My hon. Friend will know that this is a matter of grave concern and focus for the Government. He will also appreciate that Electricity North West has done a reasonable job in restoring power to 95% of people affected, but clearly we want to work harder to make sure that those 6,000 or 7,000 people who are still off the grid can get their power back as soon as possible.

I, too, send my condolences and pay my respects to those who have lost their life in such awful circumstances, in particular to the family of the man who passed away in Ambleside on Friday. At least 7,000 homes in my constituency have been without power for between three and five nights. I am immensely proud of the way that people in our community have stood up to support one another and their neighbours—they know who they are. I am also grateful to those working on the ground for Electricity North West to try to fix the problem as soon as possible.

In my communities and elsewhere in Cumbria, thousands are still without power. They feel forgotten, but they have not been, I hope, by many hon. Members here. Places such as Killington, Garsdale, parts of Coniston, Orrest Head, Ayside, High Newton, Low Newton, Witherslack, Hincaster, Lambrigg, Bowston, Hutton Roof, Crook, Outgate, Haverthwaite, Spark Bridge, Backbarrow, the outskirts of Windermere and others are facing a sixth night without power. Some people are being told that their connection will not be fixed until 8 December—this time next week.

The hardship caused, particularly to the elderly and other vulnerable people is unthinkable, which is why it is massively disappointing that it took until Wednesday for a Minister to come to the House to address the issue. It is not too late for the Government to act, however, so I ask the Secretary of State to task the Army to provide support to the engineers on the ground in Cumbria to speed up fixing the problem; to then use the Army to ensure that the most vulnerable are contacted and moved to emergency accommodation today; and to ensure that every affected community in Cumbria is given generators to provide at least a temporary fix today so that no one has to spend a sixth night in the cold.

We are contacting local resilience forums, listening to them and getting guidance from them as to how best to tackle the situation on the ground. The hon. Gentleman will appreciate that Electricity North West has already provided 150 generators. We will task it to see what more can be done to alleviate the extreme stress and challenging situation that many of his constituents face.

I welcome what the Secretary of State says about wind power—we are proud in Cumbria to be at the heart of offshore wind—but does that not contrast negatively with the Government still sitting on the fence about commissioning a new coalmine in west Cumbria? Given the incredibly disappointing outcome on coal from COP26, is this not a moment for the UK Government to take a lead and say that the coalmine will not open?

First, the hon. Gentleman will understand that the coalmine is a matter of an independent planning decision. Secondly, I completely deny his assertion that somehow COP26 was a failure. It was not. It was a great success, thanks to the COP26 President, my right hon. Friend the Member for Reading West (Alok Sharma). Huge commitments were made, which everyone is supporting.

It is an absolute pleasure to serve under your chairmanship, Mr McCabe. I am grateful to the hon. Member for Birkenhead (Mick Whitley) for securing this really important debate on an issue that matters not only to all of us here, but to our constituents. I want to draw to the Minister’s attention a few points that are especially relevant to Cumbria, and I hope she can answer some of my questions.

In rural communities such as mine, the growth in the provision of ground source heat pumps in buildings around Cumbria, but particularly in the more rural areas, is hugely encouraging. I would be really grateful if the Minister spent some time looking at the problem whereby small businesses—very often farms—end up being charged ludicrous sums of money to get connected to the grid for the ground source heat pump to work. I have spoken to Electricity North West, which acknowledges that that is not great, but the company is allowed to do it, so it does so. The cost is sometimes about £7,000 or £8,000 per connection, which is massively debilitating for dairy farms and other small businesses in rural communities. That is the first thing I would love the Minister to look at.

Secondly, would the Minister look again at building regulations and insist that the provision of renewable energy is integral to all new builds, particularly solar panels? I understand why there is resistance to this: it adds cost to the bill, and green bills can sometimes be more expensive. However, that could be offset—more than offset—if the Government revised the Land Compensation Act 1961 to reduce the price of land at the same time. That would massively reduce the cost of building, meaning that it would be entirely affordable to insist on solar panels in every new building. Let us remember that retrofitting properties is far more expensive than doing the right thing in the first place when they are built.

