I have mentioned two reports that are under way. One will be given to the chief executive of Network Rail by the end of the week. It will be made public in time for his appearance before the Select Committee. The Office of Rail Regulation is rightly investigating what happened at King’s Cross and Paddington. When I have those reports, I will consider what further action to take.

Is it not worth noting that some railway companies such as Chiltern Railways were able to run a service on Boxing day? Indeed, as a consequence of privatisation and investment by Chiltern Railways, running times between Banbury and London have been halved and we are now seeing more passengers being carried faster on certain railway lines than at any time in the history of the railways.

I sleep well most nights, but nothing my right hon. Friend says ever fails to surprise me, either about his conscience or other matters. I am delighted to have his support on this matter. He is of course right: the sleeper service offers a unique, valued and high-profile service between Scotland and London. He is also right to say that the Government are committing to these services. The House will have noted the Prime Minister’s remarks in Cornwall last week on the Cornish sleeper service.

May I, on my birthday, reflect that the passage of time and progress are not always the same thing? Nothing will ever equal the excitement of a child at King’s Cross station taking the night sleeper steam train to Inverness and the highlands, and waking up at Aviemore to have kippers in the restaurant car. That is one of the many joys, like all-night sittings, that younger Members will never enjoy.

I am grateful to the right hon. Gentleman; I think he is right. I will not chastise him about when this huge extra expenditure in London was first committed to—we will leave that to one side. What is important is getting the long-term investment in infrastructure right for all the northern cities. That is vital to all of us who care about those cities, and those connections, and about making sure that they have the right opportunities. As I said in my statement, this kind of project does not happen over one Parliament but runs over several Parliaments. That is why it is so important to have as much cross-party support as possible for such a big scheme. I believe that this will be an evolutionary change in transport. As I said, it will do for future generations what the motorways have done for today’s generation.

My right hon. Friend will clearly come to the House in due course with a statement on compensation. Will he give an undertaking that during the proceedings on the hybrid Bill he and ministerial colleagues in the Treasury will be willing to listen to suggestions on how the compensation scheme can be further refined, improved and targeted?

Of course I am always prepared to listen; that is partly what we have been doing in consulting on the existing scheme. People often come forward with proposals that increase the cost and then complain that the cost has been increased, so it is quite important that we get the balance right on these projects.

I entirely agree with the hon. Lady, and she has pointed out three important projects that will take place between 2014 and 2019: 880 miles of electrification; the new purchase of inter-city express programme trains for the east coast and great western lines; and the northern hub. Those important projects are planned for between 2014 and 2019, and refer to the £37 billion that I mentioned Network Rail is going to invest in the current railway system.

2. What steps he is taking to tackle potholes on UK roads.

The Department for Transport is providing more than £18 billion for highway maintenance for both the strategic and local road network between 2011 and 2021. That funding will help address the issue of potholes, which we know can cause problems for all highway users, including cyclists.

Last year Oxfordshire county council repaired 5,662 potholes, and so far this year it has repaired 4,719, at a cost of about £5 million. However, the way we repair potholes has not changed much over the years, so may I ask my hon. Friend what research is being done to improve the way we repair roads for the 21st century?

My hon. Friend makes a good point and I am happy to tell him that the Department has provided £6 million to the highways maintenance efficiency programme, which is looking at best practice, optimum techniques to keep costs down, and the materials that will be used. Two pothole reviews published in 2012 and 2013 take those matters forward, but getting best value is absolutely important.

Should not the Opposition be enjoined first to cast the beam out of their own eyes, so that they are better able to take out the mote from their brother’s eye? From the way they bang on about this, one would have thought that Labour in government never wasted a single penny, but the National Audit Office found that it wasted £40 million on an asylum accommodation centre in my constituency where a single sod was never turned and a brick never laid, and we never had a single apology for that.

The hon. Lady should just wait and see, because some of the things the reviews might lead to could provide a greater return for the taxpayer in the longer term. I am not for one moment dismissing the fact that this has been very expensive and unacceptable—it is and it has been—but the most important thing is that we learn the lessons in the longer term.

Most of my constituents just want to ensure that the trains run on time and are affordable. Will the Secretary of State confirm that he has managed to cap rail fares for the next two years? I am not sure that that point has been fully understood.

I am grateful to my hon. Friend for that question. I can confirm that the Prime Minister announced a cap of RPI plus 1 for not only this year, but next year and the year after.

I will not give way to the hon. Gentleman again.

