My hon. Friend is right to raise the issue of knife crime prevention orders. One problem is that the issue is not the state of the law, but policing capacity.

The National Audit Office also said:

“The Home Office’s light touch approach to overseeing police forces means it does not know if the police system is financially sustainable. It lacks a long-term plan for policing and significant gaps remain in its understanding of demand for police services and their costs.”

And this brazen Home Secretary expects us to join him in the Lobby tonight.

Let me move on to the precept, because I cannot leave any discussion about the funding of the police without mentioning how Ministers insist on talking as if allowing PCCs to raise more money through the precept is somehow new central Government funding. I would have thought that Home Office Ministers might have learnt from the admonition of the chair of UK Statistics Authority, Sir David Norgrove, who recommended that

“the Home Office’s Head of Profession for Statistics speak to communications colleagues about the importance of clear public statements about police funding and ensure they understand the structure of police funding.”

I am trying to make some progress.

Maybe the chair of the UK Statistics Authority should have spoken to Ministers. Ministers want to claim that allowing an increase in the precept to fund the police somehow counts as a loosening of the purse strings. It really is not. The precept is not some magic money tree.

The precept is a regressive tax that bears down disproportionately—[Interruption.] Had the hon. Lady waited, I might have given way.

The precept is a regressive tax that bears down disproportionately on poorer people and poorer regions. It is unfair on the population within a given region and it is unfair between regions. As the Police Federation said:

“They are passing the buck of funding the police service to the public by doubling the council tax precept that police and crime commissioners are allowed to charge.”

This is no way to fund a cohesive police force.

We see a rise in violent crime, cuts to police numbers and increasing concern about public safety. This Government have let down ordinary police officers and the public. Their overall management of police funding is demonstrably poor. And no, we will not be joining the Home Secretary in the Lobby tonight.

During this vigorous debate, I have clung to the message from Her Majesty the Queen about the need, in these divided times, to try to seek the common ground. That is relevant because when the Home Secretary and I spoke recently with a group of senior police leaders, billed as the leaders of tomorrow, one of the questions from the floor was, “Do you see common ground between the political parties about the future of policing?” The question was asked hoping for the answer yes. Listening to this debate, I asked myself what that police officer, who may end up leading a force, would have thought of this debate if she had had the time to watch it, which of course she does not.

She would have heard a common voice across the House with MPs going out of their way to express their personal admiration and thanks to their forces. That was the case with my hon. Friends the Members for South West Bedfordshire (Andrew Selous), for Nuneaton (Mr Jones) and for South Dorset (Richard Drax), the right hon. Member for Knowsley (Mr Howarth), my hon. Friends the Members for Waveney (Peter Aldous) and for Boston and Skegness (Matt Warman), the hon. Members for Newport East (Jessica Morden) and for Redcar (Anna Turley), the right hon. Members for Kingston and Surbiton (Sir Edward Davey) and for North Durham (Mr Jones), and the hon. Member for High Peak (Ruth George).

She would have heard a recognition across the House of changing demand on the police, with cyber-crime, county lines, child sexual exploitation and the critical issue of the increasing amount of time that our police officers are spending with people in crisis and suffering from mental health problems. Again, that was recognised by Members from across the House. My hon. Friend the Member for South West Bedfordshire, my right hon. Friend the Member for New Forest West (Sir Desmond Swayne), my hon. Friends the Members for Nuneaton and for South Dorset, the hon. Member for Hartlepool (Mike Hill), my hon. Friend the Member for Boston and Skegness and the hon. Member for Batley and Spen (Tracy Brabin) all talked about that.

She would have heard a determination across the House to bear down on this horrendous increase in knife crime. The right hon. Member for Knowsley and the hon. Member for Ilford North (Wes Streeting) again did the House a service by reminding us that beneath the statistics are terrible human stories of shattered families. The hon. Members for Norwich South (Clive Lewis) and for Birmingham, Edgbaston (Preet Kaur Gill) reminded us that this is not a London issue but a national challenge.

She would also have heard a recognition from across the House that a lot needs fixing in the CSR in how funding is allocated across the police system. We heard that from MPs from many different places across the country, such as my hon. Friend the Member for South West Bedfordshire, the right hon. Members for North Durham and for Knowsley, my hon. Friend the Member for Isle of Wight (Mr Seely) in relation to Hampshire and the Isle of Wight, my hon. Friends the Members for Nuneaton, for Waveney, for Bury St Edmunds (Jo Churchill) from a sedentary position, and for Boston and Skegness, the hon. Members for Newport East and for Batley and Spen, and most of the west midlands MPs.

