Commons ChamberCan we be more moderate in the language that we use? I do not think that it has been appropriate, and hopefully we will hear no more of it.
I call the Chair of the Environment, Food and Rural Affairs Committee.
We all understand the long-term challenge of storm water overflows where heavy rainfall is inundating the system. Over time, we will see more storm water tanks, such as the 4 million litre tank that Yorkshire Water installed in Scarborough, but there can be no excuse for discharges when the weather is dry. Some are down to human error or to mechanical failure, but many are down just to under-capacity in the system. As we address the problem, can we focus on the dry discharges and ensure that investment goes where it will have the most effect: where the most concentrated sewage goes into waterways?
My right hon. Friend is right to point out some of the investment that is under way, but the storm overflows discharge reduction plan, which I anticipate will receive nearly £60 billion of investment from the water companies, will prioritise where the biggest issues are. I think that is the right thing to do. I am also mindful of other potential environmental responsibilities, particularly in areas of conservation. We will continue to ensure that, as part of the plan, we get on and get into the detail. We are already doing quite a lot of work with the water companies, holding them to account and ensuring that they get on and spend the money.

Commons ChamberUnderstandably, the Environment Act principally addresses England. It is important that we respect devolution to the Welsh Government, who have it in their power to act and who do different things. I do not think they shy away from the fact that this is a difficult challenge. I commend them on the many beautiful beaches in Wales, which I have visited many times, including in my right hon. Friend’s constituency and in that of my right hon. Friend the Member for Preseli Pembrokeshire (Stephen Crabb). However, this is not straightforward and there is no overnight fix. Credible plans are needed, so this Government are right to be making progress.
Further to the intervention from my hon. Friend the Member for Clwyd South (Simon Baynes), does the Secretary of State agree that Welsh Water is a not-for-profit organisation, so the shadow Secretary of State’s argument that dividends should be used to pay for improvements does not wash in Wales?

Commons ChamberI was appalled to read in this week’s Farmers Weekly that food labelled as British has actually come from South America or even Africa, and that meat not fit for human consumption has been going into the food chain. The Food Standards Agency’s report makes it clear that it has been misled and hoodwinked by these operators. Is there a case to bring the FSA within DEFRA rather than the Department of Health and Social Care, where it is now?
The Select Committee Chair is right that the Farmers Weekly has provided an interesting investigation.

Goal 5 of the plan aims at eliminating waste, and while we have made great progress—for example, in phasing out single-use plastics and substituting more sustainable materials for plastic in packaging for foods—the sad fact remains that our local authorities are very good at collecting waste, but the majority of our plastic waste is exported overseas.
Will the Secretary of State look at two things she could do to improve that situation? First, will she look at the operation of extended producer responsibility, and maybe look at what is being done in Belgium to make sure there is work with industry to incentivise investment in our plastic waste recycling here? Secondly, will she look at setting a date, as my Committee has suggested, for the phasing out and elimination of plastic waste exports to countries such as Turkey, where standards are not as good as ours?
On exports of plastics, we have recognised this issue and want to make sure that we are not exporting to non-OECD countries, but that does not mean that we give a blank cheque when there are exports to member countries of the OECD. That is why we have a rigorous process in place, but we will continue to investigate, through the Environment Agency, where issues arise and get them fixed.
On our thinking more broadly, one of our sadnesses during covid was of course the explosion in single-use plastics and the throwaway elements that were necessary for public health. We also had a reduction in our recycling rates. We do want to turn that around, and that is why we will continue to work on the important EPR reforms to which my right hon. Friend referred.

