In what level of military involvement do the Government believe the British military must engage in Libya before the Prime Minister will bring any decision regarding military intervention in that country to the House?

As I have said, we do not intend to deploy ground forces in any combat role. Before engaging in any military operation in Libya, we would of course have to seek an invitation from the Libyan Government, and would also have to involve this Parliament. As part of the international community, we have been party to the Libyan international assistance mission, and we are ready to provide advice and training in support of the new Libyan Government. A training team of some 20 troops from the 4th Infantry Brigade is now moving to Tunisia to help to counter illegal cross-border movement from Libya in support of the Tunisian authorities.

The EU battle groups have not yet been deployed. The EU does have five significant common security and defence policy missions at the moment, complementing areas where NATO has chosen not to become involved.

Will the Minister comment on the impact of UK withdrawal from the EU on the Anglo-French military relationship? He will be aware that many joint programmes are under way. Are they likely to be affected if the EU pulled out of the EU?

I recently announced that we were about to undertake a review of best practice. Following conversations with the chair of the Local Government Association, we intend to carry out that review to ensure that best practice is spread across local authorities throughout the United Kingdom.

We all owe a huge debt to those of our fathers’ and grandfathers’ generation who gave up their youth in the service of this country to keep it and the world free from fascism. In the context of my hon. Friend’s question, that particularly applies to those who endured astonishingly awful conditions in the Arctic, and I pay tribute to them for their courage and resilience.

Medals are not awarded by me, and it is quite right that there is to be an independent review that will not be led by the Ministry of Defence. I share my hon. Friend’s concern, but I can assure her that I am told that it will be a swift review and will take place shortly.

18. Does the Minister agree that the review should be open, should consult widely and should be conducted outside the oversight of the MOD?

As I have just said, the review is not being led by the MOD. I understand that it will be able to consult widely, and I look forward to seeing the terms of reference and details shortly. It is not being led by the MOD, so it is not up to us to determine exactly when it will happen.

The UK has one of the most rigorous and transparent export control systems in the world. All applications to export controlled military goods are assessed against the consolidated EU and national arms export licensing criteria, and decisions are published in the quarterly reports on strategic export controls. Following the Arab spring, the Foreign Secretary undertook a review of export licensing for equipment that might be used for internal repression. That concluded

“that there was no evidence of any misuse of controlled military goods exported from the United Kingdom.” —[Official Report, 18 July 2011; Vol. 531, c. 79WS.]

In July the Foreign Secretary said that more work needed to be done between the Foreign and Commonwealth Office and the Department for Business, Innovation and Skills to strengthen certain aspects of UK arms control. There is an even greater urgency for this work to be done following reports today of an investigation into a EADS Saudi defence contract. Can the Minister set out what work has been done on transparency and UK arms control and how, with a policy of providing weapons to any willing country, he will ensure that those weapons do not fall into the wrong hands?

Every export licensing application is considered on a case-by-case basis against our strict export controls. In terms of transparency, detailed information on our export policy is on the Foreign Office website. Information on decisions by destination is listed on the BIS website, and the licensing criteria are also published. My right hon. Friend is right to say that further work is ongoing between the Department for Business, Innovation and Skills and the Foreign Office, and they are at present working out how that will be taken forward.

1. What recent assessment he has made of the security situation in Afghanistan; and if he will make a statement.

The whole House will want to join me in paying tribute to Lance Corporal Stephen McKee, from 1st Battalion The Royal Irish Regiment, who was killed in Afghanistan on 9 March. The House will want to join me in paying tribute also to the station commander of RAF Northolt, Group Captain Tom Barrett, who was killed in a road traffic accident on the evening of Thursday 10 March. Many members of the current and former Governments will have known him well. Both men served their country with honour and distinction, and our thoughts and prayers are with their friends, colleagues and families at this very difficult time.

The security situation in Afghanistan varies significantly across the country. About 64% of violent incidents take place in just three of Afghanistan’s 34 provinces, Helmand, Kandahar and Kunar, which have about 11% of the total population. The insurgency’s heartland remains in the south. The increases in the international security assistance force and Afghan national security force have helped us to make real progress over the winter in all aspects of our counter-insurgency operations: security, governance, and development.

I join the Secretary of State in his tributes to our fallen soldiers.

The security situation in Afghanistan may have a permanent impact on service personnel after the conflict. Taking into account valuable lessons learned from previous conflicts, such as the Falklands, whereby more servicemen took their own lives afterwards than died during fighting, what measures are in place to support servicemen and women who experience mental health or social problems either during or after the conflict?

My hon. Friend makes a very valuable point. It is all too easy to see the physical scars of war; it is much more difficult to see the mental scars of war. It is because of the importance given to the matter by the Government that, cross-departmentally, we are making more funding available to mental health projects for our armed forces. We are looking at the scientific evidence available to see whether we can better target that help, but the measures that we are putting in place include the new phone line for service personnel.