That is where the common ground lies. Of course, there are also divisions. There are irreconcilable divisions on decisions taken in 2010 in response to the crisis in the public finances.

Will my right hon. Friend add Essex police to the list of those that need praise? A new cohort of Essex police officers will be passing out on Friday. They are in addition to the 150 new officers last year, and are part of the 240 new officers planned for this year, funded proudly by Essex people thanks to the precept.

The hon. Gentleman of course speaks for his constituency, and I am pleased to hear that he is urging others in Northern Ireland to get back around the table and help to deal with these many issues. As has already been pointed out, however, this is but one of the important issues facing Northern Ireland and the United Kingdom as a whole.

May I thank the Minister for this Bill, which I believe will transform the way in which we deal with this horrific crime? It largely impacts on women, although men can of course be impacted by domestic violence as well. I think it is totally despicable that politicians in Northern Ireland have left such a void in this and other areas for two years now. Will the Minister confirm that the devolved powers, which mean that this Bill has to be only for England and Wales, have actually been devolved for many decades?

My hon. Friend is absolutely right, and I am particularly grateful to her for pointing out that, although the vast majority of victims are female—indeed, of the 2 million people affected, it is estimated that 1.3 million are female—men can be victims of domestic abuse as well. That is why, through the non-legislative package of measures that sits alongside the Bill, we are also investing in, for example, a specific helpline for male victims. We understand that they face particular stigmas in being a male victim, and they may feel even greater pressure not to seek help.

On the point about the nature of the criminal laws underpinning the prosecution of domestic abuse offences, my hon. Friend is absolutely right. Section 18 of the Offences Against the Person Act dates back to 1861.

Immigration is an enormously sensitive subject, and it is important that we pick our words with sensitivity. I often sit in this place listening to foreign affairs discussions about countries that millions of people are fleeing—we were talking about Venezuela earlier—and I remember how lucky we are to live in a country to which people want to come, not one they want to flee. We are lucky to live in a country in which people have had freedom and where our history has given us freedom. In many European countries, people remember what it was like not to have freedom. Under communism in Poland, people were not allowed to leave the country. In East Germany, people in Berlin were not allowed to cross the wall, even to visit a family member.

The hon. Member for Stoke-on-Trent South (Jack Brereton) said earlier that we needed to stop freedom of movement to counter extremism. However, is it not the point of freedom of movement to put into the past the kind of extremism that built the Berlin wall?

Let me continue my point. Under communism, people were trapped in a prison in their own country, and to many across Europe, especially eastern Europe, freedom of movement is a deeply cherished right and we must remember to respect it in our own language.

How did we get to where we are today, when so many people in the UK feel that freedom of movement is not right for us? For me, there were two huge errors in our history. The first came under the Labour Government in the early 2000s when 10 new countries joined the EU and the then Government vastly underestimated the impact of migration and did not introduce transitional controls. I remember the impact on many towns across the east of England, which I represented as a Member of the European Parliament. I am thinking of towns such as Wisbech, Thetford and King’s Lynn, which saw a huge influx of people, putting real pressure on local services.

Sadly, the fund did not have the necessary impact at that point, but I would support measures to reassure local communities in which we see migration. Having knocked on many doors and spoken to many people, that was one of the key reasons why so many people voted leave in the referendum—not necessarily in other places, but in those towns.

The second error happened during David Cameron’s negotiations with the EU. He tried to explain the impact that migration had had on those communities, but for one reason or another, the EU leaders gave the perception—whether it was real or untrue—that they simply were not listening and were not prepared to try to help introduce some of the reassurances that those communities needed. We are where we are today because of those two errors.

The vast majority of people who come to our country work hard, pay taxes and make huge contributions to our communities and our society, and we are stronger and better as a result. Post Brexit, it is vital that we continue to be a country that welcomes and values those who want to come here. I will support the Bill tonight, because we need to reassure communities that we listened to the message from the referendum, but we must have a migration system that works for people who bring skills, talent and sheer hard work.