Thirdly, could the Minister acknowledge that the Government’s ending of the feed-in tariff schemes for hydro energy and electricity has been massively damaging to that sector? A wonderful hydro-energy company in my constituency, Gilbert Gilkes & Gordon, has had to let go of almost 20% of its workforce indirectly as a consequence. Will the Minister announce now, or soon, ways in which the Government can provide incentives for hydroelectricity and ensure that the likes of Gilkes can expand in the future? It seems most peculiar in a county such as Cumbria, which I admit is occasionally damp and contains England’s fastest flowing waterways, that we are making such limited use of that water. Companies of great heritage, such as Gilkes, could be making sure not only that we employ more people in great jobs locally, but that we make use of the natural energy that is so abundant in the lakes and the dales.

Finally, I draw the Minister’s attention to something that MP colleagues in Cumbria and I have written to the Government about: the exciting prospect of tidal energy across Morecombe bay. This is an opportunity to connect the Furness Peninsula—or, as we say, “Lancashire over the sands”—with mainland Lancashire and, more importantly, to generate energy from that source. This Government need to take the blame, as do previous ones, for the fact that despite the United Kingdom having the largest tidal range on planet Earth after Canada, we tap nearly none of it. Morecombe bay is an opportunity to do just that.

I set these things in front of you, Mr McCabe, and the Minister, and I eagerly await her response. I suggest that all these proposals, and the many others put forward by hon. Members sat around the table and on the internet, could make Cumbria a—if not the—leading green energy provider in the UK, creating thousands of good, long-term jobs, contrasting beautifully with the somewhat less progressive proposal for a coalmine in west Cumbria, which I hope the Minister will agree to scrap.

It is a pleasure to follow my hon. Friend the Member for Richmond Park (Sarah Olney), and indeed to speak in the same debate as two excellent maiden speakers. The hon. Member for Sedgefield (Paul Howell) made an excellent speech. It reminded me that we are next-door-but-one neighbours, because I am also a neighbour of the Chancellor of the Exchequer—they are big seats up north, some of them. I would be delighted to work alongside the hon. Gentleman in making sure that we get the right investment for the north of England.

Once upon a time, in 1997, when Sedgefield was on the map for a different reason, I was a candidate for South Ribble and got annihilated, just about holding my deposit, so I very much congratulate the hon. Member for South Ribble (Katherine Fletcher) on an excellent and very entertaining speech. However, she has the biggest and most formidable task ahead of her, because she is now my dad’s MP. That will make life difficult for her. I note that she was very on the fence, shall we say, on which team she supports. Just to be clear, her predecessor supported the right team. Anyway, it was a marvellous speech and I thank her ever so much.

Not North End? Fair enough. Anyway, all the best. Both maiden speeches were wonderful. On to even more serious matters, Mr Deputy Speaker. You must really have to sit on the fence where you are—good golly. Burnley? Blackburn? My goodness me. Stick with Clitheroe—that is my advice.

The Liberal Democrats support the provisions in the Bill and recognise how necessary they are. We recognise the colossal sacrifice that so many people have made in the last three and a bit months. Many did so before there was any guarantee of any kind of financial support, which might have made it a little easier for them. My constituency has an average age 10 years above the national average, and we were one of the infection hotspots right at the beginning. The number of deaths was tragically high in our community in south Cumbria. Many people running businesses of all sorts closed down or restricted their economic activity right at the beginning, before any compensation was available to them, because they put the interests of their neighbours and people they had never met before their own financial interests. I pay tribute to my constituents and indeed folk around the country for doing that.

At the head of the movement to try to get people to restrict their economic activity right at the beginning, even telling people not to visit the Lake district—Britain’s biggest tourist destination after London—was Cumbria Tourism itself, our tourism board. It led the calls for people to visit us, but just not now, not yet, in order to keep people safe. We need to remember that sacrifice. I am very moved by and proud of it.

Of course, the Government package did come weeks later and it is very welcome. It is important in this process—in this crisis—that we find ways of working together and being collectively responsible for the mission to get Britain through the covid crisis as much as possible. It is right for those on the Opposition Benches, and indeed on the Back Benches, to hold the Government to account, and to do so constructively. I take my role as Cumbria’s only Opposition MP seriously. I have a responsibility, which must not be abused, to speak out, but I recognise that my job would be undermined, and I would be undermining my constituents and folks across Cumbria, if I was oppositionist for opposition’s sake. So it is important to congratulate the Government and work with them, when they have done the right thing. The furlough scheme, the grant schemes and so on undoubtedly saved, at least for the time being, millions of jobs around the country and thousands of jobs in my constituency.

