I start by expressing my sympathies to the hon. Lady and her family for what they are going through. I know this will have been an incredibly difficult time for them. I also pay tribute to her, because her presence at the vigil, in spite of everything, will have meant an enormous amount to many people, and the courage she shows in talking about that experience here today is admirable. She looks forward to a more positive future, which is an ambition I share.

This is an unspeakably difficult situation, a tragedy, but we must find a way to move forward to secure a more stable, peaceful settlement for those living in the middle east, because this tragedy has reminded us all of the horrors of war and the horrors of terrorism. We must find a way to bring peace and stability to the region, and that is what I will strive very hard to help bring about.

As a child of Northern Ireland, I will never forget how frightening it is to be in a schoolroom when a bomb goes off across the road. The Hamas atrocities of last weekend rewrote the definition of evil. The Prime Minister is right to have condemned Hamas, he is right to have stood beside the Jewish population and he is right to have stood by Israel’s duty to defend itself. But our history also tells us that terrorism is rarely defeated by further terror, so he is right also to be concerned for innocent Palestinians caught in the crossfire and who are being used as human shields. I thank him for what he said about the need for Israel to stay within international law, and for the additional aid we have pledged today. May I urge him to try to get that aid to the people who need it as quickly as possible?

I thank my right hon. Friend for her contribution, and I can give her that reassurance. I know that she will have advice for us on how best we can do that. We are keen to make sure that that aid makes a difference to as many people as quickly as possible, and we will be working with partners to make sure that that happens.

I thank the hon. Lady for her excellent question and join her in saying that we were delighted to agree the African Union’s membership of the G20. She is right to highlight the increasing importance of Africa in global affairs. Over the next decade or so, Africa’s population will double to 2.5 billion people, with 60% of them under the age of 25. Also, Africa contributes just 4% of global emissions but is home to 35 of the 50 countries most at risk from climate change, so it is important that we are engaged and supportive. I can tell her what we are doing. Now that we have left the European Union and are in charge of our trade policy, we have changed our tariff structure so that 98% of goods imported into the UK from Africa will enter tariff-free. We are making sure that our just energy transition partnerships help countries such as South Africa with their transition, mobilising billions of dollars of support. Next year, we will be hosting the Africa investment summit with over 20 different countries, because the UK, as measured by foreign direct investment, is the largest investor in the continent.

In an ever more dangerous world, having allies and partners is really important, and trust is so important in keeping those allies. I thank my right hon. Friend for the commitment he made on climate change. It was a commitment we gave in Glasgow at COP, and this shows that Britain is a country that keeps its promises. Would he like to share examples of how that money will be spent, how it will make our allies and partners stronger and how that will help to strengthen our own security here in the UK?

I thank my right hon. Friend for all her work in this area. She is right: it is important that we meet our commitment to £11.6 billion of international climate finance, and this particular investment will ensure that we do that. It was warmly welcomed by partner countries at the G20. She will know that the importance of giving money through this multilateral fund rather than bilaterally is that it can be leveraged multiple times, so every pound that we contribute will be able to be used multiple times more and attract more capital. In that way, we are helping to fund hundreds, if not thousands, of projects across the world and I know that the countries that benefit from them are extremely grateful for our support.

Teledyne e2v is the world leader in space imaging. It provides the eyes to NASA, the European space programme and Copernicus. Can my great and right hon. Friend make sure that our conversations about Horizon also include Copernicus? Otherwise, the EU is going to be building Earth observation satellites that cannot see the Earth.

I welcome my right hon. Friend’s interest in this area, and she is absolutely right to say that we have enormous opportunity in our space sector, across a range of aspects. I know that the Minister for Science, Research and Innovation, my hon. Friend the Member for Mid Norfolk (George Freeman), would like to discuss her constituency interest further with her. I can also assure the House that there will be further updates coming soon on the UK Government’s space strategy.

I completely refute the characterisation of the work of my hon. Friend the Member for Louth and Horncastle (Victoria Atkins). Getting those Afghans into communities is incredibly complex and it requires many Government agencies to pull together and deliver. That is exactly what the Prime Minister appointed me to do. We are all well aware of what has happened under previous Governments, but the issue now is that individuals are in hotels, which are not the right place for them to be—the right hon. Lady is well aware of the issues that have come about because of prolonged hotel stays. The offer that those individuals have through the ARAP pathway is still open. There is no requirement to take illegal routes to this country. The ARAP pathway can be applied to from third countries. The Illegal Migration Bill was passed last night, and we had numerous debates on that. I am clear that this is a good offer for Afghans who served with British forces in Afghanistan, and we all need to ensure that that offer is taken up and that we integrate those people properly into our society.

