I beg to move,
That this House has considered the role of shipyards in economic growth.
It is a great pleasure to serve under your chairship, Ms Jardine. I thank all hon. Members for attending the debate, because shipyards and shipbuilding are iconic symbols of the industrial heritage of the United Kingdom. From the Belfast poetry of Carnduff and the folk songs of England, from the north-east to the south-west, to the words of Donald Dewar at the opening session of the re-established Scottish Parliament, evoking:
“The shout of the welder in the din of the great Clyde shipyards”,
they are part of the economic and social history of these islands.
Our shipyards and the industry and creativity of their skilled workers have been sources of pride for local communities that have too often felt a keen sense of loss whenever a shipyard closed, as many did in the course of the previous century. When I was elected in July, the threat of closure for the Methil yard in my constituency was very real. After three centuries of the yard being the beating heart of the local economy, it was clear within days of this Government taking office that Harland and Wolff, seen as the saviour of the yard after the collapse of previous owners BiFab in 2021, was itself in dire financial difficulties.
That was a hugely anxious time, not only for Methil but for other Harland and Wolff yards in Belfast, Appledore and Arnish, in the constituency of my hon. Friend the Member for Na h-Eileanan an Iar (Torcuil Crichton), with whom I shared many challenging meetings on the prospects for the yards. Those were times of stress and worry for the future for all workers at each of the four yards. It was essential that, where the previous Government had not acted, this Minister and her colleagues took decisive action to save the yards. Many of us were relentless in making the case for the four yards, because not only their facilities but the skills and commitment of their workforces are essential for our mission for economic growth.
I want to pay tribute to the workers at the yards and their unions, Unite and GMB, who fought for their future. In particular, I thank the union representatives at Methil yard, Dougie Somerville of Unite and George McClelland of GMB, who worked alongside the yard’s manager Matt Smith to make the case for the yard to be saved. George started working at Methil in 1973, which is even before I was born. His commitment to the yard has been amazing, and it has paid off.
I recognise it was no easy process to secure a deal for Navantia UK to take on all four yards. The Secretary of State for Business and Trade, the Secretary of State for Scotland and the Minister for Industry had to go to great lengths to secure a deal. For the Scottish yards, an important advocacy role was played by the Scottish Labour leader, Anas Sarwar. I was also pleased that there was positive dialogue between UK and Scottish Ministers on the future of the Scottish yards. I hope that spirit of collaboration continues, working together to promote the facilities at the yards.
It was deeply dispiriting to see yesterday’s announcement that the £175 million contract for seven loch-class vessels to serve our island communities had not been awarded to a Scottish yard but has gone abroad. That is highly disappointing for the shipbuilding industry in Scotland. It is a great concern for Ferguson Marine in the constituency of my hon. Friend the Member for Inverclyde and Renfrewshire West (Martin McCluskey). SNP Ministers simply have to show more ambition for Scotland’s shipyards.
It is an honour to serve under your chairmanship, Ms Jardine, and I pay tribute to my hon. Friend for raising this subject and particularly for referring to the workforce at Ferguson Marine, who have lost out on that small vessel replacement programme, sending 170 jobs down the Swanee. Those workers were political pawns in a nationalist game, which I guess came to its peak when the First Minister launched a ship with painted-on portholes.
All is not lost because it was only phase one of the small vessel replacement programme that went to Poland this week. There is a phase two, which would provide vessels for my constituency: two ferries for the Western Isles and one for Iona. Surely the answer that the Scottish Government should seek to find is that phase two be rolled into phase one and that a direct award be made to Ferguson’s shipyard on the Clyde, which has experience of building those small vessels. We can save jobs, we can deliver the ferries and we can serve the people of the Western Isles by making a direct award.
I could not agree more with my hon. Friend who, as always, is a doughty campaigner for his constituents. He has also put forward very practical proposals that offer a real way forward to ensure that those vessels are built by Scottish shipyards. We should all be working together to fight for the future of Scotland’s shipyards, so it is a matter of regret, particularly after the announcement yesterday, that we have no Members from the Scottish National party in Westminster Hall for this debate.
