Commons ChamberGosh, my hon. Friend is up to date with what is going on with the British Library. For the record, it is worth pointing out that the British Library is indeed in London but there is also part of it in Boston Spa, which is, I think, in the constituency of the hon. Member for Batley and Spen (Tracy Brabin).
It is close by. There are plans to open a site in Leeds, but more important than all of that is the work that the British Library does in different communities across the country. One reason why the Budget was so good for the British Library is that it will help to increase its number of outposts with public libraries to 20 across the country, with 18 of those operating a hub-and-spoke model: that is where the British Library works with a public library in a large town, with that large town working with smaller villages and smaller towns around it, thereby extending the British Library in effect all the way through to every community in our country.
That is the primary reason for giving the British Library the ability to borrow, because borrowing enables it to take advantage of certain opportunities that may not be possible through a grant. That ability, combined with commercial activities and the rest, can help the British Library do that more and, moreover, perform more than just the functions that we imagine typical of a library—the lending of books, the provision of somewhere to work and so on. Business and intellectual property centres are growing hugely in popularity in the British Library in London and all over the country, and the British Library can help to sponsor the exporting of that model in the country to give many more people the opportunity to set up a business and have the right advice when doing so.
My hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake) is a successful businessman, which is one reason why he is in this place. However, he will know many other people who could have run a successful business if they had had the right advice at the beginning. It is very important that we ensure that. That is one of the functions of a modern 21st century library.
It is a huge pleasure to speak in this debate. I thank the hon. Member for Hitchin and Harpenden (Bim Afolami) not just for introducing the Bill, but for the time that he spent with me this week. Who knew so much politics could happen over egg and chips in the Tea Room? I hope to be able to work with the hon. Member to pursue the Bill further. I also share with him a love of books. I definitely would not be standing here today and be the woman I am without the mobile library that came round my estate and my local library in Birstall. I certainly agree with what the hon. Member said about libraries being a quiet place where people can gather their thoughts: I would not be able to have done my homework in quite a chaotic family house without my local library. Winning the book “Puff, the Magic Dragon” as a prize in a writing competition enabled me to think as I grew up that writing could be a career for me, and indeed I did pursue it for many decades.
While there is a list of things that I believe the Budget did not address, the British Library certainly is not one of them. I will not make any bones about the fact that I am a huge supporter of the British Library. Like the hon. Member, I have been a member for many, many years. I used the Library on a daily basis, and it became my office when I was writing scripts and books. One thing the hon. Member did not mention is that the British Library has a speed dating evening. Men are in short supply, so if anybody is single, I recommend that for where they can meet some very clever women. [Interruption.] Nobody’s single, so there we are.
I am sure that most Members will be familiar with the British Library’s premises, but, as the hon. Gentleman said, that is not the only site. Keen observers of the library will know that is also has a 44-acre site in glorious Boston Spa—unfortunately, not in my constituency and quite a drive away, but still in Yorkshire. Some 70% of its collection is already stored in West Yorkshire, so it makes sense that the British Library aspires to have a public library in West Yorkshire, too. I really welcome the commitment to provide £25 million from the Heritage Lottery Fund to the West Yorkshire combined authority to support the library in pursuing a new Leeds city centre presence, making the prospect of a British Library north much more realistic. We in West Yorkshire would absolutely welcome with open arms a public-facing British Library base, adding to our already fantastic cultural offer. From Channel 4 to Sky to the new film studios, it is a great place to live and work.
I would just like to take this opportunity to congratulate the leaders of my local councils who have managed to get the West Yorkshire devo deal over the line. We will soon be seeing a West Yorkshire Mayor, who can unlock all that funding for our region to build on the massive and brilliant cultural offer that will define West Yorkshire in the years and decades to come.
I join the hon. Lady in welcoming the West Yorkshire deal. Will she also welcome the likelihood of a York city region deal, which will encompass York and the rest of North Yorkshire with its own elected mayor?
I am not surprised that the hon. Gentleman intervened on that point. I am sure, given his abilities of persuasion, that that is just around the corner any day now. He will have to talk to his colleagues to make that happen, but I am sure he has friends in the right places, which is always helpful.
We will, hopefully, secure the money to support the British Library in Leeds and West Yorkshire. There is also the £13 million, which the hon. Member for Hitchin and Harpenden talked about, to expand the Business and IP Centre national network to 20 centres in 2023, with 18 of those developing hub and spoke models to extend their reach into more local libraries and places across England.
