Justice figures show that between 2015 and 2020, 17% of rapists sent to prison received sentences of less than five years. Does the Minister agree that that is incredibly lenient for one of the worst crimes? Will she back Labour’s call for minimum sentences of seven years for rape, or will the Government continue to be tough on victims and soft on crime?
I know that the hon. Lady and I share a determination to crack down on the perpetrators of vile crimes. It is with some regret, therefore, that I note that the Labour party declined the opportunity to support the Government on the Police, Crime, Sentencing and Courts Bill, in which we require serious sexual and violent offenders to spend more time in prison when they receive sentences of between four and seven years. I also gently remind her that the average sentence for rapists is around 10 years, so rather than putting different proposals forward, it would be very nice if Labour Members supported the Government’s real-time work to ensure that rapists spend longer in prison.
That is precisely what Labour’s proposals would have achieved. The Government are not just letting victims down on sentences for rape; the Government have failed to act despite Labour’s call for a review into sentences for spiking offences and the introduction of minimum sentences for stalking. The Minister has an opportunity to show that the Government are serious about tackling violence against women and girls by backing Labour’s proposals. Will she do that today?
Forgive me, but the hon. Lady seems to have misunderstood how legislation happens in this place. Labour Members had the chance to vote for rapists to spend longer in prison through the Police, Crime, Sentencing and Courts Bill; they did not just abstain, but voted against that. I entreat the Labour party to consider acting and putting real pressure behind their warm words and to stand with the Government to ensure that rapists spend longer in prison. That is what the Government are doing, and we will achieve that through the good work of Conservative colleagues.

Commons ChamberAt a roundtable with rape survivors last week, victims told me that they had come to terms with what had happened with them, but could not come to terms with how they had been treated by the criminal justice system. It now takes a shocking 1,000 days for a rape case to get to court, and only 1.3% of rape cases are prosecuted, so it is no surprise that victims feel that the system is working against them. Will the Minister back Labour’s fully costed plans to give rape victims a legal advocate from the moment they report the crime through to trial, or will she continue the Government’s failure to tackle violence against women and girls?
I sincerely hope that the hon. Lady has welcomed the victims Bill consultation. As she will know, it has just closed, but it is very much part of this Government’s work to bring the victims Bill into law to provide safeguards of the sort she indicated. In addition, we are already funding more independent domestic violence advisers and independent sexual violence advisers. These people can really help from the very moment a victim feels able to report their crime to the police, and they have that support when they need it. I also think, as I say, that using the helpline—the 24 hours a day helpline—we are setting up for victims of sexual violence may be the first step some victims feel able to take before reporting the crime to the police.
Finally, I very much hope that we can persuade the Opposition to support the Police, Crime, Sentencing and Courts Bill. It has many measures to help tackle violence against women and girls, but in particular we are raising the period of time that violent offenders and sexual offenders spend in prison from half to two thirds if they receive a sentence of more than four years. This is a really important step, and I very much hope the Opposition will support us in our efforts to keep dangerous sexual offenders in prison.