The sad news yesterday was in stark contrast to the day of excitement and celebration when the Minister for Industry, who is here today, visited Methil to mark the formal handover of the yard to Navantia UK. Let us hope that in the future we will have joint working and effective collaboration between UK Ministers and Scottish Ministers, and that Scottish Ministers show some ambition for future investment in and contracts for shipyards in Scotland.
Let us be clear that saving the yards is not an act of charity to their workers or the communities they support. The reason it is so important to save these yards is that they have an essential strategic role in promoting economic growth in this country. In 2024, the economic output of our shipyards was £2.7 billion. Between 2019 and 2024, the economic output of the sector increased by 72%, at a time when the overall value of the manufacturing sector declined by 2.4%.
Today, there is so much potential for our shipyards to play an even greater role in growing our economy. The national shipbuilding strategy had already set out plans to deliver a pipeline of more than 150 new naval and civil vessels for the UK Government and the devolved Administrations over the next 30 years. Ports are now one of the five key sectors earmarked for £5.8 billion of investment through the National Wealth Fund. Those plans for investment are all the more important today, as the budget for defence spending increases to enable the UK to fulfil our responsibilities to Ukraine and in other arenas.

Commons ChamberI am not sure how many times I will have to go through this, but we are not cutting energy jobs. The North sea is declining because there is less and less oil and gas there. The work the previous Government did on renewable energies secured no supply chains for this country, so we were reliant on other countries, as the hon. Member points out. We are putting in place incentives for supply chains to be in this country, so that we make more. I am delivering a steel strategy to make sure that we use steel from this country for our clean energy future. These are the policies we are putting in place to make sure we have a managed transition, clean energy, lower bills and energy security.
I thank the Minister for her statement, and for the role she played in securing a future for the Methil and Arnish yards in my constituency under the new ownership of Navantia, with new and secure jobs for the future. I am glad she is taking no lessons from the shadow Minister, given that under his Government�s watch, 70,000 jobs were lost from the North sea. What we have today is an industrial strategy that looks after jobs, secures a future for the North sea and ensures that we will be there for another two generations. Can she explain how things such as a skills passport, our investment in GB Energy and our investment in the Cromarty firth�and, I hope, in ports such as Stornoway�will ensure that future?
I thank my hon. Friend for his question; it has been a pleasure to work with him and to see the way he has championed his community during the conversations we have had about Navantia and Harland & Wolff. The industrial strategy is there for a reason. The previous Government were ideologically opposed to one, for reasons that nobody quite understands. We are setting up a British energy company, which the Conservatives oppose for reasons we do not quite understand. Whether it is Grangemouth, Harland & Wolff, the FLOWMIS money for the port of Cromarty firth, our auction rounds for offshore wind, or hydrogen, we are putting in place the support to make sure that we build an industry we can all be proud of.

It is a pleasure to serve under your chairship, Ms Furniss. I commend the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) for securing this important debate. He and I know the importance of retaining a physical high street in our own highlands and island communities—the most rural in the country. It is their very rurality—the distance between towns, islands and villages—that makes it so important that we retain high street services in the towns we have.
It is not all decline, of course. In the main town in my constituency, Stornoway, the construction of a £50 million cruise ship terminal by the Stornoway port authority has given a new dynamic to the town. There are now more coffee shops than there are butchers in Stornoway. Although I cherish the memories that the hon. Member for Caithness, Sutherland and Easter Ross told us about of buying broken biscuits from his local shop, he must recognise that although times have changed, in the heart of our towns and villages there are older institutions: the butcher—there is a choice of three in Stornoway, and I will not say which one people should buy their Stornoway black pudding from, because they are all good—the crofters store, Tommy Nicolson’s the newsagents, and, as there should be at the heart of every town, the post office.
It is the plight of the post office network, and plans by the Post Office to change or downgrade the Crown offices or the directly managed branches, that I wish to highlight today. I am extremely concerned about the potential closure of the main post office in Stornoway. That move comes as part of a wider announcement that 115 post office branches, which remain Crown offices or directly managed branches, are being considered for closure or moved to a franchise model. Our main branch in Stornoway is extremely valued by islanders—it is a beautiful building that is over 100 years old and in the heart of the town centre.