My local libraries in Cleckheaton, Heckmondwike, Birstall and Batley will be delighted to support that, but I have to mention the cuts to our local councils, which have meant that all the libraries I have mentioned are hanging on by a thread. They are being kept open for our communities by dedicated volunteers who are working full time, Monday to Friday. The hon. Gentleman talked about why we keep libraries open. They are centres to combat loneliness, access digital services and keep young people off the street. I believe there is much more we can celebrate about libraries than just books. They are the heart of our communities.
There has rightly been a lot of very positive talk about libraries in the Chamber this morning, but does my hon. Friend share my regret that, because of the scale of cuts to local authorities over the past 10 years, more than 600 libraries have closed down in that time? Despite talk about the end of austerity, local councils will in fact be receiving even deeper cuts over the next few years. For the libraries that remain, their futures still look tenuous and that is not acceptable.
I could not agree more. My hon. Friend knows more than most about the impact a library can have on a community. I pay tribute to Kirklees Council, which has managed, by taking from Peter to pay Paul, to keep all our libraries open. It is really important that town libraries are not the ones to suffer when we have the conglomerations locally of Leeds, Manchester and other big cities. Town and village libraries should not have to pay the price and I will continue to campaign on that.
The British Library is a proud British institution and a mark of quality, like the V&A, the National Portrait Gallery and the British Museum, but these institutions, which, like the British Library, are DCMS-sponsored museums, can borrow money, as the hon. Member for Hitchin and Harpenden has discussed. It seems inequitable that the British Library is not part of that group, and it is right that this disadvantage now be removed, as was first recommended in 2017, in the Mendoza strategic review of national museums. This legislative step will at last bring the library in line with all other DCMS-sponsored museums.
The ability to borrow effectively reflects how cultural institutions now operate. Many of them need additional financial support to improve their digital systems, make their buildings and storage more energy efficient and develop their services. These are all issues that the British Library may choose to address with these new powers. Or it could follow in the footsteps of others by borrowing money to build new buildings, move staff to purpose-built spaces, construct new galleries, increase visitor footfall and make sure that wherever people live they can access the library’s extraordinary offer. There is something amazing about being a member of the library. Members can request the most extraordinary rare book, which is then, by the brilliant staff, brought to where they are studying, writing and researching. It is an incredible facility, and I recommend that anyone who does any research become a member.
Perhaps more importantly, used properly, the ability to borrow will allow the British Library to use its funding more effectively. I would, however, also like to pick up on a point the hon. Member made. We must ensure that the borrowing is not viewed as a substitute for its grant in aid, which is currently worth more than £96 million a year. It cannot be: “Well, you’ve borrowed, so we’re going to reduce your grant”; it must be supplementary to expand and celebrate the brilliant work the library is doing around the country. It must be an additional funding tool, not a replacement.
These are definitely exciting times for the British Library. It had 1.64 million physical visits last year, and it is not just the books; its exhibitions are incredible, the shop is great and the café is great. Visitors have to get to the café very early to get a seat, because it is packed with very young, clever people with their laptops; visitors have to camp out to get a decent view. The library also has 27 million website visits, as the hon. Member said, and 16,000 people use its collections every single day. We are debating today how we can help an already-strong institution thrive in the years and decades to come. It is about time there was some levelling up, so I welcome that, but it must always be reflected in our towns and villages, not just our big cities in the north. That said, I welcome the Bill very much, and I hope it makes progress.

Commons ChamberIt is a great pleasure to open this important debate for the Labour party. It feels particularly apt to be debating the Commonwealth games on Commonwealth Day. Today we mark the strength and diversity of the Commonwealth while recognising the substantial challenges still facing people in many parts of the Commonwealth. While it is a shame the Secretary of State is not in his place this afternoon, I congratulate his understudy on his fine performance so far.
In what I hope is a sign of things to come, the Opposition agree with much of the Bill. We agree across the House that the games offer an enormous opportunity to the west midlands, but the House must ensure that the games organisers make the most of those vast opportunities. That is what we are here to debate today. I hope to take up the Minister’s offer and to visit the sites ahead of the games, perhaps with my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne), if the people of the west midlands are sensible and put their faith in him to be their Mayor later this year. I hope to see for myself a bigger and bolstered Alexander stadium, the new aquatics centre in Sandwell and the countless other stadiums and venues that will be the envy of many nations.
I look forward to athletes competing in just over two years, hopefully winning an impressive haul of medals for all the home nations. As many will attest, the games have the potential to transform communities in the way the Olympics did for London. The new athletes village in Perry Barr, with the associated transport improvements and investment in public services, will provide good-quality homes for thousands of residents and create a new community in the heart of the city. I recognise that the Bill is a vital part of ensuring the fair and proper organisation of the Commonwealth games in 2022 in Birmingham and a step towards the games delivering for the people of the west midlands.