I want to talk about four sectors: the NHS and social care, science and research, universities, and tech. I come from a medical family. Both my parents were doctors; my sister is a doctor; and I am married to a doctor. One in 10 of the doctors in our hospitals and across our health service come from other countries. Yes, we will train more in the future, and I am delighted that the first of the next generation of medical schools has now opened in my constituency of Chelmsford, where we are already training 100 new doctors. However, we cannot forget the contribution made to our health and social care sectors by those who have come from other countries. A lot of those people are not on high pay, and the suggested salary threshold will risk cutting out and excluding some of them, so I ask the Minister to look at that.

This is not just about salary. I often hear people ask, “If I come and do extra qualifications here, will I be able to take those qualifications back to another country if I then choose to move?” Issues such as the mutual recognition of professional qualifications are important when discussing our immigration system and our ongoing relationship with Europe.

I apologise to the House for bringing my wife back into the conversation, but, as she is a qualified midwife and general nurse from outside the EU, one of her frustrations is with the impossibility of her qualifications being recognised. Does my hon. Friend welcome at least the potential of the Bill to recognise such qualifications?

I am delighted that my hon. Friend raises that point. One of my reasons for voting for the withdrawal agreement is that in the future partnership discussions, in black and white, is the continued mutual recognition of professional qualifications. That level of detail on such issues is so important. Yes, we must continue to welcome those with training and real skills, so we must make sure those skills, as well as the individual, can be moved.

I am a member of the Select Committee on Science and Technology, which has done a huge amount of work on the future of the visa and migration system. This country has world leaders in science research, and we are a world leader because people come here from all over the world. We must make sure that we remain open to the best brains and the best talent, but that does not just mean the top professors; it also means skilled lab technicians and PhD students, and we need to make sure our visa system works for them, too.

Mobility is important. Scientists need to be able to move from country to country. I often give the example that people who work on the British Antarctic Survey will, by definition, not be spending 12 months of every year in Britain. They need to go to Antarctica. Scientists often need to go backwards and forwards to work and study, so a fixed regime that says they have to stay here for x number of years and cannot move backwards and forwards does not work for them.

Bureaucracy was raised by a previous speaker, and scientists need to be able to act fast. A post-doc who has been offered a two-year or three-year grant to get their research done does not want to hang around for six months to find out whether they have their visa. They will go to a country that will make the decision faster, so we need to make sure that we can act quickly. And when we are welcoming scientists, we must make sure that we also welcome their families, who will want to come with them, and we must have a policy to encourage that.

I was touched by what techUK told us before this debate. The UK tech sector is growing two and a half times as fast as the rest of the economy, and one in five of those working in the sector was not born in the UK. They are young, highly talented and highly mobile, and again the salary threshold may not be a proxy for skills in this area.

I am lucky to have a university in my constituency, and our universities are thriving and exciting places to be. Nearly one in three of our academics, and nearly one in every two of those on research-only contracts, was not born in the UK. Again, if the £30,000 threshold were to be agreed—it is not finalised—it may not be the right proxy for talent, and the universities have repeatedly made that point.

We need to make sure that we continue to have overseas students, who add so much to our universities, and I would like the Minister to consider the arrangements for post-study work. In Australia, for example, a student can stay for two to four years after their degree. If we want to compete for talent with countries like Australia, we need to give students more time.

My final point is that I am not one of those who says that the Government should be rushing into decisions on this. I do not blame them for taking time to get this right, as they need to take the time to consult. We need a system that rebuilds trust and confidence in parts of our country where people feel let down by the previous system. I want to make sure we have a system that is the best in the world and that we look at experiences from other countries. I want to end up with a system that welcomes people with skills and talents, welcomes people who want to come here to work hard and welcomes people who have come here to flee horror. That is the message I would like to leave the Minister with.

The hon. Lady raises an important issue. I quite agree that we want to make this scheme as easy and simple as possible. I want all 3.5 million EU citizens to feel that they can stay as easily as possible. I want them to stay, and I can give her that confirmation.

In Chelmsford, the police, the Crown Prosecution Service and youth offender programmes occasionally have recommended that a youth offender has a curfew, to safeguard them from being further targeted by gangs, but the magistrates are often not aware of all the information and overturn that. Will the Minister’s team work with Justice Ministers on the better sharing of information with magistrates, so that the full intelligence picture is taken into account?

