Commons ChamberI agree entirely with my right hon. Friend, who has an incredible history as one of the greatest parliamentary advocates for tackling slave labour.
Will the Minister apologise, on behalf of the Secretary of State for Energy Security and Net Zero, to the 32 anti-slave labour non-governmental organisations that opposed the Mallard Pass development. Will he apologise to the British people for signing over thousands of acres of prime agricultural land to such a company, and will he apologise to the 3,400 people whose petition I presented in the Chamber, with the highest number of wet signatures ever presented in this Parliament? Does he accept that the loudest statement made last week was not that we stand four-square behind renewables in this place but that we are giving the green light to all companies complicit in Uyghur slave labour to flood our country with bloodied solar panels? This Government are happy to go green on blood labour, and I will not stand for it.
Very briefly, in respect of rural economies, I want to express my absolute opposition to the Government’s intention to charge VAT on independent schools. There are 10 in my communities that employ more than 2,000 people and are attended by well over 1,000 children with special educational needs. Furthermore, one in five of my constituents who are military personnel or veterans send their children to those schools. This is ideology and dogma, and there is also no plan to support our comprehensive schools.
My hon. Friend is, again, making a very fine speech. She is talking not only about pressure on those families, but about any other families who will then see those children going to the state schools in the area.
My right hon. Friend is, as usual, on point. In Rutland alone there are only three places for new children in year 9. Where are these children going to go? Why are the Government punishing parents who want the best for their children? Before Labour Members try to suggest that I am an out-of-touch Tory, let me point out that my children go my local comprehensive, just as I did. However, I recognise that this is wrong for our country, wrong for our local education system, wrong for our military families, and wrong for those who rely on employment in our local schools. It is dogma once again, and I expected better.
The Government have shown a degree of good grace and maturity in adopting some of the previous Government’s Bills for their agenda. It is a sign of political strength for a Government to acknowledge that other parties have good ideas, and to adopt them during their time in power. May I suggest that, in order to fill the blanks in their rural policy, the Government should look at ours? They should announce a £1 billion increase in the farming budget over the course of this Parliament. There should be reformed planning rules to support farming infrastructure. The introduction of legally binding food security targets should be at the heart of what the Government do, and they should recognise how much rural communities contribute to our communities. We provide the food that we eat, we offer an escape and access to nature, and we act as custodians for traditions stretching back deep into our history. I will work every single day for my communities, and I hope that the Government will see sense and do the same.

Commons ChamberThere is a slight irony in the politicisation at the beginning of the debate, because many of us in west Kent will remember the floods in 2000, after which the then Labour Government did absolutely nothing about the bursting of the River Medway and the flooding of many areas of Tonbridge and west Kent. My first experience of flooding was as a community representative—not yet an MP, but the Conservative candidate in Tonbridge and Malling—in 2013. That Christmas was ruined for many when the Medway again burst its banks. Since then, I have been able to report some pretty good news, because we have had some serious investment. We have had investment in the Leigh flood storage area and work done by the EA upstream in Penshurst. There is more to do, but we have seen good action and a lot of work to protect our towns and villages.
I remind Opposition Members that the Conservative party has done more to protect residents from flooding than any other party. I have spoken to those affected by flooding, and they care about us ensuring that it does not happen again, not point scoring. I hope we will stick to planning, which is exactly what this Government are doing. I am sure that Members on both sides of the House remember the River Medway (Flood Relief) Act 1976.
It is regular reading for the grandfather of Goole. The forthcoming proposed amendment to the Act may seem like a small one, to increase the height of the Leigh flood storage area, but it will protect many lives. The Leigh flood storage area is a vital piece of infrastructure on the River Medway, without which the town of Tonbridge would be constantly vulnerable. I urge those who are not familiar with it to visit, particularly now that the A21 is fixed. It helps to store water and protect our town, and we have seen it used many times in not only the past few weeks but the past few years, protecting thousands of homes.
The enlargement project comes with unqualified local support. In addition to Government funding, it is supported by Kent County Council. I pay tribute to the work that the county council has done and the council leader, Roger Gough, for his efforts. Tonbridge and Malling Borough Council, led well by Nicolas Heslop, has done extremely impressive work as well.
Local businesses have also chipped in and done their bit. As a Conservative Administration, we believe that people should contribute to their own protection, and that is exactly what many of these businesses are doing. One of the great successes of the Government intervention after the 2013 Christmas floods was the establishment of the Medway Flood Partnership, bringing together all the relevant organisations to develop a plan for flood relief on the Medway catchment area.
I want to briefly pay tribute to the Secretary of State for Work and Pensions, my right hon. Friend the Member for Suffolk Coastal (Dr Coffey), who was then the floods Minister, but I now give way with great pleasure.
Does my hon. Friend agree that, when it comes to private sector investment in flood defences, the Treasury needs to be a bit more generous and give a bit more tax relief to ensure that we get more private money to help protect our properties and businesses?