We all want to see safer prisons that rehabilitate and reduce reoffending, so investment in providing purposeful activity and preventing drugs from getting into our prisons is welcome, yet the Government have a broken track record on prisons. In 2016, they promised 10,000 new prison places by 2020, but they managed to build only 206 in that time. They simply cannot be trusted on prisons.
Many of the measures announced today treat the symptoms of our broken prison system but do not tackle the root causes of the problem. Drug use in prisons is not a new problem, and it has soared by a shocking 500% over the past decade, so why has it taken so long for the Government to take action? The announcement of airport-style security in prisons is not a new policy—the Government announced it in 2019, in 2018 and in 2017, and it was even a commitment in their 2015 manifesto—yet it has still not happened. Why should we have any confidence that it will happen now?
This is a Government who have failed to get even the basics right in our prisons. After a decade of cuts in the justice system, prisons are currently understaffed, dilapidated, dangerous and overcrowded, with prisoners spending up to 23 hours a day in their cells with no purposeful activity. I remember a visit that I made to Rochester Prison a few years ago. That Victorian prison was so run down that it was marked for closure and services were decommissioned, but then the Government changed their mind in order to cut costs. When I visited, the drug and alcohol treatment programme had stopped running, and the education programme could not operate when it rained because of a leak in the roof. This happened on the Government’s watch, so how can we have confidence in their current plans?
Since 2018, eight prisons have been issued with urgent notifications, most recently Chelmsford Prison, which is housing 700 inmates when it is supposed to hold no more than 545, and where there have been reports of filthy prison cells with a rat infestation. The Howard League described the prison inspection report as the worst that it had ever seen.
We welcome the recruitment of an extra 5,000 officers and measures to upskill staff, but there are now 2,900 fewer officers than there were in 2020, and more than one in 10 frontline prison staff were lost last year. Among band 2 staff, the leaving rate was a shocking one in six. A survey conducted by the Prison Officers Association in early 2020 found that 48% of members believed that the quality of their on-the- job training was poor or very poor, and nearly half the staff reported that they were seriously considering leaving their jobs soon. How will the Minister tackle the issue of retention in the Prison Service, and will she commit herself to the pay review body’s recommendation of a £3,000 uplift for band 3 prison officers, previously rejected by the Government?
The Minister mentioned Downview Prison, which I have visited twice. The work done in that prison is commendable, but many of the women there are victims of domestic abuse, and the majority suffer from mental health difficulties and addictions. Although the Government’s own female offender strategy promises a focus on early intervention and community-based solutions—not only are they more cost-effective, but they reduce reoffending—the Government are investing £150 million to build 500 new prison cells for women instead of investing in what works: women’s centres and community sentences. Can the Minister tell us when they will finally implement the female offender strategy?
A shocking 75% of prisoners reoffend within five years of release, so we welcome measures on training and education and resettlement, but how can they be implemented when there are not enough staff, when prisoners are kept cells for up to 23 hours a day, when assaults in prisons have doubled since 2010, when the prison budget has been slashed by £6 million since 2010, and when self-harming incidents in prisons have increased by 132%? The Conservatives call themselves the party of law and order, but the figures speak for themselves: they have allowed reoffending to rocket because of the dire state of our prisons.
Today’s announcements are a sticking plaster over the fundamental crisis facing a prison system that has been neglected for more than a decade. All that we have had from this Government are warm words and broken promises, when what we need and what is long overdue is real action.
I am extremely grateful to the hon. Lady, whom I welcome to her new position. If I may, however, I will start by correcting some of the statements that she has just made. In case she missed this information in the statement, I can tell her that 74 body scanners have been rolled out across the male closed estate and have already produced impressive results, spotting more than 10,000 instances of prisoners trying to bring forbidden objects into prisons and thereby helping to safeguard both staff and prisoners.
The hon. Lady asked about the state of the cells. We have said that many of the establishments, some of which date back to Victorian times, are not what we would wish for in the 21st century, and not commensurate with what we know works with prisoners when it comes to rehabilitation and cutting crime. That is why we are upgrading safety standards in 35,000 existing cells. In addition, our unprecedented plan to build major new prisons across the country will incorporate many of the modern technologies that we want to see rolled out over the next few years.
The hon. Lady rightly raised the issue of recruitment and retention. As I said in my statement, buildings are but one part of our plan. We must have dedicated and committed members of staff in those buildings, not only delivering the safety that prisoners within the walls expect but keeping members of the public safe outside those walls. The hon. Lady also raised the issue of recruitment. We take very seriously the recruitment challenges faced by some prisons across the country, which is why prison officers in our 31 “hardest to recruit” sites receive an additional payment of between £3,000 and £5,000. Since the end of October 2016, we have recruited a net increase of more than 4,000 staff.
We do not shy away from the fact that the role of a prison officer is extremely difficult, and does not suit everyone. These are people who bear a great deal of responsibility and who must work with some very dangerous and difficult people, as several highly publicised cases have demonstrated in recent weeks. That is why in the White Paper we have put such an emphasis on supporting our staff and enabling them to develop their careers in the Prison Service, so that they feel fulfilled and are helping to contribute to our nationwide effort to cut crime.
The hon. Lady asked me about women in prison. I am sure it was not deliberate, but she overlooked the fact that the number of women in custody has fallen by 24% in the last decade, since Labour was last in power. We very much stand by the female offenders strategy, as I said in evidence to the Justice Committee only recently. We want to ensure that only women who must be in custody are in fact so sentenced, and we are helping magistrates and judges to find alternative sentences for those women when that is appropriate.
Throughout my statement run the golden themes of education, rehabilitation and reform, but protecting the public is another important theme. I look forward greatly to working with the hon. Lady and other colleagues on both sides of the House to ensure that we keep our constituents safe, while also ensuring that justice is served for victims of crime.