There are, however, some gaps, and I want to spend a moment or two talking about them. It is still beyond me that the Government have still not been able to find a package to support people who make their living by being directors of very small limited companies. I can think of a person I know well in my constituency who is a photographer. He is a one-person band, effectively; he is not the director of some large corporation. His income has been completely stopped these past three months. The Government surely could still find ways of ensuring that directors of small limited companies are able to get support.

I also think, in relation to this package of measures, of the plight of people in the mobile catering industry, whose interests have been represented incredibly well, especially by my hon. Friend the Member for North East Fife (Wendy Chamberlain). It is important that they are explicitly referenced in the Bill so that they are supported to be able to make a living, and supported for the shortfalls in their incomes over the last few months.

I am bound, though, to focus on the gap in provision for those who have been self-employed for not so long. One in four people who work in my constituency work for themselves; they are self-employed. Our community is hugely entrepreneurial and we are very proud of that. New business start-ups are one of the council’s most important focuses. Many small business do not make a profit in their first, or even their second, year; it just does not happen. People put their effort, money and capital into getting going, and they maybe turn a profit in year three. Those innovative, risk-taking people, who have perhaps made a lifestyle choice to earn a bit less money, but to live in a nice part of the world, put their kids through the local school and add to our community, are falling through the gaps. When Westmorland and Lonsdale had the largest single increase in umemployment in the United Kingdom—of 312%—we know that many of those were those hard-working, innovative people who were starting off, and the Government did not find a way to be able to support them.

The Government said that they were not able to support them because there was not 12 months’ worth of evidence of them operating. I would argue strongly against that, but even if that is an argument, why, when we came to the second iteration of support—when some of the people who were denied the first time round would have then done 12 months—were those people not included? It is so important that those people are not forgotten and that we as a country invest now in supporting them.

In my constituency, 37% of the entire workforce is on furlough. That is the biggest number anywhere in the north of England and the biggest number of anybody outside London. It is important to remember that a large part of that will be down to the significance of the hospitality and tourism sector, with 60,000 people working in it throughout Cumbria, the bulk of whom are in my constituency, the Lake district, the Yorkshire dales and other parts of south Cumbria. While we look forward nervously and cautiously, but with a level of excitement, to 4 July and the comeback of much of the hospitality and tourism industry, we recognise that many, many businesses will not be able to fully function. I am thinking of, for example, the survey that Cumbria Tourism did of its members just last week, when they discovered that 69% of those businesses will not be able to open fully even after 4 July. We must not assume that everything is back to normal in just a week or two’s time.

With your permission, Mr Deputy Speaker, in Committee, I will want to talk about our new clause 1 and hospitality and tourism in a bit more detail, so I will not go further at this point, save to say that I recognise many of the comments from my hon. Friend the Member for Richmond Park (Sarah Olney) and the hon. Member for Hackney South and Shoreditch (Meg Hillier) about antisocial behaviour sometimes coming with the immediate upsurge in visitor numbers. That is not just in urban areas. The road on the east side of Coniston water had to be closed down in the last couple of weeks because of the antisocial behaviour we have seen there, and many of the florid descriptions from my hon. Friends can be repeated about the Lake district and the Yorkshire dales. I could say many things about that. One is that the countryside code is very good. It does not need amending. It needs publicising and embedding in our schools and to be promoted by the Government. I hope that they will do just that.

I turn to planning and the easing of planning restrictions being seen as underpinning the revival of our economy. That is absolutely right—at times, that will be worth pursuing. However, I point out to the Minister that in some cases, the revitalisation of a local community can be helped by restrictions or new changes in planning law. In particular, I am thinking of absentee ownership, or second home ownership, in places such as the Lake district, the Trough of Bowland, Yorkshire dales and other places of natural beauty.