My hon. Friend is right. I would like to see VAT relief on private flood protection, which many people are forced to buy for their own homes. I hope the Chancellor will consider that for the coming Budget, but I suspect we may have missed that one.
I want to thank a few people who have made a huge difference. In our community, flood wardens have had a huge impact by not only ensuring that people are safe when a flood occurs but helping to clear culverts and report blocked drains, so that floods do not accumulate, and particularly surface water flooding. Carl Lewis in Tonbridge has led the way, and a small thank you should go to him. Other people around the area have agreed to allow private land to be used.
When I was driving from home into Tonbridge the other day, large areas of west Kent were covered by the Medway. However, in Tonbridge we have had issues this winter caused by management companies and house builders failing to look after residents. This is not a question about building on floodplains; these are buildings that are deliberately and expertly built on floodplains, with floodable garages underneath. They are specifically designed for the purpose, but those living in Riverbank House in Tonbridge were let down badly by Pembroke Property Management. Only now has the floodwater been pumped out of their car park following the flooding that occurred before Christmas. Pembroke had no plan to deal with the flooding and failed to ensure that there were working pumps in the car park, so cars remained submerged for weeks. I pay particular tribute to some of the local councillors, including Matthew Boughton, who made a huge noise in making sure that constituents and residents were properly represented.
In the absence of action from property management companies, we must look at ways to ensure that residents are protected and that they are not charged for services that should already be provided—none more so than those let down by Redrow at Waterside Reach. This building is only four years old and, as the name suggests, it was specifically built next to the river. So there is more that this Government can do and I look forward very much to the Government taking action and making sure that towns such as Tonbridge—deliberately built, by the Vikings, on the river—are able to continue.

Commons ChamberI thank the Secretary of State for giving way. As he spoke about the regional aspects of the issue, may I ask him to work more closely with his colleague who is currently in the Sahel? There are areas of land, such as Vietnam, with paddy fields that are only about 1 metre above sea level. We are talking about the possible salination of agricultural area, and the consequent massive population movements caused by climate change. I very much welcome the efforts that the Secretary of State is making domestically, but how much is he doing with the embassy network around the world?
All posts recognise the vital role that the UK has to play in ensuring that we deal with environmental and climate change challenges. Whether that means ensuring that we halt deforestation in Indonesia or that we deal effectively with the challenges of climate change in Vietnam or Bangladesh, we deploy our international development money and our overseas development assistance with exactly that goal. Is there more that we can do in the future? Absolutely, but as my hon. Friend pointed out—and as the Foreign Secretary is making clear today in the Sahel—this is an area where our moral responsibility for the world’s poorest, our own interest in global security and our debt to the next generation coincide.
I want to conclude simply by saying that there will be an opportunity in the environment Bill that we intend to bring before the House shortly—the first environment Bill for many years, a flagship measure—for Members across the House to work together to ensure that we have the highest standards of environmental protection. I have been grateful for the work undertaken by the Chair of the Select Committee on Environment, Food and Rural Affairs and the Chair of the Environmental Audit Committee to ensure that the Bill is improved. I have never seen a Bill come to this House that has not benefited from scrutiny, improvement and enhancement along the way.
The way in which the Bill will mark a step change in how this country tackles the twin challenges of climate change and our broader ecological degradation is a test for us all. Will we approach it in a spirit of constructive but determined energy? Will we use that legislation to say that we will all work together, as we worked together across parties in 2008 when the Climate Change Act was introduced, to demonstrate that Britain—the country that was responsible for the first industrial revolution—is powering a new green revolution?
The responsibility rests on us all to be honest and gracious about the achievements of other parties, as I was earlier about the Welsh Assembly and the Scottish Environment Minister. But it is also incumbent on us all to recognise that, if we really believe that we face an emergency and a crisis, we should do as our forefathers did when this country faced emergencies and crises in 1914 and in 1940. We put aside partisanship, we recognised the sincerity on the other side and we acknowledged that both sides had made mistakes, but we had a shared ambition to prove that Britain could lead. We have led in the past in defence of freedom. Let us lead now in defence of our planet.
It is a privilege to speak in this debate. I am delighted to see my right hon. Friend and neighbour the Secretary of State for Business, Energy and Industrial Strategy on the Front Bench; he will remember when we cycled up the A21 together.
The local infrastructure starting to emerge in west Kent is extremely impressive, and the work done by our local councils in greening the areas where we live is fantastic. This is not just a domestic debate, however. In fact, it is particularly not a domestic debate. As we declare a climate change emergency today, it is essential that we remember that. Privileged as I am to chair the Foreign Affairs Committee, it is important to look around the world and see where the threats appear. For example, when we look at the low-lying fields of the Mekong and the threats to rice production, which feeds so many millions—indeed, billions—in south-east Asia, or when we look at the south-east of China and see many intensively inhabited areas of that country at threat, it is important that we talk about this question not just for ourselves but for the whole world.