I particularly welcome the steps in the Bill to prevent ticket touting. All Members will agree that the games should be open and accessible to as many members of the public as possible. Strong steps to prevent exploitative and unfair ticket touting are needed to avoid the scenes that we have witnessed during other sporting events in recent years, and to guarantee that the people of the west midlands can have a fair chance to enjoy the sport on offer.
I am, however, disappointed that the Government have not used the opportunity presented by the Bill to ensure that Birmingham 2022 is truly game-changing for the region—the opportunity to showcase the truly transformational potential of the games. In that regard, they could go further. I know that the organising committee has done good work to be an inclusive and progressive employer, but more could still be done. The west midlands has one of the lowest levels of living wage accreditation among the UK regions, and the Bill could have given the Government the ideal opportunity to set down a marker by ensuring that the committee followed the lead of Labour-run Birmingham City Council and became living wage-accredited. Not only would that have helped so many who are directly involved in the delivery of the games, but it would have served as an example of good employment practice for businesses across the region, and become a catalyst for further improvement in the income and living conditions of people throughout the west midlands.
Sadly, the Bill also contains no provision to bar gambling companies from sponsoring the games. Although I know it is unlikely that the organising committee will enter into an agreement with a gambling company, I firmly believe that the Government should declare that as a matter of principle. We know that too many children and young people in the UK are already addicted to gambling, and we need to ensure that the Bill will protect them. A specific pledge preventing any form of official gambling support might just make those companies understand our concern about how best to protect casual gamblers who enjoy a flutter so that their enjoyment does not slide into destructive gambling addiction.
On a similar note, the Bill could have gone further to ease the financial pressures on Birmingham City Council, about which we have already heard. It could have opened up further funding streams so that the council would not have to face difficult choices when considering sponsors and partners.
It is fantastic that so many additional tourists are expected to visit Birmingham, but a hotel levy of £1 per room per night would go some way towards raising the additional revenue needed to fund the successful delivery of the games, and easing the pressure on council taxpayers. Such levies work in many cities across the world; why should they not work in Birmingham? The leader of the city council, Ian Ward, has been vocal in calling for this for some time. I urge the Minister to reconsider, and to add that provision for a hotel levy.
I should also like the Minister to give further assurances about the climate change impact of the games. I know that both the council and the organising committee are going to great lengths to showcase sustainable aspects of the games, and I welcome the council’s commitment to sustainable transport improvements in the athletes’ village.
Does the hon. Lady accept that, while the council is trying to ensure sustainability for the games, it has voted to build on 8 hectares of parkland every year within the city boundaries? Will she condemn that blatant hypocrisy?
I appreciate the hon. Gentleman’s intervention, and I am sure that his constituents have heard what he has said, but my understanding from my right hon. Friend the Member for Birmingham, Hodge Hill is that 51,000 homes need to be built, primarily on brownfield sites. Birmingham’s planning conditions and responsibilities are not my area of expertise, but if the hon. Gentleman wants to take the matter further, I am sure that my right hon. Friend will discuss it with him outside the Chamber.
We need to do more to tackle the climate emergency that we all face. All the expert advice suggests that we have about 10 years in which to prevent it from getting out of hand, and this is the Government’s opportunity to showcase a lead in that very respect. Before, during and after the games, we can show that we are serious about the need to take action, and to do all that we can to have a sustainable and environmentally friendly games. Birmingham cannot achieve that on its own.
The Mayor and the West Midlands Combined Authority are trying to introduce a bendy bus under the current diesel structure that would cost £35 million just in the Perry Barr area. Would it not be more constructive to have electric buses running for that price, along with normal buses to make environmental changes for Birmingham?
I thank my hon. Friend for his intervention, and I hope that the Government will step into discussions about how we make more vehicles electric—surely that is the way forward. The Government were leading on some of this, with electric buses and cars, and we need to make sure that that filters through to all opportunities on this. The Minister has heard my colleague’s comments, and I am sure that in Committee we will take that forward in more detail.
I welcome the Minister’s assurances that his Department will work with Birmingham City Council and the organising committee to ensure that the games are a shining example to the world in how to deliver a green, sustainable and forward-looking major sporting event. Finally, I urge the Minister to ensure that these games work for local people, and that his Department make every effort possible to provide for a long-lasting and tangible boost for grassroots sport for local people in the west midlands. When the Minister responds, I would love him to mention doing all that he can to ensure that as many people as possible watch the games on free-to-air channels with their family, without committing to buying a subscription service. It is not fair that we say that people should have access, but then they have to pay to watch.
