Commons ChamberI congratulate my hon. Friend the Member for Dulwich and West Norwood (Helen Hayes) on securing this important debate to mark Windrush Day, and the Backbench Business Committee on making time available for it.
The story of the Windrush generation is one of courage, determination, triumph over adversity and success. We mark Windrush Day to celebrate those who came into Tilbury docks in their Sunday best, as other Members have said, on that day in June 1948. We use Windrush to describe the wider post-war immigration from the Caribbean—those who came to Britain from Jamaica, Trinidad and Tobago, Barbados, Granada, St Lucia, Dominica, Guyana, St Vincent and the Grenadines, Haiti, St Kitts and Nevis, Montserrat, Antigua and Barbuda, and Anguilla. Indeed, my Slough constituency has the largest population of people of Anguillan heritage anywhere in the world outside Anguilla. I have had the pleasure on numerous occasions of attending events and dinners as we regularly host the Chief Minister of Anguilla.
Local people are well served by the Anguilla Community Group, Survival, the Slough Dominican Association, the Jamaican Association Slough and SANAS—the St Kitts & Nevis Association Slough—among many other associations and community groups. I am extremely proud to serve as the Member of Parliament for all these fine Slough Caribbean organisations and Slough’s Windrush generation and their descendants, who have contributed so much to the vibrancy and progress of our town.
I thank the hon. Gentleman for his obvious involvement in the community that he represents, and I think the people of Slough are very fortunate to have him as their MP. Does he agree that Windrush Day 2021 allows those valued and cherished citizens to show the experiences of the West Indian people who have settled here and that their personal stories of migration also give a welcome representation of black British culture as it helped those of with working-class experience to connect with one another in this country—two traditions together under the British flag?
I thank the hon. Gentleman who, as we all know, is an assiduous and dedicated Member—hardly an Adjournment debate goes past without the pleasure of hearing an intervention by him—and I agree with him fully. We need to learn about the history of the Windrush generation. More widely, our curriculum needs to change, and our children and all schoolchildren must learn that history through the changed curriculum. Only if we learn from our history, our past—as a history student, I know that better than most—can we stop repeating mistakes and stop the racism, slavery and other maltreatment that many individuals endured.