In my constituency, 7,000 of our properties are not holiday lets, but second homes—they are boltholes that are not lived in for nineteen twentieths of the year. That means it is a home owned by somebody who sends no children to the local school and who rarely contributes to the local post office, the bus service and so on. It is possible to make planning laws that would enable places such as the Lake district and the Yorkshire dales to have a lid on the number of empty homes in our communities. Therefore, a community that has been built and shown to be vibrant during the covid crisis can have the opportunity to grow still and not peter out due to a lack of full-time homes.

I am intrigued by the speech the other night about Roosevelt—we will wait to see whether there is anything behind that. Undoubtedly, the only answer as we build back better from all this is to take that Keynesian, investment-based approach and do so in a thoroughly green way, with renewables, recycling, making sure that we have retrofitted insulation and moving forward with public transport. This is an opportunity not only for us to build back better and demonstrate our ambition for a different kind of country, but to do so in a way that our children and our grandchildren will thank us for, because we did so sustainably, renewably and in a thoroughly green way.

I thank my hon. Friend for her question and welcome her to her place. I know she has a particular interest in this area, with her experience before coming to the House. The Government are committed to helping small businesses become exporters. Over 580,000 trade internationally already. The Department for International Trade supports that via a range of projects. We want all SMEs who are able to, to take that plunge. My Department will continue to work across Government and with SMEs to identify barriers to ensure we can address them and make it easier for all SMEs to trade internationally.

Small businesses are the backbone of the Cumbria tourism economy. They are appalled, as am I, by the Government’s plan to make sure that there is a £30,000 salary floor for any overseas worker coming to work in the tourism economies of the Lake district or the Yorkshire dales. Does the Minister understand how much damage that will do to an economy in which 20,000 non-UK staff are working now? Will she meet me and people from the hospitality industry to make sure that we have a salary floor that does not cripple Cumbria’s tourism economy?

The hon. Gentleman knows that the tourism economy is particularly important for the UK. While I am happy to meet him, we hear representations from the sector regularly. Despite the earlier comment to the Secretary of State about a reduction in our engagement with businesses, we are actually stepping that up. He will know that we will bring forward plans on immigration and the floor that he mentioned, but I am more than happy to hear his particular point.

It is always a massive joy to follow the hon. Member for Beckenham (Bob Stewart). It is also great to see you back in your place, Mr Deputy Speaker; congratulations on your re-elevation.

It has been a genuine privilege to sit through the maiden speeches by the hon. Members for Coventry South (Zarah Sultana), for East Surrey (Claire Coutinho) and for Birmingham, Northfield (Gary Sambrook), to whom I pay tribute. I wish to single out my new neighbour, the hon. Member for Barrow and Furness (Simon Fell), who made an excellent maiden speech and referred in particular to the need—I say this in hearing range of the Secretary of State for Transport—to strip Arriva Northern of its franchise, to make sure that we have a local train service that actually runs some trains.

I remember giving my maiden speech; the terrifying fact is that I have a copy of it on a VCR tape in the garage. That is a reminder that I am indeed an old git, Mr Deputy Speaker.

The green industrial revolution is nothing if not an ambitious title, and so it needs to be if we are to head off the existential threat of catastrophic climate change. Ambition is indeed what we need, but although we can give something an impressive and ambitious title, it is unlikely to earn a lasting legacy unless it actually delivers. Franklin Delano Roosevelt’s new deal is not still invoked today because of its catchy title, but because of the good it achieved. We marvel at the Victorian expansion of the railways not because the Victorians did good spin, but because the network was actually built. Nations are never built on public relations stunts.

Members can call me a glass-half-empty person if they like, but my fear for the Government is that they will make two significant mistakes as they decide how they are going to use their new majority. First, in order to mask the damage that the UK’s leaving the world’s biggest market will inevitably do to our economy and public sector, it is likely that the Government will max-out the credit card on revenue spending in a way that makes the recent Labour manifesto look fiscally conservative by comparison. Secondly, they will talk about big infrastructure investment, both the green and the not-so-green varieties, but in reality their fear of big government means they will not deliver anything that will make a true difference. In other words, the Government will show largesse when they should observe restraint, and restraint when they need to be ambitious. I hope I am wrong, because what we need is to be wise on revenue spending and ambitious on capital, particularly when it comes to green infrastructure. We must make the big strategic decisions needed to fight climate change.