Very much so; my hon. Friend has hit on the point that the children coming before the youth justice system are very often themselves the victims of horrendous crimes. That is why, in the serious violence taskforce, we are bringing all Departments together to spread the message about data collection and sharing, which will then be disseminated nationally through local agents.

For nearly a decade, I have been a champion of a charity called the Internet Watch Foundation. It is not a paid role, but it gives me huge pride. The IWF was set up by the previous Conservative Prime Minister, and it identifies online images of child exploitation and then removes them from the internet. Last year, the IWF took down or acted on 132,000 reports of child sexual exploitation, 55% of which involved children who appeared to be under the age of 10 and one third of which involved rape or sexual torture. Child sexual exploitation is hideous, and when the images can be taken down, sources can be traced and lives can be saved. I am proud that less than 1% of such images are now stored in the UK thanks to the work of the IWF.

However, speed is vital when tracking images and getting hold of them means that our law enforcement authorities can then build cases and hold these evil people to account. This Bill will allow our law enforcement agencies to apply via the UK courts for a court order in other countries to get access to that data, and it will be crucial in countries such as the US, where we are already negotiating such an agreement. I am concerned that the Labour party’s amendments will create extra delays in the process when children’s lives are at risk. We should be working as hard and as fast as possible to get rid of this global crime. Britain needs to stand up and take the lead and save our children from exploitation on the internet. I am proud to support the Bill tonight.

Twice in the last two years these guns have been found in the hands of criminals: once in the north, when the barrel was shortened and discovered in wasteland; and once when the weapons were found in the hands of a gun smuggler to organised criminal gangs.

Labour will vigorously oppose these amendments today and any attempt to weaken the already desperately weak provisions in the Bill. The measures contained in clause 30, which in effect ban the enormously powerful .50 calibre, 14 mm and 20 mm are necessary and proportionate. They have been backed up with expert justification of the risk assessments and we are convinced that that assessment has been made in good faith. We will not be playing politics with public safety.

In my mind, I make a distinction between a legal gun owner and an illegal gun owner. In the two incidents that the hon. Lady described, were the guns held legally?

In one case, the weapon was held legally; in the other, it was held illegally. I hope that will help the hon. Lady make up her mind as to how she wishes to vote today.

There are many who seek to question the motives of the senior firearms officers who presented evidence to Parliament on the basis of an assessment of the facts. Those officers gave a reasoned, evidence-based analysis, and we are confident that they are not supporting anything that is not completely necessary to their work to keep us safe.

The hon. Member for Huntingdon (Mr Djanogly) made a point about ammunition. In fact, the user requirement for this gun for the military is a system that can immobilise a vehicle with all UK in-service .50 calibre ammunition—not exotic military ammunition at all. Mark Groothuis of Operation Endeavour, the counter-terror policing unit in the Met, told us:

“My concern is that, if one of these guns were to be stolen…and if it were to get into terrorist hands, it could be very difficult to fight against or to protect against. There is very little—nothing, as far as I know—that the police service have that could go up against a .50 in the way of body armour or even protected vehicles.”––[Official Report, Offensive Weapons Public Bill Committee, 17 July 2018; c. 33, Q66.]

How is this a risk worth taking? This is a proportionate ban affecting weapons of staggering power. This is the most powerful weapon of its kind still available to the public.

The idea heard in some quarters that this is part of an overall assault on lawful gun-holders is simply nonsense. Last year, there were 157,581 firearms certificates covering over half a million weapons, and over half a million shotgun certificates covering more than 1 million shotguns. This amendment would affect 129 weapons. The truth is that the only way to protect the public from this weapon’s enormous power is to remove it from public hands altogether, and the Government have utterly failed in their duty to do so.

Why? Three years ago, almost to the day, more than 100 young people were killed in an attack on a Paris theatre. It was our Prime Minister who called for reform of European gun law, and I was the Member of the European Parliament who led that reform. This is a Government who are committed to the highest standards of gun control across Europe. If we are to continue that ongoing co-operation with our European neighbours, it is vital that we have evidence-based legislation that directs the gun controls at the right organisations. That is why I will be supporting the Government today.

