I would be absolutely delighted to meet my hon. Friend and colleagues on the all-party parliamentary group on sixth-form education. He will no doubt be aware that we have already been putting extra resources into 16-to-19 education. An additional £400 million was awarded in 2019. We recognise that it is important to invest in the quality of estate, which is why we are putting £1.5 billion into upgrading that estate.

Earlier this year, in June, I stood at this Dispatch Box and confronted the Minister about the number of nurseries and childcare providers that were closing because of the Government’s inability to fund the early years sector properly. The Minister accused me of scaremongering. Since June, there has been a further loss of 500 childcare providers in the sector, which brings the net loss for this year alone to nearly 3,000. Will the Minister make up for dismissing the concerns of parents, children and carers by providing targeted funding for the early years sector from this Government?

It sounds as if amazing work is going on at Gusford Primary School. That has been underpinned by the £3.5 million in funding available to charities and organisations such as the Diana Award. A number of organisations are currently bidding. I am afraid that I am not in a position to confirm which have been successful, but I understand that the Diana Award is one of those that has been bidding for the next tranche of funding.

Last week, the Early Years Alliance revealed secret Government documents that exposed that Ministers have been knowingly underfunding childcare, childminders and nurseries for years now, knowing full well that that would mean increased childcare costs for parents and lower-quality early education. Bearing in mind that in this year alone there has been a net loss of 2,500 childcare facilities in England, will the Minister apologise for covering this up? Will she explain to the House how she plans to rectify the very serious problem of underfunding in early education?

I think we are all very much looking forward to welcoming all university students back, and we very much expect to be seeing that as part of the next step. I would like to thank universities for the work they have been doing to ensure that universities are covid-secure, including extensive testing of students in universities and the greater availability of the home testing kits that we have been able to deliver on. We will continue to work with Universities UK, the Russell Group and the whole sector to ensure that students are able to return to university safely at the earliest possible moment and that we are able to welcome a new cohort of students in September.

More and more children are relying on free school meals because of the pandemic. The Government’s holiday activities and food programme tells local councils to provide just 16 days’ worth of food support over a six-week summer holiday period, so could I ask the Minister: what does she expect children to eat the rest of the time?

Thank you, Mr Speaker. Last week, the Children’s Commissioner for England, Anne Longfield, said that the Government’s latest reduction in legal protections for children in care without proper scrutiny or an opportunity to scrutinise was not justified, given that the staffing in social care is “holding up”. The Labour party agrees with the Children’s Commissioner for England. Does the Secretary of State also agree with the Children’s Commissioner for England?

On the regulations we have laid, we worked very closely with the ADCS—the Association of Directors of Children’s Services—on how we make sure we do everything we can to maintain the very best support for all children when they are in care. It and the sector have specifically asked us to make sure that some flexibilities are made available to them. This is a temporary measure that we have taken in response to concerns that people have raised about making sure they are able to provide the best care for the most vulnerable children. It is certainly not something that is going to be continued once we are through this crisis.

My hon. Friend and I saw the reality of the impact in his constituency when we had the privilege of visiting Thornaby Academy. The academy was recently taken over by Falcon Education Academies Trust, which specialises in supporting schools that are experiencing some of the most challenging circumstances. That was a great example of how injecting leadership and extra support can ensure that schools which have had troubles in the past can reach for a new and more positive future.

In a review published last week, my constituent Sir Michael Marmot argued that a highly educated and well-paid childcare workforce was essential to the improvement of early-years provision and the tackling of healthcare inequality. Both are essential if we are to provide equal opportunities for the next generation. However, under this Government early-years staff suffered a real-terms pay cut of 5% between 2013 and 2018, and thousands of staff are leaving the profession because of low pay. Will the Secretary of State join me in asking the new Chancellor to pledge more funds for early-years provision in the upcoming Budget, so that we can pay our staff properly and the next generation can have equal opportunities?

I am always happy to make representations to Chancellors. I have in the past, and I am certain that I will in the future. I almost thought that the hon. Lady was going to welcome the extra £66 million that we secured last year, and perhaps if she had had the opportunity to go on for a little longer she would have reached that moment.

On both sides of the House, we all recognise the important role that religious and faith organisations play in our education system. It is saddening to see the political ideology of Harrow Council getting in the way of opportunities for young people. It is shocking to think that the council wants to deprive young people in Harrow of the opportunity to get the very best, and I will certainly write to the chief executive to get assurances that the council is not letting political ideology get in the way of opportunities for the young people of Harrow.

The National Day Nurseries Association published research last week showing that three quarters of local education authorities underspent their early years budget in 2018-19, with Surrey County Council having an underspend of £5 million. I am curious to know where this money is going and whether councils are using the money to plug the gap in overstretched SEN budgets. Does the Minister agree that this demonstrates there is a problem in how the dedicated schools grant is being implemented? Does he also agree that, if money has been set aside to give children the best start in life, it should not be used to plug the gap in other parts of the budget?