Commons ChamberThis year, we are investing more than £130 million to tackle serious violence at local level. That includes funding violence reduction units, which draw in all key partners, including the police, local authorities and the community, to address the root causes of violence, as well as targeted police action to deter and disrupt knife crime. It also includes up to £23 million for new early intervention programmes that will help stop young people being drawn into violence in the first place.
As the hon. Lady knows, because we have discussed this many times in the past, violence reduction units are a key part of our work to tackle serious violence. We are constrained within the current spending review, with the wider problems of the pandemic and the impact that has had on Government spending, but she will know that the Government have invested record amounts in these units to get them working across the country in the 18 areas most hit by serious violence. However, we are going further than that, because through the Police, Crime, Sentencing and Courts Bill, we are imposing a serious violence duty on every single local area across the country, so that every single area is taking the public health approach that she so commends, and rightly so.
Michael Jonas, Ayodeji Habeeb Azeez, Jay Hughes, Levi Ernest-Morrison and Tashawn Watt are all young children and young people who have been stabbed to death in my constituency over the past few years. Words cannot do justice to the grief and anguish this has caused their families and the wider community. The Government say they are committed to a public health approach to youth violence, but youth centres, schools, health services and children’s centres have all had their budgets decimated over the past 10 years. My constituents cannot wait any longer. When will the Government reverse these cuts and take urgent action before more lives are lost?
The hon. Lady rightly raises the names of those who have been murdered in her constituency, and of course our thoughts go to the families and friends affected by that. Of course, serious violence does not just affect the individual family; it affects the whole community. That is why we are taking this whole-system approach: very tough law enforcement, but critically, also trying to intervene at an early stage to help young people to avoid gangs, which will have an impact on the streets more widely. That is why the serious violence duty is so very important. I really hope that, on the next occasion the Labour party has to vote in support of the serious violence duty, it takes the opportunity to do so. Working together with schools, hospitals, other healthcare agencies, the police and local authorities is how we are going to help ensure that the sorts of incidents she describes do not happen again.

Commons ChamberI thank my right hon. Friend for the amazing work that she is doing in this regard. It has long been a passion of hers, and I look forward to her drawing her conclusions in due course on this vital piece of work.
We are very conscious of the pressures on children in abusive households, including on pre-school children, which is why we have provided £3 million to support children affected by domestic abuse and, indeed, corresponding work on the development of perpetrator programmes. None the less, we are very aware of the need, as she says, sadly, to look after the youngest babies and children because of some of the figures that came out of the last full lockdown. This is why her work and our work to continue to tackle these terrible crimes is so vital, not least because seeing this abuse at a young age can have terrible effects on the children’s long-term life chances as well.
Between April and November last year, referrals from the NSPCC to police and social services about child abuse increased by 79%. Schools play an important role in identifying potential abuse, so with the current lockdown, this is likely to be harder to pick up on. With local authorities already facing considerable financial pressures, what extra resources will the Government be giving them to help detect and prevent child abuse during this lockdown?
The hon. Lady is absolutely right to highlight the enormous work that schools are doing during lockdown restrictions as well as in the period that we had last year between lockdown restrictions. We have invested some £8 million to help teachers spot some of the signs of abuse and distress in children. It may take some time for those signs to show when children return to the classroom, but the money is intended to help to address that. The hon. Lady will, I hope, have heard about the investment we have made in the “See, Hear, Respond” scheme. We have also provided £7.6 million to children’s charities that have suffered financial hardship due to covid-19.
We continue to fund Childline, as well as the professional helpline for adults who are concerned about a child. In addition, we are funding a helpline set up by Operation Encompass in the middle of the first national lockdown last year. It is a helpline for teachers worried about the families of children in their school, particularly in relation to domestic abuse, and want to know what they can do to help. The Operation Encompass helpline exists very much to help the teachers who help to look after our children, and I recommend it to teachers in the hon. Lady’s constituency and elsewhere.