Many Members will have heard me being critical of one aspect of China this morning, so they will perhaps forgive me if I reflect on a different aspect. China’s work on reforestation and changing and reversing the desertification of many areas of land is inspiring. What that country has done to promote better green policies in certain areas is in many ways an example to all of us from which we need to draw very important lessons. The threats we see are not just problems for south-east Asia; they affect us here in the west. For example, when we look at some of the triggers—I do not mean all—of the Syrian civil war, which has led to mass migration and very severe political repercussions in Europe, it is impossible not to look at the challenges of climate change in that country and the impact they have had on farmers. Talking about the rise of al-Shabaab in the Maghreb and the Sahel without talking about climate change is just impossible.
As we talk today about climate change, we are talking fundamentally not just about the environmental security of our homes and the dreadful curse of fly-tipping poisoning some of our waterways, which we see in west Kent and, sadly, probably in other areas too, but about how we structure a world to deal with the inability to address those threats unless we reverse some of the impacts of climate change. I welcome this debate very much and I agree that this is an emergency.

It is a pleasure to serve under your chairmanship this afternoon, Mr Gapes. I once again congratulate the hon. Member for Tiverton and Honiton (Neil Parish) on his timely report and the way that he chairs with distinction the Environment, Food and Rural Affairs Committee. We are almost certain he will be returned to his post and look forward to his being elevated once again to such a robust post.
I hate using the word “peak” when we describe phenomena or an event, but we are currently experiencing peak strawberry. It is the middle of July, Wimbledon is in full session and everybody across the country is enjoying that wonderful symbol of the British summer. It is great that people are consuming vast quantities of the great healthy produce that is produced the length and breadth of the whole of the United Kingdom. Some of my colleagues represent large areas that produce berry fruit and other great things that are a part of the seasonal agricultural scene right across the UK. However, it all pales into insignificance when compared with what we have in Perthshire: the finest soft berry fruit farming that can be experienced anywhere in the whole of the United Kingdom. Nothing comes close to the Perthshire strawberry and the Perthshire raspberry.
The hon. Gentleman is making some fine points, but I am afraid I cannot let that pass. It is clear that Kent is the garden of England, and although I am sure Scotland offers many great things, Kent is truly the home of the berry.
We will leave it at this: the hon. Gentleman and I have a difference of opinion about which British berries have superiority. Of course it is Perthshire berries. The town of Blairgowrie in my constituency is almost synonymous with the soft fruit industry, and particularly with strawberries and raspberries. Much of the heritage of east Perthshire—Strathmore and the Carse of Gowrie—is wound together with tales of the berry farmers and stories of luggies, cleeks and dreels.
The nature of berry farming has changed significantly since those days because of different cultivation methods, changes in the industry and, of course, the increasing demands of the major supermarkets, which have such an impact on the how soft fruit farmers must design their activities and businesses. Polytunnels are used in Perthshire. I represent the eighth or ninth largest constituency in the United Kingdom and, as I drive around at this time of year, it is covered with them. People enjoying the wonderful experience of driving through Perthshire may not find polytunnels its most attractive feature, but they help to make sure of the crop. The cropping period is now extended, and lasts from about April to the end of October. It is remarkable to be able to get a punnet of strawberries even before the Easter holidays, and still be able to enjoy some when the leaves are falling from the trees. That is what increased use of polytunnels has done, and we should welcome it.
What remains the same is the fact that the crop must be planted, maintained and harvested. When I was a young lad, that work was traditionally done by local people. The young Wishart would enjoy a summer holiday picking raspberries and strawberries. I would put them in my luggie and make sure I had a little bit of a supplement to my pocket money. That was a feature of life for many local people, but those days are long gone. Practically all the fruit is now lifted by people from the other side of Europe, on whom producers rely almost exclusively to get their crop in. That remains an important exercise, and it is crucial for us in Scotland, where the food and drink industry is our base export. Food and drink is running out of the door. Scottish food and drink is probably one of the biggest export industries of the whole UK.
I, too, shall be brief. I would like to emphasise the science element of agriculture. I am pleased to represent East Malling Research, which, as we all know, produced the Malling root stock from which most apples are grown—probably even some in Perthshire. That investment in British agriculture, which has been shared with the world, is essential. When we talk about seasonal agricultural workers, we need to think wider than simply soft fruits. But we are of course in Wimbledon season. Hugh Lowe Farms, which I am proud to represent, produces all the strawberries for Wimbledon and, I am sure, similar competitions around the United Kingdom. Strawberries may be drawn from Perthshire, but the pinnacle of the British summer is drawn from Kent.
Most seasonal agricultural workers are highly skilled. In Kent, many are paid well over the national living wage. We are not talking about a low-wage economy; this is hard work that is properly rewarded. However, we are already seeing some problems. One of the people I have the privilege of representing, Mrs Vivienne Tanna of Orchard Lodge farm, wrote to me to point out the amount of pears and other fruit that she is finding it hard to pick, for exactly the reasons that many Members highlighted.