May I thank my right hon. and gallant Friend for coming to Chelmsford and meeting the Afghan families who are still in the Atlantic hotel? Staying in a hotel indefinitely does not give stability or security to any of those families, and the Government are right to give a generous offer to help those families find themselves a home. Nevertheless, my Chelmsford local authority says that the very generous £7,100 per person is not enough to find rental accommodation in Chelmsford, but it is enough to find rental accommodation elsewhere in the country. Can he confirm that that amount of money can be transferred with the family should they want to go and rent elsewhere, and ensure that that process is working for those families in Chelmsford?

First, I believe that I misunderstood the premise of what the Chair of the Home Affairs Committee, the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), said. I thought that she was giving my hon. Friend the Member for Louth and Horncastle (Victoria Atkins) a hard time, but she was not—I apologise for misunderstanding.

When it comes to Chelmsford and various local authorities, I have to be honest: I have seen a wildly differing spread in the application of the policy. The truth is that in some local authorities, it is an extraordinary package that is having huge success. We are seeing up-front payments for six to 12 months, deposits paid, and £4,000 loaded on to credit cards for people to go out and furnish their accommodation. On top of that, the £7,100 per Afghan—not per family—moves with them to that local authority. That is why there is no reason that any Afghan should remain in hotels beyond 31 August. As I said, I have not always seen good application of the policy by local authorities—my right hon. Friend the Member for Chelmsford (Vicky Ford) will be well aware of what I am speaking about. When I took over this brief, I was very clear with the Prime Minister that we needed to resource the policy correctly, and he has resourced it correctly. We now need to be honest, recognise that it is a good offer and get those Afghans out of hotels and properly integrated into the United Kingdom, which was the original promise of Operation Pitting.

It is important that the railways continue to reform after the record amount of money we gave them during covid. If the hon. Lady is concerned about her constituents getting anywhere on the railways, I gently say that she should condemn the totally unjustified strikes that close them down week after week.

Q15.   Four summers ago, the unprecedented climate change-driven heatwave caused irreparable damage to Chelmsford’s flyover. Since then, people from across Essex have been getting stuck in Chelmsford’s traffic jams, which are wasting time and hitting our economic growth. We badly need a new junction at the Army and Navy, but the funding decision has been stuck in Whitehall. Will my right hon. Friend use his cross-Cabinet convening power to get the Treasury and the Department for Transport to agree to the money so that we can deliver a new junction, stop the traffic jams and get Chelmsford moving again?

My right hon. Friend has been making a powerful case for this scheme, and she does so once again. The Chancellor is sitting next to me and will have heard her. I understand that the outline business case submitted by Essex County Council is being considered by Ministers right now, and all relevant Ministers will have heard her injunction.

I am a big supporter of the Eden Project, and I hope very much that we can have one in Dundee. Of course the United Kingdom Government always stand ready to support people in Scotland, and to support people in Dundee.

As the child of two NHS doctors, the sister of an NHS doctor and the wife of an NHS doctor, may I, too, say thank you to everyone who works in our NHS? Will my right hon. Friend send particular congratulations to the students at the new medical school at Anglia Ruskin University in Chelmsford, who will graduate as doctors in a couple of weeks? This is the first time we have ever trained doctors in Essex, and it has been hugely successful. Will my right hon. Friend meet me to discuss doubling the size of our medical school?

I am very happy to offer my sincere congratulations to those students, who thoroughly deserve their graduation ceremony. I know what a difficult course is required for someone to qualify as a doctor. Health Ministers would be happy to meet my right hon. Friend to discuss exactly that proposal.

The hon. Lady may have missed the £1 billion of investment in the UK semiconductor industry contained in the strategy, and the fact that it was welcomed by leading companies from the sector. It has taken the right amount of time to get the strategy together, because it is the right strategy for Britain. Every country has different strengths, and every country plays a different role in the supply chain. We are focused on what we do best, which is in compound semiconductors, as the hon. Lady will know well from south Wales, but also semiconductor design and intellectual property. Those are the strengths we are investing in, which give us leverage in a large global supply chain. That is why the strategy was warmly welcomed, and is the right strategy to strengthen our security.