General CommitteesI thank the hon. Lady for those questions. On the Government’s domestic ambitions, she may be aware that Water UK, which organises all the water companies, has committed to ensuring that each water company has a plan—by October, I think—showing how they intend to roll out water fountains in and around their areas. I am sure that she has already downloaded Refill, which is a wonderful app that I believe started in Bristol, the city represented by the Opposition Whip, the hon. Member for Bristol West. That is a way of ensuring that people know where water is offered. I think that most coffee retailers, although they may not yet advertise it—I am still encouraging them to do so—will refill a water bottle if asked.
I have also worked with Ministers in the Department for Transport to write to airports, railway stations and Transport for London—I think we also wrote to the Mayor. I have just realised that we have not yet written to National Express; we must rectify that. I am pleased that Network Rail launched its first water fountain last week, and that a number of airports have already started offering refills. It is certainly possible to fill a water bottle in Heathrow terminal 5, and a number of airports offer water fountains of the kind many of us used at school, where it is necessary to lean down, although that is not quite as straightforward as filling a bottle. I understand that more and more airports are coming through with such proposals, and I have certainly taken advantage of those facilities myself.
I am aware specifically of Austria’s reasoned opinion, but we look forward to working with other member states that have good domestic plans to see how we can share best practice. I have not specifically engaged with them, or indeed with the Commission, on the different opinions that have been expressed. I believe that the deadline for us to return our initial views to the Commission is within the next week, which is part of the reason we are having the debate today: to make sure that we can reflect the will of Parliament, as expressed by the reasoned opinion.
Having served on the European Parliament’s environment Committee, I am well aware that the European Commission often misinterprets—deliberately, I suspect—the principle of subsidiarity and uses it as a power grab. Does the Minister agree that if we were to take the principle of subsidiarity to its sensible conclusion, decisions such as the provision of water fountains should be made by local authorities, not central Government?
I would certainly like to see more local authorities undertake to provide access to water. Perhaps it was a century ago when water fountains were very much part of public health provision. Fortunately, we have somewhat moved on from there; the water that we get from our tap is very safe and readily available. I agree that if we can do more to work with local councils to take that forward—to some extent, water companies will be able to do that with their plans—that would be an appropriate way to ensure that water is readily available.
Absolutely. I respect entirely the hon. Gentleman’s opinion and how he represents the Scottish National party’s interest in this matter. The quality of drinking water is formally a devolved matter and we have worked together closely with the devolved Administrations. I assure him that they have been involved in our deliberations so far.
The Environmental Audit Committee is carrying out an investigation into nitrates in water. I am sure that the Minister is conversant with annex 1, part B, which lists the chemical parameters in water and maintains the 50 mg per litre measure, which has always been used and goes back a long way, and which many would suggest was just an arbitrary figure. Will the Minister consider whether it would be appropriate to set different levels for ground and surface water on the one hand and drinking water on the other hand, given the evidence that is emerging about the effects of nitrates on human health, as opposed to the well established information on eutrophication and the way that phosphates and nitrates in water can result in environmental problems?
My hon. Friend is enjoying his time on the Back Benches; not only is he embracing the Select Committees that he has joined, but he is taking the opportunity to demonstrate his vast experience in the European Parliament.
On the different levels to which he refers, I will have to look at that in a bit more detail, but I am reliably informed that we want our standards to be as good as, if not better than, what has been prescribed. I will ensure that we consider that in more detail when the time comes to respond to the Environmental Audit Committee’s proposal on nitrates.
Thinking of another member of this Committee, I am aware that there are some challenges in Poole harbour about eutrophication, involving different kinds of activities that need to be dealt with. Certainly, the water company is concerned about the run-off of nitrates from agricultural land, which is why we need constantly to make sure that our natural environment and water are of sufficiently good quality, not only for the benefit of the drinking water that we all enjoy; he will be aware of the wider responsibility that we hold dear.

Commons Chamber9. What plans he has to relieve congestion on roads.
Before I answer the question, I should explain that, as you and the Opposition Front Benchers will be aware, Mr Speaker, the Secretary of State is unable to attend Transport questions this morning because of his duties attending on Her Majesty the Queen in Derbyshire.
Road investment is central to our long-term economic plan. We are spending more than £24 billion on strategic roads between 2010 and 2021. A further £7.4 billion will be spent on local roads in the next Parliament, together with £1.5 billion of funding from the local growth fund that was announced on Monday. That will bring forward much needed schemes such as the Bury St Edmunds eastern relief road in Suffolk. All the schemes are designed to relieve congestion and open up growth across the country.
I thank my hon. Friend for that answer. I welcome the growth deal for the New Anglia local enterprise partnership, which will help to relieve the congestion on many roads. May I make a bid for support for the A12 in Suffolk Coastal, and particularly for the stretches of the road that will be used heavily by Sizewell C construction traffic? There is the possibility of a four-villages bypass involving Stratford St Andrew and Farnham.
I know that my hon. Friend is disappointed that the four-villages bypass was not included on this occasion, but we are still looking at that possibility. Indeed, I was in Norfolk and Suffolk last week undertaking —dare I say it—a “tour d’East Anglia”. I looked at the A12 and the A47, which are greatly in need of improvement.

Commons Chamber11. What assessment he has made of the level of availability of spare parts for the rail network.
Rolling stock spares are a matter for the train operators. They are required to have arrangements in place to maintain their leased trains so that they can deliver the performance level defined in their franchise agreement. I am aware of the specific problem of replacement wheels on my hon. Friend’s line.
Services on the Felixstowe to Ipswich line were disrupted for a number of reasons, one of which was the lack of availability of wheel sets around the entire network. I recognise that this is a matter for the rail companies to sort out themselves, but I hope that the Department can have a word with strategic partners, including with leasing companies and manufacturers.
Abellio Greater Anglia is well aware of the problem and has given us assurances that it is on top of it. The bad weather not only caused flood damage to some units, but caused a number of cases where brakes locked up and caused flats on the wheels so, instead of being able to re-profile the wheels perhaps six times during their life at 150,000-mile intervals, some of them were damaged beyond repair, which meant that there was a short-term shortage of those components.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I asked my officials about that. The consultation was focused on the area where the road is to be built because of the effect on local communities. If anyone has had involvement in the High Speed 2 project, they will know that it is the communities near such projects that are likely to have the strongest views. Those further afield who will benefit from the scheme may well feed in their views but were not given the opportunity to contribute through road shows. I intend, however, to have regular meetings with representatives of the freight and logistics industry, as I am sure they will have views to voice.
Finding the right highway solution, which is both affordable and fair, remains a priority for the Government. The results of the consultation exercise, when they are published later in the year, should provide an important indication of public opinion and will help the Highways Agency as it develops the scheme proposals. It remains clear, however, that to do nothing to improve this overcrowded section of our trunk road network is really not an option and that traffic congestion in the Cambridge and Huntingdon area will worsen without improvement and will constrain economic growth in the wider east of England in decades to come.