Well, I have to say that the hon. Lady would be supporting the Government whatever their position was. I thank her for the intervention, however, because it does make an important point. The Prime Minister, as a former Home Secretary, does understand the threat, so the fact that the Government are doing the wrong thing because of party interest is shameful.

My new clause would give added protection, but more importantly, it would show retail staff on the frontline that we are on their side, backing them up and giving them the support they need.

The British Retail Consortium and the Association of Convenience Stores have identified violence to staff as the most significant risk in the sector. The National Federation of Retail Newsagents has published research showing that there are 2,300 incidents daily among its members. The Association of Convenience Stores has said that enforcing the law on age-restricted sales is one of the biggest triggers of abuse against people working in convenience stores. The British Retail Consortium has said that age verification checks are one of the key triggers for attacks. USDAW has said that shop workers are on the frontline of helping to keep our community safe, so their role should be valued and they deserve our respect. The Co-op and police and crime commissioners such as Paddy Tipping in Nottingham have said the same.

If the Minister can agree to this new clause or take it away and look at the general principle with the National Police Chiefs Council, she will be standing shoulder to shoulder with every member of staff who is upholding the law. She will be saying that she is with them and protecting them. She should do the right thing. The 15,000 members of the National Federation of Retail Newsagents want this new clause. The British Retail Consortium, representing 70% of retail trade, wants this new clause. The Association of Convenience Stores, representing 33,000 stores, wants this. The Co-op group wants it. The Co-op party wants it, and the USDAW trade union wants it. It seems that the only person who does not is the Minister. I know that she is concerned about this issue. I ask her to reflect upon it, to support this new clause and to work with those bodies to come to a solution that protects retail staff who are enforcing the legislation that this House has enacted.

At the moment, many of our constituents seem to think the only thing we are discussing in this place is yet more Brexit, so it is with great pleasure that I am here to speak about something so important, unfortunately, to the daily lives of many of our constituents.

A few weeks ago, I was invited to speak to a group of 16 to 18-year-olds in my constituency. Colleagues will know that that can sometimes be quite a challenging group of constituents to please. When I told them that one of the things we were working on in Westminster was a new law that would make it so much more challenging to buy and sell dangerous knives—zombie knives and the like—on the internet, they stood up and clapped, because it is so near the top of their list of concerns and of their agenda for how to keep themselves safe when they are out on the streets. They have been shocked, as we all have been shocked, by the rise in violent crime across the country. When violent crime increases, it is, unfortunately, very often our young people who suffer. I believe that it is the first job of politicians to try to keep our constituents safe, and that is why I welcome the Bill.

We have discussed the sale of knives online, stopping them being sent to residential addresses, and if they are legal sales—in other words, sales of a permitted bladed article to someone over the age of 18—making sure that those who receive them provide identification. I welcome the parts of the Bill that make it illegal to possess the most offensive weapons in private as well as in public, including zombie knives and knuckledusters. New clause 16, moved today, will make the offence of threatening with an offensive weapon in a private place part of the Bill. This new offence of making it unlawful to have offensive weapons in private means that, when the police find a zombie knife in a private place or someone’s home—as members of Chelmsford police have—they can arrest and charge the owner with the proposed offence and remove the weapon from the owner.

I am extremely pleased that the Bill extends the current offence of possessing such bladed articles or offensive weapons on school premises to cover all further education premises in England and Wales as well as schools. As I have said, it is this group of 16 to 18-year-olds in my constituency who have campaigned very hard since my election for stronger laws against this type of crime and for stronger action against this type of weapon.

In Essex, we have the highest number of violent incidents relating to urban street gangs and county lines in the whole of the east of England, but we have a police and crime commissioner who is committed to reducing that. While violent crime across the country has increased by 12%, the police and crime commissioner in my own county—the police, fire and crime commissioner; she has now taken on the fire commissioner role as well—told us just last Friday night that it has increased by 3% to 4% in Essex. That is lower than the national rise, but it is still increasing.

Thanks to Ministers listening to the pleas from Essex police, we will now have 150 additional police officers on the streets in Essex, because we have been able to increase the police precept. Essex MPs were united in asking for the increase in the police precept. I am sure the Minister will be very glad to hear that a whole tranche of those new Essex police officers will hold their passing-out parade on Friday afternoon. We are very proud to see that decision actually turning into reality.