As the Secretary of State’s predecessor rightly said, “If you don’t ask, you don’t get.” That is the first thing that he can do in his first Cabinet meeting—well, not his first, but his first in this role. [Interruption.] Oh yes, the Chief Whip attended, but this time he will be able to vote, if there are any votes—there are occasionally votes at Cabinet, although perhaps not in this one.

We now know that many Government Members agree with us on this issue, because they have been busy telling their local newspapers that the fare rises are too high. The hon. Member—soon to be the right hon. Member—for Sevenoaks (Michael Fallon), who is now the Minister of State at the Department for Business, Innovation and Skills and who is, we are told, even now parked in a tank on the lawn of the Business Secretary, has gone so far as to present a petition to the House on the issue. He writes on his website:

“At a time of rising energy bills, and high inflation more generally, many of my constituents are having to make painful savings in their household budgets. Southeastern need to understand this and reduce the size of the rail fare increase”.

Our motion today would not only prevent train companies from imposing the eye-watering fare rises that the Business Minister rightly opposes; it would also cap his constituents’ fare rises at 1% above inflation.

The hon. Member for Harlow (Robert Halfon) has told his local newspaper:

“Harlow people are already struggling to make ends meet against a backdrop of rising petrol prices and wage freezes…They cannot be expected to pay massive rises in rail fares on top.”

The hon. Member for Chatham and Aylesford (Tracey Crouch) told her local paper:

“At a time when household budgets are stretched, the Government and Southeastern have a responsibility to ensure the cost of rail travel remains affordable. I will continue to make representations on behalf of my constituents”.

Good for her! Her neighbour, the hon. Member for Rochester and Strood (Mark Reckless), has said:

“What I have found with prices going up this fast is that many of my constituents have to get up at 5 am or 6 am to take a coach to London because they cannot afford to take the train whereas others have been priced out completely because they are spending almost all their take-home pay on a season ticket. I just think that is counter-productive. I think it is a question of fairness to people who are working hard and just doing their best.”

I agree with all those hon. Members’ representations.

I should also like to quote one or two Liberal Democrats. It will not be a great shock to the House to learn that many Lib Dem MPs have been sending out press releases to their local papers opposing their own Government—we all know that they do that. The hon. Member for Leeds North West (Greg Mulholland), who is not in his place, has said:

“I am very concerned at the proposed fare rises…At a time when the cost of living remains a big issue it’s not acceptable to ask rail users to pick up extra costs”.

The hon. Member for Manchester, Withington (Mr Leech) has actually claimed credit for last year’s U-turn, saying:

“I hope George Osborne and the Treasury will cut the train commuter some slack in the upcoming budget...Last year, Nick Clegg and Danny Alexander negotiated a RPI+1% fare rise for 2012, much lower than planned by some Conservatives. I hope they will do at least as much this budget.”

That is not very collegiate, but it is rather typical. I must not leave out the hon. Member for Cambridge, because he gets upset if I do. I can reassure the House that he has also spoken out, in his rather confusing role as co-chair of the Lib Dem transport committee. He has assured his local paper:

“I wrote to the Secretary of State for Transport earlier this summer to remind her of Liberal Democrat policy, and highlight our opposition to the RPI+3% rate.”

Putting out a press release is one thing—and it can be useful—but I hope that Members will follow their words up with action this afternoon and vote for this very straightforward motion, which proposes that the cap on annual fare rises should go back to the 1% above inflation cap that existed before the last election—which even the Chancellor conceded was right last year when he performed a U-turn—and that we should strictly enforce that cap, it being the will of the House, and not allow private train companies to add up to another 5% on to some fares. The result would be clear. Instead of 11.2% being the highest possible fare increase in January, no fare would rise by more than 1% above inflation. That would benefit our constituents considerably.

If we do not act, passengers are likely to face three years of double-digit fare rises on some routes, and many ticket prices will have risen by a third during this Parliament. We have reached a point at which increasing numbers of households are paying more on their season ticket just to get to work than on their mortgage or rent payments. For too long, Governments have let the train companies get away with treating passengers in a way that would not be permitted in other industries.

I am just coming to the end of my remarks; I think I have spoken for an appropriate length of time.

Today, we in this House have a chance to say, on behalf of our constituents, that enough is enough. I urge the House to put aside party differences and vote for the motion. It is something that we all agree on. Let us deliver for our constituents the guarantee that their rail fares will not rise by more than a strict annual cap of 1% above inflation.