We all know the power of sport to change lives, and Birmingham 2022 has the potential to inspire and radically change the lives of people in the west midlands. For an area with high levels of social deprivation and poor health outcomes, this could be absolutely game-changing for confidence, mental health issues and obesity, and it could transform the life chances of many people, but only if we get the decisions right now. One of the biggest lessons of the 2012 Olympics in London is that, sadly, we failed to capitalise on the immense interest in sport that the games ushered in. We need to ensure a legacy of sporting participation for the people of Birmingham and the surrounding areas.
Inevitably, the drastic and disproportionate cuts to local councils played a key role, with councils forced to concentrate on their core services. We cannot risk a repeat when it comes to Birmingham 2022. Every child who goes to bed dreaming of one day winning a gold medal—I once did that in gymnastics; unfortunately I did not get it and I am here instead—or even adults who are simply inspired to get fitter or try something new must have somewhere to give it a go. The power to change lives via the games is enormous, and the Bill takes the necessary steps to ensure that we can make the most of that opportunity. Yes, there are things that I should like to see tightened up or improved in the legislation, but I hope that overall the House today finds much more to agree than to disagree on. I look forward to the debate.

(Urgent Question): At the risk of getting a cold shoulder, I should like to ask the Secretary of State for Digital, Culture, Media and Sport to make a statement on the Government’s plans for the future of the BBC licence fee.
I would like to reiterate the words of the Secretary of State yesterday and, first, outline the importance of the broadcasting sector and the value that we as a Government place on it. Globally, the BBC is seen as a beacon of British values. It is one of the most recognised and trusted brands, reaching more than 400 million people around the world every week. However, it is important to acknowledge that the media landscape is changing, as is its content and how we consume it.
Set against that, there remain legitimate concerns that the criminal sanction for TV licence fee evasion is unfair and disproportionate, and indeed an anachronism. As we move into an increasingly digital age with more and more channels to watch and platforms to choose from, we must revisit the logic of criminalisation and ask whether criminal penalties for consumer choice are consistent with a just and democratic society. We therefore believe it is right to look again at whether the criminal sanction is still appropriate. This is why it is right, as the Secretary of State announced yesterday, that the Government are launching an eight-week public consultation to examine the decriminalisation of TV licence evasion and to share the thoughts on the TV licence model and how it may yet change over time. The Government will consider the results of the consultation when it is completed.
Thank you, Mr Speaker, for granting this timely and important urgent question. As our public sector broadcaster, the BBC is central to the lives of our constituents: 91% of Britons use the BBC every week, and 26 million households have a TV licence. The future of the BBC as a public service broadcaster is a crucial matter to all of us. Yesterday, the Government announced plans to look into the decriminalisation of non-payment of the licence fee, but decriminalisation was not mentioned in the Conservative party manifesto. Prisons are not overflowing with people locked up for non-payment, and the courts are not overwhelmed with non-payers. Last year, only five people were imprisoned for non-payment, so my question is: why now, when there are so many other pressing matters for Government time, and especially as the Government’s own independent review, carried out as recently as 2015, concluded that the current system was the fairest and most effective way of funding the BBC?
Convicting people through the civil courts could mean higher fines for vulnerable people and greater evasion. The cost of transitioning to a new civil system could cost the BBC at least £25 million in set-up costs and lost revenue. Does the Minister think that that would be good value for money? Does he believe that the Government have a mandate for such a drastic change to the primary funding stream of our public service broadcaster? Have the Government made any assessment of the likely impact on the BBC’s ability to carry out core programming functions?
The Secretary of State said yesterday that the BBC needed to be more transparent and accountable, but does the Minister not think that the Government need to lead by example rather than deciding who may and may not attend press briefings and banning Ministers from appearing on respected news outlets? Can he assure me that this announcement is not part of a deliberate strategy by the Government to undermine an organisation with which they have been at loggerheads?
I absolutely assure the hon. Lady that this has nothing to do with what she mentions. I remind her that this is a consultation on whether criminal sanctions are proportionate and fair, and we believe it is right to look again at whether that is the correct model for licence fee evasion. I hope the hon. Lady does not mind me saying that she has some experience of not paying the licence fee, because I understand that her character in “Coronation Street” went to prison for not paying, and I do not think that that was particularly fair and proportionate. The consultation will run for eight weeks, and many of the hon. Lady’s questions will form part of it. I am sure she will be contributing to it, and I encourage all Members and the wider public to ensure that they make their views known.