Commons ChamberAround 16,400 UK businesses are within scope of the Modern Slavery Act 2015. The Home Office has commenced the first stage of a compliance audit, following which non-compliant businesses will risk being publicly named. We are developing a Government-run registry to track compliance and make it easier for consumers and others to scrutinise business action. We are also consulting on strengthening modern slavery reporting requirements, including improving compliance and the quality of business statements.
I thank the Minister for her answer, but the number of potential victims of modern slavery identified in the UK each year has more than doubled since 2015 and now stands at just under 7,000. The Modern Slavery Act was a step in the right direction, but it has been left to go stale due to lack of enforcement, with a staggering 40% of companies not complying with it at all. Will the Minister take urgent action to commit to an enforcement body to enforce sanctions against non-compliant companies?
I think that, when we have the opportunity to do so, we should talk up our country and what we are doing to lead the world in tackling modern slavery. We really are leading the world; the Prime Minister hosted a dinner last week with the McCain Institute, at which people from across the world acknowledged the world-leading work we are doing in this country. Of course there is more to do, which is precisely why we asked the right hon. Member for Birkenhead (Frank Field), my right hon. Friend the Member for Basingstoke (Mrs Miller) and Baroness Butler-Sloss to conduct an independent review of the Act to ensure that it is up to date and working. We know that modern slavery criminals change their mode of working. From that, last week we announced £10 million over five years to establish cutting-edge policy and evidence centres on modern slavery and human rights. We also responded to the independent review of the Modern Slavery Act and accepted the majority of its recommendations. I really believe that this work on transparency in supply chains will be groundbreaking.

I very much will. I was delighted to visit my hon. Friend’s Erewash constituency recently to see the use of a scheme called Radio Link, which helps to co-ordinate the activities of people in the local town centre with the police. Those types of schemes are not huge in terms of resources or their public impact, but they can make a real difference in helping the police to police our streets.
On behalf of my hon. Friend the Member for Leyton and Wanstead (John Cryer), I am sure the House will want to send condolences for the young man who was murdered in Leyton yesterday.
Tackling knife crime requires an effective criminal justice system. With a damning National Audit Office report out last week highlighting the failures of the privatised probation services, it is clear that the system is not working. A joined-up approach is clearly required, so what discussions has the Home Office had with the Ministry of Justice to ensure that the probation service is fit for purpose?
I am extremely grateful to the hon. Lady, and we of course echo her condolences to the grieving family. She is absolutely right that probation needs to be part of the answer. We have talked about imprisonment, but effective probation can steer children and young people away from criminality. I am in discussion with my ministerial counterparts in the MOJ about that, but we need to ensure that the criminal justice system is able to respond quickly and robustly to those who take the very bad decision to carry a knife or, indeed, to use one.

Commons ChamberI am extremely concerned to hear that. The Government are investing more than £48 million over the next 18 months to bolster capabilities to tackle economic crime through, for instance, the new National Economic Crime Centre, which will increase the number of financial investigators and improve the regional and local response. However, I know that the Minister for Security and Economic Crime, my right hon. Friend the Member for Wyre and Preston North (Mr Wallace), is keen to meet my hon. Friend to discuss that case with her.
A public health approach to tackling youth violence requires fully funded public services, but in recent years policing, local authorities, schools and youth services have been cut, which has reduced support for local communities. What measures have the Government taken to ensure that new funds are available immediately to support the public health approach that is so desperately needed to tackle the rise in youth violence?