At the end of the summer, I spent a day and a night on patrol with my local police. While I have the Minister’s attention, I will mention some other items that I would like her to consider. The officers in my district alone did 172 stop and searches last month. They said that the power to stop and search is vital for tackling county lines and getting on top of the increase in violent crime. Stop and searches quite often result in the seizure of offensive weapons, such as the ones we have been discussing.

Last year’s funding settlement did put more money into west midlands policing, and it was a settlement the hon. Gentleman voted against. I will be coming to the House in early December with our plans for 2019-20. He is right about the need for a robust law enforcement response to this scourge of serious violence on our streets, but it also needs to be balanced, as I am sure he knows, with excellent work on prevention and early intervention. This Government have committed almost a quarter of a billion pounds of taxpayers’ money to that prevention and intervention work in communities up and down the country. It is that balance that will give us the success we all want.

When out on patrol with my local police, I have seen how the reasonable use of stop and search helps them to target drugs and disrupt the gangs, and has led to a drop in serious harmful violence, so I fully support it. Will the Minister look again at extending the powers so that “smelling cannabis” could be reasonable grounds for a stop and search?

My hon. Friend is a great champion of her local police, so it is no surprise that she has been out with them, and I know that she welcomes the fact that they are currently recruiting 150-odd officers. Our consultation on the extension of stop-and-search powers in relation to corrosive substances, drones and laser pens has just finished. I will take on board my hon. Friend’s point about cannabis.

The hon. Gentleman’s intervention gives me the opportunity again to place on the record the admiration of the Government for the performance of Durham police, which is an outstanding force. Against the context of reduced resources, it shows what it is possible to achieve. I understand the point he is making and I return to what I was saying, which is that we are working through the issue and I will come back to the House in early December with what I hope will be a solution.

In Essex, 150 additional officers are making a real difference in the fight against crime. Will the Minister work with the Treasury and reassure our excellent police, crime and fire commissioner, Roger Hirst, that this actuarial change to pension liabilities will not hit our frontline policing?

I am sure that my hon. Friend will share the determination of the Government to do the right thing by public pensions and to make sure that they are properly funded. What the Treasury is doing is as a result of independent advice, and its approach is the right one, but there is a recognition of the difficulty that this causes the police at a time when things are already difficult and demanding. I made some comments earlier about possible exaggeration on their part of the problem. I should be more cautious, because there is a very real issue of stretch on police; I just do not happen to believe that there is the loss of officer numbers that they have indicated, not least because I am working very closely to find a solution to that. My hon. Friend can be assured that we at the Home Office, working closely with the Treasury, are determined to find a solution to this and to come to the House in early December with a police funding settlement that allows us to continue on the track of making sure that our police have the resources that they need in Essex and elsewhere.

I thank the hon. Gentleman for his intervention: he is absolutely right. In the wake of an Adjournment debate that I held in July, 20 police and crime commissioners wrote to this Minister about the issue, stressing exactly what I am saying this morning: unless these drugs are taken seriously and prioritised by police forces in the way class A drugs are, the police will continue to struggle to deal with them at local level.

The point of reclassification is not to criminalise vulnerable users, but to prevent those users from being exploited by drug dealers and to get them the help that they need. The health Green Paper, announced only yesterday in an initial policy paper entitled “Prevention is better than cure”, is a welcome development. As my right hon. Friend the Secretary of State for Health and Social Care said, focusing on the responsibilities of patients is not about penalising people, but about helping them to make better choices.

Before my hon. Friend gets too much into the issue of patients, may I bring him back to the issue of policing? My local police have been doing a phenomenal bit of work cracking down on drug activity, and they made a number of arrests last week. They are concerned that there is not strong enough sentencing for the drug barons at the top, who too often are let off, basically scot-free. Does my hon. Friend agree that reclassification should be coupled with stronger sentencing for those peddling these drugs?

I thank my hon. Friend for that intervention: she is right. The challenge in many cases is that there do not seem to be significant repercussions for dealing in and manufacturing these products. Later I will touch on local examples of people who have gone round and round the judicial system, with a weak sentence for this and eight weeks for that. Not only are the drugs often more available in prison than they are on the streets, but there is no long-term repercussion for continuing to flout the laws, and people just go round and round the system.

I visited my local prison last Friday. It, too, is doing great work dealing with the drugs there, but the prison governor asked for stronger sentences for the people who commit crimes, especially violent crimes, in prison and said that those should be additional, not concurrent, sentences. Does my hon. Friend agree?