I congratulate the hon. Member for Tonbridge and Malling (Tom Tugendhat) on securing this important urgent question, though I am deeply dismayed that the Prime Minister is not making a statement on this matter, which is of critical national importance. It is difficult not to agree with my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer) that the Prime Minister is “doing a runner”. Can the Minister confirm that the Prime Minister will take full responsibility for any decision reached at tomorrow’s National Security Council meeting, and not seek to hide behind his Ministers or the civil service?
Any decision to allow Huawei’s involvement in building our 5G network will require concrete assurances about the integrity and safety of the network. The most recent report from the company oversight committee concluded that it had made “No material progress” on these issues. That was last March. Since then, what assurances have the Government received that the situation has changed? If, as has been reported, the Government’s solution is to limit the company’s involvement to non-core parts of the network, how will that be enforced?
According to Mobile UK, any restriction on Huawei’s involvement could result in an 18 to 24-month delay to the 5G roll-out, at a cost to our economy of up to £6.8 billion. How then will tomorrow’s decision affect the Government’s ambition for the majority of the UK to have 5G mobile coverage by 2027? Part of the reason why the delay would be so long is Huawei is already embedded in our 4G network, so where are our alternative homegrown suppliers? What are the Government doing to build the sector, and does the Minister accept that chronic lack of investment and leadership from the Government has brought us to this parlous situation? Finally, what is he doing to ensure that we are never again dependent on foreign powers to secure our critical national infrastructure and security?
There were a number of sometimes contradictory strands in that statement, but I will attempt to address them all. The hon. Member asked whether the Prime Minister will take responsibility for the decision that is made. Of course he will. The Prime Minister not only takes responsibility for his Government; he takes responsibility for an election campaign in which Labour’s position on national security was profoundly rejected by the British people.
The hon. Member asked how we will enforce any decision. We will enforce it in the same way that we have enforced previous decisions. She also asked what this Government are doing to make sure that we have further investment in our own cyber-security. She will know, as the shadow Secretary of State, just how much this country is investing in cyber-skills, cyber-security and digital skills, and in a whole host of the aspects that have made sure that this is the fifth largest digital economy. I am completely reassured that our position on that will continue to drive such progress.
On the substantive matter, however, it is of course right that we make sure that we address this situation with all the seriousness that it deserves, that we take all the advice from our allies and from our agencies that has been offered, and that we come to a conclusion tomorrow. National security will always be at the top of that agenda.

Commons ChamberIt is a great pleasure to speak on the Second Reading of the Telecommunications Infrastructure (Leasehold Property) Bill as the shadow Secretary of State for Digital, Culture, Media and Sport. It has been quite a thrilling afternoon, with a couple of fine maiden speeches. The hon. Member for Totnes (Anthony Mangnall), who is no longer in his place, gave a warm and passionate maiden speech. I would certainly be very happy to work with him cross-party on climate change, and especially on violence against women and girls. There was a fine speech from the new hon. Member for Bury South (Christian Wakeford), who was personal and passionate. I can certainly work closely with him on revitalising our high streets, and as Members of Parliament who represent our whole communities, we share a passion for ensuring that people of faith and no faith feel very welcome and secure in the places where they live. We have had very good interventions, too. I thank the hon. Member for Bishop Auckland (Dehenna Davison) for her comment about the need for a better deal for renters.
We have heard today—all our constituents know it to be true—that reliable, fast internet is a crucial part of modern life. Even 10 years ago, a global BBC survey found that four out of five people believe that access to the internet is a human right. If that is the case, it is sadly a right that many in the UK do not enjoy fully. According to Ofcom, there are still nearly 700,000 people in our country without a decent broadband connection. The Government’s universal service obligation requires providers to offer a very minimal service as a baseline, but this is simply not fast enough to take advantage of all the benefits the internet brings. When it comes to the speed and quality of broadband, the figures make for even more grim reading.
My hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah), the shadow Minister for digital—I pay tribute to her many years of experience in this field; she probably knows more about this than anyone in this building—was right to bring up the achievements of the previous Labour Government in this area; to be frank, this Tory Government’s record is shameful. She highlighted the communications revolution that we oversaw in office, with first-generation broadband reaching 50% of all households in only a decade. Under the Conservatives in the past decade, full fibre has reached less than 10% of homes. We must strive for full fibre because of the possibilities that it brings.