In South Lakeland, we see nature changing before our very eyes, as climate change takes place with horrific consequences. Our communities are still reeling, four years on, from the devastating floods of Storm Desmond. Indeed, in the past decade or so we have been hit by three floods, each one of them classified as a one-in-200-year event. Storm Desmond flooded 7,500 homes and more than 1,000 businesses. We have to mitigate the impact of climate change on families and businesses while building the infrastructure to prevent a climate catastrophe. That is why Kendal’s flood prevention scheme must be delivered. All three phases of the flood scheme are now fully funded and I am glad that, after much pressure, the biggest concerns about the scheme have now been answered. In the place of every tree that must be removed as part of the scheme, six new ones will be planted in the town, and many of them will be semi-mature at the point of planting.

I was there the morning after Storm Desmond, and in the weeks after. I saw people’s lives ruined; families left destitute; and businesses wiped out. Even today, there are children who are still unable to sleep any time it begins to rain. I could not look people in the eye on Appleby Road, Shap Road, Sandylands, Ann Street or Mintsfeet Road if I did not do everything in my power to deliver them some kind of protection and some kind of peace of mind. After four years of promises—four years of fear whenever it pours; four years of incalculable strain on mental health for the old and young alike—how dare I claim to represent them if I do not see the flood defences delivered? The reality is that we are too late to prevent climate change, but we have perhaps a dozen years to avoid a major climate catastrophe with even more appalling human consequences.

The main issue that I wish to focus on in the next few moments is the revolution that we need in public transport. Over the past 30 years, Governments of all colours have allowed funding for bus provision to evaporate. Our communities in South Lakeland have done a spectacular job in putting together community bus services to plug some of the gaps caused by this attrition of Government funding, most notably the Dales bus service in Sedbergh and Dent, which does a wonderful job connecting those Dales communities with Kendal and the surrounding communities. We have fought recently to keep the 552 and the 530 bus services. These are great victories. I am immensely proud of them, but they are short-term solutions at best. They are sticking plasters, when what is needed is ambitious change.

It is utterly ludicrous that bus services in London receive a £722 million annual subsidy, when in Cumbria we receive nothing at all—not a single penny. The lack of subsidy has a catastrophic impact on fares, and the extortionate prices make commuting by bus a massive challenge, especially for lower-paid workers. How is it right, Mr Speaker, that the 5 mile journey from Ambleside to the neighbouring community of Grasmere costs £4.90, while a journey of equivalent length in London costs £1.50? If we are to entertain any hope of revolutionising public transport, the Government need to look beyond the M25—well beyond the M25. Indeed, it may come as a surprise to some in Government that the north does not stop at junction 32 of the M6.

There is much to recommend the northern powerhouse, with two slight caveats: first, it is not much of a powerhouse; and secondly, it is not very northern. The transport spend in the north-west per head of population is still barely half that in London, despite the promises that were made when the northern powerhouse was first established. I will continue—I will have to continue—to fight the cuts to individual bus services. I will continue to stand with, and work with, the community to find alternative solutions, just as we are currently doing for Arnside, Levens, Cartmel, Hincaster and Kendal where we have replaced the 552 and the 530 services, but let us be honest, all that will do is lessen the decline.

Bus services are essential to life for rural communities such as ours. They are also key to Cumbria’s vibrant tourism industry. No one could or would deny that the Lake District and the surrounding communities are utterly awesome. It is a national treasure and a source of joy to many more than just those of us who are privileged enough to live among those lakes, mountains and dales.

Cumbria’s Lake District is Britain’s biggest visitor destination outside London. Some 16 million people visited us last year alone, but 83% of tourists travel to us by car. However, we know that, with the right interventions and conditions, our visitors will travel sustainably. Public bus transport is a key component of that, alongside rail, boats, bikes and, of course, walking in the hills. Improved bus services could alleviate pressure on the roads that become clogged with the cars of those visiting.

The Government keep ignoring the plight of rural communities. A so-called green industrial revolution in London or Manchester simply will not do. We would love it if they stopped ignoring us, and instead commission a truly ambitious and comprehensive rural bus service to exceed anything that we have seen before, even 35 years ago before the deregulation which started to decline. It will be an investment not only that revives rural communities and sees a huge reduction in the use of cars locally, but that boosts our economy and increases access to jobs.