I think that that is a fair point, so I thank my hon. Friend for her intervention. I for one would like to see drug dealers and manufacturers removed from our streets for as long as possible, so I absolutely concur.

As part of my constituency work, I have focused heavily in the last year or so on homelessness in Mansfield and Warsop. To return to the health funding aspect, I think that we can use this week’s announcement by the Health Secretary and the funding that will be available for our NHS in the coming years to explore ways in which we can put in place community and primary care services for homeless and other vulnerable people and, for these drugs, preventive services. The preventive aspect is exactly what is needed from that funding and what could make a big impact. As I said at the outset, reclassification is not a silver bullet—it is not the only answer. It comes with a need for preventive services in our communities. They are two sides of the same coin when it comes to delivering for my constituents on this issue.

Mansfield District Council and the local police have done everything they can under the current framework to help users, and I commend them for their hard work and dedication. Alongside a local charity called Framework, the council and the police have launched a joint operation to tackle antisocial behaviour relating to the use of Mamba. In the town centre alone, one sergeant, six constables and six police community support officers are working closely with the council’s neighbourhood wardens and antisocial behaviour officers to deal with the problem; that is in addition to CCTV. That demonstrates the enormity of the issue. There are more police officers working in the town centre than perhaps ever before, but the police are still being stretched by this problem. Some kind of drug-related episode, whether it is someone passing out or causing another kind of issue for residents, is still a daily occurrence.

We should not automatically assume that all homeless people are taking these drugs. Of course they are not, but because of the incredibly low cost, there is a high correlation. To some extent, this has become the drug of choice. A dedicated taskforce is focusing on the root causes of homelessness by giving individuals the support that they need to end the cycle of dependency on drugs and alcohol and helping them to turn their lives around. Three outreach workers, who specialise in homelessness, mental health and substance misuse, are supporting the community in Mansfield and trying to build relationships with users, even when their help is rejected, as it often is.

Mansfield is learning from projects in other areas in order to work on its own best practice when dealing with this issue. More than 50 people shared their experience at a recent Mamba seminar, which will provide further guidance for the local authority. I have met people from the Nottingham Mamba clinic to explore new approaches, hear their experience and try to share their work in my constituency. Interestingly, even the drugs workers on the ground in the Nottingham Mamba clinic agree that reclassification would be an important aspect of managing the problem locally. A police inspector in my constituency, Nick Butler, says that the College of Policing has acknowledged that Mansfield is leading the way in dealing with Mamba users and tackling antisocial behaviour and rough sleeping. That is commendable.

We must accept that, in some cases, it gets to the point where enough is enough. Although we can offer individuals help until we are blue in the face, the fact is that people can refuse help or sometimes, for a variety of complex reasons, are not able to accept help. Instead, they end up in an endless cycle of reoffending. We have reached the point where existing powers to deal with repeat offenders no longer have an impact, and local police are calling for further support, as we saw in the example of the police and crime commissioners writing to Government.

Following my debate in July about the societal impact of these drugs, I asked the Government for two things. First, I asked for a national strategy to share best practice, seek medical intervention and support local areas in combating the issue and, secondly, I asked the Government to consider reclassifying these drugs from class B, comparable to cannabis, to class A, in line with heroin.

I thank my hon. Friend for giving way again, yet again he is making a really important point. I heard a tragic story when I visited my local prison recently. Three prisoners died after taking drugs. All three were also taking epilepsy drugs and there may be an issue there. With these synthetic drugs, we simply do not know what they do or how they interact with common medicines. Is that not another reason for treating this matter more seriously?

I thank my hon. Friend for her intervention and I absolutely agree. We have seen the impact of these drugs and not only on users; there have been cases of prison officers having to go home sick, having inhaled fumes exhaled by people taking these drugs. The impact is not only on users themselves but on the broader community, which—absolutely—is another reason why this matter needs to be taken more seriously.

It is not yet necessarily recognised in the literature on this subject, but there can be problems for users as bad as bleeding from the eyes and bleeding from orifices. Similarly, teeth falling out has been described by long-term users as a side effect of these drugs, and such things are not comparable with the outcomes and side effects of other class B drugs. It is ridiculous that these symptoms do not warrant a higher classification for these drugs.