Commons ChamberI congratulate police and crime commissioner Katy Bourne; it is always a pleasure to work with her. That was one of 29 projects awarded a total of nearly £18 million from the early intervention youth fund. The project in Crawley helps engage positively with children under 18 at risk of committing serious violence. The project will establish a network of coaches, drawing together the various agencies working with those young people—again, very much underpinning our approach to tackling serious violence: that we should all be concerned about this matter and working together on it.
The Home Office-funded Violence and Vulnerability Unit report of 2018 noted that a reduction in services that offer positive activities to young people, such as youth services and school clubs, has left a vacuum that gangs are moving into. Does the Minister agree that supporting vulnerable young people and protecting them from county lines requires a cross-departmental approach with funding to back it? That has all too often been missing under the austerity agenda.
I am pleased that the hon. Lady recently met my right hon. Friend the Home Secretary to discuss this issue. As she will know from the serious violence strategy, the taskforce and our intention to consult shortly on a public health duty, the Government take our work to tackle serious violence very seriously.

Commons ChamberIt is as though the hon. Lady had my speech in front of her, because I am just about to move on to the further work that we have announced in recent months. Of course, having positive role models is key, particularly for young people with the biggest set of vulnerabilities, who perhaps do not have someone at home on whom they can rely. That may be because their home lives are difficult and chaotic, for reasons that we have heard about earlier in the debate. There is already a programme of work: the Home Office supports charities such as Safer London and the St Giles Trust to do innovative work to try to reach and then keep hold of the young people who most need their help.
I am not going to, I am afraid, because I must make progress.
It has been a great pleasure for me, as part of my role, to meet youth workers and discover what they think will most help their young people. We in the Government are then in a position to help them in their work.
On 2 October, the Home Secretary announced additional major new measures to tackle violent crime. First, he announced a consultation on a new legal duty to underpin a public health approach to tackling serious violence. This would mean that police officers, education partners, local authority and healthcare professionals would have a new legal duty to take action and prevent violent crime, and fundamentally support our public health approach. The consultation will be a fundamental change in our approach—indeed, it will go further than the often-given example of Glasgow—and I will be very interested to see the results.
Secondly, the Home Secretary announced a new £200 million youth endowment fund, which will be delivered over 10 years and will support interventions with children and young people who are at risk of involvement in crime and violence. It will focus on those who are most at risk, such as those who display signs of truancy, aggression and involvement in antisocial behaviour. It will fund interventions to steer children and young people away from becoming serious offenders. Because we are delivering this £200 million over 10 years, it will provide longer-term certainty to those organisations that are helped through the fund, so that they can develop their programmes.
Thirdly, the Home Secretary announced the independent review of drug misuse, which will ensure that law-enforcement agencies are targeting and preventing the drug-related causes of violent crime effectively. Drugs have been identified as a major driver of serious violence. The review will consider recreational drug use, as well as use by the smaller number of users who cause the most harm to themselves and their communities.
Let me be clear: tackling serious violence is a top priority for the Government. The approach set out in the serious violence strategy, with a greater emphasis on early intervention, will address violent crime and help young people to develop the skills and resilience to live happy and productive lives away from violence. But we cannot deliver that alone, which is why we are supporting a multi-agency public health approach to tackling the issue and investing heavily in tackling the root causes of the problem and consulting on further measures to underpin the public health approach, to ensure that everyone is working collectively to stop this violence.

Commons ChamberVery much so. I am grateful to my hon. Friend, who does a great deal of work on gender issues. Before making any changes to shared parental leave and pay schemes, it is important to evaluate the situation, and we will be doing that this year. We will look carefully at what the evidence tells us, and also learn from other countries, before committing to a particular course of action.
Take-up of shared parental leave has been reported to be as low as 2%, and the low rate of shared parental pay is often cited as a reason for that low take-up. Does the Minister agree that if we are serious about tackling the gender pay gap and maternity discrimination, we need to introduce properly paid, stand-alone statutory paternity leave?
As I said, we have to look carefully at the repercussions of any changes to shared parental leave. For example, we want to help self-employed mothers in this space. If they qualify for maternity allowance, they are allowed to share parental leave and pay with an employed father or partner. We are not ruling out providing further support for working parents. We very much agree with the principle of equalising benefits for the self-employed. However, as part of our response to the Taylor review of modern employment practices, it is important that we consider making changes to this area only after careful thought and consideration.