My proposal today is that the Minister should ensure the direct commissioning through Transport for the North of a comprehensive, affordable, reliable rural bus network in Cumbria—a network that will be a substantial step towards ensuring that the northern powerhouse actually serves the rural north.

Finally, if our efforts to tackle climate change are going to come anywhere near something that could be classified as a revolution, we need to transform public transport interconnection and that connection between buses and trains. The main public transport route to the Lake District is the Lakes line. Back in 2017, the Government cancelled the planned electrification of the Lakes line on the basis of a massive and flawed overestimation of the project costs. This was and remains a huge let-down for communities around the lakes, and yet electrification of the Lakes line is the easiest electrification project in the country. The 12-mile route carries hundreds of thousands of passengers each year, but it could carry four times as many if we introduced a passing loop at Burneside so that we could run a half-hourly service, and if it were electrified, it would significantly reduce its carbon emissions.

If the Government are serious about tackling climate change, they need to undo their foolish cuts to the electrification project, and the Lakes line is the perfect place for the Government to begin a green U-turn to reverse their mistakes of recent years. The Lakes line is short, but it is iconic. It carries significant numbers and could carry so many more. I plead with the Government to make their actions match their words. They should not just plug the gaps in public transport, but instead revolutionise the system. They should speak not of subsidies, but of investment that multiplies its value in the economy of the rural north. Targets are dangerous if they are simply a fig leaf to cover up a failure to act in the present. The Government must act now, and we will wait to see whether they do.

I pay tribute to the hon. Member for Truro and Falmouth (Sarah Newton) for securing this important debate. Undoubtedly, climate change is a bigger challenge and a bigger crisis than even Brexit. It is important that we put it in that context, but given that I do not have all that much time, let me focus on Cumbria.

Cumbria receives 42 million visitors each year, and we are delighted to see them. We just wish that fewer would come by car, which is how 83% of our visitors currently arrive. That is a serious problem in our fight to achieve net zero carbon emissions, and I am sure what is true in my patch applies in many other places across the country. Therefore, in the moment or two I have, I want to address public transport, which is an enormous part of achieving net zero. Not only does the use of diesel and petrol-powered cars have a devastating impact on the environment, but the Government’s failure to invest in public transport prevents people from choosing better options.

Bus provision is a colossal problem in our communities in the Lake district. In the past 10 years, we have lost 888 bus routes in the north-west of England. To their absolute credit, communities have not just stood by; in places such as Sedbergh and Dent, they have established community bus services, which are a lifeline for people who would otherwise be isolated from the communities around them. I am massively grateful to the volunteers who make those services possible. However, with the closure just this month of bus services 552 between Arnside and Kendal and 530 between Cartmel, Levens and Kendal, the decline appears to be accelerating.

I am of course fighting those cuts along with the community but, more broadly, I ask the Minister to make provision of a comprehensive, affordable and reliable rural bus service in Cumbria a key plank in the northern powerhouse. From a rural Cumbrian perspective, the northern powerhouse does not look much like a powerhouse, and it is not even very northern.

The main public transport route into the Lake district is the Lakes line. Back in 2017, the Government shelved their planned electrification of the Lakes line on the basis of completely inaccurate projected costs. Electrification of the Lakes line is the easiest electrification project in the country. The 12-mile route carries hundreds of thousands of passengers each year, but it could carry four times as many if we introduced a passing loop at Burneside so we could run half-hourly services. If the Government are serious about tackling climate change, they need to speed up their electrification project, especially for the railway line that is responsible for taking people into Britain’s second biggest visitor destination after London.

The impacts of climate change are real, and they are being felt right now. My constituency in the lakes and the dales has been devastated by catastrophic floods. In the past nine years, we have experienced three flood events classified as one-in-200-year events, with one-in-100-year and one-in-50-year events filling the gaps. At this rate, we absolutely will need to revise the classifications. In 2015 alone, Storm Desmond caused 7,500 properties and more than 1,000 businesses to be flooded. The impact has been heartbreaking.