This is about modernising our country. As the number of internet devices rises, so must internet speeds, allowing us all to enjoy the benefits of connectivity. We must also support business and opportunity. Increasingly, the world’s marketplace is going online, and the sad truth is that we are being left behind. In Ofcom’s 2017 international communications market report, the UK was ranked 19th out of 19 countries for fibre-to-the-premises connections, and if the Minister will forgive me for repeating the words of my hon. Friend the Member for Newcastle upon Tyne Central—this does need repeating—the OECD ranks us 35th out of 37 countries for the proportion of fibre broadband coverage. For the fifth richest economy in the world and a country with a proud technological heritage—home to the inventor of the world wide web—this simply is not good enough.
As we heard in the maiden speeches, it is our towns and rural areas—from Batley and Cleckheaton in my constituency to the west coast of Cumbria—that suffer most from this neglect. According to 2016 research from the Oxford Internet Institute, there is a 30% gap in internet usage between the south-east, where the figure for internet use is close to 90%, and the north of England, where the figure is closer to 60%. What does this mean in an age when the internet is now where we go to relax, communicate with people, get around, and apply for jobs and benefits? It means in practice that many are locked out of modern society, unable to reap the benefits of the digital age.
What are the Government doing about this? We have heard a lot about levelling up, but since the Prime Minister came to office less than a year ago, he has had not one, not two, but three different positions on broadband connectivity. It is clear that we cannot take this Government at their word, so let us judge them on their deeds—on the provisions in the Bill.
The Bill is designed to enable people who live in flats and apartment blocks to receive gigabit-capable connections when their landlord repeatedly fails to respond to telecommunications operators’ requests for permission to install their infrastructure. We are told by network builders that more than three quarters of multi-dwelling units are missing out on fibre broadband as a result of the negligence of building owners. The Bill provides a bespoke process through which telecoms network operators can gain access to buildings to deploy, upgrade or maintain fixed-line broadband connections in cases where a tenant has requested electronic communication services but the landlord has repeatedly failed to respond to requests for access.
We will not vote against this Bill. Telecom companies need to be able to deploy infrastructure quickly and effectively. Absentee and bad landlords should not be allowed to deprive customers and consumers of decent broadband by not co-operating. We do, however, have concerns. Telecom companies should not be allowed to fleece residents by locking them into dependence on a single provider, nor should they be allowed to crowd out smaller competitors, but what guarantees—I am sure the Minister will respond to this question when he is on his feet—can the Minister provide that this will not happen? If the Bill does make rolling out fibre broadband cheaper and easier, the savings must be passed on to the consumer, not pocketed by the shareholders. Does the Minister agree? Will this be ensured?
Considered more widely, none of the Government’s proposals will provide the step change—the hammer blow—in internet connection that this country requires or that the Prime Minister has promised. The sum of £5 billion quoted in the Conservative manifesto is less than one sixth of the cost needed to roll out full fibre to every home, which the National Infrastructure Commission estimates at £33 billion.
Even if the investment is raised to the level needed, a real concern is that the money spent by Government on fibre roll-out is simply a massive subsidy for existing private operators. The Government put in investment, but keep none of its fruits. We will wait and see whether the Chancellor loosens the purse strings further in the upcoming Budget, but unfortunately, given the track record of the Conservative party, I am not holding my breath.

Friend chairs the all-party parliamentary group on publishing, and he brings valuable experience to the House because his career was in that field before he entered it. The publishing industry is a highly valued contributor to our creative economy, here and abroad. The Publishers Association is a key member of the Government’s export trade advisory group, and we will continue to work closely with it as trade negotiations progress.
For the last three decades I have served my time as an actor in the medical shows “Casualty”, “Holby City” and “Doctors”, but breaking my ankle the day before my first DCMS outing is a plot point too far—so nobody say “Break a leg”, please!
The creative industries are set to lose more than £40 million per year in EU funding. Stakeholders have told me that they are holding off scheduling tours after 2020 because they fear costly delays and cancellations caused by the complicated visa system. What steps is the Department taking to ensure that our creative industries can flourish across Europe? Is it planning to introduce creative visas and passports that will recognise their unique situation?
I welcome the hon. Lady to her position, and congratulate her on her stoicism in making it into the Chamber today. She stole my line about breaking a leg. However, I am pleased to note that the administration of discipline by the Labour Whips Office has not broken down since the election.
I can assure the hon. Lady that the free movement of people will end when we leave the EU, as is set out in the White Paper published in December. We will instead have a new immigration system based on skills, not nationality. We have made it clear that we will protect the rights of EU citizens in the UK after we leave. We have commissioned advice from the Migration Advisory Committee on various issues including salary thresholds, and we will be on top of this process over the course of the year.