I hope the hon. Gentleman will not look on this as an abuse, but I meant to ask the Minister whether, before the end of the debate or certainly afterwards, he would find the letter sent on 25 May this year at 1.41 pm to MHCLG correspondence by Arthur Torrington who, for 26 years, has run the Windrush Foundation. He has not had a reply. His essential point was to ask whether it was a good idea for the Windrush Foundation to be involved in Windrush Day events in the same way that the Holocaust Memorial Day Trust is involved in Holocaust Memorial Day. The Minister might not be able to respond directly, but I hope that he will respond to Arthur Torrington, who made a number of outstanding points which deserve answers. I am grateful to the hon. Gentleman for giving way.
I have a great deal of respect for the hon. Gentleman. I am glad that his intervention placed that on the record. I sincerely hope that the Minister will acknowledge and cover it in his response.
We owe so much to the Windrush generation and their descendants. They contributed to business, medicine, engineering and science, teaching, nursing, politics, academia, the voluntary sector and the armed services. Who can imagine our public life here in Great Britain without the contributions of Stuart Hall, C. L. R. James, Tessa Sanderson, Zadie Smith, Kelly Holmes, Lenny Henry, Rio Ferdinand and the right hon. Member for Hackney North and Stoke Newington (Ms Abbott), among so many others?
I mentioned the contribution of people of African-Caribbean heritage to our politics, and I want to mention one person in particular: Lydia Simmons, whom I mentioned in my maiden parliamentary speech here in the Chamber and whom I am so fond of, especially given the warmth with which she greets me. Lydia is something of a Slough legend. She was born in Montserrat, came to the UK, and did the sensible thing and joined the Labour party. She was elected to Slough council in 1979. She was a council cabinet member and served until 2007. Lydia Simmons has the honour of being the first black person and the first Afro-Caribbean woman to become a Mayor in England. She has rightly been recognised by Her Majesty the Queen with an OBE.
When we hear the name of Windrush, we reflect on 1,001 stories of fortitude, sacrifice, bravery and service. We give thanks for all those who built communities, served our nation and strengthened our bonds of kinship and friendship with islands across the oceans. However, when we hear the name of Windrush, we also hear different connotations. Instead of gratitude, we think of cruelty; instead of recognition, we think of injustice; instead of service, we think of scandal. The Windrush scandal is a terrible blight on our recent past.
Wendy Williams’s lessons learned review stands as a terrible indictment of the Government’s so-called “hostile environment”. Williams stated that the cruel impact was “foreseeable and avoidable”. The Equalities and Human Rights Commission, the EHRC, said that the Government ignored its duty to equality. Even after Ministers admitted their failings and mistakes, the Windrush compensation scheme is a disaster: of the 11,500 people the Home Office estimates are eligible for compensation, a mere 687 have received their due. Justice delayed is justice denied and, tragically, at least 21 people have died waiting for justice. The need is there and the money is there. What is missing is the political will and the basic efficiency to get the cash into the bank accounts of the people who deserve it.
When the Windrush generation arrived, they were frequently met with hostility and racism. They were denied a fair chance in housing, education and jobs. Those infamous signs in landladies’ windows were used to stoke up division and dire warnings of rivers of blood. Yet that generation proved the racists wrong. They added immeasurably to our national story and continue to do so. They started out in the cities, towns and villages of faraway Caribbean islands, but they proved—through their intellect, determination and sweat—to be the best of British. We honour them today and in their names we demand long overdue racial justice and equality for all.

Commons ChamberAny debate on grooming gangs must start and end with those who have survived them. They, and their bravery in coming forward, are the reason we even know about this systematic abuse. They are the reason we have secured convictions. They have survived horrors beyond imagination—a drawn-out routine of vicious, violent abuse, sometimes lasting years.
We know from the Home Office report that survivors are most commonly females aged 14 to 17. The main risk factors are being in care, experiencing episodes of going missing, and having a learning disability; others include drug or alcohol dependency, mental health issues, and experience of previous abuse. In other words, the very people that our society should most protect are the ones who are being most let down. To say that we have let them down is an understatement. Like many of us here, I am a parent; I have two young children and lovely nieces and nephews. I could not bear it if one day they too were to become victims. We must prevent these horrors from occurring to any more children.
I welcome the report, albeit dragged out of a hesitant Government, but following its publication the Home Secretary said in a written statement that
“motivations differ between offenders, but…a sexual interest in children is not always the predominant motive. Financial gain and a desire for sexual gratification are common motives, and misogyny and disregard for women and girls may further enable the abuse.
Offenders can come from a range of social backgrounds—some have been stable middle-class professionals, some of whom were married, whilst others have had more chaotic lifestyles.”
The one thing that would hamper efforts to tackle group-based child sexual exploitation is to falsely claim that the criminals belong to only one religion, one ethnicity or one race. We know that is fake news, and official, independent statistics attest to that fact. Those falsehoods are exploited by the far right to create racist divisions in our society, perpetuating myths and stereotypes. People such as the English Defence League and Britain First use the images of survivors against their wishes, organising marches and stirring up hate online.
This is not about conforming to political correctness. If we adopt the language or assumptions of hate groups, we fall into a dangerous trap. The devastating reality is that sexual abuse can happen in any community, be it white British, Sikh, Hindu, Muslim or of any other background. Our priority should be ensuring that victim support and services are accessible and available, not spreading misinformed and prejudiced beliefs.
I know from local communities in Slough that child sexual exploitation, in addition to racist scapegoating, is a real concern, which is why I have raised it with our Slough police commander and the council leader and chief executive to ensure that we are working collaboratively and minimising the risk of this abhorrent crime affecting our community. If we are misdirected and end up looking in the wrong places, we fail to tackle this head-on. The current level of prosecutions is just not good enough, and funding for support organisations is nowhere near enough.
Let us be clear: this is about patriarchy and power. It is about people discounted, dismissed and dehumanised not only by those who rape them but by the authorities they turn to for help. We all have a moral duty to end this abuse and make sure that the evil perpetrators feel the full force of the law.