I finish with a simple question to the Minister, whom I am glad to see back in his place. When we last debated this matter, in October 2015, we acknowledged huge changes to such things as table-top picking, and he expressed confidence that farming would cope with whatever challenges it faced. I hope that he is as confident today, and I hope that he listens not just to Government Members but to all voices in the House to find innovative solutions and ideas that ensure that the premier fruit in the world, whether it is from Perthshire or from Kent, is picked and sold, because it really is one of the great exports of our country.

Commons ChamberThe hon. Lady makes a good point. I think the hon. Member for Poplar and Limehouse (Jim Fitzpatrick), who is behind her, will be making some good points about the fire service. The Committee took evidence from the fire services, and their work on flooding and the time they put in are not always recognised. The Environment Agency has large pumps that can move huge volumes of water over short distances, but the fire services can pump out people’s properties and deal with things on the ground. That is not recognised enough within the system, and there is work to be done on that. It will be interesting to hear the Minister’s reply to that point. By overhauling the way we manage the whole system, we can go a long way to minimising the devastating toll of flooding on local areas and local people.
Unfortunately, the Government’s response, which was published last month, was a little disappointing. It was not up to standard and addressed our key recommendations in only a cursory manner. We then asked for more information from Ministers in time for this debate, and my hon. Friend the Minister wrote to the Committee on 16 February. We welcome her commitment to record and report, from 2018-19 onwards, on how many schemes include natural flood management. That will be important, because we must ensure that more such management is carried out. We welcome that step, but we also welcome the commitment to refresh the national flood and coastal erosion management strategy for England, which we hope will reflect many of our inquiry’s findings.
The report recommended some actions and, to be fair to the Government, DEFRA has made progress on some of those issues, including on catchment scale approaches and embedding natural flood management more firmly in flood management plans. Local partnerships have also made progress on co-ordinating action in some river basins. I think the Government agree with the Select Committee that not all flood areas fit neatly into local authority boundaries and that we need to introduce catchment areas to hold the water. We will need to speed up the water in some areas to get it out to sea, and in other areas we will need to slow the water down by introducing leaky dams to hold the water. Some areas will need to be dredged or desilted—whatever language we want to use—to get the water flowing more quickly.
My hon. Friend is making an impassioned speech. Does he recognise the work of the Environment Agency along the Medway river and its excellent work, as he rightly says, on bringing together stakeholders from across the area so that we have a theme of continuous progress, rather than the bittiness where one area is fixed only to flood an area further downstream?
I welcome the Environment Agency’s work on the Medway, where the water can move quite quickly. If we are not careful, the water will move too quickly and flood areas further downstream. Such work is essential.
Throughout the inquiry we saw that one size does not fit all. Some areas need the water to be slowed down, and other areas need it to be speeded up. We have to deal with it catchment area by catchment area. Of course it is fascinating that, before too long, we will probably move into more of a drought situation and will be talking about how to use our rivers to move water around so that we have enough water. For my first two years in this House, between 2010 and 2012, the Select Committee talked about nothing but drought. It was only when it started raining in 2012 and did not stop for two years that we talked about floods.
On funding for flood risk management, the Government have committed to a six-year programme with a capital budget of £2.5 billion. Although welcoming that increased funding, our report noted that it is unlikely to deliver sufficient protection in future decades. We stated that, by the end of 2017, the Government must publish their 25-year ambition for flood risk reduction and the cost of securing that reduction against different climate change scenarios. Disappointingly, the Government rejected that recommendation. The public need to know how their communities will be affected in coming years, and plans need to be put in place to ensure that they will be protected against flood risk. Flood risk comes not only from freshwater that falls in the form of rain but from coastal flooding, too.
We initially recommended that catchment scale measures be adopted on a much wider scale, and DEFRA is doing more to promote such approaches by, for example, trialling natural flood management measures—such as installing leaky dams, planting trees and improving soil management—alongside other measures. We welcome that, as well as the additional £15 million of funding in the autumn statement.
However, we need more detail on how much of the £2.5 billion capital programme for flood risk management will use natural flood management. The Minister’s commitment to include that indicator in reporting from 2018-19 is therefore welcome, but we would welcome more information on how she plans to ensure that every catchment area uses natural flood management to the maximum extent appropriate to its river basin. We saw that the Netherlands has re-meandered some rivers and is storing more water in the rivers, as well as on farmland.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I thank my hon. Friend the Member for Carlisle (John Stevenson) for raising the issue of access to affordable flood insurance and the Flood Re scheme. For those at high flood risk, whether households or businesses, or indeed community leaders and their surrounding communities, this matter is a central one.
I would also like to thank other hon. Members for their interventions. I hope to address them all during my response. The anniversary of Storm Desmond—we had Storm Angus last week—is a timely reminder that the potential for flooding, and the devastating impact it can have, is never far away. It is worth reflecting on the purpose and value of Flood Re, which replaced the statement of principles—a series of agreements made by the Government and the insurance industry since the 1960s on the provision of insurance to those at flood risk.