I want us to mitigate the consequences of our failure to tackle climate change in time to protect my communities from further flooding, but I am also determined that the Government must make the big strategic decisions to fight climate change. That requires a revolution in renewables and a push for energy self-sufficiency, especially in hydro, tidal and marine, for which 95% of the supply chain, including Gilkes in my constituency, is British. That would protect our environment, boost our economy and give us vital energy security. Just a few weeks ago, I was with students in Kendal protesting against inaction on climate change. That was a reminder that the coming generation will not let us get away with it, and they are absolutely right not to.

The reality is that we are too late to stop climate change and have perhaps a dozen years left to avoid a major climate catastrophe. Tackling this global disaster will take change in every community and lots of steps that add up to a bigger picture. Clearly, public transport is an element of that. Will the Minister therefore agree to meet me and others so we can put together a comprehensive rural bus service under the umbrella of the northern powerhouse, and a plan for the electrification and expansion of the Lakes line? In order to succeed globally, we in the lakes are determined to act locally.

Yes, the RSS David Attenborough—“Boaty McBoatface”—is launching today. I am always delighted to pay tribute to David Attenborough, whose series on Earth and our oceans have brought home to so many people the urgent need for action. I also pay tribute to my hon. Friend the Member for North Wiltshire (James Gray), himself a bit of an Arctic explorer who has done a great deal to highlight climate change, and we should be grateful to him for that.

If we are serious about tackling climate change, we need to keep fossil fuels in the ground. To that end, does the right hon. Lady agree that the proposals for the west Cumbria coal mine should be cancelled, and will she speak to her right hon. Friend the Secretary of State for Housing, Communities and Local Government, to whom I have written? Will she instead commit Government money through the northern powerhouse to create renewable industry and energy jobs in west Cumbria instead?

I am sure the hon. Gentleman is as delighted as I am that we have shifted from 40% reliance on coal to only 5% today. That is quite an achievement. He makes an important point about fossil fuels. He will be aware that we are looking at carbon capture, usage and storage, and an action plan with projects to improve our use of fossil fuels and to make them lower carbon. There is a lot to be done in this area, and we will continue to look at how we can make that work.

That is a great endorsement, Mr Speaker.

I certainly join my hon. Friend in recognising that what is a time for holidays for many people is a time of intense work for people in the hospitality and tourism industries throughout the country. I also recognise North Devon’s bid to become one of the tourism zones. As my hon. Friend knows, the sector deal includes an investment of more than £26 million in the English coastal path, one of the most beautiful and popular attractions in his very beautiful constituency.

20. Given that 20,000 non-UK staff work in tourism in the Lake District, there is a desperate need for home-grown talent, whether we leave the EU or not. However, the Government have watered down the already delayed catering and hospitality T-level, which no longer includes hospitality. Will the Secretary of State undo that backwards move, and fast-track a catering and hospitality T-level to next year?

If the hon. Gentleman looks at the sector deal, he will see a great commitment to the development of careers in the hospitality industry, including 30,000 apprenticeships a year. The new T-levels have been developed in conjunction with the sector. I hope the hon. Gentleman will acknowledge that that is a great step forward, and that they will be available as a result of the commitment that has been made.

My hon. Friend is right: Government have a responsibility to ensure that we work together across Government to ensure that services can be provided through the post office. We must celebrate the fact that the Post Office, for the first time in a number of years, has become profitable. We have the most stable network in decades. Under the last Labour Government, over 7,000 branches shut. We are making sure that we maintain the number of post offices; in fact, we have opened 400 since 2017.

One of the silver linings of the decision of the high street banks to abandon our town centres is that post offices are now able to pick up that slack. The Minister said earlier that she was meeting with Post Office Ltd and that the income that postmasters get from banking transactions has trebled. The reality is that they are getting a few pence for every £1,000 of work that they do for the banks, so a trebling is still a pittance. Will she ensure that the banks remunerate our post offices for, basically, doing the work that they have left behind?

The hon. Gentleman makes a good point about banks moving away from our high streets and the post offices picking up the slack. That is why I am proud of what Post Office Ltd has done in negotiating this new framework. I disagree with him when he says that what postmasters receive is a pittance. In fact, the remuneration has doubled or trebled; it has increased significantly. The Post Office will also be bringing that forward: it will be remunerating postmasters from October, rather than January, when the framework comes into place.