Friend has a long and distinguished history serving on the bench as a magistrate, so I would like to publicly recognise that and I join him in extending my warm and enthusiastic thanks to magistrates up and down the country, who have been keeping justice going in incredibly difficult circumstances—and not just keeping justice going, but clearing down the backlog, which has been reducing since August, as I said earlier. One of my parliamentary team sits as a magistrate in Croydon Crown court—one of the many thousands of magistrates—and I thank all of them for what they have done to deliver justice in these most trying of times.
Rape and sexual violence prosecutions are at their lowest ever level in England and Wales, and domestic abuse prosecutions are down 19%, and that is at a time, during lockdown, when domestic abuse is widely reported to have increased, so what steps are the Government taking to speed up justice for vulnerable people who are victims of these abhorrent crimes?
I agree with the hon. Gentleman. There is an issue with, for example, the charging and prosecution of rape cases in particular, which predates the pandemic. There is a problem and it needs to be addressed. Some steps have been taken already—for example, changes to the rules around disclosure, which had been a problem in rape cases, and the provision of significant extra money even before the pandemic to support independent sexual violence advisers and rape crisis centres and to support the victims of these awful crimes, but more needs to be done. The Ministry of Justice and the Home Office are conducting a rape review, which is being led by the Minister for Crime and Policing. That is due to report very shortly and will contain further actions in this very important area.

Commons ChamberWe are keen not just to help victims to flee home when that is necessary for their own safety but, importantly, to keep them in their own homes where it is safe to do so, and to ask, or demand, that the perpetrator leaves. There is a whole host of work going on on this. Perhaps I can take the opportunity to discuss it with my hon. Friend in slower time outside of this statement, but I thank her for raising it.
Many of us have been extremely concerned about the increased incidence of domestic abuse and other hidden harms during lockdown. However, many domestic abuse charities and anti-modern slavery and vulnerable children’s organisations have been struggling financially and have spoken about the insufficient support from Government. Can the Minister confirm what discussions she has had with the Treasury and the sector on multi-year funding?

My hon. Friend is right. European Union countries, including the ones she lists, are obviously manifestly safe and civilised countries. People who find themselves in need of protection in those countries should claim asylum there, as she says. They should not attempt dangerous crossings of the English channel, facilitated by ruthless criminals, and every single Member of this House should send the same message.
These major, fundamental changes to the immigration rules were laid last week, incredibly, with zero consultation with stakeholders such as local authorities and the asylum sector. In the last two years the number of people waiting for longer than six months for a decision has increased almost threefold, with nearly 40,000 people having to wait at least that long. Surely the changes risk creating even greater inefficiency and delays, with people having to wait to find out whether the UK will even consider their asylum claim?
The changes are designed to ensure that we can enter into agreements with other countries to replace Dublin. They are designed to ensure that people who unnecessarily come to the United Kingdom—often clandestinely, often dangerously and often facilitated by criminals—do not do so, because they could instead claim asylum somewhere safe, such as France or Germany. I hope the hon. Gentleman agrees with me that that is the right thing to do and what we should be encouraging people to do.
On the timing of asylum decision making, as I mentioned in answer to my hon. Friend the Member for Harrow East (Bob Blackman), we want to speed things up, but unfortunately coronavirus has impacted decision making, as it has impacted so many elements of the public service system. However, we are focused on making sure the system speeds up, and that is a top priority for the coming year.