However, the statement of principles had limitations. Under the statement, members of the Association of British Insurers agreed to make insurance available to domestic and small business properties in areas that were not at a significant risk of flooding. For properties in significant flood risk areas, the statement of principles provided an offer of cover only to existing customers, provided that plans were in place to reduce the risk within five years. There was no availability of cover for those most at risk if they had not historically had flood insurance or the risk was not being reduced. Importantly, the statement of principles did not provide for the affordability of flood insurance.
I would like to make some progress and then I will happily hear from my hon. Friend.
In the insurance industry, traditionally there has been an informal cross-subsidisation of the costs of flood risk, which is a common approach to managing risk in the insurance sector. However, commercial pressures and the availability of more sophisticated flood risk models have given rise to a trend towards insurers increasingly assessing local flood risk and imposing risk-reflective terms. Without Flood Re and with an immediate transition to fully risk-reflective prices in a free market, many households at high flood risk in the UK would probably experience a significant increase in their insurance premiums in the coming years. I therefore welcome the comments made by my hon. Friend the Member for Maidstone and The Weald (Mrs Grant).
I draw attention to my entry in the Register of Members’ Financial Interests. As my hon. Friend the Member for Carlisle (John Stevenson) elucidated, the Flood Re scheme has gone some way towards supporting communities, individuals and housing that is vulnerable to flood risk, but it is clear from the original legislation that it does not work in isolation. It works alongside flood defences not simply as a repair product but as part of a structure to build confidence in housing and industry in flood-affected areas. Will the Minister say a little about the flood protection the Government are introducing and how that will defend communities, particularly in areas such as the Medway?
I certainly hope to come on to that. To return to the genesis of Flood Re, the Government, working with the insurance industry, established the scheme to help householders at the highest flood risk who were blighted by not being able to access affordable insurance. It is expected to help about 350,000 households. Flood Re not only limits the price of flood insurance according to council tax band but limits the excess to £250. It ensures that all home insurers in the UK are part of the solution. It is a complex scheme, but it is a world-first and it is the fifth biggest reinsurance scheme globally and the second largest in Europe. There is much international interest in what we are doing.
Flood Re is providing relief for thousands of householders at flood risk and brings real practical and emotional comfort to many, as has been said. Fifty insurance companies, representing more than 90% of the market, now offer access and in its first six months of operation 53,000 households have benefited. This portfolio will build as the market matures, with Flood Re policies expected to grow in number over the next three years. I encourage hon. Members to advertise that to their constituents. Nevertheless, it is worth emphasising that a number of factors beyond flood risk determine any insurance quotation and it remains important for householders to shop around for the best deal.

Commons ChamberMr Speaker, with your permission, may I take this opportunity to thank the emergency services, the Environment Agency and all who helped with the recent flooding? Our thoughts are with those who have been affected. Our £2.5 billion six-year capital floods programme to improve flood defences will provide better protection for at least 300,000 homes in the six-year period from 2015 to 2021.
Does my right hon. Friend recognise that the investment on the Medway provides an extremely good and important opportunity for the Government to protect homes around the Tonbridge, Edenbridge and East Peckham area?
As an ex-Tonbridge Grammar School girl, I know the area well. The Environment Agency is progressing business cases to increase the capacity of the live flood storage area on the River Medway, alongside new schemes at Hildenborough and East Peckham. The agency has estimated that these schemes qualify for a £15.5 million Government grant in aid. If approved, this will better protect more than 1,900 properties in the Medway catchment.

Commons ChamberIt is a privilege to be here for my first Adjournment debate on a particularly topical matter: flooding along the River Medway and its tributaries. The recent storm has brought some serious flooding across our country. I am sorry to have to report that some properties have been flooded in Edenbridge in my constituency. I am very grateful to the flood wardens in Edenbridge, Tonbridge and across the community who have done such sterling work not only in warning people about the floods but in ensuring that drains were cleared and culverts were not blocked. That has prevented surface water from becoming a problem.
Surface water and more serious flooding has been an issue for us in Kent in the past, although Kent is rightly recognised as the garden of England and has some of the most beautiful countryside in our land. I am blessed not just to represent it but to live in it. This unites me with all those who live from the coast to the High Weald, whether they are “men of Kent” or “Kentish men”—a distinction based on which side of the Medway they are from and whether they come from Jutish or Anglo-Saxon stock.
The river has shaped much more than just the names of the people. It has carved its way through our history and is reflected in two of the towns that I have the privilege to speak for in this House—Tonbridge, with the Medway running through it, and Edenbridge, with the tributary, the Eden, running through it. Both testify to the importance of the river in our county’s life. Further downstream, towns such as Maidstone and Rochester have grown over the centuries as a result of the river providing an important trading link with neighbours. Communities have grown up around the river because of what it offers. The Medway is no different. The floodplains offered fertile fields and later cheap development options with good flat land.
It is no wonder that the history of flooding long pre-dates my time representing this wonderful community, but it has also marked me. Three years ago, just weeks after being selected as the Conservative candidate for the seat of Tonbridge and Malling, I found myself making some of my first visits as a candidate to local villages. Sadly, many were under water. I can vividly remember seeing the impact of floodwater in Hildenborough in January 2014, when I visited with Councillor Mark Rhodes, now the mayor of our wonderful borough council.