My hon. Friend is right. I have spoken with him about his constituency concerns about this issue. It is absolutely right that the Football Association and all sporting bodies who, rightly, have links with sponsors across all sectors need to be very mindful of the impacts that such deals have on vulnerable people. We have made that very clear to the FA. As I said earlier to the hon. Member for Swansea East, the FA is looking into how it can alter the arrangements under that deal in the shortest order.
Thank you for granting this important urgent question, Mr Speaker. I am grateful to my hon. Friend the Member for Swansea East (Carolyn Harris) for asking it. Many people are outraged that gambling firm Bet365 has won the rights to broadcast FA cup matches exclusively through its website and applications, because we are all too aware of the devastating impact that gambling can have on lives. At the heart of this issue is the cynical way Bet365 hooks people into placing bets and gambling during matches, almost grooming people into becoming gamblers.
We know the link between gambling, mental health and suicide is real. My constituent Kay Wadsworth’s only daughter Kimberly took her own life when she was in the grip of gambling addiction. Her death destroyed her family and brought unimaginable heartache. Think of the hundreds like Kimberly out there who might enjoy football, but find their lives ruined by addiction.
Yesterday the Secretary of State made strong statements, and even Gary Lineker and the Prime Minister agreed that the FA should reconsider. Has the Prime Minister spoken to the FA in the last 24 hours? Will the FA listen to the wishes of the Prime Minister?
Bet365 has stated that those who wished to watch matches did not need to gamble, but they did need to deposit money into an account, which meant that viewers were bombarded with live odds throughout the match. What protections have been put in place for gambling addicts? Is the Minister aware of any assessment that the FA made on the potential impact the deal could have on vulnerable people and the health of viewers? When was the Department first made aware of the deal by the FA, and what was the Department’s response? Was it deemed acceptable or not? Will the Minister commit to write to all our sporting governing bodies and those who sell the rights to sport so that we do not end up in this situation with another sport?
It feels as though most of the House is united on this issue. The Queen’s Speech made a commitment to review the Gambling Act 2005. Will the Minister update us on when that review will begin?
I welcome the shadow Secretary of State to her place. The arrangement through IMG is not solely with Bet365, as six other gambling companies have rights to the broadcasts. I have spoken to the Football Association and the Prime Minister has made his views clear. The hon. Lady will be pleased to hear that I have received several commitments from the Football Association: it will not renew the deal when it comes up and it is also looking at all options to see if the current deal can be restricted.
I urge all other sporting bodies to look at their broadcast agreements. My understanding is that similar agreements are in place across all sports, not just football in this country. It is a global arrangement. The Olympics, FIFA and the Premier League do not have such broadcasting arrangements, but just about every other sporting body does. I urge all those bodies to ensure that they review their broadcast deals urgently.

As I have said repeatedly, there is no input from the Prime Minister at any stage in this process. Opposition Members can say it as often as they like, but that will not make it true.
Last week’s open letter from the Committee on Standards in Public Life to all public office holders describes the
“long-established principles of selflessness, integrity, objectivity, accountability, openness, honesty and leadership”
as “a personal responsibility”. Given the Prime Minister’s seeming disregard for conflicts of interest and his refusal to answer questions, does the Minister agree that he has not the character to lead this country?

Commons ChamberMy hon. Friend’s points have been made elsewhere, both within the Houses of Parliament and beyond them. It is right to expect the BBC to consider carefully the responsibility that it has inherited. I have said before that I welcome the fact that the BBC conducted a full consultation, and the scale of the response shows that people took the consultation process seriously. It has considered the consultation responses and has come to a conclusion. I am disappointed at the conclusion that it has reached, but I accept that as a result of the statutory changes we made, it is the BBC’s decision, not the Government’s.
Twenty years ago, I played a character in “Coronation Street” called Tricia Armstrong, who was imprisoned for not paying for her TV licence. That caused quite a furore and, in fact, was mentioned in this place at the time. I know that people do not go directly to prison any more for not paying for it, but of the 6,000 constituents of mine who will be affected by this change, I know that there are many who are so proud that they will never claim a benefit such as pension credit and will never claim support for their TV licence. What is the Minister going to do for those who will not claim, who do not want to be criminalised and are therefore prepared to let their TV licence go? Will the Minister with responsibility for loneliness—the Under-Secretary of State for Digital, Culture, Media and Sport, the hon. Member for Eastleigh (Mims Davies)—be doing an audit on this?