Commons ChamberMy hon. Friend need have no fear: every officer and every force in the country stand in equal regard by the Home Office, although I know that Dorset police are close to his heart. I will say two things. First, it is very important that the good people of Dorset elect a Conservative police and crime commissioner in May next year who can continue that good financial management. Secondly, I remind him of the commitment that I gave at the Department’s last questions session. While the police funding formula is currently the best basis we have for allocating funds across all forces in England and Wales, it is a bit elderly, and we have undertaken to review it before the next election. During that review, I know that he, along with all the other Members of Parliament from Dorset, will be lobbying hard to ensure that that beautiful county comes out of it well.
County lines trafficking is a heinous crime, and tackling it is an absolute priority for this Government. This is why we are delivering £25 million over two years to surge activity against these ruthless criminal gangs. This includes investment in national and local law enforcement activity to roll up county lines, and funding for dedicated one-to-one specialist support for county lines victims and their families.
To effectively tackle county lines drug trafficking and safeguard vulnerable children from exploitation—both issues of great concern to my Slough constituents—sufficient, desperately needed resources must be given to our police force. Having first cut more than 21,000 police officers, the Government thankfully did a U-turn and have pledged to deliver 20,000 extra officers, but the recruitment funds have since been repurposed for the covid response. Can the Minister categorically confirm that the recruitment funds will be made available to the police?
The hon. Gentleman surely welcomes the 260 new officers that have been appointed to his local area as of 30 September. We are absolutely clear—this is a manifesto commitment, and one which I know the public took very seriously—that we will recruit an additional 20,000 officers. In addition to those 20,000 officers, we are specifically targeting the heinous crime he has set out—namely, county lines. In Thames Valley alone, we are developing a multi-agency violence reduction unit to the tune of £2.32 million, combining the expertise of the police, local government, health and education professionals, community leaders and others to identify the causes of serious violent crimes, including county lines, and deliver a multi-agency response to it.

Commons ChamberAs I have indicated, the Government will do all that is necessary to ensure that the counter-terrorism, policing and security services have the necessary tools. We have acted swiftly in seeing the end of automatic release for terror-connected offenders, and the Counter-Terrorism and Sentencing Bill will strengthen things further, ensuring that serious and dangerous terrorism offenders will spend longer in custody and strengthening the regime on terrorism prevention and investigation measures. We stand reflective, and the Home Secretary and I have asked officials to review with partners existing and proposed powers in the light of the horrific attacks in France and Austria to consider what more, if anything, might be needed.
The likes of me were saddened and sickened by the horrific terrorist atrocities perpetrated recently in Paris, Nice and Vienna. While expressing condolences, I would like to convey my solidarity with the good people of France and Austria in the battle against extremist ideology. While our brave counter-terrorism police and security services have already thwarted several terrorist plots here in the UK, and I thank and commend them for helping to keep us all safe, the Security Minister will appreciate that our constituents will be extremely concerned by the heightened terror threat right here in the UK. Will he outline what lessons have been learned for the counter-terrorist strategy in our country from what has happened on the continent?
Clearly, there is a broader network of information sharing, intelligence sharing and working with partners—our Five Eyes group, as well as our European partners. Therefore those exchanges, that work and that sharing of good practice and ideas are very firmly in place, and our Contest counter-terrorism strategy has informed the thinking of others. We remain vigilant. We remain reflective and open-minded in terms of how we can strengthen our tools and powers and strengthen our approach, and it is by that co-ordination and co-operation that we can do so.