I congratulate my hon. Friend and neighbour on bringing this important debate before the House. As he knows, my constituency was devastated by floodwater in the Christmas floods of 2013, and even now some of those areas are not fully recovered. Does my hon. Friend agree that in addition to everything that the Government are doing in respect of flood defences, they should also earmark funding for the more natural flood defence schemes, such as the four-acre wetlands site in Marden in my constituency, which can hold up to 15 million litres of floodwater? I am sure my hon. Friend is aware that many of these schemes are low cost, low tech and low maintenance, but very effective.
My hon. Friend and neighbour makes some persuasive points. I shall shortly speak about some local flood defences.
The Brookmead estate and surrounding roads, which I visited with the present mayor, were struggling to recover—as my hon. Friend and neighbour pointed out, some parts are still struggling to recover—from flooding by what to some may sound like a very small amount of water. In many parts it was just over a foot, and sometimes only a foot and a half, of water, but the damage done, even by so little water, can be overwhelming.
That Christmas will not be forgotten by me and, I know, by many residents, some of whom are still struggling to get insurance deals sorted out. Having been elected their MP, I am proud to be here representing them, but I am also conscious that flooding is one of the most pressing issues for me to solve.
The underlying causes of the massive Christmas 2013 flood have not changed significantly in the past three years, unfortunately. We all know that these instances may be getting more frequent. That catchment area flooded severely in 1947, 1958, 1960, 1963, 1974, 1979 and 2000, before the 2013 flood, and these are just the major events. Localised flooding on tributaries can occur much more often.
On Saturday 25 June this year, when many people were either celebrating or mourning the result of the referendum, very few people noticed that homes in Ightham, a beautiful village to the north of the community that I am privileged to represent, were being swamped, following only 33 millimetres of rainfall in just two hours. Busty stream was not able to cope and burst its banks, and the village suffered what the Environment Agency calls a one-in-19-year flood. Today, five months on, many residents are still not back in their homes, and sadly, they are not alone. In Hadlow and East Peckham, recent localised floods on the River Bourne have forced people out of their homes, while in Penshurst, Chiddingstone and Edenbridge, the River Eden has threatened to burst its banks many times since 2013. All these tributaries feed into the River Medway and underline the importance of finding solutions that address the underlying causes of these localised floods without simply passing the problem on to communities further downstream.
Let me take Tonbridge as an example. The new 320-metre flood wall at Avebury Avenue shows a local solution that works. Following restoration of the ground height, 80 homes in the Barden Road area, which were flooded in 2013, are now less at risk from the river. However, the scheme works only because the new walls work in conjunction with existing defences at Leigh and in Tonbridge town centre. Each individual solution must be part of a larger strategy for flood mitigation along the wider catchment.
I recognise that communities in the River Medway catchment are not the only ones in the country that flood. Indeed, we in Kent have great sympathy with the people of Somerset, Yorkshire and Cumbria, who have had their own dreadful floods in recent years, and Government funds to help those communities are welcomed by us, too. Both the larger schemes and the smaller projects, such as the £4 million investment in riverside footpaths in Cumbria, show a Government seeking to address the causes of flooding events. However, every time there is investment elsewhere, Kent residents rightly consider its effectiveness and ask whether such defences could help in our county, too.
Finding solutions to flooding on the River Medway is important for not just Kent but our country, because so much more depends on it than simply the protection of homes. Yes, our catchment area has 3,000 properties at risk of flooding, half of which are in Tonbridge and Hildenborough, with 500 more in East Peckham, but it is about more than that. Kent is also an economic powerhouse, and many businesses that rely on the ability to operate even in severe weather will be protected should we get the appropriate level of protection.
That is why I support the creation of a Medway flood action plan, which would bring together local authorities, businesses and residents, as happened in Cumbria and Calderdale. Indeed, the Cumbria model, which was well championed by my hon. Friend the Member for Penrith and The Border (Rory Stewart), is rightly recognised by the Department for Environment, Food and Rural Affairs as a central feature of its 25-year environment plan. I hope that success can be mirrored under the banner of a Medway flood partnership. I look forward to its work starting in the new year—it would certainly have my support, and I hope it would have that of the floods Minister, too. Having a flood partnership panel on the horizon would be very popular, as it offers the possibility of a collective solution—one that is cost-effective and that does not cause unnecessary problems elsewhere.
That would support the work already done by the Environment Agency to protect each community and would reinforce the thorough work it has done to demonstrate where the greatest gains can be made. Those inquiries all point in the same direction. It will come as no surprise to the Minister, who is very aware of this issue, that the most viable scheme involves the enlargement of the Leigh flood storage area, the Hildenborough flood alleviation scheme and the East Peckham flood alleviation scheme. That is where resources for capital projects should be directed, with the Government also being clear that property-level resilience should be explored, where feasible, to deal with the 350 properties that may fall outside the effectiveness of those schemes. Where community defence projects are shown by agencies not to be viable, the Government should commit to property-level resilience. The fact that collective defence does not work does not mean that people should be left out. I am told by the Environment Agency that that applies to communities bordering my own.