Of course, we want to make sure, in conjunction with the BBC, that everything that can be done to make sure that people do not find themselves in that position is done. The BBC has ways to contact people that are not available even to the Government. It is important that it makes use of every device that it can think of to get the message across that if people need this support and are eligible to claim pension credit, they are entitled to a free TV licence. It is important that we all help to get that message cross.

Commons ChamberIt is a pleasure to follow my hon. Friend the Member for Warrington South (Faisal Rashid). I am pleased to speak in this important debate, which I thank my hon. Friend the Member for West Bromwich East (Tom Watson) for securing, and which is timely, considering that a decision is expected next month on the future of free TV licences for over-75s.
We have heard powerful contributions from across the House that have demonstrated how damaging it would be for older people if the Government broke their 2017 manifesto commitment. In my constituency alone, 6,000 older people would lose out if the free TV licence were scrapped. I am sure many in the House will be familiar with Age UK’s deeply troubling report released last month, “Struggling on: Experiences of financial hardship in later life”. It details the shameful fact that 2 million pensioners now live in poverty—a shocking increase of more than 300,000 in the past five years—and that almost 1 million say they are one bill away from financial disaster, unable to find enough money to cover an unexpected bill of £200. If we have almost 1 million older people just a bill away from ruin, how on earth do we expect them to find £150-plus for something they have never had to budget for? Age UK researchers found that scrapping free TV licences could push more than 50,000 pensioners into poverty—and now the Government expect them to find another £150.
I am going to make this slightly personal now. My mum, Betty, is 88 years old. Like many of my constituents, she has lived alone for the last 15 years, and like others, she is involved with various community groups in the week, but that takes up perhaps one or two hours each day. The TV is undoubtedly more than just a box in the corner of the living room; it is a companion and it is entertainment. It is also a great conversation starter when people attend church or lunch club. “Deal or No Deal” keeps brains sharp. The news keeps us connected. “Line of Duty” keeps people on the edge of their seats. Betty, my mum, is in the fortunate position of being able to pay for her TV licence if she had to, but many in Batley and Spen are not.
My mum is one of over 3.6 million older people in the UK living alone, 2 million of whom are over 75. Over 1 million of them say the TV is their main source of companionship. We are talking about hundreds of thousands of people who can go a week without speaking to another human being; people who might not have any interest in subscription-only channels and rely only on terrestrial TV; people for whom the TV is their friend, who might now have to choose between companionship and heating the house. It is a choice that will disproportionately affect the most vulnerable and create profound loneliness.
Thanks to the work of organisations such as Age UK, the Royal Voluntary Service and the Jo Cox Foundation, we have increased our understanding of loneliness by leaps and bounds. We now know that millions of older people are lonely, and the Government have shown leadership and a commitment to ending loneliness by giving us a loneliness Minister, so why on earth would they inflict such a devastating blow on the most vulnerable, while outsourcing the financial burden to the BBC—a burden that they know full well it cannot meet without making cuts elsewhere? The National Union of Journalists has said that such a burden, which would amount to £1 billion by the end of the next decade, would be “catastrophic” for the broadcaster.
My hon. Friend is making a powerful and important speech. Does she agree that what we are talking about is a valuable friend to so many lonely, perhaps elderly, people? We are talking about Auntie: we are talking about the BBC. By effectively cutting its funding, we are damaging the lives of people who listen to the radio, watch television, and depend on quality output from the BBC.
I could not agree more. I am 100% behind what my hon. Friend has said. This is not just about being able to make brilliant programmes that challenge international players such as Netflix, Amazon and Sky; it is about giving the BBC the money to fund fresh talent pipelines and support local news, radio, and educational channels such as CBBC, CBeebies, Bitesize and Writers Room. We must not forget that the BBC is the only body that has an obligation to prove that it has entry-level schemes for people around the country and not just in London, which is important to many working-class young people in particular.
“A disgrace” and “deeply unfair” are two of the ways in which respondents characterised this move, and they are echoed in my inbox by many constituents. I am proud that the Labour party introduced free TV licences for the over-75s in 2000, and I believe it is shameful for the Government now to pass the buck to the BBC. The solution is clear, and it is in the Government’s gift: they should honour the promise that they made in 2017. David Attenborough, our national treasure, who spoke out against the move while acknowledging that he would be in a position to pay if he had to, said:
“One has to remember that there are old people who aren’t earning anything.”
This is an opportunity to do the right thing for millions of people, and I sincerely hope that the Government take it.