Among many other achievements this weekend, may I thank the Prime Minister for ensuring that education did not drop off the global agenda, and that the communiqué reaffirms the G7’s commitment to global education? It is an issue that we in the UK have led on for many years. More than 200 million children in the world right now are in need of urgent educational support, and that has been made worse by conflict and climate change. May I urge my right hon. Friend to continue to encourage our friends, particularly France and Japan, to contribute to Education Cannot Wait?

I thank my hon. Friend for all her work in this area previously. She will be proud, as I am, that the Foreign Secretary launched the women and girls strategy in March, and one particular thing in that was to continue putting women and girls at the heart of everything to do with education. UK aid has supported 8 million girls to gain a decent education, which is part of our pledge to enable all girls to have access to 12 years of high quality education. That is something we will continue to champion in all international fora.

This has been an incredibly dynamic and difficult situation over 18 months. We now have this plan. Anybody can apply to the ACRS or the ARAP programme from third countries, and that is what I expect people to do.

A hotel is not a home, and it is important to find permanent accommodation for these families, so I thank my right hon. Friend for his statement today. We also must not forget the terrible plight of the people in Afghanistan, especially women and girls: it is now 553 days since girls were banned from going to school, and women are banned from leaving their homes. In the meantime, senior Taliban members are sending their own daughters to school in other countries, so will my right hon. Friend work with Ministers in the Foreign, Commonwealth and Development Office to tighten the knot of international sanctions and travel bans on the Taliban?

I have a very clear remit in this space, which is to deal with Afghans who are in hotels and get this pathway opened up. Clearly, we want to see through our responsibilities. Whatever has happened in Afghanistan is for the FCDO to comment on; everybody knows my views, which remain unchanged. We need to deal with the challenge as we find it now, which is far too many people in hotels and the blocking-up of that pathway. We are determined to make sure there is a professional, clear pipeline that people can use to get out of Afghanistan and into the UK, where we owe them a duty.

I join the hon. Gentleman in paying tribute to my hon. Friend the Minister of State. He is absolutely right to shower praise on him. Not only has my hon. Friend been instrumental in providing the intellectual underpinning for many of the arrangements that we have adopted in the green lane, but his diplomacy—particularly with the Irish, but also with the parties in Northern Ireland—has proved invaluable in getting us to the point that we are at today, and I thank him for it.

More broadly, as we have heard previously, there are many areas of co-operation that we can have with our European friends and partners. Particularly over the last year, the co-operation with regards to Ukraine in terms of our security—whether it is sanctions policy or providing support—has been positive and invaluable. Hopefully that is something that we can build on.

As a Member of this House who was born and raised in Omagh, may I send my love and prayers to DCI John Caldwell?

In my hand I have my Omagh school notebook from when I was six. The entry for Thursday 13 December that year says:

“Last night a bomb went off in the police barracks. Gillian’s house has no glass in her windows.”

I thank my right hon. Friend for the words he said about not looking back. We must move forward and put those things behind us. May I congratulate him on an extraordinarily bespoke deal that sorts out the practicalities but also preserves the Belfast/Good Friday agreement?

I pay tribute to my right hon. Friend for her work but also for her comments just now, which were powerful and moving. She is right that we must look forward, and we will not let those who want to take us back be successful. Stability in Northern Ireland is important, and it is about the balance of the Belfast/Good Friday agreement, as she knows better than many. We have strived very hard to restore that balance with the Windsor framework. I believe that it does that, and I look forward to working with her and colleagues from across the House so that we can look forward to a brighter future for everyone in Northern Ireland.

I hope I can reassure the hon. Lady: we are funding victims to the tune of quadruple the level under the last Labour Government; we will appoint a new Victims’ Commissioner shortly; and the victims Bill will be coming forward as soon as parliamentary time allows. I hope the hon. Lady will also recognise the 24/7 rape support line, the increase to more than 1,000 independent sexual and domestic violence advisers, the roll-out of section 28 and the work that we are doing through Operation Soteria.

My last meeting of 2022 was probably the most important, because I met our police chief and police commissioner to discuss rape victims in Essex. The number of prosecutions is rising but it is still far too low, and one of the factors that put women off is the long court delays. As more judges are recruited, will the Government please ensure that they focus on rape cases, so that 2023 can be the year in which women who have been raped know they will have access to justice?

My right hon. Friend is right. In June last year, we announced—this is on top of the measures I have already mentioned—enhanced specialist sexual violence support in three specific Crown court locations where there is a high throughput of rape cases: Leeds, Newcastle and Snaresbrook. As I said earlier, we have already increased the number of rape convictions by two thirds, and we are restless to go much further in 2023.