For my community, however, tomorrow will be the defining moment, as we very much hope to hear from the Chancellor’s autumn statement the outcome of local growth fund allocations. I am sure the floods Minister will agree that the bid for the Leigh flood storage area is impressive and compelling, and it would be deeply disappointing to everyone involved were the £4.5 million requested not provided.
This bid is crucial to our community. It has the third largest amount of “other funding” of all the south-east local enterprise partnership region bids. It includes contributions from local businesses in East Peckham, from Kent County Council, from Tonbridge and Malling Borough Council, and contributions in kind from Southern Water and Tonbridge School. This is a true community project and, with the Environment Agency's commitment of £15.5 million of flood defence grant in aid, a viable one too. The Environment Agency’s contribution is not symbolic. It understands better than anyone that the project would increase capacity at Leigh by 30% while constructing much needed local embankments at Hildenborough and East Peckham. As I mentioned earlier, those projects work in conjunction with each other to improve the wider catchment area. That was why the then Prime Minister, David Cameron, promised Government funding on his visit to the area in the aftermath of the Christmas 2013 floods.
However, there is a wider issue at stake along the River Medway and all its tributaries that goes beyond individual bids through the local growth fund and localised schemes in particular villages—the strategic importance of the Rivers Medway, Eden, Beult, Teise and Bourne to Kent and to the wider south-east region. The Government have been very clear in highlighting the growth that they want to deliver in our part of the country over the coming years, and that depends on investment and people—and, in turn, on viability. This project alone would enable an additional 2,100 homes to be built in sensible locations in an area of predominantly green belt in the south-east of England. It would also deliver over 13 hectares of employment land by 2031, roughly equating to 2,900 associated jobs. The Government targets are rightly ambitious, and to succeed we need to address the creaking infrastructure of the towns and villages nearby. The long-term economic plan, about which we all once heard so much, would focus on these communities to ensure that we have every possible option open to us locally to plan for the future.
Tonbridge and Malling Borough Council is currently consulting on that future through its local plan, and has shown that without significant investment in local flood defences it will be unable to deliver the growth required by Government. The consequences of a funding shortfall would be severe. Investors would be deterred from coming to the area, new buyers would be priced out of the market due to a lack of supply to keep up with Government demand—or rather popular demand—and current residents would remain at severe risk of flooding. For the cost of a rather modest house in Chelsea, thousands would be left at risk.
Further upstream in Sevenoaks district, the demand for more services in Edenbridge is increasing, yet without additional defences on the River Eden, land will not be available to make these important developments. The doctors’ surgery needs more space, as do many in the town of Tonbridge, but their search is severely limited by flood risk in the town. Localised projects that tie in with the collective aim of the catchment could help to solve a variety of problems that our towns and villages face.
I feel it only right to end by referencing the importance of finding solutions to flooding on the River Medway and its tributaries for each individual community involved. A trip upstream from its mouth near the Isle of Grain through Aylesford, Maidstone, East Peckham and Tonbridge will show to all just what a beautiful county Kent is. It will also demonstrate the reliance that each of the communities places on the river, and how economic and cultural links have been forged by the connections it provides. Each of its tributaries, from the Beult and Teise to the east, to the Bourne to the north and the Eden to the west, have seen communities built around them. They no longer feed the tanner’s yard and the cricket ball factories, but they are still at the heart of our life. It is crucial that this Government make their contribution to ensuring that Kent has the ability to grow and to deliver its plans in the region. That is important not only for the Government but, most of all, for the people of Kent. The work has been done and the options are now present for each town and village. Some will require larger capital schemes, while others will require property level resilience to deliver the appropriate outcome. Each has its place.
Christmas 2013 is still in my mind, and I know just how much of an impact it has had on many others who lived through that night and the past three years. We all know that it could happen again at any time. I hope that the Government will do their bit so that next time we flood—sadly, I fear it will be next time, rather than never—the impact is limited and the people who have made their lives and businesses in west Kent are able to do so in the security of the appropriate flood defences.

Commons ChamberAs the hon. Gentleman will be aware, our budget is set by Westminster, not by us. If he bears with me, perhaps I will enlighten him a little bit more.
I am sure that all colleagues will understand that all Departments have had to take a cut of some description since the current UK Government have had a say. The Scottish Government have attempted to protect the SEPA budget in the fairest way possible, while still endeavouring to offer immediate assistance and permanent solutions to all those who have been affected by flooding.
A further point that I should make clear is that SEPA is not responsible for flood prevention in Scotland, which is the responsibility of local authorities with the support of the Scottish Government. We believe in Scotland that local authorities are best placed to devise flood protection, and the Scottish Government will support them in any way they possibly can. Indeed, the Scottish Environment Minister told me recently that our Government have never refused funding for a flood defence on the basis of cost. Other elements of flood spending, such as on the Scottish flood forecasting service, are protected in their entirety until 2020 and will not be subject to any cuts. Good flood defence is not only about how much is spent but about how we choose to spend it.