Unlike natural cannabis, synthetic cannabinoid receptor agonists, or SCRAs, do not contain cannabidiol, or CBD, a chemical that is sometimes sold in our high-street shops, and which appears to possess antipsychotic properties. The psychotic symptoms that occur relatively frequently following SCRA consumption might be linked to the high potency of the drugs and the absence of CBD. In many cases, however, we do not know what is actually in these drugs. That is partly why it is so difficult to have a clear national treatment plan for users; the drugs are manufactured locally and ingredients vary across different regions. Sometimes, the main ingredient is nail varnish remover, but at other times it is not, and the impact on health and symptoms can vary greatly.

Cases have been reported where users choose to take heroin instead of Mamba, as there is more treatment available for heroin. There is no substitute for Mamba in the way that methadone can be used to help heroin addicts to come off heroin. I have been told by service providers off the record that they would prefer to treat people who take heroin, as their understanding is greater and the pathways to support and help are clearer. The fact that drugs workers say, “Actually, I would rather you take this class A drug than a class B drug”, suggests that we have not got classification right.

I have been told anecdotally that these drugs are far more addictive than heroin or cocaine. An article in The Economist emphasised the difficulty faced by outreach workers as they try to help users. Although heroin addicts often have four or five hours of lucidity a day, Mamba is often chain-smoked continuously by users throughout the day. As Members can imagine, that makes having a coherent conversation with a Mamba user a nearly impossible task.

Last weekend, The Sunday Times contained a very interesting article by Rosamund Irwin, which included an account from a user about how much worse the outcomes of taking Spice are compared with those of taking any other drug. In the article, Karen from Blackpool said:

“I’ve been on heroin for over 30 years, I’ve tried every drug, and Spice is by far the most horrible. You can function on heroin, but on Spice I thought I was coming off the world.”

In the same article, Karina, who is from the Salvation Army, says that these drugs

“rob people of their personality, it’s very different to heroin in that you can still have a conversation with a heroin user, but when people are on Spice their body is there, but they are not.”

The impact of these drugs is immense and affects towns across the whole of the UK. Not only is the impact on individuals worse than that of many class A drugs, but the impact on others and on public safety is arguably the worst aspect of all.

I want to see heavier penalties for manufacturers and dealers; I want to see work being done to shut down supply chains for the ingredients used in these drugs; and I want to see that increased risk and difficulty make life harder for manufacturers. In the meantime, I want the police to act, in order to keep people safe on our streets.

I have spoken to the staff of many local services in Mansfield and Nottinghamshire who have seen at first hand the impact of these drugs on our town centres. It is clear that the low price of Mamba and Spice is a key problem. At the cost of as little as £5 for four or five hits, synthetic cannabis is one of the cheapest drugs on the market, but it is also one of the strongest. The effects of these drugs can leave users resembling zombies, slumped in a state of semi-consciousness, sometimes foaming at the mouth and sometimes passed out in the street.

It is uncomfortable enough seeing such things as an adult; it is devastating having to explain to your four-year-old child why there are people passed out on the ground in the market square in Mansfield town centre. That situation has clearly had a negative impact on town centres and local economies. It causes anxiety among shoppers and business owners, reduces footfall and discourages families from spending the day in the town centre.

These drugs have put an extra strain on ambulance services around the country. Figures from South Western Ambulance Service NHS Foundation Trust showed that between August 2016 and July 2017 there were 157 calls related to synthetic cannabis. That jumped up to 960 calls in the following year. Most of the time, the users hop back up after 20 minutes or so; they are absolutely fine and do not need an ambulance, but that time and money has been wasted. This issue not only affects my constituents in Mansfield and Warsop; it impacts on constituencies around the UK and it is getting worse. The Government need to act now to stop things from worsening further.

I am just coming to the second part of the hon. Gentleman’s question. We still know that more EU citizens are coming than leaving—[Interruption.] As the Minister for Health, my hon. Friend the Member for North East Cambridgeshire (Stephen Barclay), just indicated, more EU citizens are working in the NHS today than at the time of referendum.

I thank the Minister for clarifying that EU citizens’ rights will be protected in the event of both a deal and no deal. Some people have made the UK their permanent home but have to come and go either for their job or because they have caring responsibilities. Will those people be cared for?