I thank the hon. Gentleman for his intervention. I well accept that a lot of people who commute are on very low wages, and that their transport costs account for a very large part of their income. We do need to bear that in mind. The hon. Gentleman is, however, supporting a motion today that would remove the flexibility of the rail companies to adjust rail fares, which is something that the Welsh Assembly—which his own party runs—is not prepared to do.

May I too congratulate my right hon. Friend and welcome him to his new post? He was a much-respected Chief Whip, and I am sure that he will perform this task very well. Was he not surprised that the hon. Member for Garston and Halewood (Maria Eagle) managed to get through her whole speech without making a single reference to Sir Roy McNulty’s report? It was as though his review had never taken place. An important part of the equation is surely the cost of the railway system, and Sir Roy’s independent report found that the system that we inherited from the last Government was so inefficient and expensive that we would have to reduce its costs by 40% to run a service comparable to those in France, Germany and Holland that the hon. Lady seemed to be disparaging.

I am grateful to my hon. Friend. I intend to come to that point later in my speech, as he can well imagine.

It is a great privilege to serve as a Secretary of State in this Government, and it is a task that I am incredibly proud to perform. I should like to take this opportunity to pay tribute to the diligence and skill of my predecessor, my right hon. Friend the Member for Putney (Justine Greening). She gave the go-ahead for the high-speed rail link—a new national rail network that will be crucial for keeping Britain moving and vital for growing our economy.

As a regular rail user myself, I know how concerned people are about rail fares. That is a fact that I fully understand and take seriously, but to do justice to this debate, it is vital to grasp the wider challenges that the Government face if we are to make our railways more efficient, more effective and more affordable. From day one in office, our priority has been to tackle the fiscal deficit that we inherited, and to put in place measures to rebalance our economy, get people back to work and boost growth.

The railways have, and will continue to have, a crucial role to play in that process. Not only do they provide the arteries through which the lifeblood of commerce flows, connecting key cities and markets, and linking communities with jobs but they receive a significant amount of funding from the state—more than £3 billion a year. It was absolutely clear when the coalition came to power in 2010 that the level of taxpayer and fare payer support for the railways had soared under the last Government, yet passengers had seen little reward for that investment. In short, the railways were providing poor value for money. We did not inherit just a budget deficit; we also inherited an infrastructure deficit—one that, left unaddressed, would mean a long-term drag on our economy. This infrastructure deficit was particularly acute on the railways.

Ultimately it is for Transport for London to fund it if it wants to do so, but I am sure that it will take on board the points that the hon. Gentleman has made and, if the business case stacks up, might consider it.

I thank my right hon. Friend for all that she is doing on the east-west rail link. It has been quite difficult keeping up with all the good news today. Will she therefore arrange to put in the Library a map of the national rail network as she envisages it in 2020 and in 2025 so that we can share it with our constituents?

That was a touching cameo of the brotherly love between Birmingham and Coventry Labour Members of Parliament. I am sure that if we had the opportunity to attend parliamentary Labour party meetings, we would see it displayed every week.

Time is short, and I do not intend to repeat what I have said in previous debates on High Speed 2. If hon. Members or others are interested, they can find what I have said previously on my website—I am not one of the Twitterati, but I am catching up with websites—at www.tonybaldry.co.uk/tag/hs2. As the House will know, the Transport Committee is undertaking an inquiry on the principles of HS2. I hope that it will pay regard to two points. The first is capacity. It is unclear to me whether the purpose of HS2 is to enable more people from cities such as Manchester and Leeds to travel by rail to London and back, or to allow people to travel faster to London at greater expense. All the statistics show train use increasing. That is probably not surprising, given the ever-increasing cost of petrol. Like other Members, I frequently take long-distance inter-city trains to see family members or, increasingly, as part of my other duties in the House, to visit cathedral cities. Nowadays, irrespective of the time of day at which I travel, the trains are always full, so it strikes me that what is needed on our rail network is greater capacity.

Greater capacity may mean somewhat unglamorous improvements to services that we already use—improvements such as longer trains, extended platforms and improved signalling. Rail campaigners in my constituency argue that if we need a new railway line for capacity, we should

“make the line compatible with existing rolling stock so it can be used to ease congestion on the whole network when required. The stand-alone design, (of HS2), means that if the West Coast mainline gets blocked, for some reason, you will not be able to reroute trains down the new line”.

The second issue that I hope the Select Committee will consider with great care is the business case for HS2. This is obviously a matter of concern to everyone.

I thank the hon. Gentleman for his reference to the work of the Select Committee. It has not yet reported on High Speed 2, so I do not feel that I am in a position to give any conclusions—they are not there yet—but I can confirm that the issues that the Select Committee is considering very carefully have to do with capacity, impact on the economy and environment, and value for money. There are a wide variety of views on all those issues, and the Select Committee is looking at all of them in the round. We will report in due course.