As a victim of the floods in 2013 in west Kent, I am extremely aware of the money that has been spent on flood defences by the British Government and around the whole UK. I am astonished to hear the hon. Gentleman claim, somewhat bizarrely, that nothing has been refused to anywhere in Scotland on the grounds of funding. Is there an enormous sack of cash into which the Scottish people can dip for money when the British people in the rest of these islands are struggling to pay for what they need?
Again, had I been given some forbearance and patience, an answer to that question might have come up soon. I beg the hon. Gentleman to stay patient.
The cuts to SEPA’s budget planned for next year have to be seen in their full and proper context. The Scottish Government’s top priority is the reduction of flooding across risk areas, which was why the Scottish Parliament passed the Flood Risk Management Act 2009. One of its main requirements was the production of a flood risk management strategy for the whole of Scotland, and we now have 14 local strategies. They are all about forward planning, with the end aim of minimising flood damage. As a result of the Act, we now have 42 proposed flood defence protection schemes to cover the period 2016 to 2021. They will cost an estimated £235 million, which the Scottish Government have agreed to finance.
Under the Act, flood prevention schemes can proceed to approval without the rubber stamp of Scottish Ministers, giving local authorities full responsibility and authority to implement them under a streamlined process. We believe that those decisions should be taken locally, not least because a flood defence scheme requires significant construction in and around riverbanks, which are often the focal point of a community. Not only do engineering solutions have to be found, but buy-in from local communities is essential. Communities care about their riverbanks, and plans must take account of that. In Dumfries, there are many objections to the local council’s plan for an earth bund, which would remove car parking and views at the river. The council is now under severe pressure to ensure that the voices of local people are heard in the debate.
As part of our flood preparation in Scotland, the Scottish flood forecasting service has done an excellent job of providing reliable information to relevant authorities in good time. In actioning the Bellwin scheme, the Deputy First Minister has committed the Scottish Government to covering any additional local authority costs. As the House will understand, the scheme sets a threshold beyond which the Scottish Government guarantee to cover the costs of emergencies. Following Storm Desmond in December, the Scottish Government provided £3.94 million to the most affected local authority areas, including in my constituency, to help them support flood-hit households and businesses. That funding will go to affected local authorities as a specific grant in this financial year, and they will be able to provide each flood-affected household or business with a grant of up to £1,500, which is under review. That grant is available to reimburse people for the cost of not receiving the full benefit of services that they pay for through council tax or rates while they are absent from their home or their business cannot trade. It can also be used to protect homes and businesses against future floods by installing new flood barriers or by carrying out flood-resilient repairs.
The Scottish Government have recently legislated to give councils the power to reduce and remit bills, which can be used to target support to businesses in areas affected by flooding. The Deputy First Minister, John Swinney, announced in the Scottish Parliament yesterday that Scottish councils have a new power to relieve households devastated in the flooding from council tax and small business rates. They are considering what further help they can give.
A few days before Christmas, Dumfries and Galloway held its breath as weather experts indicated that the region would be the next one hit by severe flooding as a result of Storm Frank. We had witnessed the devastation caused by Storm Desmond to our neighbours and friends in Cumbria and the borders. In the first wave of flooding, Dumfries was flooded but the rest of Dumfries and Galloway managed to escape largely unscathed. We watched as Hawick, Appleby, Penrith, Carlisle, Keswick and Cockermouth, to name but a few, battled against the flow of water that was sadly insurmountable.
The predictions for Storm Frank made for worse reading and, as it approached, we prepared. SEPA and the Met Office co-ordinated information about expected rainfall in risk areas and issued details of areas and addresses to be evacuated.

Commons ChamberIt is fantastic that volunteers from Somerset are helping out in Cumbria, and I am delighted we have been able to establish the Somerset Rivers Authority to give local people control over local decisions such as on dredging. It is absolutely right that people who know the ground and understand the area are making those crucial decisions.
I speak for many in west Kent—I see the Secretary of State for Communities and Local Government, my right hon. Friend the Member for Tunbridge Wells (Greg Clark), on the Front Bench—when I ask the Secretary of State, when she looks at the floods in Cumbria, to remember that we in west Kent not only feel huge sympathy for our compatriots in Cumbria but are keen to ensure that the defences required on the Medway and the Beult are put in place. I know that my hon. Friend the Member for Faversham and Mid Kent (Helen Whately), who is not here, would be urging me and others to say on her behalf that towns such as Yalding, Wateringbury, Tonbridge and Edenbridge absolutely need the defences planned only a few years ago when we suffered ourselves. I urge the Secretary of State not to forget the rest of the country.
Over this Parliament, we will be investing an additional £2.3 billion of capital expenditure on flood defences in real terms. I am committed to ensuring that this money is distributed and spent in a clear and transparent way so that people fully understand how it is being used.