Commons ChamberThe Home Secretary and I and the Government completely understand and fully accept the depth of anger that is felt right across the country at the crossings that are occurring illegally, dangerously and unnecessarily. My hon. Friend can have my assurance that we will leave no stone unturned. We are trialling various methods that could be used on the sea to prevent crossings, and we are actively exploring necessary legislative options. As far as returns are concerned, we are working daily to return those who legally can be returned under the existing legal framework, and we will be aiming to construct a replacement legal framework once we are outside the transition period.
The world is interconnected, and when we do not help fellow humans suffering from hunger or persecution, or in war-ravaged nations, they inevitably, in utter desperation, risk life and limb and try to seek refuge elsewhere, including trying to cross the English channel in small, unsafe boats. Does the Minister agree that it is a cruel irony that the Department for International Development, which works to eradicate poverty, is being abolished today as we debate the inevitable impact of the fact that so many people are displaced by conflict, poverty or persecution?
It strikes me as surprising that the hon. Gentleman’s analysis made no reference to the fact that we are the only G7 country contributing 0.7% of GNI in overseas aid. We were the second largest global donor of aid in the Syrian region. Our contribution to that humanitarian effort is without question. He talks about people fleeing war-ravaged countries, but the people getting on these small boats are not embarking from the shore of a war-ravaged or dangerous country—they are embarking from Calais. France is a safe and civilised country. So are Germany, Spain, Italy and all these other European countries. They are not fleeing war; they are crossing the channel from France.

My hon. Friend, with all of his experience, has highlighted a very important point about the need for offensive cyber-capabilities. We were the first NATO ally to offer offensive cyber-capabilities to the alliance. I am quite sure that this is an issue that will be of core interest and focus as we look at the integrated review. He sets out a compelling argument for further investment. I am quite sure that that will be reflected on very carefully.
Despite repeated requests and reminders from hon. and right hon. Members, this Government have dithered and delayed for 10 long months and tried their very best to suppress the Russia report, and now we all know why. Given the threat to our national security and the fact that it was about preserving and protecting our very democracy itself, how could this Government have been so incompetent, so asleep at the wheel, and not even asked the bare minimum obvious questions?
I do not recognise the hon. Gentleman’s characterisation at all. I welcome the fact that, speedily after its creation, the ISC report was published, shining a light on the issue of Russia and the need for vigilance, which this Government continue to demonstrate. It is that approach that we take through from this rather than the political characterisation that he sought to proffer.

Commons ChamberThe hon. Lady is right. It is fair to say that she and I go back a long way on this issue. I recall that she first came to see me on this point when I was in the Treasury many years ago. She knows that I have recently announced that the Home Office will be publishing a paper to help us better understand the characteristics associated with groups. I would welcome it if she were to work with me and to join our external reference group that I have established on this important area. She specifically raises issues about third-party organisations, and she mentioned some in her own constituency. I have met many survivors and sufferers with her on this issue. They have had a terrible time. They have also been failed by many aspects of the state and society. We can never allow that to happen again, which is why I am committed, not just through resourcing, but through the work that I have commissioned in the Department, which I know she will join me in and support us on, to make sure that no other aspect of the state, organisation, third party, or Government institution turns a blind eye and ignores the needs of individuals in the way that happened in her constituency.
We are firmly committed to making the UK the safest place in the world to be online. We will be publishing a full Government response to the online harms White Paper consultation in the autumn and our ambition is to bring forward legislation in this Session. In the meantime, the Home Office continues to engage with social media platforms on the safety of their users. We are clear that these companies need to take action now to tackle illegal harms.
It has been more than a year since the Government published their online harms White Paper and yet there is still no proper protection in place. Instead, all we have had are delays, ministerial briefings about potentially watering down the sanctions within the White Paper, and continued intensive lobbying by tech giants, which are still failing to remove harmful content and disinformation. That really is poor, so can the Minister update the House about what conversations she has had with social media companies about taking down harmful content and when exactly will the online harms Bill finally be published?
The online harms White Paper was world leading in its ambitions to sort out the online world. We are very clear that what is illegal offline is also illegal online and that has been the driving force behind our work on this White Paper and on the consultation. As I have said, we will be responding to the consultation in the autumn. We are very much working at pace on this, but we should not shirk the fact that we are leading the world potentially with this work, including our work on tackling online child sexual exploitation, and we all want this abuse to stop.