Of course, and as one of those who argued strongly that the Select Committee should undertake the inquiry, I have absolutely no doubt that the Committee will deal with the issues with great diligence. I am sure that the House looks forward to debating the Committee’s report and the Government’s response to it. I hope that the debate can take place here in the main Chamber, and not in Westminster Hall, which is where such debates are often held.

As the hon. Lady says, clearly one of the issues that the Committee has to look at is the business case. A considerable sum is being spent, and of course the money spent on HS2 will not be available for investment elsewhere in rail infrastructure; £30 billion is a very substantial amount, and we all need to be confident that the business case will stack up. Conservative Members who entered the House when Margaret Thatcher was Prime Minister, as I did, always had a very high regard for the advice of the Institute of Economic Affairs. Over the years, it has readily embraced new ideas, so it is sobering that its verdict on HS2 is that

“There is a significant risk that High Speed 2…will become the latest in a long series of government big-project disasters”.

The business case for HS2 appears to be based on a number of assertions, such as people do not work on trains. I hope that the Select Committee will investigate those assertions. I understand that there are suggestions in official documents that the effect of HS2 will be to benefit London and the south, in terms of jobs and growth, rather than cities such as Manchester and Leeds. The contribution of the hon. Member for Coventry North West (Mr Robinson) demonstrates that many Members representing inner cities are concerned about the differential regional impacts of HS2. I hope that the Select Committee will call for and examine those papers, as it is in a better position than most of us to challenge and evaluate the evidence on HS2.

The Northern Way did a lot of work on this and pointed out that the economic benefit of HS2 would be as great for the north as it would be for London and the south east. The key point is that the economic benefit is the sum of the whole and that UK plc will be the beneficiary. The other important point about HS2 is that it will help to rebalance the economy.

It is really important, for the benefit of the whole House, that the Select Committee should consider all these issues. None of us has had the benefit of hearing all the evidence and there is a slight danger—as with liquorice allsorts—that Members will pick only the evidence they want. If we as a nation are to spend £30 billion, I am concerned that it should be money well spent. I am sure that the Committee will diligently consider all the evidence and report back to the House. The hon. Lady represents a Manchester constituency—[Interruption.] I apologise. She represents a Sheffield constituency—[Interruption.] Well, it is a Yorkshire constituency. She clearly has a preconceived view that HS2 will somehow benefit her constituents. I hope that she will reflect on all the evidence submitted to the Committee. She shakes her head. I hope that she will not dismiss it and that the whole House will have the opportunity to consider the matter in the round.

Even if the nation’s finances start to improve substantially after 2015, as we all hope they will, £30 billion is still a very substantial sum. We have a collective duty to ensure that such a significant sum is spent in the best possible way. My concern is that the project started very much as a vanity project. The previous Prime Minister, the right hon. Member for Kirkcaldy and Cowdenbeath (Mr Brown), went up to Birmingham before the general election to announce the project in the hope that it would win him a few votes there. I simply do not think that that is a good way to start such a massive project.

I agree with the hon. Gentleman that it is important that the Select Committee looks at all aspects of this and follows the evidence—that is what Select Committees are for. He mentioned my hon. Friend the Member for Coventry North West (Mr Robinson) who used the word “we” rather liberally when referring to the west midlands. I should point out for the benefit of the House that my hon. Friend’s views are not universally shared in the west midlands, in Birmingham, or even in Coventry.

That demonstrates the divisions in the Labour party in the west midlands, but I think we all agree that the House should listen carefully to all the evidence.

We are taking a good deal of action to help disabled passengers whom we want to have full access to the transport system. Plans are going ahead to ensure that rail vehicles and buses are fully accessible, we are also continuing with the access for all programme to upgrade railway stations, and I regularly meet disabled groups to ensure that our programmes and policies are fully in line with their wishes.

T6. Can the House be given an update on yesterday’s interdepartmental meeting on the theft of metals and the review of the Scrap Metal Dealers Act 1964?

I am grateful for that question because metal theft is an extremely serious issue for passengers on the rail network and for motorists who are now affected on motorways, and the coastguard service. This is a matter that we take very seriously, because of its impact on business apart from anything else. There was a very good meeting of Ministers from a number of Departments yesterday. We have a plan to ensure that we are using our existing powers as fully as possible, and to look at what other steps may be necessary to deal with this high level crime.