On the point about longevity and heritage, Wirksworth Heritage Centre—a key community space and cultural asset in Derbyshire Dales—has recently had to close because of economic pressures. Does my hon. Friend recognise the specific challenges facing cultural and heritage sites on rural high streets?
I do. I mentioned that the building in which in the main post office—the Crown office—in Stornoway is housed in is beautiful and over a century old. Although I understand that the Stornoway post office may itself be retained, it may be converted into a franchise and moved elsewhere. That would have a detrimental effect on the town centre. The post office is right smack in the middle of town and easily accessible. It is, ironically, next to a closed TSB bank branch—the hon. Member for Caithness, Sutherland and Easter Ross highlighted the problems of banks closing across the United Kingdom.
I am delighted that Bodmin in my constituency recently got a banking hub, but other towns like Wadebridge that are an 8 mile, £20 taxi ride away do not have one. Does the hon. Member agree that we could think about mobile banking hubs that would go out to rural areas such as those in his constituency and mine?
We are lucky that we have retained a mobile banking service in the highlands and islands, with the bank van a familiar sight in villages throughout the islands and parts of the highlands, but a central post office in any town in a rural constituency is vital for businesses to deposit their cash as well as for cruise ship tourists and islanders and town dwellers to exchange their currency. I am concerned that the downgrading of Stornoway’s directly managed branch to a franchise counter would leave many of my constituents disadvantaged.
The Crown post office provides services such as currency exchange, banking services and passport services that many franchised post offices do not. To go to another Crown office or to find bureaus elsewhere would involve an hour-long bus journey, which would be preceded by a three-hour ferry journey, because the nearest branch would be on the mainland somewhere near the constituency of the hon. Member for Caithness, Sutherland and Easter Ross. The limited services offered by a franchised post office would not be adequate for my town or any other, because, as I understand it, there is no requirement for them to accommodate the full spectrum of post office services that directly managed branches currently offer.
Concerned MPs have met Post Office executives and highlighted their concerns to the Minister. I hope that the Post Office and the Government take into account rurality and the unique circumstances of island constituencies when considering the future of post offices and the rural high street.

Commons ChamberI am absolutely clear that the Government recognise and accept our continuing responsibility to ensure that post office services are available to every community across the UK, and that there is easy access to a post office branch in rural and urban areas alike; we remain absolutely committed to that. As I said, no decision has been taken to close any individual directly managed branch, but it is right that the Post Office considers all its costs if we are to achieve an increase in sub-postmaster pay. In that regard, and on the hon. Lady’s wider point, it is important that the Post Office management consults properly—previous management teams have not always done so—with sub-postmasters, trade unions and other stakeholders.
I welcome the Minister’s comments on the Horizon scandal, which affected sub-postmasters in every constituency, including mine. However, I must express concern about Stornoway post office being on the list of the 115 possible closures. The loss of the main post office would be a dreadful blow for the town, so I urge the Minister and the Post Office to ensure that islanders have full physical access to Crown post office services. All options must be considered—except closure.
As I have said, we are clear about our continuing commitment to ensuring that every community, no matter where in the UK, has access to post office services. That commitment has not changed. Indeed, we want to improve the quality of the offer from the Post Office—hence my comments about banking services. However, if it would be helpful, I would be very happy to meet my hon. Friend to discuss his concerns about his community.

Commons ChamberWe will of course keep the House updated on the results of the investment summit, but the £63 billion, as I said earlier, was a massive show of confidence in this new Government.
I am grateful to the Minister and the Secretary of State for the work that they have put in to secure a future for the Harland & Wolff yard at Arnish in my constituency, and indeed at Methil, Appledore and Belfast. I understand that talks are commercially sensitive, but, as workers are anxious about their future, can the Minister update us on how the talks are going?
I thank my hon. Friend for his question and for the work that he is doing to represent his community. We are working extensively with all parties to find an outcome for Harland & Wolff that delivers shipbuilding and manufacturing in Belfast, Scotland and Appledore in Devon. I cannot comment further, as he says, due to commercial sensitivities, but we are working extensively with everyone to get the right deal.
